The University in Leipzig is provided with the first and only Confucius Institute in Eastern Germany.

The fast economic growth was followed by a global interest in the Chinese language. According to the Chinese government there are 30million people from foreign countries learning Chinese. It is also said that the trend is still going upward as the language is used as a tool of international communication.

For that reason a special institute is found by the Chinese Ministry of Education, the city council of Leipzig, and the Universities of Leipzig and Beijing.

The first Confucius Institute was founded in 2004 in Seoul, by 2006 the number of institutions reached 121 in more than 50 countries, six of them are situated in Germany at this moment. In January 2008 the new ones in Heidelberg, Frankfurt and Leipzig are going to open their doors to the public.

In exchange with the Chinese government the Confucius Institute will provide students with language courses, as well as lectures and seminars concerning Chinese culture and literature. It is their aim to diffuse widely the knowledge about Chinese culture, literature, and language. The organization and functioning is mostly adopted from other global operating educational institutions, such as the Spanish Instituto Cervantes or the German Goethe Institut.

This question is going to be the big issue at the panel discussion of the European Parliament in Brussels today, the 21st of November 2007.

In addition to a panel discussion there is going to be a presentation of the petition of Generation P, which is an Austrian association that consists of several university (post) graduates from various disciplines.

Generation P mainly focuses on two targets: First and foremost, they plead for better or lets just say fair conditions for interns; like a specific time limit, the determination of a minimum wage, or a conjunction of the internship and the field of study of the trainee. Second, the guarantee for special entry job programs for (post) graduates instead of internships and the improvement of general structural characteristics of the internship labour market.

An internship is a placement for students in a company to get practical knowledge and an introduction into working processes. Companies benefit from additional staff power and reconsidering internal structures and students learn from experienced tutors and get practical experiences for their future career. Companies should spend a lot of time in teaching the intern necessary tasks and abilities and treat them as fair as employees.

The topic got attention because it is not unusual that many companies treat their interns somehow like clandestine workers. For that reason, student’s initiatives of several European countries intend to set up an European aid-network. Génération Précaire (France), DGB – Jugend and Fairwork e.V. (Germany), Plattform Generation Praktikum (Austria), European Parliament Stagiaires Association (Belgium), and Generazione 1000 Euros (Italy) are just some of the organizations that are fighting for better conditions for interns and employment for "long-term" or "eternal" interns.
In any other country but the United Kingdom students get more hours of tuition.
In Britain not only the duration for achieving a degree but also the intensity of study on a weekly basis is way less than in any other European country.

In comparison: In British universities students spend approximately 20 to 25 hours studying a week, whereas their counterparts in Portugal, France, and Germany spend up to 40 hours of lectures and private study a week.
One can argue now, that quantity has no effect on quality.

But: Universities should take that matter a bit more serious; after all it can cause a cutback of full-fee paying international students. Foreign students already doubt on the quality of degrees at British universities.

Bahram Bekhradnia, director of the institute and one of the report's authors, states that "a worrying proportion of international students in England already believe they receive poor value for money."

According to the Higher Education Policy Institute (Hepi) it also will be harder for UK universities to continue to argue in the Bologna process, which is attempting to harmonise degrees across Europe, that shorter courses are just as good.

A great excuse for students and universities is that "so many students now have paying jobs…," mentions Professor Graham Gibbs, former director of the Institute of the Advancement of University Learning at Oxford University, "…In England, students are often working up to 20 hours a week but still getting their degrees in three years, while 20 hours a week of study time has become the norm for some subjects."

Well, if that is the excuse: Please Mr. Gibbs, explain us how students in Eastern Europe are able to work for more than 30 hours a week to pay their rent and still study for the same amount of time?!
Where do I want to go? What advantages can I get from a year abroad? Studying or doing an internship? How much money do I have to spend? Are there any organizations that provide scholarships? Where can I apply for a scholarship? Will I get credits in my home university for the courses that I will attend abroad?

These are probably just a few of the question that overwhelm our mind while we are trying to organize a stay abroad. These are probably also the questions that are there to be solved by informative events like the one that is scheduled for this week at the University of Johannes Kepler in Linz, Austria.

Studying and practical experience in an international environment is going to be one of the guiding themes while leading addle headed students, hysterical parents, and wise professors through the jungle of impressions. A variety of Panel discussions, lectures, question time with former itchy-feet-patients, and workshops will give plenty of information about all ambiguities that one might have.

But at the end the most important question probably remains anyway:
Do I have the courage to take the risk, to leave my folks behind, to broaden my mind, and to go from here to eternity?

You just can respond to that matter by living it!
What it is clear: It is going to be a once in a lifetime experience…one way or another.

As you can see: the riddle’s solution is not that far away.

Or: How the "The Golden South" forms the German academic elite troop.

The German universities in the federal states Baden-Württemberg and Bavaria are lucky to win most of the demanded decorations as "elite university" by a clear margin.

Last year a panel of experts had chosen the Ludwig-Maximilian University, the Technical University of Munich, and the University of Karlsruhe to be the most promising ones in the country and had provided them with funds amounting millions to improve the colleges and its reputation abroad.

