Statement on the thirteenth Party anniversary

Seventh November every year simultaneously is the October revolution day in the international context and anniversary of the establishment of our party, Communist Party Of Bhutan (Marxist-Leninist-Maoist) in our national context. By the way, seventh November this year i.e. today is ninety-seventh October revolution day and thirteenth Party anniversary at a time. On the auspicious occasion of the anniversary of the party the central headquarters extends deepest revolutionary regards to our exploited and oppressed masses of people, well wishers and the party members who are still standing for the cause. Likewise, on the auspicious occasion of the ninety-sixth October revolution day our party extends warmest greetings to the world oppressed masses and the fraternity circle. Furthermore, the party headquarters publicizes our stance on the latest development in the circumstance as under:

1. Firstly, with reference to the 20^th plenum of our central committee the party headquarters once more clarifies that those leaders and cadremen of ours who have either opted ‘third country resettlement’ or those who have made their carrier out of anti social and unethical deeds like robbery , smuggling and so on, have already lost their membership. For this reason, party shall not be responsible for their misconducts. If in the days to come they are found to have been plotting against or spying on any forces, groups, party organizations or individuals, the party will not defend against any reactions received by them for we have no connection with such elements.

2. Secondly, it is found that some of our ex-members are responsible for the information leakage. The matters related to the privacy of the party-revolution are found to be disclosed unethically. On this regard, the party H.Q warns them not to manipulate against the party any more. The party has always respected the personal freedom of all the leaders and the rank and file. We would like to remind that our party has adopted the policy and established the value of no interference in the personal and family life of those ex-members who have left the party for their personal or family related reasons. In return, the party expects nothing but either their moral support or neutral position.

3. Finally, our party emphasizes on our notion that the Indian expansionism and Wangchuck family autocratic monarchy combine together to form a reactionary nexus of the principal enemies of Bhutan and the Bhutanese masses of people. We for this cause have strong determination to fight back against the very nexus. On the contrary, other political forces advocating for ‘democratic’ reform are still confused. They do not understand the essence of these two inseparable components of the reactionary nexus. This illusion of theirs has resulted in serious impediment. On the other hand, infiltration and treachery of the reactionary agents in every political group has resulted in great loss time and again. No sincere activist is seen conscious enough to check such an infiltration. This has been one of the greatest loopholes on the part of sincere activists of all political groups and ideologies. Thus, our great and glorious party hereby, wishes to point out an urgent necessity of the formation of an anti expansionist and anti feudalist block or a front there by consciously checking the reactionary infiltration.

The Royal Poll: Continued Vulgar Male dance Inside an Exclusion Zone

The fake democratization of

Bhutan

has spent its first five years phase. The royal regime having been able to cheat and subdue the mass aspiration has completed the second ‘periodic poll’. The glimpse of the poll campaign already manifested the continuation of royal fascism in the name of democracy. It was witnessed that the candidates were kept in tow by the monarchy and the pro-monarchy ‘election commission’. The wave of interaction carried out by the candidates among the masses reflected nothing other than Drukpa kagyukpa ruling caste chauvinism. The Nepali speaking candidates in the southern districts are compelled to present their commitments in Dzongkha. Interestingly, Kuensel, the reactionary mouth piece reports that some of the candidates could not even read out their Commitments and others faced difficulties. The masses assembled to listening to what the candidates would deliver could not understand the speeches. The Tsangla speaking people in the east too faced similar problem. Despite of being imposed exclusively Dzongkha is neither accepted nor adopted by the masses in multiplicity. People traveled from far and got nothing after they heard irritating cacophony and lethargic murmur in Dzongkha. The commitment speeches became sedative to the oppressed masses. Question arises here; how can the sleeping masses identify and choose their candidates? How can they examine the essence of the ‘democracy’? In fact the masses of many nationalities like Nepali speaking nationals and Tsangla only heard the speeches, could not listen.

Reading this circumstance, it becomes crystal clear that the royal democracy has nothing to do with the birth rights, civil rights and human rights of the masses. The despotic imposition of Dzongkha has exclusively violated the right to information and the birth rights of the masses in multiplicity to communicate in their respective mother tongue/lingua Franca. The languages other than Dzongkha are already excluded in the royal ‘democratization’ process. The fascist constitution (2007) has guaranteed no rights to the different linguistic groups and communities. Rather the privileges (national special rights) are given merely to Dzongkha. Dzongkha has incessantly been granted with the honor of the only national and official language of Bhutan since the origin of monarchy in 1907. The royal constitution has just continued this hegemony of Dzongkha. The oppressed linguistic communities are seriously excluded, marginalized and suppressed. This has resulted in the exclusion of the vast majority of the country’s population. Consequently, the socio-cultural and politico- economic advancement is seriously retarded. There is no chance and more precisely no rights to socio-cultural and economic exchange and amalgamation among different nationalities, ethnic groups and linguistic communities. The socio-cultural assimilation as defined by the ruling elites of Bhutan is nothing but Drukpaization in the name of Bhutanization* via despotic inroads. The ongoing exclusiveness of the royal democracy is the continuation of hundred years long forced assimilation. This indeed is an unscientific and despotic way of assimilation. Assimilation in reality comes along with the full fledged interaction among all the nationalities socio-culturally and politico- economically. It is the socio-cultural amalgamation in the ratio of the advancement of economic basis. Such a concept of assimilation is possible and practicable only in an inclusive political system. But Bhutan’s fake democracy is ridiculously an exclusive system. For no noteworthy change and reform is introduced ‘democracy’ here is nothing but Monarchy. Conventionally, the state power and the supreme portfolio of the state mechanism for the monarch is nothing but his private property which can and should be handed over to his son regardless of who ever may deserve. Besides, the monarchy of Bhutan is in favor merely of the king’s community (ethnic group) i.e. Drukpa/Ngalong exclusively as like other conventional Monarchies. The Wangchuck monarchy is incessantly applying conspiracy theory and despotic inroads to forcefully assimilate the oppressed communities in to Drukpa community. For the very purpose it was during the initial time of its origin the monarchy named Bhutan as ‘Druk’ (the land of Drukpa kagyukpa sect of Mahayana Buddhism exclusively) and Bhutanese people as ‘Drukpa’. This chauvinist vision is unchanged till date. It is nothing but the deliberate exclusive attempt to forcefully convert the national, cultural and religious identity of the oppressed masses in diversity. Otherwise how a country like ours could be named as ‘Druk’ (the land of Drukpa nationals) only because the first conventional king took birth in a Wangchuk family of Drukpa community that occupies a small portion of the country’s population?

The nature of Drukpa ruling caste chauvinist exclusiveness is unchanged since one hundred years back. There is no any slight reform in its essence despite of the introduction of royal ‘democratization’ in the latest period of time. Rather it is legitimized and enhanced. Restriction to the use of mother tongue/ lingua franca even during the latest poll campaign manifests the naked exclusiveness of the royal democracy.

One can easily imagine about the socio-cultural and politico-economic height of the masses of the country where the right to information even about the poll campaign and right to expression is limited and suppressed in aforementioned manner. Besides, thousands of Nepali speaking and Tsangla speaking masses are excluded from the election process via arbitrary forfeiture of citizenship, mass exodus and a number of other despotic inroads. There are so many instances of the exclusive essence of the royal democracy. Nevertheless, mainly the language issue in context of poll procedure is discussed above. Now lets have a glance over the result of the election.

