<p style="text-align:justify;">Government hereby order the revision of rates of Dearness Relief to pensioners<br />
sanctioned in the G.O. 20th read above from 63.344% to 71.904% from 01.01.2014<br />
in respect of: &#8211;<br />
(i) those who retired from service after 01.07.2008 and drawing<br />
pension in the Revised Pay Scales, 2010;<br />
(ii) those who retired prior to 01.7.2008 and whose pension was<br />
consolidated in the light of orders issued in the G.O. 2nd read<br />
above.<br />

2. Government also hereby order the revision of rates of Dearness Relief from<br />
163.908% to 179.922% with effect from 01.01.2014 to the Pensioners who are<br />
drawing their pension in Revised Pay Scales, 2005 and not consolidated in terms of the<br />
orders issued in the reference 2nd read above.<span id="more-1057"></span><br />
3. Government also hereby order the revision of rates of Dearness Relief from<br />
172.598% to 186.504% with effect from 01.01.2014 to the Pensioners who are<br />
drawing their pension in Revised Pay Scales, 1999 and not consolidated in terms of the<br />
orders issued in G.O.(P) No.248, Finance (Pen.I) Department, dated 04.10.2005.<br />
4. Government also hereby order the revision of rates of Dearness Relief in respect<br />
of pensioners who retired after 01.01.1996 drawing UGC Pay Scales 1996 from 183%<br />
to 200% with effect from 01.01.2014 since the Dearness Relief was regulated upto<br />
01.01.2007 by merging 50% Dearness Relief with basic pension through G.O (P)<br />
No.183 Finance (Pen.I) Department dated 2.8.2007 based on the orders issued in G.O.<br />
(P) No.173 Finance (PC.I) Department dated 23.7.2007.<br />
5. Government also hereby order the revision of rates of Dearness Relief to the<br />
pensioners who retired while drawing UGC Pay Scales 2006 from 01.01.2006 from 90%<br />
to 100% with effect from 01.01.2014.<br />
6. Government also hereby order the revision of rates of Dearness Relief to the<br />
pensioners/family pensioners whose pension was consolidated as per orders issued in<br />
G.O.Ms.No.54, Higher Education (UE.II) Department, dated 08.06.2011 and<br />
G.O.Ms.No.31, Higher Education (UE.II) Department, dated 24.05.2013 from 90% to<br />
100% with effect from 01.01.2014.<br />
7. Government also hereby order the revision of rates of Dearness Relief sanctioned<br />
in G.O.Ms.No.4 Law (Law &amp; J-SC.F) Department dated 06.01.2011 to the Pensioners<br />
who drawing pension as per Justice E.Padmanabhan Committee report from 90% to<br />
100% with effect from 01.01.2014.<br />
8. These orders are applicable to:<br />
(1) (a) All Government Pensioners in receipt of Service Pensions, Family<br />
Pensions under Revised Pension Rules, 1951, Andhra Pradesh<br />
Liberalised Pension Rules, 1961 and Andhra Pradesh Government<br />
Servants (Family Pension) Rules, 1964.<br />
(b) Teaching and Non-Teaching pensioners of Municipalities, Panchayat<br />
Raj Institutions and Aided Educational Institutions, in receipt of<br />
pensions under the Andhra Pradesh Liberalised Pension Rules, 1961<br />
and Andhra Pradesh Government Servants (Family Pension) Rules,<br />
1964.<br />
(c) Teaching and Non-Teaching staff in Aided Educational Institutions in<br />
receipt of pensions under the Contributory Provident Fund-cum-<br />
Pension and Gratuity Rules, 1961 and Andhra Pradesh Liberalised<br />
Pension Rules, 1961.<br />
(d) Those drawing family pensions under G.O.Ms.No.22, Finance &amp;<br />
Planning (FW: Pen.I) Department, dated 16.1.1971, G.O.Ms.No.104,<br />
Finance &amp; Planning (FW: Pen.I) Department, dated 13.4.1973 and<br />
G.O.Ms.No.25, Finance &amp; Planning (FW: Pen.I) Department, dated<br />
2.2.1974.<br />

(e) Pensioners in receipt of Compassionate Pension under the rules for<br />
Compassionate Pensions and Gratuities in the Hyderabad Civil<br />
Services Rules; and<br />
(f) Those in receipt of Pensions under the Wound and Extraordinary<br />
Pension Rules.<br />
(2) Jagir and Estate Pensioners and<br />
(3) Pensioners governed by Andhra Pradesh Revised Pension Rules, 1980.<br />
9. These orders are not applicable to the financial assistance grantees and<br />
others who are not entitled to Dearness Relief.<br />
10. Ready Reckoner showing the Dearness Relief payable to the State Pensioners in<br />
terms of these orders is annexed.<br />
11. The amount of Dearness Relief shall be rounded off to the next rupee.<br />
12. The arrears of the Revised Dearness Relief to Pensioners shall be paid along<br />
with the pension of May, 2014 payable on 24th May, 2014.<br />
13. All the Treasury Officers/ Pension Payment Officers shall work out and make<br />
payments of the Dearness Relief on Pension sanctioned in this order without waiting<br />
for further authorization/ instructions from the Accountant General (A&amp;E), Andhra<br />
Pradesh, Hyderabad, in terms of the orders issued in the G.O.Ms.No.270, Finance &amp;<br />
Planning (FW: PSC.I) Department, dated 7.10.1986.<br />
14. The expenditure is allocable among the various States in accordance with<br />
provisions of Rule 24 of the incidence of pension rules in Appendix III-B of the Andhra<br />
Pradesh Accounts Code, Volume-I.<br />
15. The categories of employees who are not covered for payment through the<br />
Treasuries, the expenditure shall be debited to the Pension Funds of Zilla Parishads<br />
and Pension funds of the respective Municipal Councils in so far as the Non-Teaching,<br />
Non-Government Pensioners of the Municipalities are concerned and the relevant Head<br />
