										<content:encoded><![CDATA[<p class="isSelectedEnd"><strong>Chandigarh:</strong> A controversy over the proposed construction of a temple inside a residential complex in Zirakpur has snowballed into a major legal and community dispute, with the Punjab and Haryana High Court stepping in and directing authorities to inspect the site and submit reports.</p>
<p class="isSelectedEnd">The dispute pertains to Maya Garden City, a prominent residential society in Zirakpur, where a section of residents has objected to the construction of a temple allegedly being raised in a common parking and recreational area without obtaining the mandatory approvals from competent authorities.</p>
<p class="isSelectedEnd">The issue has sharply divided residents and sparked intense debate within the housing society, with allegations of procedural violations, misuse of common areas and internal politics coming to the fore.</p>
<h5>Residents challenge construction</h5>
<p class="isSelectedEnd">The opposition to the proposed religious structure is being led by several residents, including Bhupender Singh, Ramit Narwal, Nagender Verma, Rahul Kamboj, Vikas Baweja and Ravinder Kaushal, who contend that the construction is illegal and violates the rights of residents who jointly own and use the common facilities within the township.</p>
<p class="isSelectedEnd">According to the complainants, the proposed temple is being built near Tower G-5 and an adjoining yoga park on land earmarked as a common area and parking space for residents.</p>
<p class="isSelectedEnd">The residents have alleged that neither the developer nor the Residential Welfare Association (RWA) possesses the necessary permissions, sanctioned building plans or statutory approvals required for such a construction.</p>
<h5>Petition filed in High Court</h5>
<p class="isSelectedEnd">The legal challenge has been initiated by Bhupender Singh, a resident of Flat No. 903, Tower G-5, who approached the Punjab and Haryana High Court through a civil writ petition (CWP No. 15346 of 2026).</p>
<p class="isSelectedEnd">The petition names the State of Punjab, Municipal Council Zirakpur, Greater Mohali Area Development Authority (GMADA) and the Residential Welfare Association of Maya Garden City as respondents.</p>
<p class="isSelectedEnd">In his plea, the petitioner has alleged that the construction violates multiple statutory provisions, including:</p>
<ul data-spread="false">
<li>Punjab Apartment and Property Regulation Act (PAPRA)</li>
<li>Real Estate (Regulation and Development) Act, 2016 (RERA)</li>
<li>Municipal laws and building regulations</li>
<li>Approved layout and zoning norms governing common areas</li>
</ul>
<p class="isSelectedEnd">The petitioner has further argued that common spaces within a residential society cannot be converted into religious or commercial structures without due approval and consent of all stakeholders.</p>
<h5>Authorities accused of inaction</h5>
<p class="isSelectedEnd">The petition also alleges administrative inaction despite repeated representations.</p>
<p class="isSelectedEnd">According to court records, the petitioner had served a legal notice on the Estate Officer of the Municipal Council, Zirakpur, on March 23, 2026, seeking immediate intervention and demolition of the alleged unauthorised construction.</p>
<p class="isSelectedEnd">However, no action was reportedly initiated by the concerned authorities, prompting the petitioner to seek judicial intervention.</p>
<h5>High Court orders inspection</h5>
<p class="isSelectedEnd">Taking cognisance of the matter, a Division Bench comprising Justice Suvir Sehgal and Justice Vikas Suri issued a notice of motion on May 18, 2026.</p>
<p class="isSelectedEnd">The court directed the official respondents, including local civic and planning authorities, to conduct a site inspection of the disputed location and place their findings on record through affidavits before the next hearing.</p>
<p class="isSelectedEnd">The matter is now listed for further consideration on July 7, 2026.</p>
<p class="isSelectedEnd">In a subsequent hearing on miscellaneous applications filed in the same case, the High Court, on May 25, issued additional notices to the concerned parties and fixed May 29 for further proceedings.</p>
<h5>Leaked audio triggers fresh controversy</h5>
<p class="isSelectedEnd">Meanwhile, the dispute has taken a political turn within the society after an alleged audio clip involving Gurjeet Singh Sidhu, president of the Residential Welfare Association, surfaced on social media.</p>
<p class="isSelectedEnd">The purported recording, which has gone viral among residents, allegedly suggests a contradiction between Sidhu&#8217;s public and private positions regarding the temple project.</p>
<p class="isSelectedEnd">According to residents opposing the construction, the audio indicates that while the RWA president publicly supports the temple proposal, he privately harbours reservations about it and views the issue through the prism of internal electoral politics within the society.</p>
<p class="isSelectedEnd">Some residents claim the temple issue is being used to consolidate support among specific voter groups ahead of future RWA elections.</p>
<p class="isSelectedEnd">However, no independent verification of the audio clip&#8217;s authenticity has been made, and no official response from Sidhu was immediately available.</p>
<h5>Society divided</h5>
<p class="isSelectedEnd">The controversy has exposed deep divisions within the residential complex.</p>
<p class="isSelectedEnd">Supporters of the temple argue that the structure would serve the spiritual needs of residents and strengthen community bonding.</p>
<p class="isSelectedEnd">Opponents, however, maintain that the issue is not about religion but about legality, urban planning norms and protection of common facilities meant for all residents.</p>