The ruling party is replaced. Unlike the first election DPT representing the liberal section of the palace lost the election. PDP representing the diehard section of the palace won the election. The election brought about this time, intensified controversies than before. The losing party and the said supporters alleged foul play in the election so as to overthrow the DPT government. It seems that the foul play was deliberately gestured by the royal palace. The use of royal prerogative and politicization of royal armed forces, local government officials and NGOs merely by PDP and not by DPT manifests the discriminatory and biased essence of the palace which has been practicable even among the feudal lords and bourgeois agents. What is noteworthy here is that the election commission and the king did not stop PDP from doing so which is the direct violation of the so called constitution and the election code of conduct. Furthermore, DPT expressed ‘serious doubts’ in ballot stuffing, rationally claiming that some local representative leaders were not allowed to witness the closing of electronic voting machines. These and other grievances seen among the politicians, writers, journalists and the masses manifest the increasing contradiction among the ruling elites. It shows the enhanced ideological crisis in the state power which undoubtedly is a symptom of the inevitable revolution resulting in the collapse of the existing semi-feudal and semi-colonial structure of the Bhutanese society. But the losing party in the election cannot and will not bring about the revolution, though it seems to be victimized and ill treated this time in the royal poll. Revolution indeed demands the leadership of a revolutionary class and its political fore-runner i.e. a revolutionary party. We have seen that DPT has accepted the job of opposition after expressing menace for time being. The wrangle between DPT and PDP is only their misunderstanding and of course, the reflection of contradiction between liberal and diehard section of the palace to some extent. Jigme Y. Thinley the DPT president expected ridiculously to continue to be the ruling prime minister for the second term by eulogizing ‘gross national happiness’ (GNH) doctrine of the forth king on one hand and by establishing ‘progressive relationship’ with China on other hand. Innocently, he could not understand that ‘GNH’ and ‘progressive relationship with China’ are two hostile factors for ‘GNH’ on its own is of no meaning without India’s blessings and India prefers no progressive relationship between Bhutan and China. That is why India intervened in the election process there by stimulating Trashichodzong palace. As a result, the palace blessed its diehard section owing to which PDP won the election. The Indian intervention this time is criticized and opposed in an unprecedented way though not to a satisfactory level. The said DPT supporters and independent intellectuals, writers and journalists opposed Indian intervention and ill motive. This is the positive change in the intellectuals’ way of thinking that they are realizing that Indian expansionism is the threat to Bhutan’s sovereignty. Yes, Indian expansionism is the main external threat to Bhutan and Bhutanese people. Intellectuals and the broad masses should realize that Indian expansionism has incessantly been applying the series of plots to Sikkimize Bhutan. The mass exodus in 1990s, the fake democratization after 2007 and putting an end to the annual compensation of the lease hold land of eighteen daurs in 2007 are the latest major anti-national stances of the fascist monarchy which are undoubtedly gestured by Indian expansionism. All these are interrelated with the indifferent tendency of the palace and India towards the refugee repatriation. Besides, the defense of Bhutan is vested largely in the hands of India. Indian troops have already encamped with in Bhutan’s soil. As like in Sikkim India has weakened step by step

’s potentials to defend any external attack up on her sovereignty and territorial indivisibility. Backing the palace India plotted and stimulated the mass exodus there by disintegrating the national strength and people’s unity. The India’s hold in military forces and defense is enhanced which resembles the replay of what happened in Sikkim owing to not having an independent and sovereign military force and defense policy. As like in Sikkim India is backing the palace till date. The latest scenario shows that India is looking for the appropriate time and circumstance to come so that she could smash the palace finally and Sikkimize Bhutan completely as in the case of Sikkim. This external threat seems to be more dangerous when we clearly see that the royal palace of our country is blind devotee of Indian expansionism. When we read the series of events from very origin of the monarchy and especially from the entry of Indian troops to handing over the eighteen daurs territory to India for good there by putting an end to the annual compensation in 2007 and then from mass exodus to the introduction of fake constitution and fake democracy, we can conclude that the major internal threat to Bhutan’s sovereignty and territorial integrity is one hundred years old fascist monarchy gestured and directed by Indian expansionism. This is what the intellectuals and the broad masses of Bhutan need to realize. Our intellectuals have started realizing the Indian threat. This means they are now being conscious on national independence. Democracy and national independence are indeed two sides of a same coin. Now, if we talk about external threat to our country we should not forget to think of its internal threat. And yes, the Wangchuck family regime is the major internal threat which is gestured and directed by Indian expansionism. Without realizing this fact, Bhutanese people can neither achieve real democracy nor national independence. Therefore, it is essential to overthrow despotic monarchy along with the fake democracy to ensure protection from both internal and external threat. The latest series of events including royal poll have proved the very truth of the essentiality of revolution.

To conclude, as like the so called democracy and the first poll, the latest poll process has been an exclusion zone where the royal regime has continued the demonstration of the vulgar male dance in the name of democracy. Normally democracy and democratic poll means something that is comprehensively inclusive. But the royal regime created an exclusion zone to discard and discourage inclusiveness and to promote exclusiveness. The only positive effect of this shameful male dance is that it has created a rational circumstance for the masses to realize that ‘democracy’ with monarchy is merely a monarchy and not democracy indeed. Furthermore, masses should be conscious to recognize that royal monarchy and Indian expansionism are major enemies of Bhutan and Bhutanese masses of people.

*The term Bhutanization used here is not as same as what it means in the South Asian regional politics. It indeed refers to an exclusionist policy put forward by the forth king of Bhutan so as to forcefully assimilate the masses in diversity into Drukpa/Ngalong i.e; ruling cast. According to ‘Bhutanization’ doctrine one should be a Drukpa socio-culturally and even by his/ her dress code and language to be a Bhutanese.

Statement on the twelfth anniversary of the party

Communist Party of Bhutan (Marxist-Leninist-Maoist) has spent its twelve years. Seventh November this year is the twelfth anniversary of the party. We feel pride to extend our revolutionary greetings on this glorious occasion and on the occasion of ninety-sixth October revolution day at a time. Unfortunately the party-revolution is in a serious set back owing to a number of objective and subjective circumstances. The socio-cultural, geo- political, some practical physical and geographical complications along with the February defeat and the shameful intervention of imperialist-host country nexus in the refugee issue are the major objective reasons behind the setback. In the same way the problem of leadership and specifically lack of a practically unanimous revolutionary nucleus in the central leading body and the problem of correct action line are the main subjective reasons behind this setback.

Party is undergoing three years of rectification and strengthening campaign initiating it from the twentieth cc meeting. The campaign has come across the half of its course. Despite of several attempts of the party headquarters rectification and strengthening of the party and especially the leadership is not in progress. The planning of the campaign was unanimously passed. But the responsible leaders and cadres are being more and more indifferent towards its implementation. Pro-imperialist tendency has solely spoiled some of the activists resulting in their capitulation in front of ‘third country resettlement’. Family oriented tendency has transformed some of the activists into bourgeoisie merchants culturally. Rightist deviation has converted them in to populist demagogues. Legal movement for the sake of legal movement –this has been the motto of our populist demagogues. The legal movement as they refer is nothing but simply talking about refugee repatriation and doing nothing. They have nothing to do with the inter-relationship between legal and illegal movement and between refugee issue and state power. Eventually, they have nothing to do with the rectification and strengthening planning and even with the existence of our party-revolution. The serious disregard of party policy, decisions and the planning has resulted in the expulsion of some rightists from the party. Unfortunately this has resulted in the collapse of central committee owing to its size as mentioned in the existing party statute. This intentional disregard of unanimous decisions has proved opportunistic tendency of our populist demagogues. The collapse of central committee has thus created a danger of the collapse of the party on one hand and negation of the old and formation of the new revolutionary party on the other hand. The objective condition is not favorable for the existence of the party- organization. Therefore, a complete resurgence of the party- organization has been the need of time. On this auspicious occasion, we call for the attention our existing and ex-members to contribute in the resurgence, rectification and strengthening of our party organization. The party headquarters feels something strange situation with an opportunity to transform quantity in to quality. May the mass mandate and the need of time enable us to form a revolutionary party of a new style likely- to lead a revolutionary war.

Statement on international May Day- 2013

Mayday in the form of international worker’s day awakes every year the working class the world across. This great and glorious day has a long history. First May 1886 is the founding stone when oppressed and down trodden industrial workers initiated the renowned 8 hours working day movement in America. The sensational demonstration was finally suppressed by killing the commoners and leaders on 3^rd May 1886.

Despite of this repressive action the mass consciousness among the oppressed working people flourished in different countries. The second communist international headed by Frederic Engles addressed the convulsion and fluctuation of the very movement. The international on 20^th July 1889 decided that the first may every year would be observed as the international worker’s day from first may 1890 onwards. This tradition of observing mayday is being more and more significant every year. It has been contributing a lot in raising the cultural height and political consciousness among the workers and other oppressed masses.

