				<content:encoded><![CDATA[<p><img class="alignleft size-full wp-image-9141" style="float: left; margin-right: 8px;" alt="Paul Finebaum, photo for column sig SPORTS" src="http://bhamterminal.com/files/2013/05/Paul_Finebaum.jpg" width="240" height="265" />There is no doubt we&#8217;ll still be hearing callers from throughout the southeastern United States as <a href="http://www.bhamwiki.com/w/Paul_Finebaum">Paul Finebaum</a> grows what ESPN hopes will be a national network of rabid college fans eager to share their opinions with him on the air. Tuesday saw <a href="http://online.wsj.com/article/SB10001424127887324102604578497362969635942.html"><em>The Wall Street Journal</em> publish a report about Finebaum&#8217;s new deal with ESPN</a>. The <a href="http://espn.go.com/college-football/story/_/id/9304935/paul-finebaum-joining-sec-network-espn">formal announcement and first appearances on the network&#8217;s television and radio networks</a> came Thursday morning.</p>
<p>The news of Finebaum&#8217;s departure from Birmingham broke just hours after <a href="http://deadspin.com/source-espn-laying-off-hundreds-509043249">word leaked from Bristol, CT about a significant number of employees being laid off by &#8220;the worldwide sports leader&#8221; as a cost-cutting measure</a>. Most of the initial cuts took place in the company&#8217;s sales and technology departments and resulted in an approximately 5% reduction in workforce but more are expected in the coming weeks. The folks at Business Insider <a href="http://www.businessinsider.com/why-espn-laid-off-hundreds-of-employees-sports-chart-of-the-day-2013-5">published a chart earlier this week</a> providing a better visual understanding of <a href="http://www.thebiglead.com/index.php/2013/05/21/espn-layoffs-mostly-in-tech-and-sales-departments-more-to-come-in-june/">the May 21 BigLeadSports post</a> suggesting the rising cost of live sports was a major reason for the layoffs.</p>
<p><a href="http://features.blogs.fortune.cnn.com/2013/05/24/what-job-cuts-really-mean-for-espn/">Fortune.com published a story earlier today</a> suggesting the layoffs were probably a little overdue and that the company will still continue hiring in new areas &#8211; like Finebaum&#8217;s new home come August 2014. Now, even though we do live in what many would consider the heart of SEC country, it probably wouldn&#8217;t hurt to visit <a href="http://getsecnetwork.com/">getsecnetwork.com</a> and make sure the new station has a presence in metro Birmingham come 2014.</p>

