<p>Here’s a followup to my previous letter.  I know you Congressional types are busy with the Jewish Holiday, so I’ll keep it brief.</p>
<p>I just now got around to reading the bail-out bill, and let me tell you… that sucker is huge!  Its been a long time since time since I’ve read anything over 400 pages.   I mean, in school I had to read Hamlet.  That was only 120 pages or so and like the bill it has drama and made sense after you translate all the big words.</p>
<p>Anyway, I was reading along and came across a section I didn’t understand, and was wondering if you could explain:</p>

<hr size="2" width="100%" /><font color="#990000"><strong>SEC. 503. EXEMPTION FROM EXCISE TAX FOR CERTAIN WOODEN ARROWS DESIGNED FOR USE BY CHILDREN.<br />
</strong><br />
(a) IN GENERAL.—Paragraph (2) of section 4161(b)<br />
is amended by redesignating subparagraph (B) as subO:\AYO\AYO08C32.xml S.L.C.<br />
paragraph (C) and by inserting after subparagraph (A)<br />
the following new subparagraph:</font><font color="#990000">‘</font><font color="#990000">‘(B) EXEMPTION FOR CERTAIN WOODEN<br />
ARROW SHAFTS.—Subparagraph (A) shall not<br />
apply to any shaft consisting of all natural<br />
wood with no laminations or artificial means of<br />
enhancing the spine of such shaft (whether sold<br />
separately or incorporated as part of a finished<br />
or unfinished product) of a type used in the<br />
manufacture of any arrow which after its assembly—</font></p>
<p><font color="#990000">‘‘(i) measures 5/16 of an inch or less in<br />
diameter, and</font></p>
<p><font color="#990000">‘‘(ii) is not suitable for use with a bow<br />
described in paragraph (1)(A).’’.</font></p>
<p><font color="#990000">(b) EFFECTIVE DATE.—The amendments made by<br />
this section shall apply to shafts first sold after the date<br />
of enactment of this Act. </font></p>
<hr size="2" width="100%" />Maybe it was a mistake.  By that I mean somebody may have copied that “wooden arrow” bit from ANOTHER important bill, and accidentally pasted the section into the Financial Bailout Bill by accident.</p>
<p>That sort of thing happens to me all the time.  I know you guys are sharp and on top of it, but all of us make mistakes (or blunders as they say in Washington).  Just wanted to give you a heads up.   Thanks.</p>

<p>A few days ago I heard somebody (in New York?) asked you for $700B (seven hundred billion dollars).  I don&#8217;t remember all the details but it was something about &#8220;<em>preventing a global financial meltdown</em>.&#8221;</p>

<p>I&#8217;m not smart like you guys, but I did some math.  $700,000,000,000.00 divided by 300,000,000 Americans works out to about <strong>$2,333 a piece</strong>.   I may have my numbers wrong&#8230; the number of Americans changes depending on who you ask.I think if instead of sending $700B to that guy in New York (I think they said he lives near <em>Wall Street or Main Street</em> or thereabouts)&#8230; and <strong>just send us another Economic Stimulus Welfare check</strong> in the amount of $2,333, everything would work out.</p>
<p>Again, I&#8217;m not smart like you guys, and I&#8217;m definitely not trying to throw a wrench in the system, but let&#8217;s say the national debt is $5Trillion dollars, and you only have, say, $10Trillion dollars in the bank (Treasury)&#8230; Isn&#8217;t it a bad idea to go and buy something that cost almost a whole Trillion dollars?  Especially when you&#8217;re already shelling out for a bunch of expensive wars?</p>
<p>I suppose you could just ask that guy with the beard to <strong>print more money to cover your losses</strong> if you run out.  Anyway, if you would just kindly cash me out at $2,333.00 I would be grateful.  Thanks.</p>

<p>Around the beginning of my third year with the company I realized I was so busy that I had never taken a vacation, and was beginning to get a little &#8220;burned out.&#8221;  The human resources department offered me a compromise.  They would give me every Tuesday off.  On Tuesdays I started a routine of driving 200+ miles to La Jolla, Calif. and hanging out on the beach just to get away from Vegas.  Sometimes I would drive to Sedona, Arizona to get recharged.  My company tech center knew <span style="text-decoration: underline">not</span> to call me on Tuesdays&#8230; Ever.</p>
