As the vehicle was moving, he opened the driver’s side door and jumped into the westbound lane of traffic. A semi-truck travelling westbound collided with Ramsdell, fatally injuring him.

The vehicle Ramsdell was driving continued a short distance and then veered off the roadway and into the desert where it stopped.

The semi-truck sustained minor damage and the driver was not injured. No one else was injured during this incident and no other vehicles were involved.

Ramsdell was wanted for a parole violation and criminal threats. The incident is still being investigated by the Sheriff’s Department’s Major Accident Investigation Team, however it appears Ramsdell committed suicide.

SUSPECT:

On Wednesday, September 8, 2010, approximately 8:00 PM, the Moreno Valley Police Department Special Enforcement Team located Christopher Delaney, 18 years old, in the 100 block of Reche Canyon Road, in the city of Colton.

Delaney has been identified as the suspect in this case and was arrested for the murder of David Edmundo Arcega. He was later booked into the Robert Presley Detention Center.

Details:

On August 13, 2010, officers from the Moreno Valley Police Department responded to the 22500 block of Town Circle in reference to numerous males gathered in the area and possibly fighting. Upon arrival of the officers, a Hispanic male adult was found lying in the roadway suffering from a stab wound. The victim was provided first aid until he could be transported to a local area hospital. The victim succumbed to his injuries at the hospital and was pronounced deceased.

The Riverside Sheriff’s Central Homicide Unit was contacted and assumed control of the investigation with assistance from investigators from the Moreno Valley Police Department.

Information regarding the victims is being withheld at this time pending identification and notification of next of kin.

A 30-year-old male was riding his bicycle eastbound on Nuevo Blvd approaching Evans. The bicyclist swerved into the oncoming westbound lanes of Nuevo and was struck by a passing vehicle.

The bicycle rider suffered serious head injuries and was transported to Riverside County Regional Medical Center by ambulance. No other information is available on the bicyclist’s condition at the time this press release was written.

The driver of the vehicle (1994 Honda Accord), was not injured. She was interviewed and released at the scene.

One officer arrived on scene and contacted 26 year old Jason McAllister in front of his home on Pinyon.

McAllister was uncooperative and cursing at the officers. Officer’s started to approach McAllister, who started to run through his breezeway toward the front door.

McAllister turned on the officers and slammed a full length iron gate door on one of the officers before turning and entering his home. This cause bruising to the officers left wrist/hand area. McAllister was pushed from behind by an officer and he fell to the ground.

A struggle with McAllister ensued and he was shot with a Taser, which had little effect on him. Additional officers arrived on scene to assist and McAllister was taken into custody.

During the struggle, McAllister’s pit bull bit an officer on his left cheek causing several puncture wounds.

The pit bull was shot with a Taser by the same officer and he ran out the front door. Two pit bulls were taken into protective custody by the Animal Friends of the Valley. No other people were found in the home.

McAllister was taken to Rancho Springs Medical Center for a complaint of pain to his back from a pre-existing injury.

McAllister was booking into the jail/hospital wing of Riverside County Regional Medical Center (RCRMC) due to an illness not related to this incident. McAllister will be charged with Resisting a Police Officer by Use of Force and Battery upon a Peace Officer in the Performance of his Duties.

Both injured officers were treated at Inland Valley Hospital and released.

The California Department of Alcoholic Beverage Control and the California Department of Corrections and Rehabilitation – Adult Parole Operations assisted with this program.

This joint operation added an additional 7 peace officers to the San Bernardino County Sheriff’s Department’s Marine Enforcement Unit.

There was only one boating collision between two personal watercrafts that occurred on the Colorado River area that is patrolled by the San Bernardino County Sheriff’s Department. One subject suffered minor injuries.

Through the joint operation there were a total of 26 arrests made; 12 arrest were made for negligent/reckless boating operations, 7 arrests for boating under the influence of alcohol, 3 arrest for driving a vehicle under the influence of alcohol, 3 arrests for selling alcohol to a minor under 21 years of age, 1 arrest for purchasing alcohol for a minor and this subject was also arrested for possession of a deadly weapon.

