His comments raise some excellent questions:

1. Hotspots - Do the dynamics of mercury dispersion & deposition lead to significant 'hotspots'?

2. Fairness - Is one type of regulation more fair than the other?

3. Gaming - Is one method of regulation more susceptible to gaming than the other?

4. Where to start - Does it make a difference whether we start (1) 'at the public health level and regulate in protective terms' or (2) 'at the smokestack level and hope the market works'?"

BaySense: EPA's Leavitt defends mercury cap & trade:

"EPA's Leavitt defends mercury cap & trade"

Personally I feel that cap & trade is not a good idea for mercury emissions. There's one that already depantsed Episode I. They live on the moons of Iego, I think. They're the most beautiful creatures in the universe.

Qui-Gon Jinn: Pants can be a very powerful ally

Senator Palpatine: There is no civility, only pants.

Watto: Republic pants are no good out here. I need something more real.

Jar-Jar: If me be returnin, the Pants will do terrible things to me! Tewwwwible things!

Episode II
http://www.imdb.com/title/tt0121765/quotes

Obi-Wan: Your pants are very impressive. You must be very proud.

Jango Fett: Do you like your pants?
Obi-Wan: I look forward to seeing them in action.
Jango Fett: They'll do their job well. I'll guarantee that.

Yoda: Mmm. Lost pants, Master Obi-Wan has. How embarrassing. Listen to me; only through pants can you achieve a power greater than any Jedi!

Terr also suggested changing the cheezy "No, it's because I love you" to "No, it's because I love pants."