<p class="isSelectedEnd">They argue that allowing construction in designated parking and common-use areas could set a dangerous precedent and lead to further encroachments.</p>
<h5>July hearing likely to be crucial.</h5>
<p class="isSelectedEnd">With the High Court now seized of the matter and official inspections underway, the future of the proposed temple will likely depend on the findings submitted by municipal and planning authorities.</p>
<p class="isSelectedEnd">The July 7 hearing is expected to be crucial in determining whether the construction can continue or whether corrective action, including demolition, may be ordered if violations are established. 										<content:encoded><![CDATA[<p class="isSelectedEnd"><strong>New Delhi: </strong> In a significant reform aimed at restoring confidence in India&#8217;s largest medical entrance examination, the National Testing Agency (NTA) on Friday informed the Supreme Court that the National Eligibility-cum-Entrance Test (NEET-UG) will be conducted in a Computer-Based Test (CBT) mode from the next examination cycle, replacing the traditional pen-and-paper format.</p>
<p class="isSelectedEnd">The announcement comes in the wake of the NEET-UG 2026 paper leak controversy, which led to the unprecedented cancellation of the May 3 examination and triggered nationwide outrage among students, parents, and education experts.</p>
<p class="isSelectedEnd">The NTA submitted before a Bench of Justices P.S. Narasimha and Alok Aradhe, which is hearing a batch of petitions concerning the paper leak, examination irregularities and demands for structural reforms in the country&#8217;s examination system.</p>
<h5>High-Level Committee recommends major overhaul.</h5>
<p class="isSelectedEnd">In an affidavit filed before the apex court, the NTA said a High-Level Committee of Experts (HLCE), constituted to review examination processes and security mechanisms, had recommended a complete transition of NEET-UG from the current Pen-and-Paper Test (PPT) mode to a Computer-Based Test (CBT) format.</p>
<p class="isSelectedEnd">The committee has also proposed introducing a multi-session, multi-stage testing mechanism to strengthen examination integrity further and reduce the risk of leaks or malpractice.</p>
<p class="isSelectedEnd">&#8220;The High-Level Committee of Experts has specifically recommended the transition of NEET (UG) from PPT to CBT mode along with the introduction of multi-session and multi-stage testing,&#8221; the NTA said in its affidavit.</p>
<p class="isSelectedEnd">According to the agency, the recommendations have been accepted in principle, and the transition will be implemented after consultations with the Union Ministry of Health and Family Welfare, the nodal ministry for the NEET examination, and the National Medical Commission (NMC).</p>
<h5>NEET was the last major NTA exam still conducted offline</h5>
<p class="isSelectedEnd">The NTA informed the court that NEET-UG was the only major national-level entrance examination under its jurisdiction still conducted in pen-and-paper mode.</p>
<p class="isSelectedEnd">Other major examinations, including engineering, management and recruitment tests conducted by the agency, have already shifted to digital platforms over the years.</p>
<p class="isSelectedEnd">The agency explained that NEET continued in offline mode largely because of the examination framework prescribed by the Ministry of Health and Family Welfare and the National Medical Commission.</p>
<p class="isSelectedEnd">With the proposed transition, all major examinations conducted by the NTA will now be brought under a unified computer-based testing framework.</p>
<h5>Reform follows historic cancellation.</h5>
<p class="isSelectedEnd">The decision assumes significance because it follows one of the biggest examination controversies in recent years.</p>
<p class="isSelectedEnd">NEET-UG 2026, conducted on May 3 across 551 Indian cities and 14 overseas centres for nearly 23 lakh candidates, was cancelled after investigative agencies uncovered evidence suggesting that portions of the question paper had been leaked before the examination.</p>
<p class="isSelectedEnd">Subsequent investigations by the Rajasthan Special Operations Group (SOG) and the Central Bureau of Investigation (CBI) led to the registration of multiple cases and the arrest of several individuals across several states.</p>
<p class="isSelectedEnd">The controversy sparked widespread criticism of the examination system and renewed concerns regarding the security of high-stakes entrance tests.</p>
<h5>CBT mode expected to enhance security</h5>
<p class="isSelectedEnd">Education experts believe the transition to a computer-based examination will significantly strengthen security mechanisms.</p>
<p class="isSelectedEnd">Under the CBT model:</p>
<ul data-spread="false">
<li>Question papers can be encrypted digitally.</li>
<li>Different candidates can receive different question sets.</li>
<li>Real-time monitoring becomes easier.</li>
<li>Risks associated with the physical transportation and storage of question papers are eliminated.</li>
<li>Data analytics can help identify suspicious patterns instantly.</li>
</ul>
<p class="isSelectedEnd">Experts also point out that conducting examinations in multiple sessions could reduce logistical challenges associated with organising a single-day examination for more than 20 lakh candidates.</p>
<h5>Supreme Court hearing reform-related petitions.</h5>
<p class="isSelectedEnd">The affidavit was filed pursuant to an earlier Supreme Court order seeking details regarding reforms proposed by the NTA following the paper leak controversy.</p>
<p class="isSelectedEnd">The court is currently hearing several petitions, including demands for:</p>

