			<description>Steering Committee of the RGIC MIP project

&amp;ldquo;Teleparc&amp;rdquo;, the geomatics centre of the Gers Chamber of Commerce and Industry is the contracting authority and in charge to carry out the feasibility study of the future Regional Geospatial Information Centre of the Midi Pyrenees Region (RGIC MIP). The first meeting of the RGIC Steering Committee was held on the 28th of August 2009 and it gathered the 10 sponsors of this feasibility study. 

The RGIC Steering Committee is currently composed of several public authorities and territorial organizations: the Midi Pyrenees Region, the national authority of Midi Pyrenees region, the Gers CCI, the Provinces of Ari&amp;egrave;ge, Aveyron, Lot and Tarn et Garonne, the Municipalities Association of Grand Auch, the French Order of Licensed Surveyors and the Pyrenean Assembly of Mountain Economy. The Steering committee should be completed by the 15th of October 2009.

In addition, the Gers CCI signed an agreement with the AFIGEO association aiming at the creation of a network of the Regional Centres of Geographic Information (RGIC) in France. The main purpose of this network is to define the common specifications for all the regional platforms of geographic information. GEO FAIR TRADE consortium meeting 

The Gers CCI, coordinator of the EU research project  [[http://www.geofairtrade.eu/|&amp;laquo; GEO FAIR TRADE &amp;raquo;]] (FP7 Environment) will gather all the project partners in Lyon (France) from the 1st to the 4th of October 2009, during the [[http://www.salon-europeen-commerce-equitable.org/en/the-fair/european-fair-trade-fair/|2nd European Fair Trade Fair]]. During this consortium meeting, the 11 project partners will choose the 5 case studies which will contribute to the definition of relevant geoindicators regarding the Fair Trade sustainable development.



CREA BUSINESS IDEA consortium meeting in Auch

The Gers CCI will host the next consortium meeting of the [[http://www.teleparc.net/index.php?option=com_projets task=view_projet_tab id=112 toc=1 toc_type=1 toc_val=2/|CREA BUSINESS IDEA project]] (INTERREG IVB, SUDOE) on the 6th and 7th October 2009. All the partners will be represented in this meeting: the Regional Development Agency of La Rioja, the Technological Institute of Andalusia, the Development Institut of Madrid, the BIC of Beira Interior, the Algarve University and the Foundation for the Development of Sciences and Technology in Extremadura. A main point to discuss during the consortium meeting is the creation of a creativity virtual cluster for the development of enterprises.


E-INCORPORATE consortium meeting

The Gers CCI, project partner of the [[http://www.teleparc.net/index.php?option=com_projets task=view_projet_tab id=113 toc=1 toc_type=1 toc_val=2/|E-INCORPORATE project]] (INTERREG IVB SUDOE), will attend the next consortium meeting in Portugal on the 22nd and 23rd September 2009. The project is coordinated by the Development Institut of Madrid and it is jointly executed by the Municipalities Federation of Madrid, the Entrepreneurship Association of Sintra and the Technological Institut of Aragon. The meeting aims at planning the creation of a special platform for independent workers using information technologies.

			<title>Launching of the feasibility study of the « Regional Geospatial Information Centre»</title>

The feasibility study of the &amp;laquo; Regional Geospatial Information Centre&amp;raquo; (RGIC) of the Midi Pyrenees Region was officially launched on the 22nd of June 2009 in Toulouse (France). All the partners and several key actors of geographical information at regional level met during the kick-off meeting in order to set the bases of this strategic project. Both the feasibility study and the RGIC project will be coordinated by the &amp;laquo; Teleparc &amp;raquo; geomatics centre of the Gers CCI. The study will be finished in March 2010 and its results  will be used to prepare the set-up of the RGIC in the best possible way. 

The kick-off meeting gave the opportunity to all concerned actors (local, regional, national authorities, etc) to meet, to express their needs and expectations and to exchange ideas so that the feasibility study will be efficiently conducted. Moreover, a final decision was taken on the partnership composition. Thus, the founding group of the RGIC project is the following one: Gers CCI, Midi Pyrenees Region, Midi Pyrenees Prefecture, Ari&amp;egrave;ge Province, Tarn et Garonne Province, Aveyron Province (represented by the SMICA), Association of Municipalities of Grand Auch and the French Order of Licensed Surveyors. A Steering and a Monitoring Committee  will ensure the good development of the study. 

Before the setting up of the RGIC in Midi Pyrenees, a feasibility study will be carried out during 9 months in order to prepare the RGIC in the best possible way. Thus, useful results will be produced during the faisabilty period, which will be then used to set up the RGIC efficiently. The feasibility study has three objectives:

1. Drafting of a detailed geomatics portrait of the Midi Pyrenees region
2. Implementation of an operational Spatial Data Infrastructure covering the whole region.
3. Definition of a RGIC governance with legal and financial models and with the consent of as many as possible key-actors.

The first actions will begin in July 2009. A budget of 145 000 euros will be allocated to the Gers CCI during the faisability study.

