As they say, “Luck favours the Brave”, and this has been proven right by a Radio Jockey hailing from the city of Nawabs, Lucknow. Meenu Singh, who started her career as a Radio Jockey and reached the zenith of success did not become complacent. Instead she forayed into the world of cinema, where again she conquered with the NOVA film house award for her very first short film. While her career choice kept her going, she knew her heart laid with none other than the quintessential Indian fabric, Khadi! Such was her love for this fabric that she decided to set up a T-shirt Store and forward the earnings from the same towards an NGO partner of the Khadi and Village Industries Lovers Association (KAVILA).

While the cause is close to her heart since long, it was only in the beginning of 2016 that she became a member of KAVILA, an organisation that run with the aim of offering better earning standards not just to weavers but also to the other dwellers from various village-based industries.

Talking about her role in KAVILA, she divulged that her major focus lies in innovative design areas, which can help encourage Khadi production as a means of livelihood, and try to channelize better returns for those who are already working in this industry!

KAVILA as an organisation wishes to take the cause further by collaborating with various government bodies, in a manner that it leads to the creation of markets across the nation for various products of Khadi. According to KAVILA, this arrangement will help stream a regular source of revenue for both, artisans and craftsmen related to the Khadi Industry as well as those belonging to other village based industries. In a bid to make this process all the more efficient, the organisation is eyeing educational institutions in the hope to propagate Khadi based uniforms, foldable desks as well as paper created from molasses and other roughage.

In the course of its progress, KAVILA has begun an outreach programme, which will help the horde of weavers in Eastern India to hone their skills and benefit from the same in the long run. Even social media platforms are being widely used to this effect. The organisation is taking efforts to develop certain training modules, with the help of experts from the industry. That being done, regular training would be provided by the Federation of Small Industries of India.

With respect to Khadi, loom sizes play a major role in determining the quality of certain fabrics. Hence, KAVILA has taken up the responsibility of providing certain weavers with the desired loom sizes. This will ensure that the abundance of work is maintained throughout the year, and the earnings of the weavers aren’t hampered by the lack of basic amenities. At present, the approximate cost of a charkha is nearly Rs. 13,000, which is quite a substantial amount for villagers. It is for this reason that the organisation is offering it for free to the female artisans. In addition to this loan schemes such as Mudra, and financial institutions like the Bandhan Bank, offer help to women in the form of micro loans for setting up shop.

As a matter of fact, setting up of online stores for Khadi Products is also in the pipeline, which will help the industry explore the overseas markets and put the fabric on a global pedestal. In a bid to make this effort more successful KAVILA has reached out to various designers, who will hopefully help them tweak the conventional designing in a manner that appeals the modern consumers both from India, as well as abroad!

In light of the pressing need to conservation of natural resources, KAVILA is consistently working in a direction which leads to sustainable development of this industry.

While all of it cannot possibly be achieved in one go, the organisation hopes that these little steps will go a long way in making the weavers self-dependent, and putting Khadi on the global map!

Fibre, Textile & Apparel Exports of USA Reach $28bn In 2015

As per the information divulged by the US International Trade Commission, the fibre, textile and apparel exports of the nation, went up to approximately $28 billion, in the financial year 2015. The major chunk of this substantial total came from fabrics which ranged to $9 billion. The rest of this came from various raw materials apparels with $6.1 billion, yarns with $4.9 billion, cotton and wool fibre with $4 billion and approximately 3.7 billion worth of made-up articles. At $ 28 billion, USA stands as the fourth largest exporter of fibre and textile products in the world.

In a bid to inform the citizens of the USA, the recent progress that the nation made with respect to investment and innovations, the National Council of Textile Organizations (NCTO) made this declaration on 7th of October, The National Manufacturing Day.

In addition, the textile industry of the United States currently supplies as many as 8,000 distinct textile items to the armed forces. This is evident from the fact that the US military has spent close to $2 billion on textiles, annually for the entire past decade.

Growing capital expenditures also are a clear sign of the textile industry’s positive outlook. The textile and apparel sector spent $2 billion on capital expenditures in 2014, the latest year for which data is available.

Investment in Textile Mills and Textile Product Mills has seen especially explosive growth, climbing from $960 million in 2009 to $1.8 billion in 2014 — an increase of 87 percent. In contrast, capital investment in Apparel is down $157 million, a decrease of 39 percent.

