<li><em>“Better hit an innocent than hesitate to target an enemy,” is a typical description by one unidentified soldier of his understanding of instructions repeated at pre-invasion briefings and during the 22-day operation, from December 27 to January 18.</em></li>
<li><em>“In urban warfare, anyone is your enemy. No innocents.”</em></li>
<li><em>Whole streets in parts of the Gaza Strip were razed to minimise the risk of Israeli casualties from small-arms attacks and booby-trap bombs. The United Nations says Gaza six months later is just beginning to clear 600,000 tonnes of rubble.</em></li>
<li><em>Soldiers describe a “Neighbour Procedure” in which civilians were forced to enter suspect buildings ahead of troops. They cite cases of civilians advancing in front of a soldier resting his rifle on their shoulder.</em></li>
<li><em>The report repeats charges – denied by Israel – that white phosphorus was fired indiscriminately into Gaza streets. It cites “massive destruction was unrelated to any direct threat to Israeli forces” and “permissive” rules of engagement.</em></li>
<li><em>To strip away cover for Hamas fighters, aerial bombardment, artillery, demolition charges and armoured bulldozers razed whole areas including gardens, and olive and orange groves. “We didn’t see a single house that was intact . . . that was not hit. The entire infrastructure, tracks, fields, roads, was in total ruin. The D-9 (bulldozer) had gone over everything,” the report quoted a soldier as saying.</em></li>
<li><em><strong>“There was a clear feeling, and this was repeated whenever others spoke to us, that no humanitarian consideration played any role in the army at present. The goal was to carry out an operation with the least possible casualties for the army.”</strong></em></li>
</ul>
<p><em>The testimonies challenge assertions by Israeli officials and pro-Israel groups in the United States that “Israel did all it could to avoid civilian casualties”, as Kenneth Jacobson of the Anti-Defamation League wrote last week to the New York Times. The League denounced Amnesty International for labelling Israel’s actions as “wanton” destruction and said it was “outrageously accusing the Israeli military of war crimes”.</em></p>
<p><em>Soldiers in Israel’s largely conscript army have standing orders not to talk to the media. 			<content:encoded><![CDATA[<div class='snap_preview'><br /><blockquote><p><em><a href="http://news.bbc.co.uk/1/hi/wales/north_west/8150133.stm">A business plan</a> to save a town&#8217;s swimming pool from closure has been supported by councillors. Gwynedd Council had wanted to close Harlech pool to save money, but local people submitted a business plan to run it with a community trust. The Friends of Harlech swimming pool want to invest in a climbing wall and cafe to attract more paying customers. If their plans had been rejected the council would have closed the pool at the end of July. The move to try and get the pool under community ownership is being followed with interest in other parts of Wales, which have already lost their pools.</em></p></blockquote>
<p>Essentially the council have abrogated their responsibility to provide and run a pool, the people are going to do it, so what exactly is the council&#8217;s function then? If they do not run things on behalf of the people?</p>

<blockquote><p><em>Gwynedd council leader Dyfed Edwards said there was a need to look at ways to cut £15m from the budget over the next three years. &#8220;Can we sustain these assets and the buildings that we have across a large rural county such as Gwynedd for the future with the finance that we&#8217;re provided? The answer is no. &#8220;It&#8217;s all very well having a policy and an agenda from a national government &#8211; how do we deliver it locally is the question,&#8221; he said. </em></p>
<p><em>For the Friends of Harlech swimming pool&#8217;s plan to work they needed to be given the freehold of the building. On Tuesday the board of Gwynedd council discussed the pros and cons of the plan.</em></p>
<p><em>Other parts of the UK have already set up community trusts to run swimming pools. Alan Joyce has successfully run a community owned pool in Sheffield for the past 16 years.</em></p></blockquote>
<p>Why cut £15 million, there are many times that in bonuses being paid to a few hundred sociopathic parasites in the City of London. Whose need is greater? A shiny suited already wealthy person or an area with large coastlines where children need to be taught how to swim? The crisis of capitalism is not an abstract, it is a class war with casualties and none of the people meant to represent us (and paid by us) are actually fighting for us.<br />

<p><strong>UPDATE:</strong> In <a href="http://tenpercent.wordpress.com/2009/07/14/so-whose-job-is-the-council-doing/#comment-22587">comments Earwicga</a> informs me that the swimming pool was in competition with North Wales Rape and Sexual Abuse Support Centre [RASA], ie. these basic service have to compete for funding while government refuses to tax the untaxed capital of the ultra rich. The LABOUR government. Oh yeah, I am back I am fucking pissed off.</p>

Clinton pressed this point on Tuesday in pushing for mediation, arguing that it would be a &#8220;better route for him to follow than attempt to return in the fact of the intractable opposition of the de facto government.&#8221;</em></p>
