Three senior high school students from Regional Science High School III (RSHS III) have taken their healthcare innovation from a classroom inside the Subic Bay Freeport to the international stage, winning the Grand Prize – WRO STEM Entrepreneur Award at the World Robot Olympiad (WRO) Asia Pacific Open Championship 2026 in Hyderabad, India.

John Lee Bacoco, Ahmika Julia Reyes, and Katarina Sening Parungao won for Project CARED (Clinical Automation and Evaluation Device), a robotic healthcare solution designed to automate routine patient monitoring and reduce repetitive work for nurses.

The RSHS III team was one of four co-equal winners of the inaugural WRO STEM Entrepreneur Program, which brought together 20 student teams from 13 countries and challenged them to pitch their innovations to entrepreneurs, investors and industry leaders.

Unlike conventional robotics competitions that focus primarily on technical performance, the new program asked students to demonstrate the practical value of their ideas and consider how their projects could move toward real-world application.

A solution built around a real problem

CARED was developed after the students engaged with nurses, patients and volunteers to better understand the challenges faced in healthcare settings. The team subsequently tested the system in community health centers and school clinics and refined the project based on user feedback.

The students said their motivation came from seeing the exhaustion and heavy workloads experienced by nurses in the Philippines. CARED seeks to help address some of the repetitive tasks involved in patient monitoring while integrating several functions into a single system.

That user-centered approach became an important part of the team's international pitch, where they had to explain not only how their technology worked, but also why it could matter beyond a robotics competition.

Four countries, four ideas

Team CARED shared the top award with three other student teams representing Italy, India and South Korea.

Italy's Mini-Ibot Innovators developed a tactile art tablet intended to help blind and visually impaired people create and experience art through touch and sound.

India's Navrachana Vidyani developed a robotic firefighting system designed to detect and respond to fires while helping keep people away from hazardous environments.

South Korea's Why Combinator presented a sensor-glove system designed to generate training data for robots and physical artificial intelligence through everyday human interactions.

The four winning teams each received US$5,000 in project funding and six months of industry mentoring to further develop their respective projects.

From Subic Bay to the world

For RSHS III and the Subic Bay Freeport community, the achievement is a notable demonstration of what young STEM innovators can accomplish when classroom learning is connected to real-world challenges.

Bacoco, Reyes and Parungao have moved through a remarkable progression—from identifying a healthcare problem, to developing and testing a robotic solution, to pitching it before an international panel of industry experts.

Their WRO recognition now gives them an opportunity to take CARED into its next stage, with funding and mentorship to help further develop the project.

Three young innovators from the Regional Science High School III are bringing a homegrown robotics solution from the Subic Bay Freeport to the international stage after earning a slot in the inaugural WRO STEM Entrepreneur Program in Hyderabad, India.

Senior high school students John Lee Bacoco, 16, Ahmika Julia Reyes, 15, and Katarina Sening Parungao, 16, make up Project CARED, one of 20 student robotics teams from 13 countries selected to participate in the pioneering program organized by the World Robot Olympiad (WRO) Association in collaboration with Aramco.

The international program, set for September 28, 2026, gives student innovators a unique opportunity to pitch their robotics solutions not simply to competition judges, but to a panel of entrepreneurs, investors and industry leaders.

For the young Subic-based innovators, the opportunity puts their work—and their vision—on a much larger platform.

A robot designed with healthcare workers in mind

Project CARED is a robotic solution designed to reduce nurses' repetitive workload by integrating patient-monitoring tools into a single system.

The team developed the concept through direct engagement with potential users. After interviewing nurses, patients, and volunteers, the students tested CARED in community health centers and school clinics and refined the system based on feedback from the people who would ultimately use it.

Their approach reflects an important aspect of innovation: developing technology not simply for the sake of technology, but in response to an actual community need.

“We have seen how exhaustion and heavy workloads affect nurses in the Philippines. That is why we are excited to present CARED to industry professionals who may be interested in helping us bring it closer to real-world use,” said Parungao, who oversees the project's design and functionality.

From the classroom to the entrepreneurial world

The WRO STEM Entrepreneur Program introduces a different dimension to robotics competitions by asking students to demonstrate not only the technical merits of their projects, but also their ability to communicate the problem they are addressing, explain the value of their solution, and respond to questions from industry professionals.

According to WRO, the program is intended to help bridge the gap between technical skills and real-world innovation by giving students firsthand experience in how ideas are evaluated and developed in the commercial world.

Four teams participating in the program will receive a share of a US$20,000 award pool, together with a six-month mentorship opportunity from industry experts to further develop their projects.

Project CARED's inclusion among the 20 international teams therefore represents more than participation in another robotics competition. It allows three young Filipino innovators to test their ideas in an environment that mirrors the early stages of real-world technology entrepreneurship.

The Subic Bay Metropolitan Authority (SBMA) and the Hellenic ASEAN Business Council (HABC) have formalized a strategic partnership through a Memorandum of Understanding (MOU) to enhance economic cooperation and growth between Greece and the Philippines.