The NCTO, in accordance with the statistics offered by the US Bureau of Labour Statistics as well as that given by the US Department of Agriculture, further informed that an estimated 579,300 people employed by the nation’s textile and apparel industry, along with its supply chain. Of these, the maximum of 184,100 people were employed for the production of cotton and wool fibres. Of the rest, 136,800 were employed with respect to manufacturing apparels while a sizeable chunk of 116,400 people was involved in making various textile products such as carpets. A smaller but significant number of 25,600 people were involved in the production of artificial as well as synthetic fibres, along with filaments.

Wrapping up the numbers, the fundamentals for the industry are sound. That does not mean, however, that the industry is free of challenges. The sector has begun to see changes in demand as the global economy struggles to grow. Downturns in the business cycle are natural to every manufacturing sector, and specific strategies are needed for weathering difficult market conditions.

Textile Ministry Supports Free Trade Agreement with EU

The Indian textile ministry sees the Free Trade Agreement (FTA) with the European Union (EU) as one of the most promising measures to boost exports. It is for this reason that it is in talks with the Commerce Ministry to urge the closing of this agreement. It is speculated that once the FTA is implemented, it will help increase the export of fabrics ,garments as well as Home textiles and will help in dealing with the increasing competition with Bangladesh & China. This, teamed with China’s downtrend in export growth will help India regain or improve its original position in the arena of textile exports.

Textiles Secretary, Ms. Rashmi Verma confirmed the news and said, that the ministry wishes for the Commerce Ministry to seek the implementations of the FTA with EU. Apart from the textile industry this move will also help in boosting the overall international trade from India.

Present at theCII’s textiles and apparel conference, Ms. Verma further added the fact that India has an edge over Bangladesh & China with respect to environmental compliances, an aspect which holds a significant importance in most of the deals closed by EU. This will help India overcome Bangladesh’s advantage of tax benefits and preferential treatment for exports. She said that, given China’s current position of decreasing export growth of textiles, the FTA is likely to put India at an advantage, given the cost advantage. This will in turn help India establish a stronghold in the international textile trade.

At present Bangladesh, Ethiopia and Kenya enjoy a duty free access in the EU, whereas exports from India attract a duty as heavy as 9.5%. In a bid to offset this limitation, the government is also in talks regarding a proposal which will offer access to automobiles and wine imports from EU in lieu of free access to Indian Textiles.

The negotiations regarding the FTA reached a moot point approximately two years back due to certain disagreements on duty cuts on automobiles, however the Commerce Ministry is all set to re-initiate the talks anytime soon!

Impact of GST on Textile Sector

The Indian Textile Sector is highly export oriented, with as much as 5% of the world’s export coming from the nation, which accounts to over USD 40 billion. As of the latest news, an impetus through tax exemption on all exports is being offered to the industry. And as far as the GST is concerned, the industry is pressing for a zero rating, at least on exports. In fact, it expects the authorities to put in place a refund system with respect to the input tax paid.

In the current system of taxes, more often than not final or finished products are either not taxed at all, or are taxed at a minimal rate, while the various categories of textiles are taxed anywhere in the range of 4 to 12 percent. Given the low rate, the taxes are shifted back to production which in turn leads to blocked input taxes, thus resulting in a spike in the production costs. While the current system of taxation finds its base on the production side, introduction of GST will transform it to being consumption based.

Currently, the production inputs are entitled to this exemption, which depends on the size of their operation. Given this flaw, no initiative of applying any taxes to the industry is agreed upon. Moreover, owing to the differential taxation for various categories, such as fabrics an garments, cotton and manmade fibre, power looms and composite mills, an uncalled for tension has plagued the industry. Then again, the structure of inputs is also broadly divided in the form of textile inputs as well as non-textile goods and services inputs.

All of this will most likely be taken care of with the implementation of GST, since a unified tax rate is proposed with respect to all goods and services.

The textile industry at large, has expressed that a GST rate of about 12% would be in line with the current rate of taxation and hence prove to be rather effective. The Clothing Manufacturers Association of India (CMAI) has even roped in Price Waterhouse Coopers and Wazir Advisors in order to prepare their representation to the GoI in order to push for the inclusion of the ready-made garments under the ‘Merit List’ which will help entail a relatively lower tax rate on these garments. In case this doesn’t happen, it is feared that the brunt of the higher rate on the end of consumers will adversely impact the growth and profitability of the sector. The industry has been advocating the fact that textiles and garments are essential items, and hence deserve a special treatment, as far as the GST is concerned.