<p><em>Clinton also said, &#8220;Instead of another confrontation…let&#8217;s try the dialogue process.&#8221; What this ignores is that while the coup plotters have no legitimate standing, the Honduran people have a constitutionally guaranteed right to rebel under such circumstances. According to Article 3 of the Honduran constitution:</em></p>
<blockquote><p><em>&#8220;No one owes obedience to a government that has usurped power or to those who assume functions or public posts by the force of arms or using means or procedures that rupture or deny what the Constitution and the laws establish. The verified acts by such authorities are null. The people have the right to recur to insurrection in defense of the constitutional order.&#8221;</em></p></blockquote>
</blockquote>
<p>Although I wonder, are constitutions really just there to provide the illusion of democratic governance, real power resides in  capital and the willingness and capacity to use violence, from killing to torture, (or to the structural violence of &#8216;welfare reforms&#8217;). In short it is all just window dressing that obscures a better name for Planet Earth might be- Bullyworld.</p>
<p>Here the Hondurans have the constitutional right to stage an insurrection, but absent the means and with the Empire&#8217;s -at best- ambivalence, it is all just words. <p>All 21 passengers have now left. Huwaida and Lubna were freed right away, because they hold Israeli citizenship.</p>
<p>Many passengers did not get all of their belongings back, many computers were stolen, some that were returned had their hard drives completely erased. Many of the pieces of camera equipment were not given back as well, and, of course, none of the tapes of the boarding, roughing up or incarceration of the 21 people who have been returned.</p>
<p>However, all passengers are already in their country or origin or are returning tonight. The London 6 had a press conference last night, the Bahraini 5 had a press conference in Bahrain over the weekend, and the Irish 2 are being feted tonight with a massive rally at Dublin airport. There will be a big reception and press conference there.</p>
<p>The two men from Al Jazeera have both been returned to Jordan through the Allenby bridge.</p>
<p>That leaves the three Americans&#8230; Cynthia McKinney, Kathy Sheetz and Adam Shapiro. We hear little from the American media about these three brave passengers, and it will be up to the Americans to express their outrage over their treatment. If they had been kidnapped by the military from Irah or Venezuela, their stories would have been all over the media. Because they were kidnapped by a &#8216;friendly&#8217; nation, few in the U.S. have opened their mouths.</p>
<p>As far as Israel is concerned, we will demand that our boat be returned, that our equipment and tapes be returned, and they cease and desist their interference with our human rights trips to Gaza. Because we are going back. Israel can ram our boat, threaten us with bodily harm, shoot at us, board and confiscate the boat, shuttle us off to prison, and we will still return.</p>
<p>The outrage in many countries over what happened is muted by the fact that 11,000 Palestinians remain in Israeli jails, many without benefit of trial, many languishing for years without being able to see their families.</p>
<p>And this fact is something we must all remember. We came from countries around the world. We attempted to break Israel&#8217;s draconian siege of 1.5 million Palestinians. Even when arrested, the Israelis treated us with kid gloves, afraid of the consequences from governments, activists and human rights organizations. Who will stand up for the Palestinians and do the same thing?</p>

			<content:encoded><![CDATA[<div class='snap_preview'><br /><blockquote><p><a href="http://www.counterpunch.org/marjai06262009.html"><em>In reaction to the widespread discontent</em></a><em> with the election results in Iran, reflected in large scale demonstrations and disturbances in the streets, the Supreme leader Ayatollah Khamenei had asked the Guardian Council to conduct a partial recount of the presidential election of June 12th. Although the Guardian Council (GC) has acknowledged irregularities in the vote count, it considers the irregularities inadequate to change the final tally of the votes. The Guardian Council which is the institution responsible for the task of monitoring elections has asked for several more days to announce its final decision on the elections. It is interpreted this time is needed for the lobbying that is taking place behind the scenes.</em></p>
<p><em>Mousavi, the challenger to President Ahmadinejad, is not satisfied with this procedure of a partial recount since it does not adequately address what he views as the election irregularities. But whatever the details of the behind the scenes dialogue with the conservative establishment, Mousavi strategists are focusing only on the vote count and the presidential election. This is an achievable goal. It is crucial to understand that the reformists within Mousavi camp are not using the election issue to pursue a maximalist strategy of transforming the Islamic Republic or undermining its institutions. Mousavi strategists are aiming to manage this confrontation within this definable framework.</em></p>
<p><em>Clearly, over the years, the Guardian Council has been a right wing institution resisting the reformists in their transformative politics. Nonetheless, it is remotely conceivable that at this stage the Guardian Council could make a compromise decision towards Mousavi. However, that depends on several factors and dynamics in the coming days. We need to explore these factors. </em><br />