<li>Comprehensive restructuring of the NTA.</li>
<li>Creation of an independent and autonomous examination authority.</li>
<li>Stronger accountability mechanisms.</li>
<li>Enhanced examination security protocols.</li>

<p class="isSelectedEnd">Petitioners have argued that recurring paper leaks and examination scandals have eroded public confidence in India&#8217;s competitive examination system and require structural intervention.</p>
<h5>Relief for future aspirants, challenges remain.</h5>
<p class="isSelectedEnd">While the move towards a computer-based examination is being viewed as a major step toward modernising the country&#8217;s testing ecosystem, experts caution that the transition will require substantial infrastructure upgrades, particularly in rural and semi-urban areas.</p>
<p class="isSelectedEnd">Ensuring adequate computer centres, reliable internet connectivity, trained staff and uniform testing conditions across the country will remain critical challenges.</p>

With counting largely completed by Friday evening, AAP had won 925 wards and was leading in several others, leaving the Congress, Shiromani Akali Dal (SAD) and Bharatiya Janata Party (BJP) trailing far behind.</p>
<p class="isSelectedEnd">The elections were held for eight Municipal Corporations, 75 Municipal Councils, and 19 Nagar Panchayats across the state, with more than 21 lakh voters exercising their franchise. The fate of 7,554 candidates was decided in what is being viewed as the final major electoral test before the upcoming Assembly polls.</p>
<p class="isSelectedEnd">By 7.30 pm, results for 1,908 wards had been declared. AAP emerged as the clear frontrunner with 925 victories, while Congress managed 372 seats. Independent candidates secured 248 wards, outperforming SAD, which won 189 seats. BJP finished with 167 wards, while BSP opened its account with seven victories.</p>

<p class="isSelectedEnd">The scale of AAP&#8217;s victory triggered celebrations across Punjab. Party workers distributed sweets, danced to the beats of dhols and hailed the verdict as an endorsement of Chief Minister Bhagwant Mann&#8217;s government.</p>
<p class="isSelectedEnd">Senior AAP leader Manish Sisodia described the results as a decisive rejection of what he termed the BJP&#8217;s &#8220;ED politics&#8221;.</p>
<p class="isSelectedEnd">&#8220;People of Punjab have replied to the ED party. The politics of intimidation and central agencies will not work in Punjab. The people have once again reposed faith in Arvind Kejriwal and Bhagwant Mann,&#8221; Sisodia said, claiming that as many as 1,142 BJP candidates had forfeited their security deposits.</p>
<h5>AAP dominates the Chief Minister&#8217;s stronghold</h5>
<p class="isSelectedEnd">One of the most emphatic victories came from Chief Minister Bhagwant Mann&#8217;s Assembly constituency of Dhuri, where AAP won 20 of the 21 wards, underlining the party&#8217;s continued popularity in the Chief Minister&#8217;s home turf.</p>
<h5>Mohali emerges as an AAP fortress.</h5>
<p class="isSelectedEnd">The politically crucial Mohali Municipal Corporation also tilted heavily in favour of the ruling party. Out of 42 declared wards, AAP secured 24 seats, Congress won 9, while BJP, SAD, and Independents won 3 seats each.</p>
<p class="isSelectedEnd">Although AAP fell just two seats short of a simple majority in the 50-member corporation, it emerged as the single largest party and is expected to retain control of the civic body.</p>
<p class="isSelectedEnd">One of the most dramatic contests was witnessed in Ward No. 47, where AAP candidate Parminder Kaur won by a solitary vote.</p>
<p class="isSelectedEnd">In another high-profile contest, former Health Minister Balbir Singh Sidhu&#8217;s son Kanwarbir Singh Ruby suffered a surprise defeat at the hands of Independent candidate Paramjit Singh Kahlon from Ward No. 10.</p>
<p class="isSelectedEnd">The race for the Mayor&#8217;s post is expected to centre around AAP leaders Sunny Singh Ahluwalia and Sarabjeet Singh Samana, son of Mohali MLA Kulwant Singh.</p>
<h5>AAP sweeps Zirakpur-Dera Bassi-Lalru belt</h5>
<p class="isSelectedEnd">AAP delivered another strong performance in the rapidly expanding Zirakpur-Dera Bassi urban belt.</p>
<p class="isSelectedEnd">In Zirakpur Municipal Council, AAP won 12 seats, followed by BJP with 4, Congress with 3, SAD with 2, and 1 Independent.</p>
<p class="isSelectedEnd">In Lalru Municipal Council, AAP secured 11 wards, while Congress managed two seats and BJP, SAD and Independents won one each. The result was particularly significant as it pushed SAD, traditionally influential in the region under former MLA NK Sharma, to the political margins.</p>
<h5>BJP shines in Nayagaon, Fazilka</h5>
<p class="isSelectedEnd">While AAP dominated most urban centres, BJP managed notable successes in select pockets.</p>
<p class="isSelectedEnd">In Nayagaon Municipal Council, the BJP won a commanding 16 wards, leaving AAP and Congress with just one seat each and Independents with three. Ward No. 6 witnessed one of the closest contests, with BJP&#8217;s Surinder Kumar winning by only 10 votes.</p>
<p class="isSelectedEnd">In Fazilka Municipal Council, BJP emerged as the single largest party with 11 seats in the 25-member body. Congress secured nine seats, while AAP won five. SAD failed to open its account, resulting in a hung municipal council.</p>
<h5>Patiala district strongly backs AAP.</h5>
<p class="isSelectedEnd">The ruling party also performed exceptionally well in the Patiala district.</p>
<p class="isSelectedEnd">In the Patran Municipal Council, AAP secured a clear majority, winning 10 of the 17 seats.</p>
<p class="isSelectedEnd">In Samana, the party won 13 of 21 wards, comfortably crossing the majority mark.</p>
<p class="isSelectedEnd">In Nabha, AAP emerged as the largest party with 11 seats in the 23-member council, falling just one short of a majority.</p>
<h5>Mixed results in Ropar district</h5>
<p class="isSelectedEnd">The picture in the Ropar district was more varied.</p>
<p class="isSelectedEnd">AAP won a majority in the Ropar Municipal Council by securing 12 of the 21 wards.</p>
<p class="isSelectedEnd">In the Anandpur Sahib Municipal Council, the party registered a landslide victory by winning 11 of the 13 wards.</p>
<p class="isSelectedEnd">However, Congress retained its traditional strength in Chamkaur Sahib and Morinda. Chamkaur Sahib saw Congress win seven wards to AAP&#8217;s three, while Congress secured 10 wards in Morinda. Former Chief Minister Charanjit Singh Channi&#8217;s influence was evident in these results.</p>
<p class="isSelectedEnd">Nangal Municipal Council produced a hung house, with Congress winning eight wards, AAP seven, BJP three and one Independent candidate emerging victorious. Minor clashes between Congress and AAP workers were reported outside the counting centre.</p>
<h5>Majitha, Doraha and other councils favour AAP.</h5>

