	<description>At the Nov. 4 meeting,  TIA applauded India for a number of important liberalizing reforms that have opened the Indian telecommunications market to competition. 	<description>In response to the FCC's request for comments following its Sept. 2 workshop on broadband metrics, TIA recommends that the Commission develop a tiered analysis for defining two-way broadband speeds that accounts for all technologies and the capabilities they promote.