Today one hundred and twenty forth international mayday is being observed world wide. We the Bhutanese are observing it with the irony of bearing the yoke of feudalism on our neck. This year this glorious day has come just at the threshold of reactionary royal poll. The feudal monarchy in the guise of royal ‘democracy’ is being more and more exclusive despite of what it declares as ‘democratization’. On the nationality and cultural question, the royal ‘democracy’ has excluded the identity of almost all the oppressed races, castes, ethnic groups, cultural and linguistic communities and nationalities. Similarly, on the class question, it has excluded all the oppressed classes from the working class to national bourgeoisie. In both nationality/cultural and class question, the fake democracy is merely upholding the interest of comprador and bureaucratic bourgeoisie. As a result the pattern of governance and its result includes merely the participation of the liberal and diehard sections of the royal palace. This proves the absence of inclusiveness in the so called democracy.

As like the political system the national labor market policy is very narrow. The local people are excluded and their employment opportunities are replaced by the Indian workers. This is mostly common in construction sector. The rise of the modern working class is limited in this and other ways. Unemployed, disguised unemployed and seasonally employed are increasing day by day. Exploitation of the labor force of children, women and men in the industries of Tashi and Singye has seriously disregarded the government’s commitments on the very issues in the international table. Besides, educated unemployed are rapidly increasing resulting in massive frustration and brain drain. Most of the Nepali speaking educated citizens are being devaluated. They are not provided with any employment facilities. The NOC system is being incessantly a barrier for their employment. Country’s defense and security mechanism is made completely exclusive by stopping recruitments from the Nepali speaking community and by expelling the personnel and militants arbitrarily. Furthermore, there is no valuation and encouragement of the peasants’ work. The agro-based products are restricted from being supplied to the proper markets because of constitutionally legalized black laws and policies like NOC (no objection certificate), route permit, red card etc. The latest ‘kasho’ (royal decree) issued by the king is nothing but the continuation of populist attempt of monarchy to fool the peasants. Unless the aforesaid black laws, constitution, governance pattern and the state mechanism is not radically changed; there is no any meaning of such ‘kasho’. The country site economy is yet a combination of tribal and semi- feudal relations. In the same way the urban areas are of name sake for there is Indian monopolistic comprador and bureaucratic relationship. These all have resulted in the dependent economic development and backwardness of the country.

The so called democracy has neither introduced any change and reform in the despotic laws nor has reviewed the country’s foreign relationship. That is why the tragic, backward and down trodden life style of the masses is as it is in relativity to the passage of time. Therefore, the royal democracy is not the democracy indeed. It is the continued feudal despotism in the guise of democracy. The real inclusive democracy always comes along with the radical change. It is essential to uproot the existing despotic regime in the democratic guise and to establish on its ruins a new inclusive democracy for the emancipation of broad masses including workers, peasants and different strata of oppressed bourgeoisie. Such a new democracy also means absence of monarchy and independence from the yoke of foreign and especially Indian expansionist hegemony. On the auspicious occasion of this 124^th international Mayday, we call for the unity of all the exploited classes, nationalities and cultural and linguistic communities under the red and radiant flag of our party. Our party upholds the peoples’ war strategy based on the workers-peasants unity. Come, let’s observe this auspicious workers’ day realizing the essentiality to take up arms for our emancipation. Comrade Mao quoted, “state power emerges from the barrel of the gun.” The inclusive democracy as mentioned above is also a political system that emerges from the barrel of the gun (out of bloodshed). As there is incessant unilateral reactionary bloodshed against the exploited masses, the peoples’ war strategy is the only measure for measure. Thus, we call for the mass attention for the preparation of protracted peoples’ war. Wake up, get up and join hands for the preparation to take up arms!

Statement on the 11th Anniversary of the Party

Respected masses,

Our Party has come across several ups and downs of about twelve years. 7th November, the 95th October revolution day, this year is the11th anniversary of the establishment of our party. On this auspicious occasion, we extend our revolutionary salute and proletarian greetings to our patriot masses.

Besides, it has become more and more the matter to be worried that the fate of Bhutan is being entrapped by the foreign intervention. As Bhutan is a semi-feudal and semi-colonial country, the question of revolution in Bhutan is certainly the question of national independence. Furthermore, Indian intervention is being intensified. Indian expansionism has already infiltrated its agents among the Bhutanese commoners and political groups. The expansionist catalysts are being deployed both in overt and covert forms. Some Bhutanese individuals and groups are following the destructive Lendup Dorji path rendering their service to the Sikkimization plot put forward by Indian expansionism. For them it seems that democracy comes along with loss of sovereignty and territorial integrity. Whereas, for us, democracy comes along with the national independence. Some Indian 'activists' have started hatching conspiracy in the name of advocating in favor of repatriation of Bhutanese refugees and rescue of Hinduism in Southern Bhutan. They indeed are Indian spies pretending to pressurize the government of India in favor of Bhutan and Bhutanese people. With their honey tongue, the heart of gall, these Indian agents in the form of human right activists are determined to hypnotize the southern Bhutanese politically so as to encroach at least six southern districts of Bhutan. As they have ridiculously passed the resolution that problems of Bhutan is the repressive policy of Bhutan upon Hinduism, they have shut their eyes to the class question, the principal problem along with other nationality questions like that of Ningmapas (Tshanglas). Reading their assessments, what becomes as clear as crystal is nothing but Indian expansionism is playing another decisive trick to fragment the Bhutanese masses and to disintegrate Bhutan. Previously the monarchy of Bhutan was made an Indian tool to evict the southern Bhutanese. Now, along with the passage of time India is attempting to hit the monarchy with the southern Bhutanese tool. Thus, the time has come for both the masses and the rulers of Bhutan to realize that Bhutan is not yet an independent country. The latest plot of Indian is not only designed to cheat the Bhutanese masses but also to put an end to the remaining authority of the Wangchuck family in Bhutan. Symptoms are being seen that the Wangchuck regime being gestured by the Indian expansionism for years is sooner or later going to be overthrown by the Indian effort. If it befalls to be so, there will not occur any positive change in favor of Bhutan and Bhutanese people. Rather, Bhutan should suffer loss of sovereignty and territorial integrity. Irony is that neither the national capitulationist monarchy of Bhutan is realizing this fact nor the political groups are being conscious and militant. At this critical juncture, we need to be consciously united and militant to rescue the sovereignty and territorial integrity of Bhutan. We call for the preparation of resistance movement against the probable Indian intervention in sovereignty and territorial integrity. We too suggest the true patriots to check the Indian infiltration in our movements.

Stop Resettlement, Turn down Local integration

It is obvious that the Bhutanese refugees in Nepal sought for repatriation to their home stead for years. Several attempts were made longing for unconditional repatriation. It was during 1996-97 that an appeal movement marching towards Bhutan via India's soil was ruthlessly suppressed by the Indian military jackboot there by mercilessly killing a layman demonstrator viz; Baburam Syangden and injuring hundreds of Bhutanese refugee commoners and representatives. The refugees furthermore, incessantly fought demanding repatriation with dignity and honor. In 2007 long march aimed at entering Bhutan via India's soil was interrupted by Indian 'security force' in Mechi Bridge at Indo-Nepal boarder in the east. The West Bengal administration killed a revolutionary student viz; Shahabahadur Siwa and charged batons, fired bullets and pushed bayonet into the feeble refugees at random. Similarly, two innocent students viz; Narapati Dhungyel and Purnabahadur Tamang were shot dead and hundreds of patriots were injured, arrested and tortured by the Nepalese army-police nexus in Beldangi camp. This series of events eventually led to suppression of the repatriation movement as the fear of persecution and torture terrorized the refugee commoners bitterly. The Beldangi incident was a shameful interruption of Jhapa administration and the then government of Nepal against the general sentiment of the refugees of the very period of time. Obviously being aimed at stopping the refugees joining the long march in Mechi Bridge, the Jhapa administration manifested the fascist and inhuman essence of the Nepalese democratic republic.

