IATF Raises Passenger Capacity of Shuttle Services

The Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) has increased the passenger capacity of commissioned shuttle services for employees of permitted offices or establishments, Malacañang said.

Presidential Spokesperson Harry Roque said the shuttle services may also adopt a 'one-seat apart' arrangement or a full seating capacity, provided there are necessary dividers and other health and safety measures are in place.

The IATF directed the Department of Labor and Employment (DOLE) and the Department of Trade and Industry (DTI) to issue the appropriate supplemental advisories for the enforcement and monitoring of the health and safety protocols in private shuttles.

"Private establishments are enjoined to commission their own shuttle services for the benefit of their own employees," the IATF said in Resolution 85, signed on November 26.

Transportation Secretary Arthur Tugade earlier ordered the transport sector to ensure the strict enforcement of the following seven commandments inside public transport, as recommended by health experts:

Wear face masks and face shields;
No talking and making phone calls;
No eating;
Keep PUVs well-ventilated;
Conduct frequent disinfection;
No passengers with Covid-19 symptoms would be allowed inside public transportation; and
Observe appropriate physical distancing ("one-seat apart" rule).

DOLE Eyes Resumption Of Work in Skyway Mishap-Affected Area

The Department of Labor and Employment (DOLE) will soon allow the resumption of work at the affected area of the Skyway extension project in Muntinlupa City.

Labor Secretary Silvestre Bello III, in a Laging Handa briefing, said the DOLE-National Capital Region (NCR) has recommended the lifting of the work stoppage order (WSO) it issued following the accident over the weekend, which killed one motorist and injured six others after the contractor has complied with the occupational safety and health standards (OSHS).

"Actually, Regional Director (Sarah) Mirasol has a recommendation and that they have complied after they were informed of their violations," he said.

Bello added that he is inclined to approve the recommendation of the regional director.

Bello said he ordered the partial lifting of the WSO allowing the construction of the whole project.

"Right now covered by the WSO is the affected portion of the project. I had to allow the construction of the entire project to commence, that’s under Build Build Build program and is scheduled to be completed before the end of the year," he said.

Through the partial lifting of the order, Bello said they were also able to prevent the loss of jobs for affected workers.

"More importantly we are talking of about 900 workers. If we implemented the order, 900 workers will be affected. So I modified the order of our RD, I maintain the WSO where the accident took place but for the whole project the construction will continue,” he said.

Texts to 8888 Citizens' Complaint Center Free to Smart, Sun Users

Subscribers of both Smart and Sun networks can now submit their complaints or grievances to the government for free by texting the Citizens’ Complaint Center (CCC) at 8888.

In a statement, PLDT, together with its mobile subsidiary Smart and PLDT Enterprise, announced its partnership with the Office of the President-Broadcast Messaging Division for the relaunch of the 8888 Short Messaging System (SMS) service platform.

The 8888 SMS system serves as an additional communication channel for the public to send their complaints or grievances on red tape or corruption in any government agency.

"We at PLDT and Smart fully support the government's efforts in addressing the concerns of our countrymen through this initiative and we would like to thank the Office of the President for their trust," said Al Panlilio, PLDT chief revenue officer and Smart president and CEO.

PLDT and Smart provided the SMS platform of the 8888 hotline, available 24/7.

Earlier, Globe Telecom announced its support for the 8888 SMS service platform and ensured that its users will be able to access the new complaint channel.

Over 1,500 Drivers Join LTFRB's Service Contracting Program

A total of 1,520 drivers of traditional public utility jeepneys (TPUJ) have joined the Land Transportation Franchising and Regulatory Board's (LTFRB) Service Contracting Program (SCP) during its first day of registration and orientation on Wednesday.

In a Facebook post, the LTFRB said the program registration, held at the Quezon City Memorial Circle basketball covered court from 8AM to 5PM until November 29, will provide these drivers with additional pay on top of their daily income from driving.

"Sa ngayon, tanging mga driver ng mga PUV na pumapasada sa mga binuksan nang ruta ang pinapayagan na mag-register (For now, only public utility vehicle drivers plying active routes are allowed to register)," the LTFRB said.

Aside from driving a TPUJ, modern jeepney, or a passenger bus in an active route, LTFRB said interested drivers must bring the original and a photocopy of their driver’s license, a signed certificate from their operator, two photocopies of their operator’s valid ID (front and back) with three signatures, and a photocopy of the original receipt/certificate of registration (OR/CR) of the PUV they are driving.

