Early in the morning i left for Nankana Sahib to receive Sikh Yatris. I reached there and went to the main Gurdwara with DSP City Nankana Mr. Umer. The Sikh Yatris were seated in around 24 buses and the convoy left for Sacha Sauda Sheikhupura. Police arrangements were on high alert given the security situation. The buses were in shabby condition which the rising temperature during the day proved to be testing for the visitors as majority of them were old men and women.

A discussion with the Yatris revealed that youth want to visit Pakistan, but Government of India usually does not approve the visa of Youth. Also, while visiting other countries like USA, those who have visited Pakistan are questioned and sometimes denied visas. However, one thing is for sure that Sikh Yatris were very satisfied with the security arrangement and lot of them expressed their gratitude to the Police men on duty for ensuring their security. The yatris spent the day in the Gurdwara & in the afternoon we safely handed them over to the Nankana Police at Chandarkot.
Police made utmost efforts and were successful with in their mission of safe and comfortable journey of the Yatris. The TMA and other line department who were tasked with removal of garbage and piles of debris in the vicinity of the area, did not bother to to clean even an inch of it. I increasing felt that alongwith security duty, almost every other responsibility is being shifted to Police. The need of the hour is that every department must do its duties and extend help to other in time of need.

In the latter part of the day, sat with Addl SP sb and following came under discussion.

1. Debriefing on the security arrangement of the Sacha Sauda Besakhi event.
2. Overview of the crime diary of the previous day
3. Promotion of Constables
4.
1. Visited Sacha Sauda Gurdwara in connection with Sikh Yatris visit. The sprawling Gurdwara is located in Farooqabad Shiekhupura. Around 200 Sikh Yatris from India and around the world are going to visit this Gurdwara in connection with Besakhi Festival on April 17th, 2017. The Police has detailed a comprehensive security plan for the premises and for the visitors keeping in view the precarious security situation in the country. TMA, Civil defence and other government department are almost non-existant and piles of garbages have been piled up in an open area just in front of the main gate of the gurduwara. It is no very pleasant kind of view particulary for guest coming from abroad.

2. Visit to Police Station Khanqah Dogran

The Police station was established in 1922 and is one of the oldest in the district. Some of the record of the Police Station was burnt during unrest when Nankana was carved out of Shiekhupura as a separate district. The record of the Police Station is not being maintained properly and particularly after the introduction of the front desks, the registers seemed to be altogether discarded which is against the rules and regulation governing the Police Station and Police in general.

3. Visit to Police Station City Farooqabad

The SHO and Moharar were present in uniform even the day being sunday was quite encouraging. The record of the Police station was observed and to a great extent it was being kept except for some descripancies

4. Visit of Punjab Constabulory Farooqabad

In the later part of the day, we visited Punjab Constabulory whose HQ is located in Farooqabad. A battalion of Punjab Constabulory is being stationed here. We carried out riding and then attended a Kabbadi match final between PC and Gujranwala. In this match, Gujranwala won the game by 37-30 with good display of sportsmanship.

Telenor easypaisa Gimmicks

Of late this mobile banking service has become a source of nuisance. Instead of providing quality service to its customers, It is trying to dupe them in one way or the other to mint money from them on as bizarre scheme as MOBILE INSURANCE through which they purport to pay 1000 PKR as medical bill in case of medical emergency. The customers are nowadays continuously getting spam calls from Easy Paisa for so called Medical Insurance. I have time and again their representatives categorically that I am not doing it as I have already had it for one year. I was duped by one of their of your representative to go for it saying that it is totally free but later on i found they have deducted around 1000 PKR from my account. I am seriously thinking of changing Easypaisa as my mobile account and as well as Telenor as my network. God forbid, if anything happens, they are not going to pay a single penny on one pretext or the other, while they call this a medical insurance, there is no proof of it at all. They just deduct they money and a customer forgets about it. They should stop this pathetic way of doing business at least and focus on their core function of mobile banking for the growth of their company.