		<title>Design Review: a church, some patios, and Penny</title>

				<content:encoded><![CDATA[<p><img class="alignleft size-full wp-image-9133" style="float: left; margin-right: 8px;" alt="PennyatRegionsField-small" src="http://bhamterminal.com/files/2013/05/PennyatRegionsField-small.jpg" width="375" height="303" />Twice a month, the city of Birmingham’s <a href="http://www.bhamwiki.com/w/Birmingham_Design_Review_Committee">Design Review Committee</a> convenes at the <a href="http://apps.cadc.auburn.edu/urban-studio/">Auburn University Urban Studio</a> to discuss and approve – hopefully – plans to make alterations to the city’s structures that fall within one of its many historic and commercial revitalization districts. During this week’s meeting, committee members discussed the advantages, disadvantages, and aesthetics of eleven different proposals throughout the city.</p>
<p><em><a href="http://www.redmontpark.org/joomla/">Redmont Park</a>/Forest Park Residential</em></p>
<p>The committee reviewed two residential projects this week. One was a roof replacement in Forest Park. Although originally a flat roof, the owner is replacing it with a gabled roof to match the home while fixing leaking issues with the flat structure. <a href="http://golightlyla.com/">Go Lightly Landscape Architecture</a> presented plans for a landscaping renovation in Redmont Park. This project will affect the driveway, parking, patio, and plantings throughout the front of the home. Both projects were approved by both of the respective local committees as well as the Design Review Committee.</p>
<p><em>Highland Park</em></p>
<p>Dan Fritts of <a href="http://www.livedesigngroup.net/">LIVE Design Group</a> returned to the committee with the next step in the plans for the <a href="http://www.birminghamorthodox.com/">St. Symeon Orthodox Church</a>. Fritts introduced changes to the site plan since the last presented to the committee. The city requires a certain number of parking spots and three spaces needed to be added. For budgetary reasons, the covered walkway originally proposed between the new church and the existing building was moved to phase two of the project.</p>
<p>He also presented colors and materials for the building. There will be a copper dome that will not patina, coated brick walls, and a blue metal roof. The windows under the dome will be surrounded with a stucco painted to match the brick used on the body of the church. As for landscaping, the site will use indigenous trees and take care to select species already existing in the neighborhood. Some of the existing trees will need to be removed due to their deteriorating health. After discussion regarding specifics on the planting and colors of the brick, the committee approved the updated plans. Fitts was instructed to return to present the signage separately.</p>
<p><em>Midtown</em></p>
<p>Wes Daniel of <a href="http://danielsignsinc.com/">Daniel Signs</a> presented plans for updated signage on the <a href="http://www.ahicenters.com/">American Health Imaging</a> building on the southeast corner of Richard Arrington Jr., Blvd. and 4<sup>th</sup> Avenue South. The new sign will be a box with back-lit channel letters. The company is removing the phrase “OPEN MRI” from the signage in their new branding campaign. Daniel was told to remove the temporary signage currently in the windows. The committee approved.</p>
<p>Joel Williams of the <a href="http://www.williamspartnership.com/">Williams Partnership</a> presented the conceptual site plan for the proposed <a href="http://www.miloshamburgers.com/">Milo’s</a> on Seventh Avenue South. He will return to the committee with materials, landscaping, and final design. After discussion on the building size, parking issues, and delineation of property lines between Milo’s and Arby’s, the committee approved.</p>
<p>The historic <a href="http://www.bhamwiki.com/w/Penny">Penny the Dog sign</a>, recently restored by <a href="http://www.bhtonline.com/">Birmingham Hide and Tallow</a> and Accent Custom Signs, will be installed just beyond the exterior right field fence at Regions Field, above the VIP parking lot. The sign had been donated to the <a href="http://www.milb.com/index.jsp?sid=t247">Birmingham Barons</a> earlier this year and <a href="http://blog.al.com/spotnews/2013/02/penny_dog_food_sign_will_wag_a.html">removed from its long time home along 1<sup>st</sup> Avenue North</a>. The sign will be seen from both 3<sup>rd</sup> Avenue South and inside the ballpark and will be lit with spotlights. The plan to install the sign was approved by the committee.</p>
<p><em>19<sup>th</sup> Street North</em></p>
<p>The committee discussed the new signage for <a href="http://www.vaultbham.com/">The Vault Bar and Lounge</a>, a project also presented by Daniel Signs. The new sign will be black aluminum cut out letters surrounded by exposed neon. The Vault was also required to move the temporary window signage as a condition of approval. The committee approved.</p>
<p><em>Morris Avenue</em></p>
<p>Ian WIllicot presented plans for an outdoor café and new signage at <a href="https://www.facebook.com/pages/Krewe/452035111556352">Krewe on First</a>,<b> </b> a recently opened bar and lounge with a cigar humidor and needs a patio area for their smoking customers. Patio furniture will be standard wrought iron table and chairs with a fenced enclosure. The signage is a circular painted aluminum panel, roughly three feet in diameter, and will be bolted to the wall above the door. Both the patio and signage were approved by the committee.</p>
<p><em>Avondale</em></p>
<p>Elizabeth Barbaree-Tasker of <a href="http://www.revbirmingham.org/">REV Birmingham</a> represented <a href="http://redmountaincommunityschool.blogspot.com/">Red Mountain Community School</a> (she serves on their board) and <a href="http://thenewhopeofbirmingham.com/">New Hope Baptist Church</a> for a signage proposal. The school has moved into the second floor of the church’s outbuilding. There is currently no signage denoting the new location of the school. The proposed sign will be cedar and metal and installed on an existing concrete header beam. It was approved.</p>
<p><em>Birmingham Green</em></p>
<p>The committee previously approved a signage package for the <a href="http://www.vivahealth.com/">Viva Health</a> building on 20<sup>th</sup> Street North. David Brandt of <a href="http://www.fravert.com/">Fravert Services</a> returned to the committee to present updated ground-level signage plans for the building. The original plans turned out to be cost prohibitive. To update the signage and ensure appropriate space and placement, the signage location has been moved to the bottom section of glass on the second floor. The signs will be brushed bronze and will not be illuminated. The owners of the building have approved and will amend their master plan based on the committee’s decision. The committee approved.</p>
<p><em>Uptown</em></p>
<p>Benjie Shirah presented plans for the initial storefront build-out of a new sports bar at the Uptown entertainment district adjacent to the new Westin hotel near the BJCC. They call for installation of windows, a roll-up &#8220;garage&#8221; door, and charcoal awnings. Shirah will return with signage and other upgrades to the site as the plans evolve. The committee approved.</p>

