ঢাকা স্টক এক্সচেঞ্জের (ডিএসই) প্রেসিডেন্ট শাকিল রিজভী বলেছেন, বাজার তার আপন শক্তিতে ঘুরে দাঁড়াবে। এ ক্ষেত্রে সকল বিনিয়োগকারীকে ধৈর্যশীল হতে হবে।

মঙ্গলবার মতিঝিলে মধুমিতা সিনেমা ভবনের শাকিল রিজভী সিকিউরিটিজের কার্যালয়ে সাংবাদিকদের তিনি এসব কথা বলেন।
এ সময় তিনি বলেন, বাজারে কয়েকটি কারণে আস্থার সংকট সৃষ্টি হয়েছে। তার মধ্যে মুদ্রানীতি, সরকারের ঘন ঘন সিদ্ধান্ত পরিবর্তন এবং সূচকের পতনের জন্য বিনিয়োগকারীদের বিক্ষোভ মিছিল। এভাবে চলতে থাকলে নতুন নতুন বিনিয়োগকারীরা পুঁজিবাজারে বিনিয়োগ করতে আগ্রহী হবে না বরং বাজারে এর নেতিবাচক পড়বে।

তিনি আরো বলেন, আমাদের বাজারের ফান্ডামেন্টাল আগের চেয়ে অনেক ভাল।এখনই বিনিয়োগের উপযুক্ত সময়। অনেক বিদেশি আমাদের দেশে বিনিয়োগ করতে আগ্রহ প্রকাশ করেছেন। কিন্তু বিনিয়োগকারীরা রাস্তায় যেভাবে ক্ষোভ প্রকাশ করে তা দেখে কোনো বিদেশি বিনিয়োগকারী তো নয়ই আমাদের দেশের নতুন নতুন বিনিয়োগকারীরাও বিনিয়োগে আগ্রহী হবে না।

শাকিল রিজভী বলেন, পুঁজিবাজারে বিনিয়োগ করে কাজ করতে হবে। এই বিনিয়োগের ওপর নির্ভরশীল হলে চলবে না। বাজারে অলস টাকা বিনিয়োগ করলে লাভবান হওয়া যাবে। এই বাজারে বিনিয়োগ করে তার লাভ দিয়ে সংসার চলবে এমন হলে পুঁজিবাজারে বিনিয়োগ না করাই ভালো।

তিনি আরো বলেন, লোন নিয়ে বা জমিজমা বিক্রি করে পুঁজিবাজারে আসা উচিত নয়। আসলে বাজারে আস্থা নষ্ট হয়।

বিশ্বের বিভিন্ন দেশে পুঁজিবাজার থেকে টাকা তুলে বড় বড় ইন্ডাস্ট্রিজ গড়ে উঠেছে। তবে বিনিয়োগকারীরা এখানে না এলে তা করা সম্ভব নয়। তাই এখানে দীর্ঘমেয়াদী বিনিয়োগ করতে হবে।

সরকারের একের পর এক সিদ্ধান্ত পরিবর্তনের ফলে বাজার অস্থিতিশীল হচ্ছে, এমন প্রশ্নের জবাবে তিনি বলেন, সরকারের উচিত যেকোনো বিষয়ে সিকিউরিটি অ্যান্ড এক্সচেঞ্জ কমিশনের (এসইসি) সঙ্গে আলাপ-আলোচনা করে সিদ্ধান্ত নেওয়া। তা হলে বাজারে বিনিয়োগকারীদের আস্থার সংকট নষ্ট হবে না।

8 Investors freed

Police on Tuesday freed eight investors whom they had picked up after announcement of a daylong shutdown in Motijheel the previous day.

On their release, five of the investors alleged that police beat up them while picking them up along with three leaders of the investors’ association.

“After picking us up from during the demonstration, police tortured five on the spot. But they were not tortured in Motijheel Police Station,” Kazi Abdur Razzak, general secretary of Bangladesh Share Investors' Association (BSIA), told The Daily Star Tuesday.

Police did not do anything to president, vice-president and the general secretary of the BSIA.

Police picked up eight investors from Motijheel on charges of blocking roads and vandalising vehicles during a demonstration on Monday.

DSE Index down-trend continues

Despite slight gain in share prices during early trading, the Dhaka Stock Exchange (DSE) saw downtrend in stock prices for third consecutive day Tuesday.

The benchmark general index of the DSE (DGEN) shed 132 points or 2.86 percent from the previous day’s closing of 4,638 to reach 4,506 points at the end of trading hours.

Of the total issues traded, 230 declined, only 18 advanced and 11 remained unchanged.

Total trade was 82,002 while total transaction 233.46 crore.

Posting a hope for recovery after continuous downtrend over the last couple of days, the DGEN index gained 84 points in five minutes to reach the highest value of 4,722 points after it resumed trading Tuesday.

After that, the index, however, saw a fall that continued till 11:25am to lose most of the earlier gains.

With another rise again for the next five minutes, the index experienced a continuous fall for the rest of the trading hours to reach the day’s lowest value of 4,493 points at 2:40pm.

Then, the DGEN recovered slightly to end the day at a modest 4,506 points continuing the sharp downward trend.

Earlier on Monday, the general index came down to 4,638 points after shedding 71 points.

Following the continuous slide in share prices, Bangladesh Share Investors' Association (BSIA), a platform of retail investors, called a daylong shutdown for Tuesday in Motijheel demanding stability in the stockmarket, but later withdrew the call in the night following arrest of its top leaders.

The Bangladesh Capital Market Investors’ Council, a platform of small-scale investors, later withdrew the strike on condition of release of its detained leaders including BCMIC president Mizanur Rashid Chowdhury, said its organising secretary Shahadat Ullah Feroz.
The general index of the bourse or DGEN shed 1.51 per cent, or 71.29 points, with the curve falling lower than the previous minimum point of 4,649 points posted on November 15, 2011 since the December 2010-January 2011 market crash.
After a day-long protest in front of the DSE building on Monday, the Bangladesh Capital Market Investors’ Council, a platform of small-scale investors, announced a day-long hartal today.

Law-enforcers, after the media left the spot at around 4:30pm, bore down on the demonstrators.
Witnesses said police cordoned off the area around the DSE building and charged with batons without discriminating between the demonstrating investors and bystanders. They detained 10 investors.
‘The investors were detained for creating public nuisance by blocking the road,’ Motijheel police station officer-in-charge MD Haiyatuzzaman told New Age.
He also said police were preparing a charge-sheet against the detained investors.
BCMIC president Mizanur Rashid Chowdhury and general secretary Kazi Abdur Razzak were detained along with Selim Chowdhury, Ataullah Nayeem, Sazzad Hossain, Nurul Haq Harun, Abdul Hannan, Abu Sufian, Abdul Mannan, and Yakub Ali, confirmed the Motijheel police.
‘Investors will enforce the hartal from 6:00am to 6:00pm in Motijheel area including Dainik Bangla, Dilkusha Commercial Area, and Ittefaq crossing to Notre Dame College,’ Mizanur Rashid told reporters.
The demonstrators on Monday staged a mock execution and mock funeral rites of finance minister AMA Muhith, Bangladesh Association of Publicly Listed Companies president Salman F Rahman, and parliamentary standing committee on finance ministry chairman AHM Mustafa Kamal (Lotus Kamal), holding them responsible for the market crisis.
Demonstrating investors on Monday demanded immediate government steps for stabilising the capital market, with the DGEN losing 37 per cent in last year.
Just an hour after the trading had begun on Monday aggrieved investors came out on the street and started a protest as the DGEN took a nosedive.
They demanded to bring the alleged masterminds behind the stock market crisis to justice.
The demonstrators set piles of wooden materials and paper on fire and brought out several processions that paraded the road from the Bangladesh Bank headquarters to the DSE building.
At around 2:00pm, the demonstrating investors went to different brokerage houses and forced the investors and officials to get out. They urged the investors to boycott trading.
They also demanded resignation of prime minister Sheikh Hasina, finance minister AMA Muhith, Bangladesh Bank governor Atiur Rahman, Securities and Exchange Commission chairman M Khairul Hossain, and DSE president Shakil Rizvi.
In last week, the prime minister’s press secretary announced that the government would issue a notice reminding that government employees were not allowed to invest in the capital market.
But, later on Wednesday, the SEC chairman said the government had no such plan.
In contrary to SEC announcement, the public administration ministry through a gazette notification on the same day in the evening ruled that government employees were not allowed to invest in as speculative a market as the equities market as per the Government Servants (Conduct) Rules, 1979. The ministry, however, retracted the notice a few hours later.
The DGEN lost 352 points, or 6.45 per cent, in last week following the government-created confusion about imposing a ban on stock investment by public servants.
Investors have been staging street demonstrations on every trading day since the market turned volatile on January 15.
The DGEN had plummeted from 8,290.41 points to 5,257.60 points, losing 3,032 points, over 2011 while the market capitalisation of the DSE declined by 25.42 per cent from Tk 3,508,00 crore to Tk 2,61,673 crore.

Govt withdraws notice only hours after its issuance

The government issued Wednesday a notification prohibiting public servants from being involved in any kind of speculative business, including investment in the capital market, only to withdraw it after a few hours due to 'unavoidable' circumstances.

A circular, signed by senior secretary of the ministry of public administration Abdus Sobhan Sikder, was issued Wednesday afternoon directing the employees and officials of the government, semi-government and autonomous bodies to refrain from investing in the capital market. The circular was issued in compliance with the relevant Public Servant (conduct) rules, 1979.

When contacted by the FE, Sikder, however, confirmed the withdrawal of the said notification in the same evening.

"The notification has been postponed for the time being due to some unavoidable circumstances," Mr. Sikder said.

When asked about the procedure of postponing the notification, he said it had been done in line with the 'required process.'

"The rules, under which the notification has been issued, remain unchanged. But the ministry has just suspended the action of the notification," he said.

"All employees and officials of the government, semi-government and autonomous bodies have been directed not to invest in the capital market," said a government notification issued on Wednesday by the public administration ministry.

The notification was issued in line with the sub-rule 15 of the 'The Government Servants (Conduct) Rules, 1979'.

The ministry issued the notification following a decision taken at the cabinet meeting, held Monday with Prime Minister Sheikh Hasina in the chair.

According to the rules, no government servant shall speculate in investments. For the purpose of this sub-rule, the habitual purchase and sale of securities with notoriously fluctuating value shall be deemed to be speculation in investments.

"No government servant shall make, or permit any member of his family, to make any investment likely to embarrass or influence him in the discharge of his official duties," sub-rule 15 (2) said.

It also stated that no government servant shall make any investment, the value of which is likely to be affected by some event, of which information is available to him as a government servant and is not equally available to the general public.

"If any question arises whether a security or an investment is of the nature referred to in any of the foregoing sub-rules, the decision of the government thereon shall be final," the rules added.

The notification also advised the authorities to cautiously give permission to the family members of the public servants in making investment in the stock market.

The notification said it has recently been noticed that a section of public servants is participating in the investments, centring speculation.

"Such kind of investment is a violation of the sub-rule 15 of 'The Government Servants (Conduct) Rules, 1979," the notification said.

That's why the government has directed the public servants to refrain from such speculation in investment.

Earlier, the Securities and Exchange Commission (SEC) Chairman Professor M Khairul Hossain Wednesday morning claimed that no decision regarding the prohibition of public servants' stock investment had been taken at the cabinet meeting held on Monday.

Professor Khairul said this at a press briefing held at the SEC office before the trading hours with a view to removing the confusion created among the investors.

At the press briefing, other SEC members were also present.

"At the cabinet meeting the issue of government servants' service rule, 1979 was discussed. It has been ensured through the consultations with the authorities concerned that no decision regarding the prohibition of public servant's share investment was taken in any stage of the meeting," Professor Khairul said in his written speech.

Mr Khairul said the truth is that the cabinet brought revision to the income tax laws as a part of the implementation of the stock market rejuvenation package declared in line with the directive of the Prime Minister.

Mr Khiarul also termed the media reports on the issue a 'source of confusion' among the investors.

"Confusion was created among different stakeholders related to stock market following reports published after the cabinet meeting held January 16, 2012," he said in his written statement.

There was however mismanagement on the part of the SEC over holding of the press briefing. On Tuesday, it had invited a select group of journalists. On Wednesday morning, it made phone calls to some other newsmen inviting them to the briefing only five minutes before the schedule time. As a result, many of the newsmen invited late could not cover the event.

Street demonstrations of investors turned into a riot on Wednesday as the general index of Dhaka bourse crash-landed to the second lowest of the past two years on an intensified confusion about the government’s move to bar civil servants from investing in stocks.
The benchmark general index of the Dhaka Stock Exchange, DGEN, fell hard to 4,695.57 points, losing 3.46 per cent, or 168.72 points, on the day.
The Dhaka and Chittagong stock exchanges suspended trading on Tuesday to avoid any adverse impact of the government’s announcement made on Monday.
The government intensified the confusion by issuing a circular that ordered civil servants to refrain from investing in the capital market and then cancelling the order within a few hours, said experts.
The public administration ministry through a gazette notification on Wednesday evening ruled that civil servants, as per the Government Servants (Conduct) Rules 1979, could not invest in the securities market that fluctuated frequently.