While, a large majority of the problems will seemingly be resolved with the implementation of the GST, the final output rate is yet to unfold. It is only after the rate is out in the open, will the industry be able to gauge the actual impact of this tax.

Recently, a market research firm based out of Germany, named Ystats.com unveiled a detailed report on the subject of 'Asia-Pacific Clothing B2C E-Commerce Market 2016'. As per the inferences of this report, apparel seems to be the pioneer when it comes to the online retail category across the Asia-Pacific Region. In fact, a whopping 40-50% of the online shopping enthusiasts within the region have made online purchases pertaining to the fashion segment in the year 2015.

As per the findings of the research organisation, fashion ranked number one in terms of both, online shopping via desktops and that through mobile phones and other hand held devices. In fact, it was clothing and apparel that topped the list with respect to Business-to-Consumer sales in China. In South Korea, this product category ranked second, while it gained the third position in Japan. According to the report, over 10% of the total retail sales in South Korea pertaining to clothing was done via various online channels. China, India and Indonesia, among others are seen to be the fastest emerging online marketplaces and have all recorded double digit growth rates, with respect to purchase of apparels in the online arena. What appears to be the most striking is the fact, that India recorded an unparalleled growth rate of a staggering 50% in the year 2015. If a forecast cited in the same report is to be believed, India will most probably overtake Japan to emerge as the second largest market for online retail market with respect to clothing and apparels, and that too in a span as short as 5 years, i.e. by 2020.

As per the report, the factor that will have the most lasting impact on the market trends is the cross border shipping, which is speculated to bring about a radical shift in the way online shopping for fashion and clothing functions across Asia-Pacific. This might actually be in line with the trend that has been followed in Australia, wherein the bulk of men’s apparels are purchased from Non-Australian online stores. Given the fact that fashion giants such as VIP.com, Myntra, Jabong and Fast Retailing amongst others are fiercely competing for greater share of the fast-growing markets, the intense rivalry amongst them can be easily gauged.

Apparels Received Their Special Package… Raises Hopes For Home Textile Segment

It was only last month, that a special package was announced by the Ministry Of Textiles, pertaining to the Apparels exports. Following the suit, even the stakeholders of the Home Textile Segment are lobbying for something on the similar lines. It was at a recent event held by The Cotton Textiles Export Promotion Council or Texprocil in Mumbai, when the council along with Ernst & Young released a report on ‘Textile Industry as a vehicle of job creation for inclusive growth’.

As per the details of the report India has been losing market share in the European Union, especially with respect to the home textiles, to arch rival Pakistan. This loss has amounted to over 37 items from all segments of textile industry, in the year 2015-16 alone. It is because of the tariff disadvantage that ranges from 9.6 to 12 percent, that lures importers from the EU to opt for business from Bangladesh and Pakistan, rather than from India. Thus, Indian exporters stand at a major loss especially in the high volume market. Given the scenario, the officials argued, home textile segments desperately need some substantial support. The report also states, that as far as labour intensive segments go, home textiles are almost at par with the garments, owing to the similar processes, right from cutting the fabric, using the trims, and giving that perfect finish to the end product.

The Chairman of Texprocil, who also assumes the position of Senior President of Century Textiles, Mr RK Dalmia, highlighted that the study was carried out through by conducting primary research in production centres, along with holding face-to-face meetings with manufactures and exporter dealing in the segment, at all three levels, small, medium as well as large scale. He also emphasized on the need for the benefits of the special package for the apparel sector to be extended to home textiles with immediate effect. This will help in increasing the employment opportunities in rural India, rather significantly, while also playing a vital role in augmenting the export with respect to the home textiles products.

Mr Anurag Malik,Partner at Ernst & Young (Skill Development), also added his remarks with respect to the subject. He said that if the reality is to be considered the manufacturing of various home lines is far more labour intensive than that of garments pertaining to the large size of the products, which often require two or more people to come together and work on a single piece. Given that EU-India FTA is yet to finalised, it rather makes sense to treat all the cut & sew products, including apparel, garments, made-ups and home textile as one, and grant them additional incentive for exports at par with each other. He also added that Home Textiles is a significantly important product group, in the arena of export products, given the fact that its total export amounted to US $ 7,818 million, in the year 2015-16. From this total, the export to the European Union accounts to over US $ 2,061 million. It is quite understandable that EU is the single largest destination pertaining to home textile exports from India.