After registration, qualified drivers are given orientation on the program and assistance with registering for the program’s smartphone application, it added.

It said that the program strictly adheres with COVID-19 safety protocols and all applicants must wear a face mask, face shield, and follow other health measures such as social distancing.

The SCP is a program under the LTFRB and the Department of Transportation with a budget of about PHP5.58 billion as part of the Bayanihan to Recover as One Act or 'Bayanihan 2.'

The program will provide qualified drivers with PHP11 per kilometer assistance for traditional and modern jeepneys and PHP23.10 per kilometer aid for passenger buses. This is in addition to incentives or demerits based on service quality, commuter feedback, and performance of the driver.

Ferrari presents the new 488 GT Modificata, a limited edition car that incorporates the technology developed for the 488 GT3 and 488 GTE, transcending the limits imposed by technical and sporting regulations to exploit its full potential. The 488 GT Modificata is exclusively for use during track days and at Ferrari Club Competizioni GT events.

Greater power. The car's name includes the word 'Modificata', which in Ferrari jargon means designs that have been evolved for better performance. It maximises the already outstanding performance of the 488 GT3 and the 488 GTE by combining their most effective and innovative solutions, as well as developing new technologies linked mainly to a powertrain no longer limited by the FIA Balance of Performance. The legendary twin turbo V8 was subject to advanced research, which resulted in specific components and the carry-over of materials from the racing engine. The maximum power delivered by the engine is now around 700cv (690.424hp), due to the use of innovative solutions and more extreme and high-performance mapping. All this without compromising Ferrari's proverbial reliability. EPA Confirms 250-Mile Range for Volkswagen ID.4 Pro and 1st Edition Electric SUV

Volkswagen of America, Inc., is pleased to announce fuel economy figures for the 2021 ID.4 electric SUV. The ID.4 1st Edition and Pro models have an EPA-estimated 250 miles (402.336 kilometers) of range on a single charge. The EPA-estimated fuel economy for city driving is 104 MPGe; highway driving is rated at 89 MPGe, and combined city/highway at 97 MPGe.

The first models to be launched--ID.4 1st Edition and ID.4 Pro--offer an 82kWh (gross) battery and a rear-mounted AC permanent-magnet synchronous motor with 201 horsepower and 228 pound-feet of torque (309.126Nm). At a DC fast-charging station, with 125 kW charging, the ID.4 can go from five to 80 percent charged in about 38 minutes.

According to the EPA's calculations, which allow for 13 cents per kilowatt-hour of electricity, the ID.4 has estimated an annual fuel cost of just $700. Compared to the average new vehicle, this will save owners USD2,250 (around PHP108,158) over five years according to the EPA.

ID.4 owners also benefit from three years of unlimited charging sessions with Electrify America at no additional cost to the vehicle's purchase price. A Unique Project is Born: Ducati Diavel 1260 Lamborghini, Inspired by the Sián FKP 37

Automobili Lamborghini and Ducati announce the Ducati Diavel 1260 Lamborghini: born from the collaboration between two prestigious brands, the motorcycle is made in a limited and numbered edition of 630 units, celebrating the cooperation between the two organisations and appealing to both motorcyclists and collectors from all over the world.

Ducati and Lamborghini both represent Italian excellence, sharing values such as sportiness, attention to design and a meticulous devotion to detail. From this common ground, the Ducati designers' inspiration for the special project came from one of the Sant'Agata Bolognese company’s most fascinating models: the Lamborghini Sián FKP 37.

Based on the Diavel 1260 S, the concept of the Diavel Lamborghini transfers the core concepts of the Sián FKP 37 to the motorcycle world, redesigning the components that most characterize the Diavel. The new, lightweight forged wheels explicitly recall those of the car, as do the air intakes and radiator covers made of carbon fiber that suggests superimposed floating elements on the main structure of the bike. Finally, the typical Ducati red is referenced by the coloring of the Brembo brake calipers.

Each detail of the bike, redesigned by the Centro Stile Ducati for this specific project, is made of a light and precious material such as carbon fibre, also inspired by the car. In addition to the radiator covers and air intakes, the silencer cover, spoiler, central tank cover, seat cover, front and rear mudguards, dashboard cover and headlight frame are also made of carbon.

