Then and Now

OK, so why is the country falling apart? Specifically, why are kids blowing each other away? America has become a source of wonder the world over with its Columbines and hundreds and hundreds of dead in Chicago and Baltimore and its burning cities and riots. Other advanced countries don’t do these things.

America didn’t either until recently. Why now? Something has changed, or some things. What? People under forty have never seen the country when it was sane. Let me point out things that have changed, at risk of sounding like a boilerplate cadger: “By cracky, wen I was a boy, we could amuse ourselves for hours with just a piece of string and a couple of sticks.” Let’s compare today with the Fifties and Sixties. I mean this as sociology, not nostalgisizing.

I think that a combination of social changes have led to tremendous stress on today’s kids that my generation did not suffer. To wit:

In my rural Virginia school, there was no racial tension. We were all white: teachers, students, parents.

The black kids went to their own school, Ralph Bunche. We had virtually no contact with each other. There was no hostility, just no contact. The academic gap didn’t exist in the absence of contact. Integration would prove cruel when it came. and the black kid s sank to the bottom. The causes can be argued, but the fact cannot.

There was no black crime to speak of or, as far as I knew any black crime. Certainly blacks did not shoot each other, or anybody. Neither did we. The reasons I suspect were similar.

Divorce was extremely rare, so we all had parents. Whether it is better that unhappy couples stay together or that they divorce can be argued, but they then did stay together. It made a large difference in outcomes if one accepts the statistics. The welfare programs of the Great Society had not yet destroyed the black family, which I speculate accounted in part for low crime.

Drugs did not exist. These appeared only with the Sixties. A few of us had heard of marijuana. I read a clandestine copy of The Naked Lunch. That was it. We drank a lot of beer.

In the entire school I remember only one, moderately fat kid. Why? Because, I will guess, we were very physically active. The school had PE classes, football and basketball teams, and so on. In summer kids aboard Dahlgren spent their days at the base swimming pool or swimming in Machodoc “Creek”{{it was perhaps three-quarters of a mile wide–bicycling, canoeing- playing tennis. The country kids chopped cord wood, lifted hay. There was ice skating for hours in winter. Gloria, my best girl, got up at four a.m. to help her father pull crab pots on the Potomac, Though feminine, she probably could have thrown a Volkswagen over a four-store building. Again, I offer this not as nostalgia but as biological fact with effects.

Physical fitness has. I suspect psychological consequences. For example, ADHD did not exist. Boys are competitive, physical animals full of wild energy and need–need–to work it off. Boredom and enforced inactivity are awful for them. Two or three hours daily of fast-break pick-up basketball did this. If you force boys to sit rigidly in school, with no recess or only physically limited play, they will be miserable. If you then force them to take Ritalin, an approximate amphetamine, they will be miserable with modified brain chemistry. I don’t think this is a good idea.

Sex and, I think, its psychological consequences were different then. We were aware of sex. I am not sure we were aware of anything else. But the culture was such that, first, young girls, middle school, say, were sexually (very) off limits. When barely pubescent girls are taken advantage of by boys of seventeen or of thirty-five, the emotional effects are devastating. By contrast, boys hoped desperately to be taken advantage of.

The de facto social theory was that girls should remain virgins until married. I think few really believed this, and certainly many girls did not. However the necessity of pretending, plus the fear of pregnancy in those pre-pill days, allowed girls to say “no.” if they chose. The Pill, backed up by abortion, would make girls into commodities. If Sally said no, Mary wouldn’t, and boys, churning jhrmone wads, would go with Mary. Thus girls lost control of the sexual economy and the respect that went with it. More stress.

Anorexia and bulimia did not exist. We didn’t know the words. Both look to me like a reaction to stress.

Uncertainty is a formidable source of stress. We had little uncertainty as to our futures in the sense that the young do today. We assumed, correctly, that jobs would be available for us. For kids who were not going on in school, there were jobs at Dahlgren, the local naval base, as secretaries or guards or maintenance personnel, federal jobs with benefits. More remotely, Detroit was paying what seemed to us astronomical wages. Those of us in the college track, which meant those whose parents were grads and those who had high SATs, knew we could work in whatever field we had chosen. Starbucks and living in our parents’ basements never crossed our minds.

Social mobility existed, and girls had not yet been taught they were victims. Of my graduating class of sixty, two girls became physicists and my buddy Franklin, of non-college family an electronics engineer. Sherry a year behind me, a nuclear biologist. All, I think, of non-college families. There must have been others.

Extremely important, I think, was that the school was apolitical. We didn’t know that it was. School was where you learned algebra and geography, or at least learned at them. The teachers, both men and women, assumed this. The white kids were not endlessly told that they were reprehensible and the cause of the world’s problems. The boys were not told that masculinity was toxic. Hysteria over imaginary rape was well in the future. Little boys were not dragged from school by the police for drawing a soldier with a rifle. The idea of having police in a school would seem insane when it first appeared.

More speculatively: My wife Violeta recently commented that the young today seem about ten years younger than their age. There may be something go this. At least in the media and academic worlds, people in their mid-thirties remind me of the young of the Sixties, displaying what appear to be the same hormonal rebellion and sanctimony. It has also seeped into high school. There is the same anger, the same search for grievance, the same adolescent posturing.

I think feminism plays a large part in the collapse of society in general and specifically in pushing boys over the edge. In my school years boys were allowed to be boys. Neither sex was denigrated. Doing so would have occurred to nobody. Then came a prejudice against boys, powerful today

All of this affected society in its entirety, but especially white boys. They are constantly told that being white is shameful, that any masculine interest is pathological, that they are rapists in waiting. They are subjected to torturous boredom and inactivity, and drugged when they respond poorly. They go to schools that do not like them and that stack the deck against them. Many are fatherless. All have access to psychoactive drugs.

Add it up.

Morning all you beautiful people we have been running and working to assist so many these days iot has been awhile since I was in country or on active duty yet in this time I have seen many of our country men and women who are down or have fallen down and may be all they are seeking is what our government has failed in their promise to pour fellow citizens they have been marginalized and set aside ands nothings or no good I have watch some 26 over the last few years take their own lives some I had grown very found of our urban survival packs give some comfort and lets them know that there are people left in this world that still care ,

one thing I have come to see very clearly is Sometimes people just misunderstand, sometimes they cannot understand or choose not to see things from a different point of view. When they judge you, in reality they are judging themselves, and that can be a sad moment when you realize as much as you love someone, as deep as the caring goes, there will never be a true understanding. Some people are just very different from each other, and cannot seem to meet halfway. It is in those times the hard choices come, do I stifle myself, my voice, my being? All for the approval of someone who may never approve, no matter what? Or do I keep being me, expressing my view of the Universe, even if that other person chooses to walk away forever? Sadly, too many say no, and give in, give up and conform, in the process they die a little more inside each day. I choose a different path, a harder, rockier, steeper path it may be, but the view, oh the fabulous wonder of just being able to BE, no matter what. I choose this, I choose an immortal life. And I wish you well on your journey too. Maybe our paths will cross again someday, things will be different, maybe. But I refuse to give up who, all that makes me, just to please you. I hope you will understand, but understand that you probably will not.

The reason it hurts so much to separate is because our souls are connected. Maybe they always have been and will be. Maybe we've lived a thousand lives before this one and in each of them we've found each other. And maybe each time, we've been forced apart for the same reasons. That means that this goodbye is both a goodbye for the past ten thousand years and a prelude to what will come.”

Avoiding something doesn't always mean that you hate it. It could also mean that you want it, but you just know it isn't right. Sometimes the best way to avoid a situation or a relationship from growing is to just ignore it. Though sometimes we may have a connection to a person or thing, it isn't always right for us to go after it. Only you will know when situations are best to avoid in your life, and situations as such are sometimes very difficult to ignore because of your attraction to it. Utilizing self-control will always be a part of life that everyone will have to learn for him or herself. Just remember that avoiding something doesn't always mean that you could hate it, but it can also mean you want it, but know that it isn't right for you to have. Do what's right, do unto others as you would do to yourself, and you will live your life as free as you possibly can.

Homeless Veterans More Likely To Die On Streets Than Other Homeless People, Study Says

Homeless veterans are more likely to die on the streets than non-veterans, a new study revealed.
Those who return from serving, to leading the homeless life are 11 percentage points more likely to develop life-threatening diseases than non-veteran homeless people, the 100,000 Homes Campaign concluded in a study published Tuesday.The movement, which works to place homeless Americans, surveyed 23,000 homeless people across the country. It found that homeless veterans are typically older than non-veterans and tend to remain homeless for longer periods of time.

"Men and women who risked their lives defending America may be far more likely to die on its streets," the authors concluded.

The authors noted that 21.3 percent of homeless veterans reported an age over 60, compared with 9.4 percent of the non-veteran homeless population. Though this factor doesn't fully account for the disparity in the length of time that veterans remain homeless, or their susceptibility to sickness, older veterans claim that their age often impedes their ability to get their lives back on track.

T.J. Manning, who served in Vietnam, has been living in a Texas homeless shelter for a year and says that President Obama's plan to help employ veterans doesn't cater to servicemen from Manning’s era.

Though Obama's bill aims to help find jobs for the country's 900,000 unemployed veterans, Manning told woai.com that such initiatives are often geared to help those returning from Iraq and Afghanistan.

"When you say a bill for veterans you are intending to seem very inclusive," Manning told the news outlet.
As Obama works to incentivize companies to employ veterans, he's also in the midst of executing his and the VA's plan to end homelessness by 2014. Back in 2009, Secretary of Veterans Affairs Eric K. Shinseki announced the $3.2 billion collaboration to end veteran homelessness. The initiative is both preventative and ameliorative, it aims to keep veterans from ever losing their homes and to find residences for those who are living on the streets.
"Those who have served this nation as veterans should never find themselves on the streets, living without care and without hope,” Shinseki said.

Love for your family, love for your significant other, love for your offspring, love for your pets, and love for the self. Each type of love is unique and different from the others.People may not always tell you how they feel about you, but they will always show you. Pay attention.

The only way love can last a lifetime is if it’s unconditional. The truth is this: love is not determined by the one being loved, but rather by the one choosing to love.

If you judge people, you have no time to love them We come to love not by finding a perfect person, but by learning to see an imperfect person perfectly

Love is like a friendship caught on fire. In the beginning a flame, very pretty, often hot and fierce, but still only light and flickering. As love grows older, our hearts mature and our love becomes as coals, deep-burning and unquenchable.

Don’t wait for a perfect person to love. Love a person and make him or her perfect with your power of love.

There is never a time or place for true love. It happens accidentally, in a heartbeat, in a single flashing, throbbing moment. The only way love can last a lifetime is if it’s unconditional. The truth is this: love is not

The Increasing Likelihood Of Nuclear War Should Straighten Out All Our Priorities

A Russian pilot has been killed by US-armed terrorists in Syria. The Ron Paul Institute's Daniel McAdams writes the following about this new development:

"The scenario where a US-backed, US-supplied jihadist group in Syria uses US weapons to shoot down a Russian plane and then murders the pilot on the ground should be seen as a near-nightmare escalation, drawing the US and Russia terrifyingly closer to direct conflict."

McAdams is not fearmongering; he is stating a plainly obvious fact. The Trump administration has just announced that it is restructuring its nuclear weapons policy to take a more aggressive stance toward Russia than that which was held by the previous administration. This is coming after this administration's decision to arm Ukraine against Russia, a move Obama refused to take for fear of escalating tensions with Moscow, as well as its decision to continue to occupy Syria in order to effect regime change, along with numerous other escalations. The Council on Foreign Relations, which is without exaggeration as close to the voice of the US establishment as you can possibly get, is now openly admitting that the “United States is currently in a second Cold War with Russia."

In a recent interview with The Real News, leading US-Russian relations expert Stephen Cohen repeated his ongoing warning that "this new Cold War is much more dangerous, much more likely to end in Hot War, than was the 40-year of Cold War, which we barely survived." In a previous interview with the same outlet, Cohen elaborated more extensively:

"We are in new cold war that is much more dangerous than the last cold war for various reasons. One is that the new cold war today, as we talk, includes three fronts. U.S.-Russian fronts, they're fought with hot war. That's Syria. That's the reckless NATO military build-up on Russia's western boarders, which has resulted in a situation today that ordinarily artillery, not missiles, ordinary artillery, can hit Russia's second city of Saint Petersburg. Just think about that and the instability. And the third front is Ukraine."

Cohen explains how the political pressures placed on Trump by the ongoing fact-free allegation that he is a Kremlin puppet makes it far more difficult for him to negotiate on these multiple fronts agilely, thus making it much more likely that Trump will choose to advance when he should retreat, hold his ground when he should back down, and generally be locked into patterns of aggression and forward movement rather than the back-and-forth finesse required for safe cold war negotiations with a nuclear superpower.

We came within a hair's breadth of nuclear annihilation on more than one occasion during the last cold war, and the further things escalate in this new one the more likely we are to tempt fate again. The only reason we survived the extremely tense stand-offs in the last cold war ultimately boiled down to pure dumb luck in some cases, and there's no legitimate reason to believe we'll get lucky again.

To be clear, I am not saying that the US or Russia actually want nuclear war. Two men with guns pointed at one another in a conventional standoff generally don't want either weapon to discharge, either. What I am saying is that we learned in situations snatched from the brink of disaster by men like Stanislov Petrov and Vasili Arkhipov that there are too many small, unpredictable moving parts involved in a nuclear standoff for cold war escalations to unfold safely and predictably, and the more tense things get the more likely it becomes that a nuclear warhead gets discharged in the chaos and confusion. Once a single warhead goes off, Mutually Assured Destruction comes into play. Add into that the hot war dynamics and political pressures described by Stephen Cohen and we're looking at some very uncomfortable odds as a species.

In my view most of the political disagreements I have with people ultimately boil down to this. I see us as facing an immediate existential crisis as a species that needs to be dealt with right now, and people say I should be more worried about this or that conservative figure saying rude things on Twitter. We are facing the very real possibility of near-term human extinction; I don't know how to care about the petty sectarian squabbles in America's various political factions. It really is time for us to all get over ourselves and grow up.

This unprecedented crisis should be drawing us together, yet we're more politically divided than ever. It is evolve or die time, and we're all still arguing over airplane peanuts while the plane is in a full nose dive.

Thought experiment:

Imagine if you wake up one morning and turn on the TV to an emergency broadcast alert that a nuclear weapon has been discharged by either the US or Russia in the chaos and confusion of this convoluted new cold war, and saying that you need to seek shelter immediately.

