			<content:encoded><![CDATA[<p>The <a href="http://www.ched.gov.ph/" target="_blank">Commission on Higher Education</a> (CHED) has <a href="http://www.gmanews.tv/story/164249/CHED-postpones-opening-of-college-classes-to-June-15" target="_blank">postponed the opening of classes in colleges and universities to June 15</a>.</p>
<p>The <a href="http://houseofpuroy.168center.com/2009/06/06/opening-of-classes-in-college-moved-to-june-15-by-ched/">suspension of classes</a> was announced by <a href="http://www.ched.gov.ph/" target="_blank">CHED</a> Chairman <strong>Emmanuel Angeles</strong>, citing the threat of <a href="http://en.wikipedia.org/wiki/Influenza_A_virus_subtype_H1N1" target="_blank">A(H1N1)</a> as the main reason.</p>
<p>Angeles said that there are many foreign students and students who came from countries that are exposed to swine flu, the one-week period will give enough time for self-quarantine for students who came from abroad.</p>
<p>It could be recalled that De La Salle University earlier suspended classes after its students were tested positive for A (H1N1). Some universities have also postponed classes prior to the CHED announcement.</p>
<p>The inclement weather these past few days was also cited by Angeles as the second reason for the postponement.</p>

			<content:encoded><![CDATA[<p>Last Saturday, after attending <a href="http://thestrugglingblogger.com/2009/05/iblog5-so-many-bloggers-so-little-time/" target="_blank">iBlog5</a>, my friend <a href="http://zorlone.blogspot.com/" target="_blank">Zorlone</a> was kind enough to drop me off in Monumento so I can conveniently ride the bus at the <strong>Victory Liner</strong> terminal. </p>
<p>As I went towards the cashier to get my ticket, I noticed a sign on the cashier&#8217;s window which says something like &#8220;<a href="http://houseofpuroy.168center.com/2009/05/12/paying-for-insurance-is-voluntary/">paying for insurance is voluntary</a>&#8221; and I remembered that <strong>Victory Liner charge their passengers for insurance</strong> when you pay for your fare at the terminal.</p>
<p>Since I haven&#8217;t been travelling for quite a long time, I asked the cashier <strong>how much is the fare</strong> up to Dau, where I would get off (the bus I&#8217;m riding will be going to Dagupan), to which <strong>she answered P122.00</strong>, so I gave her P125.</p>
<p>She gave me my P3 change and two tickets&#8230; wait! <strong>Two tickets?!</strong><br />

Yes, the cashier gave me two tickets &#8212; <strong>one for the bus fare and the other one as a receipt and certificate for the insurance coverage</strong>. I could have given it back easily and say that I don&#8217;t want it, but I just want to sit down on the bus so I can rest. It was after all, a mere P5 additional charge.</p>
<p>When you think of it though, P5 per passenger, and how many passenger does they cater to everyday? <strong>Easily there&#8217;s big money there!</strong> An additional income derived from tricking passengers into paying something that they didn&#8217;t ask!</p>
<p>Why did I say &#8216;trick?&#8217; </p>
<p>If you remember, my question to the cashier was <strong>specifically for the fare</strong>&#8230; and the fare alone. She answered <strong>P122</strong>, referring to the transportation fare. But it was actually a <strong>total of two components</strong> - <strong>P117</strong> for the fare, and <strong>P5</strong> for the so-called insurance.</p>
<p><strong>So, what&#8217;s with the sign which says that paying for insurance is voluntary, when they charge for it without even asking you whether you want it or not?</strong></p>
<p>If that is not a cheap trick, I don&#8217;t know what it is.</p>
<p>I thought this has been looked into by our <strong><a href="http://www.dti.gov.ph/dti/index.php?p=134">DTI</a></strong>&#8230; I guess they did, they just didn&#8217;t do anything. I&#8217;m not surprised.</p>
<p>This is definitely <strong>not a fair trade practice</strong>. A <strong>misrepresentation</strong> and definitely not one that you can call being done &#8216;in good faith.&#8217; I don&#8217;t think the management of that bus company isn&#8217;t aware of the <strong>&#8216;technique&#8217;</strong> being employed by their cashiers.</p>
<p>Can you define to me what voluntary means again? Right now, I&#8217;m confused.</p>

			<content:encoded><![CDATA[<p><strong>I could have been P100,000 richer,</strong> that is what I was told by the text message I recieved from <a href="http://site.globe.com.ph/web/guest/home" target="_blank">Globe</a>. The message said I could be the winner of the P100,000 prize for the week, but <strong>I still need to text their number - 2346</strong></p>
<p>Now, anyone who knows <a href="http://houseofpuroy.168center.com/2009/04/30/globes-scheming-ways/">Globe&#8217;s scheming ways</a> knows that once you texted <strong>2346</strong>, you will activate a subscription from anything that they are offering, and from then on you&#8217;ll be receiving text alerts wherein you will be charged <strong>P2.50</strong> each!<br />

