			<content:encoded><![CDATA[<p>CNN is reporting that T. Boone Pickens has called for the establishment of “a federally funded loan program, or bank, to finance large-scale wind developments.”</p>
<p>According to the story by Martin LaMonica, Boone told reporters at a meeting in Indian Wells, California that, as part of the Pickens Plan, wind energy could produce up to 20 percent of America’s electricity needs, freeing up natural gas – which now is used to produce about that amount – to be used as a transportation fuel for heavy trucks.</p>
<p>We import about 70 percent of the oil we need and about a quarter of that is used as diesel fuel to move 18-wheelers.  “You can’t move an 18-wheeler with a battery,” Pickens is fond of saying.</p>
<p>The CNN article says:</p>
<blockquote><p>To help wind developers and achieve the Pickens Plan target of 20 percent of electricity from wind, Boone said that the U.S. government should establish a &#8220;wind bank&#8221; that would give wind developers loans.</p>
<p>A wind bank would be a &#8220;fraction&#8221; of the projected $825 million in federal spending on a stimulus package, he said. It would also be cheaper than continuing to spend money on foreign oil, he argued.</p>

<P>Once again in our history, the power of the presidency has been passed from one American to another - peacefully, respectfully and hopefully.<br />
<P>President Obama&#8217;s inaugural address offered inspiration and hope to our nation and the world. He set goals which are lofty, but clearly within our grasp. Importantly, he has once again promised to transform our energy policy.<br />
<P>Already, his administration has begun working with Congress on a stimulus plan that will get our economy moving again and create jobs by investing in renewable energy like wind and solar power, rebuilding our transmission grid and taking important steps towards keeping his promise to reduce our dependence on foreign oil and ending oil imports that strengthen our adversaries. These are the right policies and they are clear goals.<br />
<P>As we move beyond the celebration of his inauguration and he begins the hard work of governing, we should all hear his call to come together and serve our country and do everything we can to ensure that he is successful in reaching these goals.<br />

<p>This is a day that makes America different from any other modern nation. For the 43rd time in our history, the power of the Presidency will be passed from one American to another - peacefully, respectfully and hopefully.</p>
<p>President Barack Obama has it within his power and his skills to lead America. He has set goals which are lofty, but within our grasp. He has promised to end oil imports from the Middle East, Africa and Venezuela within 10 years. That is a reachable goal.</p>
<p>The Pickens Plan New Energy Army is made up of Americans of every political stripe. This is beyond politics and I have every reason to believe President Obama will rise above politics to establish policies and ask for legislation which will embrace the pillars of the Pickens Plan.</p>
<p>I want to thank each one of you for your hard work leading up to this important day. Over the last 6 weeks alone, <a href="http://www.pickensplan.com/district-leaderboard">over 300 of you have signed up to lead District Groups and you have recruited over 20,000 new members to the Army</a>. Every day I&#8217;m reading the op-eds you’re getting placed in your local newspapers and hearing about the meetings you&#8217;re holding to discuss how you can do your part to make the Pickens Plan happen. I&#8217;m grateful for your hard work and glad to be a partner with you in this effort.</p>