The aforesaid series of events including Mechi Bridge struggle and Beldangi struggle was the manifestation of patriotic and militant tendency of Bhutanese refugees. It indeed was an ample proof of the pro-repatriation tendency of the refugees turning down the proposed third country resettlement. Notwithstanding, the western imperialist intervention in refugee issue in pretext of humanitarian way out to the refugee imbroglio i.e. resettlement deliberately fabricated and fragmented the refugees. This in turn misled the refugees and their movement and diverted towards the regressive opposite direction. The resettlement option is undoubtedly guided by the imperialist conspiracy theory and reactionary principle of divide and rule. The aforesaid inhuman killings and suppression are a part of the reactionary conspiracy with the aim to enslave the refugees in the bourgeoisie labor market. This white terrorism imposed by the host country Nepal played a vile negative role that changed the general sentiment of the refugees and made pro-resettlement with in a short period of time. Besides, the personnel of UNHCR , IOM and other imperialist catalysts from in and out side the refugee community waged psychological war of terror, temptation and threat against the pro-repatriation general sentiment of the refugees. Such a two fold policy, particularly wild police terrorism of the host country Nepal on one hand and the psychological war waged by the imperialist elements on the other hand, fragmented, diverted and dispersed Bhutanese refugees. Eventually the repatriation movement is suppressed. The patriots are demoralized and most of them are transformed distortedly into pessimists and self centered. The royal despotism and the depopulation policy of Bhutan is rewarded and encouraged. A fact finding team was formed just after the Beldangi firing incident including some refugees and some local figures of the refugee affected area. It was said that the investigation report would soon be publicized by the then home ministry of Nepal. Furthermore, it was said that the casualties would be compensated accordingly. Nevertheless, the report is kept secret till date. Neither the offenders including the killers are punished nor are the casualties compensated. Besides, the just demands of the patriots are not taken into account, rather they are being humiliated. This indeed has been a real jest of the Nepalese ruling elites upon the fate of victimized Bhutanese refugees. Nepal has thus betrayed the Bhutanese refugees, herself becoming a transit point of human trafficking and serving thereby the imperialist labor policy and market.

Besides, some elements are exercising the 'local integration' of the refugees in the host country Nepal in its simplest form. The so called '...... Community networking ' is under preliminary exercise. This is another and the decisive repressive move against repatriation movement.

The refugee imbroglio is an adjunct issue. It is a small portion of the political problem of Bhutan. It comes along with the question of class antagonism, nationality, territorial indivisibility, sovereignty, democracy, human rights and civil rights. The movement of political change is the principal factor and along with it comes repatriation movement. As the cause of the refugee issue itself is political problem, it is the only political measure that can resolve the problem indeed. The ongoing resettlement and local integration in preliminary exercise in pretext of humanitarian resolution discourage and discard the political change in Bhutan. Rather, such measures encourage the despotism and depopulation policy of Bhutan.

The host country Nepal, western and especially the US imperialism and imperialist agents from in and out side the refugee camps are equally responsible to divert the patriotic psychology of the Bhutanese refugees through emotional black mailing. Now, it is as clear as crystal that the ongoing resettlement is being carried out only with the effort of two fold policy, particularly wild police suppression in one hand and psychological war against patriotic sentiment in other hand. At this critical juncture, the rightful realization and resolution is too late to be taken into account. The only alternative left to address the problem in rightful manner is to stop the ongoing resettlement and turn down local integration and take firm position in favor of repatriation with dignity and honor.

Though it is already late, the host country Nepal should realize that the ongoing resettlement of Bhutanese refugees is a form of human trafficking with the diplomatic and more precisely fraudulent and fabricated cover of showcased humanitarian resolution. Yet, Nepal has ample responsibility and potentiality to at least stop the ongoing resettlement and turn down the local integration. Therefore, it appears to be a moral question for Nepal to stop holding share in this black market human trafficking. Otherwise, no one can remove the gloomy stigma in Nepal's face through out the history of man kind. Now, very little time is left to realize that nothing is as shameful as the imperialist intervention in the Bhutanese refugee issue being approved by the host country Nepal.

Resettlement : Durable solution or protracted crisis?

It is four years of resettlement program brought and imposed by the nexus of world reactionaries and imperialism in the name of resolving refugee imbroglio on humanitarian ground, which is being pernicious snare on the necks of refugees. Actually, in this article I want to workout a question, what is resettlement program? This is a general question arose among the Bhutanese refugee masses.

Actually, Bhutanese crisis is a political issue which should be resolved politically. But it is diverted other way round. A number of bilateral talks between Bhutan and Nepal were held in the background. Those talks were wrong principally and practically because there were no any involvement of Bhutanese people, (refugee representatives) which was essential. The problem is of autocratic government of Bhutan and exploited and justice loving Bhutanese masses. That is why third party was not allowed to enter in the arena except intermediation for negotiation. But how dare Nepal entered and took sole responsibility of Bhutanese problem? This is a mysterious event took place in the history of Bhutanese Diaspora. Taking this as a background, world imperialism took advantage over ongoing issue of exploited Bhutanese masses. The imperialist intervention, what they called third country resettlement, particularly is to exploit the Bhutanese masses depriving them from their all sorts of rights, including the right to return.

When our party CPB (MLM) was declared in 2003 hoisting the flag of proletariat class in the country, there was great convulsion not only within the fascist Wangchuck monarchy but among regional expansionism and world imperialism, particularly, Indian expansionism and American imperialism. Then after, our party accelerated its activities among exploited, justice loving and pro-democratic masses within the country and outside. Semi-feudal and semi-colonial autocratic system of Bhutan plotted out a vile conspiracy to swindle the world in the broad daylight introducing a dramatic move to enthrone the next king before the completion of the tenure of Jigme Singay Wangchuk. Though, main actor was altered but essence of state mechanism did not change. This annoyed the masses as to raise the voice against of anarchism and despotism. Again, to extend the life span of royal family regime promptly he declared so called democracy in the country. But this democratization excluded a part of exploited and justice loving masses, who have been victims of exodus and passing the important days of their lives as refugees in different places of India and Eastern Nepal. Not only this, the declaration of so called democratization created great differences and more vividly divided the masses into pro-democracy and pro-monarchy. This polarization of people slowly came on surface in different forms of protest against the viper Wangchhuck regime. Outside the country the influence was expanded to refugee masses which created situation for vigorous protest against fascist Wangchuck Monarchy.

This in fact was understood by the reactionary government as well as by world reactionaries. The fact what they understood was that the refugee masses were comparatively more conscious politically and could helm masses in democratic movement. Domestic reactionary and foreign reactionaries, especially Indian expansionism, world imperialism and the ruling elites of Nepal made a nexus to suppress and demoralize the repatriation movement and sentiment of Bhutanese refugees thereby discouraging any forms of Bhutanese movement for change in state power in Bhutan. Taking it into account, they imposed third country resettlement as durable solution, closing two options viz; repatriation and host country integration.

The masses eager to return their own homestead protested against the so called durable solution imposed by reactionaries through UNHCR and comprador IOM. They did not accept it. But this general sentiment of Bhutanese refugees is being mercilessly crushed by repressive jack boot of Jhapa administration or government of Nepal and by imperialist psychological war. Two refugee students were shot dead by Nepalese mercenaries in the direction of world imperialism in 2007 during the resistance against the third country resettlement. In the same year Indian mercenaries shot dead one of the revolutionary youth in Indo-Nepal border, Mechi Bridge during 'Long March'. This is how reactionaries suppressed uttermost eagerness of Bhutanese masses to return their homeland and implemented resettlement forcibly.

Ultimately, Indian expansionism, world imperialism and Nepalese reactionary government supported the agenda of autocratic monarchy of Bhutan in essence for a bread piece interest. These reactionaries are arguing that resettlement program is brought on the humanitarian ground. Is it true? Is it a humanitarian way out or a human trafficking to make thousands of people stateless, to enslave them forcibly? Is it likely to quote it as 'volunteer' when the mass demonstration demanding repatriation is suppressed inhumanly and the so called resettlement is being imposed via psychological war and wild police terrorism plotted by Nepalese 'Hanumans'? Undoubtedly, this is an exploitation, suppression and atrocity to revolutionary masses.