Securities and Exchange Commission chairman M Khairul Hossain in a hurriedly called press briefing on Wednesday morning said the cabinet in its meeting on Monday took no such decision barring government employees from investing in stocks.
Investors said the SEC chief’s comment had deepened the confusion further as the prime minister’s press
secretary on Monday said an official order would be issued in this regard soon.
The DSE opened trading on Wednesday half an hour late, at 11:00am, as the bourse authorities were awaiting the capital market regulator’s response to the government move.
The area around the DSE building turned into a battle zone at around 11:35am, with angry investors setting fire to electric cables of the building to disrupt the operation of the bourse’s trading server.
They demanded immediate suspension of trade until the government withdrew the ban slapped on civil servants investing in stocks.
The police and the DSE staff tried to extinguish the fire but, at that point, the demonstrators locked in a clash with them. The demonstrators hurled brickbats at the police and scuffled with the DSE staff. The police charged the investors with truncheons and rescued the DSE staff.
The situation calmed down a little after the fire was put off. Several hundred investors staged a noisy demonstration on the road section between Shapla Square and Ittefaq crossing, bringing the traffic to a standstill.
The demonstrators brought out several processions that paraded the road from the Bangladesh Bank headquarters to the DSE building.
Investors in the demo demanded resignation of the prime minister and other policymakers including the finance minister, central bank governor, National Board of Revenue chairman, and SEC chief.
Investors pelted brickbats at the BB building from a procession that reached near the BB headquarters at around 1:30pm. The police dispersed the procession by charging them with batons and arrested two investors on the spot.
The investors called off the demonstrations at around 5:00pm, threatening to launch a tougher programme today, if their demand was not met.
Investors of the CSE also staged demonstrations blocking the Airport Road by setting fire to tyres, reports the Chittagong bureau of New Age.
The demonstrators, under the banner of Investors’ Forum of Chittagong, thronged the Airport Road in front of the CSE building, continued with chanting slogans, and held a rally to press their demands home.
Market experts blamed the short-sighted and uncoordinated regulatory policies that came one after another intensified the stock market crisis.
Mahmood Osman Imam, a finance teacher at Dhaka University, told New Age that Wednesday’s situation demonstrated in details the government’s policy inconsistency.
‘It’s not acceptable at all. Government policies are not meant to be changed every minute,’ he said.

‘So, it also became clear that the cabinet on Monday indeed took such a decision,’ he said, adding that, ‘In such a situation, it naturally would be hard for the investors to keep their nerves.’

শেয়ারবাজারে আসছে সরকারি মালিকানাধীন আরও একটি প্রতিষ্ঠান বাংলাদেশ সাবমেরিন কেব্ল কোম্পানি লিমিটেড। সরকারি কোম্পানির শেয়ার ছাড়ার অংশ হিসেবে শিগগিরই এটি শেয়ারবাজারে তালিকাভুক্ত হতে যাচ্ছে।

গত মঙ্গলবার পুঁজিবাজার নিয়ন্ত্রক সংস্থা সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশনের (এসইসি) নিয়মিত সভায় কোম্পানিটিকে প্রাথমিক গণপ্রস্তাব বা আইপিওর মাধ্যমে শেয়ার ছাড়ার অনুমোদন দেওয়া হয়। একই সভায় একটি মিউচুয়াল ফান্ডেরও আইপিও প্রস্তাব অনুমোদন করা হয়। এসইসির এক সংবাদ বিজ্ঞপ্তিতে এসব তথ্য জানানো হয়েছে।
এসইসি জানিয়েছে, সাবমেরিন কেব্ল কোম্পানিটি তিন কোটি ১০ লাখ শেয়ার ছেড়ে বাজার থেকে ১০৮ কোটি ৫০ লাখ টাকা সংগ্রহ করবে। এর মধ্যে ১০ লাখ শেয়ার কোম্পানিটির কর্মকর্তা-কর্মচারীদের জন্য বরাদ্দ থাকবে। ১০ টাকা অভিহিত মূল্যের সঙ্গে ২৫ টাকা প্রিমিয়াম যোগ করে প্রতিটি শেয়ারের বিক্রয় মূল্য নির্ধারণ করা হয়েছে ৩৫ টাকা। প্রিমিয়াম বাবদ কোম্পানিটির কোষাগারে জমা হবে ৭৭ কোটি ৫০ লাখ টাকা।
শেয়ারবাজার থেকে সংগৃহীত অর্থ কোম্পানিটি ইসলামি উন্নয়ন ব্যাংক বা আইডিবির ঋণ পরিশোধসহ চলতি মূলধন হিসেবে ব্যবহার করবে। আইসিবি ক্যাপিটাল ম্যানেজমেন্ট লিমিটেড কোম্পানিটির ইস্যু ব্যবস্থাপকের দায়িত্বে রয়েছে।
ঢাকা স্টক এক্সচেঞ্জে (ডিএসই) জমা দেওয়া কোম্পানিটির প্রসপেক্টাস বা বিবরণী থেকে জানা যায়, এটির বর্তমান পরিশোধিত মূলধন ৮৭ কোটি ৫০ লাখ টাকা। আইপিওর মাধ্যমে অর্থ সংগ্রহের পর যা বেড়ে দাঁড়াবে প্রায় ১১৮ কোটি ৫০ লাখ টাকা। ২০০৮ সালের ২৪ জুন সরকারি মালিকানাধীন কোম্পানিটি বাণিজ্যিক কার্যক্রম শুরু করে।
এ ছাড়া এসইসির মঙ্গলবারের সভায় এনসিসি ব্যাংক লিমিটেড মিউচুয়াল ফান্ড-১ নামে ১০০ কোটি টাকার একটি ফান্ডের আইপিও অনুমোদন দেওয়া হয়। এর মধ্যে আইপিওর মাধ্যমে তহবিলটির পাঁচ কোটি ইউনিট বাজারে ছেড়ে ৫০ কোটি টাকা সংগ্রহ করা হবে। বাকি ৫০ কোটি টাকা এরই মধ্যে তহবিলের উদ্যোক্তা ও প্রাক-আইপিওর মাধ্যমে সংগ্রহ করা হয়েছে।
ফান্ডটির প্রতিটি ইউনিটের অভিহিত মূল্য হবে ১০ টাকা। আর এটির ব্যবস্থাপনার দায়িত্বে রয়েছে সম্পদ ব্যবস্থাপক প্রতিষ্ঠান এলআর গ্লোবাল বাংলাদেশ অ্যাসেট ম্যানেজমেন্ট কোম্পানি।

#DSE faces sharp dip after day off

Stocks traded on the premier bourse of Bangladesh on Wednesday saw a precipitous fall.

The Dhaka Stock Exchange (DSE) general index slipped to 4695.57 points losing 168.72 points or 3.46 percent after the day's trading closed.

Shares worth Tk 3.16 billion changed hands, with losers outnumbering gainers 239 to 14. Two issues remained unchanged.

Only five minutes after trading resumed on Wednesday following Tuesday's suspension, the DSE general index lost 178 points. It started to rise afterwards and was on the positive zone at 12:45pm. The index, however, returned to the downtrend again after a few minutes and stood at 4784.89 points, with a loss of 79.40 points or 1.63 percent, at 1.37pm.

The DGEN plummeted 151.25 points, or 3.10 percent, to 4713.04 points after an hour's trading.

Meanwhile, retail investors started demonstrating in front of the DSE from 11am, demanding suspension of trading in the capital market until it stabilises. Chanting slogans, they demanded resignation of the prime minister and the Bangladesh Bank governor.

Traffic on the street in front of the DSE was kept stopped even after trading closed at 3pm.

'CONFUSION AND SUSPENSION'

Wednesday's trading started half an hour behind schedule after a day's suspension.

Fears of negative impact on the capital market, created by the 'confusion' over investment in stocks by public servants, forced authorities to suspend trading at both DSE and Chittagong Stock Exchange (CSE) on Tuesday.

The DSE board said the decision to stop Tuesday's trading was taken in the "interest of the investors" after two weeks of bearish run. The board closed ranks for an emergency meeting at 10am and the decision to pause trading came immediately afterward.

Trading on CSE was also paused about five minutes after the start on Tuesday.

After Tuesday's emergency meeting, chief executive officer of DSE Mosharraf Hossain said the suspension order was issued as the confusion over investment could impact the market negatively.

"Bewilderment has been noticed in reports published in several newspapers on investment in the capital market by government officials (civil and military)," Mosharraf Hossain told bdnews24.com on Tuesday. "The DSE authorities feel this may create confusion among investors and impact the capital market negatively.

"So trading has been halted in the interest of the share market and the investors."

ORIGIN OF 'CONFUSION'

The cabinet on Monday cleared a proposal to amend income tax law to reduce income tax on investments. Abul Kalam Azad, the press secretary to prime minister Sheikh Hasina, later said, "We know the capital market is risky. It is inappropriate for those in government service to be in such business."

The comment created confusion about whether the government was trying to prevent public officials from investing in the market.

Azad later told bdnews24.com that he had made "off the record" remarks about government officials investing in the market, and a misunderstanding was created with journalists on the issue.

The present law stipulates that public servants cannot be involved with any other profitable ventures, though they have been investing in the capital market by taking advantage of legal loopholes.

শেয়ারবাজারে সরকারি কর্মকর্তা ও কর্মচারীরা বিনিয়োগ করতে পারবেন না-এমন কোনো সিদ্ধান্ত গত ১৬ জানুয়ারি অনুষ্ঠিত মন্ত্রিসভার বৈঠকে নেওয়া হয়নি বলে দাবি করেছেন সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশনের (এসইসি) চেয়ারম্যান এম খায়রুল হক। তিনি আজ বুধবার সকালে এসইসি কার্যালয়ে আয়োজিত এক সংবাদ সম্মেলনে পাঠ করা এক লিখিত বক্তব্যে একথা বলেন।

তিনি আরও বলেন, গত ১৬ জানুয়ারি মন্ত্রিসভার বৈঠকে ১৯৭৯ সালের সার্ভিস রুল নিয়ে আলোচনা হয়েছে। এসইসি চেয়ারম্যান বক্তব্যে বলেন, ‘যথাযথ কর্তৃপক্ষের সঙ্গে আলোচনা করে নিশ্চিত হওয়া গেছে যে ক্যাবিনেট সভায় আলোচনার কোনো পর্যায়ে সরকারি কর্মকর্তা ও কমচারীরা শেয়ারে বিনিয়োগ করতে পারবেন না -এমন কোনো সিদ্ধান্ত নেওয়া হয়নি। সংগত কারণে, এসইসি মনে করে যে এতে গত দুইদিনে পুঁজিবাজারে বিরাজমান সকল গুজব, অস্পষ্টতা ও বিভ্রান্তির অবসান হবে।’
এদিকে, শেয়ারবাজারে সরকারি কর্মকর্তা ও কমচারীরা বিনিয়োগ করতে পারবেন না-বিভিন্ন গণমাধ্যমে গতকাল এ সংক্রান্ত সংবাদ প্রকাশিত হলে বিনিয়োগকারীদের মধ্যে বিভ্রান্তির সৃষ্টি হয়। এই বিভ্রান্তি দূর করার জন্য গতকাল মঙ্গলবার দেশের দুই পুঁজিবাজারে লেনদেন বন্ধ রাখা হয়।
জানা গেছে, গতকাল এসইসির চেয়ারম্যান বিষয়টি নিয়ে অর্থমন্ত্রী আবুল মাল আবদুল মুহিতসহ সরকারের উচ্চপর্যায়ের বিভিন্নজনের সঙ্গে আলোচনা করেন। আজ সকালে ডিএসই’র লেনদেন শুরু হওয়ার আগে তরিঘরি করে এসইসি কার্যালয়ে বিষয়টি খোলাসা করতে সংবাদ সম্মেলনের আয়োজন করা হয়।

বিনিয়োগকারীদের আন্দোলনে উত্তাল মতিঝিল

বিক্ষোভ, অগ্নি সংযোগ, পুলিশের সঙ্গে হাতাহাতি ও পাল্টাপাল্টি ধাওয়াসহ উত্তাল পরিস্থিতি বিরাজ করছে রাজধানীর মতিঝিলের ঢাকা স্টক এক্সচেঞ্জের (ডিএসই) সামনে। সকাল থেকে শুরু হওয়া বিনিয়োগকারীদের কর্মসূচি এখনো অব্যাহত রয়েছে।
পুঁজিবাজারে অব্যাহত দরপতনের প্রতিবাদে এবং সরকারের সম্প্রতি নেওয়া সিদ্ধান্ত প্রত্যাহার ও ডিএসইতে লেনদেন বন্ধ রাখার দাবিতে বাংলাদেশ পুঁজিবাজার বিনিয়োগকারী ঐক্য পরিষদের ব্যানারে এই কর্মসূচি পালন করা হচ্ছে।

