<p><span style="FONT-FAMILY: Arial; COLOR: #80ff00">Compared with the original Gallardo, the LP 560-4 is 44 pounds lighter, accelerates faster on its way to a top speed of more than 200 mph, shifts more quickly, and steers more accurately. The car also brakes harder when equipped with optional carbon-ceramic brakes. But like the old Gallardo, the LP 560-4 is remarkably easy to drive. </span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #80ff00">Visually, the new Gallardo distinguishes itself only subtly, with larger air intakes, a slightly redesigned front fascia, and a revised rump. The "LP" in the name proclaims the vehicle’s longitudinal, posterior-mounted 5.2-?liter direct-injection engine, which has 10 cylinders and produces 552 hp and nearly 400 ft lbs of torque. (The 560 in the name denotes the European horsepower rating, and the 4 refers to the car’s permanent four-wheel-drive system.) </span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #80ff00">The Gallardo LP 560-4 is quicker than the Ferrari F430 and nearly as quick as Lamborghini’s bigger, heavier, V-12-powered Murciélago. The 6-speed automated manual transmission (a traditional manual transmission is also available) shifts with startling speed, and in Corsa mode it engages with a satisfying thump. </span></p>

The Israeli military also extended an order barring most Palestinians from entering Israel from the West Bank.</span></p>
<p _extended="true" itxtvisited="1"><span style="FONT-FAMILY: Arial; COLOR: #ffff00">Israel's already strained relationship with the U.S. hit a new low last week when it announced the construction plans during a visit by Vice President Joe Biden. The timing of the announcement deeply embarrassed the Obama administration and put plans for indirect peace talks with the Palestinians in jeopardy.</span></p>
<p _extended="true" itxtvisited="1"><span style="FONT-FAMILY: Arial; COLOR: #ffff00">The U.S. responded with repeated condemnations, including a lecture from Secretary of State Hillary Rodham Clinton over the weekend. A senior White House official added another stinging rebuke on Sunday.</span></p>
<p _extended="true" itxtvisited="1"><span style="FONT-FAMILY: Arial; COLOR: #ffff00">Netanyahu has been trying to dispel the impression that relations with the U.S. have degenerated into a crisis. His attempt Sunday to ease concerns were his first public comments since the feud erupted.</span></p>
<p _extended="true" itxtvisited="1"><span style="FONT-FAMILY: Arial; COLOR: #ffff00">"We opened the newspapers this morning and read all kinds of commentary and assumptions regarding the crisis with the U.S. I recommend not to get carried away and to calm down," Netanyahu told his Cabinet. "There was a regrettable incident that was done in all innocence and was hurtful, and which certainly should not have occurred."</span></p>
<p _extended="true" itxtvisited="1"><span style="FONT-FAMILY: Arial; COLOR: #ffff00">Netanyahu, however, gave no indication that he would cancel the east Jerusalem construction plan, despite warnings from Washington that it could undermine the negotiating climate as indirect peace talks between Israel and the Palestinians are about to begin under U.S. mediation.</span></p>
<p _extended="true" itxtvisited="1"><span style="FONT-FAMILY: Arial; COLOR: #ffff00">"Israel and the U.S. have mutual interests," Netanyahu told the Cabinet, then pointedly added, "but we will act according to the vital interests of the state of Israel."</span></p>
<p _extended="true" itxtvisited="1"><span style="FONT-FAMILY: Arial; COLOR: #ffff00">After working for more than a year to get peace talks back on track, the U.S. viewed the Israeli construction plan as a provocative move that could derail the negotiations before they even get under way.</span></p>
<p _extended="true" itxtvisited="1"><span style="FONT-FAMILY: Arial; COLOR: #ffff00">Biden condemned the plan, using exceptionally harsh diplomatic language. But at the end of his visit Thursday, he toned down that criticism in an apparent effort to keep the feud from escalating.</span></p>
<p _extended="true" itxtvisited="1"><span style="FONT-FAMILY: Arial; COLOR: #ffff00">Clinton shattered the newfound calm a day later by calling the new housing plan a "deeply negative signal" for Mideast peacemaking and ties with the U.S.</span></p>
