The embassy is more like a small office in a buildling near the major shopping area where Japanese come for the weekend. No security guards, metal detectors, no appointment, and you can use your cell phone inside. &lt;br /&gt;
&lt;br /&gt;
I'd been twice before and I had come today because they had made a small mistake which neither they nor I caught. I was told that I had to pay for 4 pages to be printed and stamped and that would run me about $40. I paid, not too happy with the fact that I should have read the info more carefully the first time.&lt;br /&gt;
&lt;br /&gt;
Then I sat down and waited.&lt;br /&gt;
&lt;br /&gt;
The head of consular affairs came over, apologised, gave me 5 key chains as souveneirs, and said the embassy would cover half the cost, since it was kind of their mistake as well.&lt;br /&gt;
&lt;br /&gt;

At that time, there were 28 million Peruvians, so if 1 million had just learnt to read, that didn't speak well for Peru. &lt;br /&gt;
&lt;br /&gt;
I'm glad that Peru is fighting against literacy, but I have to admit they have a lot of changes to make, starting with the horrible libraries which I'll write about in more detail later.&lt;br /&gt;

Thanks go to Wikipedia Commons for this chart on the left. Nowadays, world illiteracy is still pretty high: 20%. Even with all the technical advances, the fact that people still can't read is baffling. Elections have come and gone and the chaos seems to have died down a bit. All the mass hysteria about Ollanta seems to have melted away. I didn't vote in the elections I'll end up paying the fine, but that's ok with me.&lt;br /&gt;
&lt;br /&gt;
After talking to people who did vote for Ollanta, I was surprised to see that it wasn't just the poor or uneducated that voted for Ollanta. Surprisingly, many well educated people voted for him. The reason for this is that they want change, even if it has to come at a cost.&lt;br /&gt;
&lt;br /&gt;
While I was sitting on the edge of my seat waiting for Ollanta to wreck havoc like Fujimori did, nothing happened. Unless you've been living under a rock, you know that the dollar's buying power is slipping away while the sol is getting strong. I hear peopl be moaning and groaning about this a lot. And while I understand that the dropping dollar is problematic, I think that people in Peru need to move away from the dollar and have more faith in their own currency. &lt;br /&gt;
&lt;br /&gt;
Historically, the sol has had lots of issues. Afterall, this is the nuevo sol, the old sol is worthless. You had to bring bucketfuls of sols just to buy milk in the 90s. However, times have changed. If people in Peru want the sol to remain strong, they need to start saving in their own currency. &lt;span style="font-size:180%;"&gt;&lt;a href="http://www.boston.com/news/world/latinamerica/articles/2011/04/09/perus_presidential_election_unpredictable/" target="_blank"&gt;Boston.com&lt;/a&gt; offers this opinion about the elections.&lt;/span&gt;&lt;p&gt;&lt;span&gt;LIMA, Peru—&lt;/span&gt;&lt;span style="font-weight: bold;"&gt;This resource-rich,  corruption-bedeviled Andean nation is notorious for its volatile  politics.&lt;/span&gt; Even so, Sunday's presidential election is shaping up to be  the most unpredictable in decades.&lt;/p&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;Favored to win the most votes is Ollanta  Humala, a leftist former army officer who has spooked foreign investors  by promising greater state control over the economy and wealth  redistribution to favor the poor.&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;He prevailed in the first round of the 2006 presidential election only to lose a runoff.&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;Though  preferred by 28.1 percent of voters in the latest opinion poll, Humala  is expected to fall far short of the simple majority needed to win  outright and avoid a June runoff. Which makes the battle for second so  crucial.&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;Keiko Fujimori,  daughter of imprisoned former President Alberto Fujimori, was running  second, ahead of Alejandro Toledo, Peru's president from 2001-2006, and  Pedro Pablo Kuczynski, who served as Toledo's economy and prime  minister.&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;The latest poll,  conducted Saturday by Ipsos-Apoyo, gives Fujimori 21.1 percent;  Kuczynski, 19.9 percent; and Toledo, 16.8 percent. That put Fujimori and  Kuczynski in a technical tie, given the poll's error margin of 1.6  percentage points.