         <title>TIA-1121.000-A "Overview for Ultra Mobile Broadband (UMB) TDD Air Interface Specification"</title>
         <description>The requirements in this family of standards (TIA-1121) ensure that a compliant access terminal can obtain service through any access networks conforming to this specification. They are primarily oriented toward requirements necessary for the design and implementation of access terminals. As a result, detailed procedures are specified for access terminals to ensure a uniform response to all access networks. Access network procedures, however, are specified only to the extent necessary for compatibility with those specified for the access terminal.
The standards include provisions for future service additions and expansion of system capabilities. The architecture defined by these standards permits such expansion without the loss of backward compatibility to older access terminals.
The standards are based upon spectrum allocations that have been defined by various governmental administrations. Those wishing to deploy systems compliant with these standards should also take notice of the requirement to be compliant with the applicable rules and regulations of local administrations. The ITU-T recommendation only specifies syntax elements and decoding process under lossless condition. However, parts of video information for 3GPP2 Packet Switched Multimedia (PSM) Services may be lost due to latency, over the air loss, etc. Therefore, this specification provides informative recommendation of H.263 decoding when parts of video information for 3GPP2 PSM services are lost.</description>