			<title>Two new European projects begin at the Teleparc Centre</title>

The kick-off meetings marked the official launching of two European cooperation (INTERREG IVB SUDOE) projects: &amp;laquo; Crea Business Idea &amp;raquo; and &amp;laquo; E-Incorporate &amp;raquo; at the Teleparc geomatics Centre. These meetings took place in Spain and they gathered all the project partners from France, Spain and Portugal. Thanks to this international partnership, the Gers Chamber of Commerce and Industry will carry out many innovative actions to promote the economic development of the Gers province during two years.

&amp;laquo; Crea Business Idea &amp;raquo; project aims at creating a cluster of virtual creativity for enteprises in the South-West of Europe. The Gers CCI will involve local and regional actors in the field of businesses and innovation by raising awareness on creativity issues.

&amp;laquo; E-Incorporate &amp;raquo; project will improve the competitiveness of independent workers and small entrepreneurs by means of the New Information and Communication Technologies. In line with the successful project &amp;ldquo;SOHO SOLO&amp;rdquo; (www.soho-solo-gers.com), &amp;ldquo;E-Incorporate&amp;rdquo; will contribute to the arrival of new independent workers and therefore, to the reinforcement of the attractivity of the Gers rural territory.

			<title>SOHO SOLO project : Finalist of the European Entreprise Awards</title>

 More than 350 national, regional and local authorities &amp;ndash; including towns, cities and regions as well as public-private partnerships between public authorities and entrepreneurs, educational programmes and business organisations &amp;ndash; in 25 countries competed in the national round of the 2008/2009 European Enterprise Awards. This competition recognises and rewards outstanding initiatives that support entrepreneurship at European level. 

The jury pre-selected 47 projects and the European Commission selected 13 finalists candidates, among which SOHO SOLO (Small Office Home Office), a project leaded by the Gers Chamber of Commerce and Industry. SOHO SOLO offers individual support and advice to independent businessmen and tele-workers (called Soho Solos), who wish to come and live in the Gers province. 

The SOHO SOLO project competed in the category &amp;ldquo;Enteprise Development Award&amp;rdquo; and finished at the second place ex aequo, together with a spanish project. This award recognises and supports the innovative policies that promote the enterprises and enhance the investments, in particular in rural and not advanced territories. 

The winners were announced at a ceremony in Prague on the 13th of May, in the frame of the closing event for the First European SME week. The 2008/2009 Grand Jury&amp;rsquo;s Prize went to the Scarborough Renaissance Partnership for its pioneering enterprise and cultural renaissance work in the Yorkshire seaside town of Scarborough in north-east England.

			<title>New European project submitted by the Teleparc Centre</title>

			<description>The Gers CCI, as project coordinator, submitted on the 2nd of June the ENERGIC project. ENERGIC is a European project in the field of the Information and Communication Technologies which answers to the call for proposals CIP-ICT PSP-2009-3 (Objective: Public Sector Information Geographic Information) in the framework of the CIP-ICT programme (EU Competitiveness and Innovation Framework programme). The ENERGIC project is the first joint initiative of the NEREUS network (European Regions using space technologies) and it gathers 13 partners from 9 Member States (France, UK, Italy, Spain, Germany, Belgium, Bulgaria, Poland, Portugal).

ENERGIC is directly associated to the implementation of a new European directive regarding Geographic Information: the INSPIRE directive (http://inspire.jrc.ec.europa.eu/). It is true that its implementation is rather difficult at regional level, since the regions do not perceive the benefits of the new directive. On the contrary, they consider it as a new directive which is imposed by the Member States but does not concern them and has not taken into account their own point of view. Therefore, A general feeling of rejection of the new directive is emerging, especially in the less developed regions. 

To find a solution to this problem, the ENERGIC project proposes to set up a network of (existing ot future) Regional Centres of GeoSpatial Information of each partner region, aiming to:
1. Involve at regional level all key actors carrying out tasks of public service, providers or users of geospatial information
2. Mutualise at regional level the data purchases by forming central buying groups with all actors who have public service missions, thus reducing costs significantly 
3. Mutualise the expertise to create a good level service that will be able to conceive the implementation of the INSPIRE directive in the regions
4. Demonstrate to the regions the economic added value which will be brought by the implementation of the INSPIRE directive relative to the regional Agenda 21 policies, by means of a pilot action
5. Establish an interregional cooperation network of Regional Centres of GeoSpatial Information with the 22 regions/members of the NEREUS association in order to exchange INSPIRE best practices with other European regions

To achieve the aforementionned objectives, the ENERGIC project will set up a general framework to implement new services related to the Agenda 21 policies in the Spatial Data Infrastructures of each partner region. This general framework includes the adaptation of the SESU (Sustainable Spatial Elementary Unit) concept to the Agenda 21 policies and the definition of minimum data set both compatible with the INSPIRE directive and necessary for the calculation of sustainable development indicators. A cost-benefits analysis will demonstrate the economic utility and durability of the new services implemented in each Regional Centre of GeoSpatial Information.
