300 Toys to Children in Need

Wellington is making the holiday season brighter for children battling cancer, coping with financial stress at home or spending the holidays in a hospital. Volunteers will gather at Wellington's Community Center on Wednesday, December 22nd at 4:00 pm to deliver more than 300 toys to children in Wellington. Wellington's Council and the Palm Beach County Sheriff's Office will visit Palms West Hospital on Thursday, December 23rd from 12:00 pm to 2:00 pm to supply toys to the Kids Cancer Foundation and Palms West Hospital's Pediatric Intensive Care Unit.

"It's wonderful to see teenagers, adults and entire families wrapping presents for children who otherwise would not receive holiday gifts," said Stacy Somers, President of the Citizens Volunteer Organization (CVO). "This is truly what the Christmas spirit is all about."

Wellington's Safe Neighborhoods Office and CVO coordinated Wellington's Hometown Holiday Toy Drive with assistance from Walgreens, Palm Beach County Fire Rescue, the Mall at Wellington Green, The Boys and Girls Club, the Wellington Chamber of Commerce and the Palms West Chamber of Commerce.

"In addition to helping children in Wellington, we also donated toys to children in Pahokee. The holiday season is all about helping our neighbors, and that's exactly what our residents are doing," said Mayor Darell Bowen.

New Complex Grand Opeing

Want to be one of the first to see inside Wellington's New Municipal Complex? Mark your calendar for December 31st - which also happens to be Wellington's 15th anniversary as a municipality - to tour this eco-friendly facility located at 12300 W. Forest Hill Boulevard. Tours will operate on Friday from 10:00 am to 12:00 pm. City Hall will officially open for business on Monday, January 3, 2011 with office hours from 7:00 am until 6:00 pm Monday through Thursday.

"City Hall is the capstone of our Town Center," said Paul Schofield, Village Manager. "Together with the Amphitheater, the newly renovated pool and Scott's Place, it provides the gathering place that our community has been without for so long."

The 54,000 square foot building brings several operations into one location, including utility payments, permitting, Parks & Recreation registration, the office of the Village Manager, Administration and Board and Council meetings. The building will also house offices for Wellington's Council.

Wellington initiated its Municipal Complex project in 2009 with a total budget of $15 million for the project, but competition within the building industry drove the building cost down to $10.5 million. And the savings don't end there. The new facility is in the process of becoming LEED Certified by the U.S. Green Building Council (USGBC). LEED is an internationally recognized green building certification system which verifies that a building was designed and constructed - and will be maintained-using cost-saving and environmentally friendly strategies, including energy savings, water efficiency, and a reduction in greenhouse gases. Additionally, Wellington will save approximately $670,000 in rent, utilities, travel, maintenance and insurance costs.

"Wellington will be able to retire several old portable buildings it had been renting. Having a centralized facility will reduce travel costs for residents and staff alike and improve the efficiency of our operations," said Rick Greene, Capital Improvements Director.

27th Annual Holiday Parade

Wellington and the Palms West Chamber invite you to celebrate with your family and friends at the 27th Annual "Home for the Holidays" Parade and Celebration on Sunday, December 12th beginning at 1pm. This year's Parade theme, "Home for the Holidays" ties in perfectly with this year's focus on our soldiers, many of who will be home for the holidays for the first time since their deployment.

This year's parade will feature a steel column from the World Trade Center site in New York. The artifact will be the centerpiece of Wellington's Patriot Memorial Park, planned for construction next year. The column is expected to arrive just one week before the parade. We are proud that it will be part of this special community holiday celebration.

The parade route begins at Wellington Trace and continues down Forest Hill Boulevard, ending at the New Town Center and Amphitheater. In order to provide a safe procession for the parade, Forest Hill Boulevard will be closed from the intersection (north) at Wellington Trace to South Shore Boulevard between 12:30 and 5:30 p.m. Signs have been placed at each subdivision entryway and variable message boards have been placed at each end of Forest Hill Boulevard to provide advanced notice to residents and visitors of the event and associated road closure. In addition to signage, a Code Red call will be placed to all affected residents on Thursday, December 9th.

