<p>Another beautiful month has gone by and the flowers will soon be in bloom!  It seems like we have had a nice amount of rain this year which is great for the community unless we have a big windstorm to follow!  We hope everyone is having a great winter and spring is just around the corner on March 20th even though us Arizonians seem to always be in the nice weather!  Everything seems to be running smooth and the neighborhood continues to thrive both financially and ascetically so we are looking forward to another great year.</p>
<h4>Discovery Business Campus/Shutterfly Meeting</h4>
<p>There was a meeting held on February 14<sup>th</sup> and an attendance of about 12-15 homeowners. Also in attendance was Matt from Wentworth and Rob who represents the planning side. Shutterfly has a night use permit which will expired at the end of February. Shutterfly does not intend to renew the permit. Therefore no truck deliveries will be allowed between the hours of 10pm and 6am. Shutterfly will make a public announcement of their revocation. They will also leave the signage up, continuing to make this a traffic violation from the City. In order to assist homeowners who want to keep a log of complaints, I have set up an online form through the website for homeowners to report violations AFTER they report them to the police first. All violations by trucks will have to be for those that drive past the retail area. Wentworth has also agreed that at the next City Board of Adjustment Meeting, they will propose putting a sign on Elliot or as you enter Shutterfly Way.   The form is on the main page of the website and is live now for any tracking/logging of data for anyone&#8217;s future use upon request.</p>
<h4>Architectural Committee</h4>
<p>The committee has met and started the groundwork for updating our Architectural Guidelines.  One of the more immediate updates will be the submittal form found online requiring a bit more detail of work to make sure the continued upgrades proposed in this community conform with our standards and keep the community looking fresh!  More detail to come on this as more information is made available to the board.</p>
<h4>Landscaping</h4>
<p>Now that we are under a full contract with Somerset including the tree maintenance, lighting, canal trimming, etc we have asked the department managers to the next meeting as a few homeowners and the board have brought up a few comments regarding watering, tree trimming, and online portals for the management of the community. We would like to see the inventory of trees, client portal, and some additional watering tasks visited at the next meeting.</p>
<h4>Roofing</h4>
<p>As many of you are aware we are updating the roofing colors for the community as we have now surpassed 20 years and some folks have requests new ones.  Note that ceramic tile will typically last close to 50 years but most homeowners are not aware that the underlayment is probably getting close to repair/replacement now that we are over 20 years.  Roofing companies can usually come in and remove your current tile and replace the underlayment and then put your previous tile back on the house.  This is usually cheaper than getting all new tile but the difficulty can be color matching any broken tiles.  We are trying to simplify the new tiles to only a few colors to not create many variations throughout the community and be neutral colors to go with various paint schemes.  Stay tuned for the new approved colors if you are considering updating yours.</p>

<p>Hope everyone is having a great winter season.  It seems as though things have been pretty mild this year so that certainly has been nice for the landscape around the community.  We did lose a tree recently from the rain/wind around the south end of the lake but we will prevail!</p>
<h4>Suspicious Vehicles</h4>
<p>A homeowner reported a suspicious UHaul truck over on Hazelton with a driver sitting for some time.  They called the police but the truck took off just before the Police made it into the neighborhood.   Following the suspicious vehicle but not sure if they are related a homeowners vehicle was locked and was broken into.  Tempe Police was notified by the homeowner and the HOA has requested that they patrol the neighborhood during different times of the day to hopefully provide a bit more security and deturance in these situations.</p>
<p>As an open reminder please try to park all of your vehicles inside your garage to detur &#8220;sticky fingers&#8221; from attempting to break in.  Also, if you have to park outside a good tip is to keep your vehicle clean and cleared out of any valuables so onlookers don&#8217;t see any reason to grab something from your car.  Please make sure to report all suspicious vehicles or behavior to the Tempe Police department.</p>
<h4>Shutterfly Use Permit</h4>
<p>Shutterfly is having a hearing to voluntarily remove their night use truck traffic permit.  Follow the link below if you would like the information on where to attend the meeting.</p>

