<p>William (Mr. Bill) Nolen, Jr. passed away on May 21, 2026 with his family by his side. Bill was born March 2, 1938 in Klamath Falls, Oregon. He served for the National Guard in Klamath Falls for 9 years.</p>



<p>Bill, and his wife, Marlene, moved to Janesville, California in 1992. They have been avid helpers with the HLVR Club.</p>



<p>A Celebration of Life will be held at 10:00 a.m. on June 20, 2026 at the Honey Lake Valley Assembly of God Church, 464-905 Standish Buntingville Road (A-3), Janesville, CA. Please bring your favorite potluck dish for after the service.</p>

<p><strong>Lassen Family Services, Inc.: Rape Crisis Coordinator</strong></p>



<p><strong>Position: </strong><br>Full-time Work hours may be variable and outside of the normal (8:00am &#8211; 5:00pm) workday to meet the requirements of the position.<br><br><strong>Starting Pay: </strong><br>$22.22 Maximum Pay: $27.28</p>



<p><strong>Job Description: </strong>Under the general supervision of the Deputy Director, this position is responsible for overseeing services, operations, and functions of Lassen Family Services’ Rape Crisis (RC) Program, provides crisis intervention, sexual assault education, counseling, resource, referral, accompaniment, medical, court, and law enforcement advocacy and accompaniment, and other follow up support services to victims of sexual assault in a Trauma-Informed care and advocacy-based counseling model. Documentation of services will include developing safety and case plans, completing progress notes, compiling data and information for reporting purposes, completing grant reports. Assists with Crisis Line and provides monthly support to “back-up” services. <strong></strong></p>



<p><strong>Reports to: </strong>Deputy Director, Executive Director</p>



<p><strong>Job Classification: Non-Exempt, Non-Supervisory</strong></p>



<p><strong>Essential Duties and Responsibilities May Include: </strong>(The following is generally representative of the duties and responsibilities of this job classification. It is not a complete description of all possible job assignments, nor is it restrictive as to job assignments and responsibilities which may be required of an incumbent.)</p>



<ul class="wp-block-list">
<li>Assists in designing and coordinating programs relevant to the needs of the targeted service area including outreach and program educational materials.</li>



<li>Assists in ensuring that grant objectives and work plans are accomplished.</li>



<li>Plans, develops, and coordinates the functions, operations, and services of the RC Program. </li>



<li>Evaluates services and provides recommendations to the Direct Services Program Supervisor/Executive Director.</li>



<li>Trains Crisis Intervention Peer Counselors on RC policies, procedures, and guidelines.</li>



<li>Ensures proper maintenance of facilities and equipment.</li>



<li>Maintains records and prepares reports.</li>



<li>Evaluates program outcomes and statistics to assure compliance with program funding.</li>



<li>Responsible for participant file review to ensure appropriate documentation, confidentiality, and compliance.</li>



<li>Compiles, copies, sorts, and files records of office activities.</li>



<li>Assists in the development of program budget and goals.</li>



<li>Assists in coordinating RC direct services and activities and encourages joint problem solving.</li>



<li>Assists with the recruitment, training, and retention of volunteers who work as advocates for victims. </li>



<li>Ensures casework records are kept to the required standard in compliance with grant goals and objectives and Lassen Family Services, Inc.’s policies and procedures.</li>



<li>Gather, organize, and present a variety of data and information related to victims of sexual assault and/or child abuse/neglect.</li>



<li>Conducts administrative and statistical analysis and studies to evaluate effectiveness, define problem areas, set standards according to grant guidelines, and develop recommendations for solutions.</li>



<li>Assists with the development and implementation of policies and procedures related to service delivery for victims.</li>



<li>Compiles statistical information and completes reports for grant compliance.</li>



<li>Provides direct services to victims including the assessment of needs through individual counseling, crisis intervention, and development of case management plans that address immediate and long-term needs, accompaniment and referrals to community agencies and resources.</li>



<li>Provides public education on issues related to sexual assault and the services offered at Lassen Family Services.</li>



<li>Attends conferences and workshops related to sexual assault, networks with other service providers, and maintains positive relationships with community agencies.</li>



<li>Attends and participates in staff meetings.</li>



<li>Be positive, proactive, and motivated.</li>



<li>Performs other duties as assigned.</li>
</ul>

<p><strong>Training/Experience/Education:</strong></p>



<ul class="wp-block-list">
<li>An associate’s degree in social work, psychology, or a related field is preferred. One year of experience in a related field and any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. </li>



<li>Completion of Lassen Family Services’ Crisis Intervention Peer Counselling Training must be obtained within 1 year of hire. Agency training provided.</li>



<li>CPR certified or completion of certification within 1 year of hire. Can be provided by agency.</li>
</ul>



<p><strong>Typical Physical Requirements: </strong>(<em>These are typical requirements, but Lassen Family Services, Inc., will discuss and make reasonable accommodations for job candidates and incumbents with disabilities.)</em>Sits for extended periods; frequently stands, walks, stoops, kneels and crouches to pick-up and/or move objects; normal manual dexterity and eye-hand coordination; and may occasionally lift and move objects weighing up to 25 lbs.</p>



