Energy Innovation Hubs are composed of large, multidisciplinary teams of investigators whose research integrates basic to applied research and focuses on a single critical national energy need. Batteries and electrical energy storage technologies are pivotal and straddle two major energy sectors: transportation and the grid. For vehicles, new batteries with improved lifetimes and storage capacities are needed to expand range of electric vehicles for a single charge while simultaneously decreasing the manufacturing cost and weight. For the electrical grid, new approaches to electrochemical energy storage can enable inherently intermittent renewable energy sources to meet continuous electricity demand. Today’s electrical energy storage approaches suffer from limited energy and power capacities, lower-than-desired rates of charge and discharge, cycle life limitations, low abuse tolerance, high cost, and poor performance at high or low temperatures.&lt;br /&gt;

&lt;/div&gt;&lt;div class="MsoNormal"&gt;The Batteries and Energy Storage Hub will accelerate the development of energy storage solutions that are well beyond current capabilities and approach theoretical limits. This development will be enabled by cross-disciplinary R&amp;amp;D focused on the barriers to transforming electrochemical energy storage, including the exploration of new materials, devices, systems, and novel approaches for transportation and utility-scale storage. The Hub will provide a critical mass research effort to overcome the current technical limits for electrochemical energy storage to the point that the risk level will be low enough for industry to further develop the innovations discovered by the Hub and deploy these new technologies into the marketplace. To achieve these goals, the Batteries and Energy Storage Hub will foster unique collaborations bridging fundamental scientific research and technology development. &lt;o:p&gt;&lt;/o:p&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;
&lt;/div&gt;&lt;div class="MsoNormal"&gt;The Batteries and Energy Storage Hub will be the fourth such Hub established by DOE. Three Energy Innovation Hubs were launched in FY 2010: Fuels from Sunlight; Energy Efficient Building Systems Design; and Modeling and Simulation for Nuclear Reactors. The Hub will be funded up to a total of $20 million in the first year; up to $10 million of those funds can be devoted to infrastructure start-up for the Hub, including building renovation (but not new construction), lease arrangements, equipment, and instrumentation. It is anticipated that the Hub will be funded up to $25 million per year for Hub operations in the final four years of the award period, pending Congressional appropriations.&amp;nbsp;&lt;o:p&gt;&lt;/o:p&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;

The Environmental Sustainability program supports engineering research with the goal of promoting sustainable engineered systems that support human well-being and that are also compatible with sustaining natural (environmental) systems. These systems provide ecological services vital for human survival. The long-term viability of natural capital is critical for many areas of human endeavor. Research in Environmental Sustainability typically considers long time horizons and may incorporate contributions from the social sciences and ethics.This program supports engineering research that seeks to balance society's need to provide ecological protection and maintain stable economic conditions. There are four principal general research areas which are supported, but others can be proposed by contacting the program director by email at: bhamilto@nsf.govIndustrial EcologyGreen EngineeringEcological EngineeringEarth Systems EngineeringTopics of interest in Industrial Ecology include advancements in modeling such as life cycle assessment, materials flow analysis, input/output economic models, and novel metrics for measuring sustainable systems. Innovations in industrial ecology are encouraged. In Green Engineering, research is encouraged to advance the sustainability of manufacturing processes, green buildings, and infrastructure. Many programs in the Engineering Directorate support research in environmentally benign manufacturing or chemical processes. The Environmental Sustainability program supports research that would affect more than one chemical or manufacturing process or that takes a systems or holistic approach to green engineering for infrastructure or green buildings. Improvements in distribution and collection systems that will advance smart growth strategies and ameliorate effects of growth are research areas that are supported by Environmental Sustainability. Innovations in prevention and management of storm water, recycling and reuse of drinking water, and other green engineering techniques to support sustainable construction projects may also be fruitful areas for research. National prosperity today is more dependent on research and technology advances and since the product development cycle in all industrial sectors is more rapid than before, NSF's role of supporting discovery research across all fields of science and engineering is closer and more relevant to economic development at this time than at any time in our past.By establishing and expanding partnerships, research from institutions of higher education can be translated into innovation. Thus, the impact of research can be increased by moving it to realistic deployment, linking new knowledge to economic growth and other societal benefits. Partnerships with participation from science, engineering, education, the private sector and government can accelerate the process of innovation--the transformation of scientific and technological advances into new products, processes, systems, and services. In turn, new jobs are produced, wealth created, and the standard of living and quality of life worldwide are improved.The NSF Partnerships for Innovation (PFI) program is an umbrella for two complementary subprograms: one of which involves an earlier stage that focuses on building innovation capacity and the other involves a later stage that focuses on the acceleration of innovative research. The former emphasizes the transformation of knowledge to market-accepted innovations created by the research and education enterprise, while the latter emphasizes the translation of research to commercialization by NSF-funded research alliances. A research alliance is defined as a research partnership formed for mutual benefit, and funded by NSF, between/amongst universities and other entities. Add Us In is a new initiative sponsored by the U.S. Department of Labor’s Office of Disability Employment Policy (ODEP). The initiative is designed to identify and develop strategies to increase employment opportunities within the small business community for individuals with disabilities. Included within the small business community are targeted businesses that are owned and operated by minorities; lesbian, gay, bisexual and transgender individuals; women, veterans and people with disabilities.&lt;br /&gt;
&lt;br /&gt;
Small business is the engine of U.S. economic growth, and the data on minority business growth clearly shows that minority-owned and operated firms are a significant contributor to the long term health of the United States economy. Over the past 10 years, minority-owned businesses have grown at approximately double the rate of all firms in the U.S. economy. If one considers the growth of additional targeted businesses such as those owned and operated by women or individuals with disabilities, then the influence of these businesses is even greater.&lt;br /&gt;
&lt;br /&gt;
Given this level of growth in the small business community, one of the high-priority goals of the Add Us In Initiative is to create business engagement models that can be replicated on a national scale. Related to this goal is the companion goal of building national and local networks of experts skilled in connecting small employers with the underutilized talent pool that is people with disabilities.&lt;br /&gt;