The MOU was signed on 17 September 2026 at Building 225 in Subic Bay Freeport by SBMA Chairman and Administrator Eduardo Jose L. Aliño and HABC Chairman Nick Stasinopoulos. The agreement aims to promote bilateral trade, investment, tourism, logistics, maritime cooperation, infrastructure development, and sustainable economic growth, leveraging active engagement from both private sectors and institutional partners.

This collaboration will spotlight investment opportunities within the Subic Bay Freeport Zone (SBFZ) and facilitate business matching, trade delegations, and commercial ventures in key sectors. Specific areas of focus include shipbuilding, ship repair, port operations, logistics, marine maintenance, tourism, cruise terminal development, and waterfront enhancements.

“Subic Bay has evolved into one of the Philippines’ premier investment and economic hubs,” said Aliño. “We are proud to welcome HABC and the broader Hellenic business community as partners in this promising new chapter. Highlighting the maritime sector’s role, he added, “The synergy between our countries is undeniable — Greece is home to the world’s largest maritime communities, while the Philippines is a key contributor to the global maritime workforce. Subic Bay has emerged as a crucial maritime and economic hub, integrating port operations, logistics, manufacturing, and investment.”

The HABC chairman outlined the council’s objectives under the agreement: “We aim to facilitate greater exchanges between Greek and Philippine maritime stakeholders, identify mutual investment opportunities, foster business partnerships, and encourage the sharing of knowledge and expertise.”

Five companies have already expressed interest in investing within the SBFZ, including ERMA Tech Group, a global leader in sustainable maritime technologies specializing in decarbonization, water and wastewater treatment, and marine equipment solutions.

Also among the interested investors is Fontanakis Ship Repair, a Piraeus-based Greek company specializing in ship repairs, dry-docking services, engineering studies, and yacht building and restoration.

In addition, SBMA plans to collaborate with the Hellenic Port Association (HPA) to exchange best practices that will enhance cooperation and elevate the international profile of both countries’ port systems.

The HPA represents 26 major Greek port entities, encompassing all 13 Port Authorities and 13 Port Funds. It coordinates national port policy, promotes industry best practices, and advocates for Greece’s maritime interests on the global stage. Subic Bay is setting its sights on a return to the international sporting stage, with the proposed hosting of a Women’s Tennis Association (WTA) tournament and the 2027 Philippine Ladies Golf Open Championship forming part of efforts to revitalize the Freeport’s sports facilities and establish it as a premier sports tourism destination.

The proposed initiatives are being pursued by the Subic Bay Metropolitan Authority (SBMA) and the Philippine Sports Commission (PSC) in partnership with national sports organizations and private-sector stakeholders.

At the heart of the initiative is the planned rehabilitation of the Subic Bay Sports Complex, which could once again welcome major national and international sporting events.

Subic Sets Its Sights on WTA Tennis

One of the most promising opportunities is the potential staging of a WTA tournament in Subic Bay.

During a recent visit to the Freeport, PSC Chairman John Patrick Gregorio toured the Subic Bay Sports Complex, which includes the historic Remy Field, a 2,000-seat gymnasium, four covered tennis courts, a beach volleyball court, and a 25-meter swimming pool.

The tennis facilities, in particular, could provide the foundation for bringing international women's professional tennis to Subic, subject to the proposed upgrading of the courts and the necessary requirements for hosting a WTA event.

Philippine Tennis Association Secretary General and Navotas City Mayor John Rey Tiangco, who joined the PSC delegation during the visit, highlighted the potential of the upgraded facilities.

“With the proposed upgrade of the tennis courts, Subic can host a WTA tournament that will bring in fans and federations, much like Manila’s successful staging of the WTA 125 earlier this year. This will be a game-changer for Subic in terms of fan engagement and global recognition,” Tiangco said.

For Subic Bay, the prospect of hosting professional women's tennis would provide more than an opportunity to stage high-level competition. It could bring international athletes, coaches, officials, fans, and tennis organizations into the Freeport while introducing Subic to a broader global sporting audience.

The proposed initiative also builds on Subic's established experience in hosting sporting events and its existing tourism infrastructure, creating opportunities to combine competitive sport with leisure, recreation, and tourism.

Revitalizing a Sporting Legacy

Subic Bay already has a long history as a sports destination.

The Freeport has regularly hosted triathlon events and served as a venue during the 2019 and 2025 Southeast Asian Games.

However, several of its sports facilities have seen limited international use in recent years.

The proposed rehabilitation of the Subic Bay Sports Complex aims to change that.

Alongside the tennis initiative, Subic Bay is also preparing to welcome an important international golf event.

During Gregorio's visit, the PSC delegation proceeded to the Subic International Golf Club (SIGC) to discuss preparations for the 2027 Philippine Ladies Golf Open Championship, scheduled for February.

Gregorio was joined by Tiangco, PSC Chief of Staff Loujaye Sonido, and golf tournament organizer Migs Almeda for discussions with SIGC President/Chief Operating Officer Rei Miyamoto, General Manager Delnar De Vera, Executive Vice President Narumi Atarashi, and SBMA Director Honorio “Yuri” Allado.

The PSC, SBMA, and SIGC are exploring a three-year partnership with the National Golf Association of the Philippines to host the tournament, which is expected to bring leading women golfers from across Asia to Subic Bay.