What thoughts will go through your head as the realization dawns that this is really happening? Do you imagine that you will be spending much time thinking about how Trump said "shit hole countries"? Will you spend your last moments on earth mentally shaking your fist at Antifa and "libtards"? Or will you instead perhaps wish that you and your brothers and sisters around the world had more aggressively opposed these new cold war games your leaders have been playing?

It is entirely possible that you will one day in the near future find yourself in this very situation and answering the questions I just asked you for yourself.

Let's skip that part of our story together, please. The reason they need to work so hard to manufacture consent for these escalations is because they require that consent. If we all loudly raise our voices and say "No. Enough. This ends now," they will necessarily have to obey. The Russiagate psyop exists because the western power establishment is trying to cripple the Russia-China tandem in order to ensure US hegemony, and if they tried to thrust us all into a new cold war without our permission they'd shatter the illusion of freedom and democracy they depend on to rule you. If we all rise as one voice and withdraw that permission, they will be forced to obey.

Can we do this, please? Can we make ensuring our survival into the future a priority right now and put bickering over identity politics and the president's tweets on the back burner until then? We'll have a whole future ahead of us to sort that stuff out if we survive the urgent crisis we are facing right now

I was one of the speakers at historic Faneuil Hall in Boston (though named after an early slave trader, it was the scene of many meetings of anti-slavery groups before the Civil War) in 1991, when the Civil Liberties Union of Massachusetts organized a celebration of the Bicentennial of the Bill of Rights. I wanted to use the opportunity to make clear that whatever freedoms we have in the United States—of speech, of the press, of assembly, and more—do not come simply from the existence on paper of the first Ten Amendments to the Constitution, but from the struggles of citizens to bring those Amendments alive in reality.

A few years back, a man high up in the CIA named Ray Cline was asked if the CIA, by its surveillance of protest organizations in the United States, was violating the free speech provision of the First Amendment. He smiled and said: “It’s only an Amendment.”

And when it was disclosed that the FBI was violating citizens’ rights repeatedly, a high official of the FBI was asked if anybody in the FBI questioned the legality of what they were doing. He replied: “No, we never gave it a thought.”

We clearly cannot expect the Bill of Rights to be defended by government officials. So it will have to be defended by the people.

If it were left to the institutions of government, the Bill of Rights would be left for dead. But someone breathed life into the Bill of Rights. Ordinary people did it, by doing extraordinary things. The editors and speakers who, in spite of the Sedition Act of 1798, continued to criticize the government. The Black and white abolitionists who defied the Fugitive Slave Law, defied the Supreme Court’s Dred Scott decision, who insisted that Black people were human beings, not property, and who broke into courtrooms and police stations to rescue them, to prevent their return to slavery.

Women, who were arrested again and again as they spoke out for their right to control their own bodies, or the right to vote. Members of the Industrial Workers of the World, anarchists, radicals, who filled the jails in California and Idaho and Montana until they were finally allowed to speak to working people. Socialists and pacifists and anarchists like Helen Keller and Rose Pastor Stokes, and Kate O’Hare and Emma Goldman, who defied the government and denounced war in 1917 and 1918. The artists and writers and labor organizers and Communists—Dalton Trumbo and Pete Seeger, and W.E.B. Du Bois and Paul Robeson, who challenged the congressional committees of the 1950s, challenged the FBI, at the risk of their freedom and their careers.

In the 1960s, the students of Kent State and Jackson State and hundreds of other campuses, the draft resisters and deserters, the priests and nuns and lay people, all the marchers and demonstrators and trespassers who demanded that the killing in Vietnam stop, the GIs in the Mekong Delta who refused to go out on patrol, the B-52 pilots who refused to fly in the Christmas bombing of 1972, the Vietnam veterans who gathered in Washington and threw their Purple Hearts and other medals over a fence in protest against the war.

And after the war, in the ’70s and ’80s, those courageous few who carried on, the Berrigans and all like them who continued to demonstrate against the war machine, the Seabrook fence climbers, the signers of the Pledge of Resistance against U.S. military action in Central America, the gays and lesbians who marched in the streets for the first time, challenging the country to recognize their humanity, the disabled people who spoke up, after a long silence, demanding their rights. The Indians, supposed to be annihilated and gone from the scene, emerging ghostlike, to occupy a tiny portion of the land that was taken from them, Wounded Knee, South Dakota. Saying: we’re not gone, we’re here, and we want you to listen to us.

These are the people, men, women, children, of all colors and national origins, who gave life to the Bill of Rights.

In the real world, the fate of human beings is decided every day not by the courts, but out of court, in the streets, in the workplace, by whoever has the wealth and power. The redistribution of that wealth and power is necessary if the Bill of Rights, if any rights, are to have meaning.

The novelist Aldous Huxley once said: “Liberties are not given; they are taken.” We are not given our liberties by the Bill of Rights, certainly not by the government which either violates or ignores those rights. We take our rights, as thinking, acting citizens.

And so we should celebrate today, not the words of the Bill of Rights, certainly not the political leaders who utter those words and violate them every day. We should celebrate, honor, all those people who risked their jobs, their freedom, sometimes their lives, to affirm the rights we all have, rights not limited to some document, but rights our common sense tells us we should all have as human beings. Who should, for example, we celebrate?

I think of Lillian Gobitis, from Lynn, Massachusetts, a 7th grade student who, back in 1935, because of her religious convictions, refused to salute the American flag even when she was suspended from school.

Mary Beth Tinker and Paul Tinker wore black armbands to school to protest the Vietnam War.

And Mary Beth Tinker, a 13-year-old girl in Des Moines, Iowa, who in 1965 went to school wearing a black armband in protest against the killing of people in Vietnam, and defied the school authorities even when they suspended her.

An unnamed Black boy, nine-years-old, arrested in Albany, Georgia, in 1961 for marching in a parade against racial segregation after the police said this was unlawful. He stood in line to be booked by the police chief, who was startled to see this little boy and asked him: “What’s your name?” And he replied: “Freedom, freedom.”

I think of Gordon Hirabayashi, born in Seattle of Japanese parents, who, at the start of the war between Japan and the United States, refused to obey the curfew directed against all of Japanese ancestry, and refused to be evacuated to a detention camp, and insisted on his freedom, despite an executive order by the president and a decision of the Supreme Court.

Demetrio Rodriguez of San Antonio, who in 1968 spoke up and said his child, living in a poor county, had a right to a good education equal to that of a child living in a rich county.

All those alternative newspapers and alternative radio stations and struggling organizations that have tried to give meaning to free speech by giving information that the mass media will not give, revealing information that the government wants kept secret.

All those whistleblowers, who risked their jobs, risked prison, defying their employers, whether the government or corporations, to tell the truth about nuclear weapons, or chemical poisoning. Randy Kehler and Betsy Corner, who have refused to pay taxes to support the war machine, and all their neighbors who, when the government decided to seize and auction their house, refused to bid, and so they are still defending their right.

The 550 people who occupied the JFK Federal Building in Boston in protest when President Reagan declared a blockade of Nicaragua. I was in that group—I don’t mind getting arrested when I have company—and the official charge against us used the language of the old trespass law: “failure to quit the premises.” On the letter I got dropping the case (because there were too many of us to deal with), they shortened that charge to “failure to quit.”

I think that sums up what it is that has kept the Bill of Rights alive. Not the president or Congress, or the Supreme Court, or the wealthy media. But all those people who have refused to quit, who have insisted on their rights and the rights of others, the rights of all human beings everywhere, whether Americans or Haitians or Chinese or Russians or Iraqis or Israelis or Palestinians, to equality, to life, liberty, and the pursuit of happiness. That is the spirit of the Bill of Rights, and beyond that, the spirit of the Declaration of Independence, yes, the spirit of ’76: refusal to quit.

Don’t Call the Cops If You’re Autistic, Deaf, Mentally Ill, Disabled or Old

Life in the American police state is an endless series of don’ts delivered at the end of a loaded gun: don’t talk back to police officers, don’t even think about defending yourself against a SWAT team raid (of which there are 80,000 every year), don’t run when a cop is nearby lest you be mistaken for a fleeing criminal, don’t carry a cane lest it be mistaken for a gun, don’t expect privacy in public, don’t let your kids walk to the playground alone, don’t engage in nonviolent protest near where a government official might pass, don’t try to grow vegetables in your front yard, don’t play music for tips in a metro station, don’t feed whales, and on and on.

Here’s another don’t to the add the growing list of things that could get you or a loved one tasered, shot or killed, especially if you are autistic, hearing impaired, mentally ill, elderly, suffer from dementia, disabled or have any other condition that might hinder your ability to understand, communicate or immediately comply with an order: don’t call the cops.

Sometimes it’s dangerous enough calling the cops when you’re not contending with a disability.

For instance, Justine Damond called 911 to report a disturbance and ended up dead after police dispatched to investigate instead shot the 40-year-old yoga instructor. Likewise, Carl Williams called 911 to report a robbery and ended up being shot by police, who mistook him for a robber in his own home.

Unfortunately, the risks just skyrocket when a disability is involved.

Nancy Schrock called 911 for help after her husband, Tom, who suffered with mental health issues, started stalking around the backyard, upending chairs and screaming about demons. Several times before, police had transported Tom to the hospital, where he was medicated and sent home after 72 hours. This time, Tom was tasered twice. He collapsed, lost consciousness and died.

The Schrocks are not alone in this experience.

Indeed, disabled individuals make up a third to half of all people killed by law enforcement officers.

That’s according to a study by the Ruderman Family Foundation, which reports that “disabled individuals make up the majority of those killed in use-of-force cases that attract widespread attention. This is true both for cases deemed illegal or against policy and for those in which officers are ultimately fully exonerated… Many more disabled civilians experience non-lethal violence and abuse at the hands of law enforcement officers.”

Trained to shoot first and ask questions later, police pose a risk to anyone with special needs whose disabilities may not be immediately apparent or require more finesse than the typical freeze-or-I’ll-shoot tactics employed by America’s police forces.

For example, in South Carolina, police tasered an 86-year-old grandfather reportedly in the early stages of dementia, while he was jogging backwards away from them. Now this happened after Albert Chatfield led police on a car chase, running red lights and turning randomly. However, at the point that police chose to shock the old man with electric charges, he was out of the car, on his feet, and outnumbered by police officers much younger than him.

In Georgia, campus police shot and killed a 21-year-old student who was suffering a mental health crisis. Scout Schultz was shot through the heart by campus police when he approached four of them late one night while holding a pocketknife, shouting “Shoot me!” Although police may have feared for their lives, the blade was still in its closed position.

In Oklahoma, police shot and killed a 35-year-old deaf man seen holding a two-foot metal pipe on his front porch (he used the pipe to fend off stray dogs while walking). Despite the fact that witnesses warned police that Magdiel Sanchez couldn’t hear—and thus comply—with their shouted orders to drop the pipe and get on the ground, police shot the man when he was about 15 feet away from them.

In Maryland, police (moonlighting as security guards) used extreme force to eject a 26-year-old man with Downs Syndrome and a low IQ from a movie theater after the man insisted on sitting through a second screening of a film. Autopsy results indicate that Ethan Saylor died of complications arising from asphyxiation, likely caused by a chokehold.

In Florida, police armed with assault rifles fired three shots at a 27-year-old nonverbal, autistic man who was sitting on the ground, playing with a toy truck. Police missed the autistic man and instead shot his behavioral therapist, Charles Kinsey, who had been trying to get him back to his group home. The therapist, bleeding from a gunshot wound, was then handcuffed and left lying face down on the ground for 20 minutes.

In Texas, police handcuffed, tasered and then used a baton to subdue a 7-year-old student who has severe ADHD and a mood disorder. With school counselors otherwise occupied, school officials called police and the child’s mother to assist after Yosio Lopez started banging his head on a wall. The police arrived first.

In New Mexico, police tasered, then opened fire on a 38-year-old homeless man who suffered from schizophrenia, all in an attempt to get James Boyd to leave a makeshift campsite. Boyd’s death provoked a wave of protests over heavy-handed law enforcement tactics.

In Ohio, police forcefully subdued a 37-year-old bipolar woman wearing only a nightgown in near-freezing temperatures who was neither armed, violent, intoxicated, nor suspected of criminal activity. After being slammed onto the sidewalk, handcuffed and left unconscious on the street, Tanisha Anderson died as a result of being restrained in a prone position.

And in North Carolina, a state trooper shot and killed a 29-year-old deaf motorist after he failed to pull over during a traffic stop. Daniel K. Harris was shot after exiting his car, allegedly because the trooper feared he might be reaching for a weapon.

These cases, and the hundreds—if not thousands—more that go undocumented every year speak to a crisis in policing when it comes to law enforcement’s failure to adequately assess, de-escalate and manage encounters with special needs or disabled individuals.

While the research is relatively scant, what has been happening is telling.

Over the course of six months, police shot and killed someone who was in mental crisis every 36 hours.

Among 124 police killings analyzed by The Washington Post in which mental illness appeared to be a factor, “They were overwhelmingly men, more than half of them white. Nine in 10 were armed with some kind of weapon, and most died close to home.”

But there were also important distinctions, reports the Post.

“This group was more likely to wield a weapon less lethal than a firearm. Six had toy guns; 3 in 10 carried a blade, such as a knife or a machete — weapons that rarely prove deadly to police officers. According to data maintained by the FBI and other organizations, only three officers have been killed with an edged weapon in the past decade. Nearly a dozen of the mentally distraught people killed were military veterans, many of them suffering from post-traumatic stress disorder as a result of their service, according to police or family members. Another was a former California Highway Patrol officer who had been forced into retirement after enduring a severe beating during a traffic stop that left him suffering from depression and PTSD. And in 45 cases, police were called to help someone get medical treatment, or after the person had tried and failed to get treatment on his own.”

The U.S. Supreme Court, as might be expected, has thus far continued to immunize police against charges of wrongdoing when it comes to use of force against those with a mental illness.

In a 2015 ruling, the Court declared that police could not be sued for forcing their way into a mentally ill woman’s room at a group home and shooting her five times when she advanced on them them with a knife. The justices did not address whether police must take special precautions when arresting mentally ill individuals. (The Americans with Disabilities Actrequires “reasonable accommodations” for people with mental illnesses, which in this case might have been less confrontational tactics.)

Where does this leave us?

For starters, we need better police training across the board, but especially when it comes to de-escalation tactics and crisis intervention.

A study by the National Institute of Mental Health found that CIT (Crisis Intervention Team)-trained officers made fewer arrests, used less force, and connected more people with mental-health services than their non-trained peers.