<span id="more-5562"></span></p>
<p><em>The Mechanisms and Institutions</em></p>
<p><em>The Guardian Council is composed of 12 jurists; 6 members are appointed by the Supreme Leader Ayatollah Khamenei, and the remaining 6 are jurisprudents recommended by the Judiciary, to be approved by the Parliament majles. The Judiciary itself is more neutral in this matter than the Guardian Council. Immediately, before the elections, the Judiciary started to prosecute cases that were embarrassing to President Ahmadinejad. This move was interpreted by observers that the Judiciary is not completely behind Ahmadinejad.</em></p>
<p><em>Politically, the Judiciary is not a monolithic entity. It is headed by Ayatollah Shahroodi who is somewhat independent in his conduct; the other faction is influenced by the graduates of the Haghani Seminary. This school had attempted to provide modern education and thinking for the clerical students. So in a way, this seminary has been effective in creating a generation of politicized clerics, although many of them ended up with right wing elements.</em></p>
<p><em>Prior to monitoring elections, the Guardian Council is responsible for filtering out candidates. In this way, the Guardian Council works as a mechanism to shape the character of the elected bodies of the executive and the legislative branches. As opposed to the Assembly of Experts, members of the Guardian Council are not elected by popular vote. The GC is considered as right wing and pro-Ahmadinejad. So, GC’s final announcement on the election results, if unfavorable to Mousavi, will clearly have legitimacy issues, and will fail to create social trust at this time.</em></p>
<p><em>It should be noted that senior clerics or marja and the clerical establishment is not unified on this contested issue. On June 17, an emergency meeting of the Assembly of Experts was convened. Although on paper the Assembly is the institution that can select or unseat the Supreme Leader, too much is being read into this. In Iran, there is a balance of power that is understood. As clerics, members of the Assembly of Experts are elected by popular vote, but have to pass an exam to qualify for the candidacy. Two years ago, during the elections for the 68 seat Assembly, the conservative faction of Ayatollah Mesbah Yazdi, supporter of Ahmadinejad, was competing with Hashemi Rafsanjani faction for control. Rafsanjani’s faction won with a slight majority.</em></p>
<p><em>The Outside Dynamic and Elements</em></p>
<p><em>By watching the foreign broadcasting television and the cyber–public–sphere, you get the impression that many players seem to want to throw their hat in the game. Many in the opposition outside the country are projecting their wish list onto Mousavi’s campaign. It is imaginable that some émigré circles, neoconservatives, and elements of Iranian opposition linked with the neoconservative cliques would paint a picture that is favorable to their objective of “creative chaos.” In other words, for them to try to agitate for strategies that are in line with “regime change,” or a velvet revolution if you may. In that sense, they see Mousavi’s Green Wave, as the strategic vehicle for this regime change. However, the reformists want to stay with Mousavi’s pace and objective, and maintain that it is counterproductive and unwise to try to get ahead of the Mousavi platform. They are focused on a strategy that remains responsive to the internal dynamics.</em></p>
<p><em>Many of us believe that Mousavi and former president Khatami’s inner circle are concerned that the movement not be appropriated or influenced by obstructionists. They want to contain the slogans to a framework within the Islamic Republic, and what is achievable with minimum human cost.</em></p>
<p><em>The system in Iran has multiple power centers. For challenges confronting the Mousavi camp, he needs the support of the clerical establishment. Over the years, this establishment has not entirely acted as a monolith, and he is astute enough not to alienate them with an agenda that might be viewed as an assault on the state. Their support or lack of can be decisive for the outcome.</em></p>
<p><em>Moreover, Mousavi supporters need to continue to be actively engaged, without resorting to any violence. For the most part they have done so. </em></p>
<p><em>In addition, the tone of language of protest on the street can not be along class lines. Although Mousavi’s language has been inclusive and his discourse egalitarian, some provocateurs in the public at large hurled insults at Ahmadinejad during the presidential campaign, using demeaning terms (such as “peasants”) which has a de-humanizing effect and alienates sectors of the society that support Ahmadinejad. </em></p>
<p><em>During the disturbances of the past week, those who brought you the Iraq “show” like Paul Wolfowitz have resurfaced, and written op-eds about the Iranian situation. In his appearances on CNN, Wolfowitz urged the American government to establish contact with Mousavi. There is a subtext to this statement and position. By coloring and compromising Mousavi and the Green Wave in this way, Mousavi would suffer legitimacy, and as a result, the social crisis would intensify and radicalize the process to the point of desperately Americanizing the movement. This may be a component of the “creative chaos” doctrine that was advanced by the neoconservative elements in the Bush national security team. In their writings, other Neocon figures such as Kenneth Timmerman had been focusing on opportunities that can be created in Iran even before the elections. Basically, they are on a fishing expedition.</em></p>
