Civil Society and Patient Groups Call on DOH to Address Recurring TB Drug Stock-Outs, Offer Solutions

TB patient groups and civil society organizations are calling for stronger government action and closer coordination to ensure Filipinos undergoing tuberculosis treatment have reliable access to essential medicines.

Urgent Medicine Access: TB patient groups and civil society organizations are urging the Department of Health to address recurring TB drug stock-outs, warning that treatment interruptions can worsen illness, contribute to drug resistance and create substantial financial burdens for affected Filipino families.
Economic Consequences: A modelling study presented during the discussion estimated that a one-month stock-out of first-line medicines affecting 2,663 patients with drug-sensitive TB could result in approximately US$21 million in economic impact, with households carrying most of the burden.
Bayanihan Approach: Advocates are proposing stronger collaboration among the DOH, local governments, healthcare providers, civil society, patient communities, technical partners and the private sector, alongside improved forecasting, procurement, distribution, stock monitoring and community reporting.

Recurring shortages of tuberculosis medicines are prompting TB patient groups and civil society organizations in the Philippines to call for urgent action from the Department of Health, as advocates warn that disruptions in treatment can have consequences extending well beyond individual patients.

The call was raised during a roundtable discussion on strengthening reliable and sustainable access to TB medicines held on August 25 at the Bayview Hotel in Manila. The gathering brought together TB-affected communities, civil society organizations, health professionals, local government representatives, technical partners and other stakeholders.

"No to TB drug stock-outs!" advocates declared during the event, underscoring their call for sustained efforts to make sure people undergoing TB treatment can continuously access the medicines they need.

A Recurring Challenge for TB Patients

According to Florita Dalida, TB nurse, founder of civil society group TB HEALS and secretary of the Philippine Alliance to Stop TB or PASTB network, medicine supply interruptions have remained a persistent concern.

"TB drug stock-outs have been recurring in the Philippines for a decade and have steadily worsened over time," Dalida said.

She noted that partner organizations and community groups in different parts of the Philippines have repeatedly reported delayed medicine deliveries and shortages of free first-line TB medicines at health facilities.

Dalida called on new Health Secretary Edwin Mercado to make the issue a priority, particularly because interruptions can affect both patients' health and their families' finances.

"It is critical for new Health Secretary Edwin Mercado to prioritize this issue. Interruptions in TB treatment can have serious consequences for patients and place significant financial strain on their families," she said.

Treatment interruptions can contribute to worsening illness, treatment failure, drug resistance and continued transmission. At the household level, disruptions can also result in additional transportation and healthcare expenses, lost income and higher caregiving costs.

The Economic Cost of Stock-Outs

The financial implications of medicine shortages were also discussed during the roundtable.

David Collins, Professor of Global Health at Boston University School of Public Health, presented findings from a 2020 modelling study examining the economic consequences of TB medicine stock-outs and loss to follow-up in the Philippines.

According to the study, the economic impact of a one-month stock-out of first-line medicines affecting 2,663 patients with drug-sensitive TB could reach approximately US$21 million. This works out to around US$7,900 per affected patient, with households bearing the majority of the estimated economic burden.

Collins noted that these figures were likely to underestimate the full impact. He argued that the benefits of investing in a reliable medicine supply would substantially outweigh the associated costs.

The figures help illustrate why drug availability is not simply a logistical concern. When medicines become unavailable, the consequences can spread across healthcare, household finances and the broader effort to control TB.

A Bayanihan Approach to TB

Patient groups are also emphasizing that addressing recurring stock-outs should involve cooperation between government and other sectors.

Louie Zepeda-Teng, President of TBPeople, TB survivor and advocate, said patient communities, civil society and private organizations are prepared to work alongside government.

"We stand ready to collaborate with government because resolving TB drug stock-outs requires a whole-of-society approach," Zepeda-Teng said. "TBPeople is already working closely with patient groups, local government units, private organizations, and foundations. The DOH can harness the spirit of bayanihan (collective effort) and mobilize all stakeholders to help address this challenge."

Representatives of PASTB and TBPeople formally presented petitions addressed to the DOH during the event, calling for action on recurring medicine shortages and uninterrupted access to TB treatment.

Fixing the Supply Chain

Participants identified multiple points in the medicines supply chain where challenges can emerge, including forecasting, procurement, distribution, stock monitoring and eventual availability at healthcare facilities.

Dr. Richard Castro, head of the Manila Health Department TB Control and Prevention program, highlighted the important role of the national government in procurement.

"It is the national government that has the capacity and responsibility to purchase TB drugs at scale. Local governments can only make emergency purchases of up to 10% of supply needs," Castro said.

