According to a government document previously marked as For Official Use Only (FOUO), Dr. Ron Pandolfi was the person responsible for an investigation of cooperative research efforts into the use of High Frequency Gravity Wave technologies, which are related to Russian researcher Eugene Podkletnov's anti-gravity and gravity beam research.

According to the New York Times and the Congressional Research Service, Dr. Pandolfi was previoulsy the person responsible for investigating American defense contractors involvement with China's missile problems in the 1990s.

In 1995, the Central Intelligence Agency ignored warnings raised that year by one of its scientists, Ronald Pandolfi, that Hughes may have provided crucial ballistic missile technology to China.

Pandolfi has now emerged as a key witness in the criminal investigation.
