         <title>Wolfowitz Isn't the World Bank's Biggest Problem</title>

         <description>The World Bank is undeniably in crisis. But not because its president, Paul Wolfowitz, got his girlfriend a raise.
  It is the Wolfowitz saga that has been grabbing all the headlines, of course. The Iraq-war architect was plucked from the Defense Department and deposited by President George W. Bush at the World Bank in 2005 (by tradition, the U.S. President picks the bank's chief). At the time, Wolfowitz informed the bank's ethics committee that he was seeing Shaha Riza, a communications adviser at the bank, and the in-house ethicists told him she should be moved to another agency and given a raise for her troubles. But the size of the pay hike (from $133,000 to $180,000, tax free) and other details about Riza's transfer raised hackles among bank staff and sparked an investigation. The bank's board will decide any day now whether Wolfowitz stays or goes.
  This dragged-out mess, though, is a distraction. The bigger issue is that the Washington-based bank and its sister organization, the International Monetary Fund (IMF), are struggling to justify their continued existence.

         <description>Anyone interested in peacemaking, poverty reduction, and Africa's future should read the new United Nations environment programme (UNEP) report (http://www.unep.org/sudan/) Sudan: Post-Conflict Environmental Assessment. This may sound like a technical report on Sudan's environment, but it is also a vivid study of how the natural environment, poverty, and population growth can interact to provoke terrible human-made disasters like the violence in Darfur (http://news.bbc.co.uk/1/hi/world/africa/5316306.stm). 
Extreme poverty is a major cause, and predictor, of violence. The world's poorest places, like Darfur, are more likely to go to war than richer places. This is not only common sense, but is verified by studies and statistical analyses. In the UNEP's words,  There is a very strong link between land degradation, desertification, and conflict in Darfur. 
Darfur, the poorest part of a very poor country, fits that dire pattern. Livelihoods are supported by semi-nomadic livestock-rearing in the north and subsistence farming in the south. It is far from ports and international trade, lacks basic infrastructure such as roads and electricity, and is extremely arid.

         <description>DAKAR, June 11 (Reuters) - Short-sighted and inadequate foreign aid has worsened the plight of millions of people in Africa's parched and poverty-stricken Sahel belt, according to a report commissioned by major charities in the region.
   The study entitled  Beyond Any Drought , backed by charities including Oxfam and Save the Children, argues that unless aid programmes are overhauled Africa's poorest nations face harsher famines as free-market reforms deepen the roots of poverty.
   Two years after a crisis in Niger left 3.6 million people short of food and grabbed world headlines with images of starving children, aid agencies failed to improve coordination with one another and with local governments.
    History will repeat itself unless governments in the Sahel and donor agencies adopt an entirely new strategy for the region,  says Camilla Toulmin, director of the International Institute for Environment and Development (IIED) think-tank which co-issued the report.
   Foreign organisations frequently fail to consult local residents', are inflexible with preconceived aid solutions and focus more on meeting their donors' targets than improving the lives of the poor, the report argued.

         <description>BRUSSELS, Jul 16 (IPS) - An excessive number of aid donors is hampering efforts to make development assistance more effective, a new study has found.
  
  After examining European Union aid to Cambodia, Mozambique and Peru, the Overseas Development Institute (ODI) in London calculated that these countries have to deal with 15-17 bilateral donors from the EU, as well as the European Commission. The figure is even higher if bodies representing regions like Catalonia in Spain or Flanders in Belgium -- both of which have offices in Mozambique -- are included.
  
   Andrew Lawson, head of the ODI centre for aid and public expenditure, said that while some progress has been made, progress to improve the effectiveness of EU aid  has been slow  over the past two years.
  
   He argued that a specific body may need to be established to address how there can be a better division of labour between aid activities undertaken by the EU's executive, the European Commission, and the Union's individual governments.

Interpersonal, communication and teamwork skills, cross-cultural communication, organisational and management skills, problem-solving ability, initiative and resourcefulness were among the key skills developed by returned AVI volunteers. 
Australian employer representatives and human resource managers from a wide range of sectors also nominated these skills as highly desirable in potential employees.

