										<content:encoded><![CDATA[<p class="" data-start="0" data-end="401">On Monday, a federal judge blocked the Trump administration&#8217;s attempt to revoke the legal status and work permits of more than 530,000 migrants from Cuba, Haiti, Nicaragua, and Venezuela, who arrived in the U.S. under President Joe Biden&#8217;s administration. These migrants entered the country under the controversial CHNV humanitarian parole program, which was introduced by Biden&#8217;s executive authority.</p>
<p class="" data-start="403" data-end="858">Judge Indira Talwani, an Obama appointee, ruled that each migrant must undergo an individualized, case-by-case review before any action can be taken. In her decision, she stated, “The Termination of Parole Processes for Cubans, Haitians, Nicaraguans, and Venezuelans, 90 Fed. Reg. 13611 (Mar. 25, 2025), is hereby STAYED pending further court order insofar as it revokes, without case-by-case review, the previously granted parole and work authorization.”</p>
<p class="" data-start="860" data-end="1246">The Biden administration initiated the CHNV program in 2023 through executive parole, which was first launched in 2022 to allow Venezuelans to enter. It was later expanded to include other countries. The program&#8217;s goal was to reduce illegal border crossings by allowing migrants to enter with proper vetting through American sponsors, granting them temporary status for up to two years.</p>

<p class="" data-start="1248" data-end="1671">However, the program faced challenges, including widespread fraud and arrests of some participants involved in serious criminal offenses. In March 2025, the Trump administration announced plans to cancel the parole and work permits for the migrants, demanding they leave the U.S. by April 24, 2025. The decision to revoke their status was set in motion by a notice issued on March 25, giving the migrants a month to depart.</p>
<p class="" data-start="1673" data-end="1994">The Department of Homeland Security and Trump administration officials criticized the ruling, arguing that the judge’s decision prevented them from using their own executive powers to revoke the parole, similar to how Biden had granted it. One Trump administration official described the ruling as &#8220;pure lawless tyranny.&#8221;</p>
<p class="" data-start="1996" data-end="2110">Fox News has reached out to the White House for comment on the ongoing legal proceedings and the judge’s decision.</p>
