Beijing estimates that there are more than 100 billion barrels of oil under the South China Sea, about ten times more than U.S. officials see there. And the Chinese are doing their best to keep that oil to themselves. Chinese vessels have interfered with Vietnamese and other foreign ships looking for oil in recent years. Just one year ago, a Chinese ship apparently deliberately interfered with Vietnamese oil-survey efforts by cutting the survey ship's cable. In November, Vietnam and India reached a deal for additional oil exploration in the South China Sea, which drew an immediate rebuke from China.

Oil refined products is another bottleneck that has been overcome by new buyers world-wide! The old excuse that a refinery is down is no longer true if it ever was to begin with! Oil and Central banks have a lot in common and if that bond breaks here in The USA look for much higher prices when a foreign currency is more sound in the another players mind!

Exports have been a nice outlet for U.S. refiners faced with declining demand in the U.S. because of more-efficient cars and stagnant driving habits. Refiners also don’t have to blend pricey ethanol into the fuel they export, as they do in the U.S. This has all led to what Gheit calls a “double whammy” of more expensive gas for U.S consumers. “The benefits of cheap U.S. energy are being exported overseas,” he says.

So where’s all that American-made fuel going? Some of the biggest demand has come from Central and South America. Brazil, Argentina, and Venezuela have all more than doubled the amount of refined fuel they import from the U.S. since 2010. Demand has spiked particularly in Venezuela, which since 2012 has imported an average of more than 2 million barrels a month of refined petroleum products from the U.S. From 1993 through 2011, monthly exports to Venezuela averaged about 500,000 barrels.

Have no idea what the cost will be and the return ratio but this is some thing to watch! However it's does not solve the carbon exhaust and greenhouse effect!!