RESOURCES FOR COMPULSORY SUBJECTS OF CSS

The mainstream Pakistani media has gone crazy highlighting that a girl belonging to the Kalash Tribe of Chitral has been forcefully converted to Islam. Here, the same girl is doing a press conference telling that she accepted Islam on her own free will and do not want any disruption of peace by unscrupulous elements based on her decision. I long for the day when our media reports objectively instead of adding spices to news.

Nowadays there is a hot debate regarding budget allocation to various institutions in Pakistan. While it is alleged that 90% of the budget is allocated to Army, which of course is factually not correct, Army friends complain of the meager resources that have at unit level. So what is the actual position is question on the mind of every ordinary citizen like me. This was partial answer to my question and i hope you too will enjoy this book published by Oxford University Press. It is named as " Military.inc-Inside Pakistan's Military Economy" by Ayesha Siddiqa who has been a CSP officer at the start of his career belonging to the Audit and Accounts Groups. Photos show the worthy visitor being escorted by horsemen. Height of sycophancy and whoever has this novel idea of welcoming is perhaps least concerned about the peril being faced by Chitralis. Are we back to colonial era and a "Company Bahader" is visiting the district? The need of the hour is immediate and smart action and not gimmicks like this which is conveying a negative image of the civil service.
Preparation for CSS has become a booming business in Pakistan. In every nook and corner of major cities and town, these are omnipresent with large billboards and colorful posters of successful candidates from previous exams. It is a dillema for an aspirant whether to join an academy or not.

As with every decision we make, there are pros and cons to this one as well. A smart and quick learner aspirant has very little to learn from any academy and should not go for it beyond one month or only go for the free classes which are offered at the start of a batch. Better not pay huge sum of money for something you can do on your own :) However most of the aspirants have to attend as it is difficult to set a routine for oneself on daily basis, sit down and study. Also if you are paying for something, naturally you expect something in return. Thus it help you to keep focus on your aim.

So for selection of an academy, look at the expenses, time, class timing, commuting, faculty previous success ratio and most importantly subject being taught at the academy etc. Most of the academies out there are without any genuine contribution and the success rate of these is nil over years. They have few part time teachers who can only teach some specific subjects and at time are used to teach subject totally alien to them.

So, the best way is to sort out yours is to go for the free classes which these academies offer periodically mostly after fortnight, however there is absolutely no restriction of your joining. You go here and they are going to welcome you with open arms and in an hour or two will convince you that by getting admission in their academy you will be half CSP already. However you must prudently evaluate the academy based on above mentioned criteria. If teachers are CSPs then do sit in their class in order to have an idea of their intellectual level. I bet you yourself will be able to discern in the very first class whether you are going to learn something from him or you will only waste your time by sitting for three hours in front of him. Keep in mind your time is important and you should not waste it by getting bored in a dull class. A lively witty and informative teacher is worth to learn from.

Don't be trapped by the sugary description of the one you encounter in an academy. Usually the academies depute their best one to welcome the aspirants. Don't hesitate to ask question like what will be timing of the classes? Do not easily go for so called "Scoring subject" being offered by the academy.

Although the change of syllabus by FPSC has hit hard the academies business but still they are able to cope with the shock and have started offering different combination of subject which are considered to be scoring. My personal experience to good to quote here. In each academy i went, I was asked to change my subjects. When i told that i have opted Economics they would be looking at me with pity. When i told that I have opted Statistics they out rightly rejected any chance of me being successful in the Exam. I refused the "scoring subject of "International Law" and kept adamant to go for IR and was able to score 79 marks in it. My point is don't let the academy guys to easily alter your subject combinations. I presume that you have already selected your subjects. If you haven't then properly discuss it with them and only opt for subjects after you are convinced that it is good for you. Don't make a choice only on basis of Academy recommendation.

Lastly, never ever pay the full fee which is said to be for four months or so. The best option to pay for one month and if you are satisfied that you can pay for another month. Academy guys will give you tough time but at last they are going to accept your offer as ther marginal cost for adding a student to a class is zero and if your offer five thousand they are ultimately going to allow you to take classes with strict waring that your should pay the rest of the amount as quickly as possible.