<p _extended="true" itxtvisited="1"><span style="FONT-FAMILY: Arial; COLOR: #ffff00">She spoke to Netanyahu by phone for 43 minutes to vent Washington's frustration with the announcement and its timing.</span></p>
<p _extended="true" itxtvisited="1"><span style="FONT-FAMILY: Arial; COLOR: #ffff00">"The announcement of the settlements on the very day that the vice president was there was insulting," Clinton told CNN on Friday.</span></p>
<p _extended="true" itxtvisited="1"><span style="FONT-FAMILY: Arial; COLOR: #ffff00">On Sunday, Obama adviser David Axelrod also had sharp words for the Israeli announcement.</span></p>
<p _extended="true" itxtvisited="1"><span style="FONT-FAMILY: Arial; COLOR: #ffff00">"This was an affront, it was an insult, but most importantly, it undermined this very fragile effort to bring peace to that region," he said on NBC television. "For this announcement to come at that time was very, very destructive."</span></p>
<p _extended="true" itxtvisited="1"><span style="FONT-FAMILY: Arial; COLOR: #ffff00">Palestinians have threatened not to participate in the indirect talks, which Washington hopes will relaunch long-stalled peace efforts, and the Arab League has already withdrawn its endorsement of the negotiations. Palestinians want Israel to halt all construction in the West Bank and east Jerusalem, areas they claim for a future state along with the Hamas-ruled Gaza Strip.</span></p>
<p _extended="true" itxtvisited="1"><span style="FONT-FAMILY: Arial; COLOR: #ffff00">Israel, which captured both territories in 1967, has agreed under intense U.S. pressure to slow construction in the West Bank. But it has refused to limit building in east Jerusalem, which it annexed after the 1967 Mideast war in a move that has not been recognized by the international community.</span></p>
<p _extended="true" itxtvisited="1"><span style="FONT-FAMILY: Arial; COLOR: #ffff00">The spat between Israel and the U.S. over the new east Jerusalem construction plans has fueled already high tension in the city, where Arabs and Jews live together uneasily.</span></p>
<p _extended="true" itxtvisited="1"><span style="FONT-FAMILY: Arial; COLOR: #ffff00">After successive weekends of clashes between Israeli security forces and Palestinians, hundreds of police were deployed Sunday around the Old City before the rededication Monday of an important synagogue destroyed during Israel's 1948 War of Independence.</span></p>
<p _extended="true" itxtvisited="1"><span style="FONT-FAMILY: Arial; COLOR: #ffff00">Palestinian men under the age of 50 were barred from entering the disputed hilltop compound known to Jews as Temple Mount and to Muslims as Haram as-Sharif, or Noble Sanctuary. The disputed complex is home to the Al-Aqsa Mosque, Islam's third-holiest shrine, and is Judaism's holiest site because the biblical Jewish temples once stood there.</span></p>
<p _extended="true" itxtvisited="1"><span style="FONT-FAMILY: Arial; COLOR: #ffff00">Security forces asked younger Arab men to produce identification before allowing them to enter the gates of the Old City.</span></p>

<p itxtvisited="1"><span style="FONT-FAMILY: Arial; COLOR: #ffff00">Graves died of an apparent heart attack outside his Los Angeles home, about a week shy of his 84th birthday, publicist Sandy Brokaw said.</span></p>
<p itxtvisited="1"><span style="FONT-FAMILY: Arial; COLOR: #ffff00">He had just returned from brunch with his wife and kids and collapsed before he made it into the house, Brokaw said. One of his daughters administered CPR but was unable to revive him. Graves' family doctor visited the house and believed he had a heart attack, Brokaw said.</span></p>

Amtrak service between Philadelphia and New York was suspended for hours before limited service was restored, spokesman Cliff Cole said.</span></p>

<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">On Monday James Sikes, 61 years old, called 911 and told the operator his blue 2008 Toyota Prius had sped up to more than 90 miles per hour on its own on Interstate 8 near San Diego. He eventually brought the vehicle to a stop after a California Highway patrolman pulled alongside Sikes and offered help.</span></p>