of Account of Government in so far as the teachers are concerned.<br />
16. In respect of the Pensioners of the Universities the expenditure on account of<br />
the Dearness Relief now sanctioned above shall be met from the Block Grants allotted<br />
to them.<br />

<p style="text-align:justify;">Government hereby order the revision of Dearness Allowance (DA) sanctioned in the Government Orders 26th read above to the employees of Government of Andhra Pradesh from 63.344% of the basic pay to 71.904% of basic pay from 1st January, 2014.</p>
<p style="text-align:justify;">2. The Dearness Allowance sanctioned in the above para shall also be payable to:<br />
i) The employees of Zilla Parishad, Mandal Parishad, Gram Panchayats, Municipalities, Municipal Corporations, Agricultural Market Committees and Zilla Grandhalaya Samasthas, Work Charged Establishment, who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2010 and to the full time contingent employees whose remuneration has been revised from Rs.3850/- to Rs.6700/- per month vide G.O.Ms.No.171, Finance (P.C.III) Department, dated 13.05.2010.</p>
<p style="text-align:justify;">ii) Teaching and Non-Teaching Staff of Aided Institutions including Aided Polytechnics who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2010.</p>
<p style="text-align:justify;">iii) Teaching and Non-Teaching Staff of Universities including Acharya N.G. Ranga Agricultural University, Jawaharlal Nehru Technological University who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2010.<span id="more-1055"></span></p>
<p style="text-align:justify;">3. Government also hereby order the revision of Dearness Allowance rates in respect of State Government employees drawing the Revised U.G.C Pay Scales, 2006, from 90% to 100% of the basic pay with effect from 1st January, 2014.</p>
<p style="text-align:justify;">3.1. The above rate of Dearness Allowance is also applicable to:<br />
(i) The Teaching and Non-Teaching staff of Government and Aided Affiliated Degree Colleges who are drawing pay in the Revised U.G.C Pay Scales, 2006.<br />
(ii) The Teaching staff of the Universities including the Acharya N.G. Ranga Agricultural University and the Jawaharlal Nehru Technological University and the Teaching staff of Govt. Polytechnics who are drawing pay in the Revised UGC/AICTE Pay Scales,2006.</p>
<p style="text-align:justify;">4. Government also hereby order the revision of Dearness Allowance rates in respect of State Government employees drawing the Revised U.G.C Pay Scales 1996, from 183% to 200% of the basic pay with effect from 1st January 2014, as DA equivalent to 50% Basic Pay was already merged through G.O.Ms.No.9, Higher Education (U.E.I) Department, dated: 8-2-2006 and G.O.(P)No.173, Finance (PC.I) Department, dated:23.07.2007.</p>
<p style="text-align:justify;">4.1. The above Dearness Allowance rate is also applicable to:<br />
(i) the Teaching and Non-Teaching staff of Government and Aided Affiliated Degree Colleges who are drawing pay in the Revised U.G.C Pay Scales, 1996.<br />
(ii) the Teaching staff of the Universities including the Acharya N.G. Ranga Agricultural University and the Jawaharlal Nehru Technological University and the Teaching staff of Govt. Polytechnics who are drawing pay in the Revised UGC/AICTE Pay Scales,1996.</p>
<p style="text-align:justify;">5. Government also hereby order the revision of Dearness Allowance rates in respect of Judicial Officers whose pay scales were revised as per Fifth National Judicial Pay Commission Report vide G.O.Ms.No.60, Law (LA&amp;J SC-F) Department, dated: 07.05.2003 from 183% to 200% of the basic pay with effect from 1st January 2014, as Dearness Allowance equivalent to 50% of basic pay was already merged as Dearness pay vide G.O.Ms.No.27, Law (LA&amp;J SC-F) Department, dated: 13.03.2008.</p>
<p style="text-align:justify;">6. Government also hereby order the revision of rates of Dearness Allowance in respect of Judicial Officers whose pay scales were revised as per Shri E.Padmanabhan Committee Report vide G.O.Ms.No.73, Law (LA&amp;J SC-F) Department dated: 01.05.2010 from 90% to 100% with effect from 1st January 2014.</p>
<p style="text-align:justify;">7. Government hereby order the revision of Dearness Allowance rate sanctioned in the G.O. 26th read above to the State Government employees in the Andhra Pradesh Revised Pay Scales 2005 from 163.908% of the basic pay to 179.922% of the basic pay with effect from 1st January, 2014 in the Revised Pay Scales of 2005.</p>
<p style="text-align:justify;">7.1. The Dearness Allowance sanctioned in the above para shall also be payable to:<br />
i) The employees of Zilla Parishad, Mandal Parishad, Gram Panchayats, Municipalities, Municipal Corporations, Agricultural Market Committees and Zilla Grandhalaya Samsthas and Work Charged Establishment who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2005.<br />
ii) Teaching and Non-Teaching Staff of Aided Institutions including Aided Polytechnics who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2005.<br />
iii) Teaching and Non-Teaching Staff of Universities including the Acharya N.G. Ranga Agricultural University, the Jawaharlal Nehru Technological University who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2005.</p>
<p style="text-align:justify;">8. Government hereby order the revision of Dearness Allowance rate sanctioned in the G.O. 26th read above to the State Government employees in the Andhra Pradesh Revised Pay Scales, 1999 from 172.598% of the basic pay to 186.504% of the basic pay with effect from 1st January, 2014 in the Revised Pay Scales of 1999.</p>