প্রত্যক্ষদর্শীরা জানায়, পুঁজিবাজার নিয়ে গত সোমবার মন্ত্রিসভার সিদ্ধান্ত এবং আগের দিন অপ্রদর্শিত অর্থ-সম্পর্কিত জাতীয় রাজস্ব বোর্ডের (এনবিআর) জারি করা প্রজ্ঞাপন প্রত্যাহার এবং এ দুটি সিদ্ধান্ত প্রত্যাহার না হওয়া পর্যন্ত লেনদেন বন্ধ রাখার দাবিতে বিনিয়োগকারীরা সকাল সাড়ে ১০টা থেকে ডিএসইর সামনে বিক্ষোভ শুরু করেছেন। তাঁরা ডিএসইর সামনের সড়ক অবরোধ করে যান চলাচল বন্ধ করে দেন। একই সঙ্গে ডিএসইর মূল ভবন ও অ্যানেক্স ভবনের মূল ফটকে তালা মেরে বিনিয়োগকারী ও ব্রোকারেজ হাউসের কর্মকর্তাদের ঢুকতে বাধা দেন।
এদিকে নির্ধারিত সময়ের আধা ঘণ্টা পর অর্থাত্ বেলা সাড়ে ১১টায় ডিএসইতে লেনদেন শুরু হয়। এর কিছুক্ষণের মধ্যে ডিএসইর সাধারণ মূল্যসূচক প্রায় ২০০ পয়েন্টের মতো পড়ে যায়। এতে আরও বিক্ষুব্ধ হয়ে উঠেন বিনিয়োগকারীরা। বিনিয়োগকারীরা ডিএসইর সামনের সড়কে এবং ডিএসই ভবনের সংলগ্ন বৈদ্যুতিক তারে অগ্নিসংযোগ করেন। এ সময় পুলিশের সঙ্গে কয়েক দফা হাতাহাতি, ইটপাটকেল নিক্ষেপ ও পাল্টাপাল্টি ধাওয়ার ঘটনা ঘটে। পরে পুলিশের সহায়তায় অগুন নেভানো হয়।
এদিকে বেলা দুইটায় এ প্রতিবেদন লেখা পর্যন্ত ডিএসইর সামনে বিক্ষোভ চলছিল। এতে মতিঝিলের শাপলা চত্বর থেকে আরকে মিশন রোড পর্যন্ত সড়কে যান চলাচল বন্ধ রয়েছে। এতে আশপাশের সড়কে চরম যানজটের সৃষ্টি হয়েছে। সার্বিক পরিস্থিতি নিয়ন্ত্রণে রাখতে ডিএসইর সামনে অতিরিক্ত পুলিশ মোতায়েন রয়েছে। মতিঝিলে বাংলাদেশ ব্যাংকের সামনেও পুলিশ মোতায়েন রয়েছে।
এদিকে বেলা দেড়টার দিকে বাংলাদেশ ব্যাংকের সামনে থেকে সেলিমুল হক ও গাজিউর রহমান নামের দুই বিনিয়োগকারীদের পুলিশ আটক করেছে বলে প্রত্যক্ষদর্শীরা জানায়।
এ ব্যাপারে বাংলাদেশ পুঁজিবাজার বিনিয়োগকারী ঐক্য পরিষদের সাধারণ সম্পাদক আবদুর রাজ্জাক বলেন, ‘মন্ত্রিপরিষদের সিদ্ধান্ত ও এনবিআরের জারি করা প্রজ্ঞাপন প্রত্যাহার না হওয়া পর্যন্ত আমরা লেনদেন বন্ধ রাখার দাবি জানিয়েছি। এ জন্য আমরা বিনিয়োগকারীদের লেনদেনে অংশ না নেওয়ার জন্য অনুরোধ করছি।’

Ex-bureaucrats welcome bar on stock trading by govt staff

Former bureaucrats yesterday welcomed the government's move to warn public servants against profit-making activities, including stock trading.
"Government officials should not be allowed to engage in stock trading where there might be scope for a conflict of interest," said Akbar Ali Khan, a former finance secretary.
"Even where there is no conflict of interest, the government still can impose a ban as their involvement could hamper government activities," Khan told The Daily Star.
His comments came a day after the cabinet decided to remind government employees of service rules that prohibit involvement in profit-making activities without permission.

The public administration ministry will issue a notification to this effect in a day or two.
There are about 10-12 lakh active beneficiary owners' accounts registered with the country's stockmarket. But the number of government officials involved in share trading is hard to come by.
Khan, who joined the Civil Service of Pakistan in 1967, said the rule against trading in speculative market by government officials exists in many countries. "In those countries, the ban is usually applicable to officials who may create a conflict of interest if they indulge in such activities."
But those countries have not imposed the ban on officials of other government agencies who have no conflict of interest with speculative markets, Khan said.

"In the past, government officials were not so much interested in the stockmarket. The number of clients from the government agencies as well as private individuals in the stockmarket was low at that time."
Former finance adviser to a caretaker government Mirza Azizul Islam echoed Khan.
He said he sees nothing wrong in the government decision to warn public servants against their involvement in the stockmarket.
"The decision reminding the government officials about the bar is not new. It is already there in the conduct rules of the public officials. The government has just given a reminder to the officials about the bar," he said.
Islam, who joined the Civil Service of Pakistan in 1964, said the government's plan to drive public employees out of the market should not affect the market as their number would be too small in terms of turnover or market capitalisation.

He also said the bourses' decision to keep trading closed in order to put pressure on the government is not a good one. He opposed the plea of the Dhaka bourse authorities for allowing the government officials' investment in the stockmarket.
"I don't support it. And the government should not bow down to such pressure," added Azizul, also a former chairman of the Securities and Exchange Commission.
Some incumbent government officials also welcomed the decision.
"I think the government has taken the right decision," said ATM Murtoza Reza Chowdhury, an additional secretary of the commerce ministry, without elaborating.

But some mid-level officials said there should be some opportunities for them to invest their money.
"We regularly submit income tax return where we mention our incomes and properties. So, the government has the opportunity to know the sources of the income," said an official.
He also said there are government officials who have withdrawn their money from provident funds and have invested in the market.
The cabinet decision came after a couple of ministers drew its attention to the huge number of government employees and their dependants being engaged in the stock business, saying this has been hampering public service

খোদ ডিএসই সিএসইতেই বিভ্রান্তির ভূত

শেয়ারবাজারে বিনিয়োগ ঝুঁকিপূর্ণ, জেনে ও বুঝে বিনিয়োগ করুন।' 'গুজব, কানকথা বা কোনো মহলের মন্তব্যের ওপর ভর করে নয়, কম্পানির আর্থিক ভিত্তি দেখে বিনিয়োগের সিদ্ধান্ত নিন।' বিনিয়োগকারীদের সচেতন করার উদ্দেশ্যে এ রকম নানা আপ্তবাক্য লেখা থাকে দুই স্টক এঙ্চেঞ্জের ওয়েবসাইটে। অথচ ঢাকা ও চট্টগ্রাম স্টক এঙ্চেঞ্জ কর্তৃপক্ষ গতকাল মঙ্গলবার প্রমাণ করল, তারা নিজেরাই কতখানি বিভ্রান্ত। সরকারি কর্মকর্তা-কর্মচারীদের পুঁজিবাজারে লেনদেনে বিধিনিষেধের খবরে বাজারে নেতিবাচক প্রতিক্রিয়া বা ভীতিকর পরিস্থিতি সৃষ্টি হতে পারে_এ আশঙ্কায় গতকাল লেনদেন শুরুই করেনি প্রধান শেয়ারবাজার ঢাকা স্টক এঙ্চেঞ্জের (ডিএসই) পরিচালনা পরিষদ। চট্টগ্রাম স্টক এঙ্চেঞ্জ প্রতিদিনের মতো গতকাল লেনদেন শুরু করলেও ডিএসইর সিদ্ধান্তকে অনুসরণ করে মাত্র এক মিনিট ৫৭ সেকেন্ড পর লেনদেন বন্ধ ঘোষণা করে। পরে সংক্ষিপ্ত এ লেনদেন বাতিল করা হয়। নিজেদের উদ্যোগে দুই স্টক এঙ্চেঞ্জে লেনদেন বন্ধ করার নজির এই প্রথম। এক এঙ্চেঞ্জের সার্ভার চালু করা, অন্যটি বন্ধ রাখা_এটিও সমন্বয়হীনতার বড় নজির।
অনাকাঙ্ক্ষিত কোনো পরিস্থিতির উদ্ভব না হলে আজ (বুধবার) থেকে শেয়ারবাজারে যথারীতি লেনদেন চলবে বলে দুই স্টক এঙ্চেঞ্জের কর্মকর্তারা জানিয়েছেন।