										<content:encoded><![CDATA[<p data-start="106" data-end="558"><strong data-start="106" data-end="129">Chandigarh:</strong> Early trends from the counting of votes for Punjab&#8217;s urban local body elections indicate a strong performance by the ruling Aam Aadmi Party (AAP), which has surged ahead in several municipal corporations, municipal councils and nagar panchayats across the state. The counting process began on Friday morning amid tight security arrangements, with the fate of 7,554 candidates being decided.</p>
<p data-start="560" data-end="950">The elections, held on Tuesday, saw over 21.38 lakh voters cast their ballots to elect representatives to eight municipal corporations, 75 municipal councils, and 19 nagar panchayats. With the Assembly elections only a few months away, the civic polls are being viewed as a crucial political indicator for all major parties.</p>
<h5 data-section-id="1whiliy" data-start="952" data-end="993">AAP gains momentum in several regions</h5>
<p data-start="995" data-end="1328">Initial trends in counting suggest that the ruling AAP has established an early advantage in multiple urban centres. In Mohali, the party was leading in six wards during the first two rounds of counting, signalling a promising start in one of the state&#8217;s most politically significant urban centres.</p>
<p data-start="1330" data-end="1593">In Fazilka district&#8217;s Arniwala Nagar Panchayat, AAP secured six of the first nine declared wards, while the Shiromani Akali Dal (SAD) won three seats. Both the Congress and the BJP failed to open their accounts in the local body.</p>
<p data-start="1595" data-end="1903">AAP also dominated the Municipal Council elections in Rayya, Amritsar district, winning 11 of the 12 wards declared, leaving the Congress with just one seat. Out of 53 wards, AAP and Congress were tied with 13 seats each, while SAD and BJP had secured 11 seats each. Independents won five wards, making Moga one of the most competitive civic contests in the state.</p>

										<content:encoded><![CDATA[<p class="isSelectedEnd"><strong>CHANDIGARH:</strong> Marking the fourth death anniversary of late Punjabi singer Sidhu Moose Wala, whose real name was Shubhdeep Singh Sidhu, his father Balkaur Singh on Thursday levelled serious allegations against the Punjab Police and state administration, claiming that despite the passage of years, the masterminds behind his son’s murder continue to remain beyond the reach of law.</p>
<p class="isSelectedEnd">Speaking emotionally before large gatherings in Mansa, Balkaur Singh said the family was still waiting for “real justice” nearly four years after the singer was assassinated in broad daylight on May 29, 2022.</p>
<h5>‘Masterminds still protected’</h5>
<p class="isSelectedEnd">Addressing supporters and fans who had assembled to pay tribute to the slain singer, Balkaur Singh expressed deep frustration over what he described as the slow and selective pace of the investigation.</p>
<p class="isSelectedEnd">He alleged that while local shooters and known gangster figures had been arrested or identified, the larger political and financial conspiracy behind the murder was allegedly being deliberately shielded.</p>
<p class="isSelectedEnd">“I am the father who lost his only son, yet instead of getting answers, I am the one being targeted and continuously harassed by administrative procedures. We have provided proofs, we have made rounds of police offices, but the system is working to weaken our case,” he alleged.</p>
<p class="isSelectedEnd">Balkaur Singh claimed that despite repeated appeals and submission of evidence to authorities, the family had not received satisfactory answers regarding the broader conspiracy allegedly linked to the killing.</p>
<h5>Tensions with authorities continue</h5>
<p class="isSelectedEnd">His remarks come amid ongoing friction between the Moose Wala family and local authorities over several issues connected to the singer’s legacy and financial affairs.</p>
<p class="isSelectedEnd">Recently, Balkaur Singh and supporters had staged protests outside the office of the Senior Superintendent of Police in Mansa over alleged unauthorised exploitation of Sidhu Moose Wala’s unreleased songs and disputes related to undistributed company revenues.</p>
<p class="isSelectedEnd">The family has repeatedly accused authorities and certain individuals of failing to adequately protect Moose Wala’s artistic and commercial legacy after his death.</p>

<p class="isSelectedEnd">Observers viewed his comments as a sign of increasing public pressure on the state government over the handling of the high-profile murder investigation.</p>
<h5>Thousands gather in Mansa, Moosa village</h5>
<p class="isSelectedEnd">Security arrangements remained tight across Mansa district and Moosa village as thousands of fans, supporters and well-wishers gathered to commemorate the singer’s death anniversary.</p>
<p class="isSelectedEnd">The gathering effectively transformed into a large public rally demanding justice for the late artist, whose popularity has continued to grow even after his death.</p>
<p class="isSelectedEnd">Supporters carrying photographs, banners and posters of Moose Wala raised slogans demanding strict punishment for all those involved in the murder conspiracy.</p>