<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">During and after the incident, Sikes said he was using heavy pressure on his brake pedal at high speeds.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">But the investigation of the vehicle, carried out jointly by safety officials from the National Highway Traffic Safety Administration and Toyota engineers, didn't find signs the brakes had been applied at full force at high speeds over a sustained period of time, the three people familiar with the investigation said.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">The brakes were discolored and showed wear, but the pattern of friction suggested the driver had intermittently applied moderate pressure on the brakes, these people said, adding the investigation didn't find indicators of the heavy pressure described by Sikes.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">Toyota Corp. spokesman Mike Michels declined to confirm the Journal's report.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">A draft memorandum obtained Saturday by The Associated Press also said investigators were unable to make a Prius speed out of control as Sikes detailed.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">During two hours of test drives of Sikes' car Thursday, technicians failed to duplicate the same experience that Sikes described, according to the memo prepared for the House Committee on Oversight and Government Reform.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">"Every time the technician placed the gas pedal to the floor and the brake pedal to the floor the engine shut off and the car immediately started to slow down," the memo said.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">The report says that, according to Toyota's "residential Hybrid expert," the Prius is designed to shut down if the brakes are applied while the gas pedal is pressed to the floor. If it doesn't, the engine would "completely seize."</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">"In this case, knowing that we are able to push the car around the shop, it does not appear to be feasibly possible, both electronically and mechanically that his gas pedal was stuck to the floor and he was slamming on the brake at the same time," the memo said.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">The findings raise questions about "the credibility of Mr. Sikes' reporting of events," said Kurt Bardella, a spokesman for California Rep. Darrell Issa, the top Republican on the committee, which is looking into the incident.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">The memo did say that investigators found the front brake pads were spent.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">"Visually checking the brake pads and rotor it was clearly visible that there was nothing left," it said.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">Sikes' wife, Patty, said he stands by his story.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">"Everyone can just leave us alone," she said. "Jim didn't get hurt. There's no intent at all to sue Toyota. If any good can come out of this, maybe they can find out what happened so other people don't get killed."</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">Patty Sikes said the couple's lives have been turned upside down since Monday and they are getting death threats.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">"We're just fed up with all of it," she said. "Our careers are ruined and life is just not good anymore."</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">The memo describes a series of tests conducted by the company and NHTSA on Wednesday and Thursday. A full diagnostics was conducted, followed an inspection of the brakes and a test drive. The Prius was compared with a separate test vehicle provided by the San Diego dealership with identical year, make, model and color features as the one under investigation.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">Following the tests, NHTSA bought the gas pedal, throttle body and the two computers from Sikes' vehicle, the memo said. Brushed, faceted hands, a beautifully finished and detailed face, and the bluish tinge from the anti-reflective coating on the sapphire crystal make for a very readable watch under all conditions. I quite like the use of the big-date complication -- a good match for a watch whose slogan is "Always visible."  The materials, finish, and details have been consistently upgraded throughout the watch, and are quite impressive. For example, the ion-plated crown screws down more smoothly than any watch I've seen to date -- high praise indeed.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">On the wrist, the 140g watch is almost weightless due to the titanium and the balance between the bracelet and watch. In fact, the combination of sapphire and titanium is a personal favorite for my watches. Note, however, that titanium's unmatched strength-to-weight ratio does not mean surface hardness; in fact titanium scuffs and scratches more easily than stainless steel, so it won't look new very long. That seems appropriate for a tool watch like this, but it's something to consider pre-purchase. On the plus side, if you're nickle sensitive and can't wear steel, titanium is hypo-allergenic.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">The 60-click bezel is 12-sided and also made of titanium. The tritium insert in the pip means it's useful in the dark, but the smooth finish makes it hard to grip and turn when wet. For timing things in the water, the chronograph works better, as the buttons are easy to press and the result easy to read. Seconds are via the red center seconds hand, tenths via the subdial at six o'clock, and minutes and hours via the two-hand subdial at nine o'clock.</span></p>

<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">The bracelet is another highlight. Solid end links and solid links with an up-and-down link design; it's extremely comfortable and very well matched to the watch.</span></p>