&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;Peruvian law prohibits the publishing of polls domestically in the campaign's final week.&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;Presidential  votes in Peru have been little more than popularity contests since the  1980s, when established political parties saw their credibility  dissolve. Even President Alan Garcia's governing APRA party is hobbling:  It's not even running a presidential candidate.&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;Analysts  say that the electorate is even more fragmented than it was in 2006,  when Garcia beat Humala, 53 percent to 47 percent. The results were  widely seen as a rebuff of leftist Venezuelan President Hugo Chavez, who  had openly backed Humala.&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;Humala,  48, now eschews all association with Chavez. This time he has enlisted  Brazilian advisers allied with that country's governing Worker's Party.  And he has largely dispensed with his firebrand rhetoric, though it  re-emerged in final rallies, where he promised "a great redistribution  of wealth" and called on supporters -- who are strongest in Peru's  dirt-poor central and southern highlands -- to be vigilant against  fraud.&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;The uncertainty is  excruciating for the candidates: About 25 percent of people who  registered a preference in opinion polls said they could change their  mind.&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;"And this process  isn't over yet. It will probably end in the voting line," said Giovanna  Penaflor, director of the Imasen polling firm.&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;Humala  rocketed into the lead in the campaign's final two weeks, promising  free nursery school and public education for all, state-funded school  breakfasts and lunches, a big boost in the minimum wage and pensions for  all beginning at age 65.&lt;/p&gt;&lt;/div&gt;Keiko  Fujimori, 35, has made similar populist promises&lt;span style="font-weight: bold;"&gt; in this country of 30  million where one in three Peruvians lives on less than $3 a day and  lacks running water&lt;/span&gt; (I'm so glad I left! Sharon).&lt;p&gt;But, unlike Humala, Fujimori is a free-market defender. While Humala says he would respect Peru's  international treaties and contracts -- 60 percent of Peru's exports are  from mining -- many Peruvians don't believe him.&lt;/p&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;Humala  advocates rewriting the constitution, just as Chavez and his leftist  allies in Bolivia and Ecuador have done, to make it easier to enact his  agenda. He says he does not, however, seek to include re-election, as  Chavez did to stay in office.&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;"We're  not going to apply the Venezuelan model in Peru," Humala told foreign  reporters Friday, saying he opposes placing the central bank under  presidential control and artificially setting currency exchange rates.&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;Humala's radical change appeals to many in the lower classes, which in Peru is two out of every three people.&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;"Thirty-seven  to 38 percent in the polls say they want a radical change in the  economic model. And then another third broadly agrees with the status  quo but wants greater redistribution," said Harvard political scientist  Steven Levitsky.&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;The poor have barely benefited from economic growth that has averaged an impressive 7 percent over the past five years.&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;Humala's  biggest draw may be his anti-corruption plank: He promises to give the  public the right to fire elected officials at all levels. Last year,  Peru was ranked 78th out of 178 countries in the global corruption index  of Transparency International, tied with China, Greece, Colombia,  Thailand, Lesotho and Serbia.&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;Keiko  Fujimori has a rock-solid constituency that admires her father for  defeating the Maoist-inspired Shining Path insurgency and taming  hyperinflation during a decade in office. Alberto Fujimori is now  serving a 25-year sentence for corruption and authorizing death squad  killings.