<p>Matt from Wentworth Properties has also reached out to the board asking for a sit down prior to the meeting on Feb 21st as a courtesy to talk about what the future looks like.  If you are interested in joining that meeting that is still TBD please e-mail info@oasisatanozira.org along with number of attendees so we can include you when we have a final time/date set for the meeting.</p>
<h4>Rock Project</h4>
<p>You have probably noticed we still have some rock piles.  Just a reminder that we have almost concluded all of the interior rock refresh in the community but we are waiting for the weather to dry out the ground a bit more before finishing up the project.  This has been a huge undertaking and we appreciate all of the hard work!</p>
<h4>Liaisons</h4>
<p>Our community Liaisons have been doing a fantastic job staying on top of the various projects that have risen in the community as well as facilitating other vendors that have been on the property completing other projects needed.  The quick action by these two keep the community looking fresh and not having items go non-operational for long periods of time.  This has been a wise choice and the monthly reports to the board truly show the value for the Homeowners at large.</p>
<h4>Architectural Committee</h4>
<p>We had a few responses for this so hopefully we can have some help and collaboration to keep the community up to date and thriving for years to come once all of the objectives are defined and moving forward.</p>

<p>I think that sums up most of the big items I can think of right now.  Everything seems to be running smooth and finances in good order for years to come.  We have ordered a neighborhood reserve study as its been over 5 years since the last and should give us more insight on future budgeting outside of just the lake space.  We will be sure to post the report once complete for review/archiving on the website.</p>

<p>Looks like we are about to close out a great 2016 for the community and embark on a new adventure for 2017!  We hope everyone has a great and safe Holiday Season and Happy New Year!  Thank you to Kinney Management for your continued support of our community especially Debbie Tribioli for helping guide us in the right direction.</p>
<h4>Financials</h4>
<p>We will be finishing the year strong on our balance sheet with another year of a lot of improvements/updates without reducing our balance sheet.  We should now be at a steady level with dues to keep us healthy going forward.</p>
<h4>Rock/Landscape</h4>
<p>You may have noticed that some of the final replenishment of rock is being spread out right now.  There may be some delay on finishing the piles depending on rainfall as it makes the ground soft and difficult to operate the machinery without tearing up the grass.  Once this is complete that will finish the rock spreading throughout the community common areas and going forward it will be done every 5 years or so as a top layer vs 20 years where we need a large amount of rock to fulfill the areas.  Thanks to Alan on the Board for all of the calculations, coordinations, and much manual labor on this big project.  The community saved over $100,000 by doing this over a 2-3 year period and Alan taking on the above mentioned efforts so a huge thank you to him!</p>
<h4>Architectural Committee</h4>
<p>We have always had positions available for owners that want to be part of an architectural committee but have not had much participation in the past.  Since we are looking to update our guidelines and we have many homes making wonderful updates to increase the appeal and value of our neighborhood we are reaching out to see if some owners are interested in managing that committee.  Responsibilities would be meeting on any submittals, forming reports to send to HOA Board for final approvals, reviewing and updating current architectural guidelines.  Terms would be a minimum of 1 year.  If you are interested in joining the committee or learning more please sign up below.  The committee will be limited to a certain number of people.</p>

<h4>Pump House</h4>
<p>We have replaced/rebuilt the main irrigation pump that goes into the wet vault under the pump house and provides the irrigation to all of the common areas throughout the community.  This was a big under taking usually done every 7-10 years.  The wet vault had to be cleaned out and some other repairs made to the platform.  Thanks to Chuck &amp; Ed for coordinating these efforts and finding a reputable pump company to handle the work!  This should now last us another 7-10 years as it is a major piece to the lifeblood of the community.</p>
<h4>Fireworks</h4>
<p>Many people will plan to utilize fireworks for the new year.  Please be conscious of the laws regarding them and make sure to pick up any debris from your activities.  Be aware that not all people and pets enjoy the colors and booms so be neighborly and be safe.</p>