এর আগে গত বছরের ২০ জানুয়ারি মাত্র পাঁচ মিনিটে মধ্যে ডিএসইতে সূচকের ৬০০ পয়েন্ট পতন হলে নিয়ন্ত্রক সংস্থা এসইসির নির্দেশে দুই স্টক এঙ্চেঞ্জের লেনদেন বন্ধ থাকে। পরে অব্যাহত দরপতনের কারণে ২৩ ও ২৪ জানুয়ারি এসইসির নির্দেশে লেনদেন বন্ধ থাকে শেয়ারবাজারে। এরপর অর্থমন্ত্রীর উদ্যোগে অনুষ্ঠিত বৈঠকের পর ২৫ জানুয়ারি থেকে লেনদেন চালু করা হয়েছিল।
বৈধভাবে উপার্জিত অপ্রদর্শিত আয় শেয়ারবাজারে বিনা প্রশ্নে বিনিয়োগ করার সুযোগ অব্যাহত আছে_এ কথাটি বাজেট ঘোষণার পর থেকে অন্তত চারবার ব্যাখ্যা দিতে হয়েছে জাতীয় রাজস্ব বোর্ডকে (এনবিআর)। সর্বশেষ ব্যাখ্যাটি এসেছে গত রবিবার। এ প্রজ্ঞাপনটি নিয়েও বিভ্রান্তি ছড়ানো হয়েছে। ৩৩ বছর আগে প্রণীত আইনেই সরকারি চাকুরেদের ব্যবসা করার ক্ষেত্রে বিধিনিষেধ রয়েছে। সোমবার সেই আইনটি প্রয়োগের সিদ্ধান্ত নিয়েছে মন্ত্রিসভা। এখনো প্রজ্ঞাপনও জারি হয়নি। তবু এর নেতিবাচক প্রভাবের আশঙ্কায় লেনদেনই বন্ধ রেখেছে দুই স্টক এঙ্চেঞ্জ।
শেয়ারবাজার পরিচালনাকারীরা নিজেরাই যদি বিভ্রান্ত থাকে তাহলে বিনিয়োগকারীদের বিভ্রান্তি কে দূর করবে_তা নিয়ে প্রশ্ন উঠেছে গতকাল। দেশের প্রচলিত পুরনো দুটি আইন বাস্তবায়নের উদ্যোগ নেওয়ায় যদি শেয়ারবাজারে ভয়াবহ ধসের আশঙ্কা থাকে তাহলে সেই বাজারের মৌলিকত্ব নিয়েও প্রশ্ন তুলেছেন কেউ কেউ। এ ছাড়া দেশের শেয়ারবাজার যে অতিমাত্রায় গুজবনির্ভর তা লেনদেন বন্ধ থাকায় আবারও প্রমাণিত হয়েছে। লেনদেন বন্ধ করার যৌক্তিকতা নিয়ে প্রশ্ন উঠেছে বিভিন্ন মহলে। বাজারকে এর নিজস্ব গতিতেই চলতে দিতে পরামর্শ দিয়েছেন কেউ কেউ।
তত্ত্বাবধায়ক সরকারের সাবেক উপদেষ্টা ও সিকিউরিটিজ অ্যান্ড এঙ্চেঞ্জ কমিশনের (এসইসি) সাবেক চেয়ারম্যান এ বি মির্জ্জা আজিজুল ইসলাম কালের কণ্ঠকে বলেন, বিনিয়োগকারীদের আতঙ্কিত হওয়ার মতো কোনো কিছু করা হয়নি। এর পরও তাঁরা হয়তো আতঙ্কিত হয়েছেন।
লেনদেন বন্ধ রাখার বিষয়ে মির্জ্জা আজিজুল ইসলাম বলেন, সাধারণ বিনিয়োগকারীরা আতঙ্কিত হওয়ায় ডিএসই, সিএসই হয়তো মনে করছে লেনদেন বন্ধ রাখা প্রয়োজন। বাজারের স্বার্থে তারা এটা করতে পারে। সোমবারের রাজস্ব বোর্ডের প্রজ্ঞাপনে বাজার অতিরিক্ত পড়ে গিয়েছিল_তা দেখেই হয়তো লেনদেন বন্ধ রাখা হয়ে থাকতে পারে বলে মন্তব্য করেন তিনি। মির্জ্জা আজিজ বলেন, 'তবে আমাদের ভেবে দেখতে হবে, আসলেই আতঙ্কিত হওয়ার মতো কিছু হয়েছে কি না।'
সেন্টার ফর পলিসি ডায়ালগের (সিপিডি) সিনিয়র রিসার্চ ফেলো খোন্দকার গোলাম মোয়াজ্জেম বলেন, এই শেয়ারবাজারে বড় রকমের ঘাটতি রয়েছে। এই বাজার অতিমাত্রায় গুজবনির্ভর।
সরকার তার পুরনো দুটি আইন বাস্তবায়নের উদ্যোগ নিয়েছে উল্লেখ করে গোলাম মোয়াজ্জেম বলেন, এতে কিছু সময় দেওয়া প্রয়োজন। প্রয়োজন এ বিষয়ে স্বচ্ছতারও। হঠাৎ করে বাস্তবায়ন করতে গেলে বাজারে এর প্রভাব পড়তে পারে। কারণ আইনে ফাঁকি দিয়ে এরই মধ্যে অনেকে শেয়ারবাজারে বিনিয়োগ করেছেন।
নিয়ন্ত্রক সংস্থাকে না জানিয়ে গতকাল তড়িঘড়ি করে লেনদেন বন্ধ রাখার সিদ্ধান্ত কেন নেওয়া হলো এর সুনির্দিষ্ট কারণ জানায়নি ঢাকা স্টক এঙ্চেঞ্জ। পুঁজিবাজার ও বিনিয়োগকারীদের স্বার্থে লেনদেন বন্ধ রাখা হলো_ওয়েবসাইটে শুধু এ ঘোষণাটি দেওয়া আছে। সিএসইর ওয়েবসাইটে বলা হয়েছে, উদ্ভূত বিশেষ পরিস্থিতিতে লেনদেন স্থগিত করা হয়েছে। লেনদেন বন্ধের খবরে দুই পুঁজিবাজারের সামনেই বিক্ষোভ করে বিনিয়োগকারীদের সংগঠনগুলো। আর হঠাৎ করে নেওয়া লেনদেন বন্ধের এ সিদ্ধান্তকে জায়েজ করার জন্য দুই স্টক এঙ্চেঞ্জের কর্মকর্তারা ছোটাছুটি শুরু করেন সিকিউরিটিজি অ্যান্ড এঙ্চেঞ্জ কমিশনের কার্যালয়ে। অর্থমন্ত্রীর সঙ্গে দেখা করার চেষ্টা করে তাঁরা ব্যর্থ হন। নিয়ন্ত্রক সংস্থা এসইসিরও কোনো ব্যাখ্যা পাওয়া যায়নি।
১২টায় ডিএসইর কার্যালয়ে পূর্বনির্ধারিত সংবাদ সম্মেলনে ডিএসইর প্রধান নির্বাহী কর্মকর্তা (সিইও) মোহাম্মদ মোশাররফ হোসেন বলেন, 'সরকারি কর্মকর্তা-কর্মচারীদের (সামরিক ও বেসামরিক) পুঁজিবাজারে বিনিয়োগের ব্যাপারে বিভিন্ন মিডিয়ায় প্রকাশিত সংবাদে অস্পষ্টতা প্রতীয়মান হয়েছে। ডিএসই কর্তৃপক্ষ মনে করে, এর ফলে বিনিয়োগকারীদের মধ্যে বিভ্রান্তি সৃষ্টি হতে পারে এবং পুঁজিবাজারে বড় ধরনের নেতিবাচক প্রভাব পড়তে পারে। সে কারণে পুঁজিবাজার ও বিনিয়োগকারীদের স্বার্থে ১৭ জানুয়ারি লেনদেন বন্ধ রাখা হয়েছে।'
এর আগে সকাল ১০টায় অনুষ্ঠিত ডিএসইর পরিচালনা পর্ষদের এক জরুরি বৈঠকে লেনদেন বন্ধ রাখার সিদ্ধান্ত নেওয়া হয়। বৈঠক শেষে দুপুর ১২টায় এক পৃষ্ঠার লিখিত বক্তব্য নিয়ে সংবাদ সম্মেলনে আসেন ডিএসইর প্রধান নির্বাহী কর্মকর্তা। ডিএসইর সিইও আরো বলেন, 'ডিএসই বোর্ড মনে করে, দেশের অর্থনীতি তথা পুঁজিবাজারের স্বার্থে সরকারি কর্মকর্তা-কর্মচারীদের বিনিয়োগের সুযোগ থাকা উচিত।' ডিএসই পরিচালনা পরিষদ গতকালই (মঙ্গলবার) অর্থমন্ত্রীর সঙ্গে সাক্ষাতের সময় চেয়ে চিঠি পাঠিয়েছে বলে জানান তিনি।
এর আগে সকাল সোয়া ১১টায় চট্টগ্রাম স্টক এঙ্চেঞ্জের (সিএসই) ঢাকা অফিসে আয়োজিত এক সংবাদ সম্মেলনে এর সভাপতি আল মারুফ খান বলেন, ঢাকা স্টক এঙ্চেঞ্জ কর্তৃপক্ষ লেনদেন বন্ধ করে দেওয়ায় চট্টগ্রাম স্টক এঙ্চেঞ্জ কর্তৃপক্ষও লেনদেন বন্ধ করে দিয়েছে। বন্ধের আগে এক মিনিট ৫৭ সেকেন্ড লেনদেন সম্পন্ন হয়েছে। পরে ওই এক মিনিট ৫৭ সেকেন্ডের লেনদেন বাতিল করা হয়। দুপুর দেড়টায় এসইসির চেয়ারম্যানের সঙ্গে দেখা শেষে লেনদেন বাতিলের কথা সাংবাদিকদের জানান সিএসইর সভাপতি। তিনি বলেন, 'গত দুই দিনের দুটি সিদ্ধান্তে বাজারে বিভ্রান্তি সৃষ্টির আশঙ্কায় আমরা লেনদেন বন্ধ রেখেছি।' বিনিয়োগকারীদের বিভ্রান্তি দূর করার চেষ্টা চালানো হচ্ছে বলেও তিনি জানান।
এদিকে নিজেদের সংবাদ সম্মেলন শেষে দুই স্টক এঙ্চেঞ্জের পরিচালনা পরিষদ পৃথকভাবে সিকিউরিটিজ অ্যান্ড এঙ্চেঞ্জ কমিশনের (এসইসি) চেয়ারম্যানের সঙ্গে দেখা করেন। বৈঠক শেষে সিএসইর সভাপতি আল মারুফ খান বলেন, 'উদ্ভূত পরিস্থিতিতে লেনদেন বন্ধের ব্যাপারে এসইসির চেয়ারম্যান একমত হয়েছেন।' আল মারুফ খান আরো জানান, 'উদ্ভূত পরিস্থিতি নিয়ে আলোচনার জন্য আমরা মাননীয় অর্থমন্ত্রীর সঙ্গে সাক্ষাতের চেষ্টা করছি। সিএসই সভাপতি আরো বলেন, 'পরিস্থিতির উন্নয়ন হলে আমরা আগামীকাল (আজ) থেকেই আবার লেনদেন চালু করব।'
বৈঠক প্রসঙ্গে ডিএসইর সভাপতি শাকিল রিজভী কালের কণ্ঠকে বলেন, 'এসইসির চেয়ারম্যানের সঙ্গে আমাদের সার্বিক পরিস্থিতি নিয়ে আলোচনা হয়েছে। এসইসির চেয়ারম্যান অর্থমন্ত্রীর সঙ্গে দিন অথবা রাতের যেকোনো সময় সাক্ষাৎ করে আবার লেনদেন চালুর বিষয়ে সিদ্ধান্ত দেবেন। আশা করি এ ব্যাপারে ইতিবাচক সিদ্ধান্ত আসবে। আমরা লেনদেন চালুর প্রস্তুতি নিয়ে রেখেছি।'
সার্বিক পরিস্থিতি সম্পর্কে কিছুই জানায়নি এসইসি কর্তৃপক্ষ। সার্বিক পরিস্থিতি সম্পর্কে জানতে সাংবাদিকরা এসইসির চেয়ারম্যানের সঙ্গে কয়েক দফা সাক্ষাতের চেষ্টা করে ব্যর্থ হন। গতকাল দুপুরে তাঁর ব্যক্তিগত কর্মকর্তা মো. আলম জানান, 'উদ্ভূত পরিস্থিতি নিয়ে চেয়ারম্যান সাংবাদিকদের সঙ্গে কোনো কথা বলবেন না।'
সোমবার মন্ত্রিপরিষদ আয়কর আইন সংশোধনের প্রস্তাব অনুমোদন করার পর এক প্রেস ব্রিফিংয়ে প্রধানমন্ত্রীর প্রেসসচিব আবুল কালাম আজাদ সাংবাদিকদের বলেন, 'পুঁজিবাজার এমনিতেই ঝুঁকিপূর্ণ, এটা আমরা অনেকেই জানি। সরকারি দায়িত্ব পালনের অবস্থানে থেকে এ ধরনের ব্যবসা-বাণিজ্য করা সমীচীন নয়।'
সরকারি চাকরির আচরণবিধি ১৯৭৯ অনুযায়ী সরকারি কর্মকর্তা-কর্মচারীরা অন্য কোনো লাভজনক কর্মকাণ্ডে জড়িত থাকতে পারেন না। তবে আইনের প্রয়োগ না থাকায় এত দিন পুঁজিবাজারে সরকারি চাকুরেরা বিনিয়োগ করে আসছিলেন। সোমবার মন্ত্রিসভার বৈঠকে শিথিল এ আইনটি প্রয়োগ করার সিদ্ধান্ত নেওয়া হয়। এ বিষয়ে শিগগির জন প্রশাসন মন্ত্রণালয় থেকে প্রজ্ঞাপন জারির কথাও বলা হয়।
এদিকে সকালে লেনদেন বন্ধের খবরে দুই পুঁজিবাজারের সামনেই বিক্ষোভ শুরু করেন বিনিয়োগকারীরা। সকাল ১১টার দিকে বিনিয়োগকারীরা রাজধানীর ডিএসই ভবনের সামনের রাস্তায় অবস্থান নিলে শাপলা চত্বর থেকে ইত্তেফাক মোড় পর্যন্ত সড়কে যান চলাচল বন্ধ হয়ে যায়। বিনিয়োগকারীরা শাপলা চত্বরের সামনে গোল হয়ে অবস্থান নিয়ে স্লোগান দিতে থাকেন। বিকেল সাড়ে ৪টা পর্যন্ত এ বিক্ষোভ অব্যাহত থাকে। বিনিয়োগকারীরা সোমবার মন্ত্রিপরিষদে গৃহীত সিদ্ধান্ত প্রত্যাহারের দাবি জানান।
এ ব্যাপারে বাংলাদেশ পুঁজিবাজার বিনিয়োগকারী ঐক্য পরিষদের আন্তর্জাতিকবিষয়ক সম্পাদক আতাউল্লাহ নাইম বলেন, গতকাল মন্ত্রিপরিষদে পুঁজিবাজার বিষয়ে নেওয়া সিদ্ধান্ত সরকার ঘোষিত প্রণোদনা প্যাকেজের সঙ্গে সম্পূর্ণ সাংঘর্ষিক। অবিলম্বে এই সিদ্ধান্ত প্রত্যাহারের দাবি জানান তিনি। অন্যথায় অনির্দিষ্টকালের জন্য লেনদেন বন্ধ রাখার আহ্বান জানান।
এদিকে বিনিয়োগকারীদের বিক্ষোভ চলাকালে মতিঝিলের শাপলা চত্বর থেকে ইত্তেফাক মোড় পর্যন্ত সড়কে সকাল ১১টা থেকে যান চলাচল বন্ধ থাকে। এতে আশপাশের সড়কে চরম যানজটের সৃষ্টি হয়। পথচারীদের চরম দুর্ভোগ পোহাতে হয়। যেকোনো ধরনের অস্থিতিশীল পরিস্থিতি এড়াতে বাংলাদেশ ব্যাংকসহ আশপাশের এলাকায় অতিরিক্ত পুলিশ মোতায়েন করা হয়েছে

Experts blame policymakers for undisclosed money whitening

Experts and market insiders have blamed some of the policymakers and key stakeholders, who prescribed and demanded the facility of whitening undisclosed money through investing in stock market, although meagre amount of such money is invested.

They said some policymakers and stakeholders demanded the opportunity of whitening undisclosed money in the stock market in the name of stabilising it.