Simple and effective. It would be nice if you could read the chronograph, day, or date at night, but that's probably impossible using tubes.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">Overall, this is far and away my favorite watch from Luminox. It's light, very functional, and it has a nicely detailed design and construction. This is the first model I've seen from them with anti-reflective sapphire and big date, and I really like the results. The dial is nicely understated with the F-22 theming and logo only visible at close inspection; at a glance, the curved sections look more automotive and race-inspired than aviation. The day/date are nice to have, too, and are readable without cluttering the dial.</span>

<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">She told deputies she had finished a run at about noon at Point Dume State Park and was standing at the edge of a cliff when she was grabbed from behind. She says she and the man struggled for several minutes before she was able to break away. That's when the woman ran and jumped off the cliff.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">Deputies say the suspect then escaped in the woman's Toyota Land Cruiser.</span></p>

<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">The blast — the second major attack in Pakistan in less than 24 hours — occurred in the Swat Valley, where Taliban fighters battled government soldiers for months last year.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">The attack in Saidu Sharif, Swat's administrative capital, also wounded 52 people. A day earlier, two homicidebombers killed 55 people in coordinated explosions in the eastern city of Lahore.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">No one has claimed responsibility for either attack, but suspicion quickly fell on the loose network of Islamist insurgents who have been fighting the U.S.-allied Islamabad government and who have stepped up attacks against security forces in recent days.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">Maj. Gen. Ashfaq Nadeem, a top military official for the region, said the dead in Saturday's attack included two soldiers and two policemen.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">"Such acts cannot demoralize us. I want to assure the people of Swat that we will continue fighting till the last Taliban are eliminated," he said.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">The bomber, driving a three-wheeled motorized rickshaw, targeted a roadblock manned by soldiers and police. The explosion sparked panic in the neighborhood, as soldiers in battle gear carried victims — injured and dead — through the narrow bloody streets to get them help.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">Speaking from his hospital bed, Zia-ur-Rehman said he was traveling in another rickshaw when the blast shook the street and violently jolted his vehicle.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">"I thought somebody picked me up and then threw me down," said the 24-year-old, who was covered with cuts and bruises. "Everybody was crying."</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">The Pakistani military launched a major offensive in Swat early last year after the collapse of peace talks with local Taliban, who at the time controlled much of the valley.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">The military took back control of the valley by mid-2009, but sporadic violence has continued.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">In Lahore, meanwhile, funerals were being held Saturday for the dozens of people killed the day before.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">Police official Chaudhry Shafiq said the death toll from that attack rose to 55 Saturday after 12 more people died overnight. About 100 people were wounded.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">That attack occurred when two homicidebombers set off their explosives within seconds of each other near two trucks carrying soldiers on patrol in RA Bazaar, a residential and commercial neighborhood with numerous military buildings. About 10 of those killed were soldiers, said police Chief Parvaiz Rathore.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">The militants have been fighting to destabilize the Islamabad government. They launched a bloody wave of bombings last fall across Pakistan, leaving 600 people dead in near-daily attacks in apparent retaliation for an army offensive against the insurgents' main stronghold, in the tribal region of South Waziristan along the Afghan border.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">While the insurgent attacks had slowed early this year, they have risen sharply in recent days, a clear sign that the militant network has not been broken — despite a string of recent arrests, regular U.S. missile attacks and last year's offensive.</span></p>

What is especially painful is that many of Microsoft's own employees are nuts for the device.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">The perils of being an iPhone user at Microsoft were on display last September. At an all-company meeting in a Seattle sports stadium, one hapless employee used his iPhone to snap photos of Microsoft Chief Executive Steve Ballmer. Ballmer snatched the iPhone out of the employee's hands, placed it on the ground and pretended to stomp on it in front of thousands of Microsoft workers, according to people present. Ballmer uses phones from different manufacturers that run on Microsoft's mobile phone software.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">A Microsoft spokeswoman declined to comment and declined to make executives available for this story.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">Apple CEO Steve Jobs referred an e-mail asking about iPhone use at Microsoft to a spokeswoman, who declined to comment.</span></p>