<p>I hope everyone had a nice Halloween with family and friends.  The weather is starting to cool down and the windows are opening up!  The neighborhood is looking great as the new grass looks like a soft blanket around the lake.  Please help the community stay fresh by picking up after your pets and keeping the area clean of debris.  Lots of Updates&#8230;Please read&#8230;</p>
<h4>Architectural Updates</h4>
<p>The Board is currently looking into and updated Paint Palette to conform with today&#8217;s standards as it has not been updated since the community inception.  In conjunction with this process we are also working on upgrading Roof colors and update the process for submitting architectural requests.  Pending these changes we are looking at submittals as a case by case basis.</p>
<p>Now that the community is over 20 years old many homes are looking to update the designs of the homes both interior/exterior.  In order to keep a thriving community encouraging single family home buyers we feel its important to adapt to some modern options.  With the new business brought in by Discovery Park Campus we want to keep the Oasis as an appealing and up to date neighborhood to attract continued buyers.</p>
<h4>Financials</h4>
<p>The budget has been submitted for 2017 and many things in the community are really starting to be streamlined.  With the exception of the block walls shared throughout the community most areas have received the upgrade needed while properly tapping into the reserve funds.  Our financial strength is very healthy and the new dues of $70/mo should help maintain that healthy level for us.  We have taken many steps to protect our liability exposure within the community which should help protect those reserves for items intended.  Making use of &#8220;free&#8221; money through the grant process of the City of Tempe is also on our agenda to continue to update the community.</p>
<h4>Liaison/Pump Work</h4>
<p>We have our regular ongoing maintenance and repairs of the fountains throughout the community.  We have recently power washed the spray fountain over the rocks on the west end of the lake as it was building up algae.  The lake continues to be in a healthy state thanks to our water management done by Aquatic Consulting in Tempe.</p>
<p>The Pump House located on the South end of the lake houses our main irrigation pump that pulls from the lake and irrigates all of the trees/scrubs throughout all of the common areas of the community.  This pump has reached the time that it needs to be re-built which requires a crane to lift it out of the Pump House and taken into a shop.  This pump has been going strong for about 10 years so this re-build should last another 10 once complete.  This project will be most likely done this Fall and will cease irrigation for about a week until it can be re-installed.</p>
<p>We will also take this opportunity to drain the wet vault in the Pump house and patch/reseal the concrete vault that the pump draws water from.  This is another reserve funds project that being proactive on will decrease liability exposure of the community and keep us from hopefully having an issue arise at a bad time of year such as the hot summer.</p>
<h4>Rock Pile</h4>
<p>The Rock Pile located on the North side of the lake along Stephens is intended to go into the median at the McClintock entrance to Anozira Parkway.  We were not able to commence a replanting project there before the rock was received so we have requested that Somerset move the rock there now and it can be worked around when we address that area.</p>
<h4>Landscaping</h4>
<p>Now that we are in a more &#8220;all-inclusive&#8221; contract with Somerset and the Fall has arrived we are waiting for the GPS inventory of trees and the trimming plan in addition to what has been done, as well as the ongoing plan as we move forward.  We are also mapping out, for budgeting purposes, the ongoing upkeep of things like gravel, tree replacement, and scrub replacement over a 3-5-10 year plan.</p>
<h4>Neighborhood Concerns Submitted to the Board</h4>
<p>-We have had increased complaints about pets not being on leashes around the lake. A.R.S. §9-240(B)(16A)</p>
<p>-Barking Dogs creating a nuisance.  We have been notified that there are some homes with dogs that continue to bark for lengthy periods of time.  Please have your pets kenneled or controlled to resolve this issue.  This is a violation of our CC&amp;R&#8217;s as well as a City of Tempe Issue.</p>
<p>-Parking &#8211; There is no overnight parking permitted on the streets.  The CC&amp;R&#8217;s are very clear about this.  Vehicles parked outside must remain in a driveway and not be for commercial use.</p>
<p>-Be respectful to your neighbors.  We have all made large investments to live in this community and many of the residents of The Oasis have lived or plan on living here for many years to come.  Work on resolving issues, finding common ground, and looking at the greater good for the community.  I think this is a top notch community with so many great people, lets keep up those positive vibes with one another!</p>