<p style="text-align:justify;">8.1. The Dearness Allowance sanctioned in the above para shall also be payable to:<br />
i) The employees of Zilla Parishad, Mandal Parishad, Gram Panchayats, Municipalities, Municipal Corporations, Agricultural Market Committees and Zilla Grandhalaya Samsthas and Work Charged Establishment who are drawing pay in a regular scale of pay in the Revised Pay Scales, 1999.<br />
ii) Teaching and Non-Teaching Staff of Aided Institutions including Aided Polytechnics who are drawing pay in a regular scale of pay in the Revised Pay Scales, 1999.<br />
iii) Teaching and Non-Teaching Staff of Universities including the Acharya N.G. Ranga Agricultural University, the Jawaharlal Nehru Technological University who are drawing pay in a regular scale of pay in the Revised Pay Scales, 1999.</p>
<p style="text-align:justify;">9. Government also hereby sanction an ad-hoc increase of Rs.100/- per month in cash to the Part-Time Assistants and Village Revenue Assistants from 1st January, 2014.</p>
<p style="text-align:justify;">10. The Dearness Allowance sanctioned in the paras 1-9 above shall be paid in cash with the salary of May, 2014. The arrears on account of payment of Dearness Allowance for the period from 1st January, 2014 to 30th April, 2014 shall be credited to the General Provident Fund Account of the respective employees.</p>
<p style="text-align:justify;">
10.1. However, in the case of employees who are due to retire on 31st August, 2014 the arrears of Dearness Allowance shall be drawn and paid in cash as the employee due to retire on superannuation is exempted from making any subscription to the General Provident Fund during the last four months of service.</p>
<p style="text-align:justify;">10.2. In respect of those who do not have General Provident Fund accounts, the arrears of Dearness Allowance for the period of 1st January, 2014 to 30th April, 2014 shall be credited to the Major Head “8009 &#8211; State Provident Funds – 01 Civil – M.H.101. General Provident Fund- S.H.(01) General Provident Fund (Regular)”, to be transferred to the General Provident Fund Account whenever opened. However, in the case of an employee who ceases to be in service prior to the opening of a General Provident Fund account, the arrears so impounded shall be drawn and paid with interest on the date on which such employee ceases to be in service.</p>
<p style="text-align:justify;">10.3. In respect of the employees who were appointed to Government service on or after 01.09.2004 and are governed by the Contributory Pension Scheme (CPS), the arrears from 1st January, 2014 to 30th April, 2014, 10% of the DA arrears shall be credited to the PRAN accounts of the individuals along with the government share as per G.O. at reference 23rd read above and the remaining 90% of arrears shall be paid in cash.</p>
<p style="text-align:justify;">10.4. In respect of Full Time Contingent Employees, who are not eligible for GPF Accounts, the arrears may be paid in cash.</p>
<p style="text-align:justify;">10.5. In the event of death of any employee before the issue of these orders, the legal heir(s) shall be entitled to the arrears of Dearness allowance in cash.</p>
<p style="text-align:justify;">11. The term ‘Pay’ for this purpose shall be as defined in F.R.9 (21) (a) (i).</p>
<p style="text-align:justify;">12. The Drawing Officer shall prefer the bill on the Pay &amp; Accounts Officer, Hyderabad, or the Pay &amp; Accounts Officer/ the Assistant Pay &amp; Accounts Officer of the Andhra Pradesh Works Accounts Service or the Treasury Officer, as the case may be, for the amount of arrears for the period from 1st January, 2014 to 30th April, 2014 to be adjusted to the General Provident Fund Account in the case of an employee who has opened a General Provident Fund Account.</p>
<p style="text-align:justify;">12.1. Bills for the adjustment of arrears of Dearness Allowance to the Compulsory Savings Account as per para 10.2, shall be presented at the same time as bills for crediting the arrears of Dearness Allowance to the General Provident Fund Account as per para 10.</p>
<p style="text-align:justify;">13. The Drawing Officers shall ensure that the Bills are supported by proper schedules in duplicate indicating details of the employee, the General Provident Fund Account Number and the amount to be credited to the General Provident Fund Account, to the Pay &amp; Accounts Officer/Treasury Officers/Assistant Pay &amp; Accounts Officers or Pay &amp; Accounts Officers of the Andhra Pradesh Works Accounts Service, as the case may be. The Pay &amp; Accounts Officer/Assistant Pay &amp; Accounts Officer or Pay and Accounts Officer of the Andhra Pradesh Works Accounts Service/District Treasury Officer/Sub-Treasury Officer shall follow the usual procedure of furnishing one copy of the schedules along with bills to the Accountant General based on which the Accountant General shall credit the amounts to the General Provident Fund Accounts of the individuals concerned. The second copy of the schedules shall be furnished to the Drawing Officers with Voucher Numbers.</p>
<p style="text-align:justify;">14. All Drawing Officers are requested to ensure that the bills as per the above orders are drawn and the amounts credited to General Provident Fund Account by 24th May, 2014 at the latest. The Audit Officers (Pay &amp; Accounts Officer, Deputy Directors of District Treasuries and Pay &amp; Accounts Officer of Andhra Pradesh Works Accounts Service, etc.) are requested not to admit the pay bills of the Office concerned for the month of June 2014 unless a certificate is enclosed to the bills to the effect that the arrears of difference in Dearness Allowance for the period from 1st January, 2014 to 30th April, 2014 are drawn and credited to the General Provident Fund Account before 20th May, 2014.</p>