The livery of the Diavel 1260 Lamborghini is the result of the collaboration between the Centro Stile Ducati and Centro Stile Lamborghini. The paints applied to the bike are the same as those used for the Sián FKP 37, with the bodywork characterized by the Verde (Green) Gea colour, while the frame, undertray and forged rims are embellished with the Oro (Gold) Electrum colour. The important Lamborghini design elements of the hexagon and ‘Y’ motif are evident: this special version of the Diavel pays homage to the former in the shape of the exhaust and the latter in the seat’s aesthetic details.

The livery of this Diavel also sports a ‘63’: an important number for the Sant’Agata Bolognese company that was founded in 1963, and the number that multiplied by ten arrives at the 630 numbered units to be produced by Ducati.

PH's 1st Solar-Powered Bike Pit Stop Opens in San Juan

The country's first solar-powered bike pit stop and repair station in San Juan City is now officially open to the public.

San Juan Mayor Francis Zamora said the biking facility, though located within the premises of the city hall, is open to all bikers.

"We will station people here, everyday in the morning until the curfew ends," he said.

The city government inaugurated the biking facility Wednesday.

It has earlier inked a sponsorship agreement with its private partner, Allianz PNB Life Insurance Inc. to pursue the biking initiative.

Zamora said the agreement involved the installation of hundreds of safety bollards in major biking areas within the city to ensure safe lanes for bikers.

The construction of the pit stop includes the building of bike parking areas, bikers' resting area along with a small footprint bike repair station complete with hanger arms, repair tools, and air pump.

Various safety signages and more bicycle lanes were also built.

The city government also launched the bike-sharing program allowing its city hall employees to borrow from around 105 bikes.

Zamora said each employee is allowed to borrow a bike for one week. To allow more employees to avail of the bike-sharing program, he said the city government targets to add more bicycles by 2021.

He assured that the bikers can safely roam around the city with an established bike-friendly environment while public transportation is still limited due to the pandemic.

"It is a holistic progressive approach on how to change this city," he said.

The Mobility Awards has earlier named San Juan, Pasig, and Marikina as the most bicycle-friendly cities, transport and sustainability advocates in Metro Manila.

Zamora said the city government continues to ensure that the residents are strictly following the mandatory safety measures and health protocols.

Deployment of the Bike Patrollers

Zamora said the strict implementation of quarantine protocols including the wearing of face masks and shields as well as the city's anti-spitting ordinance are closely monitored.

"Ang isang dahilan kung bakit 48 cases lang ho ang Covid-19 dito sa San Juan ay dahil sa ating police bike patrol (One reason why we have only 48 Covid-19 cases here in San Juan is because of the deployment of our police bike patrol)," Zamora said.

Bike patrollers are tasked to secure the safety of the bikers and maintain the bike lanes as well as to oversee the imposition of health protocols.

Zamora said police bike patrollers and traffic enforcers are equipped with body cameras.

"It's one of the reasons why people follow our ordinances because they know that the city government is strictly monitoring," Zamora said.

All Expressways ‘100%-Ready’ for Cashless Transactions by December 1

Both government officials and representatives of Luzon’s expressways assured that they are ready for the full implementation of cashless toll payments beginning December 1.

In a virtual presser, Toll Regulatory Board (TRB) Executive Director Abraham Sales said the operators of the country’s expressways have given away a total of about 3.2 million radio-frequency identification (RFID) stickers to motorists while almost 800 toll gates are ready for RFID use.

"Inaasahan po namin, with the full cooperation of the operators and pati na rin po yung mga motorista, magiging efficient po yung pag-iimplement po ng tinatawag na cashless and contactless toll collection (With the full cooperation of the operators and motorists, we expect the efficient implementation of cashless or contactless toll collection)," Sales said.

Meanwhile, Romulo Quimbo Jr., chief communication officer of the Metro Pacific Tollways Corporation (MPTC), said about 66.4 percent of motorists who passed through MPTC/EasyTrip expressways have used RFIDs as of November 17 compared to 31.9 percent in July this year.

"In terms of cash payers that we have to accommodate by December 1, we have a significant minority. We have gone beyond the tipping point in terms of RFID use," Quimbo said.

As of Monday, he said the MPTC has installed a total of 1,523,991 EasyTrip RFID stickers, noting that almost a million stickers were installed since August 13, the day the Department of Transportation (DOTr) released its Department Order 2020-12 that required mandatory cashless transactions in all tollways.

