<p><strong>Are you a recent college graduate looking for an opportunity? </strong></p>
<p>We are offering a one or two-year, paid fellowship to a recent college graduate to join our team in helping low-income Tennessee children access food safety net programs like Supplemental Nutrition Assistance Program (SNAP) and Women Infants &amp; Children (WIC) programs. As the King Nutrition Client Advocate Fellow, you would work directly with the families who inspire us and drive our work. If you’re compassionate, enjoy helping people, and are a strong writer, then this could be the fellowship for you. This position reports directly to our Director of Nutrition Advocacy and interacts regularly with our casework and legal teams.</p>
<p><strong> A typical week might look like this: </strong></p>
<p>• Gaining an understanding of SNAP, WIC, and other nutrition policy issues</p>
<p>• Taking calls from clients requesting help accessing their nutrition benefits</p>
<p>• Interviewing and advising clients on how to navigate the nutrition benefits system</p>
<p>• Brainstorming ways to help clients with our internal team of attorneys</p>
<p>• Documenting detailed information about a client’s case in our Salesforce database</p>
<p>• Communicating with community partners, government officials, and local agencies about the work we are doing on SNAP and how they can support it</p>
<p>• Conduct outreach to educate partners and individuals about SNAP and other nutrition safety net programs through presentations, workshops, representation at events, and other activities as assigned</p>
<p>• Coordinating and conducting training sessions with community partners and local officials about the latest in SNAP policy</p>
<p>• Gathering client stories, researching data, and reading up on the latest SNAP policy updates</p>

<p class="_04xlpA direction-ltr align-start para-style-subtitle"><span class="S1PPyQ">Nashville is still a small town in many ways, so everyone knows people who lost someone. The suffering is raw and immediate, and with the passage of hours there is a growing awareness that for every life lost, there were so many more that are forever changed, if not destroyed.</span></p>
<p class="_04xlpA direction-ltr align-start para-style-subtitle"><span class="S1PPyQ">At these times, there is a focus on the particulars of the incident, the pathology of the shooter, the heroism of responders. But at bottom, we know that there are failures of governance that led to the tragedy. The proof is in the fact that gun violence is distinctively an American epidemic. It is fueled by the failures of elected officials who magnify partisan divisions and play on fears, rather than address the real needs and aspirations of ordinary families. Officials who express condolences to families touched by mass shootings are indifferent to the toll that every day gun violence visits on Americans, especially poor families who must raise their children in dangerous neighborhoods. There are common sense approaches to gun safety and mental health that have broad bipartisan support, but our state officials focus instead on petty partisanship.</span></p>
<p class="_04xlpA direction-ltr align-start para-style-subtitle"><span class="S1PPyQ">It need not be this way. We work with Tennesseans across the political spectrum, and we know that most people share the same values and beliefs. They want government to help them provide for their families:</span></p>
<ul>
<li><span class="S1PPyQ">Safety from preventable violence.</span></li>
<li><span class="S1PPyQ">Affordable, effective health services, including mental health services.</span></li>
<li><span class="S1PPyQ">Respect for the sacred dignity of every person.</span></li>
</ul>
<p class="_04xlpA direction-ltr align-start para-style-subtitle"><span class="S1PPyQ">We pray for those touched by this tragedy, and we pray that our leaders honor them by governing with courage and genuine compassion.</span></p>

<p>We are looking to hire a Health Policy Associate to support the outreach and communications work we do to ensure all Tennesseans have access to affordable health care coverage. If you’re highly organized, pride yourself in communicating well with others and enjoy taking on a challenge, then this could be the job for you. This position reports directly to our Senior Director of Health Policy and Advocacy and interacts regularly with our creative communications team.</p>
<p><strong>A typical day might look like: </strong></p>
<p>• Drafting educational and action-oriented content around health issues and policies to support multiple outreach campaigns</p>
<p>• Communicating via email, phone or video calls with community partners, government officials and local agencies about the work we are doing and how they can support it</p>
<p>• Sourcing and maintaining contact information on community partners across the state</p>
<p>• Finding new volunteers and coordinating projects for them to do that support our work</p>
<p>• Gathering and crafting client stories to support outreach efforts and media engagement</p>
<p>• Researching data and reading up on the latest policy updates</p>
<p>• Planning and attending community outreach events</p>
<p>• Keeping an organized record of volunteers, storytellers and actions taken by activists in our network</p>

