But he said the continued absence from the negotiations of two major armed movements is &#8216;deeply unfortunate.&#8217;</p>
<p>Gambari told the Security Council that despite considerable efforts by UNAMID, the security situation in Darfur has not improved since last month when he described it as &#8216;dire.&#8217;  Gambari said fighting between Sudanese government forces and the Justice and Equality Movement continues to be a major source of insecurity in several parts of Darfur.  &#8220;</p>

And the attacks are ongoing, and more will come one after another,&#8217; said Zawahiri, according to a transcript provided by the Middle East Media Research Institute, based in Washington, DC.</p>

			<content:encoded><![CDATA[<p>Suspected drug gang members launched a car bomb attack on police in Mexico&#8217;s border city of Ciudad Juarez for the first time, killing two police and two medics, a general said Friday. </p>
<p>The attack marked an escalation in Mexico&#8217;s brutal drug violence, which has left some 7,000 people dead so far this year, official figures showed Friday, compared with 9,000 killed in the whole of 2009.</p>
<p>Ciudad Juarez Mayor Jose Reyes said that gang members had set a trap late Thursday using a wounded person dressed as a municipal police officer to lure federal police to a main intersection, before a car bomb exploded.</p>
<p>&#8216;The supposed police officer had his mouth open, and his hands tied behind his back, which is why medical workers approached him,&#8217; Reyes said.</p>
<p><span id="more-521"></span>Police initially said that attackers had rammed a police convoy in Mexico&#8217;s murder capital.</p>
<p>General Eduardo Zarate said the attack left two policemen, a paramedic and a doctor dead, and wounded 11 others. It was not clear if one of the deceased was the decoy police officer.</p>
<p>&#8216;Residue from 10 kilograms (22 pounds) of an explosive known as C4 and the remnants of a mobile telephone device were found&#8217; near the burned-out cars and damaged buildings at the scene, Zarate told reporters.&#8221;</p>

<p>The remark comes a day before the foreign ministers of the rival nations are set to meet in Islamabad to attempt to rebuild a fragile peace dialogue that was shattered by the attacks, which killed 166 people. It appeared to be an attempt to ratchet up the pressure on Pakistan to prosecute people whom India says were deeply involved in the assault.</p>
<p><span id="more-517"></span>In an interview published Wednesday, Home Secretary G.K. Pillai accused Pakistan&#8217;s powerful spy agency Inter-Services Intelligence of playing a key role the attacks.</p>
<p>&#8216;It was not just a peripheral role. They (the agency) were literally controlling and coordinating it from the beginning till the end,&#8217; Pillai told the Indian Express newspaper.&#8221;</p>

<p>International troops were responsible for about one-fifth of civilian deaths — down from previous years, thanks to restrictive rules of engagement that some soldiers feel put their own lives at risk.</p>
<p>That so many noncombatants are dying shows that the international force has yet to succeed in its goal of protecting the Afghan people, whose trust and support are key components of NATO&#8217;s new counterinsurgency strategy in the nearly 9-year-old war.</p>
<p>At least 1,074 civilians died in the first half of this year, triple the number of international forces killed over the same period, the Afghanistan Rights Monitor said in a report that called 2010 the worst year for security since shortly after the demise of the Taliban regime.</p>
<p><span id="more-513"></span>Violence has soared as coalition forces, bolstered by 30,000 American reinforcements, move into Taliban strongholds in the south and east to try to wrest the areas from the militants, strengthen Afghan government control and win Afghans&#8217; trust. 			<content:encoded><![CDATA[<p>&#8220;Three suspected al-Qaida members were arrested Thursday morning in what Norwegian and U.S. officials said was a terrorist plot linked to similar plans in New York and England.</p>
<p>The three men, whose names were not released, had been under surveillance for more than a year. Officials believe they were planning attacks with portable but powerful bombs like the ones at the heart of last year&#8217;s thwarted suicide attack in the New York City subway.</p>
<p>U.S. Attorney General Eric Holder has called that one of the most serious terrorist plots since 9/11. On Wednesday, prosecutors revealed the existence of a related plot in Manchester, England. Officials believe the Norway plan was organized by Salah al-Somali, al-Qaida&#8217;s former chief of external operations, the man in charge of plotting attacks worldwide.</p>
<p><span id="more-509"></span>The officials spoke on condition of anonymity because they were not authorized to discuss the case. The Norwegian Police Security Service said only that the three were arrested on suspicion of &#8216;preparing terror activities.&#8217;&#8221;</p>