Among the top Microsoft executives who use the iPhone is J Allard, who helped create the Xbox game console and is chief experience officer for the entertainment and devices division.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">Nearly 10,000 iPhone users were accessing the Microsoft employee email system last year, say two people who heard the estimates from senior Microsoft executives. That figure equals about 10 percent of the company's global work force.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">Employees at Apple, in contrast, appear to be more devoted to the company's own mobile phone. Several people who work at the company or deal regularly with employees there say they can't recall seeing Apple workers with mobile phones other than the iPhone in recent memory.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">IPhone usage at Microsoft is the latest twist in the rivalry between Apple and Microsoft, tech-industry titans that have mixed it up in everything from computer operating systems to digital music players.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">Employee iPhone use has led to some spirited discussions among Microsoft executives. At a retreat last March for dozens of senior Microsoft executives at its corporate campus, someone asked about employee use of iPhones in a question-and-answer period.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">According to several people present, Andy Lees, a Microsoft senior vice president who oversees development of the mobile-phone software business, and his boss, Robbie Bach, explained that Microsoft workers often use rival products to better understand the competition.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">Kevin Turner, chief operating officer, scoffed at that explanation, these people said. Turner said he discouraged Microsoft's sales force from using the iPhone, they added. "What's good for the field is good for Redmond," Turner said, recalls one of the people who heard his comments.</span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">Ballmer took a similar stance at the meeting.</span></p>