<p><span id="more-34"></span></p>
<p>Well, to make a long story short, they called me on the wrong Tuesday with an &#8220;emergency&#8221; that only I could solve.  At the time, I was sitting in the sand on the beach in La Jolla watching the sunrise.  <span style="font-style: italic">I was contemplating what was important in life, and where I fit in</span>.  Deep thoughts.  The sound of my pager was symbolic of the stark contrast between what I wanted in my life and the personal reality I had created for myself.  I needed to make a change for life&#8217;s sake.  As the morning surfers arrived on the beach and took to the water, I literally tossed my pager into the Pacific Ocean (just like the Corona beer commercial, only I did it for real).  I then drove back to Vegas, and promptly quit my job.</p>
<p><img src="http://webiol.homenetinc.com/dealers/1072/1789/5998.jpg" title="http://webiol.homenetinc.com/dealers/1072/1789/5998.jpg" alt="http://webiol.homenetinc.com/dealers/1072/1789/5998.jpg" align="left" height="112" hspace="3" vspace="3" width="150" />I then drove my 1997, fully loaded Mazda 626 to the intersection of Charleston and Durango, pulled into a parking lot, parked and walked back to my condo, leaving the keys in the car.  I called the auto loan company and told them to come and get the car, as <span style="text-decoration: underline">I was through with it</span>.   They obliged.  I signed the &#8220;voluntary repossession&#8221; papers.  I collected my severance pay from my employer and invested it in the stock market.  A short while later, I loaded my stuff into a van and drove away.  I moved to a small, quiet town in <strong>Southern Oregon</strong> and got a $7/hour job at a local juice bar.  THAT was the best, and most fulfilling job I ever had!  I was finally far, far away from Vegas and the high-stress lifestyle.  I&#8217;ve enjoyed life ever since.</p>
<p>The small-town life is great.  Minimal stress, good people, real <u>community</u> &#8212; and everything I needed was within eight blocks of my apartment.  In other words, WALKING distance.  Walking is great exercise.  Its interesting&#8230; You&#8217;re not inside an impenetrable tin box (a car), and you can actually connect with people!  Try it!  I know I&#8217;ll never get fat and lethargic as long as I walk to the grocery store and carry my bags home.  In my small town, the bus is FREE, so sometimes I take it when there&#8217;s too many bags.  Traveling around quickly in a car from place to place saves time and gives one a <span style="font-style: italic">sense </span>of freedom, but slowing down and touching the earth gives one a <span style="font-style: italic">different sense of freedom</span>.  I argue that that kind of &#8220;freedom&#8221; is more profound.</p>
<p>True&#8230; a hot, fast car with a powerful engine has been &#8220;sold&#8221; as a symbol of American masculinity.  I&#8217;m a living example of personal sovereignty, which tends to be more appealing in the long run.   I have no insecurities nor a need to impress anyone.  Granted, I have no family so there&#8217;s no need for a mini-van to tote a lot of family stuff around.  To each his own!</p>
<p>My auto expense is $18 to $20 a month, due to the fact that I often take a taxi due to rain or bad weather.  No insurance, no car payments, no speeding tickets, no parking tickets, no fear, no worries.  Automobile finances aren&#8217;t an issue: I either have cab fare or I don&#8217;t.  Since the cab drivers all know me, they spot me the $6 cab fare when I&#8217;m short on cash.</p>
<p>I understand this lifestyle isn&#8217;t for everyone.  Not everyone can quit their jobs and move to a small town and live a life of ease.  <strong>I&#8217;m like that Costarican native who spoke to the tourist lady.</strong>  The tourist lady says, &#8220;Oh&#8230; You people just have it made.  You live on the beach in paradise.  I would  love to just quit everything and move here!&#8221;  The native says, &#8220;So quit everything and move here.&#8221;  The lady says, &#8220;I can&#8217;t because I have too much stuff.&#8221;  The native replies, Yeah&#8230; You&#8217;re right.  Your &#8220;stuff&#8221; won&#8217;t fit in paradise.  Keep it.&#8221;</p>