<p style="text-align:justify;">15. In respect of employees working in Government Offices in the Twin Cities, the Pay and Accounts Officer shall consolidate and furnish information in the proforma annexed (Annexure-I) to this order to the Finance (PC.I) Department to reach on or before 20th May, 2014.</p>
<p style="text-align:justify;">16. All the Audit Officers (Sub-Treasury Officers) are requested to furnish the figures of the amount credited to the General Provident Fund Account and the amounts credited to Compulsory Savings Account in the prescribed proforma (Annexure-I) enclosed, to the District Treasury by the end of 20th May, 2014.</p>
<p style="text-align:justify;">17. The Deputy Directors of District Treasuries in turn shall consolidate the information and furnish the same in the same proforma to the Director of Treasuries and Accounts by 20th May 2014, and who in turn, shall furnish the information to Government by 24th May, 2014.</p>
<p style="text-align:justify;">18. In respect of employees of Local Bodies, the Drawing Officers shall furnish the above information in the prescribed proforma as per Annexure-II to the Audit Officer of the District concerned before 20th May, 2014 and who will, in turn furnish the consolidated information to the Director of State Audit by 24th May, 2014. The Director of State Audit in turn shall furnish the consolidated information to the Secretary to Government, Finance (PC.I) Department by 28th May, 2014.</p>
<p style="text-align:justify;">19. In regard to the Project Staff, the Joint Director of Accounts of each Project shall furnish the information in the prescribed proforma as per Annexure-II to the Director of Works Accounts by 20th May, 2014, and who, in turn, shall furnish the information to the Finance (PC.I) Department by 24th May, 2014.</p>
<p>20. All the Drawing and Disbursing Officers and Audit Officers are requested to intimate to the employees working under their control as to how much amount of arrears of Dearness Allowance is credited to the General Provident Fund Account/Compulsory Savings Account as per the Proforma annexed (Annexure-II) to this order. They are further requested to adhere to the above instructions and any deviation or non-compliance of these instructions will be viewed seriously.</p>
<p style="text-align:justify;">21. All Heads of the Departments and Departments of Secretariat are requested to issue suitable instructions to the Drawing and Disbursing Officers under their control and to see that these instructions are followed scrupulously. The Director of Treasuries and Accounts/Director of State Audit/Pay &amp; Accounts Officer/Director of Works Accounts, Andhra Pradesh, Hyderabad, are requested to issue suitable instructions to their subordinate Audit Officers so that these instructions are carefully followed by them.</p>
<p style="text-align:justify;">22. The expenditure on the Dearness Allowance to the employees of Agricultural Market Committees, Greater Hyderabad Municipal Corporation, Greater Visakha Municipal Corporation and Vijayawada Municipal Corporation shall be met from their own funds in view of the orders issued in the reference 16th read above..</p>

Salary and other important contingent bills are passed by the Deputy Directors manually with the help of outsourced staff and manual lists are sent to the bank for payment. <p>Government hereby order the revision of rates of Dearness Relief to pensioners</p>
<p>sanctioned in the G.O. 16th read above from 47.936% to 54.784% from 01.01.2013</p>
<p>in respect of: &#8211;</p>
<p>(i) those who retired from service after 01.07.2008 and drawing</p>
<p>pension in the Revised Pay Scales, 2010;</p>
<p>(ii) those who retired prior to 01.7.2008 and whose pension was</p>
<p>consolidated in the light of orders issued in the G.O. 2nd read</p>
<p>above.</p>
<p>2. Government also hereby order the revision of rates of Dearness Relief from</p>
<p>133.764% to 147.894% with effect from 01.01.2013 to the Pensioners who are</p>
<p>drawing their pension in Revised Pay Scales, 2005 and not consolidated in terms of</p>
<p>the orders issued in the reference 2nd read above.</p>
<p>3. Government also hereby order the revision of rates of Dearness Relief from</p>
<p>146.422% to 158.692% with effect from 01.01.2013 to the Pensioners who are</p>
<p>drawing their pension in Revised Pay Scales, 1999 and not consolidated in terms of</p>
<p>the orders issued in G.O.(P) No.248, Finance (Pen.I) Department, dated 04.10.2005.<span id="more-1014"></span></p>
<p>4. Government also hereby order the revision of rates of Dearness Relief in respect</p>
<p>of pensioners who retired after 01.01.1996 drawing UGC Pay Scales 1996 from 151%</p>
<p>to 166% with effect from 01.01.2013 since the Dearness Relief was regulated upto</p>
<p>01.01.2007 by merging 50% Dearness Relief with basic pension through G.O (P)</p>
<p>No.183 Finance (Pen.I) Department dated 2.8.2007 based on the orders issued in G.O.</p>
<p>(P) No.173 Finance (PC.I) Department dated 23.7.2007.</p>
<p>5. Government also hereby order the revision of rates of Dearness Relief to the</p>
<p>pensioners who retired while drawing UGC Pay Scales 2006 from 01-01-2006 from</p>
<p>72% to 80% with effect from 01-01-2013.</p>

<p>6. Government also hereby order the revision of rates of Dearness Relief to the</p>
<p>pensioners/family pensioners whose pension was consolidated as per orders issued in</p>