P.s. I have written the post in a go and error omission are expected. Don't hesitate to point out those in comments section below.

The much awaited Metro Bus Service is now functional in Islamabad connecting it to the twin city of Rawalpindi. The PKR 45 billion cost (USD 4440 million) of the project was criticized mainly by the opposition parties led by Tehreek Insaaf. However the record time for completion of the project is something which justifies the the financial outlay. In Pakistan Public Sector infrastructure projects are plagued by delays and some are altogether abandoned after partial work.

The 23 KM long metro has 24 station. Today I had a glimpse of Pakistan Secretariat Station of it. There is quite excitement among the travelers and many are travelling just to have fun. Few pics here.

Although secretariat is closed today being Saturday, still large number of public was seen buying tickets and Metro-Bus Card.

To avoid queuing up the line to buy ticket, a better option is to get a Metro-Bus Card. The card can be reloaded and costs 130 Rs for the first time and subsequently recharged. A ride for all the way from Pak Secretariat to Rawalpindi Saddar only costs 20 Rupees (0.2 cents).

To sum up, the capital of Pakistan badly needed a decent public transport system. This is a big step towards it but it is not sufficient. It only caters for a specific route while large parts of the twin cities are left out of it. Delhi, the capital city of India has a much better Metro with 193 KM length and much better station and facilities. If today the cost is PKR 45 billion then 10 years later it going to cost 50 times more.
Growth Rate = 4.24: The target was set for 5.1%. This year, target is set by Prime Minister at 5.5%. Without any scientific calculation, when growth target is set in a random manner, then it is simply going to be missed by a margin. India is growing at 8% while china in the double digit until recently. We never gave any serious thoughts to our this very pathetic performance.

Population = 191.7 Million: Mashallah the Islamic Republic is growing by leaps and bounds and the number of Muslims is on the rise. However, the condition and standard of living for these are deteriorating.

Agriculure 20.9% of GDP: Agriculture occupies as the main activity in the country contributing to more than one fifth of the GDP. This, is like we are still living in the agrarian era

Agriculture 43.5 of Employment: Mostly this low paid sector where people are semi-employed and return is very low for the farmers and labors. All the gains are for the landlords.

Per Capita Income = 1512 Dollars: With this per-capita income Pakistan ranks among the lowest developing countries and ranks at 149 as per IMF. (On PPP basis Pakistan ranks 134 as per IMF 2014 with USD 4736).

KSE = 32131 : This bubble has in reality no effect on the common man and is usually for the wealthy and elite to play with their money.

Defence Allocation = 781 Billion: A very big amount for a resource scarce country. The only enemy we have is India who are flying with double digit growth rate. While we shy away from comparing them in terms of economic activity and growth, we jump to the fray when it is about buying arms and strengthening our armies. The ultimate sufferer in this all duel for national pride is the poor man of these countries. Those who retire from Armed Forces are termed as civillian and their pension and medical expenses are paid from civilian accounts. So essentially the crowds of jawan and officer retiring at a much younger age then the prescribed 60 continue to get paid from civilian budget. Their number is swelling with passage of time.

Operation Zarb Azb = 45 Billion: Fighting with terrorist and Taliban comes at a cost. Our existing defence expenses are too low to take on these fanatics (Although we dare to take India with it). Therefore a separate allocation is necessary for fighting in the tribal areas to flush out terrorists and suicide bombers.

Education = 75.5 Billion: Come on, this not really our priority. The amount may sound sweet but in reality it is seldom spend. It is going to be slashed multiple time and is mostly used for other than education purposes.

Forex = 17.8 Billion USD: Our all powerful Finance Minister boosts about this very indicator and is mostly result of IMF blessing and in reality we owe this to expatriates Pakistanis too.

Coalition Support Fund inflow = 1.5 billion USD: The price for our support to the Americans in their useless war. The 1.5 billion USD may be attractive for some, but the price we have paid for it is really disturbing in the form of thousands of innocent lives and not to mention the peace, harmony and infrastructure loss to the country.