Over the past five decades, the West has donated US$2.3 trillion in foreign aid to poor countries. Most of this money has been funnelled into a series of grand plans to eradicate poverty &amp;mdash; plans that have become increasingly high-profile in a bid to attract money from both public and private purses. 
After being lobbied by rock stars to  make poverty history  in Africa, G8 countries doubled foreign aid to Africa from US$25 billion to $50 billion in 2005. But as advocacy for increased aid grows ever stronger, what do we have to show for it?
Value of piecemeal projects 
African children are still dying of malaria for sleeping without a mosquito net and for lack of 12 US cent medicines that could treat them once infected. Of course, aid has helped, mainly through piecemeal efforts such as oral rehydration therapy to counteract the effects of diarrhoea, or with sanitation projects. One in 50 employees in the UK works in the voluntary sector which offers more than 600,000 job opportunities, according to latest figures from the National Council for Voluntary Organisations (http://www.ncvo-vol.org.uk/). 
But despite these statistics, which reflect how popular the not-for-profit sector is as a career destination, it is notoriously difficult to break into. Job vacancies, especially those based overseas in international development or humanitarian work, will often demand experience so it can appear a closed shop to those who want to work for a voluntary organisation. Charities, and those responsible for its workforce development, are increasingly taking the initiative themselves in creating new routes into employment.  Working for a Charity (http://www.guardian.co.uk/society/2007/nov/01/voluntary.sector.careers) the organisation devoted to meeting the skill needs of the sector, launched its first online training course last year. Called Effective Voluntary Sector Management, it runs for 12 months and is aimed at new recruits, those keen to work for a charity and career changers.          <description>In international organisations such as Unesco, interns are welcome to work alongside staff on development programmes and special projects. And, fortunately for the agency, many young people are willing to do just that, offering their time in exchange for experience. So, what drives this motivation, and what challenges and lessons are learned along the way?

Unpaid labour makes up a relatively sizeable part of the workforce at Unesco's Bangkok branch. At any one time, there are usually 15 to 30 young people volunteering for anything between a month and a whole year.
Apart from interns, there are other classified volunteers as well. Mostly female, they come in all ages, though most average in their late 20s, with a wide range of experience, educational backgrounds and nationalities, mainly Europe, North America and developed Asian nations like Japan, South Korea and Hong Kong. Unesco's director Sheldon Shaeffer hopes to see more interns from Southeast Asia, especially Thailand.
To be eligible, interns should be enrolled in university and be able to volunteer a maximum of six months. Although they receive no stipend, Unesco internships are well regarded by young people seeking international careers. The process for many begins at www.unescobkk.org/index.php?id=2703.

         <description>U.N. Secretary-General Ban Ki-moon said Monday he is moving  at full speed  pushing efforts to tackle the world food crisis.
Ban said he will hold the first meeting of his recently formed United Nations task force on food next Monday.
He also said he is sending invitations to all world leaders to join him at a high-level meeting to work out a strategy for addressing food shortages and soaring prices. The conference, organized by the U.N.'s Food and Agriculture Organization, will be June 3-5 in Rome.
 This crisis did not come out of the blue,  Ban told reporters.  It grew out of more than a decade of neglect and ineffective development policies. We need a new start. 
While there have been  promising steps  in recent days to deal with emergency food needs, the entire U.N. system needs to lead and act together  to boost agricultural development, particularly in Africa and other regions most affected,  he said.
The secretary-general said he is urging government leaders not to adopt measures that distort international trade in food and push up prices. He also called for immediate action to get seeds and fertilizer to small farmers.

   Global revolutions in technology, markets, demographics and values are giving companies a whole new set of issues that they have to manage urgently.

These issues include the environment, human rights, diversity, health, work-life balance and the community. Historically, these have been regarded as &amp;ldquo;soft issues&amp;rdquo;, but they have become &amp;ldquo;hard&amp;rdquo; for business: hard to ignore, hard to manage, and very hard for the businesses that get them wrong.
