Tokyo Metropolitan Police on Friday announced the arrest of Fukuyama for allegedly providing a Web service that introduced male customers to high school girls under 18 years of age for sex — a violation of child pornography and prostitution statutes.

On January 28, the suspect introduced a 16-year-old girl (who is now 17), enrolled at a private school, to a 36-year-old company employee.

Fukuyama initially asked the girl to send him naked photos of her for a fee of 50,000 yen. After he obliged, he introduced her to the company employee in lieu of payment.

The customer, who paid her 20,000 yen for the subsequent sex session, was also arrested on child prostitution charges. He was later released after paying a fine.

Fukuyama told investigators that since last summer he connected roughly 30 teen prostitutes with customers. In May, a member of the Tokyo Metropolitan Police was fined for paying for sex with an underage girl he met through the suspect.

In each case, Fukuyama asked that customers send him photos of the underage girls engaged in sex acts rather than a commission.

However, the same editor tells Shukan Post (June 28) that the initiative — Prime Minister Shinzo Abe’s pledge to raise government spending in an effort to boost prices — is not impacting the low-end market in the same way.

It is a popular spot. “It is natural to have to wait three hours,” assures Ikoma.

In Gotanda, there is Happiness Tokyo, a soapland that serves customers between 9 a.m. and 1 p.m. at a rate of 13,000 yen for 50 minutes.

From a cost performance perspective, clubs in the aforementioned health industry cannot be topped. The Thank You chain, which has more than 10 outlets in Tokyo, provides customers entry at a rate of 3,900 yen for 30 minutes.

“These joints mainly offer hand- and blow-jobs and non-penetration sex,” says Ikoma, “and make no mistake regarding the quality — even writers covering the trade come away fully satisfied.”

Plus, health clubs are now attracting rather young attendants. “Girls in their 20s are treating the job just as if they were working at a family restaurant or convenience store,” the editor assures, “and some of them are absolutely adorable.” (K.N.)

On June 6, Tokyo Metropolitan Police took the manager of Francesca Bianchi Limited, 40-year-old Mayumi Okata, and four other employees into custody on suspicion of violating special business transaction laws regarding false claims in the conditions of a contract.

Between June 2010 and November of last year, the company, located in Minato Ward, is alleged to have coerced 400 women, aged between 22 and 35, into contracts for beauty treatments and products worth 500 million yen. The value of each contract was between 100,000 and 2.5 million yen.

A person with knowledge of the matter tells the tabloid that Okata would become “friends” with women on Mixi and make astounding claims about her services. “There’d be a meeting (with women recruited on Mixi),” says the source. “She’d claim to have various beauty secrets, such as for losing 10 kilograms or removing stiffness in the shoulders through a massage.”

The matter came to light after a group of three women, including a 29-year-old from Musashino City, filed a claim with authorities about being brought to Francesca Bianchi via Mixi and unjustly coerced into contracts extending between November of 2011 and June of last year. “The regular price for 20 sessions is four million yen but we can consider you a relative and offer the same treatment for 1.5 million yen,” the women were allegedly told by the company.

“She was making a killing,” says the aforementioned insider.

Shukan Jitsuwa says that incidents of fraud originating from the use of SNS sites are on the rise.

A writer who covers fraud on the Internet says one type of fraud occurs in employment recruitment. “A recruiter will say via an SNS site that he has a friend looking to hire the right person for a role at a foreign firm at an annual salary of 12 million yen,” says the writer. “He’ll then say that he would like to recommend the target female as a candidate but it requires a registration fee of 300,000 yen. Of course, that fee will be paid by bank transfer. This type of thing is increasingly targeting office ladies and career women.”

The world of show business is not immune to similar tactics. For example, say a woman writes on a site that she has always wanted to become a singer.

“Well, she might find a vocal coach offering lessons,” says the aforementioned writer. “He’ll say, ‘If you pass my test, I’ll introduce you to a talent agency.’ The victim will then send in a sample file and video. Tokyo cops busted a bookmaking operation that offered wagering on boat and motorcycle races

Officers took the manger of the operation, Jung Byung-in, 77, into custody for violating of the Professional Motor Boat Racing Law regarding bookmaking. At the time of the raid, law enforcement discovered four customers inside the establishment, located in the Gotanda district of Shinagawa Ward, wagering 38,600 yen on races as they watched the results on television monitors.

At present, gambling on horse, boat, bicycle, and motorcycle racing from authorized betting outlets is legal in Japan.

The four customers were also arrested on gambling charges.

Jung, a Korean national, has reportedly admitted to the allegations. “There is no question that gambling took place,” said the suspect. “But I have nothing to say until I consult with a lawyer.”

According to police, a surveillance camera was installed outside to monitor incoming and exiting customers.

Over the past two years, the gambling operation collected 40 million yen in revenue.

On June 12, officers took the manager of Satisfaction 99, Tsuji Nagamoto, 54, and six other employees into custody for employing Chineses masseuses to dispense sexual services to male customers inside private rooms.

Nagamoto has reportedly admitted to the allegations. “I knew that prostitution is illegal,” the suspect is quoted by police.

According to police, Satisfaction 99 charges 10,000 yen for a 40-minute session. Included in the 15 masseuses on staff are a number of foreign exchanges students.

Since opening in December of 2011, the club has collected 364 million yen in revenue.

Ex-Kanto Rengo members were arrested for last year’s beating death in Roppongi

On the morning of January 20, a 30-member gang from northern Saitama armed with metal bats clashed with a group double that size from Gunma Prefecture in front of Jimbohara Station, located in the Kodama district of Saitama. Officers arrested 24 members of the Saitama gang on charges of assembly with dangerous weapons. Two suspects have had documents filed with prosecutors.

The altercation resulted in the destruction of one vehicle.

The gangs are considered new criminal elements. Dubbed han gure — in which han means half and gure comes from a word that approximates drifting — the groups are not officially affiliated with organized crime. Many members, however, were formerly enlisted in bosozoku biker gangs, which was the case with one 19-year-old suspect arrested in Saitama.

The suspects arrested in the beating death that took place last year in Tokyo’s Roppongi district are former members of the Kanto Rento bosozuku group. These ex-members are presently referred to as han gure.

Officers also arrested seven other members of the Saitama gang over involvement in 15 cases of arson and robbery.

Law enforcement from Saitama is currently cooperating with the Gunma Prefectural Police in investigating the group from Gunma.

The manager has reportedly admitted to the allegations. “Since I have been operating a drinking establishment for a long time, I knew that needed proper authorization,” said Ueda.

According to investigators, Chu- opened in August of last year. The nature of its business came to light when employees were seen soliciting customers in the street in April.

In May, Ueda submitted a document saying that her operation was within the bounds of the law.

The tax office employee, 49, told investigators that he impersonated a woman seeking to be fondled inside a train carriage.

On April 30 at around 7 a.m., Masaya Ogawa, a former nurse from Osaka, boarded the JR Wakayama Line at Kokawa Station and began touching the breasts and buttocks of a 23-year-old woman.

At Wakayama Station, the train’s final stop, the victim seized Ogawa’s arm and handed him over to station personnel. He was later arrested.

Ogawa believed the woman in question had posted information regarding her seat number and appearance on a train-molestation site in an effort to recruit men interested in fondling her body. The victim denied making such a post.

On Saturday, police said that the tax bureau employee claims that he in fact wrote the message, and included descriptions of the victim’s clothing and general appearance. He was released after questioning in May.

“We would like to withhold comment at present since it could affect the investigation,” said a representative from the Osaka Regional Taxation Bureau.