<p><em>Mousavi and the people around him are revolutionaries of the early 1970’s and have an understanding and long view of the American paradigm, destabilization policies and official attitude toward independent democratic movements of the periphery. Mousavi’s direct audience first and foremost is the Iranian people. His audience may include the world community, but his utterances indicate that his agenda is not the same as the American neocon establishment with their design towards Iran.</em></p>
<p><em>For some years now, the Voice of America (VOA) TV has been beaming broadcasts to Iran targeting the Iranian audience. The VOA Persian program is not a standard politically objective news network. It is a legacy of the Cold War propaganda and its programming tends to imply regime change in Iran. Also, the predominant orientation of the Los Angeles TV stations that beam to Iran are mostly influenced by the exiled monarchist émigré circles and counter-revolutionary royalists. They are also fishing, and hope that the demonstrations in Tehran will create an assault on the State and obliterate it. That is not what the reformists in Iran are striving for, nor is the movement capable of it. </em></p>
<p><em>Several neoconservative organizations such as the Washington Institute for Near East Policy (WINP) and the American Enterprise Institute pursue policies towards the Middle East and Iran that are ideological and highly charged. They have been making efforts to cultivate and attract “native intellectuals” in line with their own agenda and policy of “velvet revolution” and regime change. </em></p>
<p><em>A recent debate on VOA illustrates this. On June 14, in his conversation, Eisa Saharkhiz a supporter of the other reformist presidential candidate Mr. Karrubi, debated a person affiliated with WINP. In that, Saharkhiz reminded his interlocutor in strong terms that Mousavi’s statements and letters explicitly state that we operate in a non-violent manner within the framework of the constitution of the country (recount the vote, and obtain the executive branch through legal means.) Saharkhiz was implicitly saying that the Green Wave is a vernacular movement, and superimposing of any message or agenda to this movement would be a misrepresentation outside of the Mousavi framework.</em></p>
<p><em>Imagining wish lists is not complicated, but the challenge is to be able to carry the movement thru to a political conclusion. A crisis on its own does not necessarily lead to a political conclusion. Only an institution or a leadership that enjoys widespread legitimacy can act as the catalyst to bring a series of chaotic events to a fulfilling conclusion. </em></p>
<p><em>Sure, some voices are heard here and there that claim the Green Wave “is not about vote counts, or a Mousavi candidacy anymore” – that it has gone beyond Mousavi and the elections. But considering the realities on the ground, we have to acknowledge that as a catalyst, only Mousavi with the backing of both the reformist block and the moderate conservatives can the crisis be brought to a meaningful conclusion. The state is not about to collapse. That is why the Mousavi camp insists that it is only within the framework of the Green Movement and the constitution that a resolution to the crisis can be envisioned.</em></p>
<p><em>Democracy activists in Iran believe that another strong independent opposition is being born within the system that is not looking for regime change; critics, observers and outside actors need to respect and accommodate this birth, and not undermine it through sectarian and selective politics.</em></p>

<p><em>Investigations have revealed that the officer, who was in the Tactical Support Group during the G20 protests, had previously been accused of using unnecessary force while serving with the Met.</em></p>
<p><em>Vetting blunders meant that this was never identified and he managed to leave the force and rejoin.<br />
&lt;&#8230;&gt;<br />
Details of the past of the officer at the centre of the IPCC inquiry into Tomlinson&#8217;s death emerged yesterday. He had been on a disciplinary charge and facing a misconduct hearing earlier in his Met career.</em></p>
<p><em>The charge related to an incident while he was on sick leave with a shoulder injury when the officer became involved in a road rage incident. It is understood he tried to arrest the other driver involved in the incident, who later complained that the officer had used unnecessary force.</em></p>
<p><em>Before the discipline board convened, however, the officer took early retirement from the Met on medical grounds, and was awarded a medical pension.</em></p>
<p><em>Some years later he rejoined the Met as a civilian. He then applied to join Surrey police as an officer. When he was vetted the unresolved disciplinary matter should have shown up but does not appear to have done so. The officer was recruited to Surrey police with no blot on his disciplinary record. He later applied for a transfer to the Met, which again did not reveal the unresolved disciplinary charge.</em></p>
<p><em>In his career at the Met he was moved to the TSG, the elite public order unit within the force. It seems that at no point was his history flagged up during interview and vetting for this role.</em></p></blockquote>

The sharpshooters were seen today when protestors approached the area.