Manuel Bonoan, president and chief executive officer of Skyway O&M Corporation, Manila Expressway System, and STAR Tollway Corporation, said the San Miguel Corporation (SMC) has given away about 1.7 million free AutoSweep RFID stickers since 2015, noting that RFID use in its tollways has climbed to about 77 percent from 46 percent before the Covid-19 pandemic.

DOTr Assistant Secretary Goddes Hope Libiran said motorists who fail to have an RFID installed in their vehicle beyond the December 1 deadline will be able to do so in all toll lanes at all times from December 1 to January 11.

24/7 RFID Stickering in Toll Lanes Set December 1 To January 11

Expressway operators will implement round-the-clock installation of radio frequency identification (RFID) in all toll lanes from December 1 to January 11, the Department of Transportation (DOTr) said.

"Ang sabi nga po ng ating toll operators, simula December 1 hanggang January 11, magiging 24/7 po yung kabitan ng RFID sa lahat ng toll lanes o mga booths malapit sa mga toll gates (As our toll operators said, from December 1 to January 11, the RFID installation in all toll lanes or booths near toll gates will be made 24/7)," DOTr Assistant Secretary Goddess Hope Libiran in a virtual presser.

Libiran said the toll operators also committed to converting all toll lanes into RFID stickering lanes 'if needed' until January 11 to accommodate more vehicles with no RFID stickers.

"Ibig sabihin, kung ikaw po ay isang motorista na wala ka pang RFID, dumaan ka sa toll gate at saan ka man pumila, kakabitan pa rin ang sasakyan mo ng RFID sticker (Meaning, if you’re a motorist without an RFID, just pass to any toll gate and RFID sticker will be installed on your vehicles)," Libiran said.

She said vehicles with no RFID will not be apprehended or issued citation tickets within the period.

Beyond January 11, she said toll operators will designate one or two lanes in every expressway entrance as sticker lanes, noting that motorists without RFID stickers who try to enter RFID lanes will be issued a citation ticket by this time.

"Maaari lang po silang maticketan kung sila po ay pipila sa mga RFID-only lane, lalo na kung sila ay magdudulot ng aberya o ng abala sa mga sasakyang nasa likuran nila (They will only be issued a ticket if they will attempt to enter an RFID-only lane, especially if they cause a delay or trouble to other motorists)," Libiran said.

DOTr Assistant Secretary Steve Pastor assured that these sticker lanes will remain indefinitely in all expressways to accommodate newly purchased vehicles or motorists who rarely use expressways.

"Before entering the toll plaza naman ho, makikita ninyo yung mga stickering lanes po natin for RFID, so dun lang po niyo yun ipapakabit. We assure you po na tuloy-tuloy po ang pagkakabit ng RFID stickers (Before entering a toll plaza, you’ll see RFID stickering lanes, that’s where you’ll have these installed. We assure you that installing RFIDs will continue)," Pastor said.

Using AutoSweep RFID on EasyTrip expressways

Toll Regulatory Board (TRB) Executive Director Abraham Sales said motorists with an existing AutoSweep RFID sticker will be able to pass through EasyTrip expressways without an additional sticker through an additional enrollment process.

This, he said, is part of the TRB's interoperability project between the AutoSweep and EasyTrip RFID systems that is currently in its first stage.

"Yung stage one, nangyayari na po yun. Kung meron na po silang AutoSweep RFID, pwede po nilang i-enroll sa EasyTrip para hindi na po need magpakabit ng second RFID (The first stage, it’s already underway. If they have an AutoSweep RFID, they can be enrolled with EasyTrip so they don’t have to be installed with a second RFID sticker)," Sales said.

The second stage, he said, would allow those with EasyTrip RFID stickers to pass through AutoSweep expressways after an additional enrollment process.

The third and final stage of the interoperability project, he said, would allow for a single RFID sticker and account to work on both RFID systems, noting that the TRB is still in talks with representatives of the two RFID systems.

Service Contract Program Registration For Drivers Begins November 25

Public utility vehicle drivers, especially those still unable to work due to the pandemic, may register with the Land Transportation Franchising and Regulatory Board (LTFRB) service contracting program beginning today, November 25, 2020.

The service contracting program allows PUV drivers to earn a steady income--PHP11 per kilometer for traditional and modern jeepneys and PHP23.10 for passenger buses aside from incentives or demerits based on service quality, commuter feedback, and performance of the driver.