I really don&#8217;t understand why do they want us to text that number when they could just say if we won outright. Why do they have to trick us into texting a number that would automatically send us text alerts even if it was not our intention?</p>
<p>And once you get that 2346 activated, it is difficult to get it deactivated. Not even with an OFF option that you&#8217;ll send to the same (as what the text message you&#8217;ll receive will tell you). Even if you text OFF, you will still receive text alerts and you will always be charged P2.50 each time.</p>
<p>So what do you do? Call customer service 211 to have it deactivated by them. But be prepared for a long discussion &#8212; that is if you&#8217;re lucky enough to get through in your first attempt.</p>
<p>Here&#8217;s another one, a text message that says <strong>I got 10 FREE text!</strong> Wow! Isn&#8217;t that swell?! <strong>FREE TEXT</strong>, but wait, that&#8217;s not all there is to it. The message say, <strong>I can get my 10 free text if I buy P75 worth of load for my phone!</strong> That&#8217;s just great! I need to spend P75 just to get that 10 free text!</p>
<p>By they way, more often than not, my cell phone does not have a load &#8212; nada! zero! zilch! Why? Because everytime I load my phone, my credits <strong>&#8216;miraculously&#8217; disappear!</strong> Just like what I said in a previous post about the <a href="http://houseofpuroy.168center.com/2008/12/01/is-it-safe-to-autoload-yet/" target="_blank">dangers of autoloading</a>, my cell phone credits are being <strong>&#8217;stolen&#8217;</strong> until now! That&#8217;s why I never put credits in my phone anymore, unless it is really necessary.</p>
<p>Now, here is where I qualify my post. If anyone believes that 2346 doesn&#8217;t cause you to &#8217;subscribe&#8217; to any of Globe&#8217;s service, or if anybody has really won from those text sent by Globe, do tell me, and I will gladly note it on this post&#8230; correct myself, if necessary.</p>
<p>But in the meantime, what I wrote all based on previous - personal and first-hand, experience.</p>

<p>I logged in to my <a href="https://www.paypal.com/ph/mrb/pal=VETS2PQZ8L5W4" target="_blank">PayPal</a> account <strong>(using a different window)</strong>, and checked the link which says <strong>Protect Yourself from Fraudulent Emails</strong> and here&#8217;s what I got:</p>

These emails are not from PayPal and responding to them may put your account at risk. Please protect your PayPal account by paying close attention to the emails you receive and the websites you visit.</p>

<p>I wasn&#8217;t able to indicate the From and To portion of the email I received, but the To indicates &#8216;undisclosed recipients.&#8217;</p>
<p>Notice I highlighted the greeting which says <strong>&#8220;Dear Paypal Member &#8221; </strong>and read the warning on the legit PayPal website which says <strong>&#8220;Emails from PayPal will address you by your first and last name or the business name&#8221;</strong>.</p>
<p>That alone is a tell-tale sign of phishing.</p>
<p>I&#8217;m sharing this here, just in case others may received the same email too. </p>
<p>Think twice. Always log in to your <a href="https://www.paypal.com/ph/mrb/pal=VETS2PQZ8L5W4" target="_blank">PayPal account</a> through the legitimate PayPal log-in screen.</p>

Come <strong>April 5, 2009</strong>, members will enjoy a <a href="http://www.pia.gov.ph/?m=12&amp;fi=p090401.htm&amp;no=63&amp;r=&amp;y=&amp;mo=" target="_blank">35% increased in benefits</a>, in almost all possible benefits a member can avail of.</p>
<p>Although, reading from the <a href="http://www.pia.gov.ph/?m=1" target="_blank">PIA</a> website, the motivation for 35% increase for members is President Arroyo&#8217;s birthday (sounds political, if you ask me). Anyway, for whatever reason as long as we, members, get to avail of these benefits without hassle and prejudice.<br />

If only all hospitals, who claimed to be accredited, will be allowing all their patients to avail of the full benefits allowed to them. By experience, not all of them does&#8230; and one hospital I&#8217;ve seen, don&#8217;t really know how&#8230; and another one, it seems is earning from it.</p>
<p>And by our experience (again), <strong>from one who has been booked in hospitals at least once a year</strong>, not all professionals, <strong>voluntarily allow the Philhealth benefits be deducted</strong> from their professional fees, <strong>UNLESS</strong> you personally talk to them and personally ask them to do so.</p>
<p>Then again, if you&#8217;re in for a &#8216;packaged deal&#8217; (like in cases of maternity, and other major operations), don&#8217;t expect any <a href="http://www.philhealth.gov.ph/" target="_blank">Philhealth </a>deductions from your professional fees.</p>
<p>And lastly, with the increased benefits, I hope servicing at the offices of the agency&#8217;s office will also improve. </p>
<p>For one, like what I&#8217;ve written before, when you go through government service offices (SSS, PhilHealth, GSIS, and the like), you&#8217;ll be lucky to pass through tough security guards with your dignity intact.</p>
