The figure was in double digits in November 2011.&lt;/span&gt;&lt;br /&gt;

Leading the fall was a decline of nearly 74% in onion prices. Potatoes, too, were 34% cheaper compared with the same period last year. Similarly, vegetable prices showed a 50.22% decline.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/div&gt;&lt;div style="margin-bottom: 12pt; margin-left: 0in; margin-right: 0in; margin-top: 0in; text-align: -webkit-auto;"&gt;&lt;span style="font-family: Verdana, sans-serif;"&gt;However, hold the cheer. Experts say the fall is on account of a higher base last year than a fall in prices per se. A seasonal factor — improved supply at this time of the year — could also have a role to play.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/div&gt;&lt;div style="margin-bottom: 12pt; margin-left: 0in; margin-right: 0in; margin-top: 0in; text-align: -webkit-auto;"&gt;&lt;span style="font-family: Verdana, sans-serif;"&gt;“We will still see some deceleration in food prices in the next couple of weeks before the base effect peters out after which it will climb slowly,” said Saugata Bhattacharya, senior vice-president, Axis Bank.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/div&gt;&lt;div style="margin-bottom: 12pt; margin-left: 0in; margin-right: 0in; margin-top: 0in; text-align: -webkit-auto;"&gt;&lt;span style="font-family: Verdana, sans-serif;"&gt;The fight against inflation has been a top priority for the Reserve Bank of India (RBI) as is evident from the 13 rate hikes it made since March 2010.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/div&gt;&lt;div style="margin-bottom: 12pt; margin-left: 0in; margin-right: 0in; margin-top: 0in; text-align: -webkit-auto;"&gt;&lt;span style="font-family: Verdana, sans-serif;"&gt;Analysts say RBI’s target of 7% headline inflation — inflation based on the wholesale price index which measures changes in prices of different articles on a monthly basis before they reach the retail level — appears more realistic now. Food inflation accounts for about 14% of the entire WPI basket. Many believe inflation will fall below 7% levels and stay there until the first half of this year.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/div&gt;&lt;div style="margin-bottom: 12pt; margin-left: 0in; margin-right: 0in; margin-top: 0in; text-align: -webkit-auto;"&gt;&lt;span style="font-family: Verdana, sans-serif;"&gt;This could be a signal to the RBI to start bringing down key rates. In its monetary policy in December, the RBI said it pushed the pause button mainly on growth concerns. It also dropped hints that it might consider a cut in interest rates to boost growth.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/div&gt;&lt;div style="margin-bottom: 12pt; margin-left: 0in; margin-right: 0in; margin-top: 0in; text-align: -webkit-auto;"&gt;&lt;span style="font-family: Verdana, sans-serif;"&gt;Indranil Sengupta, India economist, DSP Merrill Lynch, expects the central bank to cut the repo rate, or the rate at which the RBI lends money to banks, by 200 basis points in the next financial year. &lt;div style="line-height: 15px;"&gt;&lt;span style="font-family: Verdana, sans-serif;"&gt;&lt;/span&gt;&lt;/div&gt;&lt;span style="font-family: Verdana, sans-serif;"&gt;1. सादा जीवन, उच्च विचार: उसके जीने का ढंग बड़ा सरल था. पुराने और मैले कपड़े, बढ़ी हुई दाढ़ी, महीनों से जंग खाते दांत और पहाड़ों पर खानाबदोश जीवन. जैसे मध्यकालीन भारत का फकीर हो. जीवन में अपने लक्ष्य की ओर इतना समर्पित कि ऐशो-आराम और विलासिता के लिए एक पल की भी फुर्सत नहीं. और विचारों में उत्कृष्टता के क्या कहने! 'जो डर गया, सो मर गया' जैसे संवादों से उसने जीवन की क्षणभंगुरता पर प्रकाश डाला था.&lt;/span&gt;&lt;br /&gt;

&lt;span style="font-family: Verdana, sans-serif;"&gt;7. भिक्षुक जीवन: उसने हिन्दू धर्म और महात्मा बुद्ध द्वारा दिखाए गए भिक्षुक जीवन के रास्ते को अपनाया था. रामपुर और अन्य गाँवों से उसे जो भी सूखा-कच्चा अनाज मिलता था, वो उसी से अपनी गुजर-बसर करता था. सोना, चांदी, बिरयानी या चिकन मलाई टिक्का की उसने कभी इच्छा ज़ाहिर नहीं की.&lt;/span&gt;&lt;br /&gt;
&lt;span style="font-family: Verdana, sans-serif;"&gt;8. सामाजिक कार्य: डकैती के पेशे के अलावा वो छोटे बच्चों को सुलाने का भी काम करता था. सैकड़ों माताएं उसका नाम लेती थीं ताकि बच्चे बिना कलह किए सो जाएं. सरकार ने उसपर 50,000 रुपयों का इनाम घोषित कर रखा था. उस युग में 'कौन बनेगा करोड़पति' ना होने के बावजूद लोगों को रातों-रात अमीर बनाने का गब्बर का यह सच्चा प्रयास था.&lt;/span&gt;&lt;br /&gt;

&lt;span style="font-size: small;"&gt; &lt;/span&gt;&lt;br /&gt;
&lt;span style="font-size: small;"&gt;The petitioner, Azhar Siddiq, pleaded the  court on Thursday to elicit the record of phone calls of Pakistan  cricket team captain Shahid Afridi and other players, &lt;i&gt;Samaa&lt;/i&gt; TV reports.&lt;/span&gt;&lt;br /&gt;
&lt;span style="font-size: small;"&gt; &lt;/span&gt;&lt;br /&gt;
&lt;span style="font-size: small;"&gt;The petition said the match was fixed to create friendly ties between archrivals India and Pakistan.&amp;nbsp;&lt;/span&gt;&lt;br /&gt;
&lt;span style="font-size: small;"&gt; &lt;/span&gt;&lt;br /&gt;
&lt;span style="font-size: small;"&gt;It also said that before start of the match, Afridi had talks with Interior Minister Rehman Malik and Information Minister Firdous Ashiq Awan on the telephone.&lt;/span&gt;&lt;br /&gt;
&lt;span style="font-size: small;"&gt; &lt;/span&gt;&lt;br /&gt;
&lt;span style="font-size: small;"&gt;On Wednesday, disciplined bowling by India saw them beat Pakistan by 29 runs to set-up a World Cup final against Sri Lanka in Mumbai on April 2.&lt;/span&gt;&lt;br /&gt;
&lt;span style="font-size: small;"&gt; &lt;/span&gt;&lt;br /&gt;
&lt;span style="font-size: small;"&gt;After India's 260 for 9 was built around man-of-the-match Sachin Tendulkar's 85, Pakistan were dismissed for 231 with a ball to spare after all of India's five bowlers took two wickets each.&lt;/span&gt;&lt;br /&gt;
&lt;span style="font-size: small;"&gt; &lt;/span&gt;&lt;br /&gt;
&lt;span style="font-size: small;"&gt;Prime Minister Yousuf Raza Gilani watched the Indo-Pak match in Mohali along with his Indian counterpart Dr Manmohan Singh, who had extended the invitation to both Pakistan President Asif Ali Zardari and Gilani simultaneously. &lt;/span&gt;&lt;br /&gt;