The San Bernardino County Sheriff’s Department made numerous contacts with people who were designated operators. Those people chose not to drink and to operate their boats in a safe manner.

Drunk Driving Facts

The initial investigation revealed two juveniles ran across Towngate Ave. in an attempt to beat traffic and were struck by a black, Nissan Sentra traveling westbound on Towngate Avenue. The vehicle was driven by Jerry Stopher of Moreno Valley. One of the juveniles, a 16-year-old male was struck by the vehicle and sustained severe head trauma and is undergoing treatment at Riverside County Regional Medical Center. A second male juvenile was also struck, but sustained only minor scrapes. The driver of the vehicle was uninjured. Both juveniles are also residents of Moreno Valley.

Both directions of Towngate Ave. from Heritage Way to Frederick St. were closed during the investigation.

This investigation is continuing. Deputies arrived within minutes and located the traffic collision at Canyon Lake Drive South at the South Causeway. The Sheriff’s Station Traffic Reconstruction Team responded and assumed the investigation.

The preliminary investigation revealed a golf cart was traveling northbound on Canyon Lake Drive South, The driver lost control of the golf cart causing the cart to roll over.

The driver was transported to Inland Valley Hospital where he was pronounced deceased as a result of the traffic collision. The identification of the driver is being withheld pending notification of next of kin.

Deputies arrived to learn that the victim’s ex-boyfriend approached her when she left class at approximately 10:00 p.m. the night before. He asked her to meet with him in the Von’s shopping center at Bear Valley and Hesperia Rd. The victim reports she met him at the shopping center and got in his vehicle. Once in the vehicle he began driving away, while holding the victim’s hair so she couldn’t escape. He reportedly drove to an unknown location, beat, raped and robbed the victim. He later returned her to her vehicle where he reportedly threatened her if she tried to report the incident.

Victorville Police Department’s Detective Unit began a search for the suspect’s vehicle in areas he was known to frequent. Detective Todd Espindola located the suspect’s vehicle in Hesperia. The suspect was taken into custody without incident. The vehicle was taken and processed for evidence. The victim was sent for a forensic examination at a local hospital.

Suspect James Jones was arrested and booked at Victor Valley Jail on charges of PC209-Kidnapping for the purpose of rape.

The girl’s family reported that the victim was raped on Friday, Aug. 27, by a family member of a friend while she was staying at the friend’s house.

Investigators say the girl was intoxicated when the suspect, Hugo Enrique Barrientos-Cano, took her to another room and sexually assaulted her.

The girl’s family confronted the suspect the next day before calling police.

Barrientos-Cano met with investigators and was later arrested for rape.

Safe City and its many components came to fruition thanks to a donation of $100,000 by Target Corporation and the matching of funds by the City of Victorville. Later in 2008, Victorville Police Station launched a website, www.victorvillepd.org that allows the public easy access to information. Information such as news releases, upcoming event dates, Crime Mapping, Offender Watch, Neighborhood Watch and Crime Free Programs are all available to the public on the website.

Today, Victorville Safe City is happy to announce that 31 closed circuit television (CCTV) cameras are in place throughout the City and are up and running. Computer access has been granted to personnel at the Victorville Police Station that allows them to access to the camera’s live streaming or to check saved footage. These cameras have proven to deter crime and help solve crimes in cities that currently have cameras in place.

Safe City cameras have been placed in parks and higher crime areas as determined through the Sheriff’s Crime Analysis Unit; we hope to see a measureable down trend in crime in these areas. Should statistics show us that a new area has become problematic; the cameras can be relocated to the area of concern. The cameras are placed in such a way to catch or deter criminal activity in public areas of the city. Residential properties are not being viewed by the cameras and the public should know that their privacy is protected and will not be compromised by the cameras.