At this critical juncture, world should know that the Bhutanese imbroglio can not be resolved until the political change occurs in Bhutan through peoples' effort. This is a key question; the reactionaries frightened, trembled and are trying to prolong the life span of state power in Bhutan more by dismantling the Bhutanese refugee camps. Besides, the refugee masses have been a cheep source of labour for the imperialist labour market. Obviously, this offer came in the interest of reactionaries to paralyze any forms of democratic movement and especially, communist movement in Bhutan.

In addition to this the so called local integration in the host country Nepal is another decisive attack upon the repatriation movement, communist movement of Bhutan and so on.

The New Communist Wave: An Urgent Necessity

The communist revolution is the only prime rose path to emancipate the mankind transforming it to the classless and stateless society i.e. communism. Communism is the only alternative to the existing exploitation based class society. Today's revolution is and should be guided by the most scientific world outlook Marxism-Leninism-Maoism.

Karl Marx and F. Engels published the communist manifesto in 1848 AD. This encouraged and stimulated the working peoples' struggle the world across. Furthermore, Marx formulated the dialectical and historical materialism as the most scientific principle of social revolution. Having got the directive of Marxism the then working class of Paris, France overthrew the bourgeoisie state power and established the first ever proletariat state power i.e. Paris Commune in 1871 AD. The commune became an example of revolutionary society. It did all possible to put an end to all forms of exploitation from the society. Unlike almost all other changes and reforms, the commune emancipated the working masses from the bourgeoisie chains of exploitation and suppression in reality. Despite of being ephemeral with its very short life span of seventy-two days, the commune had on one hand refuted all forms of fake changes and reforms and had started the far reaching 'communist wave' on the other hand. This is what we communists quote as the first wave of internationalist communist movement.

Communist movement is an international process. Generally it is more internationalist than nationalist. Despite of the collapse of Paris Commune the communist wave could not be subdued, rather it was raised to the newer height. The communist party led valorous armed insurrection in Russia resulted in the success of the October socialist revolution thereby establishing proletarian dictatorship (state power) in 1917 AD. This proved the practicality of Marxism. Being stimulated by the October revolution the communist wave intensified. Great Lenin not only led the October revolution and socialist construction of Russia but also directed the world revolution towards the great forward leap. Along with the success of Russian revolution the imperialist day dream to loot the world via the World War I became a house of card. The proletariats of other oppressed countries started following the revolutionary path directed by the October revolution. World War II furthermore went in vain on the part of imperialists along with the success of protracted peoples' war in China in 1949 AD. The success of Chinese revolution intensified the internationalist wave of communist movement. The proletariats of a number of countries of East Europe, West Europe, Asia, Africa and Latin America followed the path of revolution.

Besides, a counter pole i.e. socialist camp was established to fight imperialism and all forms of reaction. Scientific socialism thus emerged as an alternative to the cannibal capitalist-imperialist system. The exploited masses including the working class exercise their rights and freedom full fledged in the countries of socialist camp. The gap between the workers and the masters and among different classes and strata of people was made narrow. One sixth of the globe in total was liberated from the yoke of capitalism, imperialism and all forms of reaction. Nevertheless, irony on the part of revolution is that the aforementioned first communist wave could not be sustained, developed and transformed into world wide communism rather it came to an end. Bourgeoisie and imperialist infiltration and mistakes, shortcomings and limitations within the communist parties and states resulted in the world wide counter revolution one after another. Counter revolution mainly in Russia and China and the collapsed of socialist camp has been a matter of great suffering on the exploited masses of the world. Imperialists have announced 'the end of communism' and 'the end of the history'

Despite of the world wide counter revolution and imperialist repressive policy against communist movement, communism has not come to an end as claimed by imperialists. The contradictions within every capitalist society and within imperialist world system are becoming deeper and deeper. Generally the contradiction between the production relation and the force of production in every society is creating economic and ideological crisis in the society in such a way that revolution is becoming more and more essential. Contradiction between labour and capital and especially between imperialism and oppressed people and their countries is becoming sharper and sharper every year.

The imperialist world system has been creating a vehement scale of products just in pursuit of profit through inhuman exploitation of the broad masses of the world. In doing so, this system is producing large, broad and world wide force of production, products etc which are being out of question to be handled by the narrow bourgeoisie and imperialist relation. The production relation based on privatization and corporate system is solely controversial with the existing globalized force of production. Due to the availability of cheap raw materials in the backward and comparatively backward countries the imperialists are compelled to hover around the world looking for maximum profit. The multi national company is exercising this sort of world wide mode of production which indeed is not in favour of capitalist world order rather it is creating apparatus and mechanism likely to be setup for the construction of communism. Great teachers viz; Marx, Engels, Lenin and Mao had forecasted that the bourgeoisie would dig its own gravesites by creating the apparatus and mechanism enough to run communist society. This excellent forecast is being a matter of reality along with ever increasing economic and ideological crisis in the imperialist order. The economic depression emerged since the very beginning of the 21st century is engulfing the imperialist world. Unemployment, impoverishment and mass fury is becoming more common even in the imperialist countries. The mass fury - may it be the spontaneous occupy 'Wall street' demonstration in New York or demonstrations and agitations in different cities of the UK, Australia and France etc are the real symptoms of the mass discontent even within the imperialist countries. The different classes and strata of masses of the world are slowly realizing that the capitalist-imperialist system is not only impoverishing and looting the masses of the world but also unable to resolve the problems of the masses and the ongoing crisis. Furthermore, they are realizing that the imperialists are not only looting and suppressing the backward countries and their masses but also looting and suppressing the masses of the imperialist countries. The oppressed classes from working class to especially middle class masses of the imperialist countries are becoming more and more conscious. They are realizing that the corporate capitalist-imperial system is the major cause of unemployment and impoverishment of the broad masses.

Besides, imperialism is attempting to compensate the deficit by imposing unjust war upon the oppressed nations and people. Nevertheless, the deficit and economic crisis is becoming more chronic as result of every war. American imperialism is even overthrowing its own agents in the oppressed countries forcibly via war. This is one of the examples of the ideological crisis of bourgeoisie and imperialism. The imperialist war hysteria and the US sponsored internal sabotages have terrorized the entire middle east. The US imperialism is applying the policy of either infiltrate, create havoc or impose direct unjust war. The anti despotic mass sentiment of different countries and especially of the Middle East diverted and misused by the imperialism.

Despite of imperialist global hegemony, the communist movement is also in existence. The Maoist parties of a number of countries have been making several attempts to defend, sustain and develop class struggle and peoples' war. In the latest period of time Maoist parties are emerged even in the imperialist countries like France, Canada etc. In general communist movement is becoming a challenge to the capitalist-imperialist world system once again. Although the world revolution is in defensive, it has radiant future provided that the common internationalist endeavor and initiative is taken thoroughly. What we lack is a strong, active, functional and vibrant international communist platform and a new style initiative individually by every communist (Maoist) party in the respective countries. The absence of such an authentic and actional center is felt as one of the major problems of the international communist movement. We have seen that the middle east series of events, anti corporate demonstration in the imperialist countries and the problems of the communist movement and class struggles of different countries including that of South Asia are not seriously addressed and steered in the latest period of time. It would have been better if the Maoists could have taken the initiative to interfere politically in the middle east, South Asia and the anti corporate issues in the imperialist countries in a joint and centralized manner.

The aforementioned crises in the imperialist order and the problems of international communist movement are demanding a new communist wave. The vacuum created in the international communist movement soon after the end of the first communist wave has been existing for long. Now, it is the time to fill the vacuum by creating the second wave of communist movement. Let the backward, retarded and immature revolution like that of Bhutan, Bangladesh, Philippines etc get a proper guide, moral, ideological, practical international fraternal solidarity, support and a real proletarian internationalist center to steer the revolution. Let the revolutions which have already advanced to some extend become more advanced and responsible to fulfill their internationalist duty.