The championship would provide another opportunity to showcase Subic as an international sports destination while generating activity for the Freeport's tourism, hospitality, dining, transportation, and other service sectors.

The proposed tennis and golf events form part of a broader vision for sports tourism in Subic Bay.

International sporting events can generate activity well beyond the venues themselves. Athletes, coaches, officials, spectators, media, and sports organizations create demand for accommodation, dining, transportation, recreation, and other tourism-related services.

Subic's existing combination of sports facilities, hotels, restaurants, commercial establishments, natural attractions, and accessibility provides a strong foundation for developing this market.

The strategy also complements the Freeport's existing tourism offerings, allowing visitors to experience Subic not only as a destination for leisure and adventure but also as a venue for world-class sporting competition.

Manila - Subic Bay Freeport is poised to play an even greater role in the development of the Luzon Economic Corridor (LEC), as the United States announced support for the improvement of its key port facilities during the recent LEC Investment Forum in Taguig City.

The U.S. Trade and Development Agency (USTDA) announced that its support will help expand berth and dry-dock capacity for ship repairs in Subic Bay, reinforcing the Freeport’s position as a strategic maritime and logistics hub within the Luzon Economic Corridor.

The announcement was made by USTDA head Thomas Hardy during the investment forum on September 10, 2026, which brought together more than 600 investors, industry leaders, and government officials to promote private-sector investment and commercial partnerships across transportation, energy, digital infrastructure, and advanced manufacturing.

“These activities represent very different sectors, but they share a common purpose: attracting investment into high-quality infrastructure projects while creating opportunities for trusted partners and technologies to contribute to the Philippines' growth,” Hardy said.

A USTDA-financed feasibility study for the Subic-Clark-Batangas-Manila railway is likewise nearing completion and is expected to be submitted to the Department of Transportation.

“These are designed to have tangible impacts on both economic growth for the country and job creation here in the country, and doing it in a way that more closely ties the United States and the Philippines together,” Hardy said.

Building stronger partnerships

The LEC Investment Forum provided a platform for the Philippines, the United States, Japan, and private-sector investors to advance projects aimed at improving the country's infrastructure and strengthening its position in regional supply chains.

U.S. Ambassador to the Philippines Lee Lipton, who led the U.S. delegation, described the forum as a demonstration of the United States' commitment to creating new opportunities for American companies and advancing shared prosperity.

“The United States is all-in on the Luzon Economic Corridor because it’s good for the Philippines and good for America. It means more investment, stronger supply chains, and high-quality jobs in both our countries,” Lipton said.

The Philippines and the United States also signed the USD 60-million Philippines Energy Threshold Program through the Millennium Challenge Corporation during the event. The grant, approved in July, will support energy-sector reforms and the modernization of the Energy Regulatory Commission.

Philippines Jinboway Technology Ltd. Corporation (Jinboway) broke ground on September 3, 2026, marking the start of its P573-million expansion project at the Subic Bay Gateway Park. The expansion will add four new “smart” manufacturing facilities, which are expected to be completed within three years and generate approximately 1,000 additional jobs.

Jinboway Chief Executive Officer (CEO) Vicky Wei led the groundbreaking ceremony, with Subic Bay Metropolitan Authority (SBMA) Chairman and Administrator Eduardo Jose L. Aliño serving as guest of honor.

“Today’s groundbreaking is more than the rise of four new buildings; it is a reaffirmation that Subic Bay Freeport remains a top destination for serious investors committed to the future,” Aliño said.

Aliño also highlighted Jinboway’s significant growth since establishing its operations in the Freeport in 2019.

“Jinboway began modestly in 2019 with a 5,580-square-meter facility, built on the simple decision to trust this Freeport with real capital and real commitment. That trust has since grown into something far larger: an operation that today employs thousands of Filipino workers, and an expansion now backed by a five-million-dollar investment across four new buildings,” he said.

The four new facilities will manufacture a wide range of products, including sports and athletic goods; outdoor and waterproof bags; textile and garment products; hardware assemblies such as outdoor chairs; and electronic devices, including car chargers, smartphone wall chargers, massage chairs, and foot massagers.

The new facilities will likewise support the importation, transshipment, trading, and exportation of these products to international markets, further strengthening the Subic Bay Freeport’s role as a manufacturing and logistics hub.

Wei underscored the company’s remarkable expansion in the Freeport, noting that Jinboway has grown from operating in a rented space to establishing a large-scale manufacturing operation employing more than 3,400 workers.

“From starting in a rented space just a few years ago, we have expanded to a large factory employing more than 3,400 workers. This development signals that Subic Freeport is an ideal location for Jinbo, and Jinbo is a valued contributor to the Subic Economic Zone. We are committed to producing high-quality products and proving that the confidence placed in us is well founded,” Wei said.

Since establishing its operations in the Subic Bay Freeport Zone in 2019, Philippines Jinboway Technology Ltd. Corporation has grown into a major manufacturer of high-end outdoor products, including cut-and-sew soft bags and welded goods.

The company currently occupies a total subleased area of 28,234.19 square meters and employs more than 3,400 workers, representing substantial growth from its original 5,580-square-meter facility.

