I had one comment regarding this one based on my experienced because I once surveyed last, as far as I can remember, September 2009.&lt;br /&gt;
I agreed with Sen. Drilon that commissioned surveys are meant for the one who paid for the survey. It is absolutely true that questions were angled or positioned for their benefit. There are so many survey questions and I can still remember some of those. Like for instance, may effect po ba sa inyo ang mga advertisement sa TV? sa Diyaryo? sa Radyo? And the most notable question was, MAY NAPIPISIL NA BA KAYONG KANDIDATO SA PAGKAPRESIDENTE KATULAD NI MANNY VILLAR? Gotcha! Illegal question!&lt;br /&gt;

&lt;b&gt;Paolo Cruz, Nueva Ecija: &lt;/b&gt;&amp;nbsp;There’s nothing wrong with her running for Congress, but can’t she just settle for what she has already achieved?&lt;br /&gt;
&lt;b&gt;Eddie Yap, Kabankalan City: &lt;/b&gt;I don’t find anything wrong with PGMA’s decision to run as representative of Pampanga. In fact, I even welcome it. Actually, the President has done a lot for our country and we still need her expertise to help this country become a better place to live in. The media hasn’t been so kind to her but she also has a string of accomplishments that are not given much publicity. I believe that she has all the qualifications of a good representative.&lt;br /&gt;
&lt;b&gt;Bryan Angelo Ramos, Nueva Ecija: &lt;/b&gt;There is nothing wrong about her continuing her legacy as a politician, but it is better for her to clarify issues against her before she runs. I believe that PGMA can help Pampanga become competitive.&lt;br /&gt;
&lt;b&gt;Johann Lucas, Quezon City&lt;/b&gt;&lt;b&gt;:&lt;/b&gt; There is no reason why she can’t. I have no beat on the&amp;nbsp;political atmosphere in Pampanga, so I can only hazard a guess and guessing is hazardous.&lt;br /&gt;

A lawyer filed on Friday a motion at the Commission on Elections (Comelec) seeking to disqualify former Senators Franklin Drilon and Sergio Osmeña III from running in the 2010 polls for not completing the six-year interval mandated by the 1987 Constitution before seeking re-election.&lt;br /&gt;
Lawyer Vladimir Cabigao said both Drilon and Osmeña, who are running under the Liberal Party (LP) banner, should be disqualified from the race because they have “not completed the prohibitory of one term, or six years” from their last term in 2007.&lt;br /&gt;
The two ex-senators, according to Cabigao, can only seek another term “in the 2013 elections” where they will complete the “six years or one term interval to comply with the constitutional mandate that no senator shall serve for more than two consecutive terms.”&lt;br /&gt;
But Drilon dismissed the disqualification case, convinced that it has no legal basis.&lt;br /&gt;
“This petition seeking to disqualify me is a nuisance suit initiated by Malacañang lackeys to harass President Macapagal-Arroyo’s political critics through underhanded and unscrupulous tactics,” he said in a statement.&lt;br /&gt;
Drilon said even Comelec law department chief Ferdinand Rafanan said that they can run for a third term after only three years following their last and second term.&lt;br /&gt;
“The law did not intend to prohibit a Senator from running for the same position within the six-year full term following their two-term limit,” he said recalling Rafanan’s state&lt;span id="goog_1260137817778"&gt;&lt;/span&gt;&lt;span id="goog_1260137817779"&gt;&lt;/span&gt;ment. &lt;br /&gt;

&lt;/blockquote&gt;In all fairness, here is the statement in the 1987 Constitution regarding this matter; “No Senator shall serve for more than two consecutive terms”. In Congress, they count terms every 3 years. So, maybe they are qualified to run. At the end of the day, we, voters, are the one to judge them. Beside, Drilon and Osmena are good senators. &lt;br /&gt;

MANILA, Philippines – Liberal Party (LP) standard-bearer Senator Benigno “Noynoy” Aquino III and Nacionalista Party (NP) presidential bet Senator Manny Villar are set to file their certificates of candidacy (CoC) on November 28 and 30, respectively, spokesmen said on Monday. &lt;br /&gt;
&lt;br /&gt;
Aquino will formalize his presidential bid at the Commission on Elections (Comelec) with his running mate, Senator Manuel “Mar” Roxas II, Aquino’s campaign manager and former congressman Florencio “Butch” Abad said. &lt;br /&gt;
&lt;br /&gt;
Aquino and Roxas will be accompanied by their respective families during the filing, Abad said.&lt;br /&gt;
&lt;br /&gt;
“Merong maikling programa, magmimisa muna, tapos maglalahad ng plataporma de gobyerno bago mag file (We will hold a short program where we will present our platform of government before the actual filing),” he said over the phone. &lt;br /&gt;
&lt;br /&gt;
Asked about Aquino’s choice of the date of filing, Abad said, “Maraming bilog. Swerte. (There are many circles in the number, they say it’s lucky).&lt;br /&gt;
&lt;br /&gt;
Villar will file his CoC on November 30, a Monday, which also coincides with the country’s commemoration of Andres Bonifacio’s birthday, his spokesman and former congressman Gilbert Remulla said in a separate interview. &lt;br /&gt;
&lt;br /&gt;
Remulla could not say, however, why Villar picked that date. &lt;br /&gt;
&lt;br /&gt;
“Because it’s Bonifacio Day? And Bonifacio came from Tondo?” he said. &lt;br /&gt;