Water Disinfection Process

Wellington water service customers may notice a slight chlorine taste and odor in the drinking water during the period of December 6th through December 20th due to a temporary change in the water disinfection process.

During this period, the water disinfection process will change from the present combined chlorine/ammonia treatment to a temporary free chlorine treatment. Periodic use of this temporary treatment process is recommended by the Health Department, as a precautionary measure to ensure that water to our customers remains free of bacteria. These temporary conditions will not cause adverse health effects.

During this disinfection process, specialized users of water (such as tropical fish owners, residents with pools, businesses, hospitals, and blood/dialysis clinics) may need to make adjustments in order to continue to maintain their present water quality parameters.

This temporary treatment process will be discontinued on December 20th at which time treatment will revert back to the pre-existing combined chlorine/ammonia treatment process. To learn more about your water, our Water Quality Report is posted on our website at www.wellingtonfl.gov.

If you have any questions, please call Sean McFarland (Water Facility Supervisor) at 791-4037 or Frank Ferrano, P.E. (Utility Director) at 791-4008.

Environmental Preserve Grand Opening

Join Wellington in celebrating the Grand Opening of the Wellington Environmental Preserve at the Marjory Stoneman Douglas Everglades Habitat with an official ribbon cutting on Friday, November 12, 2010 at 10:00 a.m. The preserve is located at 3499 Flying Cow Road.
The 365-acre facility includes a boardwalk, paved pedestrian trails, horse trails and learning centers, including a six-story observation tower. The Palm Beach County Chapter of the American Society of Civil Engineers named the Wellington Preserve "Project of the Year for its unique impact as a water quality improvement area, natural preserve, equestrian area and wildlife park.
The preserve also functions as a storm water flood prevention storage area. Wellington, in partnership with the South Florida Water Management District, built the facility in compliance with the 1994 Everglades Forever Act, which requires rainwater to be cleansed of phosphorus before it enters the Everglades. To accomplish this, seven storm water pumps were built or renovated and canals were widened to route rainwater into the preserve. Along the way, the water is naturally cleansed as it flows through more than two miles of wetland, littoral shelves and deep-water sediment traps.

Patriot Memorial Steel Selected

The September 11th Families Association and the Port Authority of New York and New Jersey announced in March that Wellington would be the resting place of a piece of steel salvaged from the World Trade Center. The 36 foot steel artifact will be displayed as the focal point of the planned Patriot Memorial which will be located at the entrance of the Town Center.

Port Authority members recently met with Wellington staff and council in New Jersey to select the artifact. The beam will be mounted at the Patriot Memorial and be on display for viewing by next year. The Patriot Memorial honors not only the victims of 9/11, but all public safety professionals who selflessly serve throughout our community and country every day.

The design of the memorial incorporates an eternal flame, pergolas, benches, cypress trees, flag poles, and walkways with the names of those who lost their lives. The memorial is funded by a private/public partnership through the Wellington Community Foundation, a non-profit 501© 3.

Neighborhood Beautification Projects

Wellington's Safe Neighborhood's Office is hosting two Community Improvement Days in the Periwinkle Place/Lily Court Neighborhood on Saturday, July 10th and Saturday, July 17th from 9:00 a.m. to 12:00 p.m.

Two local faith based organizations, Life Church and Youth for Christ, will provide volunteers to assist owner-occupied households in correcting their code violations and improving the appearance of their homes. For some homeowners, common code violations such as pressure washing driveways or replacing missing landscaping can be difficult tasks to accomplish. By pairing homeowners in need of assistance with volunteers, residents receive help to correct their code violations and improve the appearance of the community for everyone.