As The Washington Post points out:

“Although new recruits typically spend nearly 60 hours learning to handle a gun, according to a recent survey by the Police Executive Research Forum, they receive only eight hours of training to de-escalate tense situations and eight hours learning strategies for handling the mentally ill. Otherwise, police are taught to employ tactics that tend to be counterproductive in such encounters, experts said. For example, most officers are trained to seize control when dealing with an armed suspect, often through stern, shouted commands. But yelling and pointing guns is ‘like pouring gasoline on a fire when you do that with the mentally ill,’ said Ron Honberg, policy director with the National Alliance on Mental Illness.”

Second, police need to learn how to slow confrontations down, instead of ramping up the tension (and the noise).

After Ethan Saylor’s death in Maryland, police recruits are now required to take a four-hour course in which they learn “de-escalation tactics” for dealing with disabled individuals: speak calmly, give space, be patient.

One officer in charge of the Los Angeles Police Department’s “mental response teams” suggests that instead of rushing to take someone into custody, police should try to slow things down and persuade the person to come with them.

Third, with all the questionable funds flowing to police departments these days, why not use some of those funds to establish what one disability-rights activist describes as “a 911-type number dedicated to handling mental-health emergencies, with community crisis-response teams at the ready rather than police officers.”

In the end, while we need to make encounters with police officers safer for people with disabilities, what we really need is to make encounters with police safer for citizens across the board, no matter how they’re packaged.

As I point out in my book Battlefield America: The War on the American People, the problem is not that police officers are inherently bad—in fact, there are many good, caring officers in law enforcement—but when cops are trained to be military warriors instead of peace officers, we’re all viewed as potential threats.

Child Poverty In America Is Indefensible

- The Trump administration’s proposals on the annual budget, the efforts to repeal and replace the Affordable Care Act (Obamacare), and restructuring of the tax system all point to a sad and even tragic conclusion. The poor will be poorer, dilapidated towns will continue to crumble, and crime will rise; but worst of all, our underprivileged children will be weaker, suffering from a lack of medical care and malnutrition with little or no prospect for better and brighter tomorrows.
The state of poverty in the United States, particularly among children, is abhorrent and scandalous, putting America, the richest and most powerful country in the world, in a shameful light. Successive American administrations are guilty of outrageous negligence toward poor children and have inflicted incalculable damage to millions who continue to suffer, causing a tremendous loss of human resources and productivity to the country.
The following heart-wrenching statistics demonstrate the magnitude of the problem. One in 11 children, approximately 6.5 million nationwide, live in extreme poverty (an average of $12,129 per year for a family of four). One in five infants-to-preschool-aged children (4.2 million) live in conditions of foreboding poverty, compounded by the fact that this age is a time of rapid brain development. Black and Hispanic children are disproportionately suffering from poverty—one in three and one in four respectively—compared to one in eight for their white counterparts. If this is not the result of a colossal failure in the US economic system and its defunct policies, then it is difficult to think what that would be.
There is no part of the country that does not experience intense poverty from which children suffer the most. Here are some samplings: in Boston, MA, the child poverty rate is 26.9 percent. In Marion County, IN, 31 percent of children under 18 live in poverty. In Doña Ana County, NM, the child poverty rate is 39 percent; and in Cameron County, TX, the child poverty rate is a shameful 47 percent.
A more explicit case in point provides a most gloomy picture about the plight of poor children in this wealthy country. The state of Kentucky is such an example of the cyclic and greatly threatening effects of childhood economic deprivation to our general society. With 25% of their child population in poverty, it is common to hear that right down the road from an economically stable community is an area of deep impoverishment and scarcity. These Americans are unable to rely on the support of any community, as they are often assigned a stigma by those more privileged and must hide what little they dohave from others who are equally desperate and hungry.
The children of these families suffer from developmental issues resulting not only from malnutrition but also from broken homes, lack of education, and the absence of any stable emotional base. The most saddening truth of the situation is that these children were born into a mentally, emotionally, and physically oppressive system. A report by a USA Today affiliate, The Courier Journal, found that these children of poverty could be aided by an Earned Income Tax Credit for their families—one of the very programs hit with funding cuts in Trump’s proposed budget.
In his inaugural address, Trump stated that “The forgotten men and women of our country will be forgotten no longer… Mothers and children trapped in poverty in our inner cities… students deprived of knowledge…their success will be our success.” If this was his pledge, why is he cutting support from the very programs which sustain these ends?
By now of course we have become used to Trump’s hypocrisy and his disdainful policies which set the country backward while subjecting a substantial segment of another generation of youth to hopelessness and deprivation. Instead of giving these millions of destitute children every opportunity to flourish in an open society and contribute to the well-being of their communities, he is stifling their growth and making them permanently dependent on government aid as they continue to struggle in silent desperation.

Many of these children do not finish high school; they wander the streets, jobless and adrift, and end up turning to crime. Tens of thousands are incarcerated for petty theft or other minor misdemeanors. When they leave the prisons, many commit more serious crimes. Their prospect of becoming positive and productive citizens further dissipates. For them, the American dream is a living nightmare which is heightened by Trump’s ill-conceived budget that the Republican-dominated Senate brazenly passed a week ago.
Here is the glaring cruelty of Trump’s budget cuts. Over the next 10 years, $190 billion is being cut from the Supplemental Nutrition Assistance Program (food stamps), and $616 billion cut from Medicaid and the Children’s Health Insurance Program (CHIP). In addition, the cut from Temporary Assistance for Needy Families (welfare) is $21.6 billion. There is a proposed cut of $40.4 billion from earned-income tax credits and child tax credits.
The Brookings Institution’s analysis of the Graham-Cassidy Bill (which would effectively terminate the ACA) found that around 21 million people would lose health coverage through 2026. It is predicted that his plan to end subsidies for the Affordable Care Act – received by nearly 6 million people (over half of all people who buy insurance through exchanges) in 2017 – will cause premiums to rise for all customers, as well as foist unbearable out-of-pocket costs on low-income Americans.
Under the pretext of correcting fraudulence in such social welfare programs, Trump’s plan will eliminate significant funding from children whose lives depend on it.

Even further, his tax plan would greatly benefit the wealthiest Americans, only benefit the middle class modestly, and have no direct impact on the bottom third of the population, keeping the poor, poor, and creating even more poverty.

These notions do not only contradict his promises to lift the downtrodden from their daily misery, but only reaffirm his indifference to the plight of deprived children and his bigoted attitude toward the Hispanic and black among them, who constitute a majority. What most people are unaware of is that according to Organization for Economic Co-operation and Development rankings of child income poverty rates, the United States disgracefully falls in between Mexico and Lithuania.

Meanwhile, Trump insists on appropriating $1.5 billion to build a shameful wall along the Mexican border, defying the premise that the country’s greatness was made possible because generations of new immigrants contributed so much to the creative and moral fabric of our society.

Even though the final budget and healthcare bill may somewhat be modified by the House, the fact that Trump proposed such deep cuts speaks volumes about his disregard of the most critical segment of the population. Millions of poor children live in families that have little or no means to improve their lot, which has a significant impact on their growth and character. Here is where the billions of dollars should be invested, which could make a real difference in the lives of our precious children instead of being wasted on useless projects such as the Wall.

It is a choice that Trump and his Republican party which is in disarray must come to grips with. No American child should be left behind. That is something which bipartisan representatives of the American people fought for in 2011, and that is the humane principle that we must defend today.

Sometimes The Poor Make It Big. Usually They Stay Poor

We’d be a better country if we didn’t rig the game against those whose only mistake was to be born to poor parents.

We all want to live in a country where all it takes is hard work and some talent for anyone to succeed. We tell ourselves that we do. We even see examples of people who “came from nothing” and ended up rich and famous.

And it’s true that it sometimes happens. Sometimes a child born into poverty grows up to become the president of the United States, a multi-billionaire, or an Olympic gold medalist.

Most of the time, however, they don’t. And it’s not because they’re bad, lazy, stupid, or immoral. Often it’s because of our system itself.

Take our school system for a start. By funding schools with property taxes, we guarantee that the children from the richest neighborhoods go to the wealthiest schools.

If we lived in neighborhoods that were economically mixed with families of all incomes, this wouldn’t be a big deal. But we don’t. Instead we have areas of very wealthy people whose children attend wonderful schools, and areas of concentrated poverty where children attend failing schools.

And the kids in the good schools? Their parents can afford tutoring, extracurricular activities, summer camp, and SAT prep classes. It’s the kids whose parents can’t provide those extra learning opportunities who go to the worst schools.

Meanwhile, careers are sorted into those that require a college degree and those that don’t. Once upon a time, one could support a family on the wage of a manufacturing job. But America lost those jobs, and replaced them with poorly paid service jobs that often have no benefits.

For those without college degrees, getting ahead is difficult. But college is expensive. Even without the tuition costs, one has to keep a roof over their head and eat while attending school. Community colleges and online programs add flexibility for students who work full time while attending school, but it can still be difficult.

I don’t advocate a return to the days when men worked and women stayed home. But at least back then, families had an adult whose full time duties were to take care of the home and the children.

When women went to work, the expectations of the workplace didn’t change. Men with stay-at-home wives never needed maternity leave or flex time or places to pump breastmilk or time off to pick up a sick kid from day care.

But in families where both partners work, or in single parent families, how on earth are parents supposed to hold down a full time job and simultaneously be full-time homemakers?

Sociologist Arlie Hochschild examined this in her classic book The Second Shift, finding that the housework often still falls disproportionately to working women, often leaving them frazzled and exhausted. Sometimes the kids lose out, when neither parent has time to spend with them.

Wealthier families now pay for the work that women used to do for free: childcare, laundry, cooking, cleaning, and so on.

But whom do they pay? Less wealthy women, usually. And those women, after spending a day caring for someone else’s kids or doing someone else’s laundry, still have to figure out how to get their own housework done once they go home.

The end result is that most people who start out poor stay poor. And those who start out rich usually stay rich. (Recent studies show that Canada now has three times better social mobility than the U.S., suggesting the American dream moved north.)

Ours is a great system, if you’re rich. But we’d be a better country if we didn’t rig the game against those whose only mistake was to be born to poor parents.

Don’t Lie To Poor Kids About Why They’re Poor

Those at the bottom — and the top — deserve to know why their experiences are so different.

Work hard and you’ll get ahead — that’s the mantra driven into young people across the country.

But what happens when children born into poverty run face first into the crushing reality that the society they live in really isn’t that fair at all?

As new research shows, they break down.

A just released study published in the journal Child Development tracked the middle school experience of a group of diverse, low-income students in Arizona. The study found that the kids who believed society was generally fair typically had high self-esteem, good classroom behavior, and less delinquent behavior outside of school when they showed up in the sixth grade.

When those same kids left in the eighth grade, though, each of those criteria had degraded — they showed lower self-esteem and worse behavior.

What caused this downward slide?

In short, belief in a fair and just system of returns ran head-on into reality for marginalized kids. When they see people that look like them struggling despite working hard, they’re forced to reckon with the cognitive dissonance.

This problem doesn’t afflict the well-off, who can comfortably imagine their success is the result of their hard work and not their inherited advantage.

Erin Godfrey, a psychology professor at New York University and the study’s lead author, explains that for marginalized kids who behave badly, “there’s this element of people think of me this way anyway, so this must be who I am.” She points out that middle school is the time when many young people begin to notice personal discrimination, identify as a member of a marginalized group, and recognize the existence of systemic discrimination.

The existence of a permanent and rigid system of inequality can be hard to grapple with at any age. The United States leads the world in overall wealth yet is also near the top in childhood poverty, with one in five kids born into poverty.

Despite an often-repeated myth about social mobility — the ability of the poor to become rich — the United States lags behind in this category. Canada now has three times the social mobility of the United States.

The gap between the rich and poor starts early. A 2016 study by the United Nations Children’s Emergency Fund reports: “From as early as the age of 3, children from more affluent backgrounds tend to do better in cognitive tests.” By age 5, children from poor families are three times more likely to be in the bottom 10 percent in cognitive ability.

It’s a complex problem. But the solutions to this deep structural inequality are actually fairly straightforward.

In short, we need major investments in universal public programs to rebuild the social safety net, ensure early childhood education as well as debt-free higher education, and good-paying jobs.

In other words, we need to help those born without inherited assets to get the same shot at education and employment as everyone else — and also reassure them that if they fail, they won’t end up homeless.

Those who claim the country can’t afford such programs should look at the massive subsidies lavished out to the ultra-wealthy. In 2016, half a trillion dollars were doled out in tax subsidies, overwhelmingly to the already rich.

But before we do all that, we simply have to tell the truth: Our economic system is far from fair. It’s tilted heavily against marginalized communities.

Teaching that to kids, rather than perpetuating a myth about “fairness,” is an important step forward.

I wanted to say good morning all you beautiful people but I can't not this morning I am out of business all because some one. I befriended and showed kindness to A PERSON WHO ,stole every tool I had to make my living with those same tools helped me fund our veterans project as well as our family assistance campaign , both were and are 99% self funded not only has this person hurt me but all those we assist, My heart is sad this morning the person or persons , I believe did this contacted me saying he did not do it and yet when I ask him to come and speak to me face to face that way I could look in his eyes THEN I COULD SEE. If He lied to me or not !!!!! at least I would know the truth that I was wrong but he never responded back. I suppose I got my answer IN All these years of helping others there have been very very few times I have found myself needing help today is one of those days but who do you turn to when the helper needs help from the helped, I know this sounds foolish but I can not take government funds or welfare this is my countrymen and women's tax dollars I am a healthy strong and productive citizen, I have work but have no way of doing it with out the tools to give my clients A % 100pro job. all day yesterday and last night I could not get it off my mind of what kind of person who knows the things I do for others and have also done for them would steal the very things that have helped me help myself mY family and others including himself???? yes I am sad this morning its taking all I can not to go off and allow my anger to be his judge, over the last few years we me and my Suzanne that is, has lost most everything for one reason. Or another my sweet beautiful Suzanne was attacked by a bulldog and still the courts will do nothing how can I expect them or the law to do anything in this case hell a few months back the same person. I suspect stole from me this time stole our trailer with around $30,000 in tools and personnel property in it , I spoke with a friend he said this is a test from. Free Sleeping and the Internet

As a professional Free Sleeper, I can do without a lot of things. I don't need a bed or a roof over my head, and I can coast by on very little money for food and sundries, but there's one thing you can't take away from me: my CrackBerry™.

I've had mine for less than two months, but it has already become an indispensable part of my operation. As an internet-based lifeform, I'm willing to sacrifice almost anything to remain productive on-line, and the CrackBerry™—excuse me, BlackBerry™—has turned into the critical nexus for most of my computing activities. In the Dark Ages prior to two months ago, I did fine, but now that I can see what I was missing it would hard to turn back.