Courtesy Sharon Phelan Evans." src="http://bhamterminal.com/files/2012/10/800px-Cooper_Green_Mercy_Hospital.jpg" width="375" height="210" />There is still a great deal of concern about how Jefferson County&#8217;s poorest citizens access and receive healthcare, especially as folks continue to navigate changes made at what is now <a href="http://www.bhamwiki.com/w/Cooper_Green_Mercy_Hospital">Cooper Green Mercy Health Services</a> after December 31, 2012. The changes have left the county with an urgent care system labeled by some, <a href="http://www.al.com/opinion/index.ssf/2013/05/opinion_from_martha_waters_wis.html">including</a> the <a href="http://www.jcmsalabama.org/">Jefferson County Medical Society</a>, as an &#8220;abject failure&#8221; since the beginning of the year.</p>
<p>Dr. Gregory Ayers, the society&#8217;s president-elect of the Society and one of the signers of the organization&#8217;s statement, and <a href="http://www.wbhm.org/News/2011/markwilson.html">Dr. Mark Wilson</a>, head of the Jefferson County Department of Health, will speak at a community forum on Tuesday evening, May 21, from 6 &#8211; 8 p.m. at <a href="http://www.bham.lib.al.us/locations/branch/fivepointswest/">the Five Points West Public Library</a> (<a href="https://maps.google.com/maps?q=4812+Avenue+W,+Birmingham,+AL&amp;hl=en&amp;safe=off&amp;hnear=4812+Avenue+W,+Birmingham,+Alabama+35208&amp;gl=us&amp;t=h&amp;z=16">directions</a>), located across from the Birmingham CrossPlex. In addition to talking about the organization&#8217;s public  written statement, Dr. Ayers will also be discussing proposals to fix the new system.</p>
<p>We are aware of the fact that all members of the Jefferson County Commission and county manager Tony Petelos have also been invited to attend Tuesday evening&#8217;s forum.</p>

It also means there are a few more options for lunch in this portion of the city&#8217;s central business district.</p>
<p>It appears as though a long-term use has been identified for the vacant lot Barber Companies has had available since September 2009. The property was being considered to be the home of the <a href="http://www.bhamwiki.com/w/Trim_Tab_Brewhouse">Trim Tab Brewing Company</a> before they chose to locate in the former home of the Barber Motorsports Museum in Lakeview.</p>

<p>Gravel has been placed in the lot, with <a href="https://twitter.com/BHMBizAlliance/status/335081132515270656">an image shared by the Birmingham Business Alliance via Twitter on May 16</a> showing a large crowd and the Melt and Dreamcakes food trucks in place on the lot. Based on the two tweets and the food truck community&#8217;s busy weekend, the site has most likely been in use for less than a week so far.</p>
<p>It looks like things will continue to stay busy for the Greater Birmingham Food Truck Coalition in the coming weeks; a search of their website shows <a href="http://instagift.com/deal/street-food-rallysummer-2013-street-food-rally-2013/">they currently have plans to hold their second rally catty-corner from WorkPlay on June 9</a> (the property is primarily a paved lot). The event listing shows tickets costing $10 in advance. They are also still trying to make sure folks are aware of <a href="http://bhmstreetfoodcoalition.files.wordpress.com/2012/12/gbsfc-proposal.pdf">the organization&#8217;s alternative proposed suggestions for the ordinance</a>.</p>

Faith Skate Supply/Flickr." src="http://bhamterminal.com/files/2013/05/6067445515_fc6fddd81d.jpg" width="375" height="249" /></a><a href="http://www.tuscaloosanews.com/article/20110406/NEWS/110409734">Crys Worley</a>, founder of the <a href="http://askate.org/">A.Skate Foundation</a>, presented concepts for a proposed skatepark in <a href="http://www.bhamwiki.com/w/George_Ward_Park">George Ward Park</a> at last night&#8217;s <a href="http://www.bhamwiki.com/w/Glen_Iris">Glen Iris</a> neighborhood association meeting.</p>
<p>Worley’s foundation teaches autistic children how to skateboard. The organization sets up and run clinics nationwide. It is also currently working with the <a href="http://www.lakeshore.org/">Lakeshore Foundation</a> and Wounded Warriors as well as working with a UAB study to measure the neurological effects of skateboarding on autistic children.</p>
<p>Members of the neighborhood association and city officials have, <a href="http://bhamterminal.com/timetable/2013/04/16/next-steps-skateboarding-birmingham/">as previously reported</a>, had several meetings with Worley to discuss possible sites within the park. The current proposed plan would have the skatepark taking up about one third of the terrace land located between the dog park and the tennis courts. It would take up anywhere from 10,000 to 25,000 square feet of space and would cost roughly $450,000 to construct.</p>
<p>Worley explained that the CEO of VANS, Inc., recently visited Birmingham and the company is interested in providing funds for the park (<a href="http://skate.vans.com/news/2012/dec/vans-huntington-beach-skatepark-ground-breaking-photo-recap/">something they have done elsewhere</a>). He also suggested the company is interested in considering the city as a future stop on <a href="http://www.vanswarpedtour.com/">the popular VANS Warped Tour</a>.</p>
<p>Overall, attendees expressed their support for Worley, A-Skate, and for a skatepark at George Ward both throughout the meeting and afterwards. They did, however, want to ensure that plenty of green space remains in the park.</p>
<p>The biggest concern of the audience at the meeting was that the terrace section is one of the few sections remaining at George Ward that is not dedicated to a specific use. One questioner wondered why <a href="http://wikimapia.org/6962587/Bessie-Estelle-Park">Bessie Estell Park</a>, located just west of <a href="http://www.bhamcityschools.org/Domain/40">Epic Elementary School</a>, was not considered. Reasons cited included a lack of parking and noise concerns from the nearby <a href="http://www.bhamwiki.com/w/St_Elias_Maronite_Church">St. Elias Maronite Church</a>.</p>
<p>Those residents present requested Worley return to a future meeting with designs that show what the skatepark&#8217;s footprint would look like in relation to the current park layout. They would also like to hear testimonials of other cities who have skateparks in their municipal parks.</p>