Scientific Discovery through Advanced Computing: Scientific Computation Application Partnerships in Fusion Energy Science The Office of Fusion Energy Sciences (FES) and the Office of Advanced Scientific Computing Research (ASCR) of the Office of Science (SC), U.S. Department of Energy (DOE), hereby announce their interest in receiving Cooperative Agreement applications from interdisciplinary teams to the Scientific Discovery through Advanced Computing (SciDAC) program, for Scientific Computation Application Partnerships (hereafter, Partnerships) in the area of fusion energy sciences. Fundamental physics is standing at the precipice of dramatic discoveries. Last century's major scientific insights represented by the theories of general relativity and quantum mechanics are known to be mutually incompatible. The lack of a theory to unify all natural forces including gravity indicates the incompleteness of the Standard Model and General Relativity. In addition, there is clear evidence for dark energy and dark matter from astrophysical observations. While NASA's Science Mission Directorate plans to study dark matter and dark energy through observational means, and to seek clues to when General Relativity might fail through studies of physics in the strong gravity environment near black holes, the establishment of new physical understanding beyond current known theories remains elusive. Nonetheless, the new physics is expected to lead to breakdowns of the well-established theories with verifiable experimental consequences. Recent technology advancement in optical clocks, atom interferometers and Bose Einstein Condensates has demonstrated a radical improvement in measurement precision, putting experimentalists within striking range of reaching the experimental sensitivity where breakdown of these theories may occur and important new discoveries made. It is clear that laboratory physics can contribute greatly to this quest for new physics in the 21st century by utilizing carefully conceived experiments with unprecedented resolution on the ISS, such as the planned ESA SOC, QWEP and ACES projects. The Research and Innovative Technology Administration (RITA) of the U.S. Department of Transportation (US DOT) plans to competitively select ten Tier 1 University Transportation Centers (UTCs), two Tier 1 Transit-Focused UTCs, and ten Regional UTCs. The purpose of the Centers is to advance U.S. technology and expertise in the many disciplines comprising transportation through the mechanisms of research, education, and technology transfer; and to provide a critical transportation knowledge base outside the US DOT and address vital workforce needs for the next generation of transportation leaders. To accomplish this purpose, RITA plans to provide approximately $3.5 million from federal Fiscal Year 2011 funds to each nonprofit institution of higher learning selected through this competition to operate a Center. A UTC must be located in the United States or territories. It may be a single university or a consortium of two or more universities. Each Center is required to obtain matching funds from non-federal sources in an amount at least equal to the US DOT grant amount. The grant may be extended subject to a) transportation authorization legislation that continues the UTC Program as structured in this solicitation and b) availability of subsequent-year funds.&lt;br /&gt;

The Environmental Sustainability program supports engineering research with the goal of promoting sustainable engineered systems that support human well-being and that are also compatible with sustaining natural (environmental) systems. These systems provide ecological services vital for human survival. The long-term viability of natural capital is critical for many areas of human endeavor. Research in Environmental Sustainability typically considers long time horizons and may incorporate contributions from the social sciences and ethics.This program supports engineering research that seeks to balance society’s need to provide ecological protection and maintain stable economic conditions. The Sustainable Communities Regional Planning Grant Program (Program) supports metropolitan and multijurisdictional planning efforts that integrate housing, land use, economic and workforce development, transportation, and infrastructure investments in a manner that empowers jurisdictions to consider the interdependent challenges of: (1) economic competitiveness and revitalization; (2) social equity, inclusion, and access to opportunity; (3) energy use and climate change; and (4) public health and environmental impact. The Program places a priority on investing in partnerships, including nontraditional partnerships (e.g., arts and culture, recreation, public health, food systems, regional planning agencies and public education entities) that translate the Livability Principles (Section I.C.1) into strategies that direct long-term development and reinvestment, demonstrate a commitment to addressing issues of regional significance, use data to set and monitor progress toward performance goals, and engage stakeholders and residents in meaningful decision-making roles.&amp;nbsp;&lt;br /&gt;

