Moody's warns Greek default virtually 100 percent

ATHENS, Greece (AP) — Moody's downgraded Greece's bond ratings by a further three notches Monday and warned that it is almost inevitable the country will be considered to be in default following last week's new bailout package.

The agency said the new EU package of measures implies "substantial" losses for private creditors. As a result, it cut its rating on Greece by three notches to Ca — one above what it considers a default rating. It also put eight Greek banks on review for a possible downgrade.

Though Moody's said a Greek debt default is "virtually certain," it noted that the new measures will increase the likelihood that Greece will be able to stabilize and eventually reduce its overall debt burden.

It also said the package also benefits other eurozone countries by "containing the near-term contagion risk that would likely have followed a disorderly payment default or large haircut on existing Greek debt."

In recent weeks, financial markets have been rocked by fears that much bigger economies like Spain and Italy may get dragged into Europe's debt crisis mire, which has also seen Ireland and Portugal bailed out alongside Greece.

Eurozone countries and the International Monetary Fund last week agreed to give Greece a second bailout worth euro109 billion ($155 billion), on top of the euro110 billion granted in rescue loans a year ago.

If all goes to plan, banks and other private investors will contribute some euro50 billion ($71 billion) to the rescue package until 2014 by swapping Greek bonds that they hold for new ones with lower interest rates or slightly lower face value, or selling the bonds back to Greece at a low price
"The support package incorporates the participation of private sector holders of Greek debt, who are now virtually certain to incur credit losses," Moody's said in a statement. "If and when the debt exchanges occur, Moody's would define this as a default by the Greek government on its public debt."
Despite Greece's new package, which was more comprehensive than many in the markets had predicted, Moody's said it's going to take many years of hard graft for Greece to get complete control of its debts.
"Greece will still face medium-term solvency challenges — its stock of debt will still be well in excess of 100 percent of GDP for many years and it will still face very significant implementation risks to fiscal and economic reform," Moody's said.
The agency added that it will reassess Greece's rating once the bond exchange has been completed "to ensure that it reflects the risk associated with the country's new credit profile, including the potential for further debt restructurings."
On Friday, ratings agency Fitch also said Greece faced a default but that it would reassess the rating once the new bonds are issued — implying that the bad rating might only last for a few days.
While Greece's brush with default will be a first for a euro country, the immediate practical consequences of the rating for Greece should be limited.

For weeks, the overriding fear was that, because of the bad rating, already struggling Greek banks would be frozen out of the European Central Bank's emergency liquidity operations.

However, last week eurozone leaders found a way around that threat by promising to temporarily deposit euro35 billion with the ECB to boost the creditworthiness of defaulted bonds used as collateral by Greek banks, until the default rating has been lifted.

Crucially for Greece and Europe as a whole, the International Swaps and Derivatives Association, a trade association, said the new rescue deal is not expected to trigger payment of bond insurance because private sector involvement is voluntary.

Greek government spokesman Elias Mossialos brushed off Moody's downgrade as of "no practical value," arguing that domestic lenders can count on secure credit lines under the terms of the new bailout.

"Unfortunately for them, (ratings agencies) won't have anything to work on for many years," he said in a radio interview. "Perhaps the finance ministry should cancel its subscriptions, because I think the Greek government pays subscriptions to these agencies to receive their results ... I don't think we need them any longer."

Dominique Strauss-Kahn, head of the IMF and jailed in New York for alleged sexual assault, is facing growing pressure to resign from the global economic body.

The leader of the French governing party on Wednesday said a replacement for the 62-year-old would have to be worked out "in the coming days", a day after US treasury secretary said Strauss-Kahn should no longer lead the agency.

"I don't see how he can carry out the job as managing director of the IMF," Jean-Francois Cope, leader of France's UMP party, said on Wednesday.

"So, by definition, this question will have to be settled in the coming days.

On Tuesday, Timothy Geithner, the US Treasury secretary, said Strauss-Kahn was "obviously not in the position to run the IMF", in his first comments on the case so far.

The economic chief, who is being detained in New York's notorious Rikers Island jail, has denied all charges. He faces a long prison sentence if convicted.

An unnamed law enforcement official said Strauss-Kahn was placed under suicide watch after undergoing a mental health evaluation.

The official said the IMF chief did not try to harm himself.

Strauss-Kahn was arrested in New York on Saturday for allegedly attempting to rape a maid in his hotel room and was held without bail on Monday.

'Element of uncertainty'
Maria Fekter, Austria's finance minister, has told reporters in Brussels, the Belgian capital that Strauss-Kahn "risks damaging the IMF".

