			<content:encoded><![CDATA[<p>&#8220;Bahrain says it plans to charge 23 people for plotting to overthrow the government and for belonging to what officials described as a sophisticated terrorist network, the Bahrain News Agency (BNA) reported on Saturday.</p>
<p>The agency said the charges, to be brought by public prosecutors, follow an intelligence operation and that arrests of those in the network started on August 13.</p>
<p><span id="more-547"></span>Bahrain is a tiny island kingdom on Saudi Arabia&#8217;s eastern coast. It is predominantly Shiite but has Sunni rulers. Among the accused, at least 20 are Shiite opposition leaders, according to Reuters.&#8221;</p>

<p>The blast occurred at 5:30 a.m. (1030 GMT) outside a 12-story building housing Caracol Radio, the Spanish news agency EFE and the Ecuadorean consulate, as well as the offices of several banks and politicians, including former President Cesar Gaviria.</p>
<p><span id="more-541"></span>Investigators were not sure of the target or who was behind the bombing, said Hermes Ardila, chief of prosecutors in a special anti-terrorism unit. He said by telephone eight hours after the bombing that investigators had not linked the attack to any particular armed group.&#8221;</p>

<p>The attack took place on Friday evening in Hamra village near the town of Hutah where security forces were swiftly deployed, witnesses said.</p>
<p>The forces later arrested up to eight supporters of the Southern Movement, a source from the coalition of groups wanting greater autonomy or independence for the region said on Saturday.</p>