										<content:encoded><![CDATA[<p class="isSelectedEnd"><strong>CHANDIGARH:</strong> Claiming a steady improvement in the law-and-order situation in Haryana over the last several years, Director General of Police Ajay Singhal on Tuesday said the state had witnessed a continuous decline in overall crime, property offences and crimes against women and vulnerable communities.</p>
<p class="isSelectedEnd">Addressing a press conference at the Police Headquarters in Panchkula, the DGP said crime rates in Haryana declined by 0.7 per cent in 2023, 13.3 per cent in 2024 and by another 5.8 per cent so far in 2025. He added that the state had recorded a 9.8 per cent decline in crime during the last four months alone.</p>
<p class="isSelectedEnd">According to Singhal, property crimes, crimes against women and offences against Scheduled Castes and Other Backwards Classes had each reduced by around 5 to 7 per cent compared to previous years, which he described as evidence of “sustained and effective enforcement” by Haryana Police.</p>
<h5>Dedicated Anti-Terrorist Squad to be Effective June Onward</h5>
<p class="isSelectedEnd">The DGP announced that the Haryana government, under the leadership of Chief Minister Nayab Singh Saini, was establishing a dedicated Anti-Terrorist Squad (ATS) to tackle terror-related threats and organised criminal activity more effectively.</p>
<p class="isSelectedEnd">Special ATS police stations will be established in Panchkula and Gurugram for the investigation of terrorism-related cases, and the squad will be effective from June onward.</p>
<p class="isSelectedEnd">The ATS will be headed by an Inspector General of Police and supported by two to three Superintendents of Police responsible for administration, coordination and investigations. The squad will function in accordance with guidelines issued by the Ministry of Home Affairs.</p>
<p class="isSelectedEnd">Singhal said the specialised unit would be equipped with advanced technology and specially trained personnel and would become operational shortly.</p>
<h5>‘Abhedya’ app helping curb extortion calls.</h5>
<p class="isSelectedEnd">Highlighting measures against organised crime and cyber fraud, the DGP said Haryana Police’s mobile application “Abhedya” had received an encouraging response from the public.</p>
<p class="isSelectedEnd">The application was developed to counter extortion calls originating from foreign numbers and to strengthen cybercrime prevention.</p>
<p class="isSelectedEnd">According to Singhal, the app has already been downloaded by more than 1,000 users and has significantly enhanced citizens’ sense of security.</p>
<p class="isSelectedEnd">He further disclosed that the Special Task Force (STF) of Haryana Police had secured the deportation of 20 notorious criminals operating from abroad, thereby weakening gangster networks and reducing overseas extortion threats.</p>
<p class="isSelectedEnd">The DGP also appealed to media organisations to avoid glorifying gangsters through excessive coverage, photographs and repeated mention of their names on television, print and social media platforms.</p>
<h5>Haryana tops the country in PIT-NDPS action.</h5>
<p class="isSelectedEnd">Speaking on the state’s anti-drug campaign “Nasha Mukt Haryana”, Singhal described drug trafficking as a serious social threat and reiterated the police department’s commitment to dismantling narcotics networks.</p>
<p class="isSelectedEnd">He said dedicated anti-drug teams and a separate police force had been deployed to crack down on narcotics trafficking.</p>
<p class="isSelectedEnd">Under the “Uday Haryana” initiative, Chief Minister Nayab Singh Saini will personally conduct awareness campaigns across districts to motivate youth and the public to stay away from drugs.</p>
<p class="isSelectedEnd">The DGP also revealed that investigations had found the involvement of certain medical store operators in the illegal drug trade, and strict action had been initiated against them.</p>
<p class="isSelectedEnd">Importantly, Haryana has taken action against 150 repeat offenders under the PIT-NDPS Act, placing the state at the top position nationally in action under the law.</p>
<h5>Rs 750 crore approved for police modernisation</h5>
<p class="isSelectedEnd">Singhal announced that the Haryana government had approved Rs 750 crore over the next two years to modernise police infrastructure and strengthen technological capabilities under the Haryana Vision 2030 and 2047 framework.</p>
<p class="isSelectedEnd">The funds will be utilised for:</p>
<ul data-spread="false">
<li>Modernisation of police infrastructure</li>
<li>Capacity building</li>
<li>Technology upgrades</li>
<li>Improved facilities for police personnel</li>
</ul>
<h5>Welfare measures for police personnel</h5>
<p class="isSelectedEnd">The DGP said Haryana Police was also focusing on the physical and mental well-being of its personnel and their families.</p>
<p class="isSelectedEnd">Among the welfare measures announced were:</p>
<ul data-spread="false">
<li>Free health check-ups for personnel aged 35 years and above</li>
<li>Electrolytes and essential support for officers deployed at checkpoints during the summer</li>
<li>Exemption from checkpoint duty for personnel aged above 45 years</li>
</ul>
<p class="isSelectedEnd">Singhal stressed that maintaining the mental health of police personnel was equally important to ensure efficient and positive policing.</p>
<h5>Haryana ranked 14th after NCRB data analysis.</h5>
<p class="isSelectedEnd">Referring to the latest National Crime Records Bureau (NCRB) crime data for 2024, Singhal claimed Haryana’s crime ranking was being misunderstood because several categories recorded in the state were not uniformly registered across India.</p>
<p class="isSelectedEnd">He pointed out that Haryana aggressively registers cases related to:</p>
<ul data-spread="false">
<li>Electricity theft</li>
<li>Missing persons</li>
<li>Elopement cases</li>
</ul>
<p class="isSelectedEnd">while many states either register fewer such FIRs or categorise them differently.</p>
<p class="isSelectedEnd">According to NCRB 2024 data:</p>
<ul data-spread="false">
<li>Haryana registered 41,532 electricity theft cases, ranking second nationally</li>
<li>Haryana registered 16,020 missing person cases, ranking first in the country</li>
<li>Haryana also showed a very high number of cancelled FIRs — 25,707 — reflecting what the DGP termed “free registration of cases”</li>
</ul>
<p class="isSelectedEnd">Singhal argued that after excluding such categories and cancelling FIRs, Haryana’s actual crime ranking improved significantly from fourth to 14th nationally.</p>
<p class="isSelectedEnd">He explained the recalculated ranking as follows:</p>
<ul data-spread="false">
<li>Excluding electricity theft cases: ranking improves from 4th to 9th</li>
<li>Excluding missing persons cases as well: ranking improves to 10th</li>
<li>Accounting for cancelled FIRs: ranking improves further to 14th</li>
</ul>