Public Debt = 16936 billion Pkr (61.8% of GDP): Loans are indispensable for everyone in this country ranging from a poor labor to the very government itself. Afterall the above mentioned expenses and mostly importantly the payment of interest and principle on previous loan warrants getting fresh loans. The terrible cycles continues in this way.

Domestic Debt = 11932 billion: The domestic interest rate is high, Banks feel safe to lend the government as there is guarantee of profit so this head is swelling as a lightening pace. There are no funds for private sector and general public as our govt is of the largest domestic borrower.

Foreign Debt = 5004 billion: We are hooked by IMF under the its Extended Fund Facility Program and has influenced all the policy making in the country at the price of tranche of US$ 500 quarterly disbursement.

Debt Servicing = 1193 billion Rs ( 44.5% of Revenues): This is where most of the country money is going. To pay our earlier taken debt. A gift of our corrupt leader and rulers of the country.

Expenditure on Education = 2.1 % of GDP: As said earlier, we are already fully educated and do not need any further education. So this figure is only for fund allocated, actually, we spend much less than this at the end of the year.

Population Growth Rate = 1.92%: We are going to take over the world by continuing to produce off springs at this pace.

As reciprocal goodwill gesture, Cheeni Saddar announces public holiday in Beijing whenever Pakistani president visits China. Says he enjoyed driving empty roads in the Pakistani capital. The aerial surveillance impressed the guest too, though he wondered what purpose these roaming helicopter are going to serve beside pleasure of nice view to those on board.

Key Economic Indicators

Pakistan's key Economic Indicators

I appeared for CSS-2014 final Interview at Islamabad on 22nd of December 2014. The day was a cold one and sitting for around two hours in the Federal Public Service Commission (FPSC) waiting room was quite a test of nerves. Finally I was called in at around 11:30 am. The panel consisted of:

1. Maj Gen (retd) Niaz Muhammad Khattak

2. Mrs. Batool Iqbal Qureshi (Member and BS-22 Officer (Retd) of Secretariat Group)

3. Abdul Wajid Rana (Memeber and Former Secretary Finance)

4. Mr. Ahmed Bakhsh Lehri Member (Former Chief Secretary Balochistan)

The Chairman welcomed me when i entered the room, he started discussion informally by asking question regarding my home district of Chitral it geography, Lawari tunnel, Kalash tribe and their culture, issue of conversion etc. The he referred me over to Madam Batool, who started asking question from my work experience and how my earlier organization i.e. Aga Khan Rural Support Programme (AKRSP) has been very effective in Hunza while at the same time its successes are limited in Baltistan and Chitral. I tried to justify some of the point, disagreed with Madam and also endorsed some of her observation.

Then the watershed moment came when i handed over to Mr. Abdul Wajid Rana sab. He is a versatile bureaucrat having knowledge of every subject of CSS. From the very start he targeted my weakest point i.e. by asking about the very basic Economic Concept of National Income Accounting. I was rather not expecting this kind of basic question and had last time read the concept when i was in the first semester of Quaid Azam University (QAU) Islamabad pursuing my Masters in Economics back in 2008.

List of the Question which were asked are as follow:

        Consumption and Expenditure approach to
Income

2.
        What are taxes on consumption

What is protectionism? Why do developed
countries undertake protectionism?

there been any progress made by it ?

concept related to Protectionism to which Rana Sb spelt the word out ---Embarrassed and dropped this question)

Overall the interview was somewhat unexpected and puzzling
for me. I was emotional at some points and at other tried to be rational and logical. Need your prayers as results are very far away and waiting is truly tiresome.

Actually online retailers are charging much more than local retailers although they have advantage in the shape of no physical shop and mostly operate from a small cabin office.

Here is what i got from homeshopping.pk as response to my price update request.

"This is to inform you that your Price update request has been disapproved due to the following reasons or anyone of them.

1) The product offered is from some international Vendor. Price update request is only valid for local retailers.

2) The product offered by the local vendor is blacklisted on our database and that could only be due to quality retailed issues. There are times when some other vendors might be giving something for 500 less then our price but then they have no return policy or might just sell some refurbished stock which is easy to find in the local market hence it is important to understand that you need to quote some reliable vendors who have a good name in the market.