<p><strong>Typical Working Conditions:</strong></p>



<p>Work may be performed in a variety of environments including Lassen Family Services locations, and other community organizations and businesses; may require frequent driving to different locations and sites throughout the service area and beyond; frequent contact and communication with other staff, the public, participants, and representatives of other agencies; work hours may be variable and outside the normal 8 am to 5 pm, Monday – Friday work schedule to meet the requirements of the position; incumbents are expected to be available on stand-by for crisis intervention responses at any time during specifically assigned time periods.</p>



<p><strong>Special Requirements:</strong></p>

<li>Possession of a valid California Driver’s License and insurance with acceptable DMV Record.</li>



<li>Acceptable State, CACI, and FBI criminal background check.</li>

<p>The City of Susanville’s Public Works Department has issued a progress report on Well 3, the city’s largest production well, which failed early last month.</p>



<p>According to city officials, repairs to Well 3 remain underway, and staff are continuing to closely monitor water storage levels throughout the system.</p>



<p>While current storage levels are adequate to meet both community demands and emergency response needs, upcoming warmer weather means outdoor water use will naturally increase. Because Well 3 is the city&#8217;s primary source of irrigation water during the summer months, local officials emphasize that continued conservation efforts are vital until the well is brought back online.</p>



<p>The city currently anticipates that repairs will be completed within the next 10 to 14 days.</p>



<p>While residents and businesses may continue normal daily water use, the city is officially requesting that customers voluntarily reduce their outdoor irrigation and landscape watering by approximately 25 percent. Property owners are also asked to promptly repair any known water leaks at their homes and businesses.</p>



<p>These temporary conservation measures are designed to help preserve water supplies and maintain safe storage levels during peak summer demand periods while the final stages of work are completed.</p>



<p>The City of Susanville expressed its appreciation to the community for its continued cooperation, patience, and conservation efforts during this time.</p>

<p>The Lassen County Fairgrounds has announced they will be hosting a big two-day Independence Day celebration in honor of the United States&#8217; landmark 250th birthday.</p>



<p>Community members and visitors are invited to gather for two full days of family-friendly activities, delicious food, live entertainment and spectacular fireworks.</p>



<p>The festivities kick off on Friday, July 3rd at 3:00p.m., featuring a packed afternoon of races, vendors and games. To top off the opening night, a grand fireworks display will light up the sky at around 9:30p.m., immediately following the conclusion of the evening&#8217;s races.</p>



<p>The celebration keeps rolling on Saturday, July 4th at 3:00p.m. with another round of exciting races, interactive activities and a wide variety of local vendors. As the sun sets, the band <em>Rummy</em> will take the stage, delivering a live musical performance starting at approximately 9:00p.m. to celebrate freedom in style.</p>



<p>Throughout both days, attendees can enjoy a fantastic lineup of food and entertainment, including classic Rotary Corn Dogs, Firehouse Grill favorites, Dippin&#8217; Dots and Kettle Corn. There will be bounce houses courtesy of Elevated Party Rentals and much, much more!</p>



<p>Bring your lawn chairs, gather your friends and family, and come celebrate America&#8217;s 250th birthday at the Lassen County Fairgrounds.</p>

<p><strong>Sierra Racing Association Will Present a Full Program</strong><br><strong>June 8, 1971</strong></p>



<p>THE SIERRA RACING ASSOCIATION will present a full program of racing at the fairgrounds on Sunday afternoon with time trials to start at 12 noon. This will be a make-up race for the washed out race scheduled for last Saturday night. In the picture above stock car drivers Verne Main, No. 74, Don Alexander, No. 40, and Tom Givens, No. 80, make it three abreast at the last race action. A new entry, car No. 10 driven by &#8220;Cannonball&#8221; Cady, will be seen in action in Sunday&#8217;s races.</p>

<p><strong>Racing Association Donates 2,000 for Fair Fencing <br></strong><em>FRED NAGEL, CENTER, treasurer of the Sierra Racing Association and Dewayne Blevins, right, board director, completed the donation of $2,000 to the Lassen County Fair recently. Al Martin, manager of the fair, accepting the check, expressed his thanks to the auto racing group.</em></p>



<p>&#8220;This money will pay for approximately 500 feet of steel fencing, gates and chutes, much of it already in use and used during our junior rodeo,&#8221; said Martin, who added that &#8220;this type of commitment to the Lassen County Fair will almost assure a favorable recommendation from the Little Hoover Commission now evaluating county fairs.&#8221;</p>



<p>Martin said any other individuals, groups or clubs who would like to contribute to the corral fund may contact him at the fairgrounds office. (<em>Advocate photos</em>).</p>

<p>June 4th, 2026<br><strong>Public Notice: Request for Proposals</strong></p>



<p>Project: Collaborative Dyer WUI Fuels Phase II and East Shore Shaded Fuel Break &#8211; Phase I Mastication </p>



<p>Lassen Fire Safe Council, Inc. and Plumas County Fire Safe Council are seeking proposals from qualified mastication operators to implement mastication treatments to reduce hazardous wildfire fuels in the Lake Almanor/ Westwood area. </p>



<p>The project covers approximately 1,400 acres of private timberlands between Canyon Dam and Westwood in Plumas and Lassen Counties.</p>



<p>A contractor tour is scheduled for 6/12/2026.</p>



<p>Bid Deadline: June 24th, 2026, at 5:00p.m.</p>