The BlackBerry™ performs three critical functions: (1) It's a telephone (which is so, like, totally 20th Century, but you still need to have one); (2) It's a mini-computer on its own, running several simple but critical applications; and (3) I can tether it to my laptop for a normal internet connection at roughly dial-up speed. Prior to the BlackBerry™, I was using my cellphone to send and receive simple email messages and hunting down free WiFi™ for my major computing. Now, I still use free WiFi™ when available but I don't have to have it.

Actually, I take that all back! I can get along just fine without my BlackBerry™. After all, I did it for decades, all the way back to my first typewriter in the late 1970s. The advantage of more primitive technology is that it forces you to be more disciplined, and all these newfangled gadgets encourage sloth. Still, technology can open doors by relieving you of the some of the more routine tasks of life. If you can spend only a half hour preparing your food or washing your clothes vs. four hours, you have a lot of extra time for more creative things.

This is illustrated by the many ways the internet makes budget travel and Free Sleeping easier. Here are some of the ways I have used the internet to get a good night's sleep—with or without my BlackBerry™:

1) On-Line Maps and Satellite Images can help me select a campsite. Applications like Google Earth™ and Google Maps™ allow me to survey a city before I even set foot there, identifying potential Free Sleeping locations that I can later check out in person. So far, I have used these products to find discreet campsites in Portland, OR; Key West, FL; Fort Lauderdale, FL and Paris, France. A free Google Maps™ application for the BlackBerry™ puts this technology in the palm of my hand, and it automatically hooks into the B'Berry™s on-board GPS to guide me exactly to the place I saw from above.

2) Hostel Reservations are now easy as pie, thanks to HostelWorld.com. (See How to Sleep in a Hostel.) Back when I first started hosteling in the 1980s, reservations were a complex process involving the mail, and I was often forced into high-priced hotels merely because I didn't know what was available. Now, you can instantly see the available hostels and their rates and make reservations in seconds. HostelWorld has even created hostels where none had previously existed, because it gives private hotels the means to offer dorm accommodations. (Back in the 1980s, European hostels—at least those used by Americans—were primarily non-profit; today they are primarily for-profit, which has dramatically increased the available options.) HostelWorld.com has been optimized for mobile devices.

3) Weather Reports are now easily accessible. When you're sleeping under the stars, it's critical to know what kind of weather is coming at you, and the internet gives you the latest. If tempests are closing in, I can alter my plans accordingly.

4) Public Transportation Routes and Schedules are almost always available on the web. This means I can coordinate them with campsites and places I need to go in ways I never could have imagined 20 years ago. For example, without the internet, I wouldn't have known that you can get from Key West to Miami by a series of public buses, which has saved my ass on at least one occasion. (See "Free Sleeping in South Florida".) A lot of the need for a car is alleviated by simply knowing what public transit is available.

5) Airline and Rental Car Reservations are now easier than ever, and you're always assured of getting the lowest price. It happens that I currently use only one rental company (that one with the fort in Texas), and one airline (the one I'm furloughed from), but the internet still makes it vastly easier to know what's available and to set things up.

6) Unrestricted Worldwide Communication changes the whole character of homelessness. It means I can write a blog entry or shoot off an email from a hilltop in San Diego just as easily as from an apartment in Manhattan. Why, then, do you need the apartment?

In a broader sense, the internet has abrogated the whole notion of the fixed home as an archive location. With all of your data gone "virtual", you don't need books, newspapers, photo albums, filing cabinets, notebooks, desks or office supplies—just a laptop and a BlackBerry™ (and eventually access to a power socket to recharge them).

I may have to mortgage my soul to support my new child. My current monthly communication bill is well over $100, but it's a relatively small price compared to the cost of a fixed residence

Where to Sleep in a Car

In a previous entry, I discussed Howto Sleep in a Car—that is, how to physically do it. Now I'll talk about where to sleep in a car—or where to position the car so you are safe during your unconsciousness and won't be disturbed.http://freesleeping.blogspot.com/2009/04/how-to-sleep-in-car.html

The short answer is: You can sleep in a car almost anywhere you would normally feel comfortable parking a car overnight. The primary aim is to not attract attention—from thieves, neighbors, police and security guards.

One of my first experiences in sleeping in the back seat of a car was in Lisbon, Portugal, many years ago. I had rented a car in Madrid—a tiny one—and was touring Iberia, sleeping in hotels and hostels. When I got to Lisbon, I didn't have a place to stay and was totally exhausted from driving, so I parked where I was, on a busy residential street beside a big apartment house. I curled up in the back seat, almost in a fetal position (since it was a very small seat) and went to sleep. It worked! I slept well, and no one interrupted me. All night, people walked by my car, but since I parked in a place where residents commonly park overnight, I was invisible to them. To my knowledge, no one looked inside the car, because they had no reason to.

And what would have happened if someone had looked inside and seen me sleeping? Probably nothing! I wasn't intruding on anyone's space, and no one had any reason to call the police. And if the police had found me, what would they have done? They might have woken me up and asked for identification but probably would have let me stay. I'm a harmless tourist; I don't speak Portuguese, and it's obvious I'm just passing through. What threat am I to anyone?

After this one experience in Portugal, I realized, "Hey, why do I need a hotel at all?" If you have a rental car, you have a hotel!

Almost every city has some sort of ordinance against sleeping in cars on public streets, and most property owners wouldn't want you doing it on their land either—if they knew. The reason, of course, is that if it were allowed, some people would abuse the privilege. They would linger in one neighborhood, be obvious about it and make a nuisance of themselves. No one wants a visibly homeless person living in a car on their street (especially when the observer is slaving to pay for their own home). Our aim, however, is to be completely invisible, which is a whole different game.

Let's say you choose to disobey a local ordinance and sleep in a vehicle where you know it's not allowed. What's the worst that can happen? Will you be arrested, ticketed, fined? Probably not. What is likely to occur is that someone will knock on the window, wake you up, and ask you to move on. That's it!

You judiciously select a parking spot to avoid this inconvenience. If your car is parked in a place where cars are commonly parked for the night, it won't attract attention; no one will bother to look inside, and your sleep won't be interrupted.

Compared to sleeping in a tent or in the open, a car gives you an extra element of security, because no one is going to sneak up on you. If the window is open just a crack, no one can assault you or steal your stuff without making a lot of noise first (by smashing a window). You add another layer of security if you are parked in a busy location with people passing by all night. Any potential thieves will be deterred by the visibility.

I know sleeping in a car may seem to make you vulnerable, but think it through: What are the risks? As long is you park in a relatively busy location and your presence in the car is nearly invisible, there really aren't any.

The key rule to remember is, "Don't park in remote locations." This may seem counterintuitive, because when you want to sleep your tendency is to try to get away from it all. However, if you park on the side of remote road or in an empty parking lot, you are bound to attract attention. Car thieves are going to see this as a prime opportunity, and police and security guards are going to wonder what a car is doing parked way out here. Instead, you want to be in the thick of things, in a relatively busy location where a car parked overnight would be safe and unnoticed.

(The other possibility is to park in an extremely remote location where there is little or no chance of anyone else passing you at night. For example on public land.)

Twice, when sleeping in cars, I have been awoken by people testing the door handles, apparently intending to steal my car. They quickly left, however, when they found me inside it. I have also been awoken by police and security guards. However, in almost all these cases, I was parked in places where wisdom now says I shouldn't have been—where my car stood out like sore thumb. No that I've learned to be discreet, interruptions are rare.

What happens when the police find you sleeping in a car? They may ask for I.D., run it through their database and ask you a few questions. Then they make ask you to move on or they may let you stay. (When they've asked me to move, they've usually told me where I can move to.) What happens when you're woken by security guards? They simply ask you to move off their property. Private security guards don't have the power to demand I.D. Given my choice, I prefer security guards, because the encounter is much less intrusive. Also: Whenever you have contact with police, it creates a local contact record that could conceivably be used against you later. They may let you off with a warning the first time but give you a ticket the second.

If you are driving cross-country, where is the best place to park? Well, you could try the Evil Mega-Mart™. Many EMMs are open 24 hours, and there are usually restrooms just inside the front door. EMM is also a food source if you need it, and a source of cheap sleeping bags, pillows and other camping supplies. In rural areas, EMM is very tolerant of RV's parking overnight in their parking lots, almost encouraging it, so a car parking overnight should be no problem. In urban areas, however, the EMM lots are often posted with "No Overnight Parking" signs, and you are probably best to respect it, because there is usually an active security patrol (the little Parking Nazi in his pickup truck with the flashing light). If you are not sure whether to park there, the key criteria is the presence of overnight RVs, usually in a distant corner of the lot.

Other parking lots are okay if cars are parked there overnight. Truck stops are fine, and certain shopping center parking lots may work. As with urban camping, a site that is secure and comfortable at night may not be during the day (or vice versa), so you may need to clear out of some sites before dawn. (You need an alarm clock to assure this.)

But the most reliable places to park on a cross-country trip are highway rest areas. Here there are free restrooms. There's usually at lot of traffic, which deters random crime, and some Interstate rest areas have active security patrols at night (not usually concerned with busting sleepers). A few rest areas, like many in Texas and Iowa, have free WiFi™.

I've slept in a lot of rest areas, even those marked "No Camping" and "No Overnight Parking" or "Use Limited to 4 Hours." Look around you: You see those big 18-wheelers on one side of the rest area? They are parked for the night, with the driver sleeping in the box behind the cab. Truckers often sleep in rest areas or along the side of highway access ramps, regardless of the posted signs, so wherever you find them, you can usually feel comfortable doing the same. You figure that the authorities won't dislodge you unless they are prepared to wake all the sleeping truckers and ask them to move also.

But that doesn't prevent truckers from parking here for the night. (Photo below taken at dusk, and both they and the author remained here all night.)

This illustrates a phenomenon you see throughout society: The law as it is written and posted can be significantly different from what is actually enforced. Often signs and laws are just there for political reasons, to control the dumb mass of humanity or address some grievous abuse in the past. They are tools that law enforcement can use if someone becomes obnoxious, but they may not pay much attention unless someone is complaining. After all, police usually have better things to do than bust illegal sleepers!

Only once have I been woken by a police officer at a rest area. It was in a zone marked "Parking Limited To 4 Hours." The officer simply asked me if I was okay, and that's it. No request for I.D. or anything. I had been there well over four hours at the time, but that didn't seem to be an issue. (On an 8-hour shift, a state trooper doesn't have a lot of opportunity to determine whether you have exceeded the limit.)

Consider the sign shown at the top of this entry, from a Interstate 40 rest area in Iowa. Item #2 says "Overnight Camping" is prohibited. On first glance, that would seem to mean you can't sleep in a car. But now look at #3: You can't stay at the rest area for more than 24 hours. That implies that you CAN stay for 23 hours, which entails sleep. And look: You can stay for more than 24 hours if you have a legitimate need to, like "need for rest." All the sign is really saying is that they don't want you living in the rest area like you owned the place. What does "camping" mean? Let the lawyers argue over it. If you have a legitimate "need for rest," just do it! Isn't that what "rest areas" are for?

When I first started sleeping in cars, I used to hunt all over for the "perfect" place to park, only to have people waking me up and telling me to move. Turns out the perfect place was usually just under my nose: some busy and unromantic parking lot or street side where my car would not be noticed.

Two things that may complicate the parking equation are rain and mosquitoes. Both might require you to drape something over the breathing crack in your window (fabric or plastic). This, in turn, might attract attention to your vehicle. This is something you'll have to work out based on the circumstances and opportunities you encounter. (More than once, I have spend a rainy night under the awning of an abandoned gas station.)

Sure, sleeping in a car is kind of creepy and takes some getting used to, but if you have the skills to sleep anywhere, it can greatly streamline your travels, not to mention saving you a boatload of money.

How to Sleep in a Car

If you can sleep in a car, you've gained an enormously valuable life skill. Think about it: You can sleep in places where you can't otherwise afford to stay; you're protected from the elements, and the rent is free (provided the car is already paid for). Even if you don't actually sleep in a car, knowing that you can do it means that you can arrive in a new city without a hotel reservation, just a car rental reservation. If you can't find affordable lodging, you know you'll get by. [Text in red are new revisions as on 8/51/13, after I have been sleeping in cars off and on for years.]

Sleeping in a car is a form of "car camping," where you sleep in or near your vehicle (as distinct from backpacking—See Wikipedia). In terms of protection from the elements, a car is about halfway between a hotel room and camping in a tent, and if you just need some sleep it's probably easier than both. (There's no tent to set up and no check-in process to go through.) For example, if you are on a long road trip and just need a few hours of shuteye, checking into a motel may be unnecessarily complicated and rob you of still more sleep during the process of finding a room and moving in. Sleeping in the car may be just the thing!

Sleeping in a car may seem uncomfortable, but mostly it is a problem of perception and adaptation—i.e. the barriers are mainly in your head. Around the world, people sleep in all sorts of odd arrangements, and a car is among the most convenient and comfortable. Security? It's not a major issue as long as you are discreet and choose your location carefully. I will cover site selection in a separate entry, but in general, you can sleep in your car almost anyplace you would feel comfortable parking it overnight. If your car doesn't attract attention, you won't either.

But how, physically, do you sleep in a car? Basically, you just obtain a sleeping bag or other covering appropriate to the weather, find something to use as a pillow and lie down in the back seat. If you're tired, you will sleep, and once you get used to it, you can probably sleep there as comfortably as in a bed.

Sleeping in a car is an acquired skill, however, and it takes some experience to do it elegantly. Below are some considerations for the first-time car sleeper. (Again, these rules tell you how to sleep in a car. In a separate entry, I will discuss where to sleep.)

1) You MUST crack one of the windows so you can breathe. [Wrong! As long as there is just one person in the car, nothing else using oxygen and the temperature is cool, you can leave the windows completely closed all night. I wouldn't think it possible, but it works! Apparently there's enough air to keep you alive. On cold nights, keeping the windows closed definitely keeps the car warmer, but it can make it much too hot on warm nights.] It doesn't have to be much, though: For one person, a quarter-inch opening in one window is sufficient. (It doesn't seem like enough, but I have learned from experience that it is.) If you fail to open a window, you might sleep okay for a couple of hours, but you'll eventually wake up gasping for breath. (It's not like you'll die in your sleep; your body will give you plenty of warning!) A quarter-inch to an inch is a good balance between air circulation, heat retention and security (so someone can't reach in the window). In mosquito-prone areas, you might even make the opening so thin that the mosquitoes can't get in. Same thing when it's especially cold outside: Experiment with how thin you can make the opening. You need some sort of opening in the car, but it is remarkable how little it can be. (Don't worry: Your body will tell you when you need more air!)