3) The products being sold is refurbished and we are selling new.

4) The Matching vendor actually does not have the product in stock but just displaying the price because we have it listed. There are some retailers who just not care for customer experience and just tend to follow our price with a simple strategy of copy price from HSN lower to 500 and list it regardless of the fact that they might not even have it in stock even at the higher prices.

However if you are not satisfied with any of these reasons and you still want HSN to follow the price beating request then the solution is simple. Place the order with the URL of your matching vendor in the other comments section while placing your order and we shall then get it from your vendor and give it to you with their invoice at a zero profit margin just because we would be able to follow our policy in your eyes but remember that the stock would be from your vendor only and all issues that might come about have to be dealt with your vendor only and HSN should not be held responsable for any issues that might arise.

PS: This is a no reply email . Please do not reply to this email as you shall not get a response".

Interestingly none of these above metioned reason(s) apply to the product i wanted to purchase. I am getting it from another local store and it is not any refurbished item at all. I know because it is newly lanuched product of Apple and there exist no refurbished item of the product till today.

Better not to believe in these kinds of tall claim. I am ordering my product from the other vendor.

Definitions of Economic Systems

COMMUNISM: You have two cows. State takes both of them and gives you milk.

FASCISM: You have two cows. State takes both of them and sell you milk.

NAZISM: You have two cows. State takes both of them and shoot you.

BUREAUCRACY: You have two cows. State takes both of them, kill one and spill the milk in system of sewage.

CAPITALISM: You have two cows. You sell one and buy a bull.

Alternative: A COWSMIC VIEW OF WORLD ORGANIZATION

FEUDALISM: You have two cows. Your lord takes some of the milk.

PURE SOCIALISM: You have two cows. The government takes them and puts them in a barn with everyone else’s cows. You have to take care of all the cows. The government gives you as much milk as you need.

BUREAUCRATIC SOCIALISM: You have two cows. The government takes them and puts them in a barn with everyone else’s cows. They are cared for by ex-chicken farmers. You have to take care of the chickens the government took from the chicken farmers. The government gives you as much milk and as many eggs as the regulations say you should need.

FASCISM: You have two cows. The government takes both, hires you to take care of them, and sells you the milk.

PURE COMMUNISM: You have two cows. Your neighbors help you take care of them, and you all share the milk.

RUSSIAN COMMUNISM: You have two cows. You have to take care of them, but the government takes all the milk.

DICTATORSHIP: You have two cows. The government takes both and shoots you.

SINGAPORE DEMOCRACY: You have two cows. The government fines you for keeping two unlicensed animals in an apartment.

MILITARIANISM: You have two cows. The government takes both and drafts you.

PURE DEMOCRACY: You have two cows. Your neighbors decide who gets the milk.

REPRESENTATIVE DEMOCRACY: You have two cows. Your neighbors pick someone to tell you who gets the milk.

AMERICAN DEMOCRACY: The government promises to give you two cows if you vote for it. After the election, the president is impeached for speculating in cow futures. The press dubs the affair “Cowgate”.

BRITISH DEMOCRACY: You have two cows. You feed them sheep’s brains and they go mad. The government doesn’t do anything.

BUREAUCRACY: You have two cows. At first the government regulates what you can feed them and when you can milk them. Then it pays you not to milk them. After that it takes both, shoots one, milks the other and pours the milk down the drain. Then it requires you to fill out forms accounting for the missing cows.

ANARCHY: You have two cows. Either you sell the milk at a fair price or your neighbors kill you and take the cows.

CAPITALISM: You have two cows. You sell one and buy a bull.

HONG KONG CAPITALISM: You have two cows. You sell three of them to your publicly listed company, using letters of credit opened by your brother-in-law at the bank, then execute a debt/equity swap with associated general offer so that you get all four cows back, with a tax deduction for keeping five cows. The milk rights of six cows are transferred via a Panamanian intermediary to a Cayman Islands company secretly owned by the majority shareholder, who sells the rights to all seven cows’ milk back to the listed company. The annual report says that the company owns eight cows, with an option on one more. Meanwhile, you kill the two cows because the Feng Shui is bad.