In addition, Wellington's Management will contribute their day off to a Service project on Friday, July 16th by installing a hedge on Greenview Shores Boulevard to border the Periwinkle neighborhood.

Hurricane Helpers Program 2010

If you are a Wellington resident and require pre- or post-hurricane assistance,
call the Safe Neighborhoods Office on or before June 1, 2010 to register.

In 2009, Wellington offered a Hurricane Helpers program for the first time. Luckily we did not need to use the program, but we do need to prepare for the 2010 hurricane season, just in case! If you or someone you know requires assistance putting up shutters, doing pre-emergency grocery shopping or just a follow-up phone call to make sure they are ok, Wellington's Hurricane Helpers program can help.

By signing up, residents in need are matched with a neighbor living near them, within their community. Many times, in the event of a power outage following a storm, it's easier for a neighbor to help a neighbor by walking down the street when there isn't phone service. We cannot guarantee every person will be matched with a neighbor in their community, however, as long as there is phone service, the Safe Neighborhoods Office will make follow up phone calls immediately following the storm or visit someone who has registered (once the roads have been determined safe and cleared by Wellington staff).

If you would like to sign up for volunteer assistance or receive a courtesy "check up" by Wellington after the storm, please contact the Safe Neighborhoods Office at (561) 791-HRWN (4796) Helping Residents With Needs by June 1, 2010. All we require is your full name, address, phone number, neighborhood and the type of assistance requested. If you would like to become a volunteer and help your neighbors, please also call us!

We are also recruiting ham radio operators to be stationed in various neighborhoods across Wellington to assist us with post-storm neighborhood updates. All ham radio requests will be referred to the Wellington Radio Club.

It takes our entire community to make this program work for our residents in need, so please join us in helping out this hurricane season and hopefully we won't need it!

WATER DISINFECTION PROCESS

Wellington water service customers may notice a slight chlorine taste and odor in the drinking water during the period of May 15th through June 6th. This will have been caused by a temporary change in the water disinfection process.

Due to the temporary change in the disinfection process, specialized users of water (such as tropical fish owners, residents with pools, businesses, hospitals, and blood/dialysis clinics) may need to make adjustments in order to continue to maintain their present water quality parameters.
This temporary treatment process will be discontinued on June 7, 2010 at which time treatment will revert back to the pre-existing combined chlorine/ammonia treatment process. To learn more about your water, our Water Quality Report is posted on our website at www.wellingtonfl.gov.

If you have any questions, please call Sean McFarland (Water Facility Supervisor) at
791-4037 or Bill Riebe, P.E. (Utility Director) at 753-2454.

Mayor Darell Bowen, Vice Mayor Matt Willhite, Mayor pro tem Dr. Carmine A. Priore, and Council Members Howard K. Coates, Jr., and Anne Gerwig, are pleased to bring exciting and innovative programs to Wellington, always looking for ways to improve services for all its residents.
Census Make Wellington Count

Wellington Residents Are Encouraged to Complete and Mail-Back 2010 Census Form

The U.S. Census Bureau has commenced the process of distributing the 2010 Census to more than 130 million addresses across the nation. Mandated by the U.S. Constitution and conducted every 10 years, the census counts every man, woman and child.

Wellington urges residents to mail back the census form upon receipt and include every person living in the residence, including relatives and non-relatives. People should be counted in the residence where they live and sleep most of the time. Census form answers are safe and confidential. By law, the Census Bureau cannot share respondents' answers with anyone, including other federal agencies and law enforcement entities. All Census Bureau employees take an oath of nondisclosure and the penalty for unlawful disclosure is a fine of up to $250,000 or imprisonment of up to five years, or both.

The 2010 Census is important to our community's future and this year's form is one of the shortest forms in U.S. history. The data gathered will determine funding for vital local services as well as representation at all levels of government. To ensure an accurate count, everyone must take 10 minutes to fill out the form and mail it back. Households served by the United States Postal Service will receive their forms in March and census workers will hand-deliver forms through April 2010 in all other areas.