SBMA Authorizes SBITC to Collect Wharfage Fees at Port of Subic

The Subic Bay Metropolitan Authority (SBMA) and the Subic Bay International Terminal Corporation (SBITC) have formalized an agreement authorizing SBITC to collect wharfage fees on behalf of SBMA from port clients.

SBMA Chairman and Administrator Eduardo Jose L. Aliño and SBITC Head of Management Services and Government Affairs Henry Dungca signed the Memorandum of Agreement (MOA) on July 29, 2026, at SBMA’s Building 662. Dungca highlighted the operational impact, saying, “SBITC will collect wharfage fees on behalf of SBMA and ensure transparent, accountable remittances. This partnership goes beyond payment collection; it enhances service speed, simplifies procedures, and improves the overall experience for all port users.”

SBMA oversees the regulatory framework within the Subic Bay Freeport Zone, while SBITC, a subsidiary of International Container Terminal Services, Inc. (ICTSI), manages the New Container Terminals (NCT-1 and NCT-2). Last October, SBMA granted SBITC a 25-year concession extension, allowing them to operate the terminals through 2058.

Living up to its reputation as the “go-to” destination for athletes and sports organizers, this premier Freeport bagged the “Destination of the Year Award” for 2025 during the 7th Philippine Sports Tourism Awards held at the Manila Marriott Hotel in Metro Manila on August 24, 2026.

The Subic Bay Metropolitan Authority (SBMA) disclosed a robust 8% increase in consolidated gross revenue from its Port Operations Group, reaching Php 874 million in the first half of 2026, compared to Php 806 million in the same period last year.

This growth was propelled by stronger earnings in the Seaport and Trade Facilitation and Compliance Department (TFCD), despite ongoing global economic challenges.

SBMA Deputy Administrator III for Operations Group, Ronnie Yambao, attributed the positive performance to strategic initiatives that balanced growth with stakeholder support. “We successfully navigated a complex global environment while implementing discount measures totaling approximately Php 81 million. These were aligned with Executive Order No. 110 of President Ferdinand R. Marcos, Jr., aimed at mitigating disruptions caused by the fuel supply crisis linked to the Middle East conflict,” Yambao explained.

Breaking down the revenue contributions for H1 2026:

• The Seaport Department continued to be the primary revenue driver, contributing 78% of the consolidated gross income with Php 683 million—marking a 10% increase year-on-year. This growth was largely fueled by an 18% rise in non-containerized cargo, particularly bulk and break-bulk shipments, which surged 24%.

• Subic Bay International Airport accounted for 14% of the revenue, registering a slight 3% decrease due to lower leasing activities and reduced military logistics operations.

• SBMA's Trade Facilitation and Compliance Department recorded an impressive 17% revenue increase, boosted by the newly implemented Registration Certificate (RC) Policy, which introduced additional fees on trucks, heavy equipment, and regulated goods.

The notable increase in non-containerized cargo was further supported by an 88% surge in rice imports. This import growth was driven by proactive government measures to secure rice stocks ahead of the anticipated El Niño weather phenomenon.

The Department of Agriculture (DA) emphasized the critical importance of maintaining sufficient rice inventories in response to potential climate-related production impacts.

SBMA Chairman and Administrator Eduardo Jose Aliño highlighted the Agency’s resilience and adaptability amid a challenging environment. “Our first-half results underscore the strength and flexibility of the Port Operations Group. The Subic Bay Metropolitan Authority (SBMA) has further solidified its commitment to excellence and workplace safety by earning the prestigious ISO 45001:2018 certification from DQS Philippines.

The official awarding ceremony took place on Monday morning, August 3, 2026, at the SBMA corporate boardroom, Building 662. Presenting the certification was DQS Philippines Managing Director Romeo Zamora.

SBMA Chairman and Administrator Eduardo Jose L. Aliño expressed pride and resolve in accepting the certification. “I stand proud of all of you for this achievement. Securing another ISO certificate is more than an institutional milestone—it is a sincere public service commitment. HD Hyundai launches first Subic-built ship, marks return of large-scale shipbuilding

South Korean shipbuilding giant HD Hyundai Heavy Industries Philippines (HHIP) has launched its first vessel built in Subic, marking a major milestone in the revival of large-scale shipbuilding at the former Hanjin shipyard.

The Orion Jade, a 115,000-ton crude oil and product tanker, was launched on July 28 at the Agila Subic Shipyard in Redondo Peninsula, less than a year after HD Hyundai formally began shipbuilding operations at the sprawling facility.

Measuring 250 meters long, 42 meters wide and 21 meters deep, the vessel is the first ship fully constructed by HHIP at the Subic facility and signals the Korean shipbuilder's push to establish Subic as a major manufacturing base in Southeast Asia.

The vessel is also the first of four ships ordered by an Asia-based shipping company, with construction of the program beginning following the steel-cutting ceremony in September 2025.

HHIP President Im Dae Jun described the launch as a historic milestone for the company as it ramps up operations at the Subic shipyard.

The launching was witnessed by Finance Secretary Frederick D. Go, Republic of Korea Ambassador Lee Sang-hwa, Subic Bay Metropolitan Authority Chairman and Administrator Eduardo Jose L. Aliño, Customs Commissioner Ariel F. Nepomuceno, Botolan Mayor Jun Omar Ebdane and Olongapo City Mayor Rolen Paulino Jr., among other government and industry officials.