This year, the scientific board examined almost 100 applications but, at the end, was convinced by the strong performances of the Universities of Freiburg, Göttingen, Heidelberg, Konstanz, as well as, the RWTH Aachen and the FU Berlin.

Also, the dominant south, known for its strong economy, has been able to scoop the market another time. Hence, it is not astonishing that almost two-thirds of the German "Elite-Universities" are situated within that region.
During the competition the brand new term of "Academic Marketing" emerged. Thus, all the competing universities tried to cast a positive light on themselves to impress the international experts.

In total the funding add up to 1,9 billion Euros. The money will be distributed in three areas: for the top universities in Germany, for graduate schools, and for particular "research clusters" as extraordinary institutions in certain fields.
But the demanded official "Elite-Seal" is not only important because of financial, but also of prestigious reasons for each of the colleges.

There is nothing else for it but to hope that also the universities in the country's Eastern and Northern part will learn to act according to the idea of "university as company" and to merchandise them step-by-step to catch up with the strong south.

There are many medical, moral, and legal regulations of what one has to do, to be or to become to, on the one hand, avoid negative effects and to, on the other hand, achieve the most out of life. - Drinking milk, sleeping eight hours a day, working out, saying thank you, greeting your neighbors, and praying every time before you have a meal are just some examples. The jungle of guidelines seems to outgrow.

These days the newest trends are certain "How to…"- platitudes that try to control each sector of our all-day-life.
Now the time has come to even flay the students. Did they still follow a slovenly life last week it is to be changed this one.

According to Harriet Swain it is a form of art to listen to a lecture. As if doing a good art piece one has to actually show up in the studio, pay attention, work out beforehand and afterwards, and most importantly: do some strokes of the brush! – Since, according to Sandra Sinfield, coordinator for learning development at London Metropolitan University, there exist no successful students who have not made notes. So Swains "How to be a student..." guide is going to be settled next to brilliant and most notably essential guidelines such as- "How to become a millionaire…", "How to cook food on cars engine…", "How to be optimistic…", "How to get sick pack abs…", or "How to find love…" - only to tell us what we already have known for the longest time because teachers in high school tried to hammer that matter of fact into each of us.

But the same teachers also narrated quite a few stories about "How to drink like a moron…", "How to enjoy a lecture while sleeping through…", and "How to achieve knowledge of the higher worlds while avoiding constructive discourse!. Following either ways one probably just ends up in one big mess because while acting on these guidelines we forgot to conform to the most important one: "How to think for ourselves and learning the best by doing so…".

PS: A last note to Harriet: Shouldn't every art piece also be fun to look at? Maybe you should try "How to annoy anybody by being funny without telling jokes…" – if you did not so already.
Yesterday the European Court of Justice decided that the European unrestricted mobility is violated by the existing rules considering the BAföG in Germany.
According to these it is necessary to attend at least two semesters in a home university.

Global alliances, global economics and politics, or global learning are simply eclectic for what we call worldwide coalescence. But before daring to expand worldwide in every field one should take a chance to think global within our own European boarders. Thus, it constantly becomes more important for students, universities, and particularly the respective Ministries of Education in the different European countries, to display the policy of education in an international way.

No more than a day ago, the European Court of Justice took a big step forward and demanded the German government to facilitate certain administrative handling such as the discontinuation of the required orientation year at a national academic institution. From now on German students have the possibility to follow an international orientation of their studies by attending and graduating university entirely abroad.

A big step towards European but also global unity.
Five academic institution of The Association of Woman Across Cultures joined together to assist the development of educational programs and to advance the international exchange of female investigators and students.

The above mentioned institutions are: the University of Granada; the International University of Florida/E.E.U.U.; the National University of Colombia;the Bundelkhand University/India, and the University of Fez/Morocco.

The Association of Woman Across Cultures is predominantly responsible for the signing of the contract and the integration of their programs in the studies of Transnational Women Engineering and Woman Studies. Based on the debate within these fields one can examine and document the issues women face in terms of lower status and lower power around the world and across cultures. The Association and its program help to discuss what is being done from the local to the global level to address women's issues, empowering women and promoting women's equal rights, eminently in educational sectors.

Their main interest is to encourage the international exchanges between the single institutions and to create an apprenticeship that is based on practical experience, or so called hands-on experience, and a general international understanding that gives you the opportunity to interact with and learn from others.

According to the Federal Statistical Office, the willingness of German students to spend some time abroad continues to grow.

Over the last 30 years the numbers of participants in exchange programs has been multiplied by seven. Whereas the majority of the young academics stay approximately one or two semester, some even follow their entire studies outside their home country.

However, there is a notable change in the choice of preferred destinations. Whilst the United States and France were on top some years ago, the Netherlands took the lead these days. Particularly, the universities of Amsterdam, Leiden, and Rotterdam are in great demand. These institutions convince with an excellent variety in the fields of studies, an international orientation, and excellent technological account management. But there are also other reasons for freshmen to complete their studies at the academic institutions of our neighbours.