<p>G.O.Ms.No.54, Higher Education (UE.II) Department, dated 08.06.2011 and</p>
<p>G.O.Ms.No.31, Higher Education (UE.II) Department, dated 24.05.2013 from 72% to</p>
<p>80% with effect from 01-01-2013.</p>
<p>7. Government also hereby order the revision of rates of Dearness Relief</p>
<p>sanctioned in G.O.Ms.No.4 Law (Law &amp; J-SC.F) Department dated 06.01.2011 to the</p>
<p>Pensioners who drawing pension as per Justice E.Padmanabhan Committee report</p>
<p>from 72% to 80% with effect from 01-01-2013.</p>
<p>8. These orders are applicable to:</p>
<p>(1) (a) All Government Pensioners in receipt of Service Pensions, Family</p>
<p>Pensions under Revised Pension Rules, 1951, Andhra Pradesh</p>
<p>Liberalised Pension Rules, 1961 and Andhra Pradesh Government</p>
<p>Servants (Family Pension) Rules, 1964.</p>
<p>(b) Teaching and Non-Teaching pensioners of Municipalities, Panchayat</p>
<p>Raj Institutions and Aided Educational Institutions, in receipt of</p>
<p>pensions under the Andhra Pradesh Liberalised Pension Rules, 1961</p>
<p>and Andhra Pradesh Government Servants (Family Pension) Rules,</p>
<p>1964.</p>
<p>(c) Teaching and Non-Teaching staff in Aided Educational Institutions in</p>
<p>receipt of pensions under the Contributory Provident Fund-cum-</p>
<p>Pension and Gratuity Rules, 1961 and Andhra Pradesh Liberalised</p>
<p>Pension Rules, 1961.</p>
<p>(d) Those drawing family pensions under G.O.Ms.No.22, Finance &amp;</p>
<p>Planning (FW: Pen.I) Department, dated 16.1.1971, G.O.Ms.No.104,</p>
<p>Finance &amp; Planning (FW: Pen.I) Department, dated 13.4.1973 and</p>
<p>G.O.Ms.No.25, Finance &amp; Planning (FW: Pen.I) Department, dated</p>
<p>2.2.1974.</p>
<p>(e) Pensioners in receipt of Compassionate Pension under the rules for</p>
<p>Compassionate Pensions and Gratuities in the Hyderabad Civil</p>
<p>Services Rules; and</p>
<p>(f) Those in receipt of Pensions under the Wound and Extraordinary</p>
<p>Pension Rules.</p>
<p>(2) Jagir and Estate Pensioners and</p>
<p>(3) Pensioners governed by Andhra Pradesh Revised Pension Rules, 1980.</p>
<p>9. These orders are not applicable to the financial assistance grantees and</p>
<p>others who are not entitled to Dearness Relief.</p>
<p>10. Ready Reckoner showing the Dearness Relief payable to the State Pensioners in</p>
<p>terms of these orders is annexed.</p>
<p>11. The amount of Dearness Relief shall be rounded off to the next rupee.</p>
<p>12. The arrears of the Revised Dearness Relief to Pensioners shall be paid</p>
<p>along with the pension of June, 2013 payable in July, 2013.</p>
<p>13. All the Treasury Officers/ Pension Payment Officers shall work out and make</p>
<p>payments of the Dearness Relief on Pension sanctioned in this order without waiting</p>
<p>for further authorization/ instructions from the Accountant General (A&amp;E), Andhra</p>
<p>Pradesh, Hyderabad, in terms of the orders issued in the G.O.Ms.No.270, Finance &amp;</p>
<p>Planning (FW: PSC.I) Department, dated 7.10.1986.</p>
<p>14. The expenditure is allocable among the various States in accordance with</p>
<p>provisions of Rule 24 of the incidence of pension rules in Appendix III-B of the Andhra</p>
<p>Pradesh Accounts Code, Volume-I.</p>
<p>15. The categories of employees who are not covered for payment through the</p>
<p>Treasuries, the expenditure shall be debited to the Pension Funds of Zilla Parishads</p>
<p>and Pension funds of the respective Municipal Councils in so far as the Non-Teaching,</p>
<p>Non-Government Pensioners of the Municipalities are concerned and the relevant</p>
<p>Head of Account of Government in so far as the teachers are concerned.</p>
<p>3</p>
<p>16. In respect of the Pensioners of the Universities the expenditure on account of</p>
<p>the Dearness Relief now sanctioned above shall be met from the Block Grants allotted</p>
<p>to them.</p>

<p style="text-align:justify;">G.O. 24th read above to the State Government employees in the Andhra Pradesh Revised Pay</p>
<p style="text-align:justify;">Scales 2010 from 47.936% of the basic pay to 54.784% of basic pay from 1st January, 2013.</p>
<p style="text-align:justify;">2. The Dearness Allowance sanctioned in the above para shall also be payable to:</p>
<p style="text-align:justify;">i) The employees of Zilla Parishad, Mandal Parishad, Gram Panchayats,</p>
<p style="text-align:justify;">Municipalities, Municipal Corporations, Agricultural Market Committees and Zilla</p>
<p style="text-align:justify;">Grandhalaya Samasthas, Work Charged Establishment, who are drawing pay in a</p>
<p style="text-align:justify;">regular scale of pay in the Revised Pay Scales, 2010 and to the full time contingent</p>
<p style="text-align:justify;">employees whose remuneration has been revised from Rs.3850/- to Rs.6700/- per</p>
<p style="text-align:justify;">month vide G.O.Ms.No.171, Finance (P.C.III) Department, dated 13.05.2010.</p>
<p style="text-align:justify;">ii) Teaching and Non-Teaching Staff of Aided Institutions including Aided</p>
<p style="text-align:justify;">Polytechnics who are drawing pay in a regular scale of pay in the Revised Pay</p>
<p style="text-align:justify;">Scales, 2010.</p>
<p style="text-align:justify;">iii) Teaching and Non-Teaching Staff of Universities including the Acharya N.G.</p>
<p style="text-align:justify;">Ranga Agricultural University, the Jawaharlal Nehru Technological University who</p>
<p style="text-align:justify;">are drawing pay in a regular scale of pay in the Revised Pay Scales, 2010.</p>
<p style="text-align:justify;">2</p>
<p style="text-align:justify;">3. Government also hereby order the revision of Dearness Allowance rates in respect of</p>