Adding its opinion to the matter, the home textiles lobby, claimed that if the garment sector generated 2-2.5 jobs per stitching machine, the home textiles industry generates 2.5 to 3.5 jobs per machine, thus proving the fact that the sector plays a major role in value addition to the entire industry and the economy on the whole! In fact, since the home textile industry relies on the usage of waste cotton generated by the spinning mills, and adds a commendable value to this waste, its significance is self-explanatory.

That being said, even the Southern India Textile Mills’ Association, or SIMA also raised a demand for the same. It was then that the Secretary of the Ministry of Textiles, Ms RashmiVerma assured that in the upcoming textile policy, these needs of the home textile segment will be given due consideration and will be included in the policy. She also added that, the segment of made-up textiles is as vital as the garment sector and while being equally labour-intensive, it also creates a plentiful of jobs for the women folks. This segment also generates impressive demands for products like yarns and fabrics, thus helping the economy. She reassured that, when the draft of the textile policy will be placed before the cabinet, the home textile sector can also hope to receive a package, similar to that extended to the apparel segment.

When being asked if the home textile industry actually requires a package as humongous as the garment sector, and if it had some different needs, the Chairman of SIMA, M. Senthilkumar, voiced his opinion. He said, we at SIMA are in favour of the home-textile sector being covered under the same special package. While the processes and technology that are required for manufacturing of the fabric for home textiles is capital intensive, the sector itself is labour intensive. This is evident from the fact that the manufacturers pay a significantly high conversion charge pertaining to the fabric as against the apparel manufacturers. As a matter of fact, the home textiles segment generates almost up to 20% higher employment and score better on the front of value addition, as compared to the garment sector. All we want is that the capital subsidy under A-TUFS should be increased from 10 to 25 per cent for weaving and processing segment, which is connected to the home textiles segment!

It is noteworthy that SIMA had sent representation in this regard, to Mr Santosh Kumar Gangwar, ex-Textile Minister.

Excessive Surge in Pricing in Cotton Affecting the Indian Textile Exports

In the year 2015-2016, the prices of cotton have risen unexpectedly and this has caught the Cotton Spinning Industry, completely off guard. So much so, that the cotton stocks with the manufacturers and suppliers were fairly low, which in turn, will lead to the overall decline in domestic output by double digits. As of now, the industry is expecting a heavy crush of profit margins, due to the increasing imbalance between the supply and demand. To make things worse, the new arrival of the crop will also be delayed this year due to the late sowing of cotton.

Mr Sanjay Jain, who is the Senior VP of the Northern India Textile Mills' Association (NITMA) expresses his concern while suggesting that the high estimates which are rather off-mark for cotton crop have put the industry in a dwindling situation, as most spinners will likely run out of the exiting stock of raw material, way before the new crop arrives. For all we know, the existing imbalance might stretch up to the start of November, which is when the new crop is expected to arrive, owing to the delayed rains.

A large number of medium and large scale exporters in the industry work on the basis of year round contracts, and a surge in pricing as steep as this one has left them all in a fix. While the weavers have considerably less quantity of yarn that they actual need, they will probably have to buy more stock at a rather expensive price which will hamper their overall profitability. Government Brings in Labour Reforms via 6,000cr Textile Package

In a recent turn of events, the Union Cabinet has introduced certain changes in the labour laws of the nation, and has approved a significantly humongous package of Rs. 6,000 crore for the textile and apparel segment, in this effect.

As per the existing norm a worker is allowed an overtime of only 50 hours in a span of 3 months. With the recent changes however, a worker can now do overtime for as much as 8 hours per week, which will amount to approximately 90 hours over the standard three-month period.

Mr. A Sakthivel, a representative of the industry’s lobby groups was quoted saying “It'll be advantageous for the industry as well as labour”. The Centre corroborated saying that the new cap meets the ILO norms and will help the workers in earning better. Moreover, the Cabinet also introduced the ‘fixed-term employment’ in the industry which was a dire need, given the seasonal nature of production demand. With effect to it, a fixed term employee will now be considered at par with any other workman in context of various heads including working hours, allowances and wages along with other statutory dues. This move, without placing any uncalled for burden on the companies, will help them in dealing with the seasonal requirements by offering them the much needed flexibility in hiring employees. In fact, it is speculated to prove to be great boon for the exporters.