<h4>Cox Communications</h4>
<p>Cox has notified us that they are going to be doing upgrades to their hardware in the community as they will soon offer the OneGig product.  You should be receiving a door hanger from Cox with more detail.  Work plans to commence soon and should be completed by December 2016.  A quick summary provided to us from Cox is as follows&#8230;</p>
<p>&#8220;Work will  begin soon with an estimated completion time around the end of December 2016. Our crews will be placing conduit, pulling micro-duct, blowing fiber, replacing pedestals, and placing vaults within the Public Utility Easement in the community. Some work will require digging and some trench work may be needed. All landscaping, sidewalks, streets, etc. that have been disturbed will be restored to their like condition and to MAG specs once construction has been completed. Residents may see our crews in the area for a week or so then they may not see them for a few more weeks and then they will see them again. This cycle will continue throughout the entire upgrade in the community.&#8221;</p>
<h4>City of Tempe Bike Lane on McClintock</h4>
<p>The bike lanes on McClintock Dr will now be discussed during a work study session on November 3, 2016 @ 6PM at the City Council Chambers.</p>

<p>Just reaching out with a few of our latest updates for you.  The community is looking great so far this spring as summer creeps upon us.  Keep in mind if you want to look beyond these posts you can look at the meeting minutes as well as lake reports that are received monthly and show the status of the lake.  <a href="http://oasisatanozira.org/archive/">Archive</a></p>
<h4>Leash Law</h4>
<p>Just a friendly reminder that Maricopa County has a leash law stating that all pets are required to be on a leash.  We have had some recent complaints about this and just want to pass on the information.  For issues call Animal Care and Control or the Police.</p>
<h4>Draining Pools</h4>
<p>Some of you may be draining your pools sometime soon.  Just a reminder of the City of Tempe Guidelines.  Residential properties do not require a permit for draining.  It is highly recommended to retain all of the water onto your property for flood irrigation after making sure the pool does not have any chemical in it.  See the following link of the guidelines published by the City of Tempe regarding this issue.  Please refrain from draining onto the streets and retain as much water on property as possible.  <a href="http://www.tempe.gov/home/showdocument?id=3055">City of Tempe Pool Drainage Policy</a></p>
<h4>Somerset Contract</h4>
<p>We have taken another big step in working toward community efficiency in regards to the landscape management.  We are moving forward with the Somerset contract to include the current items but adding large tree trimming, lighting, and basically all landscape management, canal weed trimming, soon to be forecasting for new additions of granite on a more frequent schedule.  This is a great move for this community and should allow the board to decrease liability on the HOA and have a better tracking system to monitor the progression of the neighborhood as time goes on.</p>
<h4>Community Liaison</h4>
<p>Our Community Liaison&#8217;s continue to do an excellent job staying on top of general maintenances around the community primarily involving the water feature and entrance fountain pumps.  I am happy to report the lake levels are looking great, the entrance foundations are looking very clean and we are getting very proactive on the management of this community through this added position.  We are starting to evaluate the main pump in the Pump House off of Los Feliz that runs the irrigation for the entire community common areas.  We have had the current pump for approximately 10 years and all seems to be going well.  We are getting close to need to rebuild the main shaft that lowers into the wet vault and pumps out the water for the irrigation.  This is a 10 day job without water so the plan is to coordinate this upgrade/repair in the fall when over-seeding is being done before we have water needs on the turf again.  We will also take the opportunity to make some improvements on the wet vault as this area usually remains pretty static for a decade at a time.</p>
<h4>Help Out A Neighbor- Kidney Donor Needed</h4>
<p>One of our Homeowners in the neighborhood has a mother that is looking for a kidney donor.  <a href="http://oasisatanozira.org/wp-content/uploads/2016/05/SJL_KidneyDonorSearchFlyer.pdf">Follow this link</a> to a flyer with more information.  If you know of anyone that can help this family would be very grateful.  Thank you for your consideration.</p>
<h4>Birds</h4>