Go said the completion of the Orion Jade demonstrated how foreign investment commitments could translate into actual industrial projects, jobs and expanded manufacturing capability.

“The Orion Jade launch is a testament to our commitment to delivering projects that create quality jobs, enhance industrial capacity, and generate meaningful economic opportunities for Filipinos,” Go said.

Aliño, meanwhile, said the project reflected growing investor confidence in the Subic Bay Freeport and cited incentives provided under the CREATE MORE Law, or Republic Act No. 12066, as among the factors helping attract major investments.

The launch also represents a significant turnaround for the massive Subic shipbuilding facility, which is now being brought back into large-scale vessel production under HD Hyundai.

At the heart of the facility is a 550-meter dry dock, the largest in the Philippines, which will enable HHIP to build at least 10 ships annually beginning next year, according to SBMA.

Korean Ambassador Lee said the Filipino-built vessel also symbolized the expanding maritime and industrial partnership between South Korea and the Philippines.

“Maritime cooperation between our countries continues to grow, further strengthening mutual trust and sharing a promising future,” Lee said.

The project has already generated around 4,000 jobs, with HHIP planning to further expand its workforce as shipbuilding operations increase. The company has also partnered with the Technical Education and Skills Development Authority to develop training programs aimed at supplying skilled workers for the growing shipyard operations.

The Orion Jade's completion places Subic once again on the map of large-scale commercial shipbuilding, years after shipbuilding operations at the former Hanjin facility ceased.

US Pledges Over $100 Million for Subic Bay Infrastructure Upgrades

The United States has committed to delivering more than $100 million in new foreign assistance to upgrade infrastructure in Subic Bay, following a meeting between President Ferdinand Marcos Jr. and Secretary of State Marco Rubio in Manila on July 22.

The commitment was disclosed by U.S. State Department Spokesperson Tommy Pigott. The funding, to be pursued in coordination with the U.S. Congress, is intended to advance logistics and energy projects in Subic as part of the broader Luzon Economic Corridor, a trilateral infrastructure initiative involving the United States, Japan and the Philippines that links Subic Bay, Clark, Manila and Batangas.

A State Department fact sheet released in connection with Rubio's broader Southeast Asia trip specified that the funding will support upgrades to port facilities in Subic and a fuel storage terminal with a capacity exceeding 120 million liters.

The Subic pledge was raised in the same meeting in which Rubio and Marcos discussed the Philippines' expanding role in Pax Silica, a U.S.-led initiative to build secure semiconductor and artificial intelligence supply chains among allied nations.

According to the State Department, the two leaders also discussed the Philippines hosting Pax Silica's first Economic Security Zone, an AI and advanced manufacturing hub planned for New Clark City in Capas, Tarlac, separate from the Subic infrastructure funding.

The Port of Subic was recently identified as the logistics gateway for the Pax Silica initiative, positioning the Subic Bay Freeport to support the supply chain network the program is intended to build among participating countries.

The Subic funding announcement was made in the context of the corridor's upcoming inaugural Luzon Economic Corridor Investment Forum, scheduled for September, which the State Department readout said was also discussed during the meeting.

The State Department readout also noted that Rubio and Marcos discussed freedom of navigation and overflight in the South China Sea, the tenth anniversary of the 2016 Arbitral Award, and a five-year Health Strategic Objective Agreement between the two countries. (SNL)

SBMA releases ₱218-M revenue shares to contiguous LGUs

The Subic Bay Metropolitan Authority (SBMA) released a total of ₱218,115,671.26 in revenue shares to eight local government units (LGUs) contiguous to this premier freeport zone.

SBMA Chairman and Administrator Eduardo Jose L. Aliño said that this amount released on Tuesday, July 21, 2026, represents the revenue shares for the first semester of 2026, which is 10.24 percent higher than that of last year’s comparative period.

The recipient LGUs are Olongapo City, the municipalities of Subic, San Marcelino, Castillejos, and San Antonio in Zambales, and the towns of Dinalupihan, Hermosa, and Morong in Bataan.

Taking into account the population and land area, Olongapo was allocated the largest amount of ₱50,420,165.72, received by Olongapo City Mayor Atty. Rolen Paulino, Jr.

This was followed by Subic, Zambales, which received ₱32,871,521.46, accepted on behalf of Mayor Jonathan John Khonghun.

The remaining LGUs received their allocations as follows: Dinalupihan, Bataan, with ₱27,438,313.68, accepted on behalf of Mayor German Santos, Jr.; San Marcelino, Zambales, with ₱26,272,445.97, received by Mayor Elvis Soria; Hermosa, Bataan, with ₱23,422,520.27, accepted on behalf of Mayor Atty. Anne Adorable-Inton; Castillejos, Zambales, with ₱19,817,470.23, received on behalf of Mayor Jeffrey Khonghun; Morong, Bataan, with ₱19,340,287.10, received on behalf of Mayor Leila Linao-Muñoz; and San Antonio, Zambales, with ₱18,532,946.83, received by Mayor Dr. Arvin Antipolo.

The LGU shares are sourced from five percent corporate taxes paid by business locators in the Subic Bay Freeport. They are distributed among LGUs based on population (50%), land area (25%), and equal sharing (25%).