&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;Keiko Fujimori's  campaign and congressional slate are jammed with her father's former  Cabinet ministers and other loyalists. Foes complain that her father  calls the shots from the police station where he is incarcerated and  would be the eminence grise behind a Keiko presidency.&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;Mario  Vargas Llosa, who lost the 1990 election to Alberto Fujimori, stepped  back into the fray this week. Winner of the 2010 Nobel Prize in  literature, Vargas Llosa has endorsed Toledo, saying a runoff pitting  Humala against Keiko Fujimori would be "a true catastrophe."&lt;/p&gt;&lt;/div&gt;&lt;div class="articlePluckHidden"&gt;&lt;p&gt;Toledo,  65, squandered an early lead in the campaign, analysts say, by diluting  his early message of greater economic justice, including a greater  share of mining royalties for Peruvians. &lt;span style="font-size: large;"&gt;&lt;b&gt;1. Documents for Peru&lt;/b&gt;&lt;/span&gt;&lt;br /&gt;
The Hague Apostille Agreement took effect in Peru on September 30, 2010. You can read about it in Spanish at &lt;a href="http://apuntesperuanos.com/2010/09/apostilla-de-la-haya" target="_blank"&gt;Apuntes Peruanos&lt;/a&gt; and &lt;a href="http://www.rree.gob.pe/portal/boletinInf.nsf/mrealdia/DE0480B7F4CD4175052576AA007E6E24?OpenDocument"&gt;Ministero de Relacciones Exteriores&lt;/a&gt;. You can see it in English at the &lt;a href="http://hcch.e-vision.nl/index_en.php?act=conventions.status&amp;amp;cid=41"&gt;Official Hague Agreement&lt;/a&gt; website. What this means is that using foreign documents in Peru or using Peruvian documents abroad has been made easier. &lt;span style="font-weight: bold;"&gt;This article is about using foreign documents abroad. &lt;br /&gt;
Before  you had to have the document notarised, then legalised by the Peruvian  consulate in your country, then legalised again at RREE (Ministerio de  Relacciones Exteriores) in Lima. Now, all you have to do is get the  apostillisation. &lt;b&gt;NB:&lt;/b&gt; Apuntes Peruanos says that this is NOT true  for Canadian, German, or Greek documents. Please check with the embassy  in your home country before getting an apostillisation.&lt;br /&gt;
&lt;br /&gt;
&lt;span style="font-size: large;"&gt;&lt;b&gt;2. US State and Local Documents&amp;nbsp; &lt;/b&gt;&lt;/span&gt;&lt;br /&gt;
Examples of state and local documents are: birth certificates, marriage certificates, death certificates, divorce certicates, state background checks, or degrees. For federal documents, please see the following section. You can mail or take the documents in person. I mailed things. Total time is about one month.&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;TIP:&lt;/b&gt; Get many copies apostillised. They're good for life and you won't have to go through this again. I had ten copies of my degree apostillised.&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;Step 1:&lt;/b&gt; Use the original document OR copy your document and get the copy notarised. Birth certificates are a perfect example of using originals. These are often already notarised by the emitting office, ex. the county clerk. If it is not already notarised, you will have to send it to the emitting office to get it notarised.&lt;br /&gt;
&lt;br /&gt;
It is often faster, cheaper, and better to copy your orginal. Photocopy the original. Take the original and the photocopy to a notary. The notary will examine both documents and the notarise the copy. In the US, it can often be done for free at your local library or bank. If it's your degree that you're notarising, your university will often do it for free.&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;Step 2:&lt;/b&gt; Put your original in a safe place. You won't have to mail it anywhere, BUT you might want to bring the original to Peru just in case.&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;Step 3:&lt;/b&gt; Get the notarised copy authenticated. This is NOT necessary for all places. Some states require it, others don't. I don't believe it's required in the UK. You'll have to contact the Secretary of State Office and ask them if they require documents to be authenticated before they are apostillised. Things change often, so call before you go or mail your documents.&lt;br /&gt;
&lt;br /&gt;