I mean, I was all ready. We had left-wing bomb throwers like George Clooney, Sean Penn, Barbara Streisand, and co-host Alec Baldwin all lined up in the "let it fly" zone. But the show turned out to be the silence of the lambs.<br /><br />So what's going on? <br /><br />The answer to that question is money, pure and simple.<br /><img alt="" class="asset asset-image at-xid-6a00e5502775dc883401310f983084970c " src="http://davedubrow.com/.a/6a00e5502775dc883401310f983084970c-600wi" style="WIDTH: 600px" /> <br /> <br />The rise of the machines has dislocated entertainment all over the country. Now you can program your life on your computer and endlessly amuse yourself with iPods, Nintendo DS machines, and Blackberries. No longer do you have to drive to a movie theater to see something interesting.<br /><br />Therefore, the pool of movies, recordings, books, and other entertainment is becoming shallow. For the most part, companies are not throwing around big dollars to actors and singers anymore. Now, you have to earn your bread by selling product. And alienating potential customers is not a good business model.<br /><br />You may remember George Clooney, for example, saying the federal government under President Bush was run like the Sopranos. That was in 2003. Since that time, Clooney has pulled back from provocative political statements. I am guessing commerce has something to do with it.<br /><br />Alec Baldwin continues to toss grenades at the right, but even he has tempered his commentary. Back in 2002, old Alec told a Florida audience that George W. Bush's victory in 2000 did as much damage to America as the terrorist attacks on 9/11. Last Sunday night, Baldwin was like your hip uncle; a few wisecracks, then it was off to the bar.<br /><br />Even Sean Penn, as rabid a left winger as can be imagined, refrained from blasting anyone. A few days earlier, however, he did say that he hoped his critics died "screaming from rectal cancer." I guess it's comforting to know that some things never change.<br /><br />Barbra Streisand continues her political website, but what used to be "bombs away" prose has turned surprisingly mild. Ms. Streisand has resumed touring and recording so, again, marketing may be in play.<br /><br />Mass market entertainers simply cannot survive by alienating much of the country. Polls show that 40% of Americans currently identify themselves as conservative. As Ms. Streisand well knows, people need people to buy their records and see their movies. That's the way we were and continue to be, with apologies to everyone for those lines.<br /><br />I kind of miss the embarrassing Oscar moments where some celebrity would bash his or her country or call out a right-wing politician. Yes, those were cringe-worthy experiences, but they broke the tedium of the long-winded Academy Award telecast. <br /><br />So next year we should have a retrospective of crazy stuff said at past Academy Award programs. <p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">The drivers’ scheme, the commission said, involved 1.8 million rides and cost passengers an average of $4 to $5 extra per trip. The drivers, officials said, flipped switches on their meters that kicked in the higher rates, costing New York City riders a total of $8.3 million. </span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">The 1.8 million fares represent a tiny fraction of a total 360 million trips over the 26-month period in question. </span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">Agency officials said, however, that they were alarmed enough that they immediately ordered the companies that manufacture the meters to create a system to alert riders when the higher rates are being charged. </span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">That is likely to be done through the digital screens facing the back seats of the cabs. </span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">The commission said it began an inquiry after investigators, responding to a rider’s complaint, determined that a cab driver from Brooklyn, Wasim Khalid Cheema, had overcharged 574 passengers in just one month last year. Mr. Cheema’s license has been revoked. He could not be reached for comment. </span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">The commission then </span><span style="FONT-FAMILY: Arial; COLOR: #ffff00">used GPS data</span><span style="FONT-FAMILY: Arial; COLOR: #ffff00">, collected in every cab, to review millions of trips in New York City and found a huge number in which the out-of-city rates had improperly been charged, officials said. </span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">The investigators determined that 36,000 drivers improperly activated the higher rate at least once, and that about 3,000 drivers did it more than 100 times. </span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">The higher rate, reserved for rides in Nassau and Westchester Counties, is 80 cents per one-fifth of a mile — twice the rate charged for rides in the five boroughs. </span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">As described by officials, the fraud might rank as the biggest in the taxi industry’s history. </span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">“We have not seen anything quite this pervasive,” said Matthew W. Daus, the taxi and limousine commissioner. “It’s very disturbing.” </span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">The commission has turned over its probe to the city’s Department of Investigation. </span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">“Some of these people could face serious charges,” Mayor </span><span style="FONT-FAMILY: Arial; COLOR: #ffff00">Michael R. Bloomberg</span> <span style="FONT-FAMILY: Arial; COLOR: #ffff00">said Friday. </span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">Applying the higher rate in New York City violates the commission’s rules. The penalty for it varies, from a fine of $200 to the mandatory revocation of a cab license, depending on how much was overcharged. </span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">The taxi industry vigorously challenged the city’s findings, saying it was unimaginable that such a pervasive problem could be the result of deliberate fraud. The city said that 35,558 out of the city’s roughly 48,000 drivers had applied the higher rate. </span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">“This is clearly a systematic failure on the part of the meters and the technology,” said Bhairavi Desai, the executive director of the New York Taxi Workers Alliance, which represents cabbies. </span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">“For this to be so widespread — nearly every single driver — makes no sense,” she added. </span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">The taxi commission refused to comment on the alliance’s claim, citing its continuing investigation. “We have to sort through the numbers,” Mr. Daus said. </span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">In interviews on Friday, taxi drivers expressed dismay at the city’s findings, which they said threatened to tarnish the image of their industry. </span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">“We are ashamed,” said Bagicha Singh, of Floral Park, Queens, who was on East Houston Street on break from his shift. “People will look at us as a thief.” </span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">Several cabbies defended themselves and their colleagues and said it was easy to accidentally activate the higher rate because of the way the meters were designed. </span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">On some models, they said, the buttons for the New York City and out-of-town rates are extremely close together. </span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">“You’re driving, your fingers are small, the buttons are tiny,” said Rana Singh, 38, of Maywood, N.J. “You look up at traffic; you look at the car ahead.” </span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">Cab drivers are supposed to charge the higher rate only when they cross the border between New York City and Nassau or Westchester. </span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">But according to the taxi commission, drivers often pressed a button on the meter that categorized the fare as Code No. 4, which is charged for trips outside the city, rather than Code No. 1, for those in the city limits. </span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">Currently, passengers can see which rate is being charged by looking at the meter, which displays a No. 1 or a No. 4 — something few riders are aware of. The rate is also printed on every taxi receipt. </span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">The system demanded by the city would require an acknowledgment from the passenger that the higher rate is to be charged before the alert disappears from the digital screen, the commission said. </span></p>
<p><span style="FONT-FAMILY: Arial; COLOR: #ffff00">Eventually, officials said, the changes would remove the ability of drivers to manually activate the higher rate, by creating a GPS-based mechanism that automatically charged it based on the location of the cab. </span></p>
