In general, anyone born in Canada from 1947 onwards acquired Canadian citizenship at birth. The only exceptions concern children born to diplomats, where additional requirements apply.

Most persons born in Canada before 1947 acquired Canadian citizenship on 1 January 1947 if still living at that date.

The immigration status of the parents at the time of the Canadian citizenship child’s birth is not relevant to the child’s eligibility for Canadian citizenship. And, what exactly do you base your opinion on?

1 Hawaii DoH Vital Records Regulations Chapter 8B Section 2.5(B)(2) already give Fukino independent authority to issue without any need for permission from Obama a non-certified informational copy of Obama’s 1961 filing to any person or organization. Until November 2009 Fukino and Hawaii DoH deliberately and illegally withheld from public scrutiny the Regulations which give Fukino this independent authority and give the public the right to request informational copies of vital records.

2 Fukino and DoH are under a duty of law to provide all records requested which i) are not covered by UIPA privacy restrictions, and ii) which informed her statement of July 2009. Fukino and DoH have been derelict in and defiant of their lawful duty. Moreover, privacy restrictions should be set aside if there is (as the UIPA manual notes) the slightest public interest in disclosure; the fact that DoH have created a web page dedicated to Obama’s records is evidence of considerable public interest in full disclosure.

3 From the 198 UIPA requests submitted by 61 requesters to DoH it has emerged that Obama sought to amend his 1961 filing and this 1961 filing was delayed (now called “late”) with no evidence supplied by the informant to corroborate the filing. The implications are very serious: Obama was not born in a hospital as he has claimed in writing; the informant was neither of Obama’s parents; images of Obama’s COLB do not show summaries of the reasons for delay or amendment(s) as required by law; and, even if the images of Obama’s COLB were not clearly faked, under HRS 338-17 the alleged COLB being delayed and amended would still not be acceptable evidence of the facts of Obama’s birth.

4 Before and after making her July 2009 statement Fukino (often through spokesperson Okubo) claimed it was illegal for DoH officials to reveal or verify in part or whole Obama’s vital records; therefore at least since making her July statement Fukino and DOH officials have been either acting illegally or lying concerning Obama’s vital records. DoH officials have also contravened and defied federal and state law by applying political, medical, and moral criteria to the fulfillment of their statutory and administrative duties.

5 The American people indeed would have to be mentally, psychologically, rationally, and ethically challenged not to understand that Hawaii DoH officials (and Obama) have deceived, acted illegally, and lied to protect from disclosure the contents of Obama’s filings with the department. Readers may draw their conclusions.

Whether this is accurate or not, Hawaii DoH are illegally refusing to respond to individual requesters they (or Obama) do not like and fear. Now only co-ordinated collective legal action will yield any results. See my point 6.