<p style="text-align:justify;">State Government employees drawing the Revised U.G.C Pay Scales, 2006, from 72% to 80% of</p>
<p style="text-align:justify;">the basic pay with effect from 1st January, 2013.<span id="more-1008"></span></p>
<p style="text-align:justify;">3.1. The above rate of Dearness Allowance is also applicable to:</p>
<p style="text-align:justify;">(i) The Teaching and Non-Teaching staff of Government and Aided Affiliated</p>
<p style="text-align:justify;">Degree Colleges who are drawing pay in the Revised U.G.C Pay Scales, 2006.</p>
<p style="text-align:justify;">(ii) The Teaching staff of the Universities including the Acharya N.G. Ranga</p>
<p style="text-align:justify;">Agricultural University and the Jawaharlal Nehru Technological University and</p>
<p style="text-align:justify;">the Teaching staff of Govt. Polytechnics who are drawing pay in the Revised</p>
<p style="text-align:justify;">UGC/AICTE Pay Scales,2006.</p>
<p style="text-align:justify;">4. Government also hereby order the revision of Dearness Allowance rates in respect of</p>
<p style="text-align:justify;">State Government employees drawing the Revised U.G.C Pay Scales 1996, from 151% to 166%</p>
<p style="text-align:justify;">of the basic pay with effect from 1st January 2013, as DA equivalent to 50% Basic Pay was</p>
<p style="text-align:justify;">already merged through G.O.Ms.No.9, Higher Education (U.E.I) Department, dated: 8-2-2006</p>
<p style="text-align:justify;">and G.O.(P)No.173, Finance (PC.I) Department, dated:23.07.2007.</p>
<p style="text-align:justify;">4.1. The above Dearness Allowance rate is also applicable to:</p>
<p style="text-align:justify;">(i) the Teaching and Non-Teaching staff of Government and Aided Affiliated</p>
<p style="text-align:justify;">Degree Colleges who are drawing pay in the Revised U.G.C Pay Scales, 1996.</p>
<p style="text-align:justify;">(ii) the Teaching staff of the Universities including the Acharya N.G. Ranga</p>
<p style="text-align:justify;">Agricultural University and the Jawaharlal Nehru Technological University and</p>
<p style="text-align:justify;">the Teaching staff of Govt. Polytechnics who are drawing pay in the Revised</p>

<p style="text-align:justify;">5. Government also hereby order the revision of Dearness Allowance rates in respect of</p>
<p style="text-align:justify;">Judicial Officers whose pay scales were revised as per Fifth National Judicial Pay Commission</p>
<p style="text-align:justify;">Report vide G.O.Ms.No.60, Law (LA&amp;J SC-F) Department, dated: 07.05.2003 from 151% to</p>
<p style="text-align:justify;">166% of the basic pay with effect from 1st January 2013, as Dearness Allowance equivalent to</p>
<p style="text-align:justify;">50% of basic pay was already merged as Dearness pay vide G.O.Ms.No.27, Law (LA&amp;J SC-F)</p>
<p style="text-align:justify;">Department, dated: 13.03.2008.</p>
<p style="text-align:justify;">6. Government also hereby order the revision of rates of Dearness Allowance in respect of</p>
<p style="text-align:justify;">Judicial Officers whose pay scales were revised as per Shri E.Padmanabhan Committee Report</p>
<p style="text-align:justify;">vide G.O.Ms.No.73, Law (LA&amp;J SC-F) Department dated: 01.05.2010 from 72% to 80% with</p>
<p style="text-align:justify;">effect from 1st January, 2013.</p>
<p style="text-align:justify;">7. Government hereby order the revision of Dearness Allowance rate sanctioned in the</p>
<p style="text-align:justify;">G.O. 24th read above to the State Government employees in the Andhra Pradesh Revised Pay</p>
<p style="text-align:justify;">Scales 2005 from 133.764% of the basic pay to 147.894% of the basic pay with effect from</p>
<p style="text-align:justify;">1st January, 2013 in the Revised Pay Scales of 2005.</p>
<p style="text-align:justify;">7.1. The Dearness Allowance sanctioned in the above para shall also be payable to:</p>
<p style="text-align:justify;">i) The employees of Zilla Parishad, Mandal Parishad, Gram Panchayats,</p>

<p style="text-align:justify;">3</p>
<p style="text-align:justify;">iii) Teaching and Non-Teaching Staff of Universities including the Acharya N.G.</p>
<p style="text-align:justify;">Ranga Agricultural University, the Jawaharlal Nehru Technological University</p>
<p style="text-align:justify;">who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2005.</p>
<p style="text-align:justify;">8. Government hereby order the revision of Dearness Allowance rate sanctioned in the</p>
<p style="text-align:justify;">G.O. 19th read above to the State Government employees in the Andhra Pradesh Revised Pay</p>
<p style="text-align:justify;">Scales, 1999 from 146.422% of the basic pay to 158.692% of the basic pay with effect from</p>
<p style="text-align:justify;">1st January,2013 in the Revised Pay Scales of 1999.</p>
<p style="text-align:justify;">8.1. The Dearness Allowance sanctioned in the above para shall also be payable to:</p>
<p style="text-align:justify;">i) The employees of Zilla Parishad, Mandal Parishad, Gram Panchayats,</p>
<p style="text-align:justify;">Municipalities, Municipal Corporations, Agricultural Market Committees and</p>
<p style="text-align:justify;">Zilla Grandhalaya Samsthas and Work Charged Establishment who are drawing</p>
<p style="text-align:justify;">pay in a regular scale of pay in the Revised Pay Scales, 1999.</p>
<p style="text-align:justify;">ii) Teaching and Non-Teaching Staff of Aided Institutions including Aided</p>
<p style="text-align:justify;">Polytechnics who are drawing pay in a regular scale of pay in the Revised Pay</p>
