Industries of Jefferson City, will begin sidewalk reconstruction of the east side of Seventh Street in downtown Columbia. This work will result in temporary sidewalk closure. &amp;nbsp;Access to businesses along Seventh Street will remain open at all times during construction. The $327,777.95 project is funded by Community Development Block Grant, and the work should be completed by the end of August, weather permitting.&lt;br /&gt;

&lt;br /&gt;
City of Columbia Public Works and Community Development staff worked with both public and private contractors to coordinate work schedules so as to close East Walnut for a single period of time rather than close and re-open the road a number of times for each project.&lt;br /&gt;
&lt;br /&gt;
During the closure the following work will occur:&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
&lt;ul&gt;
&lt;li&gt;Killian Construction will be placing the pre-cast concrete panels for the Short Street Parking Plaza and removing the construction crane.&amp;nbsp;&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;Grove Construction will be performing exterior work on the Northlight Building, removing scafolding, and constructing sidewalk along East Walnut.&amp;nbsp;&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;Trittenbach Construction will rep-pave a section of East Walnut&amp;nbsp;&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;Gerstner Electric will install new traffic control signals at East Walnut and College and complete the eastbound Walnut left turn lane at College.&amp;nbsp;&lt;/li&gt;
&lt;/ul&gt;
&lt;br /&gt;
&lt;br /&gt;
When these projects are complete, some minor lane restrictions may occur while crews re-stripe the intersection for the new left turn lane.&lt;br /&gt;
&lt;br /&gt;
Columbia Transit routes will also be affected by this closure. The affected routes are: &lt;br /&gt;

&lt;br /&gt;
Chip n&#39; seal maintenance consists of thoroughly cleaning the road surface, applying a layer of liquid asphalt to seal cracks, applying a layer of rock and rolling it into the liquid asphalt, and then brooming off the excess rock.&lt;br /&gt;
&lt;br /&gt;
Sealing road surfaces with this method can greatly extend the life of roadways and is very cost effective. The cost of chip n&#39; seal is one-seventh the cost of milling and overlaying a roadbed. The total cost to complete 30.78 lane miles of roads is $234,000. The work will be performed by City of Columbia Street Division crews. The funding source is the transportation sales tax and gasoline tax.&lt;br /&gt;
&lt;br /&gt;
While crews perform the work, motorist should expect lane restrictions and delays. Once the sealing is complete, motorist and cyclist may experience loose gravel in the gutters and a few other areas. Crews will return as needed to sweep and remove the excess rock.&lt;br /&gt;
&lt;br /&gt;
All work is weather dependent and the schedule may be adjusted accordingly.&lt;br /&gt;
&lt;br /&gt;
We will release each weeks projects and any schedule updates on the Thursday prior to the start date.&lt;br /&gt;
&lt;br /&gt;
Work scheduled for July 22 &amp;amp; July 23 on Saint Joseph from Park Av to Ash St.&lt;br /&gt;

“Lumen” was created entirely from found objects, and artist Greg Orloff hopes the sculpture can represent all that makes up a community like Columbia.&lt;br /&gt;

“‘Lumen’ embodies the cumulative efforts of an entire community with differing backgrounds, experiences, educations, perspectives and lifestyles. Made up of the dirty, broken-down discards of obsolete, forgotten technologies, ‘Lumen’ stands as a shining beacon of Columbia’s endeavors and successes,” Orloff said.&lt;br /&gt;
&lt;br /&gt;
A permanent home was needed for “Lumen,” which led Ragtag’s Executive Director Tracy Lane to propose gifting the art to the city.&lt;br /&gt;
&lt;br /&gt;
“Donating ‘Lumen’ to the city is our artful way to extend our thanks to our community,” Lane said.&lt;br /&gt;
&lt;br /&gt;
“Lumen” was accepted by the Commission on Cultural Affairs and City Council in 2013, and the sculpture is now part of the city’s permanent collection of public art.&lt;br /&gt;
&lt;br /&gt;
&amp;nbsp;The sculpture will be housed at the visitors center in the lobby of City Hall.&lt;br /&gt;
&lt;br /&gt;
“We are very excited to have ‘Lumen’ greet visitors and employees in City Hall,” said Megan McConachie, public information specialist at the Convention and Visitors Bureau. “‘Lumen’ is a great representation of Columbia’s commitment to the arts.”&lt;br /&gt;

&lt;br /&gt;
*Columbia Transit will run on Thursday, July 4 with modified hours. Service will begin at 2:00 PM, be suspended between 8:00 and 10:00 PM during Fire in the Sky, and resume for the final route run at 10:15 PM from the Wabash terminal. A schedule is attached to this release.&lt;br /&gt;
&lt;br /&gt;
*Parking meters will not be enforced.&lt;br /&gt;
&lt;br /&gt;
*Parking will not be permitted on the surface lot at 5th and Cherry on July 4 from 5:00 PM to 11:30 PM. Vehicles parked on this lot after 5:00 PM will be towed at the owners expense. This lot is a required safety zone for the fireworks discharge site for Fire in the Sky.&lt;br /&gt;
&lt;br /&gt;
*Parking will not be permitted in the 6th and Cherry parking garage on July 4 from 8:00 am to 11:00 PM. Vehicles parked in this garage after 8:00 am on July 4 will be towed at the owners expense. This garage is a required safety zone for the fireworks discharge site for Fire in the Sky.&lt;br /&gt;

Eighth Street. &amp;nbsp;This work will result in a street closure on S. Eighth Street between Broadway and Cherry Street. &amp;nbsp;The work should be completed and the road fully reopened by Monday, July 1, 2013, by 7:00 p.m., weather pending.&lt;br /&gt;

A soft closing would extend closing for a certain period of time--usually 1 hour-after last call. No alcohol would be served but customers would be allowed a longer period of time to linger. It&#39;s usually a voluntary policy and bars and restaurants are free to decide whether or not to have extended hours. This type of policy is in place in cities such as San Jose, CA.&lt;br /&gt;
&lt;br /&gt;
While people usually arrive at bars a little at a time, they all leave at once. The thought behind a soft closing is that customers would now have a longer time frame in which to finish up and leave, creating a trickle rather than a flood. This can reduce crowding on the sidewalks, spillover into the streets, altercations due to overcrowding, and make it easier for people to catch cabs.&lt;br /&gt;
&lt;br /&gt;
The city has asked for our input on the idea of soft bar closings. There is no specific policy proposal, they are simply asking our thoughts. We encourage everyone to take the survey and are especially interested in hearing from bars and restaurants that any future policy may directly affect.&lt;br /&gt;