<p>We seem to have a sizable amount of waterfowl.  Although they are fun to look at they ruin the turn and defecate all over.  We are asking the lake management company the best course of action for this or if they anticipate that some waterfowl will be migrating away again.</p>
<h4>Southeast Wall Opening</h4>
<p>After receiving over 50+ responses the majority were against having an opening be put back in for quicker access to the retail shops in Discovery Park.  The general synopsis at this point was that it would lead to more crime and transient traffic into the neighborhood.  With a current opening by Shutterfly it was deemed that although the walk might be a bit further it still allows the access to that property.  The responses were approximately 70% to 30% in favor of keeping the wall closed.  We are sorry to those of you that wanted it the other way but for now we will be leaving the wall uninterrupted.</p>
<p>I hope that answers most of your inquiries to the board.  Thank you all for being a part of making this community great.  All contributions make a great difference in the life of this community and we appreciate all of you that contribute everyday as this community is much bigger than just the board and the management company.  Have a great week everyone!</p>

<p>I hope everyone is having a great 2016 and making those resolutions a lifestyle!  Just a few updates for you below&#8230;</p>
<h4>Rock</h4>
<p>If you haven&#8217;t already noticed there has been another 200 tons of rock dumped on the North side of the lake.  The disbursement of this project should commence this weekend and be completed by next week.  We are getting closer to the completion of the entire community and will most likely finish up this fall when it cools again.  Please be cautious of the rock piles and maintain safety at all times.  Also, the use of heavy equipment will be utilized this weekend so be aware of your surroundings as well if you are walking around the lake/roads.</p>
<h4>Landscape Proposal</h4>
<p>I mentioned a few months back that we were entertaining the idea of a new landscape company to bring us into the latest updates for liability protection of the community by creating inventories and budget action plans of everything landscape in the community.  We received 3 bids including our current company Somerset who has been on site for 15+ years.  The proposal is to have an all inclusive company that manages the tree trimming, regular maintenance, irrigation, and lighting.  By going this route we have saved thousands of dollars annually, simplified onsite management, created liability protection for the community, and can stay proactive on the use of planned community reserve funds as we continue to perfect the reserve allocation for future needs of the community.  We have decided to stay with our current company Somerset as they have maintained the community very well over the years and have the ability to use the latest technology to improve our community.</p>
<h4>Pump House</h4>
<p>The large and main pump inside the pump house that irrigates the entire community is due for a rebuild.  This involves craning out the existing pump, having it hauled away for 10 days or so to be rebuild and then re-installed.  This will limit irrigation on the property during that time but once re-installed should be lasting for years again.  More information to come but be aware if you see a crane by the pump house that it is probably removing the pump that goes into a wet vault in the ground.</p>
<h4>Dues</h4>
<p>We still have some homeowners that are behind a $2, $4, $6 on HOA dues as they have not changed the monthly payment amount to $68.  Keep in mind the most efficient way that saves the community money is to sign up for ACH debit through Kinney Management.  This will also automatically change in the event of a dues change.  If you are using Bill Pay/Auto Pay online through your bank that is not ACH and will need to be manually changed.  The bank method also increases costs to the community as extra payment books are printed for those homeowners.</p>

<p>That&#8217;s it for now.  Prepare for the heat as it seems to be on its way.  Drink plenty of water and have a wonderful summer folks!</p>

				<content:encoded><![CDATA[<h4>Thoughts from your HOA President&#8230;</h4>
<p>In the last few years since I have joined the team of volunteers on the Oasis HOA Board it has continued to be an eye opening experience to learn about people.  The reason for this post, unfortunately, is to talk about the some of the unpleasant experiences brought on by fellow homeowners, most recently from the &#8220;Wall Opening Discussion.&#8221;  We have many good people in this community who do their part in trying to make this a fun, safe, vibrant community and understand how to have adult conversations and respect for others when communicating.</p>