In an advisory, the LTFRB said the activity would be held at the Quezon City Memorial Circle covered court from Wednesday to Sunday (November 25 - 29) from 8AM to 5PM.

Those included in the program have to meet specific performance indicators to improve the quality of transport service and for them to receive the subsidy.

The program was launched early this month with a budget of some PHP5.58 billion as part of the Bayanihan to Recover as One Act or 'Bayanihan 2.'

The PUV drivers who would like to avail of the program should bring the original and photocopies of their professional driver’s license, a certificate signed by their operator that proves they are a designated PUV driver, two photocopies of their operator’s valid ID (showing both front and back) with three signatures, and a photocopy of the official receipt or certificate of registration of their designated PUV.

Angkas Now Allowed to Resume Operations in Metro Manila

Angkas and its motorcycle (MC) taxis are now allowed to resume operations in Metro Manila after the MC Taxi Technical Working Group (MC Taxi TWG) issued the company a provisional authority to operate.

In a statement, the MC TWG said the provisional authority given to Angkas is valid from November 24 to December 9, noting that the company would be issued a Certificate of Compliance once it completes its pending operational requirements.

In a message to reporters, Department of Transportation (DOTr) Assistant Secretary Goddes Hope Libiran said Angkas' pending requirements include the provision of accident insurance for both passengers and riders and the mandatory use of thermal scanners.

"'Yung thermal scanner naman, wala sa existing guidelines ng (The thermal scanners are not in the existing guidelines of the) NTF-Covid (National Task Force for Covid-19), but the MC Taxi TWG believes it is necessary, so we will take it up with the NTF-Covid for their consideration," Libiran said.

Once Angkas’ completes the TWG’s requirements and issued a Certificate of Compliance, she said the company and its riders will then be officially allowed to operate under the Extended MC Taxi Pilot Program.

The TWG is set to discuss the duration and other details of the extended MC Taxi Pilot Program with the House Committee on Transportation on Wednesday, Libiran said.

JoyRide, one of Angkas’ competitors in the MC taxi space, have been issued with a PA to operate under the extended motorcycle taxi pilot program, pending discussions on the mandatory use of thermal scanners.

The PA is valid from November 24 to December 9 and once it has fully complied with the requirements, a Certificate of Compliance shall be issued to them.

Move It, another company, has yet to submit its letter of compliance and has not been scheduled yet for inspection, Libiran said.

Palace to 'Tiangges': Observe COVID-19 Protocols or Face Closure

Malacañang warned 'tiangges' or bazaar operators of possible closure if they fail to observe minimum health and safety standards to prevent the spread of the coronavirus disease 2019 (COVID-19).

In a Palace press briefing, Presidential Spokesperson Harry Roque issued the reminder as more people are expected to flock to tiangges with the holiday season fast approaching.

"Iri-remind ko lang po ang mga tiangge operators, pupuwede po kayong mapasara kapag hindi po ninyo in-observe ang social distancing (Let me remind tiangge operators, you can be closed down if you don’t observe social distancing)," he said.

He also reminded them to ensure that only a limited number of shoppers inside their stores and that there are designated entry and exit points for shoppers.

"Pupuwede namang pong limitahan iyong mga pumapasok sa mga tiangge, kinakailangan lang magkaroon ng special entry at the exit point. Kapag hindi po kayo nag-control ng crowd, baka mapasara kayo, lalo kayong mawalan ng negosyo (You can limit the number of people entering the tiangge, there should be a special entry and exit point. If you don’t control the crowd, you might risk getting closed and lose your livelihood)," he added.

Roque also urged local government units (LGUs) to do their part in monitoring tiangges to prevent people from gathering in one area.

"Alam nating kinakailangang mamili para sa Pasko pero ingatan naman natin ang ating mga sarili hindi lang para sa hanapbuhay kung hindi para tayo ay magkaroon ng maligayang Pasko dahil kapag kayo ay nagkasakit, nasaan ang Merry Christmas (We know that we need to shop for Christmas but let’s take care of ourselves not just so we can work but so we can have a merry Christmas because if you get sick, how will you have a Merry Christmas)?" he said.

In a taped public address aired Monday night, President Rodrigo Duterte renewed his call to strictly follow minimum health and safety protocols to prevent a post-Christmas holiday surge of Covid-19 cases.

