What Are Flock Cameras, and Why Are People So Worried About Them?

If you’ve driven Highway 13 or Highway 2 in Bayfield County lately, you may have passed one without knowing it — a small, solar-powered camera mounted on a pole, pointed at the road behind you. It photographed your license plate. It noted your car’s make, model, and color. It logged the time, the location, and any identifying details it could capture — a bumper sticker, a missing hubcap, a roof rack. Then it stored that image and sent it to a database.

Welcome to the world of Flock Safety.

Automated license plate readers have expanded rapidly across the country. One popular vendor — Flock Safety — boasts that over 5,000 law enforcement agencies and more than 6,000 communities now use their technology. Flock operates more than 40,000 ALPR cameras across the United States, using artificial intelligence to constantly record the plates, color, and make of passing vehicles. The cameras can also register unique features like missing hubcaps. By Flock’s own count, its cameras conduct more than 20 billion license plate reads per month. Governing + 2

That is an enormous amount of data about the movements of ordinary Americans who have done nothing wrong.

What the cameras actually do

Flock cameras are not traffic cameras in the traditional sense. They are not primarily watching for red-light runners or speeders. The cameras record license plates, vehicle color, make, model, and details like stickers or bike racks — and that data feeds into a searchable law enforcement database. When a plate associated with a stolen car or an outstanding warrant drives past, the system flags it. Police departments cite this as a genuine public safety tool, and it is. The cameras have been used to recover stolen vehicles, locate missing persons, and identify suspects in serious crimes. KQED

Flock says its data is automatically deleted after 30 days by default, that data sharing is off by default, and that every search is permanently logged in an immutable audit trail. The company does not use facial recognition. Those are meaningful guardrails — on paper. Home for All

The problem is what happened when the paper met reality.

The “National Lookup” problem

The core of the public’s apprehension isn’t what Flock cameras do locally. It’s what happens when those cameras are networked together across thousands of jurisdictions — and who gets access to that network.

Flock’s “National Lookup” tool enabled out-of-state and federal agencies to search license plate data across state lines, circumventing legal restrictions in states that had specifically prohibited such sharing. Public records obtained through freedom of information requests revealed that local and state police searched ALPR camera data more than 4,000 times for immigration-related reasons between June 2024 and May 2025 — despite state laws in Illinois and elsewhere explicitly prohibiting the use of ALPR data for immigration enforcement. In Bend, Oregon, the scale of the problem was documented in stark detail. Federal immigration officials — including agents from ICE, Customs and Border Protection, and Homeland Security Investigations — accessed the Bend Police Department’s Flock camera database 279 times in June 2025, during just the first three weeks of what was supposed to be a year-long program. The city shut the cameras down after discovering what had happened. FOX 11 Los Angeles

Richmond, California had a similar experience. The city’s police chief discovered that federal agencies had access to the data collected through a back-end “National Lookup” feature enabled by Flock Safety — inconsistent with city and state law. He directed that the cameras be disabled, and they have remained disabled ever since. FOX 11 Los Angeles

The abortion case that changed the conversation

Nothing crystallized the public’s concern more than what happened in Texas in the spring of 2025. A sheriff’s office in Johnson County, Texas searched data from more than 83,000 automated license plate reader cameras — spanning 6,809 different Flock networks, including states where abortion access is protected by law, such as Washington and Illinois — to track a woman suspected of self-managing an abortion. The stated reason logged in the search record was direct: “had an abortion, search for female.” PatchVenicenc

The sheriff initially said the search was a missing-person welfare check. Court records later obtained by the Electronic Frontier Foundation showed that police were conducting a “death investigation” and had discussed whether they could charge the woman with a crime. Flock said she was never charged. But the search had already happened. Eighty-three thousand cameras had already been queried — in states whose own laws were supposed to prevent exactly that kind of cross-border surveillance. Venicenc

The Electronic Frontier Foundation put it plainly: the systems built to track stolen cars and issue parking tickets have become tools to enforce the most personal and politically charged laws in the country. Patch

The pushback

The reaction has been swift in many communities. At least 30 localities — including Flagstaff, Arizona; Cambridge, Massachusetts; Eugene, Oregon; and Santa Cruz, California — have either deactivated their Flock cameras or canceled their contracts since the beginning of 2025. Citizens have taken matters into their own hands as well. Protesters have dismantled Flock cameras in at least five states, often following public outcry. CAYelp

Congress has taken notice. Ranking members of the House Oversight Committee launched a formal investigation into Flock’s role in “enabling invasive surveillance practices that threaten the privacy, safety, and civil liberties of women, immigrants, and other vulnerable Americans.” CNBC

Flock has responded with a series of changes. The company removed all federal organizations from statewide and national lookup networks and says federal agencies can no longer access those search tools. The company also announced features to block impermissible searches, require that all searches include a logged reason, and implement AI-driven audit alerts to flag suspicious activity. caaol

Flock’s spokesperson told Stateline that the company does not have a contractual relationship with ICE, that sharing with federal agencies is disabled by default, and that communities remain in control of their own data. She pointed to high-profile solved cases as evidence the technology works as intended. Edhat

Critics aren’t satisfied. The American Civil Liberties Union says Flock Safety’s cameras are giving even the smallest-town police chief access to an enormously powerful surveillance tool — and that the data continues to find its way to ICE regardless of the company’s stated policies. Edhat

What it means here

Bayfield County sits along two of the most traveled corridors in the region. Highway 13 and Highway 2 are not high-crime thoroughfares. They are the routes people use to get to work, to the lake, to the grocery store, to the doctor. The question the Dane County story raises — and the question residents along the South Shore should be asking — is not just whether Flock cameras reduce crime. It’s who has access to the data those cameras collect, under what rules, for how long, and whether those rules will hold when federal agencies come asking.

Those are not paranoid questions. They are questions that dozens of communities across the country asked too late.

If you’ve driven westbound on Highway 2 near the Great Lakes Visitor Center, you’ve passed one of them — a Flock Safety automated license plate reader, mounted roadside, quietly photographing the back of your vehicle and logging where you were and when.

Bayfield County has had these cameras since 2022. Since that year, county officials have installed five Flock Safety surveillance cameras — the Atlanta-based company that markets automated license plate reader systems to law enforcement agencies nationwide. apg-wi.com

Last week, officials in Dane County showed what happens when a local government decides enough is enough — and what happens when the company doesn’t cooperate.

The Dane County Board voted to end its contract with Flock Safety, with the contract expiring May 31. When the company failed to remove its 26 cameras by that deadline, Dane County Sheriff’s deputies put bags over all of them on the morning of June 5. The goal was to stop any continued data collection and pressure the company to finally retrieve its own hardware. WMTV 15 NEWS

The reason the county couldn’t just take the cameras down? Flock owns the cameras — they’re the company’s property, not the county’s — which meant the Sheriff’s Office couldn’t remove them unilaterally. WMTV 15 NEWS

This isn’t a one-county story. Verona went through the same thing. After that city’s contract ended, the cameras weren’t promptly removed either, and the city had to resort to covering them with bags. Mayor Luke Diaz said the company was not keeping data secure and was sharing it broadly — and that terminating a contract doesn’t mean Flock stops collecting data on its own. WKOW

The privacy concerns go deeper than whether individual agencies are misusing the technology. The ACLU of Wisconsin has documented that data collected by Flock cameras doesn’t just stay local — it can be shared across jurisdictions and accessed by outside agencies, including federal law enforcement like ICE and DHS. In addition to reading license plates, the cameras register vehicle color, make, model, stickers, damage, and other identifying characteristics. That information goes into a database accessible by police departments and federal agencies nationwide. WPR

More than 200 law enforcement agencies in Wisconsin use Flock cameras. Bayfield County Sheriff’s Office is one of them — and as of this writing, the county has not publicly addressed whether it intends to review that relationship. Spectrum News

The questions Dane County’s board raised are the same ones that apply here: Who controls the data after it’s collected? What happens to it when it’s shared with outside agencies? And if the county ever decides to end the contract, what assurance is there that Flock will actually remove the hardware?

Those are worth asking. The cameras on Highway 2 are still running.

If you’ve filled up lately, you already know gas prices are brutal. The national average has soared, with prices above $4 per gallon nationally — in some markets well above that — driven largely by the Iran war that began in February. President Trump floated a fix in May: suspend the federal gas tax. It sounds simple. It isn’t.

The federal gas tax currently runs 18.4 cents per gallon for regular gasoline and 24.4 cents per gallon for diesel. Lifting it would require an act of Congress, which has sole authority over federal taxation. That has never actually happened in the nearly century-long history of the tax, despite proposals from both parties.

On May 11, Senator Josh Hawley of Missouri introduced the Gas Tax Suspension Act, which would reduce the tax rate on gasoline and diesel to zero for at least 90 days. Republican colleagues in the House followed with companion bills. On the Democratic side, Senators Mark Kelly of Arizona and Richard Blumenthal of Connecticut had already introduced legislation to suspend the tax through October 1. So there’s bipartisan appetite — at least in the abstract.

Senate Majority Leader John Thune threw cold water on the idea almost immediately. “The gas tax of course pays for highways and bridges, and so if you suspend it, it means you don’t have the money going into the highway trust fund,” Thune said.

That’s the crux of the problem. The Highway Trust Fund — which pays for road construction and repairs across the country — is already running a $17 billion shortfall in 2026. Congress has to make up the gap with general taxpayer funds every year. A three-month suspension would create an additional $10.5 billion hole in the fund, including roughly $3 billion in interest costs on any borrowing needed to cover it. The Committee for a Responsible Federal Budget estimates that a gas tax holiday would cause the Highway Trust Fund to run dry seven weeks earlier than currently projected — and it’s already facing insolvency as soon as 2028.

For Wisconsin, that’s not an abstraction. The state receives hundreds of millions annually from the Highway Trust Fund for road and bridge maintenance. Anyone who has driven Highway 2 along the South Shore knows what deferred infrastructure investment looks like.

The savings to drivers are also smaller than the political rhetoric suggests. At 18.4 cents per gallon, a full pass-through of the tax cut would save a typical driver less than $9 per month — assuming gas stations actually lower prices rather than pocket the difference, which past gas tax holidays suggest is not guaranteed.

Opposition is coming not just from Democrats but from Republican-leaning industries. Trucking and construction trade groups are both pushing back, warning that without replacement funds, highway safety and infrastructure projects would be undermined.

The gasoline tax hasn’t been raised since 1993. Adjusted for inflation, it has lost almost half its value since then — which is a large part of why the Highway Trust Fund can’t pay its own bills anymore. A temporary holiday would make a structural problem worse, not better.

The hearing clip making the rounds on social media — Treasury Secretary Scott Bessent sparring with Connecticut Congressman John Larson over whether he supports eliminating the gas tax — is a sideshow. The real question is whether Congress will pass any gas tax relief, who pays for the Highway Trust Fund shortfall if they do, and what that means for infrastructure in states like Wisconsin that depend on federal road dollars.

As of early June, no bill has cleared committee in either chamber.

Senator Elizabeth Warren wants to put a per-kilowatt-hour excise tax on the energy that AI data centers consume — and pair it with a wealth tax on tech billionaires — with the revenue earmarked for workers displaced by automation. The proposal is getting predictable reactions from predictable corners. But before the argument turns entirely into a partisan food fight, it’s worth understanding what the electricity data actually shows.

Warren outlined the plan in a Time magazine op-ed published May 27, calling for a scaled excise tax on data center energy consumption — the bigger the operation, the more they pay — alongside a wealth tax targeting major AI-sector beneficiaries. Revenue would fund universal healthcare, free higher education, and expanded unemployment insurance for workers displaced by automation. American tech companies have eliminated more than 113,000 jobs in 2026, and tech-sector unemployment has climbed to 5.8%, its highest level since the dot-com bust. NBC4 WashingtonNBC4 Washington

The statistic at the center of the political fight is a 267% electricity price increase. Warren’s critics say she’s lying — that the number refers to wholesale nodal power prices near data centers, not what residents pay on their bills. That’s a fair technical point, as far as it goes.

It doesn’t go very far. The original Bloomberg News analysis examined wholesale electricity prices at 25,000 grid nodes and found costs had risen as much as 267% near major data center clusters since 2020. Bloomberg reported explicitly that those wholesale costs are passed on to households and businesses through their utility bills. In the PJM Interconnection — a grid covering 13 states in the Midwest and Northeast, a hotspot for data center construction — an independent monitoring report found data center-driven demand had already pushed up consumer power bills by $13.8 billion. aolAmerican Civil Liberties Union

Retail electricity prices rose 7% in 2025 alone, part of a nearly 40% climb since 2021 that makes this decade the fastest period of electricity price growth on record. Data centers are not the only factor — extreme weather, utility capital spending, and delayed coal plant retirements all play a role. But they are a significant one, particularly in regions with concentrated data center activity. American Civil Liberties Union

Warren’s 267% figure represents the worst-case end of a real range, not a national average. That’s a legitimate criticism of how she’s using the number. The claim that residential customers aren’t feeling data center-driven electricity costs at all, however, is contradicted by the same Bloomberg analysis her critics cite. The data says what it says. It’s a matter of how precisely you characterize it.

