There is no mention of the trees being diseased in the main report to which Mr. Barker refers to.&lt;br /&gt;2. If the trees are felled, there is no mention of replacing them.&lt;br /&gt;3. There are still 5 trees to be replaced from the felling which was undertaken in April 2008, for which you have been contacted about,  by us on several occasions. At the time these were felled, it was confirmed by CPRE and Natural England these 5 trees were not diseased.&lt;br /&gt;4. The land is not a building plot as described in the application. The original planning grant was that this area was to serve as the rear garden for ‘Up and Down’, having previously been the rear garden to Kinnoul. &lt;br /&gt;5. It should be noted that the builder has made several applications to build on the site, which to date have rightly been refused, of which the close proximity to the trees was a major factor in the refusal. &lt;br /&gt;6. The development of the plot has already had an adverse effect on the trees, as  the slope mentioned is due to clearance for this plot. No planning permission for 52 Target Firs can be found of DDC web site. Can you please look into this for me so I can pass information onto other residents. I have today chased DDC for an update again. I am contacting you on the b...</title><content type="html">Dear Parish Council,&lt;br /&gt;&lt;br /&gt;I am contacting you on the behalf of a local resident, who recently told me that he had asked children &amp;amp; carers from the home not to play football in the area of the garages in Temple Side/Target Firs. (A ‘NO BALL GAMES’ SIGN IS CLEARLY VISIBLE).  &lt;br /&gt;&lt;br /&gt;Today he approached me again to say it had not stopped. This was not the only problem as he witnessed branches being broken off the tree within the roundabout by children from the home, again in the presence of the carer.  Apparently he was met with verbal abuse on both occasions, so he is not very happy! &lt;br /&gt;&lt;br /&gt;He did say I could use his name, but with the Channels &amp;amp; Choices / Police issuing unfounded harassment notices to local residents, I have decided not to disclose at this stage. I assume you know that PCSO Stevens has complaints made against her with respect to “Neglect of Duty” &amp;amp; “Oppressive behaviour”. I have 17 signatures to the affect that she neglected visiting local’s reference problems, children’s home. This has been ongoing since August 2009, initially through PCSO Reed, PC Marsden and PC Thompson (and in my opinion they should be charged with the same complaints!), and to date there has still been no satisfactory resolution. It has been dealt with through the Police Complaints Procedure overseen by the IPCC, and has now been viewed to the Chief Inspector Elmes and is awaiting review by the Police Standards Department.&lt;br /&gt;&lt;br /&gt;This is the second time vandalism has occurred in the area, this time clearly witnessed. (Damage to “No entry” sign on Green Lane gate, where smokers gather being the other incident).   &lt;br /&gt;&lt;br /&gt;Local residents still have to endure parking problems/invasion despite emails (attached) sent to Channels &amp;amp; Choices. It has recently been disclosed that the home is used for TRAINING / TEACHING / VISITS and MEETINGS (the email is available, should you wish to view it). Roger Frayne.&lt;br /&gt;&lt;br /&gt;Dear Cllr Frayne I refer to your email of 19 October 2009 regarding the above site, that has been passed to me for attention. I had a site meeting with Mr Barker in September 2009 when replanting five trees as replacements for those that were removed in 2008 was discussed. I followed this up in writing, stating that the replacements should be planted in the coming planting season. I have not had a reply to my letter. If I hear nothing from Mr Barker by mid November I will write again, warning him that if he does not comply the Council consider issuing a Tree Replacement Notice. As far as the hedgerow you mention is concerned, I have no knowledge of this and it was not mentioned in any of Mr Delaney&amp;#39;s notes prior to my taking over the case. I suggest you contact the Planning Investigation Officer who may be able to help. You need to be aware of the following facts:&lt;br /&gt;&lt;br /&gt;If PCSO Stevens visited the area more often she could see we still have a problem even though the whole frontage is paved hence the wording in the complaint and the supplied photos sent from Fix My Street that I assume you have looked at? The car park is not big enough and they then just park any where they like with no consideration. The effective solution is for the home to have there meetings elsewhere not yellow lines. This is a residential area not the start of a business park. &lt;br /&gt;&lt;br /&gt;As past experience as show PCSO Stevens is not an effective traffic warden, thus inappropriate parking continues. PCSO Stevens would prefer to defend the Children’s home. Just recently, she has threatened me by telling me to stop taking photos of the property in respect of garden maintenance and car parking. As you can imagine I am not happy and considering contacting her superior should I hear any more nonsense on the subject.  &lt;br /&gt;&lt;br /&gt;PCSO Stevens has been known to target cars indiscriminately and then has the pathetic excuse stating they did not know who the vehicle belonged to. (see attached) (Other trivial parking problems, always present in the same area on a daily basis are just ignored. Personally not a great problem to me). &lt;br /&gt;&lt;br /&gt;The PCSO has admitted she has not spoken to the local residents on any subject in connection with the impact of the new home! &lt;br /&gt; &lt;br /&gt;You will in due course hear about the car from the home careering out of the drive, across the junction and into the fence of my opposite neighbour.  (Telephone received on Saturday from my opposite neighbour). She was lucky! You had no problem and actively supported photo or even video evidence (and that included personal footage) correct? &lt;br /&gt;&lt;br /&gt;Ref: article 8 of the Human Right Act, in what way as my photos broken the law in respect of privacy? I have posted an extract from the Police National Legal Database on the Blog in respect of photo taking, as it appears to conflict with what you are saying. Having checked the Act, I note it refers to ‘family life’ and as we know, Compass House is a business! It seems as though you are again plucking legislation out of thin air, without checking its validity, and could easily be turned around for ours and other resident’s family human rights.&lt;br /&gt; &lt;br /&gt;Ref: vulnerable people, you know as well as the local residents the home is totally exposed to being overlooked by virtue of its elevated location Residents/neighbours have a right to look, take photos and entertain in there back gardens should they wish, we have checked this fact with other authorities. Full view photos of the said home are available on the Channels &amp;amp; Choices website for all to see.  Really in reality you are only endorsing the home is not suitable for a residential area!&lt;br /&gt; &lt;br /&gt;Photos are freely displayed by members of the public on the “Fix My Street” Web site and many others without any reference to Data protection act or any other disclosures. So why are you referencing it? The public as a right to highlight problem areas.&lt;br /&gt; &lt;br /&gt;The photos were clearly not taken on the property as you stated. If you care to view garden of the home, you will again see some of the weeds are nearly as tall as yourself already.&lt;br /&gt; &lt;br /&gt;Again recent photos are clearly not taken on the property and can be viewed on the web @ http://www.fixmystreet.com/report/62686. As previously predicted, “Meetings held regularly (at least weekly), with excessive numbers of cars, over spilling onto the road, causing inconvenience and obstruction (i.e. parking opposite &amp;amp; close junctions). Frequently the property&amp;#39;s frontage looks like a car sales forecourt, and is out of character with the residential area.”  But don’t take my word for highlighting this. Ask the residents’ opinions who live at the top of Templeside, particularly those who have no off road parking facility. &lt;br /&gt;&lt;br /&gt;If you are an officer acting for everybody, why have you not contacted any of the local affected residents around the location of the home? The resentment/impact extends further than you think too!! I can think of a few reasons, but why are you continually siding with the home?  You need to get both sides of the story!&lt;br /&gt;&lt;br /&gt;I am seriously considering contacting your superior with harassment, supplying incorrect information and wasting my time complaint if this continues. Your previous explanation of parking problems were considered a joke, i.e. you didn’t know who the van belonged to and protecting the home - countless references and total disbelief by many members of the public!  Talk to other residents before you disgrace yourself any more, your “street cred” is at an all-time low. To be honest with you I have blocked quite a number of the comments submitted to the TE Blog in respect of policing of the area! Let’s face fact’s the business you are helping/protecting can’t even tell the truth!&lt;br /&gt;&lt;br /&gt;It remains to be seen if the manager of the home has learnt his lesson yet. If he can’t give the public the “time of day” and run away into the bargain then he should not be dealing with the public!! These could include stately homes, museums, churches shopping malls, railway stations and council/government buildings. They have also been asked to assist all the residents affected. Some of the TEPC members live close to the area of the home so can see the problems at first hand.&lt;br /&gt; &lt;br /&gt;Inappropriate comments will not be tolerated / published especially as you are from Essex.I can assure you residents would not be happy with me if I allowed it.