2) In warm weather in humid areas, mosquitoes may be an issue. Even one or two in the car can ruin your sleep. You deal with this by draping some sort of light cloth over the window opening. Camping stores or Evil Mega-Mart™ may sell mosquito netting designed specifically for this purpose, but any light, thin cloth or piece of clothing will do. (You may have to open your window a little more for adequate circulation.) Mosquitoes only become active in temperatures above 50°F, and they don't usually become a significant irritant until about 60°F, so you don't have to worry about them in cold weather. Mosquitoes need stagnant water to breed in, so you won't find many of them in the desert. They are also slow fliers and are easily blown away by the wind. I find the mosquitoes are really only an issue in humid, still areas in the summer. You can't really tell whether an area is going to be mosquito-prone until you go there, but you should always be prepared. If you find yourself in a situation where you can't protect yourself with netting, mosquito repellent may get you by, but that's yucky stuff I prefer to avoid. [Hot weather and/or mosquitoes are the one situation where car camping just doesn't work, especially in the Southeastern USA. Cold is no problem because you can always add bedding, but heat and humidity can force you into a motel.]

3) You can sleep in a car even when it is very cold outside, provided you have enough bedding. I have done it in temperatures as low as 0°F/-18°C. (by sleeping in three sleeping bags: one inside the other and a third one on top of me). The car protects you from rain and wind, which are very significant elements in keeping warm. The enclosed space is also warmed by your body heat, so the temperature inside is significantly warmer that the air outside. (That's one reason to keep the window opening small.) One consideration when sleeping in sub-freezing temperatures: In the morning you may have to scrape frost off the INSIDE of the windshield. One nice thing about sleeping in a car is that you can reach over, turn on the car's engine and warm the place up before you get out of bed!

4) Whenever possible, you should consult on-line sources to find out what the weather is expected to do overnight. The key statistic is the overnight low temperature. With experience, you'll learn what kind of bedding you need for various temperatures.

5) The best kind of bedding is a sleeping bag, since you can zip it up around you and eliminate drafts. Basic models at Walmart start at $15 (but I usually get the $20 model). You'll probably get more insulation value by buying two cheap sleeping bags, one inside the other, than one expensive one. The temperature ratings labeled on the sleeping bag are pretty much a fantasy; you'll have to experiment to see what works at various temperatures. In the 80s and above (°F), you may need no sleeping bag at all, maybe just a thin blanket. Between 50s and the 70s, a standard sleeping bag might do. Much below that, you'll probably need multiple sleeping bags. In my experience, there is no degree of cold that can't be addressed passively by adding more layers, but I've never tried to camp in Alaska. [Now I have slept in Alaska in the winter at -10°F, and it worked. See my winter pix from the Alaska Highway. I had two Walmart sleeping bags, one inside the other, covered with a third draped over me. I also wore two layers of thermal underwear and all my clothing. Slept like a baby. Conclusion: Cold is never a problem with enough bedding.]

6) A simple and extremely useful device is a single standard safety pin. A sleeping bag zips up around you, but it can easily become unzipped at night. The safety pin can be used to fix the zipper at the top.

7) Vans, mini-vans and large SUVs may give you more opportunity to stretch out, but they are colder than regular cars because your body has more space to heat. When renting a car, I usually go for a full-size or mid-size sedan as a good balance between space, warmth and cost.

8) In rainy or snowy weather, water is going to come in the window opening. You can prevent this by draping a sheet of plastic over the opening. (In rainy and mosquitoey conditions, you might need both the plastic and the thin cloth.) Alternatively, you might be able to make the gap in the window so small that the rain can't get in. [Not necessary, just close all the windows! The only problem is when the weather is both rainy and hot. Then you're screwed.]

9) Snow is usually no problem! A layer of snow can actually warm the car by providing more insulation. Snow usually happens when the outside temperature is hovering around freezing, so snowy nights are usually warmer than clear nights at the same time of year.

10) If you are forced to sleep in a car in cold weather without sufficient bedding, you can consider leaving the car running and the heater on. I am concerned with unnecessary wear on the engine, so I would be more likely to do it with a rental car than my own. I am not too concerned, however, about carbon monoxide poisoning. Modern cars are well-sealed, and if the heater is blowing air into the car and one window is cracked open, I feel safe. As an added protection, I might gauge the wind direction and park the car pointing into the wind. (People do occasionally die from carbon monoxide poisoning in running cars parked in enclosed spaces like garages—but it is usually intentional. You have to work at it.) Don't use anything like a gas heater in the car. That's just asking for trouble. It is safer (and probably more effective) to simply keep the windows rolled up. A lack of oxygen and excess of carbon dioxide will wake you up, whereas carbon monoxide kills you quietly.)

11) Very hot weather is the only time car sleeping might not work. You may have to fully open all of the cars windows to be cool enough, which makes you vulnerable to mosquito attack in humid areas. This is when you may be forced to move to a tent or even a motel room. In the desert where there aren't any mosquitoes, you don't even need a tent: You just sleep on an air mattress in the open. (Even when the daytime temp approaches 120°F, desert nights are always pleasant. Heat retention, however, can make the car unusable.)

NOTE: We in the industrial world are so accustomed to air conditioning that we may think we need it to sleep. In fact, nighttime temperatures are usually much cooler than daytime ones, and we need air conditioning only to remove the heat that builds up in buildings during the day. If you are directly exposed to the outside air, you rarely need the A/C. [Summer in the Southeastern USA and similar parts of the world can be a total bitch where your only option is an air-conditioned motel room. I'm tough, but not that tough.]

12) Unless you are very short, you won't be able to stretch out full-length in the back seat. You'll have to bend your knees. Sleeping like this is an acquired skill, and it may take several nights to get used to. I can sleep comfortably in the back seat of ANY car, even tiny ones in Europe. In small cars, you are almost sleeping in the fetal position. You don't have to lie flat to sleep; the important thing is that your whole body is at about the same level.

13) Several times during the night, you'll have to turn over. Your body wants to do this to prevent bed sores on one side, and if you can't turn, you'll wake up. During the day, you can practice how you are going to turn in this tight space. As long as you have two different positions to sleep in (Side A and Side B), you'll do okay. Handles above the doorframe are a nice little comfort feature because you can reach up to them at night to help reposition yourself.

14) While the back seat is usually best, you can sometimes sleep in the front seat. It depends on whether there is a console between the seats and what materials you have to mitigate it. Sometimes, in a car with bucket seats, you can build up both seats with suitcases or some form of padding so you can sleep comfortably across the console.

15) If you have no choice, you can try sleeping in the sitting position (say, if you are in a car full of people or cargo). This is never very comfortable, but it's no worse than sleeping in an airplane. You usually have more reclining space available to you than an airline flier does, so it's more like a First Class seat than Coach. Sleeping for a few hours upright might get you by, but you can never get truly healthy and restful sleep unless your whole body is at the same horizontal level. [I am finding it a lot easier to sleep in the sitting position with the practice of many overseas flights. Today, I can sleep in the driver's seat just fine.]

16) Obviously, you ought to pee before you attempt to sleep. Otherwise, you'll be waking up at night with the urge and possibly nowhere to relieve it. If you need to pee throughout the night, it is usually the result of a caffeine addiction. (See Things You Don't Need: Caffeine.) If you drink less, you'll pee less. If young children can last the night, you should be able to also. [At least you can stop drinking caffeine a few hours before you go to bed.] Before you go to sleep, you want to plan where you are going to relieve yourself in the morning. If you awake before dawn, there may be more options available to you than waking during the day. A pee bottle (or proverbial "pot to pee in") could be helpful, so be sure you have something to use for this. As for—ahem!—solid waste, you should know when in the day it usually happens and plan for it. (An actual restroom is best. Walmart, gas stations or fast food joints are good.) Again, excessive production of solid waste is usually a result of excessive intake.

17) Brush your teeth before you go to bed! Free sleeping is no excuse to ignore dental hygiene. Contrary to popular belief, you don't need water to brush your teeth, just a toothbrush and toothpaste. (I use a battery operated SonicCare™ from Walmart.)

18) You should probably sleep in your regular street clothes (or loose-fitting clothing that looks like street clothes). For one thing, this adds an extra layer of warmth, but you also want to be fully clothed in case you are woken at night by a police officer or security guard. (I'll discuss these potential interruptions in the entry on siting. It's usually benign. The worst they can do is ask you to move elsewhere.) Where possible, your clothing should be loose-fitting and comfortable. Ladies will probably want to de-bra, and gentlemen will want to loosen up "down below" (due to nighttime expansion). To the Free Sleeper, special night clothes or pajamas are an unnecessary vanity.

19) Some kind of sleeping hat is important to curb heat loss through your head. Your body places a high priority on keeping your head warm, so even if you are inside a warm sleeping bag, you could still be cold if your head is fully exposed. A knit winter cap does the trick, but if you don't have one, you can use a spare t-shirt: Just turn it upside down, stick your head halfway through the neck opening, and—Voila!—you have a sleeping cap. It makes you look a bit like an Arabian sheik, but it may be warmer and more likely to stay on your head than a knit cap.

20) Whenever I am sleeping in a position that I regard as unusual or uncomfortable to me, I usually take an aspirin tablet or two before going to sleep. This is specifically for my back (see my blog entry on it), but it also might address other muscular aches and pains before they happen.

21) If you need to get moving at a certain time, be sure you have some kind of alarm clock to wake you. A cellphone alarm will do, but it is very important to know your alarm clock. (Many times, I thought I set my alarm only to discover too late that I had done something wrong.) Greater than the risk of sleeping too little is the chance of oversleeping. Some parking locations that are very secure and discreet at night can be too exposed during the day, so you should consider whether you want to wake up and move on before dawn.

22) Unless you are in a very remote location with little chance of human interaction, when you wake up you probably want to get in the driver's seat and drive away as soon as possible. This gives you the warmth of the car's heater, but it may also address a security issue: When you are awake, sitting up and moving, it is easier for others to detect you. As with urban camping, I don't like to mix venues: The place where I camp is used only for sleeping, not for anything else, like eating or working on the computer. As soon as the sleeping function is complete, I move elsewhere.

Have I forgotten anything? We have yet to get into the social aspects of car sleeping—namely where to do it without attracting attention, but the above should cover the physical issues.

Devastating Toll of Hunger on US School Children

Hunger is a growing problem for US children and increasingly affects their performance in school, making it more difficult for them to focus on their classes or do homework. It also contributes to behavior and discipline problems.

This was the finding of a report issued last week by the anti-hunger charity Share Our Strength, based on a survey of 500 low-income parents and their teenage children in public schools. Some 325 teachers were also interviewed. “Low-income” was defined as at or below 185 percent of the official poverty line, or $45,417 a year for a family of four.

Among children in low-income families, 59 percent said they had gone to school hungry. In the richest country in the world, with the largest concentration of billionaires, one in six children faces hunger, some 13 million in all.

The survey found that 59 percent of the parents reported that their food ran out before they could buy more; 48 percent couldn’t afford to buy enough food each month; and 23 percent had been forced to cut the size of their children’s meals because of a lack of money.

Children were under increasing stress from hunger. Some 55 percent of children knew their parents were worried about running out of money for food, while 35 percent shared their parents’ fear. Among those teenagers in low-income families, 42 percent experienced sadness caused by hunger and 41 percent experienced anger for the same reason. Many teenagers reported deliberately going hungry to make sure that younger siblings could have enough to eat.

One 15-year-old told the survey,

“I feel like real hungry is different. It’s like when your stomach growls. It’s like when your stomach is almost in pain for me. That’s what real hungry is.”

A 16-year-old said,

“My focus is different when I’m hungry. I’m gonna be thinking about which one of my classmates has food. I’m gonna be thinking about which one of them might share.”

Among low-income families, 92 percent had at least one adult in the household working full-time, part-time or in multiple jobs. Hunger is thus the byproduct not only of poverty, but of the precarious and contingent character of so many jobs and the lack of any meaningful social safety net. Among low-income parents, 64 percent said that a single unexpected large bill—a $1,500 car repair or medical expense—would make it difficult to feed their children.

Hunger is an increasingly serious obstacle to learning. Among teachers questioned in the survey, 92 percent said that hunger had an impact on their students’ learning, 80 percent saw loss of concentration, 62 percent saw behavior problems, and 47 percent saw students suffering additional health problems.

Nearly three out of four teachers regularly saw students come to school hungry, and nearly two-thirds of teachers reported regularly buying food for students who were not getting enough to eat at home, spending an average of $300 a year of their own money.

Children had an overwhelmingly positive response to their schools providing breakfasts and lunches. Three quarters said school meals helped them feel better, pay more attention, behave in the classroom and get better grades.

Brian Minter, a spokesman for Share Our Strength’s “No Kid Hungry” campaign, said,

“Hunger exists in nearly every community in America today. It’s an urban problem, it’s a rural problem, and it has come to our suburbs. It is also a solvable problem.”

He noted that programs like food stamps, school meals and WIC (Special Supplemental Nutrition Program for Women, Infants and Children) had a major impact in alleviating hunger. But these programs are targeted for severe cuts, if not outright destruction, in the budget proposals of the Trump administration and congressional Republicans.

According to a report published Thursday by the Center on Budget and Policy Priorities (CBPP), the House Republican budget plan, scheduled for a vote in early September, would slash $2.9 trillion from programs for low-income and moderate-income families over the next ten years.

This includes a cut of $150 billion from food stamps alone, a reduction of 40 percent. According to the CBPP,

“A funding reduction of this magnitude would end food assistance for millions of low-income families, reduce benefits for tens of millions of such families, or some combination of the two.”

State governments would be enlisted to do the dirty work, by transferring to them the authority to reduce benefits and increase eligibility standards. The budget would also limit “community eligibility,” which allows schools in high-poverty areas to provide free school meals to all students without documenting the income of each individual student’s family. Cuts in low-income entitlement and discretionary programs account for half of all the cuts in nonmilitary programs proposed by the House Budget Committee, although these programs make up only one quarter of the federal budget.

The CBPP estimated that the Republican budget would cut the proportion of gross domestic product devoted to social spending for low-income and moderate-income families from 2.1 percent to only 1.0 percent in 2027, the lowest percentage figure since 1966, when the Johnson administration launched its so-called “War on Poverty.”

While the Trump administration and the congressional Republicans propose to deal with the deepening poverty and social misery by deliberately making the conditions worse, the Democratic Party offers no alternative. The Democrats are not demanding hearings over hunger or the impact of the proposed budget cuts.

During the month-long legislative recess, when senators and representatives sponsor political events in their states and districts to highlight issues of concern, the Democrats are focusing on allegations of Russian interference in the 2016 elections and alleged collusion by the Trump campaign as part of a broader effort to whip up a war fever directed against targets of the Pentagon and CIA, in the first instance Russia.