The income tax laws have also been altered by the centre now allowing a reduction in the yearly working days for permanent workers for calculation of income tax rebate to 150 days from the original 240 days. This move was initiated in a bid to offer greater flexibility to the industry players.

For textile workers earning lower than Rs. 15,000 a month, it has now been made optional for the employer to make contributions to the Employee’s Provident Fund. Many see it as a welcome move and even think this can become a template for a number of other industries as well. Mr. Senthil Kumar, Chairman, South India Mills Association also agreed to the same stating that the move will bring in a great relief to the sector as majority of the employees find it more convenient to take away full wages, especially due to the seasonal nature of the work. This move would also benefit the finance ministry who has wanted to attract the attention of the employees towards the National Pension Scheme. In a bid to push this even further, the centre has agreed to bear the complete 12% of the employer’s contribution as against the current 8.33% towards the Provident Fund for new employees earning less than Rs. 15,000 per month for the first 3 years. This will, however, create an additional burden on the centre to the tune of Rs. 1,170 crores over next 3 years!

As per the speculation of the centre the largest chunk of the newly generated employment opportunities in the sector would go to the women as they account for the major workforce in the industry.

The textile ministry see this policy support as a new ray of hope for the Indian exports which have been overtaken by the Bangladesh and Vietnam markets in the recent past. Moreover, with China facing a substantial slowdown, it might be the perfect opportunity for India to strike the iron while it’s still hot!

Mr. B K Goenka, the Chairman of Welspun Group who also happens to be the co-chairman of the CII National Committee, Textiles resonated his feelings on the same stating that flexible reforms will prove to be pivotal in the industry, which is highly labour intensive. Not only will it help in improving productivity, but will also go a long way in putting up with the immense competition.

As per a government statement, it is for the first time that such a package is based on outcome based incentives as against input based, which is the usual case. This time, the subsidy has been increased under the Amended-TUFS from 15% to 25%, in a bid to generate employment. A specific feature of the scheme, will allow disbursing this subsidy after the expected number of jobs are generated.

While this entire scheme is highly cost-incentive, it is supposed to bring in an immense level of flexibility to the industry and give it the much required boost to the sector on the whole.

Make in India Week - New Textile Policy Likely to be Out by April

As per Mr. Santosh Gangwar, the Union Textiles Minister, it is highly likely that the government may introduce a new textile policy in April. This policy will plausibly target the growth of the industry for the coming 10 years and will look forward to achieving a whopping target of over $300 billion in textile exports and lead to the creation of over 35 million employment opportunities, thus strengthening the industry even further. Mr.Gangwar, present at the Make in India Week, quoted “The long-awaited National Textile Policy is nearing finalisation and is likely to be issued before the end of April 2016”. He said that talks and consultations with the stakeholders are going on and was quite confident about the policy to be released in the budget session. According to him, the policy will embrace all concerns pertaining to various aspects including labour reforms, investments in the sector, and provision of a road map for further developments in the same. The policy is also slated to look into the concerns raised by the skilled workforce of the industry.

It is due to the changing dynamism of the clothing and textile industry in the domestic arena, as well as internationally that the Ministry of Textiles took the decision of reviewing and revamping the current National Textiles Policy, 2000. Keeping in mind the current state of the industry, area-specific schemes have been the centre of this new policy that will help in the up gradation of the complete value chain. This policy will also focus on cutting down the transportation cost of various seeds and other raw materials. The ministry has also given a green signal to 24 new textile parks, and is working towards the implementation of the Foreign Trade Agreement or FTA with EU (European Union). Besides, the government also plans on reanalysing the existing FTA with the ASEAN nations as well as Korea. Moreover, India has fast tracked the activities pertaining to trade and investment, especially following the signing of the Trans-Pacific partnership by the US and the Pacific-Rim countries. The government has also taken steps in the direction to comprehend the execution of the TPP, by holding workshops with industrialists and trade analysts. India has also been holding regular meetings with the 16 member countries of Regional Comprehensive Economic Partnership or RCEP that constitute over 25% of the world’s economy.