First of all: the admission is not restricted which gives students the opportunity to attend the studies in their desired field. Another fact is that one can even follow careers which do not exist in your home country. Some rather funny examples are “Horse Business Management? or “Leisure time Management?.

I guess we all know what Dutch people like in their free time. There are some rumours that you can follow the subject of “Grass Plantation Management? starting next year
Europe falls short in higher education

European countries are celebrated worldwide for their unique public welfare and their national assistance. Universality, gernerousity, and protection are just a needle in the haystack of praise.
However, in the field of higher education Europe cannot fulfill the great expectations. Instead, most countries lag behind the United States or Asia.

According to the annual examination by Shanghai Jiao Tong University the academic institutions in these countries fill the front ranks. Corresponding to the survey, eight of the world's top ten universities are situated on american grounds, the remaining two are british. (Oxford and Cambridge) It is said, other european academies were rated down because they lacked investment and autonomy which is seen as the most essential characteristic in the american educational system.

Of any european university systems the british one resembles the american the most.
At that time, approximately 170 universities and higher education colleges exist in Britain which follow a self-governing and independent academic way similar to the US. The higher educational system consists of a variety of institution offerings and a diversity of career opportunities. The character of higher education has been renovated over the past three decades as the importance of an academic qualification keeps on rising.
At present, there are 2 ½ million students inscribed in (all) british universities.

A long-run governmental ambition is to raise the enrollment in secondary education of all 18-34 year olds up to fifty percent in the near future.

Other interesting facts: around ten percent ( 225.000) of the entire students following the higher educational system in Britain are from outside the UK. Whereas, most of them attend/visit campus in England. Hence, british universities are, furthermore, the second most international ones among the OECD (Organisation of Economic Co-operation and Development) countries because more than three-thirds of the universities offer education to scholars from more than 100 different countries. Among the top ten schools which shelter students from abroad are London Business School, the University of Buckingham, or the Royal Academy of Music.

International mobility and a view beyond one's own nose is in great demand
Virtual aide helps

Everybody knows that a stay in a foreign country is part of an ambitious student's duty.

As it does not only upgrade the foreign language competences, but also delivers interesting insights into other cultures and lifestyles, broadens one's mind, and opens up new vistas.
But to pave the way from the idea to the actual departure is not always as easy. To be honest: it is a path conducted by questions. How can I find accommodation? Where can I study? Do I have to pay tuition fees? ... are just some of them.

Accoring to the DAAD (the German Academic Exchange Ministration)fourty-two percent of academics consider a stay abroad during their first degree, whereas, one-third of all students dislike the idea of disrupting their studies, and nine percent tried to attend an exchange program but gave up on it. For many students it is a deterrent imagination to have to dig into the jungle of opportunities of internships, studies, scholarships, and loan programmes.

Now there is a ray of hope: She is called Luzie, wears blazing red hair, and works as an extraordinary virtual aide.
Luzie informs German sudents about the first steps towards studying abroad. She provides the students with competent and eloquent advice and, of course, an ever-smiling facial expression.
Following a long test stage Luzie was placed on the webside of the German Exchange Ministry.
She is part of the campaign called “go out! study worldwide? which was initiated by the DAAD and the BMBF ( the German Federal Ministry of Accumulation/Education and Research) to convince more students to go abroad. “go out! study worldwide? is an extensive continuation of a publicity campaign called “go east! study, internship, and research in Eastern Europe?.

According to the DADD in Bonn/Germany around 20.000 enquiries are interpellated to Luzie every month.
Approximately eighty percent of the enquiries refer to topics like language courses, internships, and studying abroad. But Luzie can even serve with an answer to personal questions. This is how we get to know that she is happily married and attended a semster in Ireland. The answers are generated and constantly updated by a knowledge data base.

Every year, nearly 60.000 students are on their way to study visits in North-America or Europe, whereas only 4.000 leave for the remaining coninents. The globalisation of the economical and social action and the emergence of new “global players? needs future specialists and excecutives to change their perspectives on certain regions.
Therefore, one of the main objectives of the information-drive is to encourage students to participate in an exchange with countries which are not usually first choice like Asia, Latin-America, and Africa.

UK could lose a generation of scientists unless urgent action is taken to transform lessons in schools

An alarmingly high number of students enrolled at British Universities are from countries outside the United Kingdom. According to the seventh Patterns of Higher Education Institutions in the UK report from vice-chancellors' lobby group Universities UK (UUK), more than two-thirds of academics in strategic subjects are foreigners.

The number of enrollments is constantly decreasing especially in the fields of science, technology, engineering, medicine, maths and exceptional languages. Hence, one might argue that universities in Britain are, unlike its magniloquent traditions and standarts, almost no longer in a position to survive, in fact, they are even dependent on foreign research students. Some people might be wondering what all the academics of the world are worth when they return to their countries after their final degree.

Therefore, a drive to encourage more students to study these desdained subjects is being launched after another drop in undergraduate numbers. Hopefully they will be able to change that disadvantageous situation otherwise the professors should think about teaching in Indian.

Good Luck!
