It requires repetition - it's a numbers game.  You put your information in front of enough people enough times and eventually you will get the result you want.  But it also requires strategy.  After all, if you use the right bait, you'll get the right catch, but only if you are fishing in the right fishpond for the fish you're hoping to hook.