"So mga kababayan, importante the washing of hands, social distancing, 'wag na lumapit (So, my countrymen, washing of hands is very important, social distancing, don’t get closer)," Duterte said.

The Department of Health earlier warned that Covid-19 cases could surge during the holiday season, stressing the public should stay indoors to help mitigate the spread of the virus.

As of Tuesday, health authorities announced 1,118 more cases of Covid-19, pushing the nationwide tally to 421,722.

The country’s recoveries rose 386,792 with 196 added to the Department of Health’s tally but 12 more patients succumbed to the disease, bringing the death toll to 8,185.

10 Official Entries for MMFF 2020 Revealed

The 10 entries to this year’s Metro Manila Film Festival (MMFF) has been revealed, all available digitally through streaming beginning Christmas Day, December 25.

In a statement the Metro Manila Development Authority (MMDA) said instead of the usual eight entries, the MMFF will showcase 10 movies this year.

These 10 official entries are Magikland (fantasy adventure), Coming Home (family drama), The Missing (horror), Tagpuan (romance), Isa Pang Bahaghari (family drama), Suarez, the Healing Priest (biopic), Mang Kepweng, Ang Lihim ng Bandang Itim (comedy), Pakboys Takusa, (comedy), The Boy Foretold by the Stars (romantic comedy), and Fan Girl (drama).

The entries, it said, were chosen based on the criteria of artistic excellence (40 percent), commercial appeal (40 percent), Filipino sensibility (10 percent), and global appeal (10 percent).

Danilo Lim, MMDA and concurrent MMFF chairperson, noted that while the pandemic prohibits the screening of these films on cinemas, the tradition of watching MMFF films will continue through streaming services such as Upstream and GMovies.

"MMFF 2020 will not be limited to Filipinos residing in the country but will allow overseas Filipino Workers (OFWs) to enjoy the festival on a legitimate platform, anywhere they are in the world. DOLE Issues Work Stoppage Order on Skyway Extension Project

The Department of Labor and Employment-National Capital Region (DOLE-NCR) has issued a work stoppage order on the Skyway extension project, pending the occupational and health standards investigation following Saturday's mishap in Muntinlupa City that killed a motorist and injured six others.

DOLE-NCR Director Sarah Buena Mirasol issued the order to Jose Ilagan, the project manager of EEI Corporation/Skyway Extension Project in Muntinlupa City.

"In view of the gravity of the presumptive negligence of the contractors, this Supplemental Work Stoppage order is issued to stop the construction activity not only the affected area but also the entire Skyway Extension Project Sucat Alabang Viaduct as per approved Construction Safety and Health Program, A-1410-0719-NCR-2987," said the order, which takes effect immediately.

On the other hand, Mirasol also directed the contractors and subcontractors of the project to attend a November 24 hearing at MUNTAPARLAS field office 3/F, Valenzuela Building, Alabang-Zapote Road, Pamplona 3, Las Piñas City "to determine the propriety of having this Work Stoppage Order lifted or not".

Likewise, the DOLE-NCR ordered the Technical Services and Support Division-Regulatory (TSSD-Regulatory) personnel and/or Sheriffs to immediately serve and implement the order.

It warned that failure to comply with the order is a criminal offense punishable under Article 288 of the Labor Code of the Philippines, as amended.

On Nov. 21, a steel girder from the ongoing Skyway extension project fell on six vehicles along the East Service Road in Muntinlupa City, killing one and injuring six others.

According to the Department of Public Works and Highways, the project is the extension of the Skyway from Susana Heights on the South Luzon Expressway (SLEX) to Sucat and back.

It will connect the SLEX and the Muntinlupa Cavite Expressway (MCX) to the Skyway at Susana Heights bypassing Alabang to make travel from south to north via the Skyway system seamless and much shorter.

Pasig Expands Contact Tracing Solution Via QR Code System

The city government of Pasig has required all residents and business establishments to use a quick response (QR) code system as the city expanded its contract tracing solution to combat the coronavirus disease 2019 (COVID-19).

In his social media post, Mayor Vico Sotto urged residents and business establishments to get their own "PasigPass" QR code.

"This is our more efficient contact tracing solution. Commercial establishments and religious groups are now starting to implement it throughout the city," he said.

The city government said the QR code system will prevent people from having direct contact with strangers when manually filling out health declaration or contact tracing forms.