The goal of the National Robotics Initiative is to accelerate the development and use of robots in the United States that work beside, or cooperatively with, people. Innovative robotics research and applications emphasizing the realization of such co-robots acting in direct support of and in a symbiotic relationship with human partners is supported by multiple agencies of the federal government including the National Science Foundation (NSF), the National Aeronautics and Space Administration (NASA), the National Institutes of Health (NIH), and the U.S. Department of Agriculture (USDA). The purpose of this program is the development of this next generation of robotics, to advance the capability and usability of such systems and artifacts, and to encourage existing and new communities to focus on innovative application areas. It will address the entire life cycle from fundamental research and development to industry manufacturing and deployment. Methods for the establishment and infusion of robotics in educational curricula and research to gain a better understanding of the long term social, behavioral and economic implications of co-robots across all areas of human activity are important parts of this initiative. Collaboration between academic, industry, non-profit and other organizations is strongly encouraged to establish better linkages between fundamental science and technology development, deployment and use.&lt;br /&gt;

The purpose of this Funding Opportunity Announcement (FOA), DE-FOA-0000560 Innovative Manufacturing Initiative, is to solicit Applications for funding cost-shared research and development of innovative manufacturing processes and materials technologies to advance the clean energy economy by increasing industrial and manufacturing energy efficiency, deliver the breakthroughs that the Nation needs to significantly reduce energy and carbon intensity throughout the economy over the coming decades, and revitalize existing manufacturing industries and support the development of new products in emerging industries. This FOA seeks Applications to select and fund research and development (R&amp;amp;D) projects beginning as early as Technology Readiness Level 2 (Applied Research) with efforts up through Technology Readiness Level 6 (Prototype) to advance the engineering and development of transformational manufacturing process and materials technologies that significantly improve the competitive position of U.S. industry. The Sustainable Communities Regional Planning Grant Program (Program) supports metropolitan and multijurisdictional planning efforts that integrate housing, land use, economic and workforce development, transportation, and infrastructure investments in a manner that empowers jurisdictions to consider the interdependent challenges of: (1) economic competitiveness and revitalization; (2) social equity, inclusion, and access to opportunity; (3) energy use and climate change; and (4) public health and environmental impact. The goal of the Water Sustainability and Climate (WSC) solicitation is to understand and predict the interactions between the water system and climate change, land use (including agriculture, managed forest and rangeland systems), the built environment, and ecosystem function and services through place-based research and integrative models. Studies of the water system using models and/or observations at specific sites singly or in combination that allow for spatial and temporal extrapolation to other regions, as well as integration across the different processes in that system are encouraged, especially to the extent that they advance the development of theoretical frameworks and predictive understanding. Specific topics of interest include:* Developing theoretical frameworks and models that incorporate the linkages and feedbacks among atmospheric, terrestrial, aquatic, oceanic, and social processes that can be used to predict the potential impact of (1) climate variability and change, (2) land use and (3) human activity on water systems on decadal to centennial scales in order to provide a basis for adaptive management of water resources.* Determining the inputs, outputs, and potential changes in water budgets and water quality in response to (1) climate variability and change, (2) land use and (3) human activity, and the effect of these changes on Biogeochemical cycles, water quality, long-term chemical transport and transformation, terrestrial, aquatic and coastal ecosystems, landscape evolution and human settlements and behavior.&lt;br /&gt;

This NOFA is part of a cross-agency collaboration between HUD, the U.S. Department of Transportation (DOT), and the U.S. Environmental Protection Agency (EPA), known as the Partnership for Sustainable Communities. HUD confers regularly with these partners. The Capacity Building for Sustainable Communities Program (Program), through this NOFA, will identify intermediary organizations that can provide capacity building support for communities engaged in planning efforts that support community involvement and integrate housing, land use, land cleanup and preparation for reuse, economic and workforce development, transportation, and infrastructure investments. Each grantee will be expected to deliver capacity building support to communities across the United States. The first purpose of the Program is to assemble a collection of capacity building service providers to work directly with the FY2010 and FY 2011 HUD Sustainable Communities Regional Planning and Community Challenge grant recipients, HUD Preferred Sustainability Status Communities, and EPA Sustainable Community Technical Assistance recipients and Brownfield Area Wide Planning grant recipients (collectively "Sustainable Communities Grantees"), and enable them to fulfill their anticipated outcomes.&lt;br /&gt;

The Environmental Health and Safety of Nanotechnology (Nano EHS) program provides support to develop and test the environmental effects of nanotechnologies. Fundamental research is sought to understand, evaluate, and mitigate the impact of nanotechnology on the environment and biological systems. The program emphasizes engineering principles underlying the environmental health and safety impacts of nanotechnology. Innovative methods related to production processes, waste reduction, recycling, and industrial ecology of nanotechnology are of interest. Current areas of support include:Understanding and mitigating the effects of nanotechnology and biotechnology on the environment, Nanotechnology environmental health and safety impacts and applications, Predictive methodology for the interaction of nanoparticles with the environment and with the human body, including refined methodology and predictive approaches for toxicity, Fate and transport of natural, engineered, and incidental (by-product) nanoparticles, Risk assessment and management of the effect of nanomaterials in the environment, Current areas of support for this program do not include biomedical and nanotoxicology topics involving clinical trials.