However, in lieu of being stabilised the market is rather experiencing price manipulation and volatility, following confusion regarding the announcement and clarification of the undisclosed money whitening facility, they added.

Their comments came after the Dhaka Stock Exchange (DSE) Monday lost 3.33 per cent or 167.68 points, mainly due to the announcement that the government would allow disclosure of only legally earned yet untaxed money for whitening through investment in the share market by paying 10 per cent tax.

The aggrieved investors Monday staged demonstration in front of the DSE, following the flagging trend of the market.

Except the tenure of the last Army-backed caretaker government, the country's stock market so far received very insignificant amount of undisclosed money.

In the fiscal year 2010-11, a total of Tk 4.23 billion undisclosed money was invested in the market, whereas the DSE's average daily turnover in value term during the year was Tk 6.64 billion. In the year 2010, the DSE's average daily turnover value was Tk 16.83 billion.

In the fiscal year 2008-09, Tk 7.82 billion undisclosed money was invested in the stock market. The amount was Tk 88.95 billion in the fiscal 2007-08, Tk 46.03 billion in 2005-06, Tk 10 billion in 2003-04, and Tk 4.0 billion in the fiscal 2001-02.

"It's a game, which is ensued every year before the announcement of the national budget," Yawer Sayeed, managing director of AIMS of Bangladesh, told the FE.

He said some of the policymakers and stakeholders put forward the demand of whitening undisclosed money through investment in the stock market.

"Such people push the stock market forward, creating the mirage of whitening the undisclosed money, whereas every year an insignificant amount of such money comes here."

"But ultimately the market suffers due to price distortion, following the revisions of or clarifications on the facility of whitening the undisclosed money," Mr Sayeed said.

He said the market can never be restored, riding on the facility of whitening the undisclosed money, as those who own undisclosed money know the ways of spending such money.

"Some policymakers and stakeholders made the issue of undisclosed money very shameful for the nation. Some policymakers, who urged for the facility of whitening undisclosed money, are responsible for price distortion in the market," Mr Sayeed added.

Former chairman of the Securities and Exchange Commission (SEC) Faruq Ahmad Siddiqi said the government will have to take the responsibility for its inconsistent policy regarding undisclosed money.

"The government once says that undisclosed money will not be allowed, and on another occasion it paves the way for investment of this money. On the other hand, the NBR once says that it will not make questions about undisclosed money, although other agencies may raise questions regarding the source of such money. As a result, ultimately confusion is created, affecting the market," Mr Siddiqi told the FE.

He said those who make lobbying with the apex authorities, seeking the opportunity of whitening the undisclosed money, are also responsible for price distortion in the stock market.

"From the very beginning, the government should have upheld its strict stance regarding the disapproval of whitening undisclosed money in the stock market," Mr Siddiqi added.

President of the Chittagong Stock Exchange (CSE) Al Maruf Khan said an insignificant amount of undisclosed money is invested in the stock market.

"But every year a debate relating to undisclosed money whitening is created," Mr Khan added.

অস্থিরতায় লেনদেন বন্ধ

শেয়ারবাজারের অস্থিরতায় আবার বন্ধ হলো লেনদেন। গতকাল মঙ্গলবার দুই স্টক এক্সচেঞ্জের পরিচালনা পর্ষদ লেনদেন বন্ধ করে দেয়। লেনদেন বন্ধের সিদ্ধান্ত নিয়ে পরে বিষয়টি বাজার নিয়ন্ত্রক সংস্থা সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশনকে (এসইসি) অবহিত করা হয়।
কালোটাকা বিনিয়োগ নিয়ে কয়েক দিন ধরে বাজারে দরপতন চলছিল। আর গত সোমবার সরকারি কর্মকর্তা-কর্মচারীদের শেয়ারে বিনিয়োগ নিষেধাজ্ঞা নিয়ে আতঙ্ক ছড়ালে গতকাল লেনদেন বন্ধ করে দেওয়া হয়।

এর আগে গত বছরের জানুয়ারি মাসে দরপতন ঠেকাতে কয়েক দফায় লেনদেন বন্ধ রাখা হয়েছিল। সে সময় এসইসির নির্দেশে দুই স্টক এক্সচেঞ্জ কর্তৃপক্ষ লেনদেন বন্ধ রাখে। আর এবার প্রাথমিক নিয়ন্ত্রক সংস্থা হিসেবে নিজেদের ক্ষমতাবলে লেনদেন বন্ধের সিদ্ধান্ত নেয় দুই স্টক এক্সচেঞ্জ কর্তৃপক্ষ। ১৯৯৬ সালে শেয়ারবাজার কেলেঙ্কারির ঘটনায় একবার ডিএসই কর্তৃপক্ষ নিজেদের উদ্যোগে লেনদেন বন্ধ করেছিল। এরপর লেনদেন বন্ধ করা হলো গতকাল।
অবশ্য গতকাল চট্টগ্রাম স্টক এক্সচেঞ্জে (সিএসই) প্রায় দুই মিনিট লেনদেন হয়েছে। পরে সিএসই কর্তৃপক্ষ লেনদেন বন্ধের ঘোষণা দেয়।
বাজারে নতুন করে অস্থিরতা তৈরি এবং সরকারের নেওয়া নানা সিদ্ধান্তের প্রতিবাদে গতকাল রাজধানীর মতিঝিলে বিনিয়োগকারীরা ব্যাপক বিক্ষোভ করেছেন। বেলা ১১টা থেকে বিকেল সাড়ে পাঁচটা পর্যন্ত এই বিক্ষোভ চলে। বাংলাদেশ পুঁজিবাজার বিনিয়োগকারী ঐক্য পরিষদের ব্যানারে বিক্ষোভ চলাকালে মতিঝিলের শাপলা চত্বর থেকে রামকৃষ্ণ মিশন রোড পর্যন্ত সড়কে যান চলাচল বন্ধ থাকে। তাতে আশপাশের এলাকায় তীব্র যানজটের সৃষ্টি হয়। এ সময় কোনো অপ্রীতিকর ঘটনা ঘটেনি। তবে পরিস্থিতি নিয়ন্ত্রণে ওই এলাকায় সকাল থেকেই অতিরিক্ত পুলিশ ও নিরাপত্তা বাহিনীর সদস্য মোতায়েন ছিলেন।
ব্যাপক দরপতনের আশঙ্কায় ডিএসই ও সিএসইতে গতকাল লেনদেন বন্ধ রাখা হলেও আজ বুধবার আবার স্বাভাবিক লেনদেন চালু করা হবে বলে সংস্থা দুটি জানিয়েছে।
এদিকে, লেনদেন বন্ধের আগে গতকাল সকাল ১০টায় শেয়ারবাজারের সামগ্রিক পরিস্থিতি নিয়ে এক জরুরি বৈঠকে বসে ডিএসইর পরিচালনা পর্ষদ। ওই বৈঠকে সর্বসম্মতিতে লেনদেন বন্ধ রাখার সিদ্ধান্ত হয়। এরই পরিপ্রেক্ষিতে বেলা ১০টা ৫৬ মিনিটে ডিএসইর পরিচালনা পর্ষদ লেনদেন বন্ধের ঘোষণা দেয়। পাশাপাশি সিদ্ধান্তের বিষয়টি নিয়ন্ত্রক সংস্থা এসইসি ও সিএসইকে জানানো হয়।
বৈঠক শেষে আয়োজিত সংবাদ সম্মেলনে ডিএসইর প্রধান নির্বাহী কর্মকর্তা (সিইও) মোশাররফ হোসেন বলেন, ‘সরকারি কর্মকর্তা-কর্মচারীদের (সামরিক-বেসামরিক) পুঁজিবাজারে বিনিয়োগের বিষয়ে বিভিন্ন গণমাধ্যমে প্রকাশিত সংবাদে অস্পষ্টতা প্রতীয়মান হয়েছে। ডিএসই কর্তৃপক্ষ মনে করে, এর ফলে বিনিয়োগকারীদের মধ্যে বিভ্রান্তি তৈরি হতে পারে এবং পুঁজিবাজারে বড় ধরনের নেতিবাচক প্রভাব পড়তে পারে। সে কারণে পুঁজিবাজার ও বিনিয়োগকারীদের স্বার্থে আজ (গতকাল) লেনদেন বন্ধ রাখা হয়েছে।’
মোশাররফ হোসেন আরও বলেন, ডিএসই মনে করে, দেশের অর্থনীতি তথা পুঁজিবাজারের স্বার্থে সরকারি কর্মকর্তা-কর্মচারীদের (সামরিক ও বেসামরিক) পুঁজিবাজারে বিনিয়োগের সুযোগ থাকা উচিত।
চট্টগ্রামের বাজারে নিয়ম অনুযায়ী গতকাল বেলা ১১টায় লেনদেন শুরু হয়েছিল। এক মিনিট ৫৭ সেকেন্ড লেনদেন হওয়ার পর সিএসই কর্তৃপক্ষ লেনদেন বন্ধের সিদ্ধান্ত নেয়। ততক্ষণে সিএসইর সার্বিক মূল্যসূচক আগের দিনের চেয়ে ৫৫ পয়েন্ট কমে যায়। এ সময়ে সিএসইতে ৯৬ লাখ টাকার লেনদেন হয়। তবে দিনশেষে সিএসইর এই লেনদেন বাতিল করা হয়।
এদিকে, লেনদেন বন্ধের ঘোষণার পর ডিএসই ও সিএসইর পরিচালনা পর্ষদের প্রতিনিধিদল আলাদাভাবে এসইসির সঙ্গে বৈঠকে বসে। বৈঠকে দুই স্টক এক্সচেঞ্জের প্রতিনিধিরা সরকারের সাম্প্রতিক সিদ্ধান্তে বাজারে অস্থিরতা তৈরি হওয়ার বিষয়টি তুলে ধরেন। এ সময় তাঁরা তাঁদের উদ্বেগের কথাও এসইসিকে জানান। সেই সঙ্গে অস্থিরতা দূর করতে সরকারের সঙ্গে আলোচনা করে প্রয়োজনীয় ব্যবস্থা নিতে আহ্বান জানান।
বৈঠক থেকে বেরিয়ে নিজের কক্ষে যাওয়ার সময় সাংবাদিকদের প্রশ্নের জবাবে এসইসির চেয়ারম্যান এম খায়রুল হোসেন বলেন, ‘দুই স্টক এক্সচেঞ্জ তাদের উদ্বেগের বিষয়টি আমাদের জানিয়েছে। আমরা তাদের কথা শুনেছি। এ ব্যাপারে পরে কোনো অগ্রগতি থাকলে তা সবাইকে জানানো হবে।’
এ ছাড়া ডিএসই ও সিএসইর পক্ষ থেকে গতকাল বাজারে সার্বিক পরিস্থিতি নিয়ে আলোচনার জন্য অর্থমন্ত্রী আবুল মাল আবদুল মুহিতের সঙ্গে সাক্ষাতের আবেদন জানানো হয়। কিন্তু অর্থমন্ত্রী সাক্ষাৎ দেননি। অনানুষ্ঠানিকভাবে অর্থ মন্ত্রণালয় থেকে জানানো হয়, এ ব্যাপারে অর্থমন্ত্রী এসইসির সঙ্গে কথা বলবেন। এসইসির সূত্র জানিয়েছে, বাজার-পরিস্থিতি নিয়ে কথা বলতে সংস্থাটির পক্ষ থেকে অর্থমন্ত্রীর সঙ্গে যোগাযোগ করা হয়েছে।
গতকাল লেনদেন বন্ধের ঘোষণার পরপরই একদল বিনিয়োগকারী মতিঝিলের ডিএসই ভবনের সামনে বিক্ষোভ শুরু করেন। দুপুর সাড়ে ১২টার দিকে বিক্ষোভকারীরা বাংলাদেশ ব্যাংকসংলগ্ন শাপলা চত্বর এলাকায় অবস্থান নেন। বিকেল সাড়ে পাঁচটা পর্যন্ত তাঁরা সেখানেই অবস্থান করেন। তাঁরা সরকারি কর্মকর্তা-কর্মচারীদের (সামরিক-বেসামরিক) শেয়ারবাজারে বিনিয়োগ বন্ধে সরকারি সিদ্ধান্ত ও জাতীয় রাজস্ব বোর্ডের (এনবিআর) কালোটাকা বিনিয়োগ-সংক্রান্ত প্রজ্ঞাপন প্রত্যাহারের দাবি জানান। এ ছাড়া ফেডারেশন অব বাংলাদেশ ক্যাপিটাল মার্কেট ইনভেস্টরস ফোরামের ব্যানারে একদল বিনিয়োগকারী রাজধানীর দিলকুশায় এসইসি কার্যালয়ের সামনে আলাদা বিক্ষোভ করেছেন। ফোরামের পক্ষ থেকে এসইসির চেয়ারম্যানের কাছে ২০ দফা দাবিসংবলিত স্মারকলিপিও দেওয়া হয়।
ডিএসই ও সিএসইর পক্ষ থেকে জানানো হয়েছে, আজ বুধবার বাজারে স্বাভাবিক লেনদেন চালু থাকবে, যদিও লেনদেন চালুর আগে দুই সংস্থা সরকারি কর্মকর্তা-কর্মচারীদের বিনিয়োগের বিষয়ে সরকারের কাছ থেকে স্পষ্টীকরণ ব্যাখ্যা চেয়েছেন।
ডিএসইর সভাপতি শাকিল রিজভী বলেন, ‘গতকাল এক দিনের জন্যই লেনদেন বন্ধের সিদ্ধান্ত নেওয়া হয়। সে হিসেবে বুধবার থেকে লেনদেন চলবে।’ যোগাযোগ করা হলে সিএসইর সভাপতি আল মারুফ খান প্রথম আলোকে বলেন, ‘বুধবার থেকে স্বাভাবিক লেনদেন চলবে।’
বাজার-পরিস্থিতি নিয়ে আজ বুধবার দুপুর ১২টায় সিএসই জরুরি বৈঠক করবে বলেও আল মারুফ খান জানান।

Investment 'confusion' pauses trading

Dhaka, Jan 16 (bdnews24.com)—Fears of negative impacts on the capital market by the 'confusion' over investment in the stocks by public servants forced authorities to suspend trading on the twin bourses on Tuesday.