ENVIRONMENTALISM: You have two cows. The government bans you from milking or killing them.

FEMINISM: You have two cows. They get married and adopt a veal calf.

TOTALITARIANISM: You have two cows. The government takes them and denies they ever existed. Milk is banned.

POLITICAL CORRECTNESS: You are associated with (the concept of “ownership”is a symbol of the phallo-centric, war-mongering, intolerant past) two differently-aged (but no less valuable to society) bovines of non-specified gender.

COUNTER CULTURE: Wow, dude, there’s like… these two cows, man. You got to have some of this milk. Far out! Awesome!

SURREALISM: You have two giraffes. The government requires you to take harmonica lessons.

JAPANESE DEMOCRACY: You have two cows. You give the milk to gangsters so they don’t ask any awkward questions about who you’re giving the milk to.

EUROPEAN FEDERALISM: You have two cows which cost too much money to care for because everybody is buying milk imported from some cheap east-European country and would never pay the fortune you’d have to ask for your cows’ milk. So you apply for financial aid from the European Union to subsidise your cows and are granted enough subsidies. You then sell your milk at the former elevated price to some government-owned distributor which then dumps your milk onto the market at east-European prices to make Europe competitive. You spend the money you got as a subsidy on two new cows and then go on a demonstration to Brussels complaining that the European farm-policy is going drive you out of your job.

EASTERN EUROPEAN DEMOCRACY: You have two cows. You sell the milk (diluted with some water) at a high price to the neighbors or to anyone at the open-air market. If somebody asks for receipt, you charge for a two times higher price, so nobody will request an invoice. For concerned families with small babies you claim that the milk is “bio”, though you collect the grass for feeding at the side of the highway and you keep the milk in plastic barrels used previously as containers of dangerous chemicals. Later, your neighbor or anybody from town will steal the cows and will buy their meat for a high price, and if you ask for a receipt, you will be charged for a two times higher price.

FINNISH SOCIALISM: You have two cows. Soon you have to kill one of them because in the Netherlands there is an overproduction of milk and the European Union rules say so. When you do so, you realize that it was not necessary, only the system was too slow in getting you the up-to-date news. From the stress, you get an ulcer in your stomach so you go to a doctor. The doctor realizes that this ulcer is a serious one, so you need an urgent treatment. Therefore, you soon get a call to the local hospital. What a greater honour could be bestowed on me than death for the sake of my motherland?

My CSS Experience

I had wanted to appear in CSS since the time I graduated. However because of admission in University for my Master degree in Economics and later on being busy with doing a 9-5 job i had no chance to sit in this rigorous test of knowledge, skills and patience for so long. I applied for it in 2013 and was all set to come to Peshawar from my home town of Chitral when on the very morning when i was travelling, the Lawari road was closed because of heavy snowfall. This hinderance has dashed the hopes of hundreds of aspirants like me who have missed their tests, interviews and jobs because of this unavoidable blockade of the district during winters. For me I put it to my fate, this being the second time as earlier i had missed a lectureship interview in Mardan's Abdul Wali Khan university.

Fate aside, for those who are not familiar with CSS i would like to add a few line. CSS stands for Competitive examinations of federal government of Pakistan. This is equivalent to IAS of India and Indian Civil Service (ICS) in pre partition days. There are twelve occupational group to which the successful candidates are allocated after a rigorous process of test and interviews. These batch of candidates form the elite echelon of bureaucracy who run the country on de facto basis alongside the politicians who become boss for a certain period and then go into the darkness.

The paper this year started on the mid february day with the start of spring and a pleasant sunshine. Although working in the private sector and appearing in the CE cost me one month salary, however i am quite satisfied with the exposure i got while going through these papers.

As usual the first to go was the essay paper which is usually the tough of all. Last year out of 11 thousand appeared in this exam, 10 thousand were unable to pass in this subject. So to go for was like bathing in cold water during winters for me. However with a do or die like situation i went through it.

Hence forth I will be posting 12 entries detailing my attempt of the papers. Stay tuned :)