There are no events spotlighting the dire conditions of life for tens of millions of working people. As for the Democrats’ latest political offering, the so-called “Better Deal” program unveiled last week, it makes no mention of poverty, hunger, homelessness or even unemployment, proposing to use the power of the federal government to boost the interests of “small business and entrepreneurs” and defend “Main Street” against “Wall Street”—i.e., favor one section of business against another.

Homelessness: Man’s Inhumanity to Man

There is no question that every political issue has at least two sides – the pros and the cons. Issues involving homelessness are no different. However, when weighing the impact of both sides of homelessness issues, often one side appears to have a greater impact upon humanity than the other. In other words, in analyzing the issues of homelessness, the sides are not necessarily even. In fact, sometimes the impact of the political decisions relating to homelessness can be cruel.

For example, there are municipal ordinances in many cities prohibiting sleeping on public land, including beaches and parks. On the positive side, these laws protect public property from overuse – an important goal so that members of these communities can continue to share open spaces. However, homeless people may experience the impact of these laws as depriving them of a legal place to sleep.

The truth is that no city of which I am aware has adequate housing/shelter beds for its homeless population. Without available housing, many homeless people remain unsheltered.

At night unsheltered homeless people need to sleep somewhere, be it on public property or private property. Sleeping on private property is prohibited by the law of trespass, therefore, it is not a legal option for homeless people.

When cities enact ordinances prohibiting the sleeping upon public land, they remove the last opportunity for unsheltered homeless people to sleep legally. The result of these ordinances is that the police are authorized to issue illegal lodging tickets upon people who are sleeping on public property but who have no other place to sleep.

Of course, sleep is essential for the physical and mental health of all human beings. Without sleep, unsheltered homeless people cannot function at optimum level. But by sleeping on public property, they may be subjected to ticketing for illegal lodging and their consequences.

So, weighing the pros and cons of municipal ordinances that prohibit sleeping on public property, we can contrast the goal of protecting public lands from overuse with the potential negatives on unsheltered human beings who will be denied a legal place to sleep. It appears to me that the negatives outweigh the positives on this issue.

A number of cities have passed municipal ordinances that prohibit the charitable giving of food. They often feel that Good Samaritans who freely distribute food are encouraging homeless people to come to these cities and may even be encouraging people to become homeless so they can receive free food.

Without free food, homeless people often go hungry and have insufficient vitamin intake thereby potentially suffering impaired physical and mental well-being. As many doctors know, starvation is one of the most challenging medical conditions for human beings. Hunger hurts.

It is my opinion that the consequences of municipal ordinances prohibiting the charitable giving of food have a more negative impact upon human beings than positive.

Recently, increasing numbers of cities are passing ordinances prohibiting the sitting on public sidewalks. Among the reasons these cities give to support the passage of these ordinances is that when homeless people so sit, they block the sidewalks.

Access to public sidewalks is obviously important, especially when walking may be a more physically and environmentally helpful activity than driving cars.

However, homeless people often have few places to sit. When going about their business, including looking for work, they may need to rest. Public chairs and benches are normally found in parks and beaches that may not be conveniently located. So, they may sit on the public sidewalk.

It seems to me that the impact of prohibiting people from sitting on public sidewalks has more negative consequences by eliminating resting places for human beings than it has positive outcomes.

In addition, there are a number of seemingly small municipal decisions that have major negative consequences upon homeless people, particularly unsheltered homeless people. Take the mid-bench bars that prohibit people from lying flat on bus benches. Often these bars go unnoticed by housed people.

However, in the past, unsheltered homeless people sometimes used these bus benches as safe places to sleep. I recall “The Women of Wilshire” – the approximately 25 unsheltered senior citizen homeless women who lived on Wilshire Boulevard from 7th to the Palisades Park in Santa Monica. At night, overhead street lights lit the bus benches and The Women of Wilshire used them as beds, hoping that sleeping in a well-lit public place would bode well for their personal safety as they slept.

With the imposition of the mid-bench bars, The Women of Wilshire were no longer able to stretch out and sleep on the bus benches.

Certainly it could be said that the mid-bench bars successfully prevented and prevent unsheltered homeless people from occupying bus benches as beds.

However, I wonder if without available adequate housing, whether denying an unsheltered homeless person some sort of place to sleep is just cruel.

Other apparently neutral decisions on the part of municipalities that can negatively impact homeless people are the cities’ landscaping choices. For example, in public parks, grassy areas have sometimes been replaced with bushes so that homeless people cannot recline, even during the day, on the grass.

Of course, there are many municipal ordinances that make great sense in that their positive consequences outweigh the negative. However, in the examples sited above, I believe that these municipal actions create an environment where homeless people are negatively impacted. And reflect man’s inhumanity to man.

Authorities Can’t Force the Homeless Off the Street. Here’s What They Can Do.

Homelessness isn’t a crime.

It’s a common refrain among advocates and even the Department of Justice, which said so in an Idaho case last year.

“Our society, our Constitution doesn’t allow for people to be arbitrarily told what to do and where to go,” said Eric Tars, senior attorney for the D.C.-based National Law Center on Homelessness and Poverty.

Yet we hear about homeless San Diegans receiving tickets, getting caught up in encampment sweeps and being ordered to move along though they seemingly have nowhere else to go.

I talked to attorneys, police officers, experts and activists about what the law allows – and doesn’t allow – and how those laws work in practice on San Diego streets.

Their message was clear: Homeless people have the same constitutional rights as anyone else, and that means working with them to get off the street is the best way to get them off the streets.

When Camping Becomes a Crime

Homelessness itself may not be a crime, but common elements of it can be.

Homeless people can be cited for encroachment, which means a person has set her belongings on a sidewalk, alley or other public property.

San Diego Police Lt. Wes Morris, who oversees the Central Division’s Quality of Life Team, said it can apply to a homeless person in a tent, vendors who set up tables or any person who’s left items on the sidewalk.

Police have another enforcement tool that comes with a higher bar. That’s known as illegal lodging, which bans settling somewhere without permission.

There are more rules tied to illegal lodging enforcement downtown. A legal settlement requires that police must be able to offer an open bed to a person they encounter on the street between 9 p.m. and 5:30 a.m. before they can cite or arrest someone for illegal lodging. In other words, police can’t write these tickets if shelters are full. The city has access to 50 beds at St. Vincent de Paul Village, and relationships with other providers to ensure it can offer shelter.

Morris said those issues rarely present roadblocks. Most enforcement happens during the day and the city usually has beds to offer up at night if there’s an issue, he said.

Still, he said police rarely enforce this law at night unless there’s a complaint. Morris said complaints also drive most enforcement during the day, which is why police may not descend on a sidewalk lined with tents but instead confront a single person in front of a nearby business.

Morris said there’s another reason police tend to cite people for encroachment more often than illegal lodging. Police have the discretion to recommend an encroachment violation similar to a traffic infraction in terms of severity; illegal lodging requires a misdemeanor citation.

“Our whole thing is to get compliance,” Morris said. “We take the lowest level necessary to get compliance.”

He said police realize criminal charges and fines aren’t going to end someone’s homelessness. They can actually complicate their ability to do so.

“We’re not gonna arrest our way out of this issue,” Morris said. “That’s not our goal.”

Yet advocates are suspicious of what they say is a rise in citations.

Scott Dreher, an attorney who’s represented homeless folks in lawsuits against the city, including the one that resulted in the settlement that dictates how police can enforce illegal lodging, believes police are seeking out ways to crack down on homeless people.

Indeed, the city attorney’s office says the maximum penalty for first-time illegal lodging or encroachment violations, if filed as misdemeanors, are six months in jail and a $1,000 fine.

“It’s not as if the city is saying, ‘Oh, we have this big problem of encroachment. Let’s go enforce this,’” Dreher said. “The city is saying we need to get this shit off the sidewalk. How do we justify it?”

Which brings us to our next topic.

Those Notorious Sweeps

Encampment sweeps have been all over the news in recent weeks. The city’s doing these clean-ups more often downtown, and homeless advocates say they’re stepping them up in preparation for the July 12 All-Star Game in hopes of pushing homeless people out of the area.

The city says that’s not true.

“The Environmental Services Department is not doing anything specifically for the All-Star Game,” said José Ysea, a spokesman for that department, which conducts the sweeps.

Instead, Ysea said, the department began sweeping certain city sidewalks weekly this spring due to an increase in complaints about abandoned trash and property.

But complaints have been the city’s justification before, even when documents later showed the actions were driven by other priorities. Another city spokesman said complaints from Sherman Heights residents inspired the installation of homeless-deterring rocks underneath an Imperial Avenue underpass earlier this year. Yet emails obtained by Voice of San Diego showed the All-Star Game, not the complaints, drove the project.

The city is adamant complaints are prompting the sidewalk clean-ups and says it can conduct them because there’s a city code on the books that declares waste “public nuisances that adversely affect the public health, safety and general welfare.”

When the city decides to clean up an area where homeless people have settled, another past legal settlement kicks in. City workers have to put up signs warning urban campers they’ll need to move within 72 hours.

Before clean-up efforts starts, officers from the Police Department’s Homeless Outreach Team remind those settled in the area of the coming sweep and request that they move. They also offer shelter and other services.

Morris said those who refuse to move once the sweep begins are likely to receive an encroachment or illegal lodging citation. He said most folks willingly move on.

When there are arrests, police say it’s more often due to an outstanding warrant or other violation.

A couple attorneys and activists said those warrants can often be related to past illegal lodging or encroachment citations, which are related to their homelessness.

One of them is Steve Binder, a deputy county public defender and co-founder of San Diego’s homeless court program.

“When the homeless individual fails to appear and doesn’t follow through on the court hearing they will often get, depending on the offense, a civil assessment that continues to burden them economically and messes up their credit record, which is already for crap,” Binder said. “It’s just one more kick of sand in somebody’s face when they’re already down.”

Several homeless folks have told me the increased frequency and scope of the sweeps can make them feel unwelcome in gentrifying East Village – and that they’re not sure where to go to avoid them.

A few have also told me they know others who’ve lost property when workers discard items that are meaningful to them despite rules that require the city to store property it picks up during the sweeps.

Mayor Kevin Faulconer and City Councilman Todd Gloria, who represents downtown neighborhoods, defended the operations back in March.

Gloria said they’re an example of the city’s effort to balance the needs of homeless people with those who live around them.

“We’re the city and we’re responsible to all of our citizens, homeless or not, and we do get a great deal of complaints from folks who are witnessing these encampments and they raise concerns that do end up becoming public health issues that we have to go out there and control for,” Gloria said.

Two Criminal Justice System Approaches

San Diego’s got two programs that encourage homeless folks dealing with chronic criminal offenses to get off the streets but they only apply to people caught in repeated drug or alcohol offenses.

One is the Serial Inebriate Program, a county, city and nonprofit cooperative available after a person is taken to a sobering center six times for public drunkenness. Police say these folks are often homeless.

After a person is booked in jail and arraigned on those charges, they’re asked whether they’d like to enroll in a program run by the nonprofit Mental Health Systems and avoid jail time.

If they agree, they’re transported from jail directly to a treatment program that often lasts several months and given temporary housing while they’re enrolled.

Officer John Liening, who helped create the program, has said the program’s changed many lives.

More recently, City Attorney Jan Goldsmith has introduced a new intervention that aims to pair chronic misdemeanor drug offenders with case managers and housing for up to two years. Once they’re offered the option, offenders can avoid jail time if they agree to sign up.

“Rather than put them through the revolving door one more time, we will offer them a spot in an intensive drug treatment program and a tailored housing placement – all overseen by a case manager who will keep on top of their situation and keep them on a track to success,” Goldsmith said in May.

Goldsmith wants to secure at least 28 beds to support the program.

Court-Ordered Moves

Courts hold more power to force homeless people to change their behavior than police.

As part of a plea agreement or sentencing, folks who’ve been charged with illegal lodging, encroachment or another offense are sometimes asked if they’d be willing to stay away from an area. Sometimes they’re asked to do that in exchange for avoiding fines or jail time.

Binder said these stay-away orders are common in San Diego and can cover large areas.

Dreher said he’s encountered cases where the stay-away orders included areas where the homeless might want to access services.

And showing up in those areas can come with consequences.

“Once you agree to them and you violate it, it becomes a crime,” Dreher said.

Binder and Dreher both said stay-away orders don’t help end a person’s homelessness or even effectively move a homeless person out of a neighborhood.

“It’s a like a leaf-blower justice,” Binder said. “You are essentially moving the problem homelessness represents from one block to the next.”

San Diego County courts did get another tool this April that can remove a person from the streets, at least for a time.

The county recently implemented Laura’s Law, a measure that gives judges the power to order mandated treatment for a mentally ill person – homeless or not – for at least 180 days.

But Laura’s Law comes with strict criteria and requires county officials to conduct in-person evaluations and suggest the person voluntarily enter a facility before they make the case to the Superior Court.

Most homeless folks who resist going into shelter wouldn’t be eligible for this intervention, said Piedad Garcia, a deputy director in the county’s Health and Human services Agency.

If they aren’t eligible or a judge doesn’t grant the order, the county can get permission to hold a person for up to three days using what’s known as a 5150 hold.

Still, that requires proof the person is a serious danger to himself or others. That’s a high bar, too.

The Easiest (and Hardest) Way to Get Someone Off the Street

Garcia and a slew of experts I talked to emphasized that the government has little power to force a homeless person to do what they don’t want to do, whether that’s walk into a shelter or move into an apartment.

The best solution, they say, is to figure out what works for that person.

That means spending weeks or months getting to know a person and learning about her needs rather than pressuring her through law enforcement action, said Steve Berg of the D.C.-based National Alliance to End Homelessness.

“It doesn’t really get the results that you want,” Berg said. “If shelter provides things that a homeless person thinks are valuable then you don’t have to force them. They’ll go.”

The county’s new Project One for All initiative is the largest San Diego program thus far to acknowledge the need to invest upfront time with homeless folks who are the hardest to reach.

The county plan aims to persuade 1,250 homeless San Diegans with serious mental illnesses to get off the street over the next two years.

Garcia said the county’s initial contracts call for an average of three to five months of outreach per client.

“We know now that in order to engage people who are resistant to services, resistant to treatment, you need to take the time to engage them,” Garcia said.

Trump’s Plan To Gut HUD Threatens Very Survival Of America’s Poor

A budget cut of up to $7.7 billion guarantees mass homelessness and premature death.

Rosemary Holmes has lived in Newark’s Terrell Holmes for the better part of six decades. She, like many others in the building, has raised children in its courtyards and hallways, and forged a tight-knit community of friends and neighbors. At the age of 68, she has been forced to band with other tenants to fight local efforts to shutter the facility. Now, as the Trump administration weighs plans to gut the Department of Housing and Urban Development, she has a new battle on her hands.