Apart from preventing local transmission of CPVID-19, the city government said the new contact tracing solution will secure people's private information while ensuring efficient and contactless contact tracing efforts.

"With PasigPass, people will no longer have to write in health declaration/contact tracing forms or logbooks — they will simply need to present their PasigPass QR codes and have it scanned by business establishments," the city government said in its advisory.

The city government said the use of PasigPass, a contact tracing solution specifically made for the city which runs via QR code system, has earlier piloted at the city hall.

"When we launched it last month, a lot of you have been asking when it will be implemented in the City. We piloted the use of PasigPass QR code in Pasig City Hall, now, we'll be implementing it Pasig-wide," the city government said.

The system allowed offices to run real-time communication in handling COVID-19 responses including tracing, testing, isolation, and treatment.

Residents who don't have smartphones with them will also be provided with PasigPass by setting up various stations within the city where they can register and download their assigned QR codes.

"The PasigPass QR code can be printed! Some barangays have taken the initiative to help out in assisting their residents to register to PasigPass, so for those without an internet connection or smartphone, you may check with your barangay," the local government said.

SM Hypermart and SM East Ortigas were the first establishments to implement the contact tracing solution within the city, according to Sotto.

“Thanks to malls and other establishments that already use Pasig Pass, the digital contact tracing solution of Pasig City,” he said.

Sotto assured that PasigPass is more efficient, hassle-free, and safer than the manual practice of filling out the contact tracing forms.

He added that it will also be compliant with the country's Data Privacy Act in terms of storing various medical records of each patient.

Residents could get their own QR code via pasigpass.pasigcity.gov.ph.

Under the PasigPass ordinance, the city government said the QR code will now be required upon entry to all business establishments in the city.

Some business establishments, including malls and department stores, have already started implementing the 'no PasigPass, no entry' policy.

The city said registration to PasigPass is open for all residents and those who are working and frequently visit Pasig, aged 18 years old and above.

DOTr: Angkas to Resume Operations After Completing Requirements

Angkas and its motorcycle (MC) taxis will soon make a comeback in Metro Manila after the company completed the requirements set by the MC Taxi Technical Working Group (TWG), an official of the Department of Transportation (DOTr).

In a message sent to reporters, DOTr Assistant Secretary Goddes Hope Libiran said the MC Taxi TWG has completed its inspection of Angkas’ facility on Saturday and found that the company has not yet complied with two of its requirements.

These include requiring MC taxi riders to have a thermal scanner or completed health declaration forms--for both the rider and passenger--to check if either of them has a fever or other symptoms of the coronavirus disease 2019 (COVID-19).

The second requirement, she said, is a confirmation that Angkas has undertaken background checks on all its riders to see if they have committed offenses or have pending cases.

"We are just waiting for Angkas to inform us of their compliance in these two remaining items. Once they confirm their compliance, we will issue a Notice to Proceed immediately," Libiran said.

She said at least 6,400 Angkas riders are ready to return to the streets of Metro Manila after undergoing swab testing last week.

Joyride, one of Angkas’ two competitors in the MC taxi space, is scheduled for inspection on Monday she said.

"Move It [will be inspected] as soon as we receive a letter from them signifying their compliance," Libiran said.

On Nov. 10, Presidential Spokesperson Harry Roque announced the operational guidelines for motorcycle taxis and tricycle back-riding formulated by the National Task Force against Covid-19 (NTF-COVID).

These guidelines set the speed limit of MC taxis to 60 kilometers per hour, require good health condition of riders, protective gear for both drivers and passengers (passengers must bring their own helmet), among others.

MC taxis are also required to refuse passengers under the influence of alcohol and illegal drugs, persons with disability who cannot hold on safely, children covered by the Children’s Safety on Motorcycles Act of 2015, pregnant women, and anyone not complying with required health protocols

November 4 Declared as National Bicycle Day

The country will mark November 4 of every year as 'National Bicycle Day' to promote the environmental benefits of bicycles based on the latest proclamation of President Rodrigo Duterte.

In Proclamation No. 1052 he signed on November 18, Duterte declared the annual occasion to ensure ecological integrity and a clean and healthy environment by raising public awareness on eco-friendly technologies, systems, and practices.

"There is a need to highlight the importance of non-motorized transportation as a means of fostering sustainable development and promoting environmental health that is conducive to the physical health and well-being of all Filipinos," the proclamation read.