Meanwhile, Dr. Marizel Wong of the Quezon City Health Department discussed Quezon City's experience in maintaining first-line TB medicine supplies, including the investments and local systems needed to support availability. During the discussion, Quezon City was presented as an example of an LGU that has experienced minimal interruptions in first-line TB medicine availability.

Community Reporting as Part of the Solution

Technology, data gathering and community reporting could also contribute to detecting medicine shortages before they become more disruptive.

Claire Waterhouse of Doctors Without Borders / Médecins Sans Frontières shared lessons from South Africa's Stop Stockouts Project. The civil society-led initiative used community reporting and verification of medicine shortages to generate evidence that could be used in engagement with health authorities.

Participants discussed whether elements of this model could be adapted to the Philippine setting and incorporated into the existing activities of local civil society and patient organizations. They agreed on the need for a similar community-led initiative that could build upon the networks and activities of existing local CSOs.

Such an approach could give communities a more active role in identifying shortages while helping stakeholders gather evidence about where and when medicine supply problems occur.

Stronger Coordination Moving Forward

One of the central messages from the roundtable was the need for stronger coordination among the national government, LGUs, healthcare providers, patient groups, civil society organizations, technical partners and other stakeholders.

Participants also discussed how civil society organizations could work more collectively by combining their community networks, evidence and advocacy efforts. This cooperation could extend beyond medicine availability to other parts of the TB care cascade, including prevention, screening, diagnosis, treatment and follow-up.

The roundtable was organized by Doctors Without Borders and PASTB as a starting point for further engagement with the DOH and other partners on practical and sustainable ways of strengthening access to TB medicines.

Other participants included the Philippine Coalition Against Tuberculosis or PhilCAT, Philippine Tuberculosis Society Inc. or PTSI, World Health Organization, local government units, TB-affected communities, technical partners and health professionals.

For patients who depend on uninterrupted treatment, reliable access to medicines is ultimately more than a supply-chain concern. The discussion highlighted how stronger procurement, monitoring, community participation and coordination could work together toward one essential objective: making sure TB patients can continue their treatment when they need it.

Apple iPhone 18 Pro: Pro Power in a More Compact Package

The iPhone 18 Pro is the smaller member of Apple's new professional flagship duo. It measures 150 x 71.9 x 8.8 mm and weighs 211 grams, making it considerably more compact and lighter than the Pro Max while retaining essentially the same flagship platform and camera hardware.

Its 6.3-inch LTPO Super Retina XDR OLED display has a 120Hz refresh rate, HDR10 and Dolby Vision support, plus brightness reaching 3000 nits at peak. Ceramic Shield 2 protects the display, complemented by an anti-reflective coating.

Inside is Apple's new A20 Pro built using a 2 nm process. The chipset combines a 6-core CPU, 7-core GPU, and Dual 16-core Neural Engine. Apple says the GPU is up to 40 percent faster than the A19 Pro, while the new chip provides 50 percent more memory bandwidth.

Apple has also redesigned the thermal architecture. A next-generation vapor chamber with three times more surface area than the previous generation works directly with the A20 Pro packaging to improve heat dissipation and sustained performance.

Apple iPhone 18 Pro Max: Bigger Screen, Bigger Battery

For users who want Apple's biggest conventional flagship, the iPhone 18 Pro Max expands the display to 6.9 inches. The larger chassis, however, creates room for one of the Pro Max's biggest advantages. Apple says the iPhone 18 Pro Max delivers the largest increase in battery life ever on an iPhone. eSIM-only versions can provide up to 45 hours of video playback, compared with up to 36 hours on the corresponding iPhone 18 Pro.

Aside from these differences, the Pro Max shares the same A20 Pro platform, storage configurations, camera system, connectivity technologies, and iOS 27 experience as its smaller sibling.

Variable Aperture Comes to iPhone

Photography is one of the biggest stories of this generation.

Both phones feature a 48 MegaPixels Fusion Main Camera with variable aperture, marking the first time Apple has offered aperture control on an iPhone. Six laser-cut blades controlled by a new rotor mechanism allow the camera to transition smoothly between different apertures.

The system can automatically adjust according to depth of field and lighting, while more experienced photographers can manually choose from four aperture settings inside the Camera app. Apple says the camera can intelligently widen to f/1.48 for low-light photography.

The rest of the rear setup includes a 48 MegaPixels periscope telephoto camera with 4x optical zoom and a 48 MegaPixels ultra-wide camera. A TOF 3D LiDAR scanner provides depth information.

Apple is also introducing Pro controls in the Camera app. Users can directly adjust aperture, shutter speed, and white balance while accessing a histogram for checking exposure.

Video remains equally ambitious, with support for 4K recording at up to 120fps, Dolby Vision HDR, ProRes, ProRes RAW, Apple Log 2, and spatial video and audio.