<p><a href="http://www.weather.com/weather/hourbyhour/graph/35234">The current forecast</a> is calling for showers to begin arriving about that time, but they&#8217;re hoping they&#8217;ll be able to get a large number of folks out in order to finish as quickly as possible. Organizers are asking that volunteers meet in the parking lot between the dog park and the ball field. They&#8217;re also asking they wear sturdy shoes or boots and to bring work gloves in addition to any pruners, clippers, etc. They&#8217;ll provide safety vests, garbage bags, the dumpster, and &#8216;picker-uppers.&#8217;</p>
<p>We&#8217;ll do our best to find out if the clean-up is postponed due to weather (and to notify you via this post in case it happens).</p>

<p dir="ltr">The current preliminary plans for the I-20/59 bridge replacement project were unveiled during <a href="http://bhamterminal.com/blog/2013/03/20/i-2059-public-meeting-next-week/">a public hearing held public involvement hearing on March 28 at Boutwell Auditorium</a>. It is said to incorporate comments made during <a href="http://bhamterminal.com/blog/2012/07/19/aldot-updates-i20-59-proposal-options/">an earlier hearing held last summer</a>. The proposed changes to the section of interstate running through Birmingham’s city center are also <a href="http://aldotapps.dot.state.al.us/I59_20/pdf/Proposed%20Layout.pdf">available for review via a PDF on ALDOT’s website</a>.</p>

<p dir="ltr">The plan includes removing all the entrance and exit ramps located between 17<sup>th</sup> and 25<sup>th</sup> Streets. That area is home to several city center destinations, including the BJCC, the Birmingham Museum of Art, Boutwell Auditorium, and the Jefferson County Jail. The existing roadway in this section would be replaced with one sitting higher off the ground and built using a method known as <a href="http://en.wikipedia.org/wiki/Segmental_bridge">segmental concrete construction</a>.</p>
<p dir="ltr">There are proposed modifications that  make 11<sup>th</sup> Avenue North the main thoroughfare. Residents living in <a href="http://www.bhamwiki.com/w/Norwood">Norwood</a> would lose access to the portion of 28<sup>th</sup> St. N. currently running underneath I-20/59 and they would no longer be able to exit eastbound off the interstate at 31<sup>st</sup> St. N.</p>
<p dir="ltr">The plan shows <a href="http://www.city-data.com/neighborhood/Fountain-Heights-Birmingham-AL.html">Fountain Heights</a> would also see reduced access to the portions of the neighborhood closest to where 11<sup>th</sup> Ave. N. provides access onto I-20/59 and I-65. There would be no access from 15<sup>th</sup> or 16<sup>th</sup> Sts. N., forcing most traffic onto 17<sup>th</sup> St. N.</p>
<p dir="ltr">Motorists would see portions of 24<sup>th</sup> St. N. ( between 11<sup>th</sup> and 12<sup>th</sup> Ave. N.) and 25<sup>th</sup> St. N. (between Rev. Abraham Woods, Jr., Blvd. &#8211; formerly 8<sup>th</sup> Ave., N. &#8211; and 12<sup>th</sup> Ave., N.) be removed. They would also see vehicular access along 9<sup>th</sup> Ave. N. disappear.</p>
<p dir="ltr"><a href="http://aldotapps.dot.state.al.us/I59_20/index.html">The front page of the project’s website</a> states the period for public comment has been extended “10 days from 4/10/2013.” <a href="http://aldotapps.dot.state.al.us/I59_20/Contact_Information.html">Its contact information page</a> provides an email address and a phone number for you to use if you’re so inclined.</p>
