The Colorado Trust is pleased to announce a Request for Qualifications to design and implement an evaluation and learning approach for its two-and-a-half year, $7.2 million health equity advocacy strategy.

Through an intentional focus on supporting increased capacity, collaboration and coordination amongst a field of organizations, the health equity advocacy strategy seeks to enable and empower a variety of diverse partners to identify, design and implement policy solutions to advance health equity. In order to understand and assess the ongoing progress and impact of the strategy, evaluation is critical. As this is a new type of grant strategy for The Trust, evaluation will play a central role in capturing and analyzing the wide body of challenges, opportunities and outcomes that result from this work.

Through this evaluation and learning approach, The Trust seeks to:

Document and assess the progress made toward the creation of a robust health advocacy field and the correlating outcomes
Identify challenges, opportunities and lessons learned to support further progress
Provide ongoing learning opportunities for grantees, based on relevant evaluation data and information, as a means to reflect on and refine activities, tactics or strategies.

The duration of this evaluation and learning contract is from April 2014-September 2016, with a total budget of up to $500,000. Letters of qualifications are due by 5:00 p.m. on Thursday, March 13, 2014.

HEALTH EQUITY ADVOCACY – Phase I

We believe that supporting policy change through advocacy is an essential strategy to address health inequities and social challenges. We know that certain groups consistently experience greater challenges to accessing quality health coverage and care, and suffer poorer health outcomes than other groups. We know that health is more than health care, that it is deeply affected by social, systemic and institutional dynamics that extend beyond health coverage and care. We also know that effective, efficient and inclusive advocacy and public engagement efforts can lead to positive changes in those dynamics, and in turn help support individuals and families who are most vulnerable.

The first phase of this new funding will begin this spring. The Trust anticipates selecting approximately 30 grantees to receive up to $40,000. Applications are due at The Trust by noon on February 19, 2014. Please see links below to the Request for Applications for further details and information. We are encouraging a broad array of groups to apply for these grant resources. This is a new type of grant strategy for The Trust, one that aspires to more authentically partner with grantee organizations, and in doing so, assures that the work is guided and driven by you.

The Colorado Trust is requesting Letters of Qualification in a competitive process to engage a firm or professionals to provide a combination of paid advertising, branding and mobilization services for its grant strategy to build public will to help achieve access to health.

Through this grant strategy, 14 partner organizations across Colorado are being funded by The Colorado Trust, with additional support from the Colorado Health Foundation. These grantees, and their partners, are conducting a combination of communications, advocacy, leadership, media and network-building efforts over a three-year period to help increase awareness, understanding and support to expand health coverage and to improve the health care system for Coloradans. All grantees are using a shared message framework that was developed based on Colorado-specific opinion research. To reinforce, strengthen and build upon the grassroots efforts of grantees to engage key audiences and deliver highly targeted messages, The Colorado Trust will support the development and implementation of an overarching paid media, branding and mobilization strategy.

The Request for Qualifications provides more detailed background information about the grantees and funding strategy, as well as the application process, timeline and requirements.

This strategy includes communicating shared ideas, cultivating a strong network of organizations and champions aligned around health care priorities, and fostering public support with Coloradans actively calling for increased and sustained health coverage and care.

In support of this strategy, The Trust will make grants – through a competitive application process – to organizations and collaboratives to engage in related communication and advocacy efforts, as detailed in the Request.