Apple Reference Image Takes Aim at Photo Authenticity

One particularly interesting addition is Apple Reference Image, a feature designed to help determine whether a photograph has been edited.

The Main Camera's new sensor can sign every pixel it sees. When Reference mode is used, signed sensor information is processed through Private Cloud Compute to produce what Apple describes as an unalterable reference image.

Users can view this reference alongside the primary photograph in Photos, effectively providing a digital negative for comparison. Combined with image metadata and upcoming support for the SynthID standard, Apple is positioning the feature as another way to help identify content that has been generated or altered using AI.

That could be especially relevant for photographers and photojournalists, but its usefulness potentially extends to everyday users at a time when manipulated imagery is becoming increasingly difficult to identify.

Smaller Dynamic Island, More Information

The Dynamic Island has also been redesigned on the iPhone 18 Pro generation.

Apple says advanced display technology has allowed it to make the Dynamic Island smaller while simultaneously making it more useful. It can now display as many as three Live Activities at once.

Face ID remains integrated into the system for securely unlocking the phone, authenticating purchases, and signing into applications.

A20 Pro and Next-Generation Connectivity

The 2 nm A20 Pro is paired with Apple's N1 wireless networking chip, enabling Wi-Fi 7, Bluetooth 6, and Thread connectivity.

Apple's new C2 cellular modem system also makes its debut. According to Apple, C2 brings AI-powered improvements to cellular quality and reliability, provides meaningfully faster uploads than C1X, consumes 15 percent less energy, and supports mmWave in the United States.

Siri AI and iOS 27

Software plays an equally important role in Apple's pitch for its newest Pro devices.

Siri AI is rolling out in beta with iOS 27 and represents an entirely new version of Apple's assistant powered by Apple Intelligence. It can use personal context to help users find information across messages, emails, photos, and other content.

Onscreen awareness allows Siri AI to understand and act on information currently displayed on the device, while Siri mode in the Camera app can provide information and perform actions based on what the camera sees.

Apple Intelligence also brings Spatial Reframing, Extend, and an upgraded Clean Up for photographs, while Image Playground gains photorealistic imagery. Safari's Notify Me feature can monitor webpages for changes such as product restocks and price drops.

Apple says its AI approach continues to emphasize privacy through a combination of on-device processing and Private Cloud Compute.

Same Pro DNA, Different Priorities

Choosing between the iPhone 18 Pro and Pro Max ultimately comes down largely to size and battery priorities because their core specifications are remarkably similar.

Both feature A20 Pro, 12GB RAM, the triple 48 MegaPixels rear camera system, 18 MegaPixels selfie camera, 120Hz LTPO Super Retina XDR OLED displays, Wi-Fi 7, Bluetooth 6, USB Type-C 3.2 Gen 2, and iOS 27.

After years of speculation about when Apple would finally enter the foldable smartphone race, the answer has arrived in the form of the Apple iPhone Duo, a completely new take on the iPhone that opens into Apple's largest smartphone display yet.

Interestingly, earlier rumors suggested that Apple's foldable could be called the "iPhone Ultra." Those reports ultimately turned out to be inaccurate when it came to the final product name. Still, many of the more substantial leaks surrounding Apple's foldable ambitions proved remarkably close to the finished device, including its book-style folding form factor and positioning as an ultra-premium member of the iPhone family.

What Apple officially unveiled is the iPhone Duo, and its name arguably makes sense once you see the concept in action. It is essentially designed around two complementary ways of using an iPhone: a compact smartphone when folded and a much larger mobile workspace when opened.

Two Displays Transform the iPhone Experience

The centerpiece is a 7.6-inch inner Super Retina XDR display, the largest display Apple has ever placed on an iPhone. Fold the device closed and users instead interact with a 5.4-inch outer Super Retina XDR display.

The inner display measures 50 percent larger than that of the iPhone 18 Pro Max, while the outer screen provides 90 percent of the screen area of the iPhone 18 Pro. Both displays support ProMotion and Always On functionality along with up to 3,000 nits of peak outdoor brightness. A nano-texture finish on the inner display also helps minimize glare, reflections, and the visibility of the crease.

Apple has even designed both displays with the same aspect ratio so content can scale proportionally as users move between folded and unfolded modes. Later this year, iPhone Duo is also expected to support Apple Pencil with USB-C for taking notes, sketching, and marking up documents.

The inner folding display combines a scratch-resistant coating with a nano-textured custom polymer cover layer, high-strength glass, custom adhesives, and a titanium plate to strengthen the overall structure.

A20 Pro Performance Meets Foldable Multitasking

Inside is Apple's A20 Pro, the same chipset powering the iPhone 18 Pro models. The 2-nanometer processor combines a 6-core CPU, 7-core GPU, and Dual 16-core Neural Engine.