To conclude, the contradictions within the bourgeoisie and imperialist world system have been chronic deadly diseases to kill the system itself. The mechanism and apparatus built up by the imperialist are contradictory to capitalism and imperialism rather they are matching with the world scientific communism. As a result, mass fury has become common world wide. This is the symptom of the end of the capitalism and imperialism. Nevertheless, despite of being ruined the world system does not come to an end without a bold blow of revolution. Conscious initiative should be taken by the revolutionaries to create a new (second) wave of internationalist communist movement. This wave only can overthrow the capitalist-imperialist system and thus emancipate the mankind by transforming the world into communism. Thus, the second wave of internationalist proletarian revolution is today's urgent necessity. For this, initiating, advancing and completing revolution in different individual countries and building up of an international center for steering the world revolution are equally essential.

Statement on some Urgent affairs

The 20th plenary meeting of central committee is held from 11th to 12th April 2012. Two separate documents- organizational report and party strengthening and rectification resolution produced by General Secretary is unanimously passed by the meeting. The meeting has decided as under with the objective of making the party strong, disciplined, militant and the real proletarian fore runner.

(I) Party Organization strengthening and rectification campaign is decided to be launched initiating it from meeting.

(II) N. P. Kafley (Prahar) the Ex-polit-bureau member of our party being demoted to regional bureau member by 18th CC meeting three year back is expelled from his portfolio and his ordinary membership. The party has taken this action for it is proved that Mr. Kafley has been indulged in anti-social activities and fabricated seriously against the party policy and Nationality withstanding designed private relationship with national and foreign intelligence network fraudulently been covert even within the party. He is expelled from the party as per article 39 of the existing statute of our party. In the same way, Nabin Prabhat, one of the central committee members of our party is expelled from his portfolio withstanding on only his ordinary membership as per the same article of the party statute.

(III) The meeting has determined clear policy further more on the ongoing resettlement and local integration of Bhutanese refugee in the host country. The refutation programs carried out by the party defining the resettlement and integration as the reactionary conspiracy illmotively aim that suppressing the just movements of Bhutanese masses including repatriation movement of refugees minimum parliamentarian democratic movement and the communist movement is approved by the meeting. Political decision is taken to do away with the membership of the party members opting resettlement and local integration said to be imposed in the days to come.

(IV) Resolution is passed that the party shall participate in the ongoing debate on the latest series of events in the International communist movement with new position.

Respected masses, we take our privilege to declare our party's conception that the Bhutanese masses must be allowed to take their pride and to ensure their independent role and mass order in any forms of movement- be them armed or peaceful movements. We appeal the masses, parties, organizations and the all the related aspects to be conscious on time on the probable danger in national indivisibility and nationality as result of the ongoing or probable chauvinist, caste, race or ethnic based separatist activities gestured by the foreign power centers and any alien elements.

Comrades,

On the occasion of this South Asian Conference of CCOMPOSA, we would like to report in the nutshell, the sentiment of essence of inner struggle and class struggle carried out by our party. In doing so our attempt is to refute both exaggeration and devaluation that has been prevailing from the very beginning.

The debate between different representative tendencies in our party started just after its foundation in 7th Nov. 2001. Flashback from here, our founding central office led by Com. Vikalpa has been incessantly exaggerating the subjective and objective situation. Party was declared on 22nd April 2003 with so many exaggerated propagandas creating there by an imbalance in propaganda and strength accumulation. Com. Vikalpa unnecessarily exaggerated the synthesis of fusion of protracted Peoples' War and armed struggle put forward by our fraternal party of Nepal, quoting it to be the "age long synthesis of our party" in an appeal published while declaring party. By the way, it is not only that the credit of the synthesis goes not to our party but to the fraternal party of Nepal but the synthesis indeed has been an issue of study and investigation in relativity to Bhutan. In totality, founding leadership in practice gave up the essence of party organization and grasped only the form of it. Revolutionary comrades of founding body criticized the then deviations but leading tendency that fought against Vikalpa's headquarters was fallen prey to some shortcomings and to some extent to anarchism in inner struggle. Besides, party faced an impediment in ideological synthesis. These all in turn resulted in a historical retardation. Com. Vikranta is missing since 2004, who always opposed Vikalpa's tendency in the party. The first National Conference held in 2006 resolved organizational impediments and thus party works were accelerated.

Nevertheless, working style of leadership was not transformed. Especially the so called first planning of Peoples' War imposed by Com. Vikalpa resulted in an intensive inner struggle. The planning has given up the peculiarities of Bhutan and Bhutanese revolution and especially the essence of the stage of the initiation of Peoples' War in Bhutan. Besides, it is wholly copied from that of Nepal regardless of place and time factors. We sought to do away with the planning for the main tactics expressed there was an explicit expression of Vikalpa's mechanical approach to the problem of war and revolution. Instead of correcting his dogmatic ideas Com. Vikalpa counter criticized and idealized his shortcomings and faults. He urged that only the universal aspects have been adopted from the first planning of Nepalese Peoples' War. But this feeble logic could not and can not conceal the fact that the imposed planning is wholly copied from that of Nepal and the main tactics is mechanically imitated by him. We then, thoroughly criticized dogmato-revisionist line producing a written proposal on military tactics. Instead of handling the inner struggle in healthy manner, Com. Vikalpa erupted violently against the revolutionaries thereby producing a counter proposal. We warned that it would be an eclectic and an adventurist attempt to imitate the revolution from other countries blindly and that would result in the liquidation after all.

Com. Vikalpa counter attacked quoting our proposal on military tactics as 'the main source of the problem'. He applied conspiracy theory and disregarded norms, values and laws of inner struggle. He even exercised factionalism trying to form petty nose-based clique. He also launched a non cooperation campaign deliberately to cause hindrances in team mobilization and thus to declare field commanders failed. Vikalpa's headquarters became not only useless in commanding, monitoring (he never monitored the fields) and coordinating the teams mobilized in Bhutan but also became hostile and non-cooperating. Thus, it was the need of the circumstance to mobilize, coordinate and to monitor cadre men and working fields in our own creative approach rather than expecting the impossible from the then GS.

In between, Com. Sagar produced a proposal. He refuted Com. Vikalpa's urge, demanded to do away with the dogmatic line and to establish a proletarian headquarters. Com. Nabin Prabhat also produced a written proposal thereby demanding for the resignation of Com. Vikalpa from the post of GS. We also demanded for the forum circulation and a comprehensive extended meeting. But instead of hearing and addressing such democratic demands he suppressed such voices.

In 14th CC meeting he proposed to take action to demote the then field commanders Com. Sagar and Com. Vikram. He declared the demotion of Com. Sagar to district committee member as well as his transfer and Com. Vikram not to remain his ordinary membership even though the aforesaid comrades were not in the meeting but in the fields along with two other CCMs. Besides, five of the then CCMs wrote a note of descent on the arbitrary action. Com. Vikalpa also declared a mission to encircle and capture Com. Sagar and Com. Vikram some how using long range fire arms. Meanwhile, a fake party viz; CPB (Maoist) happened to be declared threatening to take physical action to the aforesaid field commanders quoting thereby our major contradictions with Vikalpa as their reason to justify their attempts. At this juncture, we were compelled to form an authentic, eager and responsible parallel leadership. Thus, keeping the record of limitations, shortcomings and faults of ours too in the history, our party divided into two formally on 20th Dec. 2007. After the split we concluded that subjective aspect is not ready enough to wage Peoples' War at present and then declared a tactics of armed class struggle. We initiated it from western command interfering the then reactionary poll. But in contrary, Com. Vikalpa declared the initiation of Peoples' War with two boomerang blasts thereby killing Com. Srijan (Chitiz) and seriously injuring Com. Nikash (Khandu). We warned just then that such left sectarian adventurism would lead certainly to liquidation.

In February 2008 we too faced a reactionary encirclement and arrest of our eleven militants and a number of civilians, while Vikalpa's 'mission to drag the teams back to Nepal' was developed into the mysterious relationship with an Indian intelligence sponsored clique viz; United Revolutionary Front of Bhutan (URFB). Latest, our party is also facing the challenge of liquidationism. This right-wing deviation now has been the main impediment in the path of Bhutanese revolution.

