<p>We have an exciting fixed term 12 months for a Health Needs Assessment Manager within the Public Health Team at Thurrock Council.</p>

<p>The post holder will play a key role in the delivery of a comprehensive and robust public health intelligence service in line with the relevant processes, quality and information governance systems within Thurrock Council. They will play a key role in turning data into information to enhance public health intelligence for the Public health team Thurrock CCG, Thurrock Council and other partners.</p>

<p>The post holder would be expected to manage the JSNA process as a priority and will lead on specific information projects and the development of appropriate datasets to appropriately reflect the need of current initiatives and priorities. The post holder will provide input and advice into understanding the health needs of the population, addressing health inequalities, determining priorities for actions, assisting wider understanding of the characteristics of the wider population and actively disseminating the findings to a wider audience. The post holder will build strong working relationships with other staff within and outside the LA, Community and Voluntary sector colleagues.</p>

<p>This post is fixed term for 12 months to provide maternity leave cover</p>

<p>Key responsibilities/accountabilities </p>

<p>1.To fulfil ad hoc requests for information from the Public Health team, and other teams in the CCG/Council. Prioritising work with Public Health Intelligence lead where required. </p>

<p>2.Contribute to monitoring and reporting public-health related data for local performance frameworks. </p>

<p>3.Adapt or design information systems concerning health intelligence to meet the needs of the public health team.</p>

<p>4.Produce summary documents of public health information as and when required.</p>

<p>5.Analyse investigate and resolve complex statistical/analytical/epidemiological queries and issues.</p>

<p>6.To lead on discrete projects, development and design of health related datasets and information and undertake research and make recommendations and develop action plans for improvement where necessary. </p>

<p>7.Provide co-ordination of and participate in relevant meetings, providing specialist public health intelligence advice and support where requested.</p>

<p>8.Develop links with relevant stakeholders where appropriate, e.g. Public Health England, NHS England Essex Local Area team, Thurrock CCG.</p>

<p>9.Continually look to enhance the format of information presented and seek to provide innovative presentations for a range of highly complex information. </p>

<p>10.To exhibit flexibility in order to allow for changes in information format, lack of information being provided and delays in receiving requested information.</p>

<p>11.To attend local, regional and national events which promote good practice, increase professional development or disseminate evidence that supports the aims of the post. </p>

<p>12.To ensure all monitoring and evaluation of projects are systematically recorded. </p>

<p>13.To contribute to the general work of the Department in delivering the public health function. </p>

<p>Thurrock Council is looking to employ a Housing Fraud Investigation Officer to join its Housing Investigation Team. Applicants must be highly motivated and confident with proven investigative experience.</p>

<p>The successful applicant will be tasked with the investigation of housing fraud cases (proactive and intelligence led) identified within the housing stock. Duties involve visits to suspects and witnesses properties, evidence gathering, data-matching, suspect and witness interviewing, report/letter writing and the promotion of housing fraud awareness. They will be expected to prepare detailed investigation and prosecution files and be confident giving evidence at both criminal and civil court hearings.</p>

<p>The applicant should have experience investigating fraud and using legislation such as the Housing Act 1985, Fraud Act 2006, Regulation of Investigatory Powers Act 2000 and Police and Criminal Evidence Act 1984 and Criminal Procedure and Investigation Act 1996. They must also be able to demonstrate knowledge of the Prevention of Social Housing Fraud Act 2013 and the Social Security Administration Act 1992.</p>

<p>Applicants should be ICT literate with experience using investigative databases and programmes. The role will involve out of hours work including weekends. The applicant will be expected to travel throughout the borough; they must have a full drivers licence and access to a car with the relevant insurance endorsement.</p>