Apple says the CPU is up to 20 percent faster than A19 Pro, while the GPU is up to 40 percent faster and more power efficient. The Neural Engine delivers twice the compute power for on-device AI models, while unified memory bandwidth has increased by 50 percent.

That performance becomes particularly important because iPhone Duo introduces forms of multitasking previously unavailable on iPhone.

With Split View, two apps can run side by side. Users can swap between apps, open two windows from the same application, save app pairs, or even converse with Siri AI on one side while viewing another app on the other.

iOS 27 has consequently been redesigned for the foldable format. Controls, app navigation, the status bar, Dynamic Island, Home Screen, and other interface elements adapt depending on the device's orientation and whether it is folded or unfolded.

Dual 48 MegaPixels Camera System

The foldable form also changes how users can take photos and videos.

The main camera system consists of a 48 MegaPixels Fusion Main camera and 48 MegaPixels Fusion Ultra Wide camera. The main shooter supports an optical-quality 2x Telephoto option, sensor-shift optical image stabilization, and shooting at up to 48 MegaPixels resolution.

The Ultra Wide camera can capture broader perspectives and macro photographs. Meanwhile, the folding design allows users to take selfies using the higher-resolution rear cameras while using the outer screen as their preview.

Other foldable-specific camera experiences include Duo Preview, Smart Take, Kid Cue, and Duo FaceTime. Video recording reaches 4K at 120 frames per second in Dolby Vision through the Fusion Main camera.

Apple Intelligence and Siri AI

Apple Intelligence naturally plays a major role in Apple's vision for the Duo.

Siri AI can use personal context to search across messages, emails, photos, and other information, while onscreen awareness allows it to understand and act on what users are currently viewing. Users can also write with Siri by describing what they need.

Apple Intelligence introduces other tools including Spatial Reframing, Extend, and an upgraded Clean Up for photos, while Image Playground gains support for photorealistic imagery. Safari's Notify Me can even monitor webpages for changes such as restocks and price drops.

The unusual form factor also required Apple to rethink battery placement. Instead of concentrating the battery on one side, iPhone Duo has one high-energy battery on each half of the device.

Apple rates it for up to 31 hours of video playback using the inner screen, up to 44 hours using the outer display, or up to 24 hours when both screens are used equally.

Fast charging can bring the battery to 50 percent in around 20 minutes, while MagSafe or Qi2 wireless charging can reach 50 percent in approximately 30 minutes.

Connectivity includes Wi-Fi 7 and Bluetooth 6 through Apple's N1 wireless networking chip, along with the C2 cellular modem system. Interestingly, iPhone Duo is eSIM-only worldwide, eliminating the physical SIM card slot.

MagSafe, fortunately, appears increasingly likely to make the cut. Earlier dummy units created uncertainty because they did not show evidence of an internal MagSafe ring, but more recent information from Bloomberg's Mark Gurman points toward MagSafe being included.

All this folding technology will apparently come at a steep premium.

Other predictions have varied, with Apple analyst Ming-Chi Kuo previously estimating a price somewhere between $2,000 and $2,500.

That would easily make the iPhone Ultra the most expensive iPhone Apple has ever released.

For Filipino Apple fans, however, it is too early to translate those figures into an expected Philippine retail price. Local pricing, availability, storage configurations, taxes, and Apple's eventual rollout strategy remain unknown.

September 9 Could Finally Reveal Everything

Apple is expected to unveil its first foldable iPhone alongside the iPhone 18 Pro and iPhone 18 Pro Max during its September 9 event. Actual retail availability is less certain, with reports suggesting that manufacturing complexity could result in constrained initial supplies or a launch slightly later than the other new iPhones.

Those visiting MIBF shouldn't just expect author appearances.

Wattpad is setting up an interactive booth at Booths 2-156 and 2-157 on the second floor of the SMX Convention Center, which will be open daily from 10:00 AM to 8:00 PM PHST throughout the event.

Visitors can participate in a special "Reader Passport" challenge, which gives fans an opportunity to collect exclusive merchandise created for Wattpad's 20th anniversary.

The booth will also become a meeting place for the Wattpad community, with author signings and meet-and-greets scheduled across three days.

Wattpad and Hershey's Team Up for Special MIBF Activation

Wattpad is also continuing its collaboration with The Hershey Company at this year's Manila International Book Fair.

Beyond the individual author sessions, Wattpad is bringing its writers to the MIBF main stage for a deeper conversation about creating stories and building connections with readers.

The occasion also carried special significance for beneficiaries of Tahanang Walang Hagdanan, Inc., a long-time UnionBank partner in creating opportunities for persons with disabilities.
