Paradigm will soon be doubling the square footage that it occupies in the industrial park in order conduct its manufacturing operations within 65,872 square feet of new construction.

The company currently employs 83 individuals at its plant. This number will increase proportionate to the increase in industrial space occupied after the expansion occurs. Additionally, the company has extended its services for outsourced manufacturing support, or “shelter services in Mexico,” with The Offshore Group to 10 years from the date of the completion of the new building.

According to Mike Cowell, Paradigm Precision’s CEO, “The need to expand our Mexico manufacturing operations was precipitated by our strategic vision to integrate Mexico machining content into our complex aerospace components.”

In addition to its Tempe and Guaymas, Sonora, Mexico aerospace manufacturing locations, Paradigm Precision also has facilities in Massachusetts as well as in Tunisia.

Mexico Versus China Logistics Costs Topic of Offshore Group Podcast

The Offshore Group has made the latest installation in its ongoing series of podcasts on Mexico business topics available on its website.

The session is entitled “Logistics Costs: Mexico versus China,” and focuses on the comparative costs of shipping to and from Mexico from the United States, as well as doing the same with respect to China. Bill Golden, president of The Offshore Group’s International Logistic Solutions Company (ILS), lends some perspective on the subject matter prior to his retirement from a career spanning a 46 year period in manufacturing and logistics.

During the approximately 30 minute discussion, Golden points out the many complexities related to a supply chain that extends thousands of miles, while pointing out the cost and risk benefits of “shortening the pipeline.” According to Golden, “Manufacturing is trending towards regionalization. Instead of continuing their production in the Far East to serve the U.S., and the entire North American, market, companies are increasingly moving their production back closer to the point of consumption.”

Interested parties are invited to listen to this recording, as well as the others available on The Offshore Group‘s main website.

International Logistics Solutions (ILS) is an Offshore Group Company, and offers a complete cross border supply chain management (SCM) solution. Its menu of third party logistics (3PL) services includes supply chain expertise, freight and raw materials management, finished goods distribution, as well as vendor managed inventory (VMI) and consignment.

“This expansion is necessary, given the significant growth in Mexico’s aerospace sector that is occurring at present, “stated Paul Cappelli, Director of Global Development at Ducommun, Inc. “Expanded capacity at our Sonora location will enable us to service growing demand from our existing and future customer base.”

Ducommun Aerostructures designs, manufactures and engineers the largest, most complex and contoured components in the aerospace industry.
Vangtel, a member The Offshore Group, is a provider of “business shelter services” that allow client companies to have total operational control over their core competencies while receiving the cost benefit of a nearshore operation.

According to Larry Carlson, Marketing Manager at Vangtel, “Some prospects ask, “What is a business shelter?” When we answer that question, executives cannot believe that they can maintain total operational control of an outsourcing solution that supports IT development, call center support and shared services, BPO or KPO.” Companies that have experienced outsourcing headaches may be best suited for the Vangtel nearshore solution.

Vangtel provides the legal entity for a client company to establish a presence in Mexico, while providing staffing, payroll, human resources support, a dedicated and highly trained workforce, secured state of the art facilities and much more. The upside for client companies is significant; with far less risk and investment should they establish their own physical presence in Mexico.

Electronics Manufacturing Services in Mexico and China Compared in Offshore Group Podcast

Eric H. Miscoll, a researcher and principal at Charlie Barnhart & Associates, recently sat down with The Offshore Group to discuss his recently conducted study that compares the relative attractiveness of Mexico and China as destinations for electronics manufacturing services (EMS) investment.

One of the main themes of Miscoll’s study is regionalization. He points out that “The trend of electronics manufacturing is regionalization. The data that we have collected over the last couple of years verifies this. Electronics OEMs are building in a region for a region.”

Miscoll also observes that instead of a narrow focus solely on wages, electronics manufacturing services providers are conducting what he terms “TCO,” or “Total Cost of Outsourcing” analyses. Companies are increasingly scrutinizing all cost inputs and variables that affect the end price of the product that they send to market. In addition to wages and benefits, these include items such as energy costs, costs related to transportation and regulation, tax burdens, industrial real estate costs, as well as a host of other considerations that get factored into the value of the product that is offered to the consumer.

The main focus of the Charlie Barnhart & Associates study is a comparative analysis of the relative attractiveness of Mexico versus China for electronics manufacturing service company executives. According to Miscoll, “Labor rates and other costs in EMS production hubs are changing. When an electronics manufacturing service provider is commercializing its production in the United States, Mexico is the best cost option in terms of manufacturing.”

Charlie Barnhart & Associates is a strategic research firm focused on electronics manufacturing services (EMS). Its studies concentrate on examining the intersection between OEM, EMS and ODM industry. Charlie Barnhart & Associates studies and dissects electronics industry data to report on EMS labor rates and other costs in the worlds EMS manufacturing regions.

In addition to an informative speaking program, attendees at The Offshore Group’s 17th annual Manufacturing in Mexico Summit will have the opportunity to:

Tour operational nearshore maquiladora facilities in a number of industries

Maquilas Tetakawi Course Awards Injection Molding Certificate

Recently thirty individuals in the city of Guaymas, Sonora completed a 140 hour certificate training program in plastic injection molding technology.