Indian American Intellectuals Forum, of which Narain Kataria is the President, has recently sent a letter to Dr Abdul Kalam, President of India, inviting his kind attention to the fact that several Ministries in the Government of India have stopped using the phrase 'SATYAMEVA JAYATE' in the National Emblem on Government Websites/ Documents. It is a well-known fact that our State Emblem is an adaptation from the Sarnath Lion Capital of Ashoka the Great. This was adopted by the Government of India on 26 of January, 1950. The words 'SATYAMEVA JAYATE' were inscribed underneath the Wheel of the Law (Dharma Chakra). The Research Wing of Indian American Intellectuals Forum headed by Ramesh Gathoria has identified more than 150 important official documents (I am listing a few below) on which the words 'SATYAMEVA JAYATE' have been omitted from the Government seal. I understand that Gathoria, is planning to visit India shortly in order to contact the appropriate Government officials to discuss this matter for ensuring necessary corrective action. It is a matter of national shame that when the issue was taken to the notice of the Ministry of Culture sometime ago, no action was taken on the ground that 'SATYAMEVA JAYATE' is irrelevant. Perhaps, they only believe in 'Asatyameva Jayate' in thought and action.&lt;br /&gt;
&lt;br /&gt;
It has been truly said that artists treat facts as stimuli for imagination, whereas the scientists use imagination to coordinate facts. I am neither an artist nor a scientist. And yet, the scale and the magnitude of the organized misdeeds of the UPA Government during the last two years have enabled me to acquire the skills of a minor artist and a minor scientist in the world of journalism - a world in which I am an untutored stripling. As an insignificant free lance journalist, I would allow my imagination to run free to describe in imaginary terms the sad plight of the Hindus in majority in &lt;st1:country-region&gt;&lt;st1:place&gt;India&lt;/st1:place&gt;&lt;/st1:country-region&gt; today. Based on my none-too fertile imagination I am presenting below what are all the lurid possibilities in which the UPA Government in New Delhi can ensure the total extinction of 'Sanatana Dharma' in India. Here is the thrilling and gripping imaginary story:&lt;br /&gt;
&lt;br /&gt;
a) The great Periyar - one of the greatest intellectual giants in the history of world civilization, paid his personal tribute to the Tamil Language in these words: 'Tamil is a barbarous language and Tamilians are barbarians'. The UPA Government deriving inspiration from this declaration of Periyar declared 'Sanskrit and Hindi' as barbarous languages and those Hindus who speak or study these languages are barbarians. It was not difficult for them to do so because of the recent declaration of Government that there would be an all-out effort to promote, foster and develop the Urdu language. To this language, UPA Government has also added 'Arabic' 'Persian' and, 'Latin' and has completely done away with Sanskrit and Hindi. The &lt;st1:place&gt;Tigris&lt;/st1:place&gt; and the &lt;st1:place&gt;Euphrates&lt;/st1:place&gt; rivers, unlike saffronized Communal Rivers like the Jamuna and the &lt;st1:place&gt;Ganga&lt;/st1:place&gt;, are secular, cosmopolitan, international and no less holy rivers.&lt;br /&gt;
&lt;br /&gt;
b) Another historic moment is the UPA's declaration of the Vedas, the Upanishads, and the Ramayana, the Mahabharata and the Baghavat Gita, all saffronized, communal, obsolete and obscurantist scriptures - as anti-national books proclaiming the message of unprovoked violence disturbing peace all over the earth. This is done taking note of great and noble scriptures like the Koran and the Bible as peace-promoting, love-fostering and humanity-embracing books giving the message of peace and goodwill among men not only in &lt;st1:country-region&gt;&lt;st1:place&gt;India&lt;/st1:place&gt;&lt;/st1:country-region&gt; but throughout the world - more especially in the &lt;st1:place&gt;Middle East&lt;/st1:place&gt;.&lt;br /&gt;
&lt;br /&gt;
c) A notification is issued by the Government of India to the effect that the execution of Saddam Hussain was brought about by the subterranean and underground activities of Hindu Fundamentalist Organizations like the RSS, the VHP, Bajrangdal, etc.&lt;br /&gt;
&lt;br /&gt;
d) An ordinance is passed removing the details of destruction of &lt;st1:city&gt;&lt;st1:place&gt;Temples&lt;/st1:place&gt;&lt;/st1:city&gt; and killing of Hindus by compassionate and peace-loving emperors like Mohammed of Gazni, Mohammed of Gori, Iltutmish, Balban, Allaudin Khilji, Timur, Babar, Aurangazib, Nadir Shah, Ahmed Shah Abdali and several other messengers of peace and compassion from the pages of history in the NCERT and other Text books.&lt;br /&gt;
&lt;br /&gt;
e) Government of India have issued an ordinance to the effect that all Pakistan citizens are qualified for dual citizenship rights on the humane consideration that their mother tongue is Urdu and many of their close relations are living in India.&lt;br /&gt;
&lt;br /&gt;
Let me now move from the world of my Fantasy and perhaps wild imagination to the world of ground level reality. There is no doubt that Hinduism has become a dirty word and all the politicians of &lt;st1:country-region&gt;&lt;st1:place&gt;India&lt;/st1:place&gt;&lt;/st1:country-region&gt; are keen on the Hindus learning to disown their identity. Renascent Hinduism will have to contend with these forces. It will have to overcome the forces of self-denigration and self-alienation. Those who are against &lt;st1:country-region&gt;&lt;st1:place&gt;India&lt;/st1:place&gt;&lt;/st1:country-region&gt; are even more opposed to Hinduism, a name for &lt;st1:country-region&gt;&lt;st1:place&gt;India&lt;/st1:place&gt;&lt;/st1:country-region&gt; at its deepest and most cultural and spiritual. Hinduism embodies &lt;st1:country-region&gt;&lt;st1:place&gt;India&lt;/st1:place&gt;&lt;/st1:country-region&gt;'s civilizational dimension and gives it cohesion, integrity, continuity and unity. They know that before they can subvert &lt;st1:country-region&gt;&lt;st1:place&gt;India&lt;/st1:place&gt;&lt;/st1:country-region&gt;, they must subvert Hinduism, that the country's balkanization is not possible without prior fragmentation of the Hindu society. Hence, their tenacious attack on Hinduism, their need to unleash caste politics. The game plan allows the talents of statesmen like Lalu Prasad Yadav’s, Ram Vilas Paswan’s, Arjun Singh’s, V P Singh’s, Antulay’s, Karunanidhi’s, etc. full scope for all their political designs. It also allows the Naxalite’s, Marxists, Macaulayite’s to make their full contribution. It allows &lt;st1:country-region&gt;&lt;st1:place&gt;Pakistan&lt;/st1:place&gt;&lt;/st1:country-region&gt;, petro-dollars, evangelists, liberation theologians and several other unnamed agencies to play a crucial role not always hidden. But let not these and other State-sponsored odds discourage us.