This is a momentous step in the right direction that required substantial political will and vision.&lt;p&gt;For far too long, Washington, DC has struggled with teen pregnancy and the resulting fallout from it. The children of teen parents are more likely to be abused and neglected, go into foster care, wind up in trouble with the law, go to jail and/or become teen parents themselves. These problems take a tremendous toll on the city’s budget as well as representing a tragic waste of human potential.&lt;/p&gt;&lt;p&gt;With this new goal, Washington, DC has aligned itself with many local programs and philanthropists devoted to preventing teen pregnancy. Every February, the Mayor, the Chairman, myself as head of the Committee on Finance and Revenue, and Chief Financial Officer Nat Ghandi visit the three bond rating agencies - Standard and Poor's, Moody's, and Fitch Ratings.  The purpose of the meeting is to present the District's financial situation, which helps the rating agencies determine our bond rating.  Our bond rating is important for two reasons: it determines the amount of interest the District pays when borrowing money and it acts as a report card on our overall financial health.&lt;/p&gt;&lt;p&gt;At the beginning of our fiscal year on October 1, the District is authorized to borrow a large sum of money, typically several hundred of millions of dollars, for cash-flow purposes.  Over the course of the year, as our collections come in, the money is repaid.  Our big collection dates are January 15 (fourth quarter payments), March 15 (first half of property taxes), April 15 (income taxes), and September 15 (second half of property taxes).&lt;/p&gt;&lt;p&gt;Our bond rating determines the interest we pay on the money that we borrow - the higher the rating, the lower the interest.  For example, in the early- to mid-1990's, as the District's finances deteriorated, the bond rating fell to a "B," greatly increasing the interest we paid.  By 1995, our finances were so bad that we couldn't borrow money at all, which was the primary reason for the Control Board.  It was only when the Control Board came into existence in April of 1995 that the District could once again borrow money.&lt;/p&gt;&lt;p&gt;After the District met several criteria, the Control Board went dormant on September 30, 2001.  But what many people don't know is that it can be reactivated if any one of the following seven events occurs:&lt;/p&gt;&lt;p&gt;- Requisitioning by the Mayor of advances from the Treasury;&lt;br /&gt;
- Failure to provide sufficient revenue to the debt service reserve fund;&lt;br /&gt;- Default on borrowing;&lt;br /&gt;- Failure to meet payroll;&lt;br /&gt;- Existence of a cash deficit at the end of any quarter;&lt;br /&gt;- Failure to make required payments to pensions; or&lt;br /&gt;- Failure to make required payments to entity under interstate compact.&lt;/p&gt;&lt;p&gt;The Mayor and the Council must remain focused to ensure that none of these seven "deadly sins" occur.&lt;/p&gt;&lt;p&gt;Over the years, our bond rating has increased from "junk bond" status to an "A+" on our General Obligation bonds and the highest rating of "AAA" on our income tax bonds. The National Association of State Budget Officers (NASBO) has summarized the latest CBO report on the federal budget.&amp;nbsp;&amp;nbsp; While NASBO did not the discuss impact on the states, one can surmise it from what they did write about.&lt;p&gt;&lt;blockquote&gt;&lt;a href="http://nasbo.org/Publications/WashingtonReport/tabid/81/EntryId/808/CBO-Issues-Updated-Federal-Budget-Projections-Highlighting-Two-Drastically-Different-Futures.aspx"&gt;&lt;b&gt;&lt;u&gt;CBO Issues Updated Federal Budget Projections Highlighting Two Drastically Different Futures&lt;/b&gt;&lt;/u&gt;&lt;/a&gt;&lt;br /&gt;On January 31, the Congressional Budget Office released its 2012 budget and economic outlook showing that while 2012 is likely to produce the fourth consecutive year in which the federal government’s deficit topped one trillion dollars, the path for the federal budget in 2013 and beyond contains significant uncertainty. On one hand, if Congress were to allow current law to take place, referred to as CBO’s Baseline Projection, then 2013 would see the expiration of the 2001 and 2003 tax cuts along with implementation of the automatic budget cuts scheduled for January 1, 2013 that are the result of the failure of the Joint Select Committee. These items along with other provisions would reduce the deficit to below $600 billion in 2013 and continue reducing it to below $200 billion by 2018. However, such austerity, which CBO measured at $400 billion for 2013, could significantly impact economic growth and the unemployment rate. Growth in 2013 would fall to below 1.5 percent and unemployment would rise to above 9 percent. On the other hand, should Congress approve measures to undo this austerity, referred to as the Alternative Fiscal Scenario, economic growth will improve, possibly as high as four percent in 2013 but deficit levels will remain significantly elevated, remaining above $900 billion until 2017 when they would again be in excess of $1 trillion.&lt;p&gt;The report also notes that enhanced federal funding for Medicaid under the Recovery Act ($12 billion in 2011) will almost evaporate to $1 billion in 2012. Overall, federal spending on Medicaid will dip from $275 billion in 2011 to $262 billion in 2012, mostly because of this reduction in enhanced Recovery Act funding, although total spending is expected to increase significantly to $605 billion by 2022. Medicaid enrollment is projected to increase from 67 million in 2011 to 95 million in 2022, primarily due to provisions within the Affordable Care Act. Why are we looking again at this year’s budget? Two reasons: Chief Financial Officer Natwar Gandhi reported $42 million in additional revenue for this year, and certain programs need more money to operate, in what some like to call a "spending pressure."&lt;p&gt;DCFPI’s take? Let’s not make rash spending decisions. We’re only four months into our fiscal year. Let’s put the additional money aside until we get a clearer picture of what our spending pressures will be for the entire fiscal year.&lt;/p&gt;&lt;/blockquote&gt;&lt;/li&gt;&lt;p&gt;&lt;/p&gt;&lt;li&gt;&lt;b&gt;Committee on the Judiciary's hearings&lt;/b&gt;:&amp;nbsp;&amp;nbsp; The Committee on the Judiciary's &lt;a href="http://dcclims1.dccouncil.us/mendelson/archive_pr/COJ%20Hearing%20Overview%20Sheet/1.25.12%20COJ%20Hearing%20Overview%20Sheet.pdf"&gt;&lt;u&gt;regular legislative update&lt;/u&gt;&lt;/a&gt; (PDF) includes information about the FYs 2011 and 2012 oversight hearings.&lt;/li&gt;&lt;p&gt;&lt;/p&gt;&lt;li&gt;&lt;b&gt;More from CM Jack Evans on the budget&lt;/b&gt;:&amp;nbsp;&amp;nbsp; Ward 2 CM Jack Evans (chair of the Committee on Finance and Revenue) wrote this in his January 19 newsletter:&lt;blockquote&gt;Any of you who have heard me speak recently have probably heard me talk about the fact that the District of Columbia is in a better financial position than any other city, county, or state in the country.  Our finances remain strong and the development projects in our city are the envy of our neighbors.&lt;p&gt;I have the firm belief, however, that we would be doing even better if we had a more straightforward business regulatory structure and took steps to roll back some of the substantial disincentives to those who consider relocating to the District to start a business and raise a family, or who consider moving out of our city when they reach retirement age.  Therefore, in our next budget, I am recommending a number of specific proposals that I hope you will support.&lt;/p&gt;&lt;p&gt;First, our corporate income tax is a tremendous burden at 9.975%, much higher than the 6% Virginia charges and even the 8.25% levied by Maryland.  Particularly when times are tight, how can we expect a business to choose to sacrifice an extra 2-4% of their already slim profit for the privilege of doing business in our city?   I propose lowering this tax to 6%. Secondly, on a similar note, the District charges a tax of 9.975% on unincorporated businesses, while our neighbors do not.  We should phase out this tax entirely. &lt;/p&gt;&lt;p&gt;Third, our income tax is too high and is based on bad policy.  As I have said before, a member of the Council cannot claim to be in favor of small business and also of an increase in the income tax, which falls heavily on many small businesses.  I propose to create a more progressive income tax structure by lowering them - those earning above $350,000 would pay 8.5% rather than 8.95%; those earning between $100,000 and $350,000 would pay 8.0% rather than 8.5%; those earning between $40,000 and $100,000 would be placed in a new bracket and pay 7.5% rather than 8%; and those earning between $10,000 and $40,000 would be taxed at 5.5% rather than 6%.&lt;/p&gt;&lt;p&gt;Fourth, the District made a mistake by decoupling our local estate tax from the federal estate tax.  We should eliminate the District's estate tax to encourage our retirees to remain residents of the District, investing in our local economy and contributing to our civic and cultural life.&lt;/p&gt;&lt;p&gt;Fifth, we need to repeal the wrongheaded tax on formerly tax-free municipal bonds.  As predicted, the implementation of this tax appears to be resulting in an administrative nightmare.  For example, it is unclear whether taxpayers have enough information to determine whether a share held in an ostensibly grandfathered municipal bond mutual fund nevertheless has become partially taxable as the fund manager executes future trades.  This unfortunately may be just the first onslaught of many where the supposed grandfathering provision could be chipped away.&lt;/p&gt;&lt;p&gt;Sixth, we must sunset the sales tax increase as promised and lower it from 6% back to 5.75%. Part of why I was so skeptical of the deal to grandfather current holdings of municipal bonds while taxing new purchases is that I have been in the government long enough to see promises like this made, and promises broken.  The city promised it would sunset the sales tax increase this year, then broke this promise when the city decided it needed the money in order to pass the largest budget in our history.  We are only a quarter of the way through fiscal year 2012, and the mayor is already projecting $45 million in government overspending despite having raised every tax on the books.