(ATSC) even though a subsidiary of the company is tasked to transport the ballots and counting machines that will be used in next year's elections, officials said Tuesday.&lt;/blockquote&gt;&lt;blockquote&gt;"We'll have to see how long the suspension lasts, what it covers, etcetera," said Comelec spokesperson James Jimenez in a text message to GMANews.TV. &lt;br /&gt;
"It's too early to make any conclusions, and the Comelec is prepared to do what is necessary to ensure the success of the project," Jimenez added.&lt;/blockquote&gt;&lt;blockquote&gt;On Monday, the Maritime Industry Authority (Marina) suspended ATSC's operations due to the sinking of its vessel, SuperFerry 9, that resulted in the deaths of nine people. &lt;br /&gt;
According to Department of Transportation and Communications Undersecretary Thompson Lantion, the ATSC would be required to explain why its permit should not be revoked or canceled.&lt;/blockquote&gt;&lt;blockquote&gt;An ATSC subsidiary, 2Go, was earlier chosen to transport the ballots and precinct count optical scan (PCOS) machines to the provinces that will be used in the May 2010 polls.&lt;br /&gt;
Newly-appointed Comelec commissioner Gregorio Larrazabal said the poll body is optimistic that the ATSC will be able to provide alternative means to transport the ballots and the machines. &lt;br /&gt;

But Olivar said Golez's statement should have been taken into context, that what he meant was that any politician has the right to go on retreat and do what he needs to do. He also said some media outfits muddle issues more than clarifying them&lt;br /&gt;

MANILA, Philippines — Malacañang is sensing political “gimmickry” in Sen. Benigno “Noynoy” Aquino III’s so-called spiritual retreat before he decides on whether to run for president next year.&lt;br /&gt;
&lt;br /&gt;
Gary Olivar, deputy presidential spokesperson, Thursday said the senator should “not just ride on sentimental support” in heeding the supposed clamor for him to seek the highest office in the land.&lt;br /&gt;
&lt;br /&gt;
“We respect whatever gimmickry, whatever ways on how he can arrive at a decision,” Anthony Golez, another spokesperson, said in a media briefing.&lt;br /&gt;
&lt;br /&gt;
Golez was commenting on impressions that Aquino might only be playing hard-to-get before eventually announcing his presidential bid in the May elections. &lt;br /&gt;

After Sen. Manuel Roxas II, another prospective presidential bet is considering backing out of the 2010 polls in favor of Sen. Benigno Simeon "Noynoy" Aquino III.&lt;br /&gt;
&lt;br /&gt;
Pampanga Governor Eddie Panlilio said he is willing to rally behind Aquino should the senator decide to run for president - but quickly added he will also consult with his supporters first.&lt;br /&gt;
"He could be the one that could unite the reformed constituency and disallow traditional politicians to become the president of the country. This could be a happy development," Panlilio said of Aquino in an article posted Wednesday night on the Catholic Bishops' Conference of the Philippines Web site. &lt;br /&gt;

Did&amp;nbsp;I mentioned on my previuos post that he will back out if Noynoy run? NO. So, here it is. &lt;br /&gt;
I inclined of voting Panlilio if he runs but with this development, I will look in to someone else. Noynoy is the best candidate I known so far. &lt;br /&gt;

What do I think, should Noynoy run for president?&lt;br /&gt;
First let me qualify. Should Noynoy run for president because he will make a good president or should he run simply because he can win? The questions are separate. They do not necessarily follow after each other. The way I see it, Noynoy could win but he will not necessarily make a good and effective president. Though he follows after the lineage of Ninoy and Cory, his potential for winning stemming chiefly from the outpouring of sympathy for Cory displayed at her funeral, Noynoy is a candidate coming out of nowhere, at least, in the historical sense. Still, I might vote for him if worse came to worse and my only other option was a priest (of any religion), but would I endorse him? No &lt;br /&gt;

&lt;blockquote&gt;A computer expert on Sunday urged the Commission on Elections (Comelec) to adopt cyber-security measures to prevent hackers from manipulating the 2010 automated elections.&lt;br /&gt;

