“Telecoms watchdog Ofcom has said that the average broadband speed in the UK increased by nearly 22 percent in the year up to November 2011.”

UK consumers are achieving 22 per cent faster broadband speeds at home than they were 12 months ago, new Ofcom research reveals.

In November 2011, the average actual UK residential broadband speed was 7.6Mbit/s, compared with 6.2Mbit/s in November/December 2010, and 6.8Mbit/s in May 2011. Well this is a great news for UK citizens that the are enjoying great speed on their broadband services. Despite the overall increase, the report noted a decline in speeds for people on copper-based packages advertised at ‘up to’ 24Mbps and above 24Mbps, from 7.4Mbps to 7.0Mbps and from 38.2Mbps to 35.5Mbps, respectively.

This increase was mainly as a result of consumers moving onto higher speed packages.  In November 2011, for the first time more than half (58 per cent) of UK residential broadband connections had a headline, or advertised speed of above 10Mbit/s, up from 48 per cent in May 2011.

Previous reports highlighted how there can be a significant difference between advertised speeds and speeds actually received by consumers.  This confirmed the need for the Advertising Code-writing bodies, the Committee of Advertising Practice (CAP) and the Broadcast Committee of Advertising Practice (BCAP), to review the use of ‘up to’ speed claims in broadband advertising to ensure that advertisements do not mislead consumers.

Following this review, CAP and BCAP published guidance in September 2011 on the use of speed claims in broadband advertising, which will come into force in April 2012.  Among other things, it requires that speed claims should be achievable by at least 10 per cent of the relevant internet service provider’s (ISP) customer base, and where a significant proportion of customers are unlikely to receive a speed sufficiently close to that advertised, further qualifying information, such as the speed range obtainable by those customers, should be included in the advertisement.  In addition, any claim should be based on robust and reasonably representative data.

In line with this new guidance, using data from Ofcom’s latest research, the industry average speed based on the 10 per cent availability criteria would be 6Mbit/s for services currently advertised at ‘up to’ 8Mbit/s, and 14Mbit/s for services currently advertised at ‘up to’ 20/24Mbit/s. As indicated above, advertisements for these packages would also have to supplement headline speed claims with information such as the median speed or the typical speed range achieved by half of customers around the median.

However, more than 4 in 10 broadband consumers remain on packages with speeds of 10Mbit/s or less even though many of them would be able to get a higher speed at little or no extra cost if they switched package or provider.

In line with this new guidance, using data from Ofcom’s latest research, the industry average speed based on the 10 per cent availability criteria would be 6Mbit/s for services currently advertised at ‘up to’ 8Mbit/s, and 14Mbit/s for services currently advertised at ‘up to’ 20/24Mbit/s. An unfortunate error plagued the release of Nokia’s new flagship phone, the Lumia 800. This smartphone is the first product to have arrived from the partnership between the Finnish phone manufacturer and Microsoft, whose Windows Phone 7 operating system is installed on the device. Within days of the phone’s India launch, owners of the Lumia 800 began to report problems with the battery. Some units, although not all, are incapable of charging to full capacity. This is a software issue, rather than a problem with the battery or phone hardware itself.

Customers who noticed their new purchase experiencing this glitch were told by Nokia that they could replace the phones at no additional cost. Spokespeople from the company have expressed the opinion that the impact on India will be minimal, as the phones had only just started to ship when the glitch was identified. They will also be releasing a software upgrade in January that they feel will sufficiently rectify the issue, so that those willing to wait for a solution do not have to go through the hassle of acquiring a new handset.

In spite of the problems that have plagued this recent batch of Nokia phones, the Finnish manufacturer refuse to be cowed and are going ahead with the planned release of their next Windows Phone model, the Lumia 900. Leaked information regarding this newer handset surfaced on the internet earlier this month, including an image revealing what it will look like. It is expected that Nokia will showcase the device for the first time at the Consumer Electronics Show in January. Rumours also suggest that the Lumia 900 may be running the latest update to the Windows Phone operating system, known as Tango, a second update to the Windows Phone 7 OS that was upgraded to Mango this September.

Just as they were anticipating a few hours ago, Meg Whitman, CEO of HP the it service management company, has met with the development team to decide their future webOS immediately, and although as many feared the worst (or permanently stop selling it), heads HP has announced through a press release  in their plans about webOS operating system to be  open source.

Despite this fact there is no news on new HP devices using the mobile operating system, but are committed to promoting the development of the webOS platform thanks to the cooperation of the developers of the Open Source community.

HP plans to make the underlying code for webOS available with an open source license, allowing anybody from a homebrew developer to a manufacturer to pick it up and make their own enhancements and versions. The goals for the future of HP webOS are:

• The goal of the project is to accelerate the open development of the webOS platform
• HP will be an active participant and investor in the project
• Good, transparent and inclusive governance to avoid fragmentation
• Software will be provided as a pure open source project