"Considering the situation, that bail was denied, he has to figure out for himself, that he is hurting the institution,'' she said on Tuesday.

Elena Salgado, Spain's finance chief, said Strauss-Kahn had to decide for himself whether he wanted to step down, considering the offences he is accused of are "extraordinarily serious".
"If I had to show my solidarity and support for someone it would be toward the woman who has been assaulted, if that is really the case that she has been," she said.
Other European officials were more supportive of the IMF's managing director.

"I'm very sad and upset. And he's a good friend of mine," Jean-Claude Juncker, the Luxembourg prime minister, said.
"I didn't like the pictures I've seen on television," Juncker added, referring to footage that showed Strauss-Kahn in handcuffs being escorted by police outside a New York precinct house.
Strauss-Kahn has not yet officially stepped down, but few analysts expect him to remain.
His arrest is not expected to impede the IMF's day-to-day functioning, with the executive board still able to approve loan packages.
The board is expected to authorise rescue loans to Portugal as part of a larger package that European finance ministers negotiated on Monday.
"An element of uncertainty has been injected at a time when the situation is extremely fragile," James Rickards, senior managing director at Tangent Capital Partners, said.
Before his arrest, Strauss-Kahn was widely expected to step down within months and run for president of France in the 2012 elections, so the IMF's executive board is likely to have already been considering replacements.
A new managing director could be selected as early as June or July, Rickards said.
China's foreign ministry said on Tuesday that the selection for leadership of the IMF should be based on "fairness, transparency and merit", but declined comment on the charges against Strauss-Kahn.
French anger
French Socialist politicians voiced outrage on Tuesday at the parading of Strauss-Kahn before he has a chance to defend himself on charges of attempted rape.
Strauss-Kahn was made by police to walk manacled in front of cameras on his way to a courthouse, and his appearance before a judge was televised.
Jack Lang, the former culture minister, described the treatment of the IMF chief as a "lynching" that had "provoked horror and aroused disgust".

The US justice system, he said, was "politicised" and the judge appeared to have been determined to "make a Frenchman pay" by denying him bail, though his lawyer had offered to post a $1m bond.
To many Americans, the handling of Strauss-Kahn reflected an egalitarian tradition that all crime suspects get the same treatment, regardless of their wealth or power.
Martine Aubry, the French Socialist Party leader, denounced "degrading images" and said France was lucky to have a law on the presumption of innocence that bars media from showing defendants in handcuffs before they are convicted.
Elisabeth Guigou, former justice minister, who drafted that law, called the pre-trial publicity "absolutely sickening".
Another respected former justice minister, Robert Badinter, who pushed through the abolition of the death penalty in France, said the IMF chief had been subjected to "death by media".
"Never forget it's not just judges that are elected [in New York], but prosecutors. And the chief of police is elected.
"And clearly, in public opinion, to exhibit a powerful rich man in the presence of a victim from a very poor background, electorally, it pays off."

Hundreds injured as army and police use live ammunition, witnesses say, to disperse demonstration at Israeli embassy.

At least 353 people were injured, one of them critically, when Egyptian security forces attacked a pro-Palestine demonstration outside the Israeli embassy in Cairo on Sunday night, according to witnesses and the Health Ministry.
Activists told Al Jazeera that army and internal security troops used tear gas, rubber-coated bullets and live ammunition to disperse thousands of protesters who had gathered to mark the 63rd anniversary of the "Nakba" or "catastrophe" - the day in 1948 that Israel declared its independence and thousands of Palestinians fled or were expelled form their homes.
Israel's embassy in Cairo was the first the country established in the Arab world; the only other is in Jordan.
At least two protesters were shot by live ammunition, while others were hospitalised after inhaling tear gas or being hit by rubber-coated steel bullets, some of which penetrated the skin, witnesses said.
The AP news agency, quoting witnesses, said three people had been killed by gunfire and one shot in the leg, but that report could not be corroborated.
One protester, Atef Yehya, was shot in the head and remained in critical condition on Monday morning, while another, Ali Khalaf, was shot in the abdomen and believed to be stable, witnesses said. As many as 60 people were arrested.
Military and security forces near the embassy briefly stopped and questioned an Al Jazeera television crew and confiscated the team's camera, according to Rawya Rageh, our correspondent in Cairo. Palestinians killed in Nakba clashes