<p>In a community of 387 homes I completely understand there will be different viewpoints, thoughts, wants, needs for the community and it should be that way.  The issue is simply in how the information is communicated to the Board.  It is important that everyone keeps in mind that the Board is made up of volunteers that take many hours out of their personal schedule to try and help maintain the community in good working order.  As a resident you are more than welcome to put your name in the hat and help make your community better by joining the Board.  The management company and its representative are a paid vendor.  None of the aforementioned roles are servants to the community.  We do not take orders from community patrons nor will we tolerate rude and childlike behavior.  It seems ridiculous that I would have to remind the community that threats, tantrums, and other childlike behavior will not help you get your point across or get us to want to help your situation.  I could talk about this much further but I think everyone is understanding the point.</p>
<p>Onto some recent examples&#8230;</p>
<p>In the recent community survey to ask the residents if they were interested in having a wall opened on the Southeast side of the community ,because of a few homeowner requests to the Board to do so, we received close to 60 responses.  Instead of the Board acting on behalf of the community without trying to gain some feedback first we decided to maintain our fiduciary responsibility and open up a survey to understand how residents felt about this recent homeowner suggestion.  The responses were simple, either a yes, a no, or indifferent.  There was room for comments in the event someone wanted to present their case or evidentiary reasons as to why they had a certain opinion.  As much as I would like to publicly name some of the childish residents who clearly have no respect for others including themselves I will simply share some comments made.  Underneath the comment I will re-write the comment in a more appropriate manor in case the individuals need some assistance in phrasing their opinions and avoiding using &#8220;telling&#8221; or &#8220;derogatory&#8221; statements&#8230;</p>
<p>&#8220;Dumb idea&#8230;you should be on Tempe Council&#8221;</p>
<p>&#8211;Proper Comment:  I don&#8217;t think an opening is in the best interest of the community</p>
<p>&#8220;There was an opening in the wall when this housing project was built and the HOA closed it.  Wow lets spend more money and fix something that was right before.  The board is amazing.  How about cleaning up the weeds palms and shrubs growing over the side walk.  Owners need to take ownership of there yards this place looks like hell&#8221;</p>
<p>&#8211;Proper Comment:  Years ago I remember some openings in the wall that were closed and I was happy that decision was made at that time.</p>
<p>&#8220;We eliminated the original openings due to repeated crime. Why would we want to be open to that again???? There is already and opening off of Kenwood, to the area. DO NOT NEED ANOTHER OPENING.  TOO MUCH FOOT TRAFFIC FROM INDUSTRIAL PARK INTO OASIS&#8221;</p>
<p>&#8211;Proper Comment:  My understanding is that we eliminated the openings due to crime in the past.  With the alternative routes offered currently within the community I feel strongly that we do not need another opening as it may lead to increased foot traffic from the industrial park into The Oasis community.</p>
<p>&#8220;Absolutely not&#8221;</p>
<p>&#8211;Proper Comment:  I am strongly against creating an additional opening on the Southeast end of the community.</p>
<p>&#8230;Keep in mind this is a sample set from just the most recent thing we have tried to gain public opinion on.  These and some much worse, including threats, come in from homeowners and it happens a lot more often than I would like to see for a neighborhood that is in good working order, with adequate reserves, and an overall clean look.</p>
<p>Many comments simply come from lack of education as to what the rules, boundaries, and limitations are of The Board.  I ask that when you make comments, statements, suggestions, or any other items with an agenda to better the community that you re-read your request and ask yourself if it sounds like your are &#8220;demanding/telling&#8221; or if you are &#8220;asking&#8221; for some consideration.  Also, be neighborly!  If you see something going on at your neighbors and you think you can safely walk over, knock on the door, be a courteous neighbor and ask if they would be willing to do something to accommodate you and/or the neighborhood that could go a long way.  With the amount of homes in this community we do not pay for 24 hour monitoring through Kinney Management to find every detail and address every situation.  As many of the residents do, continue to have and show your pride of ownership and keep making The Oasis the best community in Tempe.</p>
<p>Thank you all for listening if you have made it to this point and hopefully that has brought some clarity to a few select people in their future approach.  Remember, &#8220;You catch more flies with honey than you do with vinegar!&#8221;</p>