OIC-Deputy Administrator for Finance Editha Marzal, along with the finance team, led the distribution of the LGU shares.

Marzal noted that the net shares distributed to the LGUs include not only the current collection period’s allocations but also the 10 percent retention withheld during the first semester of the 2024 distribution.

According to Republic Act No. 9400, which amends RA 7227 or the Bases Conversion and Development Act of 1992, the SBMA is mandated to allocate two percent out of the five percent of gross income earned to LGU shares. (MPD-SBMA)

Subic Bay is set to play a central role in one of the region's biggest emerging supply-chain projects.

The Subic Bay Metropolitan Authority (SBMA) and the Bases Conversion and Development Authority (BCDA) have agreed to make the Port of Subic the preferred maritime gateway for Pax Silica, a US-led coalition working to secure global supply chains for artificial intelligence and semiconductors.

The Agreement

The partnership was sealed on July 20, 2026, when SBMA Chairman and Administrator Eduardo Jose L. Aliño and BCDA President and CEO Joshua M. Bingcang signed a Memorandum of Understanding at the Bonifacio Technology Center in BGC, Taguig City.

For SBMA, the designation is a significant vote of confidence. Aliño called it a "crowning recognition" of the port's potential role within the Luzon Economic Corridor

The SBMA Chairman noted that Subic Bay's deep-water port and shipyard facilities are built to move raw materials like nickel and copper efficiently, while also shuttling processed tech goods to and from the AI-native Economic Security Zone (ESZ) in New Clark City.

Bingcang echoed that outlook, describing the port as a strategic linchpin — one that can bring raw materials into the country and move finished products out to customers just as efficiently.

He tied the partnership to the Marcos administration's broader push for a whole-of-government approach to infrastructure and investment, framing it as a way to strengthen the Luzon Economic Corridor by knitting together ports, industrial hubs, and emerging tech ecosystems — and, in turn, generate jobs and long-term opportunities for Filipinos.

Also on hand for the signing were SBMA Senior Deputy Administrator for Operations Ronnie Yambao and BCDA Senior Vice President for Legal Services Atty. Diana Joyce N. Basco-Galera.

What Happens Next

The MOU sets a substantial amount of groundwork in motion. SBMA will need to identify and evaluate land and port areas under its jurisdiction that could support Pax Silica operations, while also assessing the infrastructure, utilities, logistics, and port support the initiative will require.

Beyond that, both agencies plan to look at land-use compatibility and traffic connectivity with their existing and planned development blueprints, and to share non-confidential information to help coordinate infrastructure planning.

Market sounding, logistics demand analysis, and potential development phasing are also on the agenda, along with exploring possible cooperation models or future project structures — all within the bounds of existing laws and policy.

The Bigger Picture: What Is Pax Silica?

Pax Silica launched in December 2025 as a US-led strategic coalition aimed at shoring up global supply chains for AI and semiconductor technology.

A United States delegation is eyeing more potential business opportunities here as part of a profile business mission in line with the initiatives of the Luzon Economic Corridor (LEC).

According to SBMA Chairman and Administrator Eduardo Jose L. Aliño, the delegates from the U.S. Northeast, Midwest, and West Coast regions visited on July 8, 2026 to participate in the said business mission that will strengthen partnerships, expand business opportunities, and foster a prosperous future for both U.S. and Philippine enterprises.

With the theme “Driving the Future of U.S.–Philippine Trade Through Innovation,” Aliño said that the mission reflects the SBMA's commitment to enhancing international cooperation and economic growth within the Subic special economic zone.

The delegation, composed of 25 executives and investors, conducted comprehensive discussions, site visits, and networking activities with SBMA officials and Subic company officials, all designed to showcase the potential and advantages of investing in the SBFZ.

Subic Bay Marks 10 Years of the South China Sea Arbitral Award with a Fleet-Wide Water Salute

Subic Bay was the scene of a striking maritime tribute on Sunday, July 12, as the Subic Bay Metropolitan Authority (SBMA) took part in the national commemoration of the 10th anniversary of the 2016 South China Sea Arbitral Award.

Twenty-eight vessels gathered in the bay for a coordinated water salute, joining similar observances happening across the country.

The tribute unfolded at 10:00 a.m. in front of the SBMA Administration Building. Six tugboats took center stage, spraying arcs of water into the air in a synchronized display, while all 28 participating vessels sounded their horns together in a shared moment of tribute to the landmark ruling.

The fleet itself told its own story of cooperation: eight Philippine Navy vessels, two United States Navy ships, three MARINA-accredited vessels, a squadron of tugboats, and a handful of commercial cargo ships that opted in voluntarily to stand in solidarity with the observance.

Answering a National Call

According to SBMA Senior Deputy Administrator for Operations Ronnie Yambao, the event came together after the Presidential Office for Maritime Concerns called on agencies nationwide to take part. Manila, Philippines – Government agencies and environmental groups held an inter-agency meeting at the Manila International Container Port (MICP) on July 6, 2026, to discuss matters concerning shipments of electronic waste (e-waste) into the Subic Bay Freeport Zone ( SBFZ).