Questionnaire Assistance Centers (QAC) will be available to assist those unable to read or understand the census form and workshops are scheduled in Wellington from March 19th through April 19th at various locations throughout Wellington. Please visit the website at www.wellingtonfl.gov or watch Channel 18 for more information on the dates and locations of the workshops. Deaf and hard-of-hearing persons who do not have access to Video Relay Service (VRS) can call the TDD number, 1-866-783-2010 for assistance.

Wellington employees and volunteers will also be available at Census information booths at events in and around Wellington throughout the month of March. Businesses, homeowner associations and social clubs wishing to partner with Wellington in disseminating information about the importance of Census 2010, should contact Rose Taliau at (561) 753-2570. A Community Count Day has been planned for Saturday, March 27th at Tiger Shark Cove, located at 13800 Greenbriar Blvd. from 10 a.m. until 1 p.m. including information, give-aways and more.

Leaders Help Veteran

By Mitra Malek and Jason Schultz

Palm Beach Post Staff Writers

Updated: 3:10 p.m. Saturday, Jan. 30, 2010
Posted: 2:45 p.m. Friday, Jan. 29, 2010

Top village officials who normally spend all week in suits got their hands dirty today to help a homeowner clean up his property.

"I know they've had cutbacks and times are tough, but I think it says a lot about the city that they would do this," said Hal Williams as he watched leaders such as Village Manager Paul Schofield tear down overgrown vines and replace a crumbling fence in Williams' back yard.

Schofield suggested the "management service days" program last year as part of the Safe Neighborhoods Initiative, which helps Wellington reduce code enforcement violations and prevent crime in its more problem-prone neighborhoods.
The program calls for as many as 20 senior managers get together on one Friday morning a month to repair code violations and spruce up the homes and yards of residents who would otherwise not be able to fix things themselves. Wellington has a four-day work week, so the managers are off work on Friday and working as volunteers.
"We can't spend government money on a private property, but we can volunteer our time," Schofield said. "Our salaries are paid by residents. They need to have some concrete proof that we care."

Williams, a Vietnam veteran, said that after Hurricane Wilma damaged his fence in 2005 the vines overgrew it. His four herniated discs prevented him from being able to maintain it himself, and he could not afford a landscaper.
By this morning the vines were 9 feet tall and had grown out into the sidewalk, Williams said.
"It got a little out of hand," Williams said as he looked at the tangled pile of branches and planks that used to be his back fence.
Schofield said that after managers replaced the fence, pressure-cleaned the driveway and got rid of some invasive plants, they would put in mulch and plants that were easier for Williams to maintain.

"It didn't seem to be too much to ask," Schofield said. "We can give up one Friday morning a month to help our residents. We're not breaking our backs out there. "Wellington's neighborhood advocate coordinator, Meredith Tuckwood, said she has found the residents who need help through several programs such as the Wellington's Citizens Volunteer Organization and the county's 211 crisis hotline.

Managers are known to bring their own shovels and bags - whatever might be needed to finish the job. They worked on their first home, on Red Pine Drive, in November: trimming bushes, replacing the mailbox and planting greenery left over from Wellington's Veterans Day parade that Excelsa Gardens in Loxahatchee Groves had donated. They pressure-cleaned the driveway, sidewalk, front walk and front door. They spread mulch donated by Mulching Solutions of Delray Beach.
A mother and daughter live in the Red Pine Drive house, both on medical disability income.

The Safe Neighborhoods Initiative has mainly focused on code enforcement, neighborhood programs and increased law enforcement in the village's lower-income neighborhoods. But Community Programs Director Ivey Fivey said the managers have fixed houses in other neighborhoods as well.
The village benefits from the program as well, leaders say, because ultimately the code enforcement problems get fixed.
"Here's people where there's nothing they can do," Mayor Darell Bowen said. "They're financially or physically unable to do something. It may be in our best interest just to help them get it fixed. At t

Scott's Place Grand Opening

It has long been a dream of Del and Barbara Williamson to see children playing together regardless of their physical abilities. They'll get to see their dream come true at 5:30 p.m. on Monday, March 1, 2010, when Wellington opens Scott's Place, the barrier-free playground made possible by a donation from the Williamsons.