In order to get documents authenticated, you will have to look up the notary that notarised your documents. Find out what county they are affiliated with. They might be affiliated with a different county than you are in. For example, the woman at my bank in DuPage county was affiliated with Cook County. That means that I had to send the documents to Cook County Clerk. Contact the county and ask how much it is to authenticate documents. In many states it's only a couple dollars. If you are using copies you do NOT send the original. Just send the notarised copies. If you are using orginals, you will have to send the original. This usually take one to two weeks.&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;Step 4:&lt;/b&gt;  Get your documents apostillised. You will have to send your documents to the Secretary of State. Contact them and ask how much it is to get documents apostillised. It should be between $5 and $20. If you are using copies you do NOT send the original. Just send the notarised copies. If you are using orginals, you will have to send the original. This usually takes two weeks.&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;What You Will Have: &lt;/b&gt;You will have another document attached to your copy (or original). It should have a seal and special corner at the top. Mine have a gold sticker-seal and a blue paper at the top in the corner. Do NOT separate these documents or you will render them invalid.&lt;br /&gt;
&lt;br /&gt;
&lt;span style="font-size: large;"&gt;&lt;b&gt;3. US Federal Documents&lt;/b&gt;&lt;/span&gt;&lt;br /&gt;
An example of federal checks: FBI background checks. You will probably not need this, but it might help you in the future.  See the next section for how to get an FBI check.&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;Step 1:&lt;/b&gt; Use the original document FBI background checks are a perfect example of using originals. These are often already notarised by the emitting office, ex. the FBI, &lt;b&gt;IF&lt;/b&gt; you tell them that you will be using the documents abroad.&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;Step 2:&lt;/b&gt; Send it to the &lt;a href="http://www.state.gov/m/a/auth" target="_blank"&gt;Department of State&lt;/a&gt;. It should cost less than $10 and take two to three weeks. You can also go in person if you live near Washington DC.&lt;br /&gt;
&lt;br /&gt;

&lt;span style="font-size: large; font-weight: bold;"&gt;4. How to Get an FBI Check&lt;/span&gt;&lt;br /&gt;
● &lt;span style="font-weight: bold;"&gt;Plan ahead. &lt;/span&gt; The FBI website states that "processing times may take up to 12 weeks."  See number 9 on the &lt;a href="http://www.fbi.gov/hq/cjisd/fprequest.htm" target="_blank"&gt;FAQs&lt;/a&gt; on the FBI website.  Bad news is that many countries only accept FBI checks that are less than 6 months old, so planning is key!&lt;br /&gt;
&lt;br /&gt;
● &lt;span style="font-weight: bold;"&gt;Legible fingerprints are critical.&lt;/span&gt;  You can use the forms from the FBI site or the ones at the police station.  Go to the local police station to get your fingerprints done.  Imagine months going by and then getting a response from the FBI stating that the fingerprint card you submitted was being returned because they were not legible and you now have to start the process of application all over again. Recommend submitting multiple fingerprint cards.&lt;br /&gt;
&lt;span style="font-weight: bold;"&gt;&lt;br /&gt;

● Letter stating that you will use the FBI check in a foreign country and need the FBI (CJIS division) to place its official seal and signature on the document so that you can submit it to the Department of State for an apostille. &lt;span style="font-weight: bold;"&gt;1. &lt;/span&gt; Get your fingerprints taken.&lt;br /&gt;
&lt;br /&gt;
&lt;span style="font-weight: bold;"&gt;2.&lt;/span&gt;  Send all docs to the FBI.  Look at the &lt;a href="http://www.fbi.gov/about-us/cjis/background-checks/fbi-identification-record-request-checklist" target="_blank"&gt;checklist&lt;/a&gt; to make sure that you've included everything. Have it sent back to your parents or family or friends in the US.  It's recommended to send it via certified mail so that you can track it.&lt;br /&gt;

&lt;span style="font-weight: bold;"&gt;3.&lt;/span&gt;  Your family or friends in the US get the form, then send it to the US Dept of State in Washington DC, not the Sec of State in your state.   It's a federal document, so has to go to the Dept of State in Washington.  The FBI puts a seal on the crb at the request of applicants and tthen you can send it to the Dept of State, NOT Sec of State! see: http://www.state.gov/m/a/auth/  (FYI: If you want to send it to the Sec of State, then you could also do that, but it’s a hassle.  First you need to get it notarized (authenticated, for some states), then send it to the Secretary of State.)&lt;br /&gt;
&lt;br /&gt;
