			<content:encoded><![CDATA[	<p>REDMOND, Wash. — Feb. 12, 2009 — Today, Microsoft Corp. announced a partnership with technology industry leaders and academia to implement a coordinated, global response to the Conficker (aka Downadup) worm. Together with security researchers, Internet Corporation for Assigned Names and Numbers (ICANN) and operators within the Domain Name System, Microsoft coordinated a response designed to disable domains targeted by Conficker. Microsoft also announced a $250,000 reward for information that results in the arrest and conviction of those responsible for illegally launching the Conficker malicious code on the Internet.</p>
	<p>“As part of Microsoft’s ongoing security efforts, we constantly look for ways to use a diverse set of tools and develop methodologies to protect our customers,” said George Stathakopoulos, general manager of the Trustworthy Computing Group at Microsoft. “By combining our expertise with that of the broader community we can expand the boundaries of defense to better protect people worldwide.”</p>
	<p>As cyberthreats have rapidly evolved, a greater level of industry coordination and new tactics for communication and threat mitigation are required. To optimize the multiple initiatives being employed across the security industry and within academia, Microsoft helped unify these broad efforts to implement a community-based defense to disrupt the spread of Conficker.</p>
	<p>Along with Microsoft, organizations involved in this collaborative effort include ICANN, NeuStar, VeriSign, CNNIC, Afilias, Public Internet Registry, Global Domains International Inc., M1D Global, AOL, Symantec, F-Secure, ISC, researchers from Georgia Tech, the Shadowserver Foundation, Arbor Networks and Support Intelligence.</p>

	<p>Almost all smaller websites/services will disappear over time and multinationals who are used to using big budgets to brute force their content into every media outlet will finally be able to approach the internet in the same way.</p>

	<p>If anything, Thursday&#8217;s news that Verizon Wireless had won the government-run auction for a pivotal swath of spectrum may even have been the ideal outcome for Google.</p>
	<p>That&#8217;s because investors no longer have to fret about Google straying from its main business of Internet search to spend more than $10 billion buying and building a wireless network.</p>
	<p>Yet Google still positioned itself to profit from the newly available airwaves by ensuring the bids for the so-called &#8220;C block&#8221; escalated to $4.6 billion. Reaching that price triggered a provision that requires the new wireless network to accommodate all mobile devices, including equipment using a software package called &#8220;Android&#8221; that is supposed to give Google a better opportunity to sell more advertising.</p>

			<content:encoded><![CDATA[	<p>ICANN today issued a formal notice of termination of RegisterFly.com&#8217;s Registration Accreditation Agreement (RAA).</p>
	<p>ICANN has issued a letter to RegisterFly [PDF, 902K] indicating that it will cease operating as an ICANN-Accredited Registrar on March 31, 2007. Under the terms of the Registrar Accreditation Agreement (RAA), ICANN must provide 15 days written notice to RegisterFly of its intention to terminate.</p>
	<p>Effective immediately ICANN has terminated RegisterFly&#8217;s right to use the ICANN Accredited Registrar logo on its website.</p>
	<p>Between now and 31 March RegisterFly is required to unlock and provide all necessary Authinfo codes to allow domain name transfers to occur. Any and all registrants wishing to transfer away from RegisterFly during this period should be allowed to do so efficiently and expeditiously.</p>
	<p>&#8220;Terminating accreditation is the strongest measure ICANN is able to take against RegisterFly under its powers,&#8221; Dr. Paul Twomey, President and CEO of ICANN said today.</p>
	<p>&#8220;ICANN has been frustrated and distressed by recent management confusion inside RegisterFly,&#8221; Dr. Twomey, President said. &#8220;I completely understand the greater frustration and enormous difficulty that this has created for registrants.&#8221;</p>
	<p>When the Agreement is terminated, ICANN can approve a bulk transfer of all current RegisterFly domain names to another ICANN accredited Registrar.</p>
	<p>&#8220;Of course, RegisterFly does not have to wait till then. They can request ICANN to approve a bulk transfer immediately. I call on RegisterFly to act in the interests of registrants and seek such a transfer from us straight away,&#8221; Dr. Twomey said.</p>
	<p>ICANN intends to hold a forum to discuss the reform of the Accreditation policy and process at its Lisbon meeting in a week&#8217;s time*.</p>
	<p>A set of questions and points to inform the discussion will be made public prior to the Lisbon meeting. </p>