&lt;/div&gt;&lt;div class="MsoNormal"&gt;Hinduism has survived in spite of them and it will grow strong in spite of them. Though Hinduism is weak in many ways, yet it is unshakably strong in spiritual knowledge and wisdom� � Indeed a Rock of the Ages.&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;

They consider the attainment of these objectives of vital importance for the welfare of the 600 million people of India and Pakistan.   &lt;/span&gt;&lt;/span&gt;&lt;p  style="font-family:trebuchet ms;"&gt;&lt;span style="font-size:100%;"&gt; (i) The Prime Minister of India and the President of Pakistan agree that both sides will exert all efforts to create good neighbourly relations between India and Pakistan in accordance with the United Nations Charter. They reaffirm their obligation under the Charter not to have recourse to force and to settle their disputes through peaceful means. They considered that the interests of peace in their region and particularly in the Indo Pakistan subcontinent and, indeed, the interests of the peoples of India and Pakistan were not served by the continuance of tension between the two countries. It was against this background that Jammu and Kashmir was discussed, and each of the sides set forth its respective position.   &lt;/span&gt;&lt;/p&gt;&lt;p  style="font-family:trebuchet ms;"&gt;&lt;span style="font-size:100%;"&gt; (ii) The Prime Minister of India and the President of Pakistan have agreed that all armed personnel of the two countries shall be withdrawn not later than 25 February, 1966, to the position they held prior to 5 August, 1965, and both sides shall observe the ceasefire terms on the ceasefire line.   &lt;/span&gt;&lt;/p&gt;&lt;p  style="font-family:trebuchet ms;"&gt;&lt;span style="font-size:100%;"&gt; (iii) The Prime Minister of India and the President of Pakistan have agreed that relations between India and Pakistan shall be based on the principle of noninterference in the internal affairs of each other.   &lt;/span&gt;&lt;/p&gt;&lt;p  style="font-family:trebuchet ms;"&gt;&lt;span style="font-size:100%;"&gt; (iv) The Prime Minister of India and the President of Pakistan have agreed that both sides will discourage any propaganda directed against the other country and will encourage propaganda which promotes the development of friendly relations between the two countries.   &lt;/span&gt;&lt;/p&gt;&lt;p  style="font-family:trebuchet ms;"&gt;&lt;span style="font-size:100%;"&gt; (v) The Prime Minister of India and the President of Pakistan have agreed that the High Commissioner of India to Pakistan and the High Commissioner of Pakistan to India will return to their posts and that the normal functioning of diplomatic missions of both countries will be restored. Both governments shall observe the Vienna Convention of 1961 on diplomatic intercourse.   &lt;/span&gt;&lt;/p&gt;&lt;p  style="font-family:trebuchet ms;"&gt;&lt;span style="font-size:100%;"&gt; (vi) The Prime Minister of India and the President of Pakistan have agreed to consider measures towards the restoration of economic and trade relations, communications as well as cultural exchanges between India and Pakistan, and to take measures to implement the existing agreements between India and Pakistan.   &lt;/span&gt;&lt;/p&gt;&lt;p  style="font-family:trebuchet ms;"&gt;&lt;span style="font-size:100%;"&gt; (vii) The Prime Minister of India and the President of Pakistan have agreed that they will give instructions to their respective authorities to carry out the repatriation of the prisoners of war.   &lt;/span&gt;&lt;/p&gt;&lt;p  style="font-family:trebuchet ms;"&gt;&lt;span style="font-size:100%;"&gt; (viii) The Prime Minister of India and the President of Pakistan have agreed that the two sides will continue the discussion of questions relating to the problems of refugees and evictions/illegal immigrations. They also agreed that both sides will create conditions which will prevent the exodus of people. They further agree to discuss the return of the property and assets taken over by either side in connection with the conflict.   &lt;/span&gt;&lt;/p&gt;&lt;p  style="font-family:trebuchet ms;"&gt;&lt;span style="font-size:100%;"&gt; (ix) The Prime Minister of India and the President of Pakistan have agreed that the two sides will continue meetings both at the highest and at other levels of matters of direct concern to both countries. Both sides have recognised the need to set up joint IndianPakistani bodies which will report to their governments in order to decide what further steps should be taken.   &lt;/span&gt;&lt;/p&gt;&lt;p  style="font-family:trebuchet ms;"&gt;&lt;span style="font-size:100%;"&gt; The Prime Minister of India and the President of Pakistan record their feelings, deep appreciation and gratitude to the leaders of the Soviet Union, the Soviet Government and personally to the Chairman of the Council of Ministers of the USSR for their constructive, friendly and noble part in bringing about the present meeting which has resulted in mutually satisfactory results. Geographically my State is contiguous to both the Dominions. It has jovial economical and cultural links with both of them. Besides my State has a common boundary with the &lt;/span&gt;&lt;st1:place&gt;&lt;st1:placename&gt;&lt;span style=""&gt;Soviet&lt;/span&gt;&lt;/st1:placename&gt;&lt;span style=""&gt; &lt;/span&gt;&lt;st1:placetype&gt;&lt;span style=""&gt;Republic&lt;/span&gt;&lt;/st1:placetype&gt;&lt;/st1:place&gt;&lt;span style=""&gt; and &lt;/span&gt;&lt;st1:country-region&gt;&lt;st1:place&gt;&lt;span style=""&gt;China&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:country-region&gt;&lt;span style=""&gt;. In their external relations the Dominions of India and &lt;/span&gt;&lt;st1:country-region&gt;&lt;st1:place&gt;&lt;span style=""&gt;Pakistan&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:country-region&gt;&lt;span style=""&gt; cannot ignore this fact. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=""&gt;I wanted to take time to decide to which Dominion I should accede, or whether it is not in the best interests of both the Dominions and my State to stand independent, of course with friendly and cordial relations with both. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=""&gt;I accordingly approached the Dominions of India and &lt;/span&gt;&lt;st1:country-region&gt;&lt;st1:place&gt;&lt;span style=""&gt;Pakistan&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:country-region&gt;&lt;span style=""&gt; to enter into Standstill Agreement with my State. The Pakistan Government accepted this Agreement. The Dominion of India desired further discussions with representatives of my Government. I could not arrange this in view of the developments indicated below. In fact the Pakistan Government are operating Post and Telegraph system inside the State. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=""&gt;Though we have got a Standstill Agreement with the Pakistan Government that Government permitted steady and increasing strangulation of supplies like food, salt and petrol to my State. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=""&gt;Afridis, soldiers in plain clothes, and desperadoes with modern weapons have been allowed to infilter into the State at first in Poonch and then in &lt;/span&gt;&lt;st1:city&gt;&lt;st1:place&gt;&lt;span style=""&gt;Sialkot&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:city&gt;&lt;span style=""&gt; and finally in mass area adjoining Hazara District on the Ramkot side. The result has been that the limited number of troops at the disposal of the State had to be dispersed and thus had to face the enemy at the several points simultaneously, that it has become difficult to stop the wanton destruction of life and property and looting. The Mahora powerhouse which supplies the electric current to the whole of &lt;/span&gt;&lt;st1:city&gt;&lt;st1:place&gt;&lt;span style=""&gt;Srinagar&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:city&gt;&lt;span style=""&gt; has been burnt. The number of women who have been kidnapped and raped makes my heart bleed. The wild forces thus let loose on the State are marching on with the aim of capturing &lt;/span&gt;&lt;st1:city&gt;&lt;st1:place&gt;&lt;span style=""&gt;Srinagar&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:city&gt;&lt;span style=""&gt;, the summer Capital of my Government, as first step to over-running the whole State. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=""&gt;The mass infiltration of tribesmen drawn from distant areas of the North-West Frontier coming regularly in motor trucks using &lt;/span&gt;&lt;st1:street&gt;&lt;st1:address&gt;&lt;span style=""&gt;Mansehra-Muzaffarabad   Road&lt;/span&gt;&lt;/st1:address&gt;&lt;/st1:street&gt;&lt;span style=""&gt; and fully armed with up-to-date weapons cannot possibly be done without the knowledge of the Provisional Government of the &lt;/span&gt;&lt;st1:place&gt;&lt;span style=""&gt;North-West Frontier  Province&lt;/span&gt;&lt;/st1:place&gt;&lt;span style=""&gt; and the Government of Pakistan. In spite of repeated requests made by my Government no attempt has been made to check these raiders or stop them from coming into my State. The Pakistan Radio even put out a story that a Provisional Government had been set up in &lt;/span&gt;&lt;st1:place&gt;&lt;span style=""&gt;Kashmir&lt;/span&gt;&lt;/st1:place&gt;&lt;span style=""&gt;. The people of my State both the Muslims and non-Muslims generally have taken no part at all. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=""&gt;With the conditions obtaining at present in my State and the great emergency of the situation as it exists, I have no option but to ask for help from the Indian Dominion. Naturally they cannot send the help asked for by me without my State acceding to the Dominion of India. I have accordingly decided to do so and I attach the Instrument of Accession for acceptance by your Government. The other alternative is to leave my State and my people to free-booters. On this basis no civilized Government can exist or be maintained. This alternative I will never allow to happen as long as I am Ruler of the State and I have life to defend my country. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=""&gt;I am also to inform your Excellency's Government that it is my intention at once to set up an interim Government and ask Sheikh Abdullah to carry the responsibilities in this emergency with my Prime Minister. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=""&gt;If my State has to be saved immediate assistance must be available at &lt;/span&gt;&lt;st1:city&gt;&lt;st1:place&gt;&lt;span style=""&gt;Srinagar&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:city&gt;&lt;span style=""&gt;. The circumstances of accession, the activities of the invaders which led the Government of India to take military action against them, and the assistance which the attackers have received and are still receiving from &lt;/span&gt;&lt;st1:country-region&gt;&lt;st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;Pakistan&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:country-region&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt; are explained later in this memorandum. These raiders had done a great deal of damage in that area and taken possession of part of the territory of the State. Intermediate towns and villages were sacked and burnt, and many people killed. Beyond Baramulla there was no major obstruction up to &lt;/span&gt;&lt;st1:city&gt;&lt;st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;Srinagar&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:city&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;. There was immediate danger of these raiders reaching &lt;/span&gt;&lt;st1:city&gt;&lt;st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;Srinagar&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:city&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;, destroying and massacring large numbers of people, both Hindu and Muslims. The State troops were spread out all over the State and most of them were deployed along the western border of &lt;/span&gt;&lt;st1:place&gt;&lt;st1:placename&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;Jammu&lt;/span&gt;&lt;/st1:placename&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt; &lt;/span&gt;&lt;st1:placetype&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;Province&lt;/span&gt;&lt;/st1:placetype&gt;&lt;/st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;. They had been split up into small isolated groups and were incapable of offering effective resistance to the raiders. Most of the State officials had left the threatened area and the civil administration had ceased to function. There was little doubt that these refugees would be massacred if the raiders reached &lt;/span&gt;&lt;st1:city&gt;&lt;st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;Srinagar&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:city&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p style="font-style: italic;" class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;"4. Immediately after the raids into the &lt;/span&gt;&lt;st1:place&gt;&lt;st1:placename&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;Jammu and Kashmir&lt;/span&gt;&lt;/st1:placename&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt; &lt;/span&gt;&lt;st1:placetype&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;State&lt;/span&gt;&lt;/st1:placetype&gt;&lt;/st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt; commenced, approaches were informally made to the Government of India for the acceptance of the accession of the State to the Indian Dominion. (It might be explained in parenthesis that &lt;/span&gt;&lt;st1:state&gt;&lt;st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;Jammu   and Kashmir&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:state&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt; form a State whose ruler, prior to the transfer of power by the &lt;/span&gt;&lt;st1:country-region&gt;&lt;st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;United Kingdom&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:country-region&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt; to the Dominions of India and &lt;/span&gt;&lt;st1:country-region&gt;&lt;st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;Pakistan&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:country-region&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;, had been in treaty relations with the British Crown, which controlled its foreign relations and was responsible for its defence. The treaty relations ceased with the transfer of power on 15 August last, and &lt;/span&gt;&lt;st1:state&gt;&lt;st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;Jammu and Kashmir&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:state&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt; like other States acquired the right to accede to either Dominion.) &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p style="font-style: italic;" class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;"5. Events moved with great rapidity, and the threat to the &lt;/span&gt;&lt;st1:place&gt;&lt;st1:placetype&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;Valley&lt;/span&gt;&lt;/st1:placetype&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt; of &lt;/span&gt;&lt;st1:placename&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;Kashmir&lt;/span&gt;&lt;/st1:placename&gt;&lt;/st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt; became grave. On 26 October, the ruler of the State, His Highness Maharaja Sir Hari Singh, appealed urgently to the Government of India for military help. He also requested that the &lt;/span&gt;&lt;st1:place&gt;&lt;st1:placename&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;Jammu and Kashmir&lt;/span&gt;&lt;/st1:placename&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt; &lt;/span&gt;&lt;st1:placetype&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;State&lt;/span&gt;&lt;/st1:placetype&gt;&lt;/st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt; should be allowed to accede to the Indian Dominion. An appeal for help was also simultaneously received by the Government of India from the largest popular organisation in &lt;/span&gt;&lt;st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;Kashmir&lt;/span&gt;&lt;/st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;, the National Conference, headed by Sheikh Mohammed Abdullah. The Conference further strongly supported the request for the State's accession to the Indian Dominion. The Government of &lt;/span&gt;&lt;st1:country-region&gt;&lt;st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;India&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:country-region&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt; were thus approached not only officially by the State authorities, but also on behalf of the people of &lt;/span&gt;&lt;st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;Kashmir&lt;/span&gt;&lt;/st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;, both for military aid and for the accession of the State to &lt;/span&gt;&lt;st1:country-region&gt;&lt;st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;India&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:country-region&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p style="font-style: italic;" class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;" 6. The grave threat to the life and property of innocent people in the &lt;/span&gt;&lt;st1:place&gt;&lt;st1:placename&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;Kashmir&lt;/span&gt;&lt;/st1:placename&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt; &lt;/span&gt;&lt;st1:placetype&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;Valley&lt;/span&gt;&lt;/st1:placetype&gt;&lt;/st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt; and to the security of the State of &lt;/span&gt;&lt;st1:state&gt;&lt;st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;Jammu and Kashmir&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:state&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt; that had developed as a result of the invasion of the Valley demanded immediate decision by the Government of India on both the requests. It was imperative on account of the emergency that the responsibility for the defence of the &lt;/span&gt;&lt;st1:place&gt;&lt;st1:placename&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;Jammu and Kashmir&lt;/span&gt;&lt;/st1:placename&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt; &lt;/span&gt;&lt;st1:placetype&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;State&lt;/span&gt;&lt;/st1:placetype&gt;&lt;/st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt; should be taken over by a government capable of discharging it. But, in order to avoid any possible suggestion that India had utilised the State's immediate peril for her own political advantage, the Government of India made it clear that once the soil of the State had been cleared of the invader and normal conditions restored, its people would be free to decide their future by the recognised democratic method of a plebiscite or referendum which, in order to ensure complete impartiality, might be held under international auspices. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p style="font-style: italic;" class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;"7. The Government of &lt;/span&gt;&lt;st1:country-region&gt;&lt;st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;India&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:country-region&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt; felt it their duty to respond to the appeal for armed assistance because : &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p style="font-style: italic;" class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;(1) They could not allow a neighbouring and friendly State to be compelled by force to determine either its internal affairs or its external relations; &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p style="font-style: italic;" class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;(2) The accession of the &lt;/span&gt;&lt;st1:place&gt;&lt;st1:placename&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;Jammu and Kashmir&lt;/span&gt;&lt;/st1:placename&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt; &lt;/span&gt;&lt;st1:placetype&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;State&lt;/span&gt;&lt;/st1:placetype&gt;&lt;/st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt; to the Dominion of India made &lt;/span&gt;&lt;st1:country-region&gt;&lt;st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;India&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:country-region&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt; really responsible for the defence of the State. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p style="font-style: italic;" class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;"8. The intervention of the Government of India resulted in saving &lt;/span&gt;&lt;st1:city&gt;&lt;st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;Srinagar&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:city&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;. The raiders were driven back from Baramulla to Uri and are held there by Indian troops. Nearly 19,000 raiders face the Dominion forces in this area. Since operation in the &lt;/span&gt;&lt;st1:place&gt;&lt;st1:placetype&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;Valley&lt;/span&gt;&lt;/st1:placetype&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt; of &lt;/span&gt;&lt;st1:placename&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;Kashmir&lt;/span&gt;&lt;/st1:placename&gt;&lt;/st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt; started, pressure by the raiders against the western and south-western border of the &lt;/span&gt;&lt;st1:place&gt;&lt;st1:placename&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;Jammu and Kashmir&lt;/span&gt;&lt;/st1:placename&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt; &lt;/span&gt;&lt;st1:placetype&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;State&lt;/span&gt;&lt;/st1:placetype&gt;&lt;/st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt; has been intensified. Exact figures are not available. It is understood, however, that nearly 15,000 raiders are operating against this part of the State. State troops are besieged in certain areas. Incursions by the raiders into the State territory, involving murder, arson, loot, and the abduction of women, continue. The booty is collected and carried over to the tribal areas to serve as an inducement to the further recruitment of tribesmen to the ranks of the raiders. In addition to those actively participating in the raid, tribesmen and others, estimated at 100,000, have been collected in different places in the districts of &lt;/span&gt;&lt;st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;West Punjab&lt;/span&gt;&lt;/st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt; bordering the &lt;/span&gt;&lt;st1:place&gt;&lt;st1:placename&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;Jammu and Kashmir&lt;/span&gt;&lt;/st1:placename&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt; &lt;/span&gt;&lt;st1:placetype&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;State&lt;/span&gt;&lt;/st1:placetype&gt;&lt;/st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;, and many of them are receiving military training under Pakistani nationals, including officers of the Pakistan Army. As