								<content:encoded><![CDATA[<p>TAMPA, Fla. (WFTS) &mdash; Palencia Apartments resident Ashley said she and her children didn&rsquo;t mind the ducks that roam her the area and surrounding duck ponds.</p>
<p>That is, until one of them turned aggressive.</p>

<p>&ldquo;He was getting on top of vehicle,&rdquo; Ashley said. &ldquo;He was coming up to you.&rdquo;</p>
<p>She said her family couldn&rsquo;t leave the apartment without the duck lunging at them and reported the problem to management.</p>
<p>&ldquo;They said they heard other complaints that other people have been attacked by the duck they said, &lsquo;We are working on it,&#8217;&rdquo; Ashley said.</p>
<p>But weeks later, the duck&rsquo;s bizarre behavior escalated to an all-out attack after Ashley got out of her car.</p>
<p>&ldquo;He lunged towards me and he grabbed on to my pant leg and I was dragging him around the car,&rdquo; she said.</p>
<p>Ashley said she managed to shake the duck loose, but then he jumped into her car.</p>

<p>&ldquo;He pooped all over the car seat and he scratched up the dashboard,&rdquo; Ashley said.</p>
<p>ABC Action News contacted Palencia Apartment&rsquo;s management office and asked what it was doing about the problem duck. Management did not respond, but days later it sent trappers to safely relocate the most aggressive ducks.</p>
<p>Ashley said it&rsquo;s the first time in weeks she and her family have been able to come and go from their home without watching over their shoulders.</p>

The Tampa Housing Authority is now relocating public housing residents into the building after a two-year delay due to legal battles with contractors, one of whom was involved in affordable housing fraud. <p>TAMPA &mdash; After two years of delay, a crooked contractor that was fired twice and at least two lawsuits, low-income families and renters are finally moving into a new $26 million apartment block on the edge of downtown Tampa.</p>
<p>The Tampa Housing Authority began last week relocating families to the troubled Tempo at Encore, a seven-story complex will provide much-needed subsidized housing for about 132 families and also include 71 apartments that will be offered at market rates.</p>
<p>A litany of construction problems meant frustrating delays for residents. More than 7,000 families are on the waiting list to live in one of the 132 subsidized apartments. Overall, almost 30,000 people are on the Housing Authority&#8217;s waiting list for low-cost housing.</p>
<p>&quot;Its&rsquo; so important to get a place you can afford,&quot; Moore said. &quot;It&#8217;s a quality building with amenities and close to jobs. All of them are factors related to why people would wait.&quot;</p>
<p>Tempo is part of the agency&#8217;s signature $425 million urban renewal project to replace the Central Park Village public housing project. It includes a swimming pool, fitness center, a community building with a computer lab and an outdoor area to watch movies.</p>
<p>But problems became apparent in June 2016 when the Housing Authority fired the contractor, the Siltek Group. The building was about 75 percent complete but officials cited shoddy workmanship, failure to provide enough workers and a lack of cooperation with building inspectors.</p>
<p>Another worry: Siltek founder Rene Sierra was working as project manager even after he had pleaded guilty in a multi-million dollar kickback scheme involving affordable housing in South Florida. He was later sentenced to three years of probation, including six months of home detention with electronic monitoring and was ordered to repay $1.2 million to the government.</p>
<p>The Housing Authority and its development partner, Banc of America Community Development Corp, sued Siltek hoping to recover some costs. The saga didn&#8217;t end there.</p>
<p>In January 2017, project underwriter Berkley Surety hired Tron Construction, a firm owned by Sierra&#8217;s wife that operates out of the same office, to take over the project. Five months later, the Housing Authority also fired Berkley and Tron, whose workers were escorted off the construction site. Officials said many of the building&#8217;s windows had to be replaced because they were prone to leaks. The separate clubhouse/community room building had to be demolished and restarted.</p>
<p>A second lawsuit, this time naming Berkley and Siltek as defendants, followed. Both cases are still ongoing.</p>
<p>The Tempo was finished by KAST Construction. The estimated $10 million cost was covered through leftover funds, with the shortfall being made up by the Housing Authority&#8217;s development partner.</p>
<p>&quot;It was a lot of headaches but we got what we want,&quot; Moore said.</p>
<p>Tempo&#8217;s mixture of subsidized housing and market rate rents is intended to avoid creating pockets of poverty that characterized the large housing projects of the 1940s and 50s.</p>
<p>Among those signing leases for a market-rate apartment on Thursday was Jose Rivera, 29 and Junia Rivera, 34. The couple wed three years ago but until recently had been unable to afford their own place. Monthly rents at Tempo range from $960 for a one bedroom apartment to $1,375 for three bedrooms.</p>
<p>&ldquo;We&rsquo;re more excited than our faces can show,&rdquo; said Jose Rivera.</p>
<p>But leasing staff at Tempo had no available apartment for Patricia Wolf, who has been homeless since June and is looking for subsidized accommodation.</p>
<p>She was widowed at the age of 37 and focused on working and raising her children. Now 62, she is on disability because of health problems with her liver. She has been staying with family and friends, a situation that led her doctor to prescribe her anti-depressants.</p>
<p>&ldquo;I&rsquo;ve just been going from one place to another,&rdquo; she said.&ldquo;I&rsquo;ve never been depressed my whole life.&rdquo;</p>