<p style="text-align:justify;">Scales, 1999.</p>
<p style="text-align:justify;">iii) Teaching and Non-Teaching Staff of Universities including the Acharya N.G.</p>
<p style="text-align:justify;">Ranga Agricultural University, the Jawaharlal Nehru Technological University</p>
<p style="text-align:justify;">who are drawing pay in a regular scale of pay in the Revised Pay Scales, 1999.</p>
<p style="text-align:justify;">9. Government also hereby sanction an ad-hoc increase of Rs.100/- per month in cash to</p>
<p style="text-align:justify;">the Part-Time Assistants and Village Servants from 1st January 2013.</p>
<p style="text-align:justify;">10. The Dearness Allowance sanctioned in the paras 1-9 above shall be paid in cash with</p>
<p style="text-align:justify;">the salary of May, 2013 payable in June, 2013. The arrears on account of payment of Dearness</p>
<p style="text-align:justify;">Allowance for the period from 1st January 2013 to 30th April 2013 shall be credited to the</p>
<p style="text-align:justify;">General Provident Fund Account of the respective employees.</p>
<p style="text-align:justify;">10.1. However, in the case of employees who are due to retire before 31st August 2013 the</p>
<p style="text-align:justify;">arrears of Dearness Allowance shall be drawn and paid in cash as the employee due to retire on</p>
<p style="text-align:justify;">superannuation is exempted from making any subscription to the General Provident Fund during</p>
<p style="text-align:justify;">the last four months of service.</p>
<p style="text-align:justify;">10.2. In respect of those who do not have General Provident Fund accounts, the arrears of</p>
<p style="text-align:justify;">Dearness Allowance for the period of 1st January 2013 to 30th April 2013 shall be credited to</p>
<p style="text-align:justify;">the Major Head “8009 &#8211; State Provident Funds – 01 Civil – M.H.101. General Provident Fund-</p>
<p style="text-align:justify;">S.H.(01) General Provident Fund (Regular)”, to be transferred to the General Provident Fund</p>
<p style="text-align:justify;">Account whenever opened. However, in the case of an employee who ceases to be in service</p>
<p style="text-align:justify;">prior to the opening of a General Provident Fund account, the arrears so impounded shall be</p>
<p style="text-align:justify;">drawn and paid with interest on the date on which such employee ceases to be in service.</p>
<p style="text-align:justify;">10.3. In respect of the employees who were appointed to Government service on or after</p>
<p style="text-align:justify;">01.09.2004 and are governed by the Contributory Pension Scheme (CPS), the arrears from</p>
<p style="text-align:justify;">1st January 2013 to 30th April 2013, 10% of the DA arrears shall be credited to the PRAN</p>
<p style="text-align:justify;">accounts of the individuals along with the government share as per G.O. at reference 23rd read</p>
<p style="text-align:justify;">above and the remaining 90% of arrears shall be paid in cash.</p>
<p style="text-align:justify;">10.4. In respect of Full Time Contingent Employees, who are not eligible for GPF</p>
<p style="text-align:justify;">Accounts, the arrears may be paid in cash.</p>
<p style="text-align:justify;">10.5. In the event of death of any employee before the issue of these orders, the legal</p>
<p style="text-align:justify;">heir(s) shall be entitled to the arrears of Dearness allowance in cash.</p>
<p style="text-align:justify;">4</p>
<p style="text-align:justify;">11. The term ‘Pay’ for this purpose shall be as defined in F.R.9 (21) (a) (i).</p>
<p style="text-align:justify;">12. The Drawing Officer shall prefer the bill on the Pay &amp; Accounts Officer, Hyderabad,</p>
<p style="text-align:justify;">or the Pay &amp; Accounts Officer/ the Assistant Pay &amp; Accounts Officer of the Andhra Pradesh</p>
<p style="text-align:justify;">Works Accounts Service or the Treasury Officer, as the case may be, for the amount of arrears</p>
<p style="text-align:justify;">for the period from 1st January 2013 to 30th April 2013 to be adjusted to the General Provident</p>
<p style="text-align:justify;">Fund Account in the case of an employee who has opened a General Provident Fund Account.</p>
<p style="text-align:justify;">12.1. Bills for the adjustment of arrears of Dearness Allowance to the Compulsory Savings</p>
<p style="text-align:justify;">Account as per para 10.2, shall be presented at the same time as bills for crediting the arrears of</p>
<p style="text-align:justify;">Dearness Allowance to the General Provident Fund Account as per para 10.</p>
<p style="text-align:justify;">13. The Drawing Officers shall ensure that the Bills are supported by proper schedules in</p>
<p style="text-align:justify;">duplicate indicating details of the employee, the General Provident Fund Account Number and</p>
<p style="text-align:justify;">the amount to be credited to the General Provident Fund Account, to the Pay &amp; Accounts</p>
<p style="text-align:justify;">Officer/Treasury Officers/Assistant Pay &amp; Accounts Officers or Pay &amp; Accounts Officers of the</p>
<p style="text-align:justify;">Andhra Pradesh Works Accounts Service, as the case may be. The Pay &amp; Accounts</p>
<p style="text-align:justify;">Officer/Assistant Pay &amp; Accounts Officer or Pay and Accounts Officer of the Andhra Pradesh</p>
<p style="text-align:justify;">Works Accounts Service/District Treasury Officer/Sub-Treasury Officer shall follow the usual</p>
<p style="text-align:justify;">procedure of furnishing one copy of the schedules along with bills to the Accountant General</p>