already stated, the raiders who entered the &lt;/span&gt;&lt;st1:place&gt;&lt;st1:placename&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;Kashmir&lt;/span&gt;&lt;/st1:placename&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt; &lt;/span&gt;&lt;st1:placetype&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;Valley&lt;/span&gt;&lt;/st1:placetype&gt;&lt;/st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt; in October came mainly from the tribal areas to the north-west of &lt;/span&gt;&lt;st1:country-region&gt;&lt;st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;Pakistan&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:country-region&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt; and, in order to reach &lt;/span&gt;&lt;st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;Kashmir&lt;/span&gt;&lt;/st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;, passed through &lt;/span&gt;&lt;st1:country-region&gt;&lt;st1:place&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;Pakistan&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:country-region&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt; territory. The raids along the south-west border of the State, which had preceded the invasion of the valley proper, had actually been conducted from Pakistan territory, and Pakistan nationals had taken part in them. This process of transmission across Pakistan territory and utilisation of that territory as a base of operations against the Jammu and Kashmir State continues. Recently, military operations against the western and south-western borders of the State have been intensified, and the attackers consist of nationals of Pakistan as well as tribesmen. These invaders are armed with modern weapons, including mortars and medium machine-guns, wear the battle dress of regular soldiers and, in recent engagements, have fought in regular battle formation and are using the tactics of modern warfare. Man-pack wireless sets are in regular use and even mark V mines have been employed. For their transport the invaders have all along used motor vehicles. They are undoubtedly being trained and to some extent led by regular officers of the Pakistan Army. Their rations and other supplies are obtained from Pakistan territory. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p style="font-style: italic;" class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;"10. These facts point indisputably to the conclusion &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p style="font-style: italic;" class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;"(a) That the invaders are allowed transit across Pakistan territory; &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p style="font-style: italic;" class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;"(b) That they are allowed to use Pakistan territory as a base of operations; &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p style="font-style: italic;" class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;"(c) That they include Pakistan nationals; &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p style="font-style: italic;" class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;"(d) That they draw much of their military equipment, transportation, and supplies (including petrol) from Pakistan; and &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p style="font-style: italic;" class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;"(e) That Pakistan officers are training, guiding, and otherwise actively helping them. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p style="font-style: italic;" class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;"There is no source other than Pakistan from which they could obtain such quantities of modern military equipment, training or guidance. More than once, the Government of India had asked the Pakistan Government to deny to the invaders facilities which constitute an act of aggression and hostility against India, but without any response. The last occasion on which this request was made was on 22 December, when the Prime Minister of India handed over personally to the Prime Minister of Pakistan a letter in which the various forms of aid given by Pakistan to the invaders were briefly recounted and the Government of Pakistan were asked to put an end to such aid promptly; no reply to this letter has yet been received in spite of a telegraphic reminder sent on 26 December. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p style="font-style: italic;" class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;"11. It should be clear from the foregoing recital that the Government of Pakistan are unwilling to stop the assistance in material and men which the invaders are receiving from Pakistan territory and from Pakistan nationals, including Pakistan Government personnel, both military and civil. This attitude is not only un-neutral, but constitutes active aggression against India, of which the State of Jammu and Kashmir forms a part. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p style="font-style: italic;" class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;"12. The Government of India have exerted persuasion and exercised patience to bring about a change in the attitude of Pakistan. But they have failed, and are in consequence confronted with a situation in which their defence of the Jammu and Kashmir State is hampered and their measures to drive the invaders from the territory of the State are greatly impeded by the support which the raiders derive from Pakistan. The invaders are still on the soil of Jammu and Kashmir and the inhabitants of the State are exposed to all the atrocities of which a barbarous foe is capable. The presence, in large number of invaders in those portions of Pakistan territory which adjoin parts of Indian territory other than the Jammu and Kashmir State is a menace to the rest of India. Indefinite continuance of the present operations prolongs the agony of the people of Jammu and Kashmir, is a drain on India's resources and a constant threat to the maintenance of peace between India and Pakistan The Government of India have no option, therefore, but to take more effective military action in order to rid the Jammu and Kashmir State of the invader. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p style="font-style: italic;" class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;"13. In order that the objective of expelling the invader from Indian territory and preventing him from launching fresh attacks should be quickly achieved, Indian troops would have to enter Pakistan territory; only thus could the invader be denied the use of bases and cut off from his sources of supplies and reinforcements in Pakistan. Since the aid which the invaders are receiving from Pakistan is an act of aggression against India, the Government of India are entitled, under international law, to send their armed forces across Pakistan territory for dealing effectively with the invaders. However, as such action might involve armed conflict with Pakistan, the Government of India, ever anxious to proceed according to the principles and aims of the Charter of the United Nations, desire to report the situation to the Security Council under Article-35 of the Charter. They feel justified in requesting the Security Council to ask the Government of Pakistan : &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p style="font-style: italic;" class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;(1) To prevent Pakistan Government personnel, military and civil, &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p style="font-style: italic;" class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;from participating or assisting in the invasion of the Jammu and Kashmir State; &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p style="font-style: italic;" class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;(2) To call upon other Pakistani nationals to desist from taking any part in the fighting &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p style="font-style: italic;" class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;in the Jammu and Kashmir State; &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p style="font-style: italic;" class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;(3) To deny to the invaders : (a) access to any use of its territory for operations against Kashmir, (b) military and other supplies, (c) all other kinds of aid that might tend to prolong the present struggle. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p style="font-style: italic;" class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;"14. The Government of India would stress the special urgency of the Security Council taking immediate action on their request. They desire to add that military operations in the invaded areas have, in the past few days, been developing so rapidly that they must, in self-defence, reserve to themselves the freedom to take, at any time when it may become necessary, such military action as they may consider the situation requires. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p style="font-style: italic;" class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;"15. The Government of India deeply regret that a serious crisis should have been reached in their relations with Pakistan. Not only is Pakistan a neighbour but, in spite of the recent separation, India and Pakistan have many ties and many common interests. India desires nothing more earnestly than to live with her neighbour-State on terms of close and lasting friendship. Peace is to the interest of both States; indeed to the interests of the world. The Government of India's approach to the Security Council is inspired by the sincere hope that, through the prompt action of the Council, peace may be preserved. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;    &lt;p class="MsoNormal"&gt;&lt;span style=";font-family:&amp;quot;;font-size:10;"  &gt;&lt;span style="font-style: italic;"&gt;"16. '&lt;u&gt;Sirf Munna Not a bhai&lt;/u&gt;' '&lt;u&gt;13 saal ka vanvaas khatam&lt;/u&gt;' '&lt;u&gt;although found guilty for possession of armory, Sanjay can breath sigh of relief as all the TADA charges against him are withdrawn&lt;/u&gt;' And then many experts like Salman khan saying '&lt;u&gt;He is a good person. We knew he will come out clean&lt;/u&gt;' Mr. Big B '&lt;u&gt;Datt family and our family have relations for years he's a good kid. He is like elder brother to Abhishek&lt;/u&gt;'. Indian Major leading the operation lost his life in the process. Four others are injured.&lt;br /&gt;&lt;br /&gt;It was past midnight, I started visiting the foolish Indian channels, the ones who are 'Sabse TEZ', but Sanjubaba was still ruling. They were telling How Sanjubaba pleaded to the court saying 'I am the sole bread earner for my family' 'I have a daughter who is studying in US who will look after her'. And then they showed how Sanjubaba was not wearing his lucky blue shirt while he was hearing the verdict. Also how he went to every temple and prayed for last some months. A suspect in Mumbai bomb blasts, convicted under armory act...was being made into a hero.&lt;br /&gt;&lt;br /&gt;Sure Sanjubaba has a daughter; sure Sanjubaba did not do any terrorist thing as in bombing some place or hijacking an airplane etc. Possessing an AK47 is considered too elementary in terrorist community and also one who possesses an AK47 has a right to possess a pistol so that again is not such a big crime; Sure Sanjubaba went to all the temples; Sure he did a lot of gandhigiri but then..., people. Their aim was to show how he defied the TADA charges and they were so successful that his conviction in possession of armory had no meaning. They also concluded that his parents in heaven must be happy and proud of him.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;&lt;u&gt;Parents of Major Pitambare are still on this earth and they have to live rest of their lives without their beloved son. His daughter won't ever see her papa again.&lt;br /&gt;&lt;/u&gt;&lt;/strong&gt;&lt;br /&gt;Finally Sir Major Pitambare, to my generation there is no greater hero than one who laid his life in the name of this great nation.