“We raised the concern of hacking because the system to be used by consortium of Smartmatic may be susceptible to hacking of internal data system and we believe that it is better if we use closed loop network which is not open to outside influences," said Dante Mara at the Balitaan sa Tinapayan news forum in Sampaloc, Manila.&lt;br /&gt;
&lt;br /&gt;

&lt;br /&gt;
His former lawyer, Allan Paguia, said on Monday that Estrada would be violating the conditional pardon granted to him by President Gloria Macapagal Arroyo shortly after the former Philippine leader was convicted of plunder in 2007. &lt;br /&gt;
&lt;br /&gt;
Earlier, constitutional experts and legal luminaries said that Estrada could no longer take another shot at the presidency because the 1987 Constitution explicitly prohibits him, or any elected president, from seeking reelection.&lt;br /&gt;
&lt;br /&gt;
In an interview on GMA News’ Unang Hirit, Paguia said Estrada could be jailed because his pardon was granted on the condition that he will not seek any elective position.&lt;br /&gt;
&lt;br /&gt;
Paguia cited a portion of Mrs. Arroyo’s order granting Estrada executive clemency, which read: "Whereas, Joseph Ejercito Estrada has publicly committed to no longer seek any elective position or office."&lt;br /&gt;
&lt;br /&gt;
The lawyer added: "Insofar as my opinion is concerned, that is giving (Mrs. Arroyo) the option to declare the pardon as violated."&lt;br /&gt;
&lt;br /&gt;
But Estrada’s camp insisted President Arroyo gave an absolute pardon.&lt;br /&gt;
&lt;br /&gt;
"Legally, it is plain that the pardon granted was an absolute [one] and not a conditional pardon," Estrada’s spokesperson, Margaux Salcedo, told GMA News.&lt;br /&gt;
&lt;br /&gt;
Malacañang’s top legal eagle believes otherwise. "The pardon was conditional," chief presidential legal counsel Raul Gonzalez said in a text message to GMANews.TV on Monday.&lt;br /&gt;
&lt;br /&gt;
Asked whether Estrada is automatically banned from running for president because of the conditional pardon, Gonzalez answered, "Yes."&lt;br /&gt;
&lt;br /&gt;
Gonzalez’s opinion differed from that of his predecessor, Sergio Apostol, who said that the pardon given Estrada was not a ground for stopping Estrada from running in 2010. [See: Pardon can’t stop Erap candidacy – Palace exec]&lt;br /&gt;
&lt;br /&gt;
In June 2008, Apostol said the paragraph in Mrs. Arroyo’s order granting the pardon was "just a whereas clause" and that Estrada was not bound by it.&lt;br /&gt;
&lt;br /&gt;
Nonetheless, Apostol stressed that the Constitution prohibits Estrada from seeking another shot at the presidency. &lt;br /&gt;
&lt;br /&gt;
Gonzalez agreed. "(Estrada could not run for president again) because of the constitutional ban more importantly." &lt;br /&gt;
&lt;br /&gt;
Also on Monday, former Senate President Franklin Drilon said he believes Estrada received an absolute pardon.&lt;br /&gt;
&lt;br /&gt;
"Ang basa ko sa pardon ay absolute. Walang ipinagbabawal na ibalik ang karapatang pagtakbo (I think the pardon was absolute and it does not bar Estrada from running in 2010," he said in an interview on Unang Hirit.&lt;br /&gt;
&lt;br /&gt;
The Constitution says no&lt;br /&gt;
&lt;br /&gt;
However, Drilon echoed Gonzalez and Apostol and said that the Constitution is an impediment to Estrada’s possible presidential bid.&lt;br /&gt;
&lt;br /&gt;
"Ang Saligang Batas ay may prohibition against any reelection (The Constitution has a prohibition against any reelection)," he said. &lt;br /&gt;
&lt;br /&gt;
Recently, Estrada had floated the idea that he would run for president if the opposition fails to unite in fielding a single candidate for the 2010 polls, sparking a debate whether the deposed leader was still qualified for another term.&lt;br /&gt;
&lt;br /&gt;
But even those who drafted the 1987 Constitution said the law bars Estrada, or any elected president, from seeking reelection.&lt;br /&gt;
&lt;br /&gt;
Ateneo School of Law dean emeritus Fr. Joaquin Bernas, SJ cites Article VII, Section 4 of the Constitution, which states that, "The President shall not be eligible for any reelection. No person who has succeeded as President and has served as such for more than four years shall be qualified for election to the same office at any time."&lt;br /&gt;
&lt;br /&gt;
Former Elections chair Christian Monsod, also part of the 1986 Constitutional Commission delegates, agreed with Bernas. "You only get one shot to serve as elected president. There should be absolutely no second election at all."&lt;br /&gt;

Erap shouldn't run for president. He already had the opportuinty to served and it was a disappointment for Filipinos.