Several people have been killed and scores others wounded in the Gaza Strip, Golan Heights, Ras Maroun in Lebanon and the Israeli-occupied West Bank, as Palestinians mark the "Nakba", or day of "catastrophe".
The Nakba is how Palestinians refer to the 1948 founding of the state of Israel, when an estimated 700,000 Palestinians fled or were expelled following Israel's declaration of statehood.
At least one Palestinian was killed and up to 80 others wounded in northern Gaza as Israeli troops opened fire on a march of at least 1,000 people heading towards the Erez crossing between the Gaza Strip and Israel.
A group of Palestinians, including children, marching to mark the Nakba were shot by the Israeli army after crossing a Hamas checkpoint and entering what Israel calls a "buffer zone" - an empty area between checkpoints where Israeli soldiers generally shoot trespassers, Al Jazeera's Nicole Johnston reported from Gaza City on Sunday.
"We are just hearing that one person has been killed and about 80 people have been injured," Johnston said.
"There are about 500 to 600 Palestinian youth gathered at the Erez border crossing. They don't usually march as far as the border. There has been intermittent gunfire from the Israeli side for the last couple of hours.
"Hamas has asked us to leave; they are trying to move people away from the Israeli border. They say seeing so many people at the border indicates a shift in politics in the area."
West Bank clashes
One of the biggest Nakba demonstrations was held near Qalandiya refugee camp and checkpoint, the main secured entry point into the West Bank from Israel, where about 100 protesters marched, Al Jazeera's Nisreen El-Shamayleh reported from Ramallah.

Some injuries were reported from tear gas canisters fired at protesters there, El-Shamayleh said.
Small clashes were reported throughout various neighbourhoods of East Jerusalem and cities in the West Bank, between stone-throwing Palestinians and Israeli security forces.
Israeli police said 20 arrests were made in the East Jerusalem area of Issawiyah for throwing stones and petrol bombs at Israeli border police officers.
About 70 arrests have been made in East Jerusalem throughout the Nakba protests that began on Friday, police spokesman Rosenfeld said.
'Syrians killed'
Meanwhile, Syrian state television reported that Israeli forces killed four Syrian citizens who had been taking part in an anti-Israeli rally on the Syrian side of the Israeli-occupied Golan Heights border on Sunday.
Israeli army radio said earlier that dozens were wounded when Palestinian refugees from the Syrian side of the Golan Heights border were shot for trying to break through the frontier fence. There was no comment on reports of the injured.
There have also been reports that Israeli gunfire killed up to 10 people and injured scores more in the Lebanese town of Ras Maroun, on the country's southern border with Israel.
Matthew Cassel, a journalist in the town, told Al Jazeera that he saw at least two dead Palestinian refugees.
"Tens of thousands of refugees marched to the border fence, to demand their right to return, where they were met by Israeli soldiers," he said.
"Many were killed. I don't know how many but I saw with my own eyes a number of unconscious and injured, and at least two dead.
"Now the Lebanese army has moved in and people are running back up the mountain to get away from the army."
Separately in south Tel Aviv, one Israeli man was killed and 17 were injured when a 22-year-old Arab Israeli driver drove his truck into a number of vehicles on one of the city's main roads.
Israeli police spokesman Micky Rosenfeld said the driver, from an Arab village called Kfar Qasim in the West Bank, was arrested at the scene and is being questioned.
"Based on the destruction and the damage at the scene, we have reason to believe that it was carried out deliberately," Rosenfeld said. But he said he did not believe the motive was directly linked to the anniversary of the Nakba.

'End to Zionist project'
Israeli prime minister Binyamin Netanyahu addressed the events of "Nakba Day" in a televised statement on Sunday, particularly referring to attempts to infiltrate Israel's borders with Syria, Lebanon and the Gaza Strip, saying "we are determined to defend our borders".

Netanyahu said that he instructed Israeli forces to act with restraint, but to stop all attempts at infiltration and challenges to Israel's sovereignty.
He said that the "Nakba Day" protesters were not fighting for the 1967 borders as they claimed, but were denying Israel's right to exist.
"We must understand who and what we are up against," Netanyahu said.
Earlier on Sunday, Ismail Haniyeh, prime minister of Hamas-controlled Gaza, repeated the group's call for the end of the state of Israel.
Addressing Muslim worshippers in Gaza City on Sunday, Haniyeh said Palestinians marked the Nakba "with great hope of bringing to an end the Zionist project in Palestine".
"To achieve our goals in the liberation of our occupied land, we should have one leadership,''Haniyehsaid, praising the recent unity deal with its rival, Fatah, the political organisation which controls the West Bank under Palestinian president Mahmoud Abbas' leadership.
Meanwhile, a 63 second-long siren rang midday in commemoration of the Nakba's 63rd anniversary.
Over 760,000 Palestinians - estimated today to number 4.7 million with their descendants - fled or were driven out of their homes in the conflict that followed Israel's creation.
Many took refuge in neighbouring Lebanon, Jordan, Egypt and elsewhere. Some continue to live in refugee camps.
About 160,000 Palestinians stayed behind in what is now Israeli territory and are known as Arab Israelis. They now total around 1.3 million, or some 20 percent of Israel's population.

