Sourcing professional, Mike Smith, recently spoke with The Offshore Group concerning his four and one half year experience developing a Mexico supply chain for a major aerospace OEM.

Over the course of the approximately thirty minute session, Smith provides a West to East, North to South geographic overview of the composition of Mexico’s rapidly developing aerospace industry that examines electronics and non-complex subassemblies in Mexicali and Baja California; aero engine parts in Guaymas, Sonora; aero structures in Chihuahua, a diversity of aerospace related activities in Monterrey; repair, maintenance and overhaul activities in Querétaro, and the emergence of Guadalajara as an area of high-tech specialization.”

When visiting the site of each of Mexico’s principle aerospace manufacturing clusters, Smith took note of a young, Mexican workforce eager to acquire the skills necessary to work for companies that are taking their places in Mexico’s aerospace supply chain.

He noted that, “Mexico graduates several thousand engineers a year. They are enthusiastic young people, and are looking for the opportunity to qualify for jobs in the Mexican aerospace industry. They are signing up for industry training activities, and are continuing their studies with regard to operating machinery, assuring part quality, as well as in other areas necessary to perform in a modern manufacturing environment.”

Smith is a member of a group called IMAC (the Independent Mexico Advisory Council). Its members help small and mid-sized aerospace companies seeking to establish facilities in Mexico to support OEM activities as part of their growing supply chain efforts. IMAC assists manufacturers in finding synergies, and also with provides guidance with federal, state and local government issues related to Mexico’s growing aerospace industry.

The Offshore Group is the largest provider of outsourced business support, “shelter” services in Mexico. Currently 61 businesses operate at The Offshore Group’s three Mexico manufacturing industrial parks in the State of Sonora, the city of Saltillo, Coahuila, and at the Group’s Vangtel subsidiary in Hermosillo.

Tucson, Arizona – <a title="International Logistics Solutions (ILS)" href="http://www.ilscompany.com/" target="_blank"onClick="recordOutboundLink(this, 'Sister Company Links', ilscompany.com');">International Logistic Solutions (ILS) was recently certified as an Indirect Air Carrier by the Transportation Security Administration (TSA). As an Indirect Air Carrier, ILS may now contract directly for the freight services of passenger air carriers. Third party logistic companies and freight forwarders that are not in possession of such certification may only ship through companies with IAC approval from the TSA. International Logistics Solutions was able to attain this certification due to its successful adoption of a security program that meets the standards of the Transportation Security Administration.

According to Juan Carlos Seldner, president of ILS, “This federal certification will enable us to offer a more price competitive air freight service to those companies that enlist us as their service provider. The primary goal of our company is to enhance the competitiveness of those with whom we do business.”

International Logistic Solutions is a member of The Offshore Group family of companies. As a 3-PL service provider, ILS lends world-class transportation and value-added logistics support to top manufacturers in Mexico, and around the world. The company offers a complete cross border supply chain management (SCM) solution.

Product offerings include coil cords and assemblies, both molded and mechanical. The facility features a LEAN manufacturing focus and cellular manufacturing concepts.

The primary objective of ISO 13485:2003 is to synchronize medical device regulatory requirements with those of quality management systems. ISO 13485 includes some requirements for medical devices and excludes some of the requirements of ISO 9001 that are not relevant as regulatory requirements.

Jesus Gamez, C&M de Mexico’s Manufacturing Manager, commented, “ISO 13485 is based on ISO 9001 but places emphasis in an organization’s ability to meet both regulatory and customer requirements, as well as effective risk management and the ability to maintain the effectiveness of their processes. ISO 13485 certification serves as a framework for compliance to the demands of regulatory agencies and the customer base.”

Kate Houghton, C&M’s Vice President of Marketing, added, “The certification to this very specific, medically focused ISO standard will provide additional momentum to our effort to expand our presence in the medical assembly marketplace.”

In addition to receiving ISO 13485:2003 certification, C&M de Mexico has also been certified to ISO 9001:2008 by QMI-SAI Global, the registrar who performed the audits.

Tucson, AZ – The Offshore Group recently recorded another podcast in its continuing series on Mexico business issues on the subject of Mexico manufacturing facility start-up under its Mexico Shelter Plan.

Leonard Ottosen, project manager at The Offshore Group’s La Angostura Industrial Park in Saltillo, Coahuila, describes how companies that are new to the country are guided from the beginning of the start-up process through to the point at which actual part production takes place under the Mexico Manufacturing Shelter Plan.

The Offshore Group’s sister company, Manufacturas Zapalinamé, S.A. de C.V., provides outsourced manufacturing support, or, “shelter,” services within the secured and gated La Angostura Industrial Park.

According to Ottosen, “the time that it takes to get a Mexican manufacturing facility up and running varies. How long exactly depends on the type of product that is being produced in Mexico. For example, if the operation is general assembly, a company may be looking at an average of two months to get things moving. If the company is a manufacturer that produces machined parts, does metal stamping, and utilizes machinery like break presses, this kind of operation requires more installation processes. A typical start-up period in Mexico in this case may range from between 4 to 6 months.”

Technology has impacted the way successful companies operate business processes. The how’s and why’s related to Outsourcing are evolving as a result.

Three areas that are outsourced the most include IT and software development, call center support and BPO or back office functions. Traditional Outsourcing companies perform contract based work and perform designated tasks on a cost per transaction basis, or for an hourly fee, both offshore and domestically.

How is Outsourcing changing? Technology allows businesses to do more than ever from their workers’ desktops with integrated communications, and by managing users. Companies now have more options than ever that affect price and quality. One of the most innovative approaches to outsourcing is the “shelter” concept created by Vangtel for the service sector.

Vangtel offers companies the ability to maintain full control of their IT and software development, call center support and BPO or back office functions. Successful firms achieve lower cost by establishing operations under Vangtel’s “shelter plan” business model in the city of Hermosillo, Sonora, Mexico – located one hour via air from either Los Angeles or Phoenix.

Why is Outsourcing changing? Companies want to protect their valuable intellectual property, and to operate at lower cost while achieving the level of quality that their customers demand. Traditional Outsourcers simply cannot match all of these demands.

“With the US market and the huge increase in the Hispanic population, a strong trend has emerged that evidences that Mexico is the best site election choice from which to operate an in-house captive call center,” explains Larry Carlson, Vangtel’s Marketing Manager. He added, “Vangtel offers forward thinking companies the ability to house all of their Outsourcing functions in one operation in a corporate culture that they themselves create.”