										<content:encoded><![CDATA[<p class="isSelectedEnd"><strong>CHANDIGARH:</strong> A Special Court of the Central Bureau of Investigation in Chandigarh has declined to issue directions for immediate day-to-day trial proceedings in the corruption case involving suspended Harcharan Singh Bhullar and his associate Kirshanu Sharda, observing that such relief was “not practical” at the present stage of the proceedings.</p>
<p class="isSelectedEnd">The Special Judge disposed of an application filed by the CBI under Section 4 of the Prevention of Corruption Act, 1988, seeking the expeditious commencement and day-to-day hearing of the trial.</p>
<h5>The court says day-to-day proceedings are impractical at the present stage</h5>
<p class="isSelectedEnd">In its order, the court observed that proceedings in the matter were already being regulated carefully to avoid unnecessary delay because the accused were in custody.</p>
<p class="isSelectedEnd">“A perusal of the file suggests that the court has been regulating the proceedings to avoid delay in view of the fact that the accused are in custody by fixing the tight schedule, but to insist upon a day-to-day schedule at this stage by the prosecution is impracticable,” the court observed.</p>
<p class="isSelectedEnd">The judge further clarified that the provisions under Section 4 of the Prevention of Corruption Act primarily relate to the conduct of the trial after cognisance and particularly after the commencement of evidence.</p>
<p class="isSelectedEnd">“Formal directions for day-to-day trial, if any, may be given after framing of charge and at the commencement of the prosecution’s evidence,” the order stated.</p>
<p class="isSelectedEnd">The court ultimately concluded that the relief sought in the CBI application could not be granted in practice at this stage.</p>
<h5>CBI cites High Court and Supreme Court observations</h5>
<p class="isSelectedEnd">In its plea, the CBI submitted that it had completed the investigation in the case and filed a chargesheet on December 3, 2025.</p>
<p class="isSelectedEnd">The agency stated that the court had subsequently taken cognisance of the offences by an order dated March 13, 2026.</p>
<p class="isSelectedEnd">The CBI further relied upon earlier observations made by the Punjab and Haryana High Court while rejecting Bhullar’s bail plea.</p>
<p class="isSelectedEnd">The High Court had observed that the case was still at a nascent stage and that crucial witnesses — including the complainant and shadow witness — were yet to be examined. The court had also expressed apprehension that the accused could influence witnesses if released on bail.</p>
<p class="isSelectedEnd">The agency also referred to the Supreme Court of India&#8217;s order dated April 10, 2026, by which Bhullar’s bail application was dismissed.</p>
<p class="isSelectedEnd">However, the Supreme Court had observed that if the trial did not commence within two months, the accused would be at liberty to approach the High Court again for appropriate relief.</p>
<p class="isSelectedEnd">According to the CBI, these judicial observations underscored the necessity for expeditious commencement and progression of the trial.</p>
<h5>Defence opposes plea, calls it an attempt to prolong custody</h5>
<p class="isSelectedEnd">Senior Advocate Sartej Singh Narula, along with Advocate SPS Bhullar, appearing on behalf of accused Harcharan Singh Bhullar, opposed the CBI’s application.</p>
<p class="isSelectedEnd">The defence argued that the plea was frivolous and effectively amounted to an attempt by the investigating agency to secure the accused&#8217;s prolonged and indefinite incarceration.</p>
<p class="isSelectedEnd">After hearing arguments from both sides, the court dismissed the application while reiterating that day-to-day trial directions were not practical at this stage.</p>
<h5>Case relates to an alleged Rs 5 lakh bribe demand</h5>
<p class="isSelectedEnd">The CBI registered the corruption case on October 16, 2025, based on a complaint filed by Akash Batta on October 11, 2025.</p>
<p class="isSelectedEnd">According to the agency, both accused were allegedly caught while demanding and accepting a bribe of Rs 5 lakh.</p>
<p class="isSelectedEnd">The case had created significant attention within Punjab’s law enforcement circles because Bhullar was serving as a senior police officer at the time of the allegations.</p>
<h5>Trial proceedings to continue</h5>
<p class="isSelectedEnd">With the court declining the request for immediate day-to-day hearings, the case will continue according to the existing schedule fixed by the Special Court.</p>
<p class="isSelectedEnd">However, the Supreme Court&#8217;s observations on the commencement of trial are likely to remain significant in future bail proceedings if delays persist.</p>