“Any time they move a person to someplace they don’t want to live, it’s imprisonment,” she told AlterNet over the phone. “I am a human being, and I deserve to live where I want to live. Us, the ones who really want to be here, we are going to be uprooted because of the sabotage of HUD and the Housing Authority.”

Horsley is one of countless public housing residents across the country directly impacted by news that the Trump administration is mulling whether to slash HUD’s budget by at least $6 billion, or 14 percent, in the 2018 fiscal year. The proposed cuts were revealed Wednesday by Washington Post reporter Jose A. DelReal, who cited “preliminary budget documents” that he had obtained. If implemented, the reductions will hit a federal agency that is already unable to meet the level of human need, thanks to systematic defunding over the course of decades.

Douglas Rice, a senior policy analyst for the Center for Budget and Policy Priorities, a Washington, D.C., think tank, reports that the proposed cuts would, in fact, amount to $7.7 billion dollars, or a 16 percent reduction, in 2018. He arrives at this number by evaluating expected funding levels for 2017, writing: “it’s reasonable to presume that the final budget will be close to the average of the bills the House Appropriations Committee and the full Senate approved last summer.” By contrast, DelReal wrote his story based on 2016 funding levels.

Either way, the cuts are poised to be dramatic. Rice told the Washington Post that 20,000 renters will lose their assistance for every 1 percent slash to the budget of HUD. “The reality is that we’ve been living under these austere budget caps, and budgets like HUD’s have already been pretty much cut to the bone,” Rice said, pointing to the sequestration cuts of 2011. “And when you try to cut below that, you really end up with harmful impacts.”

The proposed cuts would go deep. “Budgets for public housing authorities—city and state agencies that provide subsidized housing and vouchers to local residents—would be among the hardest hit,” writes DelReal. “Under the preliminary budget, those operational funds would be reduced by $600 million, or 13 percent. Funds for big-ticket repairs at public housing facilities would be cut by an additional $1.3 billion, about 32 percent.”

Public housing in the United States already faces a backlog of $26 billion in repairs, according to a 2010 report commissioned by HUD.

The Community Development Block Grant Program, which was budgeted to receive $3 billion this fiscal year, would be entirely slashed if the proposed changes were implemented. While the budget document reportedly suggests that funds for the program “could come from outside the HUD budget as part of a separate White House bill,” it is not immediately clear where exactly such dollars would come from and whether they would be guaranteed. The HOME Investment Partnerships Program, which helps fund local affordable housing, would also be eliminated.

The gutting of HUD would take money directly out of the hands of renters in need. The Post story notes, “Under the proposal, direct rental assistance payments—including Section 8 Housing and housing vouchers for homeless veterans—would be cut by at least $300 million, to $19.3 billion. Additionally, housing for the elderly—known as the Section 202 program—would be cut by $42 million, nearly 10 percent. Section 811 housing for people with disabilities would be cut by $29 million, nearly 20 percent. Money available for Native American housing block grants would fall by $150 million, more than 20 percent.”

According to Rice’s analysis of the Post report, if the cuts go through, “Housing Choice Vouchers that some 200,000 low-income households currently use to pay their rent would be eliminated in 2018.” He explained, “Reducing the availability of this crucial support would increase and prolong homelessness for vulnerable people with disabilities, families with children and others.”

“It should be very clear to our movements, to our communities, and to the entire country that [the] Trump administration is intent on further destabilizing and dismantling programs that our communities rely on tso survive,” Malcolm Torrejón Chu, communications organizer with the Right to the City Alliance and organizer for the National Homes for All Campaign, told AlterNet. “These threatened cuts to housing are threatened cuts to our community survival. And we have no illusions that the current HUD programming is enough.”

The proposed reductions are in line with Trump’s recent claim that he will pay for a $54 billion increase to the war budget in large part by cutting domestic programs.

But long before Trump made this assertion, HUD Secretary Ben Carson—who has no prior experience in housing policy—has been open about his desire to dismantle key public housing initiatives. In 2014, he opposed an agreement between the city of Dubuque and the Department of Housing and Urban Development to address the city’s housing policies that discriminate against black residents, suggesting it was proof America was “becoming communist.” In 2015, he vocalized his opposition to a HUD fair housing rule that is aimed, in part, at reducing segregation, calling it a “failed socialist experiment.”
Following the Post report, Carson reportedly sent a letter seeking to reassure staff on Thursday, stating: “Please understand that budget negotiations currently underway are very similar to those that have occurred in previous years. This budget process is a lengthy, back-and-forth process that will continue. It’s unfortunate that preliminary numbers were published, but please take some comfort in knowing that starting numbers are rarely final numbers.”

Yet the fact that such drastic cuts were proposed at all has alarmed those whose housing—and lives—are on the line. Rhonda, who lives in Terrell Homes and did not want her last name to be used, said the immediate impacts of such cuts, if they go through, would be straightforward. “They need to keep public housing, because without public housing, people will be homeless,” she said. “The numbers of homeless people in America will be going up. People will have to choose between housing and food.”

‘They want us out’

Michael Higgins, Jr., an organizer with the Brooklyn-based Families United for Racial and Economic Justice, told AlterNet that news of proposed cuts to HUD didn’t come as a surprise. “There’s been steady cuts in every administration going back to Reagan,” he said. “Because there have been consistent cuts, and because public housing is in such bad shape, there are a decreasing number of options for people in public housing.”

According to a Congressional Budget Office report released in September 2015, federal housing assistance is already falling far short. “Currently, only about one-quarter of the eligible low-income population receives housing assistance through federal spending programs,” the office stated.

Long before the Trump administration’s proposed slash to the HUD budget, Terrell Homes residents were fighting a years-long battle against efforts to shutter their facility. “Since December 2013, there have been attempts to shut it down,” Drew Curtis, the director of community development and environmental justice for the Ironbound Community Corporation, told AlterNet. “Tenants fought back and stopped the initial demolition, but last summer they started trying again to shut down Terrell Homes.”

Curtis said that one of his first thoughts when he found out about the proposed HUD cuts was, “There is going to be even more ammunition for the local housing authority to shut this down. Tenants will need to stay diligent and keep putting on political pressure. The biggest cuts proposed were public housing operating funds and Community Development Block Grants, which often go into housing repairs. This would dramatically affect them.”

Horsley said she is exhausted after fighting a years-long battle to stay in her home. “The whole thing is, they want us out,” she said. “They cannot verbalize and come out and say they don’t want the poor blacks, the poor Hispanics, because we no longer fit the new normal.”

Terrell residents are not alone. In a statement released Thursday, the New York City-based CAAAV Organizing Asian Communities said, “The announced proposed cutting of $6 billion to HUD and $150 million funding for NYCHA and Section 8 vouchers is cutting the vein that keeps working-people from being able to keep this City running.”

“While these proposed cuts happen, New York taxpayers have spent $24 million to protect Trump’s private properties from Election Day to inauguration. It is estimated that $127,000 to upward of $308,000 will be spent each day to protect the Trump family at their NYC residence,” the statement continues. “We refuse to let our public dollars be spent to protect the rich’s war machine and unjustly kill millions of innocent Muslim lives around the world. We refuse to let our public dollars police and criminalize black and Latinx communities that fuel the deportation machine.”
Higgins underscored that, “In New York, there was already an extreme crunch of public housing. Over the years, HUD has moved more into a Section 8 voucher scheme, instead of rent being directly paid by the government. When you see Section 8 being taken, it means certain people will be out of their homes.”

Organizers say that it will be important to meet any proposed cuts with a continuation of the robust resistance that has already seen millions take to the streets, mobilize and defend their communities against Trump administration policies.

According to Torrejón Chu, “We are clear that the Trump administration is an administration that is interested in privatization and corporate profits and not people’s actual needs. We need to continue to show and expose that the administration does not represent our communities or the people.”

“We see this as a moment to not just resist cuts, but to put forward a vision of a totally different world,” he continued. “We think it’s important that our communities develop and strengthen our vision of an alternative world where we have control over land, resources and housing. A world where housing, land and community aren’t commodities. This moment is calling for us to have a vision.”

On Feb 09 2017 this veteran and mother of two was attacked by a Pit bull dog and severely wounded and has lost most use of her hand i am sending out this message to all who support the VETERANS PROJECT AND THE FAMILY ASSISTANCE CAMPAIGN,to lend a hand to this fine women and friend This is the callout, This is the call to the Patriots, To stand up for all the ones who’ve been thrown away, This is the call to all citizens, Stand up!

it was very early Feb. 9th just after the trash man emptied the trash. I put a leash on my dog trooper

and we went to fetch the empty cans and bring them back to our RV. On the way back with one of the cans about half way on the property we stopped to check something out at the old barn. As I grabbed the trash can to continue back to the rv all the sudden the same pit bull that attacked my dog four days prior ran out with a purpose as tho it was sent to attack between the house and another rv also on the property, to attack trooper. I pulled up on the leash to get trooper into my arms knowing that dog was coming straight for us. As trooper was in the air the pit bull jumped and latched on to the genital and stomach area of trooper.

They were fighting and I can see my dog was loosing, at same time I'm kicking hitting screaming for help trying to get the pit bull off of trooper. Some how the pit bull let go of trooper and latched on to my left hand, next thing I know trooper was laying there not moving and I'm being thrown around, shaken and dragged down the dirt road on the property. I remember thinking "i'm going to be without some fingers as this dog was shaking and dragging me". I was screaming at the top of my lungs for help, which seemed like forever when the owner of the pit bull, Bernard Wrigley finally came out grabbed the dog pulled her from my hand and proceeded to his vehicle throw his dog in and took off. Finally a friend who also lives on the property, Andrew who was naked and getting ready to take a shower said he herd screaming got dressed as fast as he could came out found me laying and bleeding and crying on the ground . He picked me up brought me back to my rv. My son Dakota, saw me first, he ran out to get that dog and called the ambulance . They showed up quickly along with animal control, code enforcement,fire Dept, and the police. I was taken to St. Mary's Hosp. In apple valley then sent by ambulance to the trauma center at arrowhead Hosp. In San Bernardino. Where I was treated for open fracture of two fingers and severe lacerations of my hand which should be visible from the pictures I have sent you.

Since the attack in Feb.2017, I have no feeling in my ring finger and it will not bend. My index finger is hard pressed against my middle finger so I cannot use it as I normally would prior to the attack.
The only fingers that well are my thumb and middle finger making it hard to grip or hold on to anything.

While being shaken and dragged down the dirt road my right shoulder was also damaged in the event by tearing my rotator cup. So now I can only use two fingers on my left hand and I can't hardly use my right arm at all. I need assistance to do basic things like putting on or taking off my bra. Washing dishes is very hard because I can't grab anything good enough to manage.

Trooper has healed nicely however he's not as outgoing as he was and seems to be very cautious about going outside. Where as before he'd be the first to go out the door grab a ball and want to play. I can see he is afraid but his name fits him well, he tries his best and still gives 100% of his love. He is a very good dog, I'm glad he's still with us to give us his love and our love back to him.

Update : sorry it has TAKEN ME A MINUTE TO GET BACK TO all you beautiful people it has been asked of me the reason we are asking for assistance for this veteran is the lack of health insurance, here is were we stand at this point she has va health yet that is limited and she needs other care than what they can and do provide, when this all happened it was more than just her hand but her right shoulder as well that was injured the pitbull tour the rotator cup so she is having problems doing the basic of duties for her self like placing on her bra lifting her hands to feed herself not to mention the emotional trauma it has caused her to have and the fear of even going outside and such we have been providing all we can with the help of some others understand we do not take government funds of any kind this gives us the freedom to help anyone at any time with out red tap and all the points that turn people away my friends being self funded is hard but it is what we feel best to try and help others if anyone wishes to contribute to the cause we would be more than grateful for the love and support and account has been set up for her

she has limited funds and lives on her veterans retirement of 1000 a month and if you live in california or anywhere else for that matter that does not give much lead way for such things like this getting to and from the VA in loma linda Cali is a ride for her and it takes fuel funds she does not have so fare we have been providing as much as we can but its not enough to get her the true help and resources this fine women needs if there is any more questions I can answer please feel free to contact me @442-257-6553

Hundreds Suffer As City Shuts Down Church For Helping The Homeless

A church in Davenport, Iowa, facing zoning restrictions related to its outreach program to feed the homeless, is appealing its local council and questioning the legality of the city’s regulations. This all stems from a cease and desist order they received — because feeding the homeless is not allowed when you’re zoned as a church.

Pastor Jim Swope founded Timothy’s House of Hope in 2009 and is associated with Compassion Church, which was founded by Pastor Nick Cantwell. One of the primary missions of the church is focused on outreach to poor and homeless individuals, offering addiction resources, haircuts, a food pantry, clothing, and meals at no charge, according to the ministry’s website. Timothy’s House of Hope center has estimated thousands of meals served each month.

Timothy’s House of Hope recently moved its operation from West 4th Street to Washington Street, which is where the Compassion Church is located. The center’s location change resulted in its closure just days later due to what has been described as “zoning issues.”

While the House of Hope was allowed to serve meals at the 4th Street location, their move to Washington Street is reportedly in violation of zoning ordinances. The church is permitted to operate on Washington Street, but “services to the homeless” are prohibited due to zoning regulations, according to the Quad-City Times.

Bruce Berger, Davenport’s economic development and planning director, said that the property must first be classified as a “Planned Institutional District” specified for “Housing and Supporting Services.”

The city appears to have taken a general position of seeking to abide by zoning regulations. Davenport Mayor Frank Klipsch told WQAD News 8 that “We can’t let this be interpreted in any way that we do not support the great work that timothy house of hope is doing,” and has said that the city is reaching out to the city attorney to check the possibility of re-opening as the zoning issues are addressed.

In the meantime, however, to hell with the homeless people who need the food. They can starve whilst the church files the proper paperwork and red tape to help people.

In addition to the zoning issues, Swope has claimed that Davenport Alderman Ray Ambrose is specifically opposed to the notion of a homeless outreach center operating on Washington Street. According to Swope, Ambrose confronted him and “just lit into me and said he didn’t want bums on top of the hill” following the center’s relocation.

The Quad City Times reported that Ambrose acknowledged that he doesn’t view the center as a good fit for the area, which is a business district that he described as “most iconic.”

“It’s a huge issue with me and I’ll fight it to the very end,” Ambrose was quoted as saying. “I don’t have a warm and fuzzy feeling for the homeless as other people do.”

According to Radio Iowa, Ambrose “says the church lied about its plans and that a homeless outreach center does not fit into his vision for the district.”