Dhaka Stock Exchange (DSE) board said the decision to stop Tuesday's trading was taken in the 'interest of the investors' after two weeks of bearish trend. The board sat in an emergency meeting at 10am and the decision to pause trading came immediately afterwards.

Trading on Chittagong Stock Exchange (CSE) also paused around five minutes after the start.

After the meeting, Mosharraf Hossain, chief executive officer of the DSE, said the suspension order was issued as the confusion over investment could impact the market negatively.

He said the order was intended to avoid any further confusion.

"Bewilderments have been noticed in news reports published in several media on investment in capital market by government officials (civil and military). DSE authorities think this may create confusion among the investors and impact the capital market negatively," Mosharraf Hossain told bdnews24.com.

"So, trading has been halted in the interest of the share market and the investors," he added.

The DSE CEO said they would discuss the issue with Securities and Exchange Commission (SEC) chairman M Khairul Hossain. A letter was sent to finance minister A M A Muhith, too, for a meeting with him, he added.

Mosharraf said, "DSE board thinks government officials should be given the opportunity to invest in the capital market."

He, however, could not be say for how many days trading will be halted.

"The decision in this regard will be taken considering overall situation," he said.

A DSE website notice said around 11am, "DSE Board in the interest of the capital market and investors has decided to keep the market closed today (17th January, 2012)."

The CSE on its website also gave a similar notice some five minutes into trading.

Chief executive officer of CSE Syed Sajid Hossain said, "We got the news of suspension of trading in Dhaka later. We decided to suspend trading in Chittagong, too, as it may have impact on the CSE."

CSE president Al Maruf Khan said trading on the bourse postponed minutes after the opening with permission of the SEC.

The cabinet on Monday cleared a proposal to amend income tax law to reduce income tax on investments. Abul Kalam Azad, the press secretary to prime minister Sheikh Hasina, later said, "We know the capital market is risky. It is inappropriate for those in government service to be in such business."

The comments created confusion as to whether the government was trying to prevent state officials from investing.

Later Azad told bdnews24.com that he had made 'off the record' remarks about the government officials and employees investing in the market were and there was a misunderstanding with journalists on the matter.

The law in force stipulates that public servants cannot be involved with any other profitable ventures, but they have been investing in the capital market thanks to legal loopholes.

The Khondoker Ibrahim Khaled-led panel formed to investigate stocks crash between Dec 2010 and Jan 2011 had also proposed shutting the door on the opportunity for government officials to put their money into stocks.

The income tax law amendment endorsed by the cabinet proposes cutting taxes on mutual fund investment income. Also, the 10 percent tax on foreign investors' profit would be removed.

Tax on source on brokerage house commissions is proposed to be reduced to 0.05 percent from 0.1 percent.

After Tuesday's trading halt, retail investors demonstrated in front of both the stock exchanges. Protesters took position on the street in front of the DSE around 11am blocking traffic on the street. Some more gathered in front of the Shapla Square.

A group of small investors in Chittagong started to demonstrate around 11:30am.

After the National Board of Revenue (NBR) issued a notice, saying money earned through criminal acts will not be allowed in the capital market, the benchmark index of DSE lost 82 ppints on Sunday. On Monday, the index dropped 167 points.

Individual investors demonstrated on Monday blaming the finance minister, the NBR and the government for the sharp fall in share prices. They blocked the street in front of the DSE for around three hours.

The DSE called a meeting to discuss the market situation.

দেশের দুই স্টক এক্সচেঞ্জে আজ মঙ্গলবার লেনদেন বন্ধ করে দেওয়া হয়েছে। অনিবার্য কারণে এই লেনদেন বন্ধ করে দেওয়া হয় বলে দুই স্টক এক্সচেঞ্জের পক্ষ থেকে জানানো হয়েছে। তবে দুপুর ১২টায় এক ব্রিফিংয়ে ডিএসইর প্রধান নির্বাহী মোশাররফ এম হোসেন জানান, ডিএসইর এই লেনদেন কেবল আজই বন্ধ থাকবে। বেলা একটায় সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশন (এসইসি) ও পরে অর্থমন্ত্রীর সঙ্গে আলোচনা করে এ ব্যাপারে পরবর্তী সিদ্ধান্ত নেওয়া হবে।

ডিএসইর প্রধান নির্বাহী তাঁর বক্তব্যে বলেন, সরকারি কর্মকর্তা-কর্মচারীদের পুঁজিবাজারে বিনিয়োগের বিষয়ে বিভিন্ন গণমাধ্যমে প্রকাশিত সংবাদে অস্পষ্টতা প্রতীয়মান হয়েছে। ডিএসই মনে করে এর ফলে বিনিয়োগকারীদের মধ্যে বিভ্রান্তি সৃষ্টি হতে পারে এবং পুঁজিবাজারে বড় ধরনের নেতিবাচক প্রভাব পড়তে পারে। সে কারণে পুঁজিবাজার ও বিনিয়োগকারীদের স্বার্থে আজ লেনদেন বন্ধ রাখা হয়েছে। তিনি আরও বলেন, আজ বেলা একটায় এসইসির চেয়ারম্যানের সঙ্গে ডিএসই কর্তৃপক্ষ এক আলোচনা সভায় মিলিত হবে। এ ছাড়া অর্থমন্ত্রীর সঙ্গেও সাক্ষাতের সময় চাওয়া হয়েছে বলে তিনি জানান।
মোশাররফ বলেন, ডিএসইর বোর্ড মনে করে দেশের অর্থনীতি তথা পুঁজিবাজারের স্বার্থে সরকারি কর্মকর্তা-কর্মচারীদের (সামরিক ও বেসামরিক) পুঁজিবাজারে বিনিয়োগের সুযোগ থাকা উচিত।
চট্টগ্রাম স্টক এক্সচেঞ্জের (সিএসই) সভাপতি আল মারুফ খান জানান, ডিএসই বোর্ড লেনদেন বন্ধ রাখার সিদ্ধান্ত নিয়েছে। এ কথা আমাদেরকে জানানো হলে আমরাও লেনদেন বন্ধ রাখার সিদ্ধান্ত নিই। শিগগিরই ডিএসই ও এসইসির সঙ্গে আলোচনা করে এ ব্যাপারে পরবর্তী সিদ্ধান্ত নেওয়া হবে।

Undisclosed money in stocks fails to bring positive results

Government move to allow investment of undisclosed money in the stock market failed to bring any positive result in the market due to frequent change of policy. Although the investment provision of undisclosed money in stocks was designed to prop up the market, the country’s capital market witnessed several volatile occasions following hurried changes in government policies in this regard.
In the latest change in the provision, the government would allow only legally earned yet untaxed money for stock investment which is subject to 10 per cent tax, said a statutory regulatory order issued by National Board of Revenue on Sunday.

The government has allowed investment of undisclosed money in the share market, upon payment of 10 per cent tax, without question in the budget for FY 2011-12. ‘Wholesale money whitening was not justified. And the ailing capital market suffered the most following frequent change of policies on the matter,’ Mahmood Osman Imam, a professor of finance at Dhaka University told New Age on Monday. According to Osman, in real terms not any big bulk of such fund was injected in the market earlier, rather it was used as a psychological booster for the investors.
‘The government should have been more careful if its intention was just to boost investors with such sensitive tool,’ he said. ‘The government should not adopt any policy on such sensitive issues which it could not implement properly,’ he remarked. He also said that the frequent policy change on the matter seemed to become a market dominating tool.

After the passage of budget with the provision in June 2011, country’s ailing capital market rose significantly and witnessed the most successful month of the year in July.
In July the general index of the Dhaka bourse gained 553 points until July 24 and the turnover reached to Tk 1,957.92 crore.
But there was no clear statement from the government whether illegally earned money would be allowed for investment in the share market. The first blow came when finance minister Abul Maal Abdul Muhith on August 16 said the government was making some changes to the Statutory Regulatory Order relating to money-whitening to stop investment of money laundered or obtained through terror routes in the capital market.
Following Muhith’s comment, the general index of the DSE shed 1.11 per cent, or 68.35 points, on the next day and agitated investors went for street protests. The NBR had to come up with a clarification saying that no question will be asked about the money source used for stock investment.
After that on several occasions the market turned volatile surrounding the undisclosed money concern and the DSE index suffered some massive plunges following rumours that the government might scrap the wholesale money whitening through stocks.

Even until late December, the NBR had to clarify three times the meaning of what it meant by this and whether other government agencies were allowed to scrutinise the origin of such money. ‘The undisclosed money investment seemed to be a market manipulating tool. After every rumour about the matter the market plunged and the NBR came with a clarification to heal the situation,’ said market analyst Akter H Sannamat. He said that the government should have cleared the matter properly and the way NBR repeatedly clarified the matter was surprising. ‘I don’t understand why the NBR had to clarify the same thing over and over again. Such stand of the revenue board seems surprising,’ he said.

Sannmamt also said that the government needs to see whether any quarter intentionally spread rumours about undisclosed money and ripped benefit after the NBR clarifications.
The recently issued SRO kept all other earlier provisions unchanged including submission of declaration to taxmen by July 15, 2012, attachment of copies of pay-order, portfolio statement, and beneficiary owners account. Investors with the legally earned but undeclared money cannot withdraw or transfer funds to other sectors until June 30, 2013.

Govt won't impose tax on share market profit

The government has approved a proposal to modify income tax laws to bring dynamism into the capital market, report agencies. The approval came from a cabinet meeting held with Prime Minister Sheikh Hasina in the chair Monday, meeting sources said. They said the cabinet endorsed a tax rebate proposal on share market profit. "From now on no tax will be imposed on share market profit," said a source close to the meeting. The cabinet asked the concerned authorities to implement the government rules prohibiting investment by public servants in the stock market considering the risk involved in it. The regular weekly meeting of the cabinet also approved 0.05 per cent tax rate deductible at source for brokerage commission of the stockbrokers instead of 0.10 per cent. Leaders of both the bourses -- Dhaka and Chittagong Stock Exchanges -- have long been demanding to reverse tax plan for stock brokers.

The government decision apparently came at a time when the country's twin bourses have been showing downtrend. The premier bourse of the country -- DSE -- suffered a massive fall Monday and lost 167.68 points or 3.33 per cent, pulling the benchmark index below 5000 (4864.30) again. The benchmark index of the DSE -- DGEN -- shed 82.50 points or 1.61 per cent on Sunday while it lost 2.06 per cent or 107.76 points on Thursday.

The continued fall in share prices forced the investors to return to the streets in Motijheel area, the first in the new year.