A New York court appearance by Dominique Strauss-Kahn, the International Monetary Fund [IMF] chief, to face charges he sexually assaulted a hotel chambermaid has been postponed so he can undergo an examination, his lawyers have said.
"Our client willingly consented to a scientific and forensic examination tonight [Sunday] ... at the request of the government and in light of the hour we have agreed to postpone the arraignment until tomorrow morning," William Taylor, his lawyer, told reporters outside Manhattan Criminal Court.
"He's tired but he's fine," Taylor said when asked about Strauss-Kahn, who was led away from a police station in handcuffs and is currently placed behind bars.
Earlier, Strauss-Kahn's lawyer, Benjamin Brafman, told the Associated Press news agency that his client would plead not guilty.
"He denies all the charges against him," Brafman said.
Strauss-Kahn's deputy, John Lipsky, has stepped in as acting managing director, the IMF said.
"The IMF remains fully functioning and operational," a spokeswoman said.
Meanwhile, the maid at the New York hotel, who accused Strauss-Kahn of sexual assault, identified him in a police lineup, police said on Sunday.
Asked if police could confirm that Strauss-Kahn was identified by the alleged victim, a New York Police Department spokesman answered: "That is correct."
Ryan Sesa, a police deputy spokesman, told reporters on Sunday that the charges against Strauss-Kahn included a "criminal sexual act, unlawful imprisonment and attempted rape".
Strauss-Kahn, widely tipped as a contender to run for the French presidency in 2012, was taken off an Air France flight at John F Kennedy International Airport by police officers on Saturday after the maid reported the case.
The maid earlier told authorities that she entered Strauss-Kahn's room at the Sofitel near Manhattan's Times Square at about 1pm local time (1600 GMT) on Saturday.
According to her account, the IMF chief emerged from the bedroom naked, threw her down and tried to sexually assault her, Paul J Browne, a New York Police Department (NYPD) spokesman, said.
Police said Strauss-Kahn, who is married, apparently left the hotel in a hurry. They then discovered he was at the airport, and contacted the Port Authority of New York and New Jersey, which pulled him off the Paris-bound flight.
John Sheehan, a spokesperson for Sofitel Hotel, said its staff were co-operating with the authorities in the investigation.
Shockwaves across France
Al Jazeera's Paul Brennan, reporting from the French capital, Paris, said the incident had sent shockwaves across France and the international community.
"We're hearing rumours that Mr Strauss-Kahn is considering stepping down from the IMF, notwithstanding any court appearance or whether or not the charges stick," our correspondent said.
The news also quickly drew reaction from political rivals in France, with some expressing shock after Strauss-Kahn's arrest.
Martine Aubry, leader of the Socialist Party, for whom Dominique Strauss-Kahn was considered a presidential hopeful, said on Sunday his arrest was a "thunderbolt" which left her "astounded".
Right-wing presidential candidate Marine Le Pen said his presidential bid was doomed while Segolene Royal, his Socialist adversary, urged prudence pending further investigation.
But Jean-Marie Le Guen, an ally of the IMF chief, expressed support for Strauss-Kahn. Le Guen recently suggested the IMF chief had been the subject of a smear campaign.
Strauss-Kahn had been due to hold talks with Angela Merkel, the German chancellor, in Berlin on Sunday.
"The talks are cancelled," a senior German government representative told Reuters news agency.
Before taking the top post at the IMF, Strauss-Kahn was a member of the French National Assembly and a professor of economics at the Institut d'Etudes Politiques de Paris.
He had also served as France's minister of economy, finance and industry, from 1997 to 1999.
Previous scandal
Strauss-Kahn, popularly known as "DSK" in France, was seen as the strongest possible Socialist Party challenger to French president Nicolas Sarkozy, though he had yet to declare his candidacy, remaining vague in interviews while feeding speculation that he wanted France's top job .
He took over as head of the IMF in November 2007. The 187-nation lending agency, headquartered in Washington, provides help in the form of emergency loans for countries facing severe financial problems.
Strauss-Kahn won praise for his leadership at the IMF during the financial crisis of 2008 and the severe global recession that followed.
More recently, he has steered IMF participation in bailout efforts to prevent a European debt crisis which began in Greece from destabilising the global economy.
But his tenure at the IMF has also brought controversy. In October 2008, he apologised for "an error of judgment" over an affair with a junior colleague.