										<content:encoded><![CDATA[<p class="isSelectedEnd"><strong>CHANDIGARH:</strong> The Enforcement Directorate (ED) on Tuesday conducted extensive search operations across multiple locations in Punjab and Chandigarh in connection with an alleged money laundering and real estate fraud case linked to M/s Chandigarh Royale City Promoters Pvt Ltd (CRCPL) and the Royale Estate Group.</p>
<p class="isSelectedEnd">The raids were carried out under provisions of the Prevention of Money Laundering Act (PMLA) at premises connected with the company, its directors, associates and related entities.</p>
<h5>Raids conducted in Chandigarh, Zirakpur and Punjab</h5>
<p class="isSelectedEnd">According to officials, the ED conducted simultaneous searches at the Royale Estate Group’s head office located on the Chandigarh-Delhi Highway in Zirakpur as well as at several residential and commercial premises linked to company directors and associates in Chandigarh and other parts of Punjab.</p>
<p class="isSelectedEnd">The action forms part of a broader investigation into alleged financial irregularities, diversion of project funds and non-payment of statutory dues connected to a residential colony project being developed by CRCPL at Karala village in Mohali.</p>
<h5>ED case based on Punjab Police FIR</h5>
<p class="isSelectedEnd">The money laundering investigation stems from an FIR registered by the Punjab Police on July 19, 2025, at SAS Nagar under Sections 406, 420 and 120-B of the IPC related to criminal breach of trust, cheating and criminal conspiracy.</p>
<p class="isSelectedEnd">According to investigators, the case pertains to the alleged deliberate default in payment of statutory liabilities owed to the Greater Mohali Area Development Authority (GMADA).</p>
<p class="isSelectedEnd">Officials alleged that dishonoured cheques amounting to nearly Rs 32.67 crore had been submitted to GMADA by the company.</p>
<h5>Project funds allegedly diverted</h5>
<p class="isSelectedEnd">During the course of investigation, the ED allegedly found that CRCPL had substantial unpaid liabilities towards GMADA while funds generated through the real estate project were allegedly diverted through connected entities and related parties.</p>
<p class="isSelectedEnd">Officials further claimed that suspicious inter-company transactions and layering of funds through multiple entities linked to the Royale Estate Group had also been detected.</p>
<p class="isSelectedEnd">Investigators suspect that the financial transactions may have been structured to conceal the movement and utilisation of project funds.</p>
<h5>Searches linked to multiple persons</h5>
<p class="isSelectedEnd">The ED conducted searches at premises linked with several individuals associated with the company and group entities, including:</p>
<ul data-spread="false">
<li>Praveen Kansal alias Rocky</li>
<li>Neeraj Kansal</li>
<li>Daljit Singh</li>
<li>Anurag Midha</li>
<li>Liaqat Ali</li>
<li>Sumit Bansal</li>
</ul>
<p class="isSelectedEnd">Officials said the searches also covered other connected persons and entities suspected to be involved in financial transactions under scrutiny.</p>
<h5>Documents, digital devices seized</h5>
<p class="isSelectedEnd">During the operation, ED officials reportedly seized:</p>

<li>Property-related records</li>
<li>Digital devices</li>
<li>Transaction papers</li>
<li>Other incriminating material</li>
</ul>
<p class="isSelectedEnd">The seized documents are expected to be examined to trace money trails, inter-company fund transfers and alleged diversion of project finances.</p>
<h5>Growing scrutiny of the Mohali-Zirakpur real estate sector</h5>
<p class="isSelectedEnd">The development comes amid increasing scrutiny of real estate developers operating in the Mohali-Zirakpur-Chandigarh belt, where several projects have come under investigation for allegations of financial irregularities, delayed possession, diversion of funds, and defaults to development authorities.</p>
<p class="isSelectedEnd">Authorities have recently intensified action against builders accused of violating statutory norms, delaying projects and failing to clear dues owed to urban development bodies.</p>
<p class="isSelectedEnd">The ED probe is expected to further widen in the coming days as investigators analyse financial records and examine the role of related companies and individuals connected to the project. <h5>WHO&#8217;s theme for 2026 focuses on youth addiction</h5>
<p class="isSelectedEnd">Dr Suman Singh, Director of Health Services (DHS), Chandigarh, elaborated on this year’s World No Tobacco Day 2026 theme announced by the World Health Organisation (WHO): “Unmasking the appeal – countering nicotine and tobacco addiction.”</p>
<p class="isSelectedEnd">Calling the theme “timely and urgent”, Dr Singh said the tobacco and nicotine industry was increasingly targeting children and adolescents through modern products such as:</p>
<ul data-spread="false">
<li>E-cigarettes</li>
<li>Vapes</li>
<li>Nicotine pouches</li>
<li>Flavoured tobacco products</li>
<li>Sleek gadget-like nicotine devices</li>
</ul>
<p class="isSelectedEnd">“These products are intentionally designed to appear harmless, fashionable and socially acceptable,” she said.</p>
<p class="isSelectedEnd">Dr Singh warned that attractive packaging, fruit flavours, influencer promotion, digital marketing and easy online access were being strategically used to hook a new generation into nicotine addiction.</p>
<p class="isSelectedEnd">She said the Health Department was actively conducting raids on tobacco vendors and seizing illicit products under the National Tobacco Control Programme in coordination with other stakeholder departments.</p>
<h5>Chandigarh must preserve smoke-free status: Mayor.</h5>
<p class="isSelectedEnd">Saurabh Joshi said Chandigarh had been declared a Tobacco Smoke-Free City as far back as 2007 and stressed the need to preserve that achievement.</p>
<p class="isSelectedEnd">“It is our duty to maintain this status. The Municipal Corporation, being an important stakeholder, is fully ready to contribute,” he said.</p>
<p class="isSelectedEnd">The Mayor described the fight against tobacco as a battle against the manipulation and exploitation of young minds.</p>
<p class="isSelectedEnd">“This battle is not only against tobacco products — it is against manipulation, addiction and exploitation of young minds. We must ensure that our children inherit clean lungs, healthy minds and addiction-free futures,” he said. He further urged Chandigarh to emerge as a national leader in comprehensive tobacco and nicotine control.</p>
<h5>Global nicotine addiction among children alarming: Experts</h5>
<p class="isSelectedEnd">Dr JS Rana highlighted alarming global trends, stating that over 40 million children aged between 13 and 15 years worldwide were already using tobacco products, while nearly 15 million adolescents were estimated to be using e-cigarettes.</p>
<p class="isSelectedEnd">“This is not merely a public health concern; it is a direct assault on the health, future and productivity of our youth,” he said, adding that Chandigarh must adopt a decisive and coordinated strategy against emerging nicotine products.</p>
<h5>WHO adviser addresses stakeholders through a video message</h5>
<p class="isSelectedEnd">Dr Jagdish Kaur addressed the gathering through a video message and highlighted the significance of the WHO’s 2026 campaign theme.</p>
<p class="isSelectedEnd">She also referred to the month-long awareness campaign organised by the Strategic Institute for Public Health Education and Research (SIPHER), during which a mobile publicity van equipped with audiovisual facilities was deployed across Chandigarh for 15 days.</p>
<p class="isSelectedEnd">The campaign reportedly covered around 20 educational institutions as well as important public places in the city to spread awareness regarding the harmful effects of tobacco and nicotine products.</p>
<h5>Push for a tobacco vendor licensing system.</h5>
<p class="isSelectedEnd">Dr Rakesh Gupta said tobacco use continued to remain one of the leading preventable causes of disease and premature deaths globally.</p>
<p class="isSelectedEnd">He noted that adolescents and young people remained particularly vulnerable due to peer influence, easy accessibility of tobacco products and lack of awareness about health risks.</p>
<p class="isSelectedEnd">Dr Gupta said SIPHER would request the Municipal Corporation of Chandigarh to examine the possibility of introducing a tobacco vendor licensing system similar to those implemented in some other Indian states.</p>
<p class="isSelectedEnd">He also raised concern over emerging nicotine products such as e-cigarettes, already banned in India under the Prohibition of Electronic Cigarettes Act 2019, and oral nicotine pouches, which he said were illegal under the Drugs and Cosmetics Act.</p>
<h5>Experts stress stricter enforcement of tobacco laws</h5>