A group of community members spoke out at a city council meeting on April 26 urging the city to allow the center to reinstate operations. Mike Meloy, an attorney working with the Compassion Church, argued that the “city of Davenport’s actions violate Pastor (Jim) Swope and Pastor (Nick) Cantwell’s religious freedom of association and religious rights protected by the First Amendment of the United States Constitution (and) Article 1 section 3 of the Iowa Constitution.”

Drew Klein, state director for Americans for Prosperity-Iowa, shared his thoughts on the controversy. “It is truly appalling that city officials are citing long ignored zoning regulations to shut down a ministry that has done nothing but serve underprivileged members of the Davenport community,” Klein noted.

Klein was among other individuals at the meeting who called out Ambrose’s comments about the homeless and said that “Alderman Ray Ambrose’s words on this issue have been particularly distasteful, referring to members of the homeless community as bums and claiming he does not share his community’s sympathy for these individuals.”

“Shuttering a ministry that is doing incredible work in the community is probably not what their voters had in mind,” Klein added.

Klipsch reiterated that the city was hoping to work with the Compassion Church and Timothy’s House of Hope to reach a solution and that the issue was presented to the city as a zoning problem, not an act of opposing the work of the church.

Book Exposes IRS 501c3 Church Scam

The Communist-George Soros Democrats running the Internal Revenue Service (IRS) have managed to bully churches into becoming partners with them by the creation of the 501c3 (Not-for-Profit) status. This action pushed churches to incorporate themselves as franchises of the United States in order to avoid taxes they never owed in the first place. Don’t forget that last sentence.

According to an informative book; Things You Need to Know about Non-profits-Making Sense of Non-Profit Status, by Carleton C. Booker, a ministry and a church are automatically tax exempt. Indeed, this was established from the very beginning of the U.S. since churches with their charitable work took a heavy burden away from the government by providing services so needed by so many.

The church was totally separate from the government. When a couple was to be married, that was strictly a function of the Church that counseled the couples, performed the marriage ceremonies and issued the official marriage certificate which was recognized as a legal instrument. When a couple decided to get married, they would first look for a preacher.

Then, in an incredible paradox, the government suddenly declared that in order to get married, the couple first were required to obtain (by paying a fee) a “marriage license” from a government office, making the government a partner to the marriage. This became a forced partnership between government and church. Without the government license, the public was informed, the marriage would be null and void.

And it is to be noted that since the time the government intruded into the church function of marriage, the words, Bride and Groom on the license have been changed to; Party one and Party Two. Anything the government gets their hands on becomes an aberration, even a church function.

Strangely enough, this was during the time that the government declared that there is a distinct command demanding Separation of Church and State, a faulty ‘command’ that came as the result of a letter Thomas Jefferson sent to the Danbury Baptist Association showing that the government would not favor one church over the other. It had absolutely nothing to do with taking God out of public places.

In typical fashion, the feds jumped on that, perverted it, and made it law that in no way, can the church be associated with government, meaning no more prayers to Jesus in public places, demanding an end to saying, Merry Christmas, and dictating what can and cannot be preached from the pulpits. The government also ordered that military chaplains cannot even pray in the name of Jesus. This all was locked in place by the misuse of the letter Thomas Jefferson wrote to the Baptists.

The former IRS head, Lois Lerner, who should be prosecuted and charged, used the IRS as a sledgehammer against any and all conservative organizations who asked for not-for-profit status which she denied even though any and all Soros Democrat organizations were waltzed right through the process.

This minister-columnist knows all too well how the democrat IRS operated. This ministry and church met all the qualifications for tax-exempt status. Proper application was made. All questions answered. Still they demanded more information and after that even more. They demanded excessive information about this work. This went on for two years.

Meanwhile, the North America Man Boy Love Association (NAMBLA) a pedophile homosexual organization that want to make it legal to sexualize little boys applied the same time I did and within two weeks they had their 501c3 tax exemption recognition. Not only that, they were and are allowed to use the public library event rooms for meetings (meetings for degenerates), even though no Christian organizations are allowed to hold meeting in those same public rooms.

This means that it is OK to teach sexual deviance targeting children in their public rooms, but not OK to teach about Jesus and morals or to study the Bible in those public rooms.

Finally, after two years I was told by Lois Lerner’s leftist IRS that I must send them $700.00 in order to process my application. That was money I could hardly afford, but scraped it together and sent it in. The moment the check was cashed, they informed me that my ministry and church were denied tax exempt status.

Yes, they refused to send the money back—they kept it. Talk about dirty deeds. They knew they would block my non-profit recognition but made sure they milked me for 700 bucks before they dealt the final blow.

Carleton Booker, the author of the non-profit book showed me specifically in his book how to apply the law to be given this status, walked me through it, and he had the 501c3 exemption papers in my hand a short time later. The only thing I had to pay was a very nominal filing fee to receive the paper.

To reiterate; if you have a ministry and a church you are automatically tax exempt. This book shows you how to cut through the road blocks and simply claim it. With our new President Donald Trump, no doubt the IRS will be cleaned up. We can and must stop the mandated partnership with the government and churches. They have no business intruding themselves into church work.

We share responsibility for Mother Earth and those who live and breathe upon her ..never forget that.

How can we as a race of beings fix this issue of our time,and heal our souls ? To heal will require real effort, and a change of heart, from all of us. To heal means that we will begin to look upon one another with respect and tolerance instead of prejudice, distrust and hatred. We will have to teach our children-as well as ourselves-to love the diversity of humanity....We can do it. Yes, you and I and all of us together. Now is the time. Now is the only possible time.

In exchange for this guarantee, the Court asks only that the people accept the Court's assumption of ultimate power.3S Or as Notre Dame's Gerard Bradley puts it, the Court has said: "We will be your Court, and you will be our people.”

Truth Makes Men Free

,Know the truth, and the truth shall make you free. -- John 8:32

Ignorance is enslaving. It makes men the slaves of fear. Truth kills fear. The light of scientific knowledge has swept the world clear of many of its superstitions-superstitions born or ignorance. And thus men have been freed from many of those superstitious fears which for long ages have enslaved the race.

The most cruel bondage is the bondage of sin. The most enslaving fear is that which is born of a guilty conscience. But it is the truth that God forgives sin and cleanses away its stain of guilt from the soul. When the sinner comes to know this truth, and through repentance and faith accepts it as applying to himself, he is set free from sin's bondage and guilty fears. No longer does he "flee when no man pursueth"; but in his new-found liberty he is "bold as a lion." He no longer has an accusing conscience dogging his every step, and making him afraid of every shadow that falls across his path. The truth of God's forgiveness has freed him from all such fear, and he is now able to face the world with the courage and boldness of a free and righteous man.

There are other fears that make slave - victims of men - the fear of sickness, the fear of death, the fear of poverty, the fear of calamity, the fear of misfortune and other possible evils. Why do men live in slavish fear of these things? It is because they do not know the truth about God and His loving care. They do not realize that they live in a friendly universe, created and controlled by a friendly God. If men knew and realized this truth, they would nevermore be afraid of any possible contingency of evil or disaster. If everybody knew God, nobody would be anxious or fearful about anything.

Thus we see how truth makes men free. Let us therefore seek to know the truth and live in the truth, that we may be delivered from the bondage of ignorance and be no more the slaves of fear.

In faith I believe with all my heart in god and the bible, I am no bible thumber, “I am a strong Christian. Not a perfect one—not close. But I strongly believe in God, Jesus, and the Bible. When I die, God is going to hold me accountable for everything I've done on earth. He may hold me back until last and run everybody else through the line, because it will take so long to go over all my sins.” Honestly, I don’t know what will really happen on Judgment Day. But what I lean toward is that you know all of your sins, and God knows them all, and shame comes over you at the reality that He knows. I believe the fact that I’ve accepted Jesus as my savior will be my salvation.

A friend said to me how much do you love me, my answer to that and to all I love with all my heart and unconditionally, I can not in good conscience love any other way many say to me that I have done some horrible things in my life and I have but I have a guilty conscience for that and god is making me see that by the pain in my heart so I can remember the things I have done and to make the changes I need to become a better man for my self and others I hope that will be enough at the least when I stand before the lord at the end of my life he will know I used everything he gave me and I had nothing left Justice is not a flexible tool. Unless we all do our part to ensure that justice is applied equally to all human beings, we are a party to its abuse. We must stand together to protect the rights of others.

As a sovereign citizen of America my opinion on the wars is simple this
If you look at Iraq and Afghanistan's situations, they are quickly becoming much like our Indian reservations in America. They will have puppet governments funded and controlled by a U.S. Government that siphoned off their resources. You don't have to be an English major to read the writing on the wall; I am in here as a warning to others, just like those men who are in Guantanamo are a warning to others - if you stand up to us you face these same consequences.I do not believe Federal Government fears me at all, they know the truth. They know I am not a dangerous person, they hold me as a hostage to discourage other people from possibly standing up to their valued system. In their minds, right or wrong the public is expected to lay down for them. You see examples of this, at the Ruby Ridge massacre and the Waco massacre, where they killed all those children and group members.

My final thoughts for this post is simple this ,A man or women is either free or they are not. There cannot be any apprenticeship for freedom.

We the citizens of humanity must come to understand that (There is no valid argument for the destruction of our planet and any form of life on it.As human beings, our greatness lies not so much in being able to remake the world - that is the myth of the atomic age - as in being able to remake ourselves.) I deal with people every day and in many situations and on many issue in my line or work and activism I have had some ask me why I call Americans sheep just take a look at the social net and it will explain itself to everyone all you see is talk and that may be good but without action to what anyone speaks that's all it is cheap words “Civil disobedience is not our problem. Our problem is civil obedience. Our problem is that people all over the world have obeyed the dictates of leaders…and millions have been killed because of this obedience…Our problem is that people are obedient all over the world in the face of poverty and starvation and stupidity, and war, and cruelty. I was a Soldier for 14.5 years and I came to write this article with an open mind. As I always like to tell people "I fight for your freedom, what you do with it is up to you." (Even if it includes disagreeing with what I do). But I must say, for as generic as "thank you for your service" may seem; it is a whole lot more than my father got (Drafted-drill sergeant/ 3 tours in Vietnam-3 Purple hearts to prove it...), he came home to hate, disregard, and protest.

My father did not get a generic"thank you"; people spit in his face, called him a baby killer, had no real support or benefits from his government, and all for what?.. A war he was drafted and FORCED to fight in. Service members of today come home to a much softer climate. So do you know who I thank? WWII veterans... Men who against certain odds faced certain death purely out of love for their country. Korean War Veterans... Or as we call "The forgotten ones" and of course Vietnam Vets... Men who were forced out of their homes, to face pointless terror, all to be hated when they came home for it.

Change will not come if we wait for some other person or some other time. We are the ones we've been waiting for. We are the change that we seek.

To be GOVERNED is to be at every operation, at every transaction noted, registered, counted, taxed, stamped, measured, numbered, assessed, licensed, authorized, admonished, prevented, forbidden, reformed, corrected, punished. It is, under pretext of public utility, and in the name of the general interest, to be place under contribution, drilled, fleeced, exploited, monopolized, extorted from, squeezed, hoaxed, robbed; then, at the slightest resistance, the first word of complaint, to be repressed, fined, vilified, harassed, hunted down, abused, clubbed, disarmed, bound, choked, imprisoned, judged, condemned, shot, deported, sacrificed, sold, betrayed; and to crown all, mocked, ridiculed, derided, outraged, dishonored. That is government; that is its justice; that is its morality."

I close this letter to humanity and my countrymen and women with this final thought in hopes that it goes to your brains and slides down to your hearts and feeds your soul the strength to stand and be counted it is your human right Let us see it as LAWFUL REBELLION STAND FOR WHAT IS RIGHT

When the typical reformer or revolutionist proclaims the new order, he goes on to urge men to organize, agitate, get out the vote, fight. Jesus also proclaimed The Kingdom of God [i.e., the revolution] is at hand; but immediately added in true prophetic fashion, Repent. That is to say, if we are to have a new world, we must have new men; if you want a revolution, you must be revolutionized. A world of peace will not be achieved by men who in their own souls are torn with strife and eagerness to assert themselves. In the degree that the anti-war or pacifist movement is composed of individuals who have not themselves, to use Aldous Huxley's phrase, achieved detachment, who have not undergone an inner revolution, it too will experience the same failure to achieve self-discipline, integrity, true fellowship among its own members which has afflicted other movements for social change.

if you will not stand up for your own rights or the rights of your children and future generations to come ?how can I have faith in you to stand up for My rights or any one else for that matter??? Hence there is the separation between the citizens and the soldier.

It upsets me to no end when I read statistics stating there are roughly 131,000 homeless veterans in America. Why are there homeless veterans?! If the motto “leave no man behind” holds true, why has the US government and its citizens abandoned the very people who served their country and we the people the most?

Thank you for your service is just not enough as some 50,000 women veterans and many with children let alone the 60,000 men sleep on the streets you sleep in your warm homes and all you can say is thank you as our world and country changes a time is coming when we the people will need seasoned citizens to help protect we the people our community's and homes many of you Americans who lack the vision and fortitude, and fail to understand that you're either with us or against us. That includes fellow US troops who lack the skill, or who dare to question the wars.

on the aspect of war I am a pacifist of sorts but I am and american sovereign citizen and that being said I stand with my countrymen and women first and will do what ever it takes to protect my country or its assets many people say the wars were for corperations and that i feel is true and yet there is so much more to the story than most now nor do the understand

Iraqis,afghans, by contrast, are not sheep:they're either wolves themselves, or nameless collateral damage. Mostly wolves, though. “I am a strong Christian. Not a perfect one—not close. But I strongly believe in God, Jesus, and the Bible. When I die, God is going to hold me accountable for everything I've done on earth. He may hold me back until last and run everybody else through the line, because it will take so long to go over all my sins.” Honestly, I don’t know what will really happen on Judgment Day. But what I lean toward is that you know all of your sins, and God knows them all, and shame comes over you at the reality that He knows. I believe the fact that I’ve accepted Jesus as my savior will be my salvation. But in that backroom or whatever it is when God confronts me with my sins, I do not believe any of the kills I had during the war will be among them. Everyone I shot was evil. I had good cause on every shot. They all deserved to die.” “anyone who has a problem with what guys do over there is incapable of empathy. People want America to have a certain image when we fight. Yet I would guess if someone were shooting at them and they had to hold their family members while they bled out against an enemy who hid behind their children, played dead only to throw a grenade as they got closer, and who had no qualms about sending their toddler to die from a grenade from which they personally pulled the pin—they would be less concerned with playing nicely in war.”