The course was conducted at The Offshore Group’s Training Center at the Roca Fuerte Industrial Park, and was delivered with resources provided by Sonora’s branch of CONALEP, or the National College of Professional Technical Education. The instructors for the certificate program were comprised of highly qualified plastic injection molding technology professionals from maquiladora industry establishments located in the border city of Nogales.

Those that completed the course learned were instructed in:

The properties of plastics used for injection

Injection molding presses, parts, components and peripherals

The phases of plastic injection

Quality criteria for product acceptance

Blueprint reading and metrology concepts

Lean manufacturing in mold handling

According to Maquilas Tetakawi general manager, Armando Lee Quiroga, “We at Maquilas Tetakawi, and The Offshore Group as a whole, are grateful for the economic support that the Government of the State of Sonora has provided us to facilitate the acquisition of technical skills local workers. We believe that a program such as this demonstrates what can be achieved when government, private industry and educational institutions work in conjunction with one another”.

An immediate positive result of the workers having completed the plastic injection molding course is that the local Mexican production facilities that employ graduates of this program have achieved a greater level of self-sufficiency. They now have the internal capacity to solve problems that, in the past, required that resources be sent from corporate offices.

Offshore International, Inc. Enhances Tucson Facility Security

The Offshore Group’s facility in Tucson, Arizona, Offshore International, Inc., has invested in more security equipment in an effort to further protect the property of Offshore Group clients.

The Tucson site houses a cross dock operation that receives and consolidates raw materials, equipment and machinery that are received from client company suppliers the world over, are
inspected by on-site representatives of Mexican customs brokers and are consolidated for subsequent shipment to Offshore Group client company production facilities located in the Roca Fuerte and Bellavista Industrial Parks in Guaymas and Empalme, Sonora. The facility also receives shipment of Offshore Group client finished products that are picked up by domestic and international carriers, and are delivered to end users that are located in the United States, Canada and other points overseas.

Thirty five thousand dollars has recently been expended in the purchase of hardware and software for a total of twenty-two Axis surveillance cameras. Ten units have been installed on the outside of the Tucson facility, while twelve cameras have been positioned on the inside. Each camera has a two terabyte storage capacity and is able to store data for a period of thirty days. Cameras are positioned inside of each loading dock and are also situated at strategic points on the Tucson facility’s building perimeter, and in a way that enables the monitoring of vehicular ingress and egress into and out of the building’s grounds.

According to Larry Burnett, The Offshore Group’s Tucson crossdock manager, “The benefits of the new security measures are manifold: (1) The installation of the devices has reduced the possibility of the theft of client property; (2) The cameras enable clients to verify that their goods have been treated with care by crossdock staff; and (3) The outside cameras enable us to see exactly who is entering and leaving the facility. Should there be any problem the quality of the resolution of the images recorded by the cameras enable us to see license plates on both trailers and passenger vehicles.”

Burnett also added that, “The installation of the surveillance cameras is also consistent with the requirements for the Department of Homeland Security’s C-TPAT (Customs-Trade Partnership Against Terrorism) program”.

The Offshore Group to Begin Offering Innovative Outsourcing Solutions in Guadalajara, Mexico

The Offshore Group has announced that it is now offering its comprehensive suite of Mexico outsourcing solutions in Mexico’s second largest city, Guadalajara, Jalisco.
The Offshore Group is a leading provider of enterprise support, or “shelter,” services. Since 1986, the company’s Shelter Plan business model has been successfully applied to the Mexican manufacturing sector, and has enabled its client firms to initiate and maintain low-cost and low-risk manufacturing in Mexico operations at its gated and secured industrial parks in Guaymas and Empalme, Sonora, and, subsequently, in Saltillo, Coahuila. Going forward, The Offshore Group will make these services, as well as a similar program specifically designed for firms involved in call center, software development and business process activities, available to companies seeking to initiate and maintain these classes of operations in one of Latin America’s most dynamic and business friendly cities through its Vangtel subsidiary.

According to The Offshore Group’s President and CEO, Luis Felipe Seldner, “Our organization is anticipating great success as we begin our activities in Guadalajara. The city has much to offer to global enterprises that are engaged in both manufacturing and service related endeavors as regards human resource availability and educational infrastructure, strategic location, market access and comparative cost advantage. We are especially grateful for the courtesy, support and assistance that have been forthcoming by the economic development authorities of the government of the State of Jalisco as we embark on this new venture.”

Guadalajara’s economy is based on industry, especially electronics and information technology with a large number of international firms having manufacturing facilities in its metropolitan area. It is also rapidly becoming an international player in the biotech field. Foreign Direct Investment Magazine ranked Guadalajara second, behind only Chicago, for its North American economic potential in 2007.

Under the terms of the agreement, the company will establish a 175,000 sq. ft. facility at the La Angostura Industrial Park in the city of Saltillo, Coahuila.

The company plans to manufacture components for outdoor grills at the Saltillo facility in the future, as well.

According to company President, Harrell Ward, “Two years ago we began the search for alternative manufacturing to better protect our customers from shipping and cost issues.