Till date, Vikalpa urges that aforesaid resolution on military tactics put forward by Com. Vikram is the main source of the problems of party and revolution. In contrary, we have incessantly been advocating that the wholly copied planning and the dogmatic party line of Vikalpa itself is the source of all sorts of problems of party and revolution. We don't turn down the possible unity with Com. Vikalpa and other comrades but the unity will be conditional. There are so many possibilities in defending, applying and developing MLM in Bhutanese revolution. We can go ahead jointly but the dogmatic ideas should be corrected, liquidation should be discouraged and all forms of reformism should be opposed. Besides, application of conspiracy theory, practice of all forms of Zionism (racism and communal thoughts) in inner struggle and irresponsibility in cases like where abouts of Com. Vikranta, should be criticize and self criticized thoroughly and then should be responsible towards finding the facts. We are also ready to criticize ourselves in some cases like the hasty declaration of party revolt and so on. Intensive debate furthermore, will uncover so many limitations, faults and shortcomings of both the parties. Therefore, with no any compromise in ideology and principle, we are incessantly looking forward to resurgence the organization and revolution in Bhutan. Due to the unequal development, the possibility of Peoples' War initiation from any possible area always remains objectively.

Respected exploited masses,

The age old Wangchuck family monarchy has continued its fascist feudalistic regime despite of incessant voice raised by the people for the democratic change. The Tashichochodzong palace has accumulated the assets exploiting the oppressed masses only for its family's luxury and not for the progress, development and prosperity of Bhutanese people. The oppressed masses in class, national, regional, religious and cultural multiplicity have contributed a lot in building up of the nation and its infrastructures. The masses have built up the basis and superstructure but the family autocratic regime has concentrated all most all the assets and the capital with in the palace and thus, the masses are being poor and backward socio-economically, culturally and politically. The series of events have proved that Wangchuck family is the only cause of retardation in development and progress.

Being incorporated the feudalistic policy of 'Divide and rule' the fascist regime has sustained its existence creating havoc and split among the democratic forces and masses. The ruin monarchy being criticized world wide has eventually given the window dressing of what is called 'Democratization' via the dramatic reactionary election. It's obvious that the royal democratization is only the hypocritical fabrication imposed to continue feudalistic despotism and to captivate the exploited masses in the dungeon of medieval darkness. The oppressed masses have raised the voice for several times seeking for the democratic change in the state power. Nevertheless, the fascist Wangchuck regime suppressed the demands of change branding people extremists, anti-national and so on. Suppression of the peaceful demonstration in 1990, the mass eviction then after, the anti people census prior to the demonstration and the so-called democratization imposed dramatically these days are some major examples that prove that the mere peaceful movement is not enough to overthrow despotism. The civil rights and fundamental human rights along with the sovereignty vested in the hand of people can only be achieved by capturing forcefully the state power and not merely seeking for such in a peaceful manner.

Thus, at this juncture our great and glorious party CPB (MLM) is much more serious in the final preparation of violent revolution via people's war in favour of Bhutan and Bhutanese masses in national, regional, religious, linguistic, cultural and class multiplicity. The party appeals the exploited Bhutanese people to unite in favour of great and historical people's war irrespective of class, nationality, culture, religion and color.

Dear Merchants, Traders, Industrialists and all professionals.

CPB (MLM) is the only party to safeguard and to guarantee the professional rights of every exploited professional. Party is well aware of the fact that the Wangchuck monarchy has been exploiting severely the exploited masses from proletariates to the national bourgeoisie only has been representing the comprador and bureaucratic class. This in turn has caused retardation in building up of the national capital. The proletariates, petty bourgeoisie, middle class capitalists and national capitalists are always fallen prey to the discrimination, prejudices, exploitation and suppression imposed by the monarchy.

The emancipation of every exploited mass is possible only by overthrowing the monarchy and then by capturing the state power from the firm hold of comprador and bureaucratic class. For the emancipation of the exploited classes our party has got the comprehensive vision to restructure the state mechanism thereby building up an inclusive democratic republican Bhutan. The goal can be achieved only through bloody revolution i.e. people's war. Thus, we appeal all the exploited professionals and class to support the just revolution launched by our party.

Dear brothers and sisters serving in Army, body guard and Police forces

To take up arms is the demand of time and the people. We are compelled to take arms against Wangchuck regime in favour of oppressed people occupying more than 95% of the total population of Bhutan. Whereas the Royal Bhutan Army, Royal Bhutan Bodyguard, Royal Bhutan Police are organized only to safeguard the interest of mere 5% of comprador and bureaucratic class. The Wangchuck regime is deliberately misleading the military and police forces against the interest of the people. Although, it is obvious that the people's voice raised several times in the history are suppressed by the fascist jackboot of royal military forces, our party has got a wider concept that the Armies, Bodyguard and Policemen are not the enemies of people but the state power misleading them is the No. 1 enemy of Bhutan and Bhutanese people. Standing on this point we have determined that the target of our action is only the reactionary state mechanism and the different bodies representing comprador and bureaucratic classes.

Thus, we appeal our fellow citizens serving in Army, Guard and Police forces to support the just revolution led by our party so as to avoid any misfortune of encounter with our fighting squads. We request for your revolt against the state power and serve the glorious revolution for the emancipation of 95% oppressed masses.

Down With Royal 'Democratization'!

It is obvious that the despotic unitary centralized monarchy of Bhutan having continued the national capitulationist and repressive regime since a hundred years back during the latest course of time has plotted a false and an illusive drama of so called 'democratization'. This is done only with the ill motive to continue its ruined family autocratic rule. Similarly, if we look at the history of Bhutan generally ever since the rise if the Drukpa Kagyukpa Mahayana Buddhist Chauvinism represented by the monarchy and mainly from the late 1940s to this date, we can find so many facts of inhuman suppression of peoples' upheavals that have been raised time and again by means of vicious circle of ruthless killings, loot, rape, arsoning, torture, mass eviction and all forms of state terrorism, thereby captivating the country and the masses in the 16th century (Medieval) darkness. In this context, the so called ongoing 'exercise of democratization' which is deliberately and illmotively discarding and vacillating the leader party of the democratic movement of 1990, different party-organizations in exile, the change and justice seeking exiled masses and even the party like 'BPUP' a newly formed party representing the national bourgeoisie, cannot be considered as justifiable in any sense. The peoples' traitor monarchy that evicted the masses in 1990s via discriminatory amendment of citizenship act in 1985 and an anti people census in 1988, now again has replicated its depopulation policy initiating the another phase of eviction process as above 80 thousands citizens are made deprived of their right to adult franchise via another anti people census in 2007. The monarchy in fact is only giving window dressing of 'democracy' to the masses and to the external world so as to prolong its life span.

The royal constitution has legitimated the so called 'Drig-Lam-Namza' - a back law based on traditionalist conservative 'discipline' of the ruling nationality and the policy of 'Tsa Wa Sum', meaning three elements viz country, king and government which compulsorily are to be eulogized and idealized unnecessarily. The feudal nationalist and communal policy of 'one nation one people' and 'one nation one vision' is also made legal through the constitution. Furthermore, it is obvious that the royal democratization is nearly legalization of a hundred years old lawless system as it has continued the despotic back laws like route permit, CO (Certificate of Origin), NOC (No Objection Certificate) etc legalizing them through the constitution. The royal constitution is thus, only a documentation of such. The Wangchuck family autocratic regime now has been successful in imposing fake democracy via dramatic election forcefully by arresting, terrorizing and captivating innocent citizens into dungeon thereby suppressing and avoiding any voice of protest. Besides, the national and international reactionaries have intensified suppression and conspiracy even in the Bhutanese refugee camps in Nepal so as to guarantee the longer existence of the despotic feudalism in Bhutan by disintegrating, dispersing and vacillating the refugees - the most organized, conscious and militant section of Bhutanese masses comparatively. The reactionary forces in this context seem to be conscious on the reality that they can impose exploitation and oppression upon Bhutan and Bhutanese masses only if the radical change is avoided in Bhutan. It is for the aforementioned reason that American imperialism, world imperialism and Nepalese ruling class - a bastard of imperialism in favor of despotic feudalism in Bhutan are jointly practicing a double standard oppression, particularly psychological war of terror and temptation on one hand and ruthless military suppression on other hand so as to impel the refugees fall prey to the back market human trafficking in the pretext of third country resettlement. In doing so, they are clapping their hands to support and to extend their fraternal solidarity to the 'tandav' - a naked male dance of royal Bhutanese democratization. The bayonet of human trafficking as such, pushed into by the Nepalese ruling elites and their 'Hanumans' (local administrators and mercenaries) deliberately targeted upon their Bhutanese Gorkha brothers (including other nationals) at this hazardous juncture will remain in the history as a stigma in mankind. In addition to this, there has been a conspiratorial understanding to ceil the borders at the bordering district level of Nepal-Bhutan-India.