পুঁজিবাজারে সরকারি কর্মকর্তা-কর্মচারীদের বিনিয়োগের সুযোগ বন্ধ করে এই সংক্রান্ত একটি আইন সংশোধন করেছে সরকার। সোমবার মন্ত্রিসভার বৈঠকে আয়কর আইন সংশোধনের প্রস্তাব অনুমোদন হয়। এর ফলে সরকারি কর্মকর্তা-কর্মচারীদের পুঁজিবাজারে অর্থ বিনিয়োগ বন্ধের বিষয়টি সুস্পষ্ট করা হলো বলে সাংবাদিকদের বলেছেন প্রধানমন্ত্রীর প্রেসসচিব আবুল কালাম আজাদ।
দেশের প্রচলিত আইনে সরকারি কর্মকর্তা-কর্মচারীরা লাভজনক বিষয়ের সঙ্গে জড়িত থাকতে পারেন না। তবে আইনের ফাঁক দিয়ে পুঁজিবাজারে সরকারি চাকুরেরা বিনিয়োগ করে আসছিল।

আইন সংশোধনের ফলে বিনিয়োগ না করতে পারার বিষয়টি আরো সুনির্দিষ্ট করা হলো।

ঢাকা স্টক এক্সচেঞ্জের (ডিএসই) সামনে বিক্ষোভ

দেশের পুঁজিবাজারে আজ সোমবার দরপতনের মধ্য দিয়ে লেনদেন চলছে। এতে পুঁজি হারিয়ে বিক্ষুব্ধ বিনিয়োগকারীরা রাজধানীর মতিঝিলে ঢাকা স্টক এক্সচেঞ্জের (ডিএসই) সামনে বিক্ষোভ শুরু করেছেন। একপর্যায়ে ডিএসইর সামনের সড়কের একপাশে যান চলাচল বন্ধ হয়ে যায়। এটি নতুন বছরে বিনিয়োগকারীদের প্রথম বিক্ষোভ।
প্রত্যক্ষদর্শীরা জানায়, আজ বেলা সোয়া ১২টার দিকে ডিএসইর সাধারণ মূল্যসূচক ১০০ পয়েন্ট বেশি পড়ে গেলে বিনিয়োগকারীরা রাস্তায় নেমে আসেন। তাঁরা ডিএসইর সামনে অবস্থান নিয়ে বিক্ষোভ শুরু করেন। বেলা পৌনে একটার দিকে তাঁরা ডিএসইর সামনের সড়কে অবরোধ করে বিক্ষোভ করতে থাকেন। এতে ওই সড়কের এক পাশে যান চলাচল বন্ধ হয়ে যায়।

এ সময় বিনিয়োগকারীরা অর্থমন্ত্রী, বাংলাদেশ ব্যাংকের গভর্নর, এসইসির চেয়ারম্যান ও ডিএসইর সভাপতির বিরুদ্ধে বিভিন্ন স্লোগান দেন। এ ছাড়া দরপতনের কারণ হিসেবে তাঁরা এনবিআরের একটি প্রজ্ঞাপনকে দায়ী করেও বক্তব্য দেন। অপ্রদর্শিত অর্থ পুঁজিবাজারে বিনিয়োগের ব্যাপারে গতকাল রোববার এনবিআর ওই প্রজ্ঞাপন জারি করে।
প্রজ্ঞাপনে বলা হয়, ‘বৈধ উপায়ে অপ্রদর্শিত আয় শেয়ারবাজারে বিনিয়োগ করলে কোনো প্রশ্ন করবে না জাতীয় রাজস্ব বোর্ড (এনবিআর)’। প্রজ্ঞাপনে সংস্থাটি আরও জানায়, এনবিআর আইনের বাইরে অন্য কোনো আইনে বর্ণিত অপরাধ সংঘটনের মাধ্যমে অর্জিত আয়ের ক্ষেত্রে প্রজ্ঞাপনের এ সুবিধা প্রযোজ্য হবে না।

শেয়ারবাজারে ব্যাপক দরপতন অব্যাহত

দেশের প্রধান পুঁজিবাজার ঢাকা স্টক এক্সচেঞ্জে (ডিএসই) আজ সোমবার ব্যাপক দরপতন হয়েছে। দরপতনের প্রতিবাদে বিনিয়োগকারীরা ডিএসইর সামনের রাস্তায় বিক্ষোভ করছেন। এ প্রতিবেদন লেখার সময় বিক্ষোভ চলছিল।
ডিএসইতে অজ সোমবার বেলা দেড়টার দিকে সাধারণ সূচক প্রায় ১২১ পয়েন্ট কমে দাঁড়িয়েছিল ৪,৯১০ পয়েন্টে। ব্যাপক দরপতনের কারণে আজ সকালেই সাধারণ সূচক পাঁচ হাজার পয়েন্টের নিচে নেমে যায়। এই সময়ে লেনদেন হয়েছিল ১৮৯ কোটি টাকার।

ঢাকা পুঁজিবাজারে আজ বেলা দেড়টা পর্যন্ত ২৫৯টি প্রতিষ্ঠানের শেয়ার লেনদেন হয়েছিল। এদের মধ্যে ২৩৪টি প্রতিষ্ঠানেরই শেয়ারের দাম কমে গেছে। দাম বেড়েছিল ১১টি প্রতিষ্ঠানের। এ ছাড়া অপরিবর্তিত ছিল ৪টি প্রতিষ্ঠানের শেয়ারের।
দরপতনের মধ্যেও ডিএসইতে আলোচ্য সময়ে লেনদেনের শীর্ষে থাকা পাঁচটি প্রতিষ্ঠান হলো—গ্রামীণফোন, ন্যাশনাল ব্যাক লিমিটেড, ইউনাইটেড এয়ারওয়েজ, বেক্সিমকো লিমিটেড ও সায়হাম টেক্সটাইল।

প্রশ্ন ছাড়া পুঁজিবাজারে বিনিয়োগ বহাল

উৎস সম্পর্কে প্রশ্ন ছাড়াই পুঁজিবাজারে অপ্রদর্শিত অর্থ বিনিয়োগের সুযোগ বহাল রয়েছে বলে জানিয়েছেন জাতীয় রাজস্ব বোর্ডের (এনবিআর) চেয়ারম্যান নাসিরউদ্দিন আহমেদ।

পুঁজিবাজারে কালো টাকা বিনিয়োগের সুযোগ আর থাকছে না- একটি সংবাদপত্রে প্রকাশিত এই খবরের পর সোমবার এ বিষয়ে এনবিআরের অবস্থান জানতে চাইলে তিনি বিডিনিউজ টোয়েন্টিফোর ডটকমকে এ কথা জানান।

নাসিরউদ্দিন বলেন, “১০ শতাংশ কর দিয়ে অপ্রদর্শিত অর্থ পুঁজিবাজারে বিনিয়োগের সুযোগ অব্যাহত রয়েছে। এক্ষেত্রে আয়কর অধ্যাদেশ অনুযায়ী অর্থের উৎস সম্পর্কে জানতে চাইবে না এনবিআর।”

“তবে মুদ্রা পাচার প্রতিরোধ আইন বা সন্ত্রাসবিরোধী আইনের আওতায় সরকারের কোনো সংস্থা প্রশ্ন করলে, তা আমাদের দেখার বিষয় না। সোজা কথায় আয়কর অধ্যাদেশ অনুযায়ী, অপ্রদর্শিত অর্থ বিনিয়োগে এনবিআর থেকে কোনো প্রশ্ন করা হবে না,” যোগ করেন তিনি।

বিষয়টি আরো স্পষ্ট করে এনবিআরের এক সদস্য বিডিনিউজ টোয়েন্টিফোর ডটকমকে বলেন, “অপ্রদর্শিত অর্থ বা কর না দেওয়া টাকা পুঁজিবাজারে কেউ বিনিয়োগ করলে তার উৎস সম্পর্কে এনবিআর জানতে চাইবে না। তবে পাচার করা বা সন্ত্রাসী কর্মকাণ্ডের মাধ্যমে অবৈধভাবে সংগৃহীত অর্থ এর আওতায় পড়বে না।”

সোমবার ফাইনান্সিয়াল এক্সপ্রেসে প্রকাশিত এক প্রতিবেদনে শিরোনাম করা হয়েছে, “কালো টাকা সাদা করার সুযোগ শিগগিরই প্রত্যাহার করা হবে।”

প্রধানমন্ত্রীর কার্যালয়ের একটি সূত্রের উদ্ধৃতি দিয়ে দৈনিকটি লিখেছে, “পুঁজিবাজারে কালো টাকা বিনিয়োগ বন্ধ করার বিষয়ে এনবিআরের একটি প্রস্তাব অনুমোদন দিয়েছে প্রধানমন্ত্রী।”

সোমবার দেশের দুই পুঁজিবাজারে দরপতনের জন্য এই সংবাদটিকে দায়ী করছেন বাজার সংশ্লিষ্ট অনেকে।

এদিকে মঙ্গলবার সকাল ১১টায় এনবিআর কার্যালয়ে একটি সংবাদ সম্মেলন ডাকা হয়েছে।

সংশ্লিষ্ট বিভিন্ন পক্ষের দাবির মুখে চলতি অর্থবছরের বাজেটে পুঁজিবাজার ও সরকারি ট্রেজারি বন্ডে ১০ শতাংশ কর দিয়ে অপ্রদর্শিত অর্থ বিনিয়োগের সুযোগ দেয় সরকার।

কিন্তু এতে মুদ্রা পাচারবিরোধী আন্তর্জাতিক সংস্থা এশিয়া প্যাসিফিক গ্র“প অন মানি লন্ডারিং প্রশ্ন তুলে বলে, এ সুযোগে পুঁজিবাজারে পাচার করা অর্থ কিংবা সন্ত্রাসী অর্থ বিনিয়োগ করা হলে তা চিহ্নিত করা হবে কীভাবে?

তখন এনবিআর আরেকটি প্রজ্ঞাপনের মাধ্যমে জানায়, উৎস সম্পর্কে এনবিআর কোনো প্রশ্ন করবে না।

এরপর পুঁজিবাজারে অব্যাহত দরপতনের মুখে গত নভেম্বরে বাজার সংশ্লিষ্টদের সঙ্গে বৈঠকে বসেন প্রধানমন্ত্রী। ওই বৈঠকের পর এনবিআর থেকে আরেকটি প্রজ্ঞাপনের মাধ্যমে আবার জানানো হয়, অপ্রদর্শিত অর্থ পুঁজিবাজারে বিনিয়োগের ক্ষেত্রে প্রশ্ন করবে না এনবিআর।

ফ্রি ফ্লোটের ভিত্তিতে স্টক এক্সচেঞ্জের মূল্যসূচক গঠনের সিদ্ধান্ত নিয়েছে সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশন (এসইসি)। আজ সোমবার এসইসিতে অনুষ্ঠিত এক বৈঠকে এ সিদ্ধান্ত নেওয়া হয়। একই সঙ্গে ফ্রি ফ্লোটের সংজ্ঞা নির্ধারণের জন্য এসইসির সদস্য আরিফ খানকে আহ্বায়ক করে একটি কমিটি গঠন করা হয়েছে। এ ছাড়া কমিটিতে ঢাকা স্টক এক্সচেঞ্জ (ডিএসই), চট্টগ্রাম স্টক এক্সচেঞ্জ (সিএসই) ও সেন্ট্রাল ডিপোজিটরি বাংলাদেশ লিমিটেডের (সিডিবিএল) প্রতিনিধি আছেন। কমিটিকে ১৫ দিনের মধ্যে এ বিষয়ে কমিশনের কাছে প্রতিবেদন পেশ করতে বলা হয়েছে।এসইসির নির্বাহী পরিচালক আনোয়ারুল ইসলাম স্বাক্ষরিত এক প্রেস বিজ্ঞপ্তিতে এ তথ্য জানানো হয়।

সূত্র জানায়, আজ বেলা সাড়ে ১১টায় এসইসির সম্মেলন কক্ষে ওই বৈঠক অনুষ্ঠিত হয়। এসইসির চেয়ারম্যান এম খায়রুল হোসেনের সভাপতিত্বে অনুষ্ঠিত বৈঠকে প্রতিষ্ঠানটির সদস্যরা ছাড়াও ডিএসই, সিএসই ও সিডিবিএলের প্রতিনিধিরা উপস্থিত ছিলেন। সভায় আন্তর্জাতিক মানের সূচক প্রবর্তনের ওপর আলোচনা হয় বলে প্রেস বিজ্ঞপ্তিতে উল্লেখ করা হয়। প্রসঙ্গত, ২০ ডিসেম্বর এসইসিতে ডিএসইর মূল্যসূচক পুনর্বিন্যাস নিয়ে গঠিত কমিটির সদস্যদের সঙ্গে বৈঠক অনুষ্ঠিত হয়। বৈঠকে কমিটির সদস্যরা ভুল সূচকের পরিবর্তে নতুনভাবে মূল্যসূচক চালুর পক্ষে নিজেদের মতামত তুলে ধরেন। এর আগে ১২ অক্টোবর এসইসি এই কমিটি গঠন করে। News Source: Prothom-alo

কালো টাকা সাদা করার পক্ষে সংসদীয় কমিটি

বাজেটে পুঁজিবাজারে অপ্রদর্শিত আয় বা কালো টাকা বিনিয়োগের মাধ্যমে তা বৈধ বা সাদা করার সুযোগ চাওয়াকে সমর্থন করেছে অর্থ মন্ত্রণালয়-সম্পর্কিত সংসদীয় স্থায়ী কমিটি। স্থায়ী কমিটির সভাপতি আ হ ম মুস্তফা কামাল এ প্রসঙ্গে বলেছেন, ‘এবারের বাজেটে অনেক কিছু আছে, আবার অনেক কিছু নেই।’