<p style="text-align:justify;">based on which the Accountant General shall credit the amounts to the General Provident Fund</p>
<p style="text-align:justify;">Accounts of the individuals concerned. The second copy of the schedules shall be furnished to</p>
<p style="text-align:justify;">the Drawing Officers with Voucher Numbers.</p>
<p style="text-align:justify;">14. All Drawing Officers are requested to ensure that the bills as per the above orders are</p>
<p style="text-align:justify;">drawn and the amounts credited to General Provident Fund Account by the end of July 2013 at</p>
<p style="text-align:justify;">the latest. The Audit Officers (Pay &amp; Accounts Officer, Deputy Directors of District Treasuries</p>
<p style="text-align:justify;">and Pay &amp; Accounts Officer of Andhra Pradesh Works Accounts Service, etc.) are requested not</p>
<p style="text-align:justify;">to admit the pay bills of the Office concerned for the month of July 2013unless a</p>
<p style="text-align:justify;">certificate is enclosed to the bills to the effect that the arrears of difference in Dearness</p>
<p style="text-align:justify;">Allowance for the period from 1st January, 2013 to 30th April 2013 are drawn and credited</p>
<p style="text-align:justify;">to the General Provident Fund Account.</p>
<p style="text-align:justify;">15. In respect of employees working in Government Offices in the Twin Cities, the Pay</p>
<p style="text-align:justify;">and Accounts Officer shall consolidate and furnish information in the proforma annexed</p>
<p style="text-align:justify;">(Annexure-I) to this order to the Finance (PC.I) Department to reach on or before 31st July</p>
<p style="text-align:justify;">2013.</p>
<p style="text-align:justify;">16. All the Audit Officers (Sub-Treasury Officers) are requested to furnish the figures of</p>
<p style="text-align:justify;">the amount credited to the General Provident Fund Account and the amounts credited to</p>
<p style="text-align:justify;">Compulsory Savings Account in the prescribed proforma (Annexure-I) enclosed, to the District</p>
<p style="text-align:justify;">Treasury by the end of 15th July 2013.</p>
<p style="text-align:justify;">17. The Deputy Directors of District Treasuries in turn shall consolidate the information</p>
<p style="text-align:justify;">and furnish the same in the same proforma to the Director of Treasuries and Accounts by</p>
<p style="text-align:justify;">31st July 2013, and who in turn, shall furnish the information to Government by 15th August</p>
<p style="text-align:justify;">2013.</p>
<p style="text-align:justify;">5</p>
<p style="text-align:justify;">18. In respect of employees of Local Bodies, the Drawing Officers shall furnish the above</p>
<p style="text-align:justify;">information in the prescribed proforma as per Annexure-II to the Audit Officer of the District</p>
<p style="text-align:justify;">concerned before 15th July, 2013 and who will, in turn furnish the consolidated information to</p>
<p style="text-align:justify;">the Director of State Audit by 31st July 2013. The Director of State Audit in turn shall furnish</p>
<p style="text-align:justify;">the consolidated information to the Secretary to Government, Finance (PC.I) Department by 15th</p>
<p style="text-align:justify;">August 2013.</p>
<p style="text-align:justify;">19. In regard to the Project Staff, the Joint Director of Accounts of each Project shall</p>
<p style="text-align:justify;">furnish the information in the prescribed proforma as per Annexure-II to the Director of</p>
<p style="text-align:justify;">Works Accounts by 15th July 2013, and who, in turn, shall furnish the information to the</p>
<p style="text-align:justify;">Finance (PC.I) Department by 31st July 2013.</p>
<p style="text-align:justify;">20. All the Drawing and Disbursing Officers and Audit Officers are requested to intimate</p>
<p style="text-align:justify;">to the employees working under their control as to how much amount of arrears of Dearness</p>
<p style="text-align:justify;">Allowance is credited to the General Provident Fund Account/Compulsory Savings Account as</p>
<p style="text-align:justify;">per the Proforma annexed (Annexure-II) to this order. They are further requested to adhere to</p>
<p style="text-align:justify;">the above instructions and any deviation or non-compliance of these instructions will be viewed</p>
<p style="text-align:justify;">seriously.</p>
<p style="text-align:justify;">21. All the Heads of the Departments and Departments of Secretariat are requested to</p>
<p style="text-align:justify;">issue suitable instructions to the Drawing and Disbursing Officers under their control and to see</p>
<p style="text-align:justify;">that these instructions are followed scrupulously. The Director of Treasuries and</p>
<p style="text-align:justify;">Accounts/Director of State Audit/Pay &amp; Accounts Officer/Director of Works Accounts, Andhra</p>
<p style="text-align:justify;">Pradesh, Hyderabad, are requested to issue suitable instructions to their subordinate Audit</p>
<p style="text-align:justify;">Officers so that these instructions are carefully followed by them.</p>
<p style="text-align:justify;">22. The expenditure on the Dearness Allowance to the employees of Agricultural Market</p>
<p style="text-align:justify;">Committees, Greater Hyderabad Municipal Corporation, Greater Visakha Municipal Corporation</p>
<p style="text-align:justify;">and Vijayawada Municipal Corporation shall be met from their own funds in view of the orders</p>
<p style="text-align:justify;">issued in the reference 16th read above..</p>