Oh, reactionaries the world over, how so ever you all fabricate human trafficking intensifying suppression and conspiracy, how so ever you support and extend your solidarity to the legalized despotism of Bhutan that has fooled the masses just by applying the formulae of lawless despotism and claiming democracy, the Bhutanese masses will certainly open door of radical change through their just war against the age long reactionary unjust war. The justice loving masses all over the world necessarily should oppose the ongoing jest upon the fate and future of Bhutanese masses both pretext of royal democratization and the third country resettlement of Bhutanese refugees. To conclude, as the role of internal aspect is the principal factor in every developmental and evolution process, the Bhutanese masses should revolt despotic inroads of fascist king - the royal democratization and resettlement. Come, lets unite and rally behind the phrase - down with royal democratization!

A Message from Bhutanese Communist Movement

We hereby, would like to express in nutshell the sentiment of Bhutanese revolution so as to refute both exaggeration and devaluation and seek for the justifiable understanding of reality. As obviously known that Bhutanese revolution has not come a long way, comparatively we are fallen behind in the international and regional perspective. Besides, Bhutanese revolution is facing a historical set back these days. To know the cause of this historical phenomenon one should deeply study the subjective and objective circumstances that are responsible for the cause. The consequence of deeply rooted opportunism having usurped the then headquarter of our party resulting in split in one hand and the imperialist interference in the name of so called third country resettlement of Bhutanese refugees being approved by the ruling elites of Nepal in other hand came to be regressive unexpectedly. The split came to be inevitable because the headquarters of Vikalpa was fallen prey to Hoxaite-dogmato revisionism which could not be transformed rather became hostile despite of our healthy approaches of inner struggle. Opportunism came on surface when Vikalpa produced ‘the plan of People’s War’ which was wholly copied from that of Nepalese people’s war with out a slight change. The main tactics expressed in the plan is mechanically imitated thereby neglecting the peculiarities of the stage of People’s War initiation in Bhutan. The peculiar fact that the Bhutanese masses are at a time in and outside the country and refugees are comparatively more militant and organized then those who are inside the country was not taken into account by Vikalpa. The plan of mobilization of volunteer detachments was also mechanically imitated from that of Nepal.

The main tendency of Vikalpa in context of team mobilization is in one hand to deny the acceptance and documentation of essentiality to mobilize readymade team from outside as the peculiarity of the stage of initiation of revolution in Bhutan and in other hand to mobilize team from outside itself in wrong manner and thus to spoil the field. This seems as absurd as his urge to imitate from Nepalese people’s war, the way of producing cadremen in capital city and mobilizing them in country sides before the initiation of people’s war which is impossible in context of Bhutan. The plan as a whole was inapplicable as it was out of question to implement the main tactics expressed thereby. We criticized thoroughly and sought to do away with the plan. We explicitly refuted Vikalpa’s analysis of circumstances as eclecticism. We said that it would be an adventurist attempt to implement the plan. Nevertheless, the dogmatic idea of Vikalpa was not corrected rather became hostile and intolerant in inner struggle. Menace, craze idealization of faults and shortcomings and conspiracy became his motto in inner struggle. Besides, Vikalpa exercised faction in the party and put forward a condition of dissolving and reconstituting the then Polit Bureau (PB) to do away the plan. After the reconstitution of PB he started a non co-operation campaign deliberately to make the team mobilization fail. Despite of the non co-operation campaign and Vikalpa’s hostility we were successful to mobilize two detachments of volunteer fighters in Bhutan. Then after, Vikalpa initiated a so called ‘mission’ to drag back the teams of volunteer detachments to Nepal. He obviously expressed his reactionary and counter revolutionary views in fourteen meeting in his proposal to penalize comrade Vikram and comrade Sagar firstly and to encircle the detachment and capture comrade Vikram secondly. This ‘mission’ could not be transformed despite of our efforts. Thus we were compelled to establish a parallel headquarters to coordinate and to command especially the volunteer detachments inside the country. The fifteen meeting of central committee (with the majority of CCMs) concluded to revolt against the Vikalpa clique establishing thereby an authentic, eager and responsible authority to co-operate with the volunteer detachments mobilized in Bhutan. The meeting documented the main characteristics of Vikalpa’s Hoxaite-dogmato-revisionism as under.
Imitation of other revolutions regardless of place factor and time factor.
Idealization of faults and shortcomings as Hoxa did regarding that of Stalin and comintern
To give up the essence of party-organization and to grasp merely the form of it.

Matters of Investigation:
1. February defeat:
After the historical split in our party we realized from the field to review the tactics and thus initiated armed rural class struggle bombarding at the electronic voting machines of reactionary government in the western command. Just then, both of our detachments each in middle command and eastern command respectively were encircled and suppressed by the reactionary troops resulting in the February defeat. As Vikalpa clique was ambitious to encircle and suppress our detachments, the February defeat that we faced is mysterious. We can not claim with material proof weather or not some destructive elements has been infiltrate in our new party to do job in the February defeat

Therefore, we are in one hand looking for something probably hidden to find out if there is an interrelationship between the ‘Vikalpa mission’ and the February defeat and even to find out if there is any infiltrated agent in our new party.

2. Boomerang Bomb Blast:

After we faced February defeat, two central members of Vikalpa clique fell prey to two separate boomerang bomb blasts on June 4, 2008 in the name of initiation of People’s War as declared by Vikalpa. One of them is Indra Bahadur Ghaley (Com. Srijan whom they called Chitiz) who was killed and another one is Chandra Bahadur Rai (Com. Nikash whom they called Khandu) was severely injured and then apprehended by the reactionary troops. This we think is a mysterious incident to be boomerang at a time in two separate places.

3. On the allegation of Focoism:
Vikalpa has been branding us Focoist baselessly with the mere reference to our proposal/resolution of 12th meeting. The resolution had put forward basically the demand of following changes in the main military tactics.

1. Mobilization of ready made militants from outside to initiate People’s War firstly with the force of
‘revolutionary foco or Maoist foco’.
2. Transformation of Youth Organization in YCL concept.

Inspite of the term ‘Foco’ we had not given up the strategy of protracted people’s war encircling countryside and then the urban areas; rather we have been emphasizing and incorporating it till date. The resolution has clearly mentioned the strategy of protracted people’s war. ‘Foco’ (not focoism as branded by Vikalpa clique) is not the essence of the resolution but on the contrary, the Maoist strategy of protracted people’s war is the essence indeed.

4. Threat of physical action:
As we declared the party revolt, a fake party viz, Communist Party of Bhutan (Maoist) came into existence trying to fish in murky waters. The party which was never been in existence in the past declared a threat to take action physically up on the two PBMs of our party quoting their real names. It still has been mysterious as who had done it, but while going through their statements; it seems to be done by the counter-revolutionary agents infiltrated in the communist circle.

Finally, we call for the moral support of our regional and international fraternity circle in our protest against the domestic feudalism, Indian expansionist intervention, imperialist intervention latest in the form of third country resettlement of Bhutanese refugees and boarder encroaching policy of Chinese revisionism. Although, refugee problem is an adjunct issue in general, it has been the ground reality that because of the various intricacies, refugee community needs to play a vital role tactically and only tactically to initiate the armed revolution in Bhutan. This is what we have quoted to be one of the major peculiarities of the stage of People’s War initiation in Bhutan. This reality will do the job until the circumstance changes. That is why the reactionaries are hyperventilating to disperse and deviate the refugee community deliberately to extend the life of fascist Wangchuck monarchy of Bhutan. The ongoing resettlement of refugees has not only been one of the most burning issues, but also has been the decisive impediment in our revolution. Therefore, we request the fraternity circle to pressurize to stop the imperialist intervention in the name of so called durable solution i.e. third country resettlement.