Under the proclamation, the Department of Environment and Natural Resources (DENR), in coordination with relevant non-government organizations and civil society groups, will lead the observance and celebration of National Bicycle Day.

All other agencies and instrumentalities of the national government, including government-owned or -controlled corporations and state universities and colleges, are enjoined and all local government units, as well as the private sector, are encouraged to actively participate and render support and assistance to the DENR for the effective implementation of the proclamation.

More people have started riding bicycles when lockdowns were implemented across the country due to the prevailing coronavirus disease (COVID-19) pandemic.

Last May, the Department of the Interior and Local Government (DILG) urged local government units (LGUs) to establish bicycle lanes in all local roads to support those who will bike to their work destinations due to the reduced capacity of public transportation under community quarantine.

Interior Secretary Eduardo Año said LGUs must also ensure that all bicycle lanes are free from any obstruction to prevent any untoward road accidents.

LGUs must also enact ordinances to impose reasonable penalties on violations in the use of the bicycle lanes to ensure that both motorists and cyclists follow the regulations along the said lanes, he added.

The Department of Public Works and Highways (DPWH), last June, also created a Technical Working Group to directly coordinate with the Department of Transportation and Metropolitan Manila Development Authority for the preparation of a conceptual design and construction of a Metro Manila-wide bicycle lane for national and local roads.

LTFRB: Over 110,000 PUV Operators Given Cash Subsidy

The Land Transportation Franchising and Regulatory Board (LTFRB) said at least 110,359 operators of public utility vehicles (PUVs) have received direct cash subsidy from the government since Monday, November 16, 2020.

In a Facebook post, the LTFRB said these PUV operators have now received a total of PHP717,333,500 in direct cash subsidy--PHP6,500 each through the Pantawid Pasada Program cash cards, the Land Bank of the Philippines or other banks with PESONet and INSTAPay.

"Patuloy naman ang pamamahagi ng LTFRB ng subsidiya sa mga PUV operators sa ilalim ng Direct Cash Subsidy Program (The LTFRB continues to distribute subsidies to PUV operators under the Direct Cash Subsidy Program)," the LTFRB said.

Earlier, it said at least 178,000 PUVs are included in the program--120,000 jeepneys, 21,998 buses, 24,374 UV Express units, 10,188 Filcabs, 1,259 mini buses, and 426 point-to-point buses.

On November 16, the LTFRB launched the subsidy program that aims to help select PUV operators in different parts of the country.

The program, allotted with some PHP1.6 billion in funding, was approved under the Bayanihan to Recover as One Act or the 'Bayanihan II' Act.

One Lane on Vargas Bridge to be Closed November 21

The closure, it said, would allow a private contractor of the Department of Public Works and Highways (DPWH) to strengthen the girder support of the 140-meter-long bridge in Barangay Bagong Ilog to avoid further deterioration and for the safety of motorists passing through it.

"The bridge repair aims to strengthen the 36-year-old structure, which showed damaged/dropped portion at the expansion joint, as discussed during a coordination meeting today (Thursday) among officials of MMDA, DPWH, and the local government of Pasig City," the MMDA said.

For motorists headed westbound from C. Raymundo Avenue in Pasig City, it advised to take a detour by turning left at Dr. Sixto Avenue, another left at P. Conducto Street to CP Garcia Avenue (C5) to destination.

Another westbound detour from C. Raymundo Avenue, motorists are advised to turn left at A. Mabini Street/A. Luna Street, another left at P. Burgos, left at Industria, right at Sta. Rosa de Lima Bridge, then right at Avis Street at Dr. Maximo Flores to C5/Shaw Boulevard to destination.

For motorists headed eastbound from Shaw Boulevard/CP Garcia Avenue, it advised to take a detour by turning right at Eagle Avenue, and right at Dr. Sixto Antonio Avenue to destination.

Other motorists may also take a different eastbound detour from Shaw Boulevard/CP Garcia Avenue by turning right at Dr. Maximo Flores, right at Avis Street, left at Sta. Rosa de Lima Bridge, straight to Dr. Garcia Street, and left at A. Luna Street to destination.

"Eastbound vehicles can also take Eagle Street from C5 to Dr. Sixto Antonio to their destination. Affected vehicles may also take the Kaginhawaan Bridge," the MMDA said.

It noted that all trucks would be diverted to Ortigas Avenue for the duration of the repair works on Vargas Bridge.