Bureau of Customs Commissioner Ariel F. Nepomuceno said the meeting is part of the Agency’s efforts to resolve the e-waste issue, which environmental groups allege violates the Basel Convention, an international treaty adopted in 1989 to prevent wealthy nations from dumping toxic, explosive, and electronic waste in developing countries.

The inter-agency meeting initiated by the BOC was attended by the Subic Bay Metropolitan Authority (SBMA), the Department of Environment and Natural Resources (DENR), the Office of the Solicitor General (OSG), the Department of Foreign Affairs (DFA), the Philippine Economic Zone Authority (PEZA), as well as non-government organizations (NGOs) such as the EcoWaste Coalition and BAN Toxics.

The meeting focused on identifying appropriate courses of action and coordinating its next steps to address the issue. Participating agencies and organizations agreed to submit their position papers to facilitate a comprehensive evaluation of available legal, regulatory, and policy options. Discussions also covered measures to strengthen existing mechanisms and prevent similar future incidents.

According to Ban Toxics, Task Force End E-Waste Imports was created to stop the purported waste dumping by the United States (US) in Subic Bay Freeport.

The task force cited that since March 2025, 234 containers of suspected e-waste and a container van of plastic waste have been monitored as illegally shipped from the US into the Subic Bay Freeport Zone.

Meanwhile, SBMA OIC-Deputy Administrator (DA) for Regulatory Amethya Dela Llana assured that the companies importing e-waste here obtained Importation Clearance (IC) from the Department of Environment and Natural Resources - Environmental Management Bureau (DENR-EMB).

Since the US is one of only five United Nations member states that have not ratified the Basel Convention, the Task Force End E-Waste Imports said that companies importing from the US violate the Basel Convention.

Dela Llana added that the SBMA follows DENR Administrative Order No. 2013-22 (DAO 2013-22), the official policy regulating the “Revised Procedures and Standards for the Management of Hazardous Wastes” in the Philippines.

It serves as the procedural manual for implementing Title III of Republic Act No. 6969 (Toxic Substances and Hazardous and Nuclear Wastes Control Act of 1990).

Under Chapter 10 of DAO 2013-22, the order permits the importation of specific “recyclable materials”—such as electronic assemblies, scrap metals, and scrap plastics—but only if they are not contaminated by highly toxic components like lead, cadmium, mercury, or PCBs.

A Manila court order also ruled in favor of e-waste importation via the Subic Special Economic Zone. The court declared Subic a separate customs territory, which allows private importers to operate freely under DAO 2013-22.

During the meeting, the BOC cited that the Port of Subic is legally bound to comply with the decision and is constrained from taking further action beyond what the law permits. The BOC added that all actions taken by the Port of Subic have been in accordance with court rulings and existing laws, balancing customs enforcement with respect for the judicial process.

Commissioner Nepomuceno encouraged all agencies to remain steadfast in carrying out their respective regulatory functions despite the pending legal proceedings. The dialogue among government agencies and advocacy groups shall continue until a clear and lawful resolution is reached.

The participating agencies and environmental groups reaffirmed their commitment to maintaining close coordination, ensuring that all actions are consistent with existing laws, regulations, and national policies on environmental protection and responsible waste management. (MPD-SBMA)

DICT, SBMA lead GovNet site Subic Bay launch

In its thrust to boost connectivity between 47 government agencies for faster communication, the Department of Information and Communications Technology (DICT) and the Subic Bay Metropolitan Authority (SBMA) launched the Government Network (GovNet) Project in this premier Freeport.

Held at the Best Western Hotel on June 24, the GovNet interconnects national government agencies, local government units (LGUs), public schools, and state hospitals through a secure, high-speed fiber-optic network to streamline public services and data sharing.

“GovNet is more than infrastructure; it is the backbone of a unified digital ecosystem for government. As a high-speed interagency facility, it will connect 44 government agencies, ensuring faster communication, better coordination, quicker document processing, and easier access to online services,” SBMA Chairman and Administrator Eduardo Jose L. Aliño said.

Aliño said that GovNet will help modernize government operations and bring public services closer to the people, as the National Broadband Program (NBP) was created to bridge the digital divide, provide intervention policies, and infrastructure.

The National Broadband Plan (NBP) is the Philippine government’s strategic blueprint to build a nationwide digital infrastructure, accelerating the deployment of fiber optic cables and wireless technologies to provide universal, fast, reliable, and affordable internet services.

“Subic has long been recognized as a center for trade, logistics, investment, tourism, and innovation. But in today’s digital economy, roads, ports, and airports are no longer enough,” DICT Central Luzon Assistant Regional Director Atty. James Francis Villanueva said.

He added that digital infrastructure has become just as important as physical infrastructure, and through the GovNet, the department is helping to ensure that Subic Bay remains globally competitive and fully prepared for the opportunities of the digital economy.

The GovNet project provides a dedicated fiber-optic internet with bandwidth capacities reaching up to 10Gbps, which connects isolated agency databases to improve inter-agency communication and ease government transactions.

The Subic Bay Metropolitan Authority (SBMA) Ecology Center led the celebration of the Subic Bay Arbor Day 2026 at this premier Freeport, which kicked off on June 22.