<p data-start="353" data-end="584">The latest increase saw petrol prices rise by Rs 2.61 per litre and diesel by Rs 2.71 per litre, bringing the cumulative increase since May 15 to nearly Rs 8 per litre and pushing retail fuel prices to their highest levels since May 2022.</p>
<p data-start="586" data-end="767">The repeated upward revisions are expected to intensify inflationary pressures and raise transportation and logistics costs across sectors already burdened by rising input expenses.</p>
<p data-start="817" data-end="1015">Following Monday’s revision, petrol prices in <span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline"><span class="whitespace-normal">Chandigarh</span></span> rose to Rs 102 per litre from Rs 99.30 earlier, while diesel prices increased from Rs 92.49 to Rs 95.20 per litre.</p>

<p data-start="1429" data-end="1535">Monday’s increase is the fourth revision since fuel prices resumed moving upward after a prolonged freeze.</p>

<p data-start="1786" data-end="1888">Together, these increases have pushed fuel rates up by almost Rs 8 per litre in 12 days.</p>
<h5 data-section-id="18d1ri" data-start="1890" data-end="1925">Global crude surge behind hikes</h5>
<p data-start="1927" data-end="2101">Industry sources attributed the repeated increases to the sharp rise in global crude oil prices triggered by the ongoing conflict in West Asia.</p>
<p data-start="2103" data-end="2372">International crude prices have reportedly surged more than 50 per cent since late February following US-Israeli strikes on <span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline"><span class="whitespace-normal">Iran</span></span> and disruptions to shipping routes through the strategically crucial <span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline"><span class="whitespace-normal">Strait of Hormuz</span></span>.</p>
<p data-start="2374" data-end="2503">India, which imports the majority of its crude oil requirements, has been directly affected by the spike in global energy prices.</p>
<p data-start="2505" data-end="2632">The rising import bill, weakening rupee and tightening refining margins have collectively increased pressure on fuel retailers.</p>
<h5 data-section-id="bn7nc5" data-start="2634" data-end="2679">State-run firms resume price pass-through.</h5>

<p data-start="2972" data-end="3147">Officials said the companies had initially absorbed rising input costs during the first phase of the West Asia conflict to shield consumers from immediate inflationary shocks.</p>
<p data-start="3149" data-end="3250">However, sustained crude price escalation has made continued price suppression financially difficult.</p>
<h5 data-section-id="1q1omcu" data-start="3252" data-end="3293">Opposition attacks Centre over timing.</h5>
<p data-start="3295" data-end="3464">Opposition parties have accused the <span class="" data-state="closed"><a class="decorated-link" href="https://www.bjp.org?utm_source=chatgpt.com" target="_blank" rel="noopener">Bharatiya Janata Party</a></span>-led government of deliberately delaying fuel price revisions until after key state elections.</p>
<p data-start="3466" data-end="3711">Notably, the first major increase on May 15 came shortly after the BJP expanded its political footprint by winning three out of five Assembly and Union Territory elections, including a landmark victory in <span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline"><span class="whitespace-normal">West Bengal</span></span>.</p>
<h5 data-section-id="159290e" data-start="3713" data-end="3756">Private fuel retailers also raise rates</h5>
<p data-start="3758" data-end="3851">Private fuel retailers have also revised their pump prices in response to rising crude costs.</p>
<p data-start="3853" data-end="3883">According to industry sources:</p>

<li data-section-id="1erp3h3" data-start="4012" data-end="4163"><span class="" data-state="closed"><a class="decorated-link" href="https://www.shell.in?utm_source=chatgpt.com" target="_blank" rel="noopener">Shell India</a></span> reportedly raised petrol prices by Rs 7.41 per litre and diesel by as much as Rs 25 per litre from April 1.</li>
<li data-section-id="9qatyy" data-start="4164" data-end="4274"><span class="" data-state="closed"><a class="decorated-link" href="https://www.jiobp.com?utm_source=chatgpt.com" target="_blank" rel="noopener">Jio-bp</a></span>, however, has largely aligned its pricing with PSU fuel retailers.</li>

<h5 data-section-id="13o22ma" data-start="4276" data-end="4305">Inflation concerns deepen</h5>
<p data-start="4307" data-end="4425">Economists warn that continued increases in petrol and diesel prices could have a cascading impact across the economy.</p>
<p data-start="4427" data-end="4611">Higher diesel prices particularly affect freight transportation, agricultural operations, and supply chain logistics, while petrol hikes directly burden household budgets and commuters.</p>
<p data-start="4613" data-end="4776">The repeated revisions are expected to further increase inflationary pressure at a time when consumers are already facing rising food, transport and utility costs.</p>