মুস্তফা কামাল আরও বলেন, ‘বন্ডের পাশাপাশি পুঁজিবাজারেও যাতে অপ্রদর্শিত অর্থ বিনিয়োগ করা যায়, সে ব্যাপারে আমরা চেষ্টা করব। আমরা বিষয়টি অর্থমন্ত্রীকে বোঝানোর চেষ্টা করছি। অর্থমন্ত্রীর সঙ্গে বৈঠকের পর বিষয়টি নিশ্চিত করে বলা যাবে।’
গতকাল মঙ্গলবার রাজধানীর রূপসী বাংলা হোটেলে ঢাকা স্টক এক্সচেঞ্জের (ডিএসই) নেতাদের সঙ্গে বৈঠক শেষে মুস্তফা কামাল সাংবাদিকদের এসব কথা বলেন।
মুস্তফা কামাল আরও বলেন, পুঁজিবাজারের বর্তমান নাজুক পরিস্থিতির জন্য কেউ না কেউ দায়ী। এসব দায়ী ব্যক্তিকে অবশ্যই বিচারের কাঠগড়ায় দাঁড় করানো উচিত।
মুস্তফা কামাল বলেন, পাশাপাশি এমন ব্যবস্থাও নেওয়া উচিত, যেন ক্ষতিগ্রস্ত ব্যক্তিরা তাঁদের ক্ষতি পুষিয়ে নিতে পারেন। বাড়িতে আগুন লাগলে এর কারণ না খুঁজে, বরং আগে আগুন নেভানো প্রয়োজন বলে উল্লেখ করেন তিনি।
মুস্তফা কামাল বলেন, ‘আমি মনে করি, আমরা বাজারে স্থিতিশীলতা ফিরিয়ে আনতে পারব। বাজার তার স্বাভাবিক অবস্থায় ফিরে আসবে।’ বাজার তার নিজস্ব গতিতে চললে, মূল ভিত্তির ওপর দাঁড়াতে পারলে বিনিয়োগকারীদের ক্ষতি অনেকাংশে পুষিয়ে যাবে বলেও মন্তব্য করেন তিনি।
মুস্তফা কামাল আরও বলেন, ‘পুঁজিবাজার নিয়ে ডিএসইর পক্ষ থেকে বেশ কিছু পরামর্শ পেয়েছি, তাঁদের বেশ কিছু চাওয়া আছে। এই চাওয়া ও পরামর্শগুলো অর্থ মন্ত্রণালয়-সম্পর্কিত স্থায়ী কমিটির বৈঠকে অর্থমন্ত্রীকে অবহিত করা হবে।’ সাংবাদিকদের আরেক প্রশ্নের জবাবে তিনি বলেন, ব্যাংক ও আর্থিক প্রতিষ্ঠান পুঁজিবাজারে নিষ্ক্রিয় থাকায় এই বাজারে তারল্য-সংকটের সৃষ্টি হয়েছে। তবে বাজেটের পরই ব্যাংক ও আর্থিক প্রতিষ্ঠানগুলো আবারও পুঁজিবাজারে বিনিয়োগ করবে বলে তিনি আশাবাদ ব্যক্ত করেন।
বৈঠকে অন্যান্যের মধ্যে সরকারি হিসাব-সম্পর্কিত সংসদীয় স্থায়ী কমিটির সভাপতি মহীউদ্দীন খান আলমগীর, সাংসদ আশরাফ আলী, সাংসদ এম এ মান্নান, সাংসদ ফরিদা রহমান, সাংসদ আবদুর রহমান, ডিএসইর সভাপতি শাকিল রিজভী, জ্যেষ্ঠ সহসভাপতি আহসানুল ইসলামসহ উচ্চপর্যায়ের নেতারা উপস্থিত ছিলেন।
বিনিয়োগকারীদের অভিযোগ: এদিকে গতকাল এক সংবাদ সম্মেলনে বাংলাদেশ পুঁজিবাজার বিনিয়োগকারী ঐক্য পরিষদ অভিযোগ করেছে, পুঁজিবাজারে সাম্প্রতিক কেলেঙ্কারির পেছনে অর্থমন্ত্রী ও বাংলাদেশ ব্যাংকের গভর্নর দায়ী। তাই তাঁদের জনতার আদালতে বিচার হওয়া উচিত।
গতকাল সকালে ঢাকা রিপোর্টার্স ইউনিটিতে বাজেটে পুঁজিবাজার-বিষয়ক এক সংবাদ সম্মেলনে এ অভিযোগ করা হয়। এতে লিখিত বক্তব্য পাঠ করেন পরিষদের সভাপতি মিজান-উর রশীদ চৌধুরী।
পুঁজিবাজারে স্থিতিশীলতা ও গতিশীলতা ফেরাতে সংগঠনটির পক্ষ থেকে ১৯ দফা দাবি তুলে ধরা হয়। দাবিগুলোর মধ্যে রয়েছে: অবিলম্বে অপ্রদর্শিত অর্থ পুঁজিবাজারে বিনিয়োগ করা; বিনিয়োগকারীদের আস্থা ফেরাতে অর্থমন্ত্রী, বাণিজ্যমন্ত্রী, অর্থ উপদেষ্টা ও ডিএসইর সভাপতিকে অপসারণ; বাংলাদেশ ব্যাংক কর্তৃক নির্ধারিত ব্যাংক ও আর্থিক প্রতিষ্ঠানের জন্য নির্ধারিত এসএলআর ও সিআরআর হার কমানো।
সংবাদ সম্মেলনে অন্যদের মধ্যে উপস্থিত ছিলেন সংগঠনটির যুগ্ম আহ্বায়ক কাজী আবদুর রাজ্জাক, সদস্য-সচিব জাহাঙ্গীর আলম, শাহাদাত উল্লাহ ফিরোজ, ফয়সাল আহমেদ, সাজ্জাদুল হক প্রমুখ।
বাজার পরিস্থিতি: গতকাল ডিএসইর সাধারণ মূল্যসূচক ৪৯ দশমিক ৩১ পয়েন্ট বেড়ে পাঁচ হাজার ৭৪৫ দশমিক শূন্য ৯ পয়েন্টে দাঁড়ায়। ডিএসইতে লেনদেন হওয়া ২৫৪টি প্রতিষ্ঠানের মধ্যে বেড়েছে ২০৩টির, কমেছে ৪৩টির ও অপরিবর্তিত রয়েছে আটটি প্রতিষ্ঠানের দাম। স্টক এক্সচেঞ্জে ৪৫৬ কোটি টাকার লেনদেন হয়েছে, যা আগের দিনের চেয়ে ১১৫ কোটি টাকা বেশি।
অন্যদিকে চট্টগ্রাম স্টক এক্সচেঞ্জের (সিএসই) সার্বিক মূল্যসূচক ১৬৪ দশমিক ২২ পয়েন্ট বেড়ে ১৫ হাজার ৯৫৯ দশমিক ৪০ পয়েন্টে দাঁড়িয়েছে। সিএসইতে হাতবদল হওয়া ১৮৫টি প্রতিষ্ঠানের মধ্যে বেড়েছে ১৪৭টির, কমেছে ৩২টির ও অপরিবর্তিত রয়েছে ছয়টি প্রতিষ্ঠানের দাম। স্টক এক্সচেঞ্জটিতে ৫৫ কোটি টাকার লেনদেন হয়েছে, যা আগের দিনের চেয়ে ২০ কোটি টাকা বেশি।

দিনভর ওঠানামার পর উর্ধমুখী শেয়ারবাজার

টানা চার কার্যদিবস মূল্য সংশোধনের পর আবার উর্ধমুখী ধারায় ফিরেছে দেশের পুঁজিবাজার। দিনভর উত্থান-পতনের পর শেষ আধঘণ্টার উর্ধগতিতে অধিকাংশ কোম্পানির দরবৃদ্ধির প্রভাবে সোমবার ৯.০৫ পয়েন্ট বেড়েছে ঢাকা স্টক এঙ্চেঞ্জের (ডিএসই)। ব্যাংক ছাড়া বাকি সব খাতেই অধিকাংশ শেয়ারের দর বেড়েছে। তবে আর্থিক লেনদেনে শস্নথগতি অব্যাহত রয়েছে। অর্থবছরের শেষ প্রানত্মে এসে হিসাব সমাপনীর প্রস্তুতির কারণে প্রাতিষ্ঠানিক বিনিয়োগকারীদের সক্রিয়তা কমে যাওয়ায় লেনদেন কম হচ্ছে বলে
বাজার বিশেস্নষকরা মনে করছেন।
বিশেস্নষণে দেখা যায়, লেনদেন শুরম্নর ১৫ মিনিটের মধ্যে ডিএসইর তালিকাভুক্ত অধিকাংশ কোম্পানির শেয়ারের দরবৃদ্ধির কারণে সাধারণ সূচক প্রায় ৩৫ পয়েন্ট বেড়ে যায়। তবে এরপরই আবার নিম্নমুখী হয়ে পড়ে অধিকাংশ শেয়ারের দর। এতে সূচকও কমতে থাকে। বেলা দুইটা পর্যনত্ম সূচকের ওঠানামা অব্যাহত ছিল। ওই সময় পর্যনত্ম ডিএসই সাধারণ সুচক প্রায় ৩৬ পয়েন্ট হারালে সাধারণ বিনিযোগকারীরা বিৰোভ শুরম্ন করেন। এরপরই অধিকাংশ শেয়ারের দরবৃদ্ধির মধ্য দিয়ে ডিএসই হারানো সূচক পুনরম্নদ্ধার করে আগের দিনের চেয়ে কিছুটা উপরে অবস্থান করে লেনদেন শেষ হয়।
এদিকে বেলা আড়াইটার দিকে ডিএসই পরিদর্শনে আসেন এসইসি চেয়ারম্যান অধ্যাপক ড. খায়রম্নল হোসেন, সদস্য অধ্যাপক হেলাল উদ্দিন নিজামী, মোঃ আমজাদ হোসেন ও আরিফ খান। এ সময় ডিএসই ভবনের সামনে বিনিয়োগকারীদের বিৰোভ চলছিল। এসইসি কর্মকর্তারা ডিএসইতে আসার পর থেকে অধিকাংশ শেয়ারের দর বাড়তে থাকে। দিন শেষে লেনদেন হওয়া ২৫৭টি প্রতিষ্ঠানের মধ্যে শেয়ারের দর বেড়েছে ১৪৫টির, কমেছে ৯৫টির ও অপরিবর্তিত রয়েছে ১৭টির। এতে ডিএসই সাধারণ সূচক ৯.০৫ পয়েন্ট বেড়ে ৫৬৯৫.৭৭ পয়েন্টে দাঁড়ায়। সূচক সামান্য বাড়লেও আর্থিক লেনদেন আগের দিনের চেয়ে কমেছে। সোমবার ডিএসইতে লেনদেন হয়েছে ৩৪১ কোটি ৯৮ লাখ টাকা_ যা আগের দিনের চেয়ে ১২ কোটি ৬৭ লাখ টাকা কম।
আর্থিক লেনদেনের ভিত্তিতে শীর্ষে থাকা ১০টি কোমপানি হলো_ লঙ্কাবাংলা ফাইন্যান্স, ইউসিবিএল, ন্যাশনাল ব্যাংক, বেঙ্মিকো লিমিটেড, এমআই সিমেন্ট, ইউনাইটেড এয়ারওয়েজ, পিপলস লিজিং ফাইন্যান্স এ্যান্ড সার্ভিসেস, সিটি ব্যাংক, বিএসআরএম স্টিল ও পূবালী ব্যাংক।
দরবৃদ্ধির দিক থেকে শীর্ষ অবস্থানে থাকা কোম্পানিগুলো হলো_ চিটাগাং ভেজিটেবল, সাউথইস্ট ব্যাংক ১ম মিউচু্যয়াল ফান্ড, লিবরা ইনফিউশন, জুট স্পিনার্স, জেমিনি সি ফুড, ইন্টারন্যাশনাল লিজিং এ্যান্ড ফাইন্যান্সিয়াল সার্ভিসেস, বিএসসি, ন্যাশনাল লাইফ ইন্সু্যরেন্স, লঙ্কাবাংলা ফাইন্যান্স ও রহিমা ফুড।
অন্যদিকে দর হ্রাসের শীর্ষে থাকা ১০টি কোমপানি হলো_ সাভার রিফ্র্যাক্টরিজ, বিকন ফার্মা, সাফকো স্পিনিং, আনোয়ার গ্যালভানাইজিং, প্রাইম ব্যাংক, বিডি ওয়েল্ডিং, অলটেঙ্, ইন্ডাস্ট্রিয়াল প্রমোশন এ্যান্ড ডেভেলপমেন্ট কপের্ারেশন, লিগেসি ফুটওয়্যার ও সিএমসি কামাল।