<p style="text-align: center;"><strong><em>Children made up 43.8% of TennCare and CoverKids enrollment growth during the pandemic, and major health coverage disruptions could lie ahead as redeterminations begin</em></strong></p>
<p><strong>Washington, D.C. —</strong> TennCare and CoverKids successfully brought down the child uninsured rate and proved to be a critical lifeline for more than 58% of Tennessee’s children during the COVID-19 pandemic, according to a new report by the Georgetown University Center for Children and Families at the McCourt School of Public Policy. The report examines state-by-state growth in Medicaid and CHIP enrollment during the pandemic and explains that millions of children who are still eligible for Medicaid or CHIP are at risk of losing coverage when pandemic protections begin to go away on April 1. By law, Tennesseans with TennCare and CoverKids health insurance have kept their coverage since March 2020.</p>
<p>“TennCare and CoverKids cover the majority of children in our state,” said Madeline Wiseman, Staff Attorney. “And because Tennessee offers coverage to very few non-pregnant or non-disabled adults, children made up nearly half of the enrollment growth that occurred during the pandemic. As we begin the process of redetermining eligibility for the first time in three years, we must pay particular attention to children’s needs to minimize the number of children who lose coverage.”</p>
<p>The report finds that TennCare and CoverKids enrollment grew by 20.6% from February 2020 to August 2022. Children made up 43.8% of this growth — much higher than the 32% growth nationally.</p>
<p>Nationally, the report finds that 54% of all children are covered through Medicaid or CHIP. Thirty states and the District of Columbia have at least half of their children insured through Medicaid or CHIP. Nationwide, an estimated 72% of children losing Medicaid will remain eligible, and Latino and Black children are at greater risk of inappropriately losing coverage.</p>
<p>The recently enacted Consolidated Appropriations Act phases down the enhanced federal Medicaid funding for states over the course of 2023 while states resume regular Medicaid renewal processes. Tennessee has until May 2024 to complete the unprecedented task of conducting Medicaid eligibility checks for most of the people enrolled in TennCare and CoverKids, including more than 952,000 children.</p>
<p>For the past three years, federal continuous coverage protections have shielded Tennessee families from administrative red tape and paperwork snafus that have historically led to tens of thousands of children falling on and off coverage over the course of the year.</p>
<p>“TennCare and CoverKids are essential to Tennessee kids. If we don’t dedicate the time and resources necessary to protect children from falling through the cracks, the uninsured rate for Tennessee children could more than double,” said Madeline Wiseman. “Our leaders should do everything possible to protect our kids from getting caught up in red tape and losing their health coverage.”</p>

<h3><strong>February 2023 </strong></h3>
<p>An East Tennessee family of four applied for SNAP during the pandemic when they struggled to put food on the table for their two children. They were approved by DHS to receive the maximum SNAP benefit for a family of four but are now required to pay back over $5,000. Several months after the State approved the family to receive SNAP benefits, they determined that they were not eligible. Now as they continue to struggle to afford food, they also have outstanding debt that the State could waive but has decided not to. The maximum SNAP benefit was an essential stimulus provided to families more money to pay for food, but because DHS has opted not to take the <a href="https://www.fns.usda.gov/snap/replacement-snap-benefits-consolidated-appropriations-act-2023#:~:text=On%20Dec.%2029%2C%202022%2C,EBT%20benefits%20with%20federal%20funds."><span style="text-decoration: underline;">USDA waivers to forgive pandemic overpayments</span>,</a> some families are facing extremely high debt and financial hardship. DHS can and should waive any unintentional SNAP overpayments during COVID-19 so that families can continue to recover from pandemic economic hardships and rising prices due to record high inflation.</p>
<p>The federal government has allowed states to waive pandemic overpayments, given the confluence of challenges that likely caused state agencies to over and under-issue benefits to SNAP families. Furthermore, charging overpayment fines to families who already struggle from the financial, physical and emotional toll brought on by the pandemic will cause further economic distress. The overpayments that families are facing are extremely high because of the higher pandemic benefits that families received. The federal government authorized states to give SNAP families the maximum benefit for their household size in response to the COVID-19 pandemic sometimes increasing benefits by hundreds of dollars for larger households. This was a much-needed boost to families’ monthly food budgets while their children were home from school and many jobs were lost. In many cases the over issuance of SNAP benefits to families resulted from challenge the pandemic presented and are not necessarily the fault of State Agencies, applicants or participating households. Low-income families in Tennessee should not bear the burden of those mistakes. The State should opt into the USDA pandemic overpayment waivers and ease the increased burden they have placed on families by issuing overpayments.