<p><span style="font-size: 10pt; font-family: 'Verdana','sans-serif'">In 1851 Seattle (See-at-la), Chief of the Suquamish and other Indian tribes around Washington&#8217;s Puget Sound, delivered what is considered to be one of the most beautiful and profound environmental statements ever made. The city of Seattle is named for the Chief, whose speech was in resonse to a proposal treaty under which the Indians were persuaded to sell two million acres of land for $150,000. There are several translations/versions of Chief Seattle&#8217;s speech. <o:p></o:p></span></p>

<p><span style="font-size: 10pt; font-family: 'Verdana','sans-serif'">If we do not own the freshness of the air and the sparkle of the water, how can we buy them?<o:p></o:p></span></p>
<p><span style="font-size: 10pt; font-family: 'Verdana','sans-serif'">Every part of this Earth is sacred to my people. Every shining pine needle, every sandy shore, every mist in the dark woods, every clearing and humming insect is holy in the memory and experience of my people. The sap which courses through the tress carries the memories of the Red Man. <o:p></o:p></span></p>
<p><span style="font-size: 10pt; font-family: 'Verdana','sans-serif'">The Whiteman&#8217;s dead forget the country of their birth when they go to walk among their stars. Our dead never forget this beautiful Earth, for it is the Mother of the Red Man. We are part of the Earth and it is part of us. The perfumed flowers are our sisters; the deer, the horse, the great Eagle, these are our brothers. The rocky crests, the juices in the meadows, the body heat of the pony, and man&#8212;all belong to the same family. <o:p></o:p></span></p>
<p><span style="font-size: 10pt; font-family: 'Verdana','sans-serif'">So, when the Great Chief in Washington sends word that he wishes to buy our land, he asks much of us. The Great Chief sends word that he will reserve us a place so that we can live comfortably to ourselves. He will be our father and we will be his children. <o:p></o:p></span></p>
<p><span style="font-size: 10pt; font-family: 'Verdana','sans-serif'">So, we will consider your offer to buy our land. But it will not be easy. For this land is acred to us. This shining water that moves on the streams and rivers is not just water but the blood of our ancestors. If we sell you the land, you must remember that it is sacred, and you must teach your children that it is sacred and that each ghostly reflection in the clear water of the lakes tells of events and memories in the life of my people. The water&#8217;s murmur is the voice of my father&#8217;s father. <o:p></o:p></span></p>
<p><span style="font-size: 10pt; font-family: 'Verdana','sans-serif'">The rivers are our brothers, they quench our thirst. The rivers carry our canoes and feed our children. If we sell you our land, you must remember and teach your children, that the rivers are our brothers and yours, and you must henceforth give the rivers the kindness you would give any brother. <o:p></o:p></span></p>
<p><span style="font-size: 10pt; font-family: 'Verdana','sans-serif'">We know that the White Man does not understand our ways. One portion of land is the same to him as the next, for he is a stranger who comes in the night and takes from the land whatever he needs. The Earthy is not his brother but his enemy, and when he has conquered it, he moves on. He leaves his father&#8217;s grave behind, and he does not care. <o:p></o:p></span></p>
<p><span style="font-size: 10pt; font-family: 'Verdana','sans-serif'">He kidnaps from his children and does not care. His father&#8217;s grave, and his children&#8217;s birthright are forgotten. He treats his mother, the Earth, and his brother, the sky, as things to be bought, plundered, sold like sheep or bright beads. His appetite will devour the Earth and leave behind only a desert. <o:p></o:p></span></p>
<p><span style="font-size: 10pt; font-family: 'Verdana','sans-serif'">I do not know. Our ways are different than your ways. The sight of your cities pains the eyes of the Red man. There is not quiet place in the White Man&#8217;s cities. No place to hear the unfurling of leaves in spring or the rustle of the insects wings. The clatter only seems to insult the ears. And what is there to life if a mn cannot hear the lonely cry of the Whippoorwill or the arguements of the frong around the pond at night? I am a Redman and do not understand. The Indian prefers the soft sound of the wind darting over the face of a pond and the smell of the wind itself, cleaned by a midday rain, or scented with pinon pine.<o:p></o:p></span></p>