In honor of their son Scott, the playground was designed in an equestrian theme, complete with a life size horse statue. It includes large play structures designed with ramps that enable any child to reach all the play areas. Wide walkways and turf surfaces will allow wheelchairs access throughout the playground.

Honored guests include the Williamsons, Wellington Council, and many of the 300 volunteers who donated their time in building Scott's Place at the Community Build held on January 16th and 17th.

Scott's Place is in Town Center at 12193 Forest Hill Blvd. Town Center, Wellington's gathering place, will include an amphitheater and a new Wellington Municipal Complex, both of which will open later this year.

Please join the Wellington Council in opening Scott's Place to all the community's children.

Municpal Complex Homecoming

As work on Wellington's municipal complex progresses, the Mayor and Council wish to acknowledge and recognize the former Council members laying the ground work that helped to make a 'Town Hall' possible. Mayor Darell Bowen, Vice Mayor Carmine Priore and Council Members Lizbeth Benacquisto, Matt Willhite and Howard Coates are inviting Wellington's former mayors and council members to join them for a preview of the building at 6 p.m. Monday, March 1, 2010.

"Every single one of us, past and present, has wanted to see this municipal complex built," Mayor Bowen said. "Councils before us had a hand in it by buying the land on Forest Hill Boulevard where we're creating the Town Center. This is our chance to recognize and acknowledge all the people helping get us to this point."

The municipal complex will be a 54,000-square-foot, Florida Vernacular style, 2-story structure built to LEED standards for environmental quality and energy efficiency. It will feature a clock tower at the entrance and a council chamber designed to seat 156 people.

The $10.5 million complex is being built with no tax increase and no borrowing as Wellington is using building impact fees accumulated during the construction boom. These funds cannot be used for general government purposes. The money is from impact fee dollars which would have been required to be returned to developers, if not spent on facility upgrades. Having one central municipal complex will save time and money, as Wellington will retire several old portable buildings it has been renting and end other leases for office space.

"This will be the first time in the history of Wellington that all management and administrative staff will work in the same building at the same location, Manager Paul Schofield said. "e;We expect to see a savings in our operating budget within the first year of moving in.&qutoe;

Construction is expected to be complete by December 31, 2010.

Irrigation Grant Program

Over the years, Wellington has promoted water conservation through many different public awareness programs. Recognizing that lawn irrigation is the number one culprit for excessive water consumption, in 1997 the Village, through the Conservation Element of Wellington's Comprehensive Plan, adopted a grant program for the purpose of encouraging and assisting residents to conserve water.

Into the 13th consecutive year, the municipality is offering its popular Irrigation Grant. The grant program is designed to encourage and assist residents in the conversion of a potable water (treated water) irrigation system to a non-potable water (well, canal, lake water) irrigation system. For residents who irrigate their lawn twice a week, the cost of the installation may pay for itself in the first year in savings on the monthly utility bill. Monthly savings will continue for the resident and the long-term effects of water conservation and delayed water and wastewater treatment facility expansions will benefit all residents.

This program is offered until March 22, 2010. Grant amounts will be 50% of the installation costs up to a maximum of $800 for conversion of well systems or a maximum of $400 for conversion of a canal/lake system. Approximately 20 applications will be randomly drawn on March 23, 2010. Recipients will be notified by March 30 and the irrigation systems must be installed by August 2, 2010. Note: If you already have an existing well or pump irrigation system, you are ineligible to participate in this program.

For more information on this program, please call our Customer Service Center at 561-791-4010 or visit our forms page and click on the Irrigation Grant Application link.