Ecology Center Officer-In-Charge (OIC) Rossell L. Abuyo said that the annual Subic Bay Arbor Day, aiming to celebrate the forests, showcase local crafts and bounty, and strengthen the Subic Freeport community’s commitment to environmental sustainability, will end on July 10, 2026, featuring various environmental conservation efforts, including community lectures, exhibits, and tree-planting drives.

Themed “Our Forest, Our Craft, Our Bounty,” the celebration also includes a series of activities, such as Tree-Via Hunt: a three-week digital flash mob scavenger hunt in the Central Business District.

On June 23, around 592 individuals, consisting of SBMA employees, as well as employees from 106 SBFZ investors and companies, planted 834 saplings of various fruit-bearing trees like jackfruit, cashew, soursop, and lipote at the Mulawin Bayakan Reforestation Site of the Pastolan Village, an ancestral Aeta indigenous community in the SBFZ.

The tree-planting activity, called “Magtanum Kitamo: Subic Bay’s Arbor Day and Forest Bounty Showcase,” was attended by companies such as Subic Bay International Terminal Corporation, Philippine Coastal Storage & Pipeline Corporation, Subic Enerzone, and MSK Group Work Incorporated.

The Subic Bay Metropolitan Authority (SBMA) and the Bureau of Jail Management and Penology Regional Office III (BJMPRO-III) have signed a landmark agreement to help Persons Restored of Liberty (PRLs) reintegrate into the workforce, creating pathways to employment and social inclusion beyond incarceration.

SBMA Chairman and Administrator Eduardo Jose L. Aliño and BJMP Region 3 Director Jail Chief Superintendent Ma. Annie A. Espinosa formalized the Memorandum of Agreement (MOA) on June 4 at the SBMA Administration Building, with senior officials from both agencies in attendance.

Aliño said the Workplace Reintegration Program enhances public safety while extending rehabilitative efforts to PRLs.

“I strongly believe that it is not only our civic responsibility but more importantly, a just and humane act of service to our fellowmen,” he noted.

The program will facilitate skills-matching and employment opportunities within the Subic Bay Freeport Zone, enabling PRLs to become productive members of society.

Espinosa emphasized that the initiative reflects both institutions’ shared commitment to reformation beyond incarceration, empowering individuals with dignity, purpose, and responsibility.

Last year, SBMA also partnered with the Department of Justice-Parole and Probation Administration (DOJ-PPA) on a similar reintegration program, making SBMA the first government-owned and controlled corporation to support workplace reintegration for parolees, probationers, and pardonees.

The move positions BCDA staff to directly oversee Luzon Economic Corridor (LEC) projects, including the Subic-Clark-Manila-Batangas Railway and the Subic-Clark-Tarlac Expressway expansion.

Officials say the arrangement strengthens inter-agency cooperation and anchors Subic’s role in advancing national infrastructure priorities.

SBMA Chairman and Administrator Eduardo Jose L. Aliño and BCDA President/CEO Joshua M. Bingcang formalized the agreement in a Memorandum of Agreement (MOA) signed June 3 at the SBMA Administration Building, witnessed by senior officials from both agencies.

Australian Ambassador Marc Innes-Brown emphasized Subic Bay’s strategic importance in the Luzon Economic Corridor (LEC) during a meeting with Subic Bay Metropolitan Authority (SBMA) officials on June 2, following Australia’s formal entry into the regional partnership last month.

The LEC, launched in 2023 as a trilateral initiative among the Philippines, the United States, and Japan, connects four key hubs — Subic Bay, Clark, Manila, and Batangas — to strengthen supply chains and attract investment. Australia’s inclusion in May 2026 marks the first major expansion of the corridor, signaling broader international support.

Subic Bay Metropolitan Authority (SBMA) received a patient transport vehicle from the Philippine Amusement and Gaming Corporation (PAGCOR) during a turnover ceremony held at its head office in Pasay City on May 26, 2026.

PAGCOR President and Chief Operations Officer (COO) Atty. Wilma T. Eisma turned over the patient transport vehicle to SBMA Public Health and Safety Department (PHSD) Medical Services Division OIC, Dr. Arlene Gravina-Cesa.

SBMA Chairman and Administrator Eduardo Jose L. Aliño expressed his gratitude to PAGCOR for the patient transport vehicle, which will boost the efficiency of medical service delivery in Subic Bay Freeport.

“My heartfelt thanks to PAGCOR, especially to Chairman Alejandro H. Tengco, for providing the Freeport with a patient transport vehicle. This unit will certainly enhance the services of our Public Health and Safety Department (PHSD) during the scheduled, non-emergency transfer of clinically stable patients,” he said.

“Kay Mam Amy (Eisma), marami pong salamat at hindi pa rin kayo nakakalimot sa iyong dating tahanan, ang SBMA,” he added.

Meanwhile, according to Tengco, the donation is part of the agency’s broader efforts to make basic healthcare more accessible, ensuring that communities and sectors in need can receive urgent medical attention through these new patient transport vehicles.

“More than simply meeting targets, it reflects a clear commitment: to support healthier, more resilient communities by investing in essential services people rely on when it matters most,” he said.

The donation is one of many under PAGCOR’s ongoing nationwide program to distribute medical transport vehicles.