								<content:encoded><![CDATA[<p>TAMPA BAY, Fla. – A private study commissioned by the Tampa Bay Rays sheds light on the type of development the team was – and still may be – targeting around a new ballpark in Ybor City.</p>
<p>10Investigates obtained the May 2018 report through a public-records request to the Tampa Sports Authority, which has assumed the position of lead public agency on Tampa stadium conversations.</p>
<p>The report by RCLCO Real Estate Advisors details growth and development opportunities around Ybor City, including a possible new hotel, conference center and music venue adjacent to a stadium.</p>
<p>It also goes into detail regarding what a new Ybor City ballpark district would look like, with entertainment-oriented retail stretching west to Union Station, on the edge of downtown, and mixed-use neighborhood development stretching east all the way to 22nd Street. The report indicates the development would be comparable in size and characteristics to ballpark districts in San Diego, San Francisco, and Washington, D.C.</p>
<p>The report also identified Tampa Bay’s largest areas of growth. No area had more apartment growth between 2010 and 2017 than the greater University of South Florida area; downtown St. Petersburg, downtown Tampa, Mid-Pinellas/Carillon, and Brandon also experienced intense growth.</p>
<p>For areas with intense growth in office space demand, the report indicated downtown St. Petersburg, downtown Tampa, and Westshore were tops between 2010 and 2017.</p>

<p>The Rays recently stated publicly their plans to build in Ybor City were dead, but several elected leaders told 10News the statement may have been a negotiating tactic to get Hillsborough County to improve its offer. The Rays continued to ignore 10News’ requests for comment.</p>

								<content:encoded><![CDATA[<p>TAMPA, FL (Oct. 24, 2018) &ndash; Colliers International has added three new members to its Tampa-based National Student Housing Group &ndash; Jonathan Holt as Senior Associate, Nicholas Coccodrilli as Senior Financial Analyst and Meagan Dobson as Client Services Coordinator.</p>
<p>Colliers&#8217; National Student Housing Group represents buyers and sellers of student housing properties nationwide. For more than 6 years, the Group has handled more than $1 billion in student housing-related transactions, working with developers, buyers and sellers for properties nation-wide.</p>
<p>Holt moved to Colliers National Student Housing Group from his former role with Colliers International Tampa Bay&#8217;s Office Services team.</p>
<p>Previously, Holt was a financial advisor and analyst at a national firm, and at a Tampa-based private equity group. Holt brings extensive knowledge of the financial industry to his role on the student housing team, with past experience in helping clients with acquisition and disposition strategies, portfolio analysis, capital stack and joint venture structures.</p>
<p>Holt earned a bachelor&#8217;s degree at N.C. State University, where he was an offensive lineman on the football team, then earned an MBA at Campbell University.</p>
<p>Coccodrilli specializes in analyzing real estate investments and market conditions to help clients maximize returns. In his career, he has worked with various clients from leaders of multimillion-dollar REITs to entry-level investors.</p>
<p>Before joining Colliers as the Senior Financial Analyst for the National Student Housing Group, Coccodrilli was a financial analyst with a national firm, where he underwrote more than $500 million in assets. He also brings proven commercial real estate consulting experience. Coccodrilli earned a Bachelor of Science in Finance from the University of Tampa.</p>
<p>Dobson, who brings a creative and strategic mindset to her new role, has experience as a marketing coordinator for Superior Uniform Group. There, she managed the creation of all marketing materials, including social media, press releases, trade shows, graphic design, email campaigns, and photo shoots.</p>
<p>She graduated from Florida State University with a Bachelor of Science, double majoring in International Affairs and Media/Communication Studies.</p>
<p>The new hires join a National Student Housing Group team led by Executive Managing Director Dorothy Jackman, Director Sean Baird and Senior Associate Jamie Swick. Combined, they have more than 50 years of experience in the student housing and commercial real estate industries.</p>

<p>A buyer got $66 million of loans to acquire six rental apartment properties in Florida.</p>
<p>Tampa-based Blue Roc Premier Properties LLC  financed the acquisition of apartment properties with a total of 1,010 units and an average occupancy rate of 97 percent.</p>
<p>Blue Roc got seven-year Freddie Mac loans from Capital One Multifamily Finance to acquire the six-property portfolio.</p>
<p>Blue Roc obtained a separate loan for each of the six properties. The loans all have floating interest rates ad two years of interest-only payments.</p>
<p>The new owner plans to invest more than $10 million to renovate the six apartment propertiesa in Atlantic Beach, Brandon, DeLand, Jacksonville, Ormond Beach and Orange Park.</p>
<p>The six properties are located in areas where Blue Roc owns and manages other apartment properties.</p>
<p>“That deep knowledge of direct comps and market specifics helped the lender quickly gain comfort and confidence in the business plan and upside expectations,” Seth Grossman, senior managing director of Meridian Capital Group, said in a prepared statement.</p>