<p><span style="font-size: 10pt; font-family: 'Verdana','sans-serif'">The air is precious to the Red man for all things share the same breath; the beast, the tree, the man, they all share the same breath. The White man does not seem to notice the air he breathes. Like a man dying for many days he is numb to the stench. But if we sell you our land, you must remember that the air is precious to us, that the air shares it&#8217;s spirit with all the life it supports. <o:p></o:p></span></p>
<p><span style="font-size: 10pt; font-family: 'Verdana','sans-serif'">The wind that gave our grandfather his first breath also receives his last sigh. And if we sell you our land, you must keep it apart and sacred as a place where even White men can go and taste the wind that is sweetened by the meadow&#8217;s flowers. <o:p></o:p></span></p>
<p><span style="font-size: 10pt; font-family: 'Verdana','sans-serif'">So we will consider your offer to buy our land. If we decide to accept, I will make one condition: the White man must treat the beasts of this land as his brothers. <o:p></o:p></span></p>
<p><span style="font-size: 10pt; font-family: 'Verdana','sans-serif'">I am a savage and do not understand any other way. I have seen a thousand rotting buffaloes on the prairie, left by the White men who shot them from a passing train. I am a savage and do not understand how the smoking iron horse can be made more important than the buffalo that we kill only to stay alive. <o:p></o:p></span></p>
<p><span style="font-size: 10pt; font-family: 'Verdana','sans-serif'">What is man without the beasts? If all the beasts were gone, man would die from a great loneliness of the spirit. For whatever happens to the beasts soon happens to man. All things are connected. <o:p></o:p></span></p>
<p><span style="font-size: 10pt; font-family: 'Verdana','sans-serif'">You must teach your children that the ground beneath their feet is the ashes of our grandfathers. So that they will respect the land, tell your children tha the Earth is rich with the lives of our kin. Teach your children that the Earth is our mother. Whatever befalls the Earth befalls the sons of the Earth. If men spitt upon the ground, they spit upon themselves. <o:p></o:p></span></p>
<p><span style="font-size: 10pt; font-family: 'Verdana','sans-serif'">This we know: the Earth does not belong to man; man belongs to Earth. This we <em>know.</em> All things are connected like the blood which unites one family. All things are connected. <o:p></o:p></span></p>
<p><span style="font-size: 10pt; font-family: 'Verdana','sans-serif'">Even the White man, whose God walks and talks with him as friend to friend cannot be exempt from the common destiny. We may be brothers afterall. We shall se. One thing we know which the White man may one day discover is that our God is the same God. <o:p></o:p></span></p>
<p><span style="font-size: 10pt; font-family: 'Verdana','sans-serif'">You may think now that you own him as you wish to own our land but you cannot. He is the God of man, and his compassion is equal for the Red man and the White. The Earth is precious to Him, and to harm the Earth is to heap contempt on its creator. The Whites too shall pass; perhaps sooner than all the other tribes. Contaminate your bed and you will one night suffocate in your own waste. But in your perishing you will shine brightly fired by the strength of the God who brought you to this land and for some special purpose gave you dominion over this land and over the Red man. <o:p></o:p></span></p>
<p><span style="font-size: 10pt; font-family: 'Verdana','sans-serif'">That destiny is a mystery to us, for we do not understand when the Buffalo are all slaughtered, the wild horses are tamed, the secret corners of the forest heavy with the scent of many men and the view of the ripe hills are blotted by talking wire. <o:p></o:p></span></p>
<p><span style="font-size: 10pt; font-family: 'Verdana','sans-serif'">Where is the thicket? Gone.<o:p></o:p></span></p>