The complication is timing. In the short run, at the local level, consumers near data center hubs bear the brunt of regional electricity demand spikes. The long-run economics of more generation coming online tend to favor lower prices — but infrastructure takes years to build, and the gap is real in the meantime. aol

Wisconsin doesn’t have a Virginia-scale data center build-out problem yet. But the broader question Warren is raising — who pays for the energy infrastructure the AI boom requires, and who benefits from it — is going to show up in state rate cases and utility commission proceedings across the country, including here. A Supreme Court Case Coming Out of Mississippi Could Reshape How Votes Are Counted This November

The Supreme Court is sitting on a decision that could change how mail ballots work in 15 states and the District of Columbia — and it has to come down before summer is out. The case is Watson v. Republican National Committee, argued March 23, and a ruling is expected by the end of June. That’s tight, by design. The ruling needs to come early enough to govern the counting of ballots in the 2026 midterm elections. globalnews

The case originates from a challenge by state and national Republicans to a Mississippi law that allows ballots postmarked by Election Day to be counted as long as they arrive within five business days afterward. The legal question is narrower than the politics around it: does the federal statute establishing a single national Election Day mean that ballots must be received by that date, or just cast by it? The Fifth Circuit ruled that Mississippi’s law is preempted by federal law, holding that ballots must be received and counted on Election Day itself. Mississippi appealed to the Supreme Court. During oral arguments, Justices Clarence Thomas, Samuel Alito, and Neil Gorsuch all signaled they were ready to rule against Mississippi’s law. Justice Alito questioned whether Election Day still meant anything as a fixed point in time. The court’s three liberal justices signaled the opposite. Chief Justice Roberts and Justices Kavanaugh and Barrett did not reveal their positions clearly. aol

Mississippi is one of 15 states and the District of Columbia with such grace period laws. Illinois, notably, allows mail ballots to arrive up to 14 days after Election Day. California has similar provisions. The tweet calling this a ruling on California’s “election month shenanigans” is getting ahead of what the Court has actually decided — nothing yet — but the potential reach is real. globalnews

Wisconsin, for its part, is not directly in the crosshairs. Wisconsin already requires mail ballots to be received by Election Day, as do most swing states including Michigan and Pennsylvania. A ruling against grace periods would not immediately change Wisconsin law. Law Forward, a Wisconsin voting rights organization, noted in April that the case is “not likely to immediately impact Wisconsin law” but warned it could give momentum to bills already circulating in the Legislature to further restrict absentee voting. The wrinkle that cuts across partisan lines involves military and overseas voters. With a ruling expected before month’s end, military families are pressing the Court to carve out protection for service members voting from overseas postings, arguing that sailors and soldiers shouldn’t lose their votes because their country sent them somewhere difficult to reach. Defending the Mississippi law, that state’s solicitor general pointed out that the Trump administration and its allies in the case have yet to produce a single documented case of fraud due to late-arriving mail ballots. Many legal observers expect the Court to rule against the grace periods. If that happens, voters in affected states who relied on the grace period would need to vote in person, drop ballots at designated locations, or mail them earlier — adjustments that fall harder on rural voters who face longer delivery times and fewer in-person options. John Bolton, who served as national security advisor to President Donald Trump during his first term, has agreed to plead guilty to a federal felony charge stemming from his mishandling of classified information, multiple outlets reported Thursday morning.

Bolton intends to plead guilty to one felony count of illegal retention of sensitive national security documents and has agreed to pay a fine of more than $2 million. A rearraignment — which typically signals a plea agreement — is scheduled for June 26 in federal court in Greenbelt, Maryland. CNNWAFB

The deal resolves a criminal case filed in October that charged Bolton with 18 counts of either retaining or disseminating classified information, including diary-like notes from his time in government that officials say he shared with his family members as he was preparing a memoir about his time in office. Prosecutors accused Bolton of sharing more than a thousand pages of information about his day-to-day activities as National Security Advisor — including material classified up to the TOP SECRET/SCI level — with two unauthorized individuals, identified as his wife and daughter, neither of whom held security clearances. The alleged transmission of classified information is not expected to be part of the charges he pleads guilty to. CNNCNN

A conviction on one count of illegal retention carries a sentence of between zero and 60 months in prison. The fine under the agreement is $2.25 million. CNN

The political context here is impossible to ignore. Trump made no effort to hide his contempt for Bolton, who warned during the 2024 election cycle that Trump was “unfit to be president.” The president responded with an endless stream of insults and complaints about his former aide. Trump had long been calling for Bolton to be arrested over his 2020 memoir that was highly critical of the president, claiming Bolton should have gone to jail because classified information was contained in it. When Bolton was indicted in October 2025, he called the charges a form of political retribution. MS NOWCNN

A fair reading of this case has to hold two things at once. The underlying conduct — sharing top-secret diary notes with family members who lacked clearances, for years — is a serious breach of the law regardless of who prosecuted it. At the same time, the prosecution of a prominent Trump critic by a Trump Justice Department, on charges that parallel cases the administration has declined to bring or has resolved more leniently against Trump allies, is a legitimate question of equal application of the law. Notably, former CIA Director David Petraeus faced similar allegations but pleaded guilty only to a misdemeanor, while Bolton is poised to admit to a felony. MS NOW